Search and rescue report adds three tactics

UL Research Institutes’ Fire Safety Research Institute (FSRI) has announced a new technical report in its Study of Fire Service Residential Home Size-up and Search & Rescue Operations project, adding three tactical considerations to previous findings.

FSRI said the report is based on new full-scale residential fire experiments examining how crews should coordinate search, suppression and ventilation.

The new material adds Tactical Considerations 10, 11 and 12 to the original nine tactical considerations from earlier reports.

The report states that, where resources are sufficient, crews arriving at a fully developed fire with extension to the exterior should consider simultaneous exterior and interior suppression operations.

It states that a well-applied exterior stream can produce rapid interior improvement and that coordination with interior suppression can improve conditions for occupants and firefighters.

The report also says compartments remote from the fire area should be locally ventilated as soon as possible, with pre-suppression isolation of the compartment before ventilation.

It adds that rooms farther from the fire are often where victims are found and that conditions in those spaces can keep deteriorating after the fire is controlled if they are left unattended.

Search and rescue experiments informed updated guidance

Keith Stakes, principal research engineer, said: “The release of this report is the result of our continued collaboration with the fire service to deliver real, actionable insights that the fire service can take back to the fireground.

“We take seriously our commitment to answering the urgent questions facing the fire service every shift, knowing that improved understanding and insights leads to safer operations and improved outcomes for victims.”

FSRI said the new tactical considerations came from 10 experiments in purpose-built, fully furnished, single-story, single-family structures designed to represent today’s residential environment.

The homes used in the experiments included four bedrooms, two bathrooms and an open kitchen and living area, as well as an HVAC system used to study smoke and heat movement.

Researchers collected measurements for gas temperatures and gas concentrations, along with gas velocities, pressure and heat fluxes in every room at multiple heights.

The structure, fuel loading and instrumentation remained consistent across burns, with tactical actions such as the timing and location of search, suppression and ventilation varied between experiments.

FSRI said the new tactical considerations will later this year be added to an updated version of the Search and Rescue Tactics in Single-Story, Single-Family Residential Structures online course on the Fire Safety Academy.

Victorian search and rescue dog teams join Motorola Solutions radio network

Search and rescue dogs join Victorian network

Two Victorian volunteer search and rescue dog organisations have been added to the Victorian Radio Network (VRN), giving them direct radio access to the state’s primary emergency services during missions in remote areas.

Motorola Solutions announced that Australian Search and Rescue K9 (ASAR-K9) and Search and Rescue Dogs Australia (SARDA) can now use APX 8000 portable two-way radios on shared channels with emergency services.

The change allows both groups to communicate directly with police and other agencies during rescue operations in isolated terrain.

Motorola Solutions said the addition is intended to improve the speed and safety of missions involving volunteer dog teams.

Suarez said: “Our dogs are trained to search through thick bushland to locate missing persons, often in highly challenging and time-critical situations.

“These new radios enable us to communicate securely with police and other emergency services, significantly improving safety for our members and our effectiveness in bringing loved ones home.”

Shared channels for remote operations

Representatives from Victorian emergency services and the company joined search and rescue dog teams at the ASAR-K9 headquarters to mark the donation of the radios.

Motorola Solutions said the equipment supports interagency communication in rugged and remote parts of the state.

Con Balaskas, managing director, Motorola Solutions Australia and New Zealand, said: “Providing these exceptional search and rescue dog teams and public safety agencies with resilient communications helps them to work safely and efficiently, coordinating their responses when it matters most.

“This collaboration has already proven its value; in one recent search, rescue dog teams located critical items belonging to a missing woman, leading police to find her safe and well at a remote location.”

Motorola Solutions said the addition of the dog teams to the VRN follows the Victorian government’s 10-year contract extension with the company to maintain and enhance emergency communications across the state.

Nigeria: NEMA backs ECOWAS entry into disaster-resilient infrastructure coalition

Nigeria event launches ECOWAS membership in CDRI

ECOWAS has formally launched its membership in the Coalition for Disaster Resilient Infrastructure (CDRI) at an event in Abuja.

The National Emergency Management Agency (NEMA) said the Director-General, Mrs. Zubaida Umar, used the launch to reaffirm the agency’s commitment to promoting infrastructure resilience as part of disaster risk reduction, climate adaptation and sustainable development.

Umar described the development as a strategic milestone aimed at strengthening regional and global collaboration on infrastructure systems designed to withstand disaster and climate risks.

She linked the focus on resilience to hazards affecting West Africa, including floods, droughts, coastal erosion and extreme weather events.

Umar said these hazards are increasing in frequency and intensity and create a need for proactive investment in resilient infrastructure, stronger technical cooperation and risk-informed planning.

Stakeholders set out aims for coalition membership

The Indian High Commissioner to Nigeria, Ambassador Abhishek Singh, said the Coalition for Disaster Resilient Infrastructure (CDRI) was established to promote international cooperation focused on strengthening infrastructure systems to withstand disaster risks and safeguard lives, livelihoods and economic investments.

The ECOWAS Commissioner for Human Development and Social Affairs, Prof. Fatou Sow Sarr, said ECOWAS membership in the coalition is intended to strengthen collective capacity to anticipate, withstand and recover from disasters, while supporting sustainable development.

The source described CDRI as a global partnership of governments, international organisations and stakeholders focused on advancing resilient infrastructure as part of disaster risk reduction, climate adaptation and sustainable development.

The launch in Abuja set out how the three organisations described the purpose of ECOWAS joining CDRI.

Bariatric rescue data challenges claims about non-fire workload

Bariatric rescue data across UK fire services

UK fire and rescue services attended 15,849 bariatric rescue incidents between 2020 and 2025, with annual totals rising from 1,804 in 2020 to 3,183 in 2024, then falling to 2,539 in 2025.

ZAVA said it sent Freedom of Information requests to 49 UK fire and rescue services on 6 November 2025 to compile the dataset.

The dataset lists London Fire Brigade as the highest total over the period, with 2,025 incidents from 2020 to 2025.

South Wales Fire and Rescue Service recorded 1,174 incidents, Northern Ireland Fire and Rescue Service recorded 859 and Lancashire Fire and Rescue Service recorded 747.

What the dataset says about time, costs and resourcing

ZAVA stated that UK fire and rescue services spent 553,609 minutes at bariatric “special service calls” since 2020, equivalent to 384.5 days of continuous time.

The dataset shows a 76% rise between 2020 and 2024, increasing from 1,804 incidents to 3,183.

ZAVA estimated London Fire Brigade’s resource cost at £1,033,295 across 2,025 incidents between 2020 and 2025.

ZAVA said London incidents were concentrated in Croydon at 195, followed by Greenwich at 151 and Bromley at 140.

Tom, a London Fire Brigade firefighter, said: “Staffing levels are shockingly low, with large numbers retiring, fewer firefighters coming through, and crews now carrying far less experience.

“I’ve ridden trucks where the officer had 25 years’ service, the driver four, and the rest of the crew less than two years between them.

“Stations are closing, appliances are being cut, and demand is rising, meaning those who remain are busier and increasingly under-resourced.”

Fireground implications described by London firefighter

ZAVA said the dataset equated to one bariatric rescue every 3 hours and 20 minutes from 2020 to October 2025.

Tom said: “Jobs that would be straightforward with a casualty of a healthier weight become physically damaging and exhausting.

“Removing a severely overweight casualty from a fire would mean working harder, using more air, and staying longer in a dangerous environment.

“This significantly increases the risks of heat exhaustion, collapse, and fire spread.

“With a healthier-weight casualty, we could manage extrication far more easily.

“Instead, bariatric rescues are time-consuming, place severe strain on firefighters’ backs, and increase risk, particularly in fire situations where air use and exposure time are critical.

“These rescues are rarely just about lifting.

“They often involve removing windows, doors, balconies, or working at height, all of which increase risk and duration.”

Crystal Wyllie, a doctor at ZAVA, said: “Obesity is an epidemic across the world, but within the UK, we can see a natural impact that bariatric care has not only on the NHS, but also on other public services such as fire and rescue services.

“First responders have to deal with a tremendous amount of stress on a day-to-day basis, but adding difficult callouts for bariatric patients risks their health and safety when manual handling pushes the physical limits of responders.

“So tackling obesity is key here to reduce strain on our public services.”

The analysis material also describes a London case study involving a ten-hour rescue with five fire engines and additional specialist units, plus police and multiple ambulances.

Darley to supply rescue and communications gear for Ford Bronco donations

Darley supports Ford’s Bronco donation programme

Ford has announced a nationwide search to donate five Bronco Badlands models with the Sasquatch Package to under-resourced search and rescue organisations in 2026.

The announcement was made at the Detroit Auto Show.

Two recipients are already confirmed as Kern County Fire and Rescue in California and Teton County Search and Rescue in Wyoming.

Applications are now open for the remaining three vehicles.

Equipment and application details

Ford said it is working with Darley and Public Safety Direct to make the vehicles mission-ready.

The vehicle fit-out may include Starlink satellite connectivity for communications in remote or disaster-impacted areas.

The fit-out may also include integrated drone technology for real-time aerial reconnaissance and situational awareness.

The specification may also include advanced lighting, winches and recovery systems.

Zelim corrects course on cruise safety with new Sales Director

Zelim appoints Mike Collier as Sales Director

Zelim has appointed Mike Collier as Sales Director, effective January 2026, with responsibility for market development in the cruise and defence industries globally.

The company confirmed Collier joined from MARSS, where he led business development for the cruise and defence sectors.

Collier has a 20-year career that includes more than six years in the cruise sector at Carnival Corporation.

During his time in the sector, he led the working group that developed ISO 21195, the man-overboard detection standard that was formally published in 2020.

Cruise deployments and sector focus

The appointment follows the first cruise ship deployment of Zelim’s man-overboard detection technology, ZOE, in 2025.

Zelim also referenced the recent launch of its defence business unit.

The company said it is encouraging broader cruise industry adoption of ZOE on passenger ships, linking this to safety expectations and potential future regulatory requirements.

Collier will work alongside Barry Park, who joined in early 2025 as Sales Director for the energy sector.

Xenon to the Rescue: How Ballyclare designed kit for everyday calls

Firefighters must have full structural kit to protect them when facing high intensity fires in a building or enclosed space, but this level of protection isn’t needed for every call out.

Government figures for the year ending June 2025 show just 6.3% of incidents attended by Fire and Rescue Services (FRSs) in England were building fires.

Instead, firefighters are far more frequently called to other types of emergency such as road traffic collisions, medical incidents or flooding.

Multi-layer search tactics from small rescue craft: How Professional Rescue Academy cuts response time

David Lane, Director of Professional Rescue Academy, explains canine and drone deployments for small craft SAR units, highlighting regulatory standards and tactical planning

Small rescue craft are often the first to reach people in trouble on rivers, lakes, and coastal waters.

Their crews work in unpredictable environments where every minute matters and conditions quickly shift against them.

New research now shows how layered tactics and affordable tools can give search teams a crucial edge.

Water Search and Rescue (SAR) units, particularly those operating small rescue crafts, are challenged when called upon by their tasking authorities to search for and rescue, missing people from waters or in the water margins (shallow waters).

A hazardous environment which needs elevated water rescue competencies from the SAR Technicians.

Those skillsets acquired through specialist courses to operate the rescue boat assets; all whilst wearing full water rescue personal protective equipment.

On-scene search strategy is set using information relating to the circumstances of the case to prioritise and deduce scenarios as to why and where the search is conducted for the lost or missing person.

Water search being a life safety critical situation where, ”submersion [heads under waters] duration of less than 10 minutes were associated with a very high chance of favourable outcome; submersion durations longer than 25 minutes were associated with a low chance of favourable outcomes”.

The UK’s Health and Safety Executive (HSE) and the National Fire Chiefs Council (NFCC) state that rescues of submerged casualties must be conducted only with proper resources, equipment, and training, and from the land, water surface, or by personnel with the right PPE.

Sub-surface rescues are restricted to dive teams, which may not arrive quickly enough for positive outcomes.

Recent figures show 2,409 rescues or evacuations from water in England in the year to March 2024, a 73% increase on the previous year.

The Project

Over the last two years Professional Rescue have conducted a research project of “Multi-Layer SAR” tactics, to improve water borne search, motivated from incident experiences attended within my volunteer water rescue Unit: Wessex Rescue.

A project focussed on SAR primarily from small rescue craft and the shallow water margins.

Aiming to improve water/flood SAR capabilities and thereby rescue within that brief time available for lifesaving missing persons.

Once head under the casualty becomes difficult to locate by human sight.

A task further compromised by nightfall, tide height, water direction and speed, prevalent weather conditions, water turbidity, and stability or otherwise of the craft used as a working platform.

How could the usual foundation methods and tactics be improved? Not to substitute but in support of human behaviour and hydrology knowledge (marine or inland waters) to locate the human in the water.

In context of the SAR acronym L.A.S.T., focussing on ‘Locate’ and ‘Access’, using additional layers working from the given tasks and initial planning point (IPP) we saw the search could be improved.

Crucially for cash strapped SAR units, we propose layers of relatively economically priced accessible tactics or technology, as elaborated below.

With further outcomes achievable of gathering data (information) on the working environment, hazards, tasks and enhance any briefings with visual information.

Also supporting effective recording of the areas and compartments that have been searched and to communicate progress to inform the overall tactical plan.

Then to cast forwards this initial data to the next phase to assist with: ‘Access’ e.g.

a dynamic risk assessment (DRA) and communicate those findings when the casualty is located.

Layers

One layer came directly from a night boat search incident.

Wessex Rescue’s Unit Manager, inspired by his own air scenting search dog and background with, formed a joint Unit project in partnership  with ‘Dorset Search Dogs’ (DSD) to develop canine SAR on boats.

This has meant that a cadre of DSD unit technicians have become water rescue and rescue boat helm qualified members of Wessex Rescue in order to safely operate with their K9s on the rescue craft – an outstanding achievement.

Working with SMG (Europe) Ltd., the team used a Garmin GPSMAP side scan sonar and LiveScope Plus System mounted for quick deployment.

Side scan sonar allows responders to search large areas rapidly, identify human-sized anomalies, and store data for later review.

With multiple sonar modes and data-sharing apps, it adds flexibility and efficiency to SAR operations without heavy costs.

This up-to-date CHIRP technology is capable of producing detailed sub-surface images regardless of water clarity and scanning several hundred square metres of sea, lake or river allowing large areas to be searched quickly.

The sonar’s acoustic beam reflects off any objects within the water and the data presented on the SAR operator’s screen.

Where vivid colour images are readily interpreted on the display and stored in the Garmin on a transferable memory card for record keeping.

 Having three sonar modes, the Panoptix FrontVü sonar view increases your situational awareness and search capacity by showing up to 91 meters (300 feet) in front of the boat.

A Down mode can explore live views directly under the craft and Perspective mode to see under the water from your perspective in an arc – these modes are switchable giving search flexibility.

The “SAR route from Chart page” can configure any one of three preset search patterns and with route specific data indicated on the screen, all recordable.

Inflatable Rescue Boats (IRBs), like the Arancia,  are vital for close quarter rescue work.

However, when undertaking more complex search, greater stability and deck room with storage become a priority for Multi-Layer SAR work given the range of tactics needing to be conducted.

Research identified Roto-Tech Kontra 400 and 450 craft as stable rescue platforms with space for drones, sonar, and K9 operations.

Their design offers robust seakeeping, ample storage, and safe transit for sensitive equipment.

Wessex Rescue like many SAR Units have a CAA Drone Authorisation, whereby UAVs/drones have become a vital part of first response work, providing remote sensing of four main functions in the SAR context: surveillance – providing situational awareness; detection – ability to distinguish an object from the background whether using video or thermal load; recognition – determine what type of object has been detected e.g.

person, bird, buoy, etc.; identification – determine the exact identification of the object.

DJI Mavic and Parrot Anafi drone types have been used from the RotoTech craft’s flat decks.

With AlphaGeo UK Ltd., we trialled the FotoKite Sigma tethered drone.

Which enhances Multi-Layer SAR tactics by providing persistent, hands-free aerial situational awareness and data gathering in challenging environments.

Deployed within seconds and requiring minimal piloting, Fotokite delivers real-time Thermal and Low light video to surface teams, supporting rapid victim location, scene assessment, and coordination.

Its tethered design ensures continuous power and secure data transmission, making it ideal for 24/7 operation in remote, urban or GPS-denied environments.

Increasing operational efficiency and safety during complex SAR missions.

For working underwater AlphaGeo UK Ltd., suggested Chasing’s M2 Pro Max ROV (Remotely Operated Vehicle)*, capable of rapid deployment, underwater search and “rescue”, 360° mobility, 200m depth rating, carry lighting with 4K camera for target perception greater than the human eye.

A single beam sonar was fitted and recovery claw on its grabber arm.

Strengthening the tactics by enabling precise underwater recovery in hazardous or hard-to-access environments.

Its high-definition camera, powerful lighting, and six-thruster omnidirectional control ensure stable navigation in turbid waters and strong currents.

Trials with the Chasing M2 ROV confirmed it could locate and grip weighted manikins underwater, with multibeam sonar making detection straightforward and recovery efficient.

An alternative sonar, a handheld device set up to detect humans in water (used in small craft, or shore-based use), is the Vogt-cte GMBH Aquaeye® from VodaSafe.

They state, “is an advanced portable underwater scanner that uses the latest sonar technology as well as artificial intelligence (AI) to identify sub-surface humans and in waters with poor visibility”.

This device can identify anomalies for rapid investigation, a second generation is due.

Tactics

The ‘Standard Operating Procedures’ for the “Multi-Layer SAR” tactics are still a work in progress.

However, a search focussed by the structured approach from intelligence already gathered, working from a stable boat platform using K9, drone, sonar, TIC, and or ROV, can identify sub-surface “anomalies” – potentially the missing person(s).

Anomalies that require direct investigation and if confirmed as the subject are for immediate rescue (hopefully).

(Or sadly, recovery.) Sub-surface search and rescue missions are time critical operations given human survival time and are often performed in extremely challenging conditions.

Conclusions

The huge 73% increase in rescues or evacuations from water requires viable fast SAR solutions.

Given human head under water survival timescales, dive teams with their prolonged response times are not a sub-surface SAR option.

The majority of inland or inshore rescue craft in the UK have little deck space, therefore no room for effectively operating SAR equipment.

Utilising the larger examples of sonar arrays and ROVs, leaving aside the greater costs, can further compromise stability and available deck space for operating the devices and casualty recovery.

On the face of it, the equipment and boat examples set out here, there is a lot of equipment to conduct Multi-Layer SAR.

However, the use of the kit is logical and straight forwards particularly when almost everyone is at ease with electronic human interfaces like laptops, drone and gaming consoles.

Training covers setup and use of sonar and ROVs, recognising their limitations, marking anomalies, and navigation and search planning from small craft.

Current SAR often involves multiple emergency services and voluntary teams, which is costly and slow to assemble.

Multi-Layer tactics offer a faster, more economical alternative.

The huge advantages are that these “Multi-Layers” are very cost effective.

With up-to-date electronics, compact and readily useable, may be carried and deployed together with the K9 asset, with the possibility of saving lives from one fit for purpose RotoTech craft.

Supported, as per the Codes, by SAR Technicians in another craft for safety backup and rescue purpose.

Allowing interventions to save submerged casualties be conducted with appropriate resources, equipment, training, and adherence to legislation, policy, and procedure.

Over the past year, what have been the main milestones for WEBER RESCUE SYSTEMS in the region?

Across the past year, a lot of our regional work has followed the same theme: fire brigades and civil defence want equipment that performs reliably on scene, and they want better visibility of how that equipment is performing day to day.

That is why our SMART-FORCE direction has been so relevant here.

It speaks to efficiency, safety and precision, while also giving crews and supervisors clearer, real-time information about tool status and battery condition during rescue work.

We have also been expanding the range with compact tooling aimed at the kinds of access constraints crews face in real extrications.

At the same time, interest in training has grown, including hands-on delivery, online learning and structured professional development.

In short, equipment capability, fleet management and skills development are now being discussed together more often than they were even a few years ago.

At Intersec, what are the headline updates you are bringing and how do they build on your existing systems?

Our focus is continuing to develop SMART-FORCE as a connected rescue tool platform, then showing how that translates into practical capability on the incident ground.

The aim is familiar performance for crews, supported by better oversight for managers who need to plan readiness, maintenance and long-term investment.

On the equipment side, we are highlighting a compact cutter option designed for confined spaces, where tool positioning decides what is achievable.

We are also presenting a specialist cutter designed for linear, progressive cutting, aimed at scenarios involving mass transport such as buses and trains.

The practical example we use is creating an additional access opening, sometimes described as a “third door”, so teams can create controlled entry or egress when normal doors are blocked or compromised.

How are digital and networked technologies changing rescue operations and equipment management on scene?

Digital capability changes what crews can see and trust during an incident.

In practical terms, what do these digital tools add for teams working under pressure?

The most immediate benefit is clarity.

Crews gain a clearer view of tool status and readiness, and that supports confident action in moments where time and accuracy matter.

It also helps supervisors and officers understand what is happening across a scene when equipment is moving between teams, vehicles and locations.

There are practical advantages in control and accountability as well.

Tools are high-value assets, and during complex incidents they can be left behind, moved unintentionally or taken.

Features that support location awareness, equipment locking and diagnostics help organisations retain control of their inventory and speed up recovery after a response.

The same data supports a smarter approach to maintenance and budgeting, because service needs become easier to anticipate and schedule.

Over time, that translates into fewer surprises, fewer preventable failures and more consistent equipment availability across the fleet.

How do you deliver training and professional development with fire and civil defence agencies in the Middle East?

We build training around realistic practice and continuity.

That usually starts with hands-on delivery, including demonstrations, practical seminars and scenario-based sessions delivered with local partners, so the content fits the vehicles, procedures and challenges agencies face in their own operating environment.

Teams need space to practise technique, build confidence and develop consistency across crews.

Online learning is also playing a bigger role, especially when agencies want standardised learning across large workforces.

E-learning and immersive formats such as augmented reality and virtual reality help teams rehearse decision-making and extrication steps without depending on a physical training vehicle every time.

We also encourage engagement with rescueDAYS, because it is an intensive training environment that brings instructors, scenarios and peer learning into one place.

Alongside that, we are developing our academy capability so agencies can access structured learning as part of a wider, longer-term relationship.

Which recent programmes have shaped your view of what skills agencies are prioritising?

Recent activity has highlighted how quickly rescue requirements are shifting.

There has been strong demand for training linked to electric vehicles, hybrid vehicles and hydrogen, because agencies want practical guidance on risk, tactics and safe working methods as these vehicles become more common.

Train rescue scenarios have also been a recurring theme, and teams are looking for equipment and training that match that operational reality.

Delegations from the Gulf Cooperation Council have been part of this, including teams linked to Dubai Police, civil defence in Abu Dhabi, Bahrain and Saudi Arabia.

We have seen appetite for intensive training participation and for structured learning pathways that keep skills current.

Maintenance and service training has been a major part of that discussion too.

Agencies want equipment that lasts for years and performs reliably, and that depends on first-level servicing knowledge, routine checks and disciplined maintenance habits.

Looking ahead, how will digitalisation, operational trends and partner expectations shape WEBER RESCUE SYSTEMS’ next phase?

Digitalisation will continue to move into the baseline expectation, both for crews on scene and for managers planning readiness, budgets and maintenance across fleets.

At the same time, operational trends will keep changing the training requirement, especially as vehicle technology evolves and agencies face a wider spread of rescue scenarios.

That creates pressure for learning that is repeatable, current and practical, and for systems that support consistent use across large teams.

For us, that connects directly to our plans for continued portfolio development and to the way we use major events such as Intersec and INTERSCHUTZ as points to present the next stages of that development.

It also links to the collaboration and knowledge transfer work we are trying to build across the Middle East, particularly within the Gulf Cooperation Council.

Finally, we are aiming to expand our reach through structured cooperation models in more countries, with trainer development and academy support that keeps partners updated as tools, risks and operational demands continue to evolve.

Animal welfare training and guidance extended through renewed NFCC BARTA partnership

Animal welfare in incident response planning

The National Fire Chiefs Council (NFCC) and the British Animal Rescue and Trauma Care Association (BARTA) have renewed their Memorandum of Understanding (MoU), building on work first established in 2012.

The NFCC said the MoU reaffirms a shared commitment to safeguarding animal welfare, public safety and safe working practices for firefighters at incidents involving animals.

The MoU sets out continued joint work to establish consistent standards, share expertise and promote training opportunities across the fire and rescue sector.

The NFCC and BARTA said the partnership is intended to embed animal welfare within emergency response planning, including sharing operational learning and best practice nationally.

Guidance, training and sector forum

The agreement continues the role of the Animal Rescue Practitioners Forum (ARPF) as a platform for sharing knowledge and supporting the use of evidence-based guidance and training.

Fire and rescue services will be able to contribute to national learning, take part in working groups and access specialist resources developed with BARTA through the ARPF.

The NFCC said the ARPF will also support involvement from BARTA staff and other stakeholders, including the Royal Society for the Prevention of Cruelty to Animals (RSPCA).

NFCC Animal Rescue Lead Steve Buchanan-Lee said: “Animals of all kinds, including domestic pets, livestock, equine, wildlife, and exotic or zoo species, play an important role in people’s lives and in the wellbeing of our communities.

“Incidents involving animals can be particularly hazardous and emotionally challenging for both owners and emergency responders.

“Our partnership with BARTA, supported by a network of key stakeholders such as the RSPCA, ensures that UK fire and rescue services have access to the specialist knowledge and guidance they need to prepare for and respond to these situations with confidence.

“Together, we are helping to protect local communities while safeguarding the animals in their care.”

BARTA Director Jim Green said: “Key to supporting communities during emergency or disaster is ensuring that animals are fully integrated into planning and response.

“The UK fire and rescue service is already world-renowned for driving standards in animal rescue.

“BARTA continues to build on these foundations, equipping firefighters for their specialist role in managing incidents involving animals by delivering high-quality training, providing multi-agency awareness, developing resources and enabling wider support through a coordinated network of animal welfare and veterinary specialists.

“With increasing financial pressures and evolving prevalence of climate-related emergencies, this partnership and shared commitment to building resilient communities is more relevant than ever.”

The organisations said they will continue working together through the MoU and the ARPF.
