2023 edition of the NFPA 70 National Electrical Code available now

The National Fire Protection Association (NFPA) Standards Council has issued the 2023 National Electrical Code (NEC).

Used in all 50 states, the NEC is the benchmark for safe electrical design, installation, and inspection to protect people and property from electrical hazards.

During the Technical Meeting held in June at the NFPA Conference & Expo in Boston, 55 Certified Amending Motions (CAMs) for the 2023 NEC were presented and debated by membership on the meeting floor.

Submitted appeals were later heard at the August Standards Council meeting, followed by the NFPA Standards Council approval of the issuance of the 2023 NEC, effective September 1, 2022.

Key changes to the 2023 NEC focus on ground-fault circuit interrupters (GFCIs) and arc-fault circuit interrupters (AFCIs). Additional requirements point to newer technologies that reflect emerging electrical issues in an ever-changing, fast-paced world including:

  • Cybersecurity for network-connected life safety equipment
  • Electrical installations for cannabis oil facilities
  • Wireless power transfer of electric vehicles
  • Installation of photovoltaic (PV) arrays on bodies of water
  • Installation of wiring systems and equipment, including utilization equipment, of Class 4 fault-managed power

The 2023 NEC is now immediately available on NFPA LiNK, a subscription-based digital platform delivering all NFPA codes and standards at any time, allowing users to easily collaborate and stay connected in the field.

Eight killed at e-scooter showroom fire in India

A fire that started at an electric scooter showroom in India killed at least eight people and injured 11 according to police said reports on Tuesday, marking what has become the deadliest incident involving electric vehicles in the country.

The fire broke out late on Monday in a hotel basement housing the showroom with around two dozen electric scooters in the southern city of Secunderabad. The fire had been brought under control and an investigation had been launched, police said.

Police and firefighters used cranes and other equipment to rescue stranded hotel guests from upper floors of the four-storey building. Most of those killed were occupants of the hotel, which was engulfed by smoke.

“There were electric scooters parked where the fire started,” city police official Chandana Deepti told Reuters. “We don’t know if it started because of overcharging and then spread or whether it started elsewhere. That is still being established.”

C.V. Anand, the police chief of the neighbouring city of Hyderabad, told ANI: “Those staying on the first and second floors were overpowered by smoke and the maximum casualties are from those floors.”

Fire safety at Vietnam karaoke bars under scrutiny following blaze

Fire departments in Ho Chi Minh City (HCMC) and its neighbour Dong Nai Province have so far found that 140 karaoke bars have failed to meet fire safety requirements.

Surprise inspections have begun being carried out following a deadly fire at a karaoke bar in southern Vietnam on Wednesday for which the death toll has risen to 32 according to latest reports.

The Dong Nai police said Thursday that surprise checks at 150 karaoke parlours found 50 of them falling short of safety requirements either in terms of design or equipment and that four could be shut down temporarily.

The HCMC police said on Wednesday that they had inspected around 300 parlours and found 90 of them in violation. Two of these were shut down for lack of certification on meeting fire safety requirements.

In an announcement on Thursday, the government office, citing Prime Minister Pham Minh Chinh, ordered cities and provinces to tighten control on karaoke parlours and suspend any that lack appropriate fire safety protocols. The office said that all karaoke parlours must have a second emergency exit, either through a balcony, the roof or stairs.

British advanced fire protection systems specialist acquired by Lindab

Lindab has strengthened its UK operations with the acquisition of DiSYS Technologies Ltd. With the acquisition, Lindab gains access to advanced fire protection technology within ventilation systems.

DiSYS Technologies has developed control systems for real time monitoring of fire and smoke dampers in ventilation systems. Units can be added and removed from the fire zones which gives the customer the flexibility to modify their system over time.

DiSYS Technologies also offers maintenance of fire protection products in ventilation systems and has several customer contracts in England and Ireland. With the acquisition, Lindab can create a complete fire safety offering with products, control systems and maintenance.

Fire safety hub to launch at Westfield Stratford City

Westfield Stratford City has temporarily donated the use of a retail unit to London Fire Brigade to become the Newham Safety Centre – a hub for shoppers and visitors to the centre to get free information from London’s emergency services partners.

The Brigade joined forces with Westfield and Newham Council to launch the venture on September 9th – Emergency Services Day. London Fire Commissioner Andy Roe will officially open the centre on the day.

The unit will be open for a month and will act as a drop-in centre for visitors to learn more about fire safety as well as get information from the council, the Metropolitan Police Service and the London Ambulance Service (LAS).

Visitors will be able to get free fire safety advice, find out more about recruitment, sign up to book a Home Fire Safety Visit or complete our online Home Fire Safety Checker tool.

In addition, throughout the month, there will be the chance to meet some other teams from within the Brigade, including the Education Team, the Drone Team, the Fire Cadets and our Fire Investigation dogs. A full schedule of specific events and opening times will be released nearer to the launch.

Other services on offer at set times include the community resuscitation trainers from LAS, who will show the public how to perform CPR and use a defibrillator when someone suffers a cardiac arrest.

Station Commander at Stratford Fire Station, Chris Kendall, has worked closely with partners to bring the concept together. He said: “We very rarely get the opportunity to do something like this and are very grateful to Westfield Stratford City for donating the space to us.

“The shopping centre sees hundreds of thousands of visitors each week, so it’s a fantastic opportunity for us and our partners to speak to members of our community we may not otherwise come into contact with.

“We really want our communities to see the face of London Fire Brigade and it will be great for people to be able to walk in and have a chat with firefighters and learn about what we do. We will also give them advice on how to improve fire safety at their home or work.

“Newham is one of London’s most diverse boroughs and working together with our communities, we are aiming to increase awareness of fire safety and ultimately, reduce fires. We are also supporting our partners to help residents with any other issues or concerns they may have.”

Jensen Hughes acquires fire safety engineering company Crossfire

Jensen Hughes, a global leader in safety, security and risk-based engineering and consulting, announced today its acquisition of Crossfire, a market leader in New Zealand in fire safety engineering and performance-based design engineering.

The acquisition of Crossfire marks the company’s first entry into the New Zealand market, where recent legislative changes by regulators are expected to drive growth in the fire engineering industry.

Crossfire was established in Auckland in 2012 by Director Michael Dixon and who is now joined by fellow Directors Jeff Parkinson and Daryn Glasgow.

Growth forecast for global flame retardant market

The global flame retardants market is projected to witness a steady growth during the forecast period, 2023-2027 according to a new report.

The predicted market growth is attributed to the high demand for flame retardants across various end-user industries such as transportation, construction, electrical & electronic industry, and an increase in fire safety regulations.

Rising safety concerns and large sales of electronic products are anticipated to accelerate the global flame retardants market growth in the forecast period.

The UK’s most fire-prone non-residential buildings revealed

Arinite Health and Safety has revealed the most fire-prone buildings in the UK by type in a new study.

It looked at the 11,916 primary fires – those which occurred at non-derelict buildings, involved fatalaties, casualties or rescues, and was attended by five or more pumping appliances – at non-residential buildings to detetmine what building types were most prone to outbreaks of fire.

1: Private non-residential buildings

The buildings that have the most fires are private non-residential buildings. These types of buildings include: private garages, private garden sheds, private greenhouses and private summer houses.

Garages are ordinarily used for storage of household overflow, such as tools, seasonal clothing and Christmas decorations. Sheds are also used for garden tools such as lawnmowers, which may require petrol to power them. Boxes stacked with decorations, clothing, and petrol pose a greater fire risk because the materials act as catalysts.

With a high concentration of combustible materials, the fire service attended  3,587 incidents in 2020/21. Of the 3,587 incidents attended, 80.2% were accidental compared to 19.8% that were deliberate. 

2: Industrial premises

Industrial premises includes: Industrial manufacturing, Industrial processing, Laboratory/research, Mines and quarries – above ground, Public utilities, Vehicle repair, Warehouses and bulk storage.

The fire service attended 1,749 fires in 2020-21, with 91% of them being accidental and 9% being deliberate. The ratio of accidental to deliberate fires on industrial premises is the largest gap of any building type. 

Industrial premises will have a health and safety policy including a fire risk assessment and dedicated fire personnel, meaning that the amount of deliberate fires started will be reduced. 

3: Other public buildings

Other public buildings include: Car parks, Public admin/security/safety, Public toilets, Religious buildings, Sports pavilions and Transport buildings.

These buildings were attended by fire services 1,100 times during 2020-2021. Deliberate fires were significantly higher at these types of premises with 71.1% of fires being set intentionally. The remaining 28.9% of fires were accidental.

4: Retail premises

Ranging from small independent shops to supermarkets and retail complexes, retail premises are the fourth most at risk building.  Retail premises were attended by the fire service 1,075 times throughout 2020 – 2021. The majority of fires were accidental (82.8%) compared to deliberate (17.2%).

Home improvement retail facilities store a high level of flammable materials such as white spirit and fire lighters. All retail premises will have fire safety protocols and tighter security that other building types, reducing the amount of deliberate fires. 

5: Communal living

Communal living includes: Boarding school accommodation, Military/barracks, Monastery/convent, Nurses’/Doctors’ accommodation, Other residential home, Residential home, Sheltered housing and Student hall of residence. 907 fires were attended by the fire service. 13.1% of these fires were deliberate compared to the 86.9% that were accidental. 

6: Food and drink premises

Restaurants and takeaways use flames to cook food daily, which explains why 889 fires were attended, with 88.1% of the fires being  accidental and 11.9%, deliberate.

7: Agricultural premises

Agricultural premises have many purposes including rearing livestock and horticultural cultivation. Large open spaces full of combustible materials such as seeds, dry grass and wheat can lead to unmanageable fires. Combining the combustible materials with wooden barn structures contribute to the amount of fires farms experience every year. 

Between 2020 and 2021, 536 fires were attended by the fire service in the UK. Of the 536 fires, 80.4% were accidental and 19.6% were deliberate.

8: Hospitals and medical care

Hospitals and medical care facilities are the 8th most flammable building in the UK. Faulty equipment and overloading on electrical outlets are some of the biggest causes of hospital and medical care facility fires. The fire service attended 502 fires at hospitals and medical centres, 71.1% of these fires were accidental and 28.3% were deliberate.

9: Hotels, boarding houses, hostels

Hotels, boarding houses, hostels etc. includes: Animal boarding, Boarding house and B&B for homeless/asylum seeker, Boarding house/B&B, Caravan site – in caravan/camper van, Hostel, Hotel/Motel, Other holiday residence and Youth hostel.

436 fires were attended by the fire service across the UK, 79.4% of incidents were accidental compared to the 20.6% that were deliberate.

10: Offices and call centres 

The 10th most combustible building type consists of offices and call centres. Faulty equipment, clutter and human error are among the top reasons why fires break out in offices and call centres.  During 2020- 2021, 334 fires were attended across the UK. 18.9% of these fires were accidental which is a large contrast to the 81.1% that were deliberate.

Fire safety competition to boost skilled engineers launched

BAFE Fire Safety Register has announced its support for the WorldSkills UK Fire Detection and Alarm Systems Competition. WorldSkills UK has launched the new Fire Detection and Alarm Systems Competition, run in partnership with Skills for Security. As well offering apprentices the chance to boost their skills, they also have the unique possibility of competing at the “international skills Olympics” in France in 2024.

The competition, which kicked off in May at the IFSEC/FIREX International Event at London’s ExCel, builds on WorldSkills UK’s Electronic Security Systems Competition, also run with Skills for Security, that was launched in 2019.

Competitors who successfully made it through the initial stages were revealed in July. They will now undergo intensive training ahead of the national final in November held at Barking & Dagenham College. The winners will then be revealed by TV presenter Steph McGovern in a special live show from her Packed Lunch studio at the end of November.

The new competition has been designed to boost the number of skilled engineers in the fire industry. Following the Grenfell Tower fire, and law changes arising from recommendations in the Hackitt report, there are new requirements on the person responsible for individual buildings.

While the fire competition has been running alongside the security competition as part of the industry’s “Engineers of Tomorrow” programme, WorldSkills UK and Skills for Security are raising competition standards and bringing it to the national stage.

The new competition is backed by leading industry organisations BAFE Fire Safety Register, FireQual, the British Security Industry Association and CSL. It will assess an individual’s knowledge, employability and practical skills in a competitive timed environment.

WorldSkills UK’s competition-based programmes help young people grow personally and professionally by developing their technical and employability skills, as well as shining a light on the amazing skilled potential in the UK. 97% of previous entrants say the programme improved their technical skills and 93% said they improved their personal and employability skills.

WorldSkills UK Deputy CEO Ben Blackledge said: “We are delighted to have launched the Fire Detection and Alarm Systems Competition with Skills for Security. New for 2022, the competition will help boost the number of skilled engineers in the industry as it deals with the fallout from the Grenfell Fire tragedy.

Register early interest for £90 million Asset Safety and Compliance framework

Fire safety experts and consultancies are being encouraged to register their early interest for an upcoming £90m public sector asset safety and compliance framework launching next year.

The Asset Safety and Compliance (ASC1) framework from not-for-profit public sector framework provider LHC will cover all five LHC Group areas including Scottish Procurement Alliance (SPA), Welsh Procurement Alliance (WPA) and South West Procurement Alliance (SWPA), Consortium Procurement Construction (CPC) and London and South East (LSE).

The framework will give all public sector bodies, including local authorities and housing associations, the opportunity to source expertise in a wide range of fire, gas and building safety, property protection and maintenance services for their asset stock under one framework. It is now open for suppliers to register their interest and participate in early market engagement.

ASC1 brings together LHC’s existing Asbestos (AS2), Fire Safety (FS1), Vacant Property Protection (V7) frameworks under one umbrella, as well as introducing additional workstreams, to make it easier for contracting authorities to procure a variety of compliance services.

Dean Fazackerley, LHC Head of Technical Procurement, said: “Our ASC1 framework arrives in response to public sector clients telling us they needed a comprehensive option covering safety, property protection and maintenance for their asset stock. As well as offering a more concise route to market, it is there to help drive time and cost efficiencies by making their procurement process easier and more streamlined for these services.

“ASC1 will offer clients access to broad compliance testing and maintenance expertise, including fire, gas and HVAC, asbestos, water management, vacant property management and security, passenger lifts and lifting equipment, electrical safety testing and radon gas management.”

LHC will hold engagement webinars with interested parties on 6 and 20 September to discuss initial proposals and to gain feedback, before finalising the framework and issuing the tender.

Suppliers are encouraged to register interest for the framework and participate in the early market engagement before the tender opens for applications in November 2022.
