London Fire Brigade urges caution for Bonfire Night

London Fire Brigade has asked people to take extra care this Bonfire Night over firefighter concerns that home fireworks displays could cause a spate of fires.

The call comes as emergency calls to the Brigade’s 999 Control Room in November last year reached a five-year high and as many organised fireworks displays have been cancelled.

During last year’s bonfire period (1-6 November 2021), Control Officers took around 2,170 emergency calls. More than 20 per cent of these occurred on Bonfire Night alone, which was the highest number of calls the Brigade has seen on 5 November since 2016.

Concerns that firefighters could see a bumper bonfire weekend due to DIY displays were heightened after crews were called to a fire in Southall caused by a firework just last week. Around 25 firefighters tackled the blaze which destroyed a garage, damaged cars and resulted in a man being treated for injuries.

The Brigade has been preparing for one of their busiest nights of the year by hosting several community events targeted towards promoting firework safety, but last year’s spike in calls has now prompted them to go one step further and appeal to the public to think twice before holding fireworks displays at home.

Organised displays are much safer and controlled, reducing the risk of people being injured at home or causing fires which spread out of control. Those who are unable to find a professional display near them are being asked to familiarise themselves with the Brigade’s advice and celebrate safely.

The Brigade is also urging Londoners to avoid building bonfires in gardens and to check their local authority’s guidance on bonfires. Those who choose to build a bonfire despite the warning are advised to build them far away from buildings, garden sheds, fences and hedges and never leave them unattended.

Assistant Commissioner for Fire Safety, Charlie Pugsley, said: “The period around Bonfire Night has traditionally been very busy for our firefighters and Control Officers, but last year calls to our Control Room reached a five-year high, which is really concerning to see. We are ready, willing and able to respond to incidents so please don’t hesitate to call us in an emergency, but we are asking Londoners to help by considering alternative ways to celebrate safely.

“Our advice has always been that it’s safer to attend professional displays rather than using fireworks at home. Often going to an organised display can be cheaper than buying fireworks to use yourself and there are still lots of displays taking place across the capital.

“However, we know with some local events cancelled this year, there will be people considering putting on DIY displays. If you are holding your own it’s important to ensure you are buying safe fireworks. Only buy fireworks from a reputable, licensed seller and make sure they have a CE safety mark. If you’re drinking alcohol, don’t set off fireworks and never return to a firework once it’s been lit. Finally, always keep children safe and supervised – sparklers in particular can quickly cause serious burns even if they appear to be extinguished.”

IAFF address firefighter behavioural health challenges

The IAFF has made fire fighter behavioural health a top priority, opening the first-of-its kind IAFF Center of Excellence for Behavioral Health Treatment and Recovery and launching peer support training to help members spot and address behavioural health issues.

The IAFF said that firefighting is not only one of the most physically dangerous professions, but can also take a heavy toll on mental health, leaving fire fighters feeling overwhelmed, underappreciated, and often alienated from their families.

This mental state, often called “burnout,” which can wreck a fire fighter’s career, impact fire companies, and threaten family life.

The IAFF has announced it is expanding its behavioural health training curricula to help members continue their successful recovery post-treatment and to help outside behavioural health specialists better understand the unique challenges and stresses fire fighters and paramedics face on the job.

Helping Members in Recovery is a two-hour, self-paced course for fire service personnel who want to support a member who is currently engaged in or has recently completed treatment for a mental health or substance use disorder. ​The course covers common behavioural health problems in the fire service, levels of behavioural health treatment, and strategies for individuals and affiliate leaders to support members in recovery.

General President Edward Kelly said: “The resolute fire fighters and paramedics that make up this great union dutifully confront danger and trauma every shift while protecting their communities, and we know now it takes an emotional toll. We cannot ignore the great challenge of behavioural health in our ranks. We owe it to our membership and we owe it to their families,”

These efforts are accelerating, with the expected opening of a second IAFF Centre of Excellence on the West Coast in the first quarter of 2023 to help manage the rising demand within the fire service for behavioural health treatment. The original Centre of Excellence in Upper Marlboro, Maryland, just outside of Washington, D.C., has been booked to near capacity having treated and released more than 2,200 members over the past five years.

In Canada, the IAFF has entered a collaboration with Edgewood Health Network (EHN), Canada’s leading provider of behavioural health treatment services, to help treat IAFF members.

“We have seven facilities across Canada that offer inpatient therapy, outpatient therapy and several specialized programs,” said National Director of Business Development of Edgewood Health Network (EHN) of Canada Darrin Taylor during a roundtable discussion on behavioral health at the 2022 IAFF Convention in Ottawa, Canada.

“Having multiple facilities at our disposal helps prevent waitlists. If a fire fighter is in crisis but the closest center is full, EHN will escort that fire fighter to a facility with an opening.”

 Dr. Suzy Gulliver, behavioral health consultant to the IAFF and director of the Warrior Research Institute at S&W Healthcare System said: “Do we have a burnout problem? We hear anecdotally we do, and this survey will help us speak with greater confidence. Whatever the survey shows us, it will inform us where the hotspots are and give us targets for change.”

NFPA shares safety tips for holiday lighting decorations

Ahead of the holiday season, the National Fire Protection Association (NFPA) has shared safety tips for holiday lighting decorations.

It said that for anyone wondering if they need an electrical inspection to hang holiday decorative lighting, the answer is maybe as the decision to require an inspection often lies with the authority having jurisdiction (AHJ) along with any applicable laws.

“The AHJ will likely consider the type of lighting or wiring that is being installed when making the decision,” explained Dean Austin, Senior Electrical Content Specialist at the NFPA “If you are just hanging a few twinkling decorative lights around the house and on trees an inspection might not be needed, but if you are putting on a holiday lighting extravaganza like Clark Griswold in Christmas Vacation, an inspection might be necessary, or probably should be.”

The 2023 National Electrical Code®, (NEC®), section 590.3(B) permits the installation of temporary holiday decorative lighting and associated wiring, as long as it is not up more than 90-days. However, this permission has nothing to do with the requirement or wavier of an electrical inspection but does provide the inspector with valuable information.

Austin said that another question that comes to mind surrounding string lights are whether the ones that are hung around a patio or along a fence for ambiance would that require an inspection.

“Possibly, since the string lights may be considered lampholders by the AHJ and are often left up for longer periods,” he said. “NEC Article 410, Part VIII, and section 225.24 cover lampholders and their wiring. Because string lights are installed in a more permanent manner, frequently, a fixed and not temporary wiring method is used to supply the power.”

Section 590.2(B) indicates temporary wiring methods, including lighting, are acceptable only if approved based on conditions of use and any special requirements of the temporary installation.

So how is it approved if it is not inspected by a qualified electrical inspector? “Simple,” said Austin: “It is not approved.

Typically, AHJ is looking for:

  • listing and labeling, sections 590.5, 410.6
  • wet locations for lampholders, 410.96
  • Location of outdoor lamps, section 225.25
  • installation methods, section 225.24, 590.2

Austin added: “So, as the holidays near and we start digging into the boxes in our basements and attics for holiday décor, now is the time to consider your approach to safety. Ensure your holiday decorative lights, string lights, and associated wiring are hung in a safe and code compliant manner and request an inspection where available. By reducing electrical hazards in your home, you can help assure you and your family will enjoy a fun, festive, and safe holiday season.”

Take Charge campaign promotes responsible battery recycling

People in the UK are being urged to recycle batteries responsibly as part of the national ‘Take Charge’ campaign, relaunched by the Environmental Services Association (ESA) alongside its members and the compliance scheme Ecosurety.

The campaign, which aims to reduce the growing number of fires started by discarded lithium-ion batteries, runs from 24 October until 7 November. ESA has said that it will persuade stakeholders in the recycling and waste industry to share the campaign across their social media channels.

The campaign calls for consumers to only recycle batteries – and electronic devices containing batteries – using specialist recycling services whilst reminding the public to never throw batteries away alongside general rubbish or other recycling due to the fire risk.

According to ESA, when ‘dead’ batteries – labelled ‘zombie batteries’ by the campaign – are thrown away with general rubbish, or mixed with other recycling, they can easily become damaged causing them to ignite or explode once collected, particularly with high-powered lithium-ion batteries found in phones, laptops, power tools, electric toothbrushes, bluetooth devices, childrens’ toys, e-bikes, scooters and vape devices.

An independent report published by Eunomia in 2021 concluded that nearly 50 per cent of all recycling and waste fires in the UK are started by lithium-ion batteries alone, and that the total cost of these fires to the country exceeds £150 million each year.

Commenting on the campaign, Executive Director of the Environmental Services Association (ESA), Jacob Hayler said: “Since we first launched Take Charge in 2020, the number of battery-fires at recycling and waste facilities unfortunately seems to have risen considerably and is affecting all operators in the sector – not helped by the tinder-dry conditions caused by the heatwave this summer.

“These fires not only put lives at risk, but also seriously threaten vital infrastructure upon which all of us across the UK rely on every day. We urge everyone to please recycle batteries and electronic devices responsibly and help us stop waste batteries from becoming zombies.”

Mark Andrews, National Fire Chief’s Council (NFCC) Waste Fire Lead added: “We encourage people to Take Charge and correctly recycle batteries and electronic devices in specialist recycling services. This could significantly reduce the increasing number of challenging fires that fire and rescue services have to deal with. These can often be large-scale incidents which disrupt local communities and pose a risk to life, but they can be prevented.”

Sam Horne, Chair of the National Association of Waste Disposal Officers (NAWDO), which represents local councils, also said: “We know that residents are keen to recycle and sometimes this results in the wrong things ending up in the wrong place. Unfortunately, where this includes batteries being placed in the residual
or recycling streams it can have serious implications.

“It puts the lives of staff working in facilities at risk as well as the facilities themselves, which has major implications for services and ultimately impacts residents through delayed and missed collections as the whole system can be impacted.  We support this essential campaign that encourages residents to dispose of batteries via appropriate routes.”

Stephanie Housty, Marketing and Sustainability Manager at Ecosurety commented: “Most citizens want to do their bit and recycle, but often need guidance to do it properly, especially for batteries and small WEEE with embedded batteries. Following on our long-standing commitment to increase recycling, it was important for Ecosurety to get behind this campaign and drive up the public awareness of the growing Lithium batteries fires issue to nudge consumers to dispose of batteries and small electrical devices safely.”

FSRI video series highlights the speed of fire spreading in the home

The Fire Safety Research Institute (FSRI), which part of the nonprofit safety science organization UL Research Institutes, has released new videos combining more than 10 years of data with custom 3D modeling and real-world footage from the organization’s full-scale fire experiments.

The first video in the series shows how a home fire grows and spreads, underscores the dangers of smoke, and encourages everyone to have and practice a fire escape plan – including what to do if they cannot escape.

FSRI’s annual consumer fire safety survey of 3,001 individuals aged 18 and above found that 1 out of 3 Americans (32%) do not have a fire escape plan for their home. Of those who have a fire escape plan, 21% say they have never reviewed or practiced it. Respondents who do not have a fire escape plan most commonly said it was because they had simply never thought about it (51%).

“The fire service responds to a fire every 23 seconds in the U.S and the number of home fire deaths is going up,” said Steve Kerber, vice president and executive director of FSRI.

“In just three minutes or less, a room could be more than 1,000 degrees Fahrenheit and filled with deadly levels of toxic gas from the smoke. Knowing your escape route and having multiple routes for escape can mean the difference between life and death.”

Other highlights from the fire safety survey included that despite half of Americans believing it’s safer to sleep with their door closed in the event of a fire (50%), an equal amount indicate that they still sleep with their door open at least some of the time (50%).

Meanwhile, 41% of Americans believed that they would not have enough time to gather what’s important to them and safely exit their home in the event of a fire, and Gen Z and millennials are less likely to think smoke inhalation is the most common cause of death in a home fire, with only 53% choosing this response (vs. 71% of their older counterparts).

Fire Door Safety Week begins

Fire Door Safety Week 2022 has officially begun. Launched in 2013 in response to fire door neglect, Fire Door Safety Week is a ‘mass market’ awareness campaign to increase public understanding of the vital role that fire doors play in protecting life and property.

The campaign is managed by the British Woodworking Federation and is supported by a number of partners, including the Home Office’s National Fire Safety campaign, the National Fire Chief’s Council and London Fire Brigade.

The main objectives of the campaign include raising awareness of the critical role of fire doors, drawing attention to specific issues such as poor installation and maintenance, and encouraging building owners and users to check the operation and condition of their fire doors and to report those that aren’t satisfactory.

It also aims to link together the initiatives of many organisations with common interests in the fire door and passive fire protection industries and engage and educate people, helping the whole building industry and every property owner to understand the correct specification, supply, installation, operation, inspection and maintenance.

Education

To make the start of Fire Door Safety Week, ASSA ABLOY Opening Solutions UK & Ireland is urging those involved with the specification, installation, and maintenance of fire doors to educate themselves by reviewing its comprehensive Fire Door Guide.

Global Fire Safety Equipment market to reach over $70bn by 2027

The global fire safety equipment market is expected to reach a value of US$ 70.88 Billion by 2027, exhibiting a CAGR of 6.86% during 2021-2027, according to a report from IMARC Group. The market had reached a value of US$ 47.6 Billion in 2021.

BESA tackles lack of workers able to install and maintain fire dampers

The Building Engineering Services Association (BESA) has announced it is spearheading an urgent exercise to develop occupational standards that underpin the technical qualifications needed to increase the number of workers able to install, maintain and repair fire dampers and smoke control dampers.

The shortage of skilled workers with knowledge of the critical safety product has been flagged as a “worrying issue” by the industry.

BESA also said it is updating its industry guidance for the ‘Installation of Fire Dampers and Smoke Dampers’ (DW145) following its warning earlier this year that annual maintenance inspections were uncovering a significant number of incorrectly installed dampers that did not comply with manufacturers’ instructions. It called for remedial action “without delay”.

The guidance covers statutory requirements for the installation, testing and maintenance of fire dampers and smoke control dampers including clients’ legal obligations to ensure their fire safety systems comply with the Regulatory Reform (Fire Safety) Order 2005 for England and Wales and the Fire Safety (Scotland) Regulations 2006.

It also explains the vital role played by the penetration seal in ensuring the overall fire stopping integrity of an installation, the importance of maintenance teams being able to find and access dampers for testing and repair, and the need for designers and installers to seek expert advice from damper manufacturers. 

“While this is clearly a very worrying situation, we can take some reassurance from the fact that this problem is being brought to our attention by the increasing frequency of fire damper inspections and tests as awareness grows of this extremely important issue,” said BESA’s technical director Graeme Fox.

BESA is part of Building Services Engineering (BSE) Skills – the not-for-profit body charged with managing and developing qualifications and apprenticeships for the sector, which is working on the new National Occupational Standards (NOS) for dampers.

BSE Skills, which represents 43,000 businesses and almost 342,000 operatives across the UK sector, has produced a provisional suite of technical NOS to help employers deliver fire damper and smoke control damper installation, commissioning, testing and repair. It is now running a public consultation until November 18th to gather feedback on the suitability of the new standards from anyone involved in this important area of building engineering.

The draft NOS were developed by a team of UK industry experts, including employers, trade associations, unions, and other stakeholders, to capture the relevant technical competences. It is now encouraging anyone involved with this work to respond to the consultation to ensure the new standards meet the requirements of the industry and its clients.

IFSJ Exclusive: Collaborative Reporting for Safer Structures

Neil Gibbins, lead fire consultant at CROSS-UK, discusses the evolution of building safety culture

In December 2017, just six months after the Grenfell Tower fire, Dame Judith Hackitt produced her interim report “Building a Safer Future” which stated: “The work of the review to date has found that the current regulatory system for ensuring fire safety in high-rise and complex buildings is not fit for purpose. This applies throughout the life cycle of a building, both during construction and occupation, and is a problem connected both to the culture of the construction industry and the effectiveness of the regulators.”

The Standing Committee on Structural Safety (SCOSS), made up of leading thinkers from the Institution of Structural Engineers, recognised that there could be great benefits achieved by organising a route for people in their profession to share learning in a safe, independent, non-judgmental process and so it decided to give CROSS, a structural safety reporting system that had been in operation for over 15 years, a new focus.

CROSS, which stands for Collaborative Reporting for Safer Structures, was recently relaunched with a new website and scope, reflecting the wider remit that now includes fire safety. Significant investment by the UK Government’s Building Safety Programme team has facilitated a complete refresh of the website and engagement with the fire sector, the driver for this being the Grenfell Tower fire and the subsequent analyses of our building safety system.

CROSS has established structural safety expert panels in the USA and Australasia. The expansion into fire is limited to the UK at this time, but many people around the world are expressing interest and it is clear that there does not need to be boundaries to sharing learning. The expansion of CROSS will support fire sector learning, providing a route for professionals to safely share lessons that need to be learned and to give some oversight of the health of the fire safety system, helping protect the public and firefighters.

Thankfully very few people will suffer a loss of a friend or relative from fire in their lifetime. However, Grenfell demonstrated that we must not become complacent. The hundreds of tall buildings clad in a similar manner could have led to similar disasters with potentially more unidentified failings yet to be revealed. Dame Judith pointed out many areas that could be improved, one of them being that there is a need for a knowledge hub.

The broad role of CROSS

CROSS has a number of functions. It provides a route for a conscientious professional to tell others about something they are concerned about, or to share something they have learned. The information they give can be analysed by an expert panel that holds knowledge sufficient to identify its importance and what lessons need to be learned. The same expert panel sit back and look at the system and interpret how it is working and what needs to be done to keep it being effective.

All of this is reliant on trust, integrity and a level of transparency. The right people doing the right thing at the right time. Building, developing and maintaining a good culture. CROSS is well established, trusted and thankfully open to sharing the learning about the process with their colleagues in the fire sector.

Over 1,000 reports have been submitted to CROSS and the analysis has fed into many CROSS newsletters. Where appropriate, safety alerts have been disseminated to give a heads up, hopefully averting repeats that might lead to tragedies.

The UK approach to fire safety over the last forty years has changed quite dramatically, progressed from being almost totally owned and managed in a prescriptive manner by the fire brigades to a much more diverse, goal based, self-compliant and complex process.

In that period the bodies responsible for providing fire safe buildings, the people in the system and the materials used have changed dramatically. There has been little in place to bring them all together to look at the efficacy of the whole system. The expansion of CROSS is a key step that aims to improve learning in the fire sector and create a route for professionals to share lessons safely and provide some oversight of the health of the fire safety system.

How does CROSS work?

CROSS applies a process devised by NASA for the US aviation sector. First, reports are received by “Designated Persons” – the only people who know the identity of the reporter and or the building involved. The report is deidentified and shared with an expert panel. A CROSS report is then developed that sets out the issue that has been reported and the lessons to be learned, signposting associated references as appropriate before the report is then published. Subscribers to the website can chose to receive alerts as and when new reports are posted.

Over 1000 reports have been received, reviewed and learning points have been published in a quarterly update. Among those reports have been nuggets of information that have been read by structural engineers and have added to the knowledge pool for the sector. Structural engineers are now expected to become familiar with CROSS reports and hundreds of them have shared their learning with others. The expert panel also meet to review the overarching lessons identified from the reports that have been received, feeding their knowledge back into the safety system.

It is not a huge leap in some respects to think of fire safety as a natural partner to structural safety. CROSS has received reports relating to fire safety matters and these were generally in the space where fire safety and structural safety come together. As an example, current issues around the use of mass timber for structural elements brings engineering challenges to both professions. However, there has been no formal interface to bring the two together in a safe space where concerns and ideas can be explored.

The formation of a CROSS-UK Fire Safety Expert Panel and regular planned events that bring them together with the CROSS-UK Structural Safety Expert Panel provides the opportunity to feed informed opinion into the building safety system.

The future of building safety

The new CROSS has been launched. For the founders of CROSS, it marks a step forward in assuring the future of a body that has done a great job to date, underpinned by support from the IStructE, ICE and the HSE. The success of CROSS in the UK has resulted in the establishment of CROSS in Australasia (CROSS-AUS) and the USA (CROSS-US) in the last few years. In the UK, CROSS is ideally placed to fit into the new Building Safety Regulator framework as it develops and builds the new building safety regime.

CROSS  is a key piece of a jigsaw picture that describes a good culture. Culture is something that Dame Judith pointed towards, a small word but so pertinent when considering how to develop an effective building safety system. Numbers signing up to receive CROSS newsletters, sharing and submitting reports, are good indicators of the direction of travel of the culture in the industry.

CROSS is receiving and publishing fire related reports covering some of the key interest areas here in the UK including product markings and marketing, competence, oversight during construction, the use of modern or novel systems or approaches and the impact of climate change considerations on building and firefighter safety.

The fire sector is re-shaping and recovering from the horror of the Grenfell Tower fire. By supporting and becoming involved with CROSS, part of Dame Judith’s culture jigsaw will slot into place.
