The findings are based on a survey commissioned by Commercial Services Group, a public sector procurement provider, following the Act’s introduction in February 2025.

The group said the survey reflects a mix of support and concern across Blue Light services, as respondents welcome the Act’s aims but warn that without leadership, guidance and investment, its potential will not be realised.

According to Commercial Services Group, 50% of Blue Light participants identified capability gaps as a barrier to delivery.

It said financial constraints were also seen as an obstacle by 45.5% of respondents.

Limited capacity and regulation flagged as barriers

Commercial Services Group reported that over a third (34.1%) of emergency sector procurement leaders warned that low resource capacity may limit inter-agency collaboration.

The survey also found that 36.4% of respondents believe regulatory compliance challenges could undermine implementation efforts.

The group said these challenges may restrict the ability of emergency services to meet one of the Act’s main aims, which is to support economic development.

CLOU has announced the results of a 59-hour fire test on its Aqua C2.5 battery energy storage system, carried out at a CSA-accredited test site in April 2025.

According to CLOU, the test simulated a large-scale fire in a 20MWh deployment to assess thermal runaway containment and explosion prevention mechanisms.

The company said the evaluation was performed using four 5MWh containers configured side by side to mimic actual high-density energy storage layouts.

The ignition container burned for over 59 hours with temperatures exceeding 1300°C.

No fire suppression systems were triggered during the test, enabling analysis of how CLOU’s Active Ventilation & Explosion-Proof System prevented the spread of fire to adjacent units.

System withstood prolonged high temperatures without thermal propagation

CLOU stated that the test configuration placed the Aqua C2.5 containers in back-to-back and side-by-side arrangements.

The ignition unit, labelled Container A, was exposed to extreme conditions while the other three units were monitored for signs of thermal propagation.

The manufacturer said the internal temperature of Container A exceeded 1300°C and sustained combustion for 59 hours and 10 minutes.

It reported that adjacent containers did not experience thermal deformation or battery damage.

According to CLOU, this result demonstrated the ability of the ventilation system to direct flames vertically, preventing lateral heat spread.

Thermal sensors in the adjacent containers recorded no temperatures high enough to trigger runaway events.

CLOU said the safety system design is based on North American energy storage standards, including NFPA 69, NFPA 68, NFPA 855, and CSA/ANSI C800.

According to the company, explosion prevention is handled by active ventilation triggered at 10 percent of the lower explosive limit (LEL), reducing gas levels below 25 percent LEL.

It said the Aqua C2.5 is also equipped with pressure relief structures and fixed-angle louvers, which direct gas and flame discharge vertically during a blast.

All police forces and fire and rescue services are monitored through a two-stage system: Scan and Engage. Scan is standard monitoring and Engage is enhanced monitoring for underperforming services.

If a service enters Engage, HMICFRS assigns a lead inspector and expects collaboration from PCCs or PFCCs in developing improvement plans and attending oversight group meetings.

HMICFRS explained that it is the responsibility of the HMI to inform commissioners of decisions to enter Engage prior to public announcement.

According to HMICFRS, police effectiveness, efficiency and legitimacy (PEEL) inspections are conducted through ongoing assessment and key milestones, with PCCs informed in parallel with chief constables.

Inspection preparation and strategic presentation attendance

The memorandum describes the process for preparing for inspections, including strategic presentations, evidence-gathering and report debriefs.

For police inspections, chief constables decide whether to invite the PCC to strategic presentations and debriefs. For fire inspections, PFCCs may choose to attend or delegate.

HMICFRS encourages participation by commissioners at all stages of inspection to support a shared understanding of local context, performance and improvement.

During inspections, HMICFRS may request meetings with PCCs to gather relevant information, though they are not obliged to participate.

All parties are expected to keep information from strategic presentations and debriefs confidential until formal publication.

Report publication, responses and recommendations

HMICFRS sends embargoed reports to chief officers and commissioners at least 48 hours before publication for force or FRS-specific reports, or 24 hours for national reports.

Under section 54 of the Police Act 1996, PCCs must respond to relevant police inspection reports within 56 days and publish their response online and on the HMICFRS portal.

For fire services, PFCCs must develop and regularly update action plans addressing HMICFRS recommendations, published on the FRS or PFCC website.

If HMICFRS identifies urgent risks to public safety, it may issue an accelerated cause of concern. PCCs will be notified at least 24 hours before such reports are released.

APCC receives monitoring data from HMICFRS to support commissioner responses and oversight activity.

Police and fire leadership appointments and misconduct

The memorandum includes guidance on how HMICFRS may support PCCs and PFCCs during the recruitment of chief constables or fire officers.

While commissioners are solely responsible for appointments, they are encouraged to seek input from HMIs during the shortlisting and interview process.

If an HMI is not part of the panel, the commissioner may consult the inspector to gather performance background on candidates’ current organisations.

HMIs also have a statutory duty to remain informed about misconduct matters involving chief officers. Commissioners are expected to keep HMICFRS updated on such matters.

Super-complaints and engagement with wider governance structures

The memorandum reaffirms HMICFRS’s role in managing the police super-complaints process alongside the Independent Office for Police Conduct and College of Policing.

When a super-complaint is deemed eligible, HMICFRS notifies the APCC, which supports its members’ involvement in investigations and subsequent recommendation responses.

Recommendations directed at commissioners are coordinated with APCC support and submitted to the relevant agencies.

The document also confirms that the APCC participates in HMICFRS external reference groups that advise on inspection methodology, ensuring governance perspectives are included.

Governance roles of panels and statutory limitations of inspections

The memorandum clarifies that HMICFRS does not inspect PCCs but may share inspection findings with police, fire and crime panels upon request.

These panels do not scrutinise police forces or FRSs directly, but rather the way commissioners carry out their responsibilities.

If invited to a panel meeting, an HMI may attend to explain inspection findings and methodology, but will only share public information.

Fire and rescue inspections include interviews with PFCCs or governance leads to inform reports, due to the absence of formal operational independence for most UK chief fire officers.

Statutory limitations apply to what functions may be inspected or reported on in both police and fire governance contexts.

HMICFRS and APCC publish memorandum on police and fire governance roles: Summary

His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) has published a memorandum of understanding with the Association of Police and Crime Commissioners (APCC).

The memorandum sets out how HMICFRS and the APCC will collaborate in supporting effective police and fire governance.

The agreement defines how HMICFRS will share inspection information with commissioners and how it will engage with the APCC on programme development.

PCCs and PFCCs may request additional inspections, attend strategic briefings and contribute to monitoring activity.

All police and fire services are monitored using the Scan and Engage framework.

Services placed into Engage are subject to enhanced oversight and support.

Commissioners must respond to police inspection reports within 56 days.

PFCCs must produce fire action plans addressing HMICFRS recommendations.

The memorandum outlines procedures for report debriefs, embargoes and confidentiality.

It includes guidance for leadership recruitment and conduct notification.

The APCC supports commissioners in handling super-complaints and systemic performance issues.

Panels may receive public information from HMICFRS when invited.

HMICFRS signed the memorandum alongside the APCC on 3 July 2025.

Beyond installation: The reality of passive fire system assessment demands

UL Solutions examines the challenges of ensuring passive fire protection systems in buildings meet safety standards amidst installation variations and the need for reliable assessments

When it comes to the technical conformity of passive fire protection products or systems installed in buildings, someone ultimately must accept systems, as installed, are fit for purpose.

Those who may have a stake in that conformity decision include the code authority, building control, fire service, main developer, main contractor and end occupier/building owner.

Specialist contractors may also accept evidence that supports that an installation conforms to the required standards.

All these stakeholders are seeking confidence that the product or system installed will perform as intended in a fire situation.

The supporting evidence needs to confirm that the required performance is the likely outcome in a fire.

This is not a guarantee but a strong indicator that the installed product or system has performed in a representative fire test and the performance in that test indicates conformity or nonconformity with test standards, local codes and regulations.

For example, a pipe penetration seal needs to provide 60 minutes fire protection in the building, and test evidence shows that the product met that criterion on a test.

But what if the evidence used to support the assurances needed doesn’t exactly match what is actually installed? This is not referring to incorrect installations, but installations that have a variation from the specimen tested in the standard (specified) laboratory tests.

As-built construction details often vary from an ideal tested/certified construction.

This commonly occurs with firestopping.

For example: The aperture size differs from what was tested; the number of cables exceeds what was tested; the cable size is larger or smaller than those tested; the position of dampers varies from what was tested; the particular configuration of firestopping multiple services through the same aperture was not tested on the test rig; the penetration angle differed from what was tested; most are tested at a 90° angle; or a substrate that doesn’t match the one the penetration was tested through; standard substrates are used in testing to represent common wall or floor constructions.

Discrepancy in evidence can lead to last-minute requests for approval of the on-site installation.

Any such approval needs an expert judgment or an urgent test to provide confidence to the stakeholder that the variation on site will not affect the products’ or systems’ performance — that is, that variations such as those mentioned above would perform to the same required level in a test situation as that tested — thus providing an assurance of performance.

However, urgent testing of the specific variation is often not practical, given the very full test schedules that UK fire testing laboratories have.

A six-month wait for a test slot is not uncommon, and that length of delay on a live construction site is not practical nor wanted.

However, if other methods of assuring the product or system variation are not possible, then this may be the only option, aside from replacing the installation with something that does have evidence of conformity if a tested assembly can be identified.

Addressing fire protection failures on site

During construction, the issues with variations to fire protection may go unnoticed and therefore may never be identified by anyone.

There are many examples of fire protection issues only being identified after the building becoming occupied.

Unfortunately, sometimes issues are only discovered after a fire occurs, when failure becomes obvious.

Sometimes issues may have been identified before occupation, but someone ignored the problem in the hope that the issue isn’t noticed by building control or the client and that it doesn’t cause a problem in the event of a fire in the future.

It may well have been identified, and the specialist installer may have thought it was acceptable.

There potentially may be conflict of interest with the installer making that judgment.

They installed it without sufficient evidence to support the installation in the first instance, something that should not happen on site.

Ideally, the issue is discovered, and further assurances requested.

The manufacturer or independent specialist can seek a desktop evaluation (an engineering judgment, or EJ) of the proposed system.

When EJs are required, they are most often provided by a product/system manufacturer who knows the products very well due to their knowledge of the testing and development required for their materials.

Quality and impartiality concerns of manufacturer assessments

However, manufacturers offering assessments on their own products may introduce issues, including: questions about the impartiality, qualifications, experience and competence of the person (often a junior technician or engineer) conducting assessments and writing reports; a lack of independent oversight of the assessment quality management process; a lack of investigation into the assessment methodology used; and a lack of confirmation of peer review, or the technical accuracy of assessments.

Those who need to rely on manufacturer assessments as evidence to accept and approve firestop installations on site may be concerned about risks incurred by acceptance without adequate assurance — i.e., should the firestop fail in a future fire situation, who is culpable for acceptance and on what basis?

To protect themselves in the event of a failure and subsequent investigation, stakeholders with responsibility for accepting firestopping — including building control, fire service, building safety regulators, insurers, warranty providers, independent inspectors, main contractors, specialist contractors and developers — must have evidence of robust due diligence.

When it comes to acceptance of evidence that firestopping installations will meet the required performance criteria, stakeholders often ask: Why can’t manufacturers test everything?

Stakeholders often prefer primary test evidence, but manufacturers cannot test every variation.

However, they do test the most likely variations that would be specified and installed in an ideal situation.

Given that buildings are not always designed in an ideal way, firestopping may be installed with variations from what was tested due to factors such as errors in construction or building design features.

There isn’t a definitive number of firestopping-related assessments that are needed in the construction sector, but globally, it could easily be in the tens of thousands, based on conversations with major product manufacturers.

Testing every conceivable variation would be prohibitive for manufacturers, given that the permutations of how products/systems get installed is potentially limitless.

The sheer number of assessments needed means there isn’t a credible independent alternative with sufficient capacity to complete this work.

Engineers from independent testing laboratories and specialty engineering firms offer assessments in support of testing, but their capacity can be limited, and waiting for a report may be impractical for a construction project.

Firestop details are often repeated throughout a building on many floors or in multiple locations.

If those details don’t have sufficient supporting evidence, the whole project could be delayed by waiting for a fire test to prove out performance.

Therefore, manufacturer assessments are absolutely needed, and unless there is a significant move toward designing buildings around assured firestopping and not the other way around, they are here for the foreseeable future.

Increasing stakeholder confidence with independent oversight

Independent third-party oversight of the manufacturers’ assessment activities establishes requirements against which a manufacturer is externally audited against.

A quality assurance program provides an additional layer or scrutiny into the technical accuracy of assessments, giving stakeholders more confidence in accepting assessments from the manufacturer as evidence of conformity.

The UL Solutions Technical Evaluation Developer Program (TEDP) is an independent scheme designed to improve the content and quality of manufacturers’ engineering decisions for firestopping products, providing an added level of confidence for those who need to rely on manufacturer assessments.

The scheme supports the due diligence process for stakeholders by setting quality benchmarks that the manufacturer must meet and that are applied to the production of assessments.

Specifically, this program establishes a documented management system aligned with accepted industry methodologies for technical assessment writing and audited by UL Solutions.

The manufacturer must have a documented quality manual that addresses all aspects of the process of writing assessments, from initial enquiry to delivery, and outlines how the process is strictly monitored and controlled.

The manual must specifically cover how the company proves a consistent and technically accurate judgment is issued, mapping out the step-by-step checks and measures they take and monitoring to avoid decisions that would not stand up to external expert scrutiny.

This recorded set of standard operating procedures must be internally audited and reviewed and must be independently audited by UL Solutions to demonstrate the company adheres to all quality policies and procedures.

Industry best practice guides, underpinning the technical methodology of writing assessments, must be used.

These guides outline the key accepted principles of how to assess passive fire protection products and systems for firestopping in a structured and rational way.

Demonstrating assessor competence, skills, knowledge, experience and behaviors

UL Solutions confirms that competences defined in industry best practice guidance documents are applied to the quality management systems the company operates and independently tests the competence of individuals involved in the preparation and review of the assessments for the company.

UL Solutions will also check the methodology of training and internal verification of the assessors and confirm that assessment requests are allocated to assessors who have proven competence to complete them.

In addition, technical assessors must demonstrate continued professional development, which is monitored under the companies’ quality management systems and audited by UL Solutions.

Independent audits conducted by UL Solutions

Testing of engineered systems is based on the total volume of assessments issued in a calendar year by the manufacturer.

UL Solutions chooses the systems to be tested based on type of evaluation conducted, installation and type of product included in the technical evaluation.

This sample testing focuses on the manufacturer demonstrating sound fire engineering principles are applied to all assessments, as fire testing potentially could be used to confirm any judgment, they make is sound.

Manufacturers who participate in this program are expected to be ethical in their use of technical evaluations.

They cannot use technical assessments to avoid reasonable testing requirements.

If a variation on site becomes a common installation, manufacturers should test that common use and pursue certification of the variance instead of assessing the variation again and again.

The manufacturer’s organization will be issued a certificate to acknowledge active enrollment in the UL Solutions Technical Evaluation Developer Program.

The manufacturer’s name and contact information will be published in UL Product iQ® as a participant in the UL Solutions Technical Evaluation Developer Program.

This enables stakeholders to confirm that the company is still in the scheme and that assessments completed fall under the requirements of the scheme.

UL Solutions engages with companies who wish to enroll in the program and holds them accountable by auditing and testing to stringent quality measures.

Nonconformances to those measures instigate additional surveillance requirements and can increase audit testing, depending on the severity of the audit findings.

This shows that companies are held accountable for managing the quality of the assessments they produce.

This scheme supports the high level of the due diligence stakeholders need when presenting assessments as conformity evidence.

When faced with an assessment from a UL Solution listed manufacturer, stakeholder can have confidence in their acceptance of the installation on site.

NIST engineer honoured for wildfire research in the United States

U.S. fire researcher awarded for public service impact

Alexander Maranghides of the National Institute of Standards and Technology (NIST) has received a 2025 Samuel J. Heyman Service to America Medal for his research into protecting people and buildings from wildfire.

According to NIST, the award recognises 25 years of work investigating destructive fires and producing guidance to help reduce future loss of life and property.

The medals, presented by the nonprofit Partnership for Public Service, honour federal employees whose work improves national outcomes.

The group said around 30 honourees are selected annually from a workforce of two million.

The medals are widely known as the “Sammies”.

Research examined community-level wildfire devastation

NIST explained that Maranghides’ approach to wildfire research involves analysing full-scale incidents in depth, identifying the factors that influenced their impact and documenting actionable guidance.

His recent investigation of the 2018 Camp Fire in California included interviews with emergency responders and high-detail disaster mapping.

The report spanned more than 1,000 pages and included laboratory tests and field analysis.

Key questions included how and why structures failed, how fires spread, and whether warnings reached residents in time to evacuate.

The organisation said these findings form the foundation for improved public safety practices.

Guidance now used by fire-prone communities

Maranghides’ work resulted in two programmes: the Hazard Mitigation Methodology (HMM) and Evacuation and Sheltering Considerations — Assessment, Planning, and Execution (ESCAPE).

HMM gives advice on structure protection, including how to prevent embers from entering homes and how to safely store combustible materials.

ESCAPE provides tools for emergency planning, with guidance on how to prepare evacuation routes and temporary refuge areas.

NIST said both systems were developed through community engagement and are now being adopted in locations at high risk of wildfire.

Maranghides said: “Those two programs are the most important work I’ve done over my career.”

Award celebrates collaborative fire safety efforts

Joannie Chin, Director of NIST’s Engineering Laboratory, said: “For more than two decades, Alex has demonstrated an unmatched ability to identify the most important lessons from wildfires.

“He then uses a variety of tools to convey these lessons to state and local officials in ways that they can understand the problem and develop solutions tailored to protect their communities.”

NIST added that the award reflects the broader contribution of federal agencies to disaster risk reduction.

The institute supports efforts across multiple hazards, including hurricanes, earthquakes and tornadoes.

In 2024, NIST researchers Marc Levitan and Long Phan were honoured with the same award for their work on tornado-resistant building codes.

Selection committee reflects cross-sector recognition

According to the Partnership for Public Service, the award selection committee includes figures from government, media, academia and the private sector.

The awards are named after Samuel J. Heyman, a businessman who supported the advancement of public service.

The partnership described the medals as recognition for public servants making the United States “better, safer, and stronger”.

UK fire services respond to over 3,900 barbecue incidents since 2022

Emergency services respond to over 6,400 barbecue incidents across UK

Safety Group UK has reported that emergency services responded to 6,451 barbecue-related incidents across the UK over a three-year period, resulting in 78 injuries or fatalities and 309 hospital admissions.

According to data provided through a Freedom of Information request, fire services recorded 3,983 barbecue-related fires since 2022.

Despite the scale of response, only 67 fines were issued by councils and 35 arrests made by police forces.

The figures were released alongside new polling, which found that 51.7 per cent of UK adults plan to host or attend a barbecue this summer.

Tom Richmond, Group Operations Director of Safety Group UK, said: “These figures show a gap between the scale of BBQ-related emergencies and enforcement action.”

Fire service response varies by region

Scottish Fire and Rescue Service recorded 627 barbecue-related fires, the highest number of any UK fire authority.

London Fire Brigade followed with 332 fire incidents and reported the highest number of casualties, with 17 injuries or fatalities.

Essex County Fire and Rescue Service reported 277 barbecue fires, with seven casualties.

South Wales Fire & Rescue Service recorded 255 fires, with no casualties reported, while Kent Fire and Rescue Service reported 168 fires and four casualties.

Tom Richmond said: “The data indicates some regions, particularly Scotland and tourist destinations like Brighton and Dorset, have much higher numbers of incidents. This implies seasonal trends and outdoor activity areas need specific safety campaigns and enforcement efforts.”

Police enforcement shows regional inconsistency

Cambridgeshire Constabulary recorded the highest number of barbecue-related police incidents, with 493 reports but no arrests.

Dorset Police followed with 475 reports and also recorded zero arrests.

North Wales Police reported 360 incidents and made seven arrests.

North Yorkshire Police had a lower number of incidents, 32, but had the highest arrest rate at 18.8 per cent.

Northumbria Police and Northamptonshire Police reported 91 and 172 incidents respectively, with eight and six arrests.

The data suggests enforcement practices differ across jurisdictions, potentially influenced by local bylaws or public space protection orders.

Council fines concentrated in limited areas

Brighton and Hove City Council issued 37 fines, more than all other councils combined.

Richmond upon Thames Borough Council issued 15 fines, and Wandsworth Borough Council issued seven.

Brent Borough Council and New Forest District Council issued five and three fines respectively.

Out of more than 300 UK councils, only five reported taking enforcement action for barbecue-related offences.

According to Safety Group UK, 273 councils issued no fines despite emergency services attending thousands of incidents over the same period.

NHS and ambulance data reveal injury clusters

Sandwell and West Birmingham Hospitals NHS Trust recorded the highest number of admissions with 49 patients treated for barbecue-related injuries.

Portsmouth Hospitals University NHS Trust followed with 46 admissions.

Frimley Health NHS Foundation Trust reported 43 admissions, while Calderdale and Huddersfield NHS Foundation Trust recorded 39.

Yorkshire Ambulance Service NHS Trust responded to 147 barbecue-related call-outs, accounting for 92 per cent of the total ambulance responses reported.

Welsh Ambulance Services NHS Trust reported nine call-outs, and Northern Ireland Ambulance Service recorded four.

Safety Group UK noted that variations in reporting methods may explain the disparity, with some trusts potentially classifying barbecue-related cases under broader categories.

Polling and public safety concerns for summer 2025

Safety Group UK’s survey found that over half of UK adults intend to host or attend a barbecue during the 2025 summer season.

The organisation said that the combination of increased outdoor cooking and minimal enforcement could place further strain on emergency services.

Richmond said: “When emergency services are responding to thousands of incidents, yet only 67 fines are issued nationally, it suggests either a lack of necessary powers or not enough resources for enforcement.”

He added: “It’s clear that barbecue safety is a public safety concern.”

A case study from Harlow, Essex, detailed the experience of Alfie Preater, who suffered a serious foot burn at the age of four after stepping on a hot barbecue lid, illustrating the lingering hazards even after the fire is out.
