Assistant Chief Officer Jon Henderson, SFRS Director of Prevention, Protection and Preparedness, said: “If our crews are putting out more than 30 deliberate fires a day during summer then that’s time that could be spend elsewhere dealing with genuine emergencies.

“Deliberate fire-setting, whether it’s affecting a derelict building or woodland, is a crime and it can have a serious impact on local communities, as well as the potential for someone to get badly hurt or worse.

“We want those responsible to understand that getting involved in this type of behaviour can also impact negatively on your future.

“We’ll continue to take a zero-tolerance approach and will work with our police partners to identify those responsible.”

The fire service explained that deliberate fire-setting incidents are particularly disruptive in rural and high-risk areas.

It added that every call-out to this type of incident can delay response to house fires, road traffic collisions, or medical emergencies.

Police call fire-setting reckless and damaging to communities

Police Scotland has supported SFRS in highlighting the harm caused by deliberate fire-setting.

Assistant Chief Constable Mark Sutherland said: “Setting fires deliberately is reckless and irresponsible. It can endanger lives and result in significant damage to property.

Police Scotland reported that they are working closely with fire crews to trace those responsible for fire-setting.

The delegation included Commissioners and Chief Officers from state and territory fire and emergency services, including representatives from South Australia, Western Australia, Victoria, New South Wales, Tasmania and the Australian Capital Territory.

The purpose of the nine-day visit was to reaffirm cooperation between Australia and California on emergency management, following the large-scale wildfires in Los Angeles earlier this year.

“We want everyone to enjoy the nice weather, we are just asking that they take extra care when out and about because it only takes one small error to lead to a significant wildfire.”

Wildfires increasingly threaten homes and emergency capacity

According to the NFCC, most wildfires in the UK are started by human activity, including accidental causes such as barbecues, cigarettes, and discarded glass.

The Council said wildfires are now a consistent threat to rural and urban fringe communities, with homes and businesses at risk in areas where vegetation borders built environments.

The NFCC cited the 2022 Wennington fire in East London as a recent example, in which 18 homes were destroyed when flames spread from grassland to buildings.

Garrigan said: “Fire and rescue services are already under significant pressure, having responded to hundreds of wildfires this year alone.

“However, wildfires are no longer rare or isolated incidents — they are a growing national risk that require a national-level response.

“Without more adequate and sustained funding, fire and rescue services will continue to be stretched to the limit.”

The NFCC also highlighted that fires during dry periods may burn for days and require extended response, adding to strain on already stretched core budgets.

Heatwaves increase water safety risks as drowning cases spike

The NFCC has also issued a water safety warning, saying that high temperatures encourage more people to enter the water, increasing the risk of accidental drowning.

The organisation said people often underestimate the dangers, particularly cold water shock, which can impair the ability to swim.

The Council cited research by Bournemouth University and the Royal Life Saving Society, which shows that the risk of accidental drowning increases fivefold when air temperatures reach 25°C compared to cooler days.

The NFCC said 37% of drowning cases in 2023 involved individuals who had no intention of entering the water.

Cllr Taggart-Ryan wrote: “Most deliberate fires occur in our prisons. Royal Borough of Greenwich and within that West Thamesmead ward hosts three prison facilities.”

ift Rosenheim has announced a new collaboration with the University of Patras in Greece to deliver accredited fire protection testing services from the FireUP laboratory in Patras.

According to ift Rosenheim, the partnership enables system providers and manufacturers in Greece and surrounding regions to complete preliminary and official tests locally to support CE marking and structural verification.

The laboratory, based at the University of Patras, will conduct both initial checks and official tests under CPR Article 46.

ift Rosenheim stated that its role will include accredited testing and calibration, while engineers from its Greek branch, ift Rosenheim Hellas, will support on-site activities.

Inspections at the FireUP site in Patras are scheduled to begin in July 2025.

Hithium has announced the results of a large-scale open-door fire test for its ∞Block 5MWh energy storage system, conducted under extreme conditions in China.

The company released the data at the 18th SNEC event on 11 June 2025, where it also received fire test certification from UL Solutions.

According to Hithium, the trial involved a deliberate thermal runaway event to assess safety features across four connected containers under high heat and open airflow.

The test ran for 15 hours and, according to Hithium, confirmed no fire spread beyond the initiating container.

The company said the outcome was based on its multi-layer safety design, which includes temperature-resistant materials, insulation, and structural containment.

Test procedure exposed battery systems to high heat

The fire test scenario was triggered by overheating eight battery cells in one container, known as Container A, leading to ignition and combustion.

According to Hithium, ignition was initiated by opening pressure relief valves and releasing flammable gas, which was then ignited under fully open-door conditions to allow maximum airflow.

The fire exposed adjacent containers B, C, and D to direct heat without triggering thermal runaway.

Hithium reported peak temperatures of 1,372°C at the four-hour mark, but stated that temperatures in the adjacent containers stayed well below critical thresholds.

The company said that no structural collapse occurred, and that battery modules in the surrounding containers remained unaffected.

UL Solutions presents fire safety certification

UL Solutions awarded Hithium a certification acknowledging the system’s performance against UL 9540A and NFPA 855 safety criteria.

At the module level, low conductivity insulation and top covers were used to contain potential fires.

For the container structure, the company cited heat-resistant construction and high-strength frames to preserve integrity under extended exposure.

According to Hithium, this combination allowed the initiating container to burn without affecting adjacent storage units.

Open-door testing offers data for future standards

Hithium presented the open-door testing approach as an alternative to the more common closed-door fire models used in the industry.

The company said its approach provided a more challenging scenario by allowing full oxygen flow throughout the test.

It argued that this setting generated higher thermal exposure and more closely replicated potential real-world hazards.

A video of the test was shown during the company’s presentation at SNEC, where technical staff outlined the method and reviewed results.

US fatal firefighter injuries declined by 31 percent in 2024

US firefighter fatality figures fall to second-lowest level

NFPA has reported that 62 firefighters died while on duty or shortly after duty in the United States in 2024.

The total marks a 31 percent reduction from the 90 fatalities recorded in 2023 and is tied for the fourth lowest figure since the annual study began in 1977.

According to the National Fire Protection Association’s (NFPA) “Fatal Firefighter Injuries in the US in 2024” report, 51 deaths occurred while firefighters were on duty, and 11 occurred within 24 hours of duty.

NFPA stated that since 2022, fatalities occurring within 24 hours of duty are included if they align with criteria established under the Hometown Heroes Act of 2003.

The organisation noted that while the number of fatalities fluctuates annually, the 2024 figure represents a continuation of the long-term downward trend in on-duty firefighter deaths.

Heart attacks remained the leading cause of death

NFPA found that overexertion or strain accounted for 65 percent of all firefighter fatalities in 2024, with heart attacks making up nearly half of the total.

According to the report, 40 of the 62 fatalities were attributed to overexertion or strain, with 30 of these caused by heart attacks.

Twenty of the heart attacks occurred while firefighters were on duty and 10 occurred within 24 hours of duty.

Richard Campbell, senior research analyst at NFPA and lead author of the report, said: “Although the downward trend in the annual number of fatal firefighter injuries is an encouraging indication that injury prevention efforts through the years have been successful, there is a clear need for continuing attention to firefighter safety and health.

“Sudden cardiac deaths remain a critical concern.”

The organisation said that heart attacks were especially common among firefighters engaged in administrative, training, and fireground duties.

It added that volunteer firefighters made up the majority of those who died of cardiac arrest within 24 hours of duty.

Fireground activities posed the highest risk

NFPA reported that one-third of the deaths occurred during fireground operations.

The report identified 20 deaths during firefighting operations, a decrease from 32 fireground fatalities in 2023.

These included firefighters killed by explosions, structural collapses, vehicle accidents, and medical emergencies while at fire scenes.

The study recorded other fatal incidents during non-fire emergency calls, training, and station activities.

Jay Petrillo, research analyst at NFPA and co-author of the report, said: “Advances in firefighting practices and procedures, communications and equipment, training programs, and education have all helped to improve safety and health outcomes for the firefighting community through the years.

“Still, the unique variety of hazards encountered by firefighters across their multiple types of duties poses an ongoing challenge for comprehensive injury prevention.”

Petrillo added that preventing injuries would require coordinated efforts from both fire service organisations and external agencies.

Older age groups were disproportionately affected

NFPA reported that firefighters aged 40 to 49 accounted for the highest number of deaths in 2024.

The report recorded 20 fatalities in that age group.

Thirteen firefighters who died were aged 50 to 59 and 11 were 70 or older.

The data showed that volunteer firefighters aged over 70 were especially vulnerable, particularly when returning home after duty.

Among the 11 deaths that occurred within 24 hours of duty, eight involved volunteer firefighters with an average age of 69.

Three involved career firefighters with an average age of 48.

The study highlighted a disparity in immediate medical support between volunteer and career firefighters, noting that career firefighters often have quicker access to emergency care at their station.

Breakdown by role, type of incident, and injury

NFPA categorised the deaths by role, incident type, and injury cause.

Of the 51 on-duty deaths, 26 were career firefighters, 19 were volunteers, and six were non-municipal firefighters, including state and federal forestry staff, contract employees, and industrial firefighters.

Trauma accounted for 29 percent of all deaths, while heat stroke, drowning, gunshot wounds, electrocution, aneurysms, and burns made up the remaining cases.

The report noted that one firefighter was fatally shot during a domestic violence response and another died while inspecting a fire scene.

Only one multiple-fatality incident was recorded in 2024.

This occurred when a tree struck a vehicle during a hurricane response, killing two firefighters.

The 2024 total marks only the third time since 2000 that the annual report recorded one or no multiple-fatality incidents.

US fatal firefighter injuries declined by 31 percent in 2024: Summary

NFPA reported that 62 US firefighters died on or shortly after duty in 2024.

This represents a 31 percent decrease from the 90 fatalities reported in 2023.

Of the 62 fatalities, 51 occurred while firefighters were on duty.

The remaining 11 occurred within 24 hours of duty.

Heart attacks were the leading cause of death, accounting for 30 of the 62 fatalities.

Fireground duties accounted for 20 deaths.

Volunteers made up most of the fatalities within 24 hours of duty.

Most of those deaths involved firefighters aged 70 or older.

Trauma was the second leading cause of death after cardiac events.

Only one multiple-fatality incident occurred in 2024.

Non-municipal firefighters accounted for six of the fatalities.

Industry leaders pushing for more meaningful testing protocols and a sharper focus on managing actual risk – chief among them is Ralph Bless, Executive Vice President of Innovation & Excellence at Telgian Engineering & Consulting.

Bless has been in the fire protection industry for over 43 years, beginning in sprinkler system design before moving into code consulting and engineering.

He is a licensed engineer in six states, holds multiple certifications and sits on six NFPA technical committees – currently chairing three, including NFPA 13’s Installation (SSI).

Now managing Telgian’s fire test program, he oversees all large- and medium-scale testing.

Drawing on decades of experience, including 26 years at Telgian, Bless shares how the industry can shift from a compliance-based mindset to one grounded in real-world performance and risk awareness.

In this interview, we discuss why fire testing methods need to change, how advocacy influences standards and what role engineering has in helping clients make better-informed safety decisions.

What types of clients or sectors does your team typically support in fire protection engineering?

It’s a wide range – commercial, retail, supply chain, warehousing, healthcare and some utility infrastructure, mainly power plants and similar facilities.

We also support governmental clients.

For testing, the primary focus has been on manufacturing, storage and retail.

While testing is an important part of our work, it’s actually a relatively small part in terms of revenue and overall effort.

Testing for our clients tends to be targeted on those cases that can affect one very large project or multiple sites..

Most of our testing is done at UL’s lab in Northbrook, Illinois, near Chicago, but we also test globally.

I have tests scheduled in China next month, we’re planning for Europe next year and we’re working on setting up our first test in Japan.

How would you describe the current state of fire testing within the industry?

I’d say there’s increased interest and use of fire testing across clients worldwide.

There’s growing recognition that many codes and standards are based on testing done 10 to 50 years ago and a lot has changed since then.

We wouldn’t use a 10-year-old phone today, let alone rely only on standards built on tests from 50 years ago.

While much of that data is still valid and works well for typical scenarios, technology, commodities and methods of storage and use has moved on.

We now have automated storage and retrieval systems, new healthcare setups and changes in how goods are delivered – often within hours.

That means packing more into smaller spaces and past testing doesn’t always reflect that.

One major challenge is access to nationally recognised labs that have the space, time and expertise to do the testing.

We currently test about half the year – somewhere between 20 and 25 weeks annually.

This year, we’ll probably hit 24, maybe even 26 weeks, depending on whether we can find lab space.

That’s a real issue – we’re not the only ones trying to run tests.

Where do you think current testing methods fall short in addressing real-world risk?

One of the positives with lab testing is that you can test exactly what you want – how you plan to use a space.

That’s great, but it takes time.

It can take three to nine months just to develop the test plan, agree on the scope and secure lab space.

A big challenge is limited access to labs.

Not many new labs are being built and the ones we have are getting older.

Most aren’t as tall as needed.

We’re designing buildings that are 30 meters or more – 45 meters is the tallest I’ve worked on – but most labs are capped at 15 to 20 meters.

So you have to find ways to simulate those conditions.

Lab space is one issue and having people with experience – both in the lab and on your team – is another.

You need people who understand the testing process and can guide you through it.

One of the biggest mistakes I’ve seen is clients rushing into tests without a clear plan.

Some come to us after the fact because they didn’t know what they were trying to learn or how to use the results.

You need to ask: What are the benefits, what are the risks and how will I use this data, even if the outcome isn’t what I expected?

What does a risk-informed approach to fire protection mean in practice?

When I think about a risk-based approach to fire protection, I reflect on how most systems – sprinklers, alarms – are designed using prescriptive methods.

You open a code, a standard, or a data sheet and follow what it says.

But that’s not truly assessing risk.

A risk-based approach asks: where is the fire most likely to start and where should the sprinklers go to ensure early activation and control – not because that’s what the code says, but because it’s the most effective placement.

It’s about using the tools we have and understanding how the facility operates, so we can apply risk management methods in a meaningful way.

You need to prioritise protection based on the highest risks.

Some areas have minimal fire risk or limited operational impact.

A small corner store fire is serious, but it likely won’t affect the wider community.

But a fire in a hospital or utility could disrupt services for thousands.

That’s why the risk context matters.

We use Computational Fluid Dynamics (CFD) modelling to evaluate sprinkler placement and large-scale testing to validate those models.

The models have improved over the past 10–15 years, but they’re still not enough on their own.

You can’t yet rely on a model to predict how a fire will behave and be suppressed.

You still need real-world proof.

Lastly, risk-based protection requires continuous improvement.

Countless customers we’ve worked with on fire testing have returned with new innovations.

These companies want faster throughput, more compact storage and larger buildings.

All of that changes the original assumptions, which brings them back to testing again – to verify protection and reduce business interruption.

You can meet code with a prescriptive system, but that doesn’t always mean you’ve reduced risk the way you need to.

In what ways does advocacy play a part in improving fire safety standards?

Advocacy is huge.

Most of our clients are in industries that have nothing to do with fire protection – healthcare, retail distribution, manufacturing.

Their core business isn’t fire safety, but every business has a risk appetite.

Some are willing to take more risk, others are more cautious.

To advocate effectively – for the client and for the community – you first have to understand where the client is coming from and explain the benefits in clear terms.

For example, I can say: if there’s an incident, reopening this building might take six months.

But if you do it right, it might only take three or four days.

That kind of impact matters to both the business and the community.

 We can reduce the size of the fire, the risk to emergency responders and the impact to the business.

 In allowing the business to return to functioning quicker, the community can still be served by the business.

Advocacy happens in two parts.

First, with the client – building a relationship, helping them understand their risks and showing how fire protection helps meet their business goals.

Then, once we’ve done the testing and have results, we advocate to the broader community – explaining why our approach, even if different from the code, is appropriate and more effective.

One example comes from sprinkler design.

Codes are written around either controlling or suppressing a fire – not extinguishing it.

Control means the fire holds steady until the fire department arrives.

Suppression reduces it, but doesn’t fully put the fire out.

Extinguishment goes beyond that and although it’s not a design requirement, interest in it is growing.

Advocacy matters – not just for the client, but also to show the community that doing something beyond the code can make a real difference.

How can building owners or facility managers better use fire testing data in their risk decisions?

First, they need to start using it.

There’s growing interest, but many don’t realise this is even an option.

Every building code, fire code and standard I’ve worked with around the world allows for fire testing.

They need to understand where the value is and how to engage with the process.

It starts with recognising their specific risks.

Then they need to ask: how is what I’m doing different from the current standard and how can I improve protection? This ties back to the earlier risk question – just because a system is code compliant doesn’t mean it meets your risk appetite.

A code-compliant system might mean you lose everything inside the building, but the structure stays intact.

That might be acceptable in some temporary-use cases, but for most facilities we work with, that level of risk – even if technically compliant – isn’t really acceptable.

The report stated that lighter, composite materials are being introduced to reduce costs while maintaining fire performance.

The organisation added that automation, including self-closing mechanisms linked to alarm systems, is becoming more common in commercial settings.

These developments are expanding the options available to developers who must balance safety with aesthetics and operational efficiency.

HMICFRS outlines good practice and risks in 2024 police force management statements

How HMICFRS reviewed force planning across England and Wales

His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) has published findings from its assessment of force management statements (FMSs) submitted by police forces in 2024.

According to HMICFRS, the analysis covered around 60 percent of FMSs submitted by forces across England and Wales.

The force management statement is a self-assessment document produced annually by chief constables to support strategic, financial and workforce planning.

HMICFRS uses these statements to inform its inspection programme, including the PEEL assessments, and to support the annual State of Policing report.

The 2024 report highlights 12 key areas of learning and offers examples of good practice drawn from multiple forces to support improved consistency and risk understanding in future statements.

HMICFRS calls for consistent coverage of all demand areas

HMICFRS reported that some forces are not fully addressing all required demand areas outlined in its guidance and template.

The inspectorate advised that while some forces use alternative headings or formats, consistency across demand categories is necessary for comparison and analysis.

Bedfordshire Police was noted as a good practice example for including all demand areas but focusing only on those assessed as higher risk.

HMICFRS recommended that even low-risk areas should undergo assessment and be recorded to show comprehensive coverage.

It added that following the four-step FMS structure is essential for ensuring clarity in how forces assess demand, assets, planning, and risk.

Data and evidence are lacking in many statements

The inspectorate stated that many forces are omitting detailed evidence in Steps 1 and 2 of their FMSs, especially when documents are presented in abbreviated formats.

Cleveland Police and Bedfordshire Police were cited as examples where supplementary documents were used to support the main FMS with detailed data analysis.

HMICFRS advised that demand projection charts, appendices, and visual aids such as tables can improve clarity and make assessments more transparent.

It also encouraged forces to balance brevity with evidence by placing supporting data in appendices where necessary.

Use of risk assessment models such as MoRILE, demand and asset 5×5, or thematic MoRILE was also recommended to enhance rigour.

Linking strategic planning with resource allocation

According to HMICFRS, several forces are using the FMS to inform wider strategic planning including budget setting, workforce development and change programmes.

West Mercia Police, Cheshire Constabulary and Greater Manchester Police were among those identified as aligning their FMS with budget processes and strategic priorities.

Forces were encouraged to use the FMS proactively in ongoing planning cycles rather than treating it as a static reporting requirement.

Examples included the use of quarterly updates by South Wales Police and structured updates by West Yorkshire Police which feed into governance and planning forums.

HMICFRS emphasised that the FMS can support long-term planning by identifying future risks and performance needs.

Prioritisation and risk remain underdeveloped in step 3 and 4

Step 3 of the FMS, which deals with planning and prioritisation, was identified by HMICFRS as an area where few forces outline the cost, impact, and timescale of proposed changes.

The inspectorate noted that most forces do not fully explain how risks identified earlier in the FMS are being addressed or what outcomes are expected.

Bedfordshire Police, Hertfordshire Constabulary and Hampshire and Isle of Wight Constabulary were highlighted for using tables to clearly present step 3 actions.

HMICFRS also stated that Step 4 – risk management – has improved following changes to guidance but still lacks consistency in how unmet demand and residual risks are presented.

West Yorkshire Police and Gloucestershire Constabulary were commended for using the FMS to inform risk registers and investment decisions.

Variability in FMS quality across thematic sections

HMICFRS identified multiple thematic areas where FMSs vary in detail, structure and completeness.

For example, most FMSs include well-developed finance sections but do not consistently explain how financial gaps will be closed.

In areas such as protecting vulnerable people and serious and organised crime, HMICFRS reported that many forces omit relevant assessments or fail to reference existing strategic policing requirements.

Public confidence data, performance measures, and outcome analysis were often lacking in sections relating to prevention, investigations and managing offenders.

Few forces were found to include civil emergencies or counter-terrorism planning in their major events sections, despite national guidance requiring this.

HMICFRS concluded that greater use of available internal assessments and partner data would improve the quality and consistency of these sections.

HMICFRS outlines good practice and risks in 2024 police force management statements: Summary

HMICFRS assessed around 60 percent of 2024 force management statements in England and Wales.

The assessment identified areas where statements did not fully meet national guidance.

Forces were advised to use all demand categories in the official FMS template.

Some forces, such as Bedfordshire Police, were noted for including comprehensive risk assessments.

Data and supporting evidence were found to be limited in several FMSs.

HMICFRS recommended using appendices and supplementary documents to include more analysis.

Visual tools and consistent risk assessment models were encouraged.

Forces were advised to link FMSs to strategic and financial planning processes.

The inspectorate highlighted that Step 3 and Step 4 remain weak across many submissions.

Good practice examples included use of planning tables and documented governance links.

FMSs often lacked outcome data and detail in thematic sections.

Greater use of existing assessments and partner data was recommended.

Finance, well-being and response planning were among the better-covered topics.

HMICFRS uses FMSs to inform PEEL inspections and the State of Policing report.
