General Atomics Electromagnetic Systems has reported that its commercial PERSES waste destruction system is being delivered to a waste management facility in Lake Elmo, Minnesota.

The deployment is part of a demonstration project led by environmental remediation firm Bay West LLC and funded by the U.S. Army Engineer Research and Development Center (ERDC).

The trial aims to show PERSES’ capacity to destroy per- and polyfluoroalkyl substances (PFAS) waste at industrial scale.

The system will remain at the Lake Elmo facility for approximately four weeks before being moved to other locations for additional demonstrations under separate contracts.

PERSES system previously verified in full-scale testing

In 2024, Bay West carried out trials at the General Atomics Electromagnetic Systems testing site in San Diego.

Analysis of the results, submitted to ERDC, indicated PERSES achieved 99.99% or greater PFAS destruction across various waste materials from both public and private sources.

The upcoming Lake Elmo trial will involve processing PFAS and other organic waste from sources including Aqueous Film-Forming Foam, landfill leachate, biosolid sludge, soils and sediment, and filtration materials such as granular activated carbon and resin beads.

Government and community support for demonstration project

Scott Forney, president of General Atomics Electromagnetic Systems, said: “Minnesota’s government leadership, as well as states across the nation are actively implementing strategies to eliminate PFAS from the environment and mitigate the adverse effects these ‘forever chemicals’ have on public health and safety.”

He added: “We are excited to bring the destruction power of PERSES to Lake Elmo as local, state, and federal government agencies continue to evaluate PERSES’ capabilities to eliminate PFAS from a myriad of waste streams.

Energy Vault Holdings has secured $28 million in project financing for the Calistoga Resiliency Center (CRC) in California, according to a press release published by Energy Vault Holdings.

The financing includes the completed sale of an Investment Tax Credit (ITC) tied to the project.

This facility has been developed to support Pacific Gas and Electric Company (PG&E) through a tolling agreement.

The hybrid microgrid combines green hydrogen fuel cells with lithium-ion batteries to provide continuous energy during Public Safety Power Shutoff (PSPS) events, which are used to reduce wildfire ignition risk during extreme weather.

Energy Vault confirmed that mechanical completion has been achieved and that the system is currently in commissioning.

Full commercial operation is expected in the second quarter of 2025.

Wildfire risk drives need for grid-resilient systems in California

The CRC was designed to address wildfire-related power shutoffs, which have become more common in California due to climate-related conditions.

The system supports isolated operation during PSPS events, supplying power to the Calistoga community without emissions.

The 293 MWh facility delivers approximately 48 hours of energy supply with 8.5 MW of peak power.

When disconnected from the grid, the system uses green hydrogen for generation and battery storage for stability and response.

System integrates hydrogen and battery storage technologies

Energy Vault stated that its CRC is the first ultra-long duration hybrid microgrid combining hydrogen and battery technology for utility-scale use.

Its proprietary B-VAULT DC battery technology works alongside hydrogen fuel cells to ensure uninterrupted power and system stability.

The facility is managed by Energy Vault’s VaultOS energy management platform, which provides black-start capability and grid forming control.

This platform communicates directly with PG&E’s Distribution Control Center during operation.

Commercial operation to begin in 2025 under Energy Vault ownership model

The CRC is part of Energy Vault’s shift to owning and operating its storage assets, first detailed in May 2024.

The company aims to create recurring revenue through tolling agreements with utilities.

Robert Piconi, Energy Vault’s CEO, said: “The successful financing of the Calistoga Resiliency Center represents our team’s focus and execution in beginning 2025 by replenishing cash to our balance sheet from the prior year capex spent building the system.”

Piconi added: “As California faces increasing wildfire risks, the CRC demonstrates how advanced energy storage technology can help communities maintain critical services and safety during necessary power shutoffs.”

The company has also announced agreements to monetise tax credits and secure funding for other projects in Texas, including the Cross Trails and Customer R&D Center microgrid.

UK Environment Agency issues guidance on waste fire extinguisher use for training

Regulations on waste fire extinguisher use in training

The UK Government has issued updated guidance on the use of waste fire extinguishers for training purposes.

The regulatory position statement (RPS 221), published by the Environment Agency, states that while an environmental permit is required for storing waste fire extinguishers, the agency will not typically enforce this requirement if organisations meet specific conditions.

The guidance applies to recognised training providers using waste fire extinguishers for fire safety exercises.

Providers must ensure that their activities do not cause pollution or harm to human health and do not risk air, water, or soil contamination.

Conditions for using waste fire extinguishers in training

Training providers must meet several conditions to comply with RPS 221.

They must be recognised firefighting training organisations and only store and use waste fire extinguishers that require no treatment or repair.

Extinguishers must be accompanied by a material safety data sheet and classified under waste code 16 05 05.

Storage must be in a secure, covered location on an impermeable surface with sealed drainage.

Any discharged foam must be sent offsite for appropriate treatment.

Records of compliance must be kept for two years and provided to the Environment Agency upon request.

Providers must not store more than 100 waste extinguishers at a time or use extinguishers containing PFOS, PFOA, or PFHxS.

Review and enforcement of RPS 221

The Environment Agency will review RPS 221 by 31 December 2027 and may amend or withdraw it before this date if necessary.

Organisations are advised to check for updates regularly to ensure continued compliance.

The RPS remains valid until it is removed from the UK Government website or formally withdrawn.

Training providers that can no longer comply with the conditions of RPS 221 must stop the related activities immediately and inform the Environment Agency.

OHEAP has welcomed the UK government’s decision to implement a complete ban on Perfluorooctanoic Acid (PFOA) in firefighting foams, which will take effect from 4 July 2025.

According to OHEAP, Perfluorooctane Sulfonate (PFOS) was banned in foam extinguishers more than ten years ago, and the use of PFOA has been largely phased out.

The upcoming ban aligns with international efforts to remove persistent organic pollutants that pose environmental and health risks.

OHEAP has raised concerns about industry misconceptions regarding the ban, noting that some organisations have begun removing existing fluorine-based extinguishers unnecessarily.

The company advises that while PFOA will be prohibited, there are currently no legal restrictions on C6 fluorotelomer-based extinguishers.

Industry impact and transition to fluorine-free alternatives

The ban is expected to shape future fire safety practices, requiring businesses to adopt fluorine-free alternatives.

The Fire Industry Association (FIA) has recommended that organisations start considering a transition to these alternatives to reduce environmental impact.

Under the new regulations, any product containing PFOS, PFOA, or PFHxS above the prescribed limits will be prohibited.

However, there is no immediate requirement to remove existing fluorinated extinguishers that do not contain these banned substances.

Nicholas Heap, Managing Director of OHEAP Fire and Security, said: “We want to make sure every person responsible for fire safety understands what is banned and when.

“There are so many mistruths out there, that people are making decisions about fire safety that they may not need to.

“The truth is that the ban in July 2025 will not affect many units at all as the chemical that is being banned hasn’t been used for more than 10 years.

“But the ban is still an important step into creating a greener, safer, more sustainable environment.”

Future regulations on PFAS in fire extinguishers

The UK government is reviewing further legislation to restrict the use of Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS) in firefighting foams.

What to expect when Warringtonfire’s new $30m fire resistance testing laboratory opens

With construction finished and handover now complete, Warringtonfire’s flagship fire resistance testing facility is entering the penultimate testing phase.

In this Q&A, Leigh Hill, Director, Built Environment Europe, Warringtonfire, answers some questions about what people can expect from the state-of-the-art laboratory once it opens in January 2025.

Leigh, can you give us an overview of the timeline that has led up to this point?

It is exciting to be at the stage where our new large-scale Warringtonfire laboratory is less than two months away from opening.

It’s taken a long time and huge amounts of work to get to this point.

However, I’m delighted to share that our $30m fire resistance testing laboratory is all set to officially open in January 2025.

Now that construction has finished, the team will be focusing on UKAS validation and accreditation for its five furnaces and operations.

We recently passed a pivotal milestone when the first official trials of two of our large-scale furnaces were carried out.

This represents the culmination of years of planning and hard work by the team.

The testing process is expected to be completed by the end of November and will ensure that the laboratory is ready to accept test specimens when it opens its doors.

And what’s happening with Warringtonfire’s previous laboratory?

While the new Birchwood site is completed, Warringtonfire’s resistance testing team will gradually transition from the Holmesfield Road laboratory as they prepare for opening.

As part of the expansion, 50 new jobs have already been filled, including all maintenance engineer, technical officer, and technical assistant positions.

The plan is for our technical and certification teams, currently based at a third site, to move into the new facility in the first week of December.

This change brings a wealth of benefits to our clients and colleagues, who will now be physically together to support and deliver the entire end-to-end process under one roof – from initial enquiry, testing, and technical evaluation, all the way through to certification decision.

This gives us the ability to service customers to a higher standard with the latest technology and collaborative processes, whilst developing multidisciplinary teams with expertise across the whole testing and certification process.

How does the capacity at the Birchwood laboratory compare to the Holmesfield Road site?

As we all work towards better building safety, the importance of fire testing continues to grow and with that comes greater demand.

That’s why the new Birchwood Park laboratory has been designed to double the capacity of the Holmesfield Road site and triple it in due course.

We’ve had an incredible amount of interest so far in testing at the new site, with clients already securing their bookings with us.

Testing slots are filling up quickly. We’re thrilled with the positive response and are looking forward to welcoming everyone soon.

What are some of the standout features the new laboratory has to offer?

We’re thrilled that the laboratory, in partnership with Tilbury Douglas, was recognised with a Bronze Award and a perfect score of 45 out of 45 under the Considerate Constructors Scheme during its construction earlier this year.

This scheme celebrates the efforts of construction sites, organisations and suppliers who commit to raising both environmental and community social value standards.

From the initial conception of the project, we have also aspired to incorporate sustainable principles at every stage, from the energy-efficiency and air quality measures integrated into the build, to the company’s continuing commitment to sustainable operations.

Equipment such as new abatement systems which clean the smoke to ensure that fumes from the fire testing process have negligible environmental impact have aided in this.

The laboratory is also prepared to utilise a blend of clean hydrogen and natural gas as soon as the local infrastructure supports it.

While the new laboratory will be at the forefront of sustainable fire resistance testing due to these measures, client confidentiality is also a core priority in our processes.

The facility features seven confidential spray booths, each with its own temperature-controlled environment, as well as custom-made steel screens that can be attached to test preparation bays to protect intellectual property.

Dedicated client viewing areas and strict workflows are also in place to safeguard sensitive information and ensure privacy.

Ahead of the launch, we are trialling full blank screens in front of the furnaces as an additional confidentiality measure during the test process.

Have you received any early feedback from your colleagues or customers on how the new site is shaping up?

From a team perspective, colleagues have spoken about the ways this new site could speed up responses and resolutions to queries and the potential for new career pathways across the business.

We have already received extremely positive feedback from client visits so far, all of which have recognised the scale of the operation and the improved facilities for installation, welfare, and testing.

The return to a single site with the technical team nearby was also well-received.

On 14 and 15 October, UKAS attended the site to witness a timber door test on the vertical furnace.

The assessor’s feedback was positive, and they were very impressed with the laboratory and the scale of the fire resistance testing that will be completed at Birchwood Park.

Thanks Leigh, finally can you share what you’re most excited about ahead of the new facility opening?

While a lot is changing for the better, plenty also remains the same.

This includes our priority, which is to deliver a safe, healthy workplace that protects our environment.

Fire resistance testing facilities are often expected to be dim, dusty, smoky places but we’re committed to showing that this is not the case.

Instead, our facility offers a clean, state-of-the-art facility for our customers and employees.

I’m particularly looking forward to making our clients and colleagues feel at home at Birchwood Park.

Not only do we want the site to serve as a testing facility, but we also want it to become a versatile environment where meetings can be held, and our team can thrive.

Once open, the Birchwood Park laboratory will be renowned as a world-leading fire resistance testing facility and set a high benchmark for other facilities to follow.

Cleaner Safer Group launches as new not-for-profit organisation

Cleaner Safer Group (CSG), the new parent company of not-for-profit organisations HETAS and Woodsure, has officially launched, according to Cleaner Safer Group.

The group aims to build on the work of these organisations by combining their resources and expertise in support of cleaner, safer, and more sustainable environmental practices.

CSG intends to extend its operations into new sectors, focusing on mitigating safety and environmental risks.

It will also continue working with a broad range of stakeholders, including public and private sector entities.

CSG’s existing operations through HETAS and Woodsure involve administering certification schemes within the solid fuel, wood, and biomass sectors.

The company has partnerships with government bodies such as Defra, managing schemes like the Ready to Burn certification for wood and manufactured solid fuels.

Additionally, CSG contributes to the Biomass Suppliers List and oversees smoke control exemption certifications for heating appliances.

Appointment of Dr Dermot Roddy to CSG board

Dr Dermot Roddy has been appointed as CSG’s Non-Executive Director, bringing extensive experience in the energy sector to the organisation.

Dr Roddy has held roles such as Science City Professor of Energy at Newcastle University and Director of the Sir Joseph Swan Institute for Energy Research.

He has also worked in the oil refinery sector and as Chairman at North East Biofuels, giving him practical and scientific insights into energy technologies and biomass.

Dr Roddy’s role at CSG will involve leveraging industry partnerships and advancing technologies for capturing biomass energy.

He stated: “Through the registration and certification schemes for fuels, appliances, installers, and retailers administered by HETAS and Woodsure, CSG has already made great strides in building confidence in trustworthy fuels and in domestic wood-burning appliances which provide a clean, safe source of heat.”

CSG’s aims for environmental and safety initiatives

As the parent company, CSG will further develop HETAS and Woodsure while introducing new services aimed at business consultation on air quality and strategies for net-zero emissions.

The group provides guidance on environmental regulations and offers strategic advice to organisations seeking sustainable practices.

CSG’s collaborative efforts with stakeholders across the sector will focus on safety and environmental sustainability, particularly in emerging biomass technologies.

On Thursday, 14th November, CSG held its first annual conference at the National Self Build & Renovation Centre in Swindon.

Industry leaders and government representatives, including Tunde Ojetola, Senior Policy Advisor at the Department for Energy Security and Net Zero (DESNZ), will gather to discuss advancements and strategies in the biomass and solid fuel industry.

The conference will address topics on sustainability and innovation for future energy solutions.
