Wildfire prevention partnership announced for US agencies

CitroTech has announced a strategic partnership with All Terrain Fire Support to support wildfire prevention work for federal, state and military agencies in the United States.

CitroTech said the agreement is intended to help protect infrastructure and reduce wildfire risk using its fire inhibition product alongside All Terrain Fire Support’s operational work with government and defence customers.

The companies said the partnership will initially focus on US federal and military opportunities.

It may later expand across the Western United States.

CitroTech said as much as 275,000 gallons of product may be needed to cover each square mile of terrain or active munition zones.

The company said its product is recognised by the US Environmental Protection Agency’s Safer Choice programme and has been tested to UL Greenguard Gold standards.

Product details and operational scope

CitroTech said its product is designed to help prevent ignitions and protect assets before and during wildfire events.

The company said the partnership combines its fire inhibition technology with All Terrain Fire Support’s government and defence relationships.

The announcement links the arrangement to wildfire readiness and environmental compliance requirements facing US military and government agencies.

CitroTech said the initial scope includes bases, training grounds, active munition zones and nearby communities in high-risk fire zones.

The companies said the agreement is aimed at government and military customers facing wildfire risk across large operational sites.

Wildfire modelling project links fire spread with smoke impact

George Mason University is developing a wildfire digital twin designed to simulate fire behaviour in real time and forecast air pollution impacts during fast-moving incidents in Southern California.

The work is being led by Chaowei “Phil” Yang, professor in the Geography and Geoinformation Science Department in the College of Science, in partnership with researchers from California State University—Los Angeles, NASA Jet Propulsion Laboratory and the City of Los Angeles.

The project was framed against the Palisades and Eaton Fires, which killed 28 people, destroyed more than 16,000 structures and displaced tens of thousands of residents.

Wildfires are difficult to predict because many factors affect their growth, spread and speed.

That uncertainty can slow evacuation decisions and make it harder for response teams to judge who should be moved away from flames or hazardous air pollution.

Yang said: “The goal is to develop an artificial intelligence (AI)-based system that can provide real-time, high-resolution simulation and forecasting of wildfire behavior and model the resulting air pollution and air quality impacts for better informed public health responses.”

Yang added: “Inhaling wildfire smoke can cause serious and long-lasting damage to the breathing system.

“We need to get those people impacted to safety as well as those in direct line of the spreading flames.”

Data sources and system development

George Mason University said the digital twin will combine data from satellites, unmanned aerial vehicles (UAVs), ground observations and citizen reports to simulate wildfire progress and the effect of potential interventions.

The system draws in information on fuel sources, moisture, load and consumption, along with wind speeds, temperatures and real-time fire sensors.

George Mason’s high-performance computing (HPC) cluster is used to automate data interpretation, and machine learning modelling is used to calibrate data sets to improve accuracy.

Model accuracy is expected to improve as more data sets become available.

Yang explained: “When we eventually provide information to firefighters and local agencies, we will give them a range of possibilities and a confidence level in those possibilities, such as ‘the fire will move in this direction with about 90% confidence, or 20% confidence,’

“That’s important for them when they’re trying to make these quick decisions about where to put fire fighters.

“It makes the information actionable instead of just data sets.”

The project also includes student participation from high school level through to post-doctoral research, with work focused on cloud computing and digital transformation.

Anusha Srirenganathan said: “Working closely with researchers from different disciplines helped me grow as a collaborator, and my work on the project strengthened my abilities in large-scale satellite data processing, spatial cloud computing, and AI/ML modeling for environmental applications,”

Yang said the team is also working on a Chesapeake Bay digital twin for flood forecasting and a conflict resolution digital twin with an alert system.

The firm had focused on policy frameworks tied to technology use, federal funding and legislative engagement aimed at reducing wildfire risk and improving forest health.

People joining the expanded wildfire team

The announcement also brings Phil Hardy, founder and former president & CEO of Collective Strategies & Communications, into Capitol Counsel’s expanded practice.

Hardy has more than 25 years of experience in strategic communications, government relations and public affairs, with work focused on wildfire intelligence, mitigation strategies and technologies including aerial firefighting assets and AI-driven forest-management platforms.

Matt Gall also joins the combined practice with more than 15 years of policy and advocacy experience tied to natural resources, energy, public lands and environmental issues.

Before joining Collective, Gall spent a decade at Strategies 360 and also worked on the House Natural Resources Committee on federal policy covering water rights, hydropower and endangered species.

New Scotland wildfire strategy launched after record 2025 fire season

Scotland action plan sets out wildfire response changes

A new strategic action plan has been launched to strengthen wildfire prevention, preparedness and response across Scotland following the country’s most severe wildfire season in recent memory.

The Scottish Fire and Rescue Service (SFRS) said the plan is designed to improve coordination between agencies, expand operational capability and increase public awareness of wildfire risk.

Scotland’s high-risk wildfire period, traditionally between March and May, has expanded in recent years.

Firefighters spent more than 100 days responding to more than 230 wildfires during 2025.

The executive summary of the Wildfires: strategic action plan records 241 wildfires during the year, including the Carrbridge and Dava Moor fire which burned nearly 10,000 hectares and is described as the UK’s largest recorded wildfire.

The plan was developed in partnership with SFRS with input from His Majesty’s Fire Service Inspectorate alongside other stakeholders.

It sets out coordinated actions under three areas covering prevention, preparedness and response.

Measures include strengthening public awareness of wildfire risks, investing in wildfire vehicles and equipment and developing a multi-agency Concept of Operations ahead of the 2026 wildfire season.

Local and regional Incident Response Plans will also be enhanced to strengthen protection for responders, rural communities and Scotland’s natural environment during periods of heightened wildfire activity.

Additional actions include reviewing and expanding the Community Asset Register and examining a mountain rescue-style approach to trained wildfire volunteers with a potential trial in Cairngorms National Park.

Scotland equipment investment and operational preparation

SFRS said it reviewed the 2025 wildfire season and has invested in equipment, training and specialist capability.

Four new wildfire support units with enhanced equipment have been placed in Alford, Oban, Galashiels and Dornoch.

Two interim wildfire units have also been introduced in Lockerbie and Thurso.

Controlled burn training is being delivered to support operational readiness.

The service worked with partners to review wildfire incidents from 2025 through the Scottish Multi-Agency Resilience Training and Exercising Unit (SMARTEU).

Recommendations from the SMARTEU debrief will be progressed through the Scottish Wildfire Forum.

More than 30 fire stations across Scotland are already equipped with dedicated wildfire resources.

Wildfire tactical advisers are also available to provide strategic support during incidents.

To inform the public, SFRS issues Wildfire Danger Assessments through its website and social media channels when weather conditions increase wildfire risk.

SFRS Deputy Assistant Chief Officer Kenny Barbour said: “Wildfires continue to pose an increasing threat to Scotland’s rural communities and natural environment.

“We welcome the strategic action plan, which is an essential step in ensuring our firefighters, land managers, public bodies and partners can enhance their collective response to wildfires.

“It is vital for everyone to play their part in protecting Scotland’s natural environment with responsible outdoor behaviour.

“Never assume a small fire, like a campfire or portable BBQ, is safe and harmless.

“The smallest spark or ember in dry conditions can quickly lead to wildfire destroying large parts of the countryside.”

Scotland ministers link plan to future wildfire preparedness

SFRS said Minister for Community Safety Siobhian Brown and Agriculture Minister Jim Fairlie joined the service at Pitlochry fire station to present wildfire appliances and equipment as the annual wildfire awareness campaign launched alongside the action plan.

Brown said: “Last year’s wildfires were a warning that we must be prepared for this to be a more regular occurrence as a result of climate change.

“The strategic action plan will improve coordination between the SFRS and other responders during wildfires and includes the development of Incident Response Plans to strengthen the protection of responders, rural communities, and the natural environment during periods of heightened wildfire activity.

“It will also see the Community Asset Register – a list of volunteers and equipment to help with wildfire response – reviewed and expanded.”

Fairlie said: “All of us who saw the devastation caused by last year’s fires know that it took an incredible effort to get them under control and I would like to repeat our thanks to all the SFRS staff, landowners, managers, keepers and workers who stepped in.

“So many communities stepped up to save their local landscape and the species that live there and this plan is intended to help us better prepare for the future.

“Each of us has a part to play in preventing wildfires and must be mindful of their behaviour when enjoying our wonderful countryside during the dry months to ensure we do not do anything or leave behind litter that could ignite a fire.”

The strategic action plan sets out a coordinated approach intended to strengthen Scotland’s wildfire resilience ahead of the 2026 wildfire season and in future years.

CONAF study details wildfire prevention gains during Chile fire season

Wildfire prevention findings from Chile

New analysis published in January 2026 found that wildfire prevention and response measures in Chile avoided substantial damage during the severe 2023 fire season.

The study by Jorge Saavedra, Daniela Alegría, Gonzalo Tapia, Ana Prados and Mackenzie Allen used modelling and post-fire assessments conducted by the National Forestry Agency (CONAF) to examine wildfire impacts and avoided losses.

During the Santa Ana fire in the Biobío region in February 2023, about 108,944 hectares burned.

Modelling suggested the fire could have affected about 242,093 hectares.

That left an estimated 133,149 hectares spared.

The analysis also found that 17,321 homes were identified as potentially at risk.

Around 15,171 of those homes were ultimately spared from fire damage.

Across January and February 2023, CONAF estimated that prevention and response efforts helped prevent about USD 2 billion in economic losses.

That figure was about 20.8 times greater than the country’s USD 101 million budget for fire control and prevention activities.

The same analysis indicated that about 64,477 people and 46,634 structures avoided wildfire impacts during that period.

How the analysis measured avoided losses

CONAF stated that it has been analysing avoided wildfire losses since 2014 – 2015 to support wildfire risk management policy and assess prevention strategies.

One method uses fire behaviour simulation to estimate potential spread under given conditions.

Another method uses fire potential polygons to model areas that could have burned if suppression and mitigation efforts had not taken place.

These models are then compared with the actual burned area after a fire.

The difference between the modelled and observed burn area is used to estimate the land, property and communities protected by prevention and response actions.

That avoided burned area can also be combined with population data, property values and vegetation assessments to estimate economic impacts and the number of people and structures protected from damage.

Community measures and vegetation protection

The analysis also examined avoided losses linked to vegetation damage and community-level wildfire prevention work.

According to the figures presented, avoided vegetation-related economic losses in the affected regions during the 2023 fire season reached about USD 786 million.

The study said these figures reflect the value of forests, agricultural land and natural vegetation protected through prevention and response measures.

Chile has also expanded community-based wildfire prevention through CONAF’s Community Preparedness Program.

The programme works with residents in high-risk rural areas and wildland-urban interface zones to develop participatory wildfire prevention plans.

Activities include training workshops on household protection measures and the development of local emergency response procedures.

Vegetation management measures are also used in interface zones, with pruning and thinning used alongside fuel breaks to reduce fuel continuity and slow fire spread.

The authors said the Chilean case study shows how fire modelling, earth observation data and post-fire analysis can support wildfire mitigation and policy development.

Extreme fire weather risk projected to rise across Australia

Fire weather projections across Australia

Extreme fire weather events are projected to become more frequent and more intense across Australia as global temperatures rise, with some of the sharpest changes expected in fire-prone forest ecosystems in the southeast.

A study published in npj Natural Hazards examined changes in fire weather using the McArthur Forest Fire Danger Index (FFDI) together with dynamically downscaled CMIP6 climate model projections.

The research was carried out by researchers from the Queensland Future Climate Science Program, the University of Queensland and the University of Melbourne.

It found that under 3°C of global warming, weekly extreme fire weather events that historically occurred once every 20 or 50 years are projected to become much more common across Australia.

Across southeast Australia’s eucalypt forests, the study estimates that these events could become about 2.1 times and 2.5 times more likely under 3°C of warming.

In Tasmania, comparable events may become about 3.2 times and 4.1 times more likely.

Fire weather refers to atmospheric conditions that affect the ignition and spread of wildfires, including temperature, humidity, wind speed and rainfall patterns.

The FFDI combines these factors to estimate potential fire behaviour.

The analysis also found that severe fire weather days, defined by an FFDI of 50 or higher, are projected to increase across much of Australia.

The largest increases in severe fire weather days are projected in northwestern and central regions.

Days classified as “Very High” fire weather are also expected to increase in northern and southern parts of the country.

Fire weather in forest regions and future planning

The study states that southeast Australia’s forest ecosystems remain a key area of concern because these regions have historically experienced destructive bushfires.

For eucalypt forests across southeast Australia, the magnitude of rare fire weather events could increase by about 10% under 3°C of warming.

Tasmania is projected to see stronger changes in both the intensity and likelihood of extreme events than other regions covered in the study.

The findings suggest rising maximum temperatures will be a main driver of higher fire weather risk.

In southern forest regions, falling humidity and higher drought conditions are also projected to increase the potential for intense fires.

The study also states that changes in large-scale climate patterns, including the El Niño-Southern Oscillation and the Southern Annular Mode, may affect future fire weather through changes in wind patterns, rainfall and humidity.

The researchers found that fire weather seasons may lengthen in several regions, with more dangerous conditions projected during spring, autumn and winter.

The study states that understanding these changes is important for future resilience planning, including wildfire preparedness, land management and building standards in bushfire-prone areas.

By combining high-resolution climate projections with detailed fire weather analysis, the research sets out how warming temperatures may reshape wildfire risk across Australia in the coming decades.

New research shows North America wildfire seasons moving in different directions

Wildfire study tracks regional timing shifts

A new study has found that climate change is changing the timing of wildfire seasons across North America, with earlier fire seasons in northern forests, limited change in prairie regions and later activity in parts of the western United States and California.

The research, published in Geophysical Research Letters, examined wildfire activity across 18 ecological regions using burn area data collected between 2001 and 2020 from the Moderate Resolution Imaging Spectroradiometer (MODIS) on NASA’s Aqua and Terra satellites.

Researchers combined the satellite data with environmental variables including temperature, precipitation, soil moisture, vegetation conditions, wind speed and lightning potential.

The analysis found that ecosystems are responding in different ways, with boreal and taiga forests across Alaska, Canada and parts of the Great Lakes region showing wildfire seasons that are shifting earlier in the year.

The study links that change to earlier snowmelt and faster drying of vegetation, which exposes flammable fuels sooner in spring.

It also found that boreal ecosystems are especially sensitive to atmospheric dryness, which was identified as the main driver of wildfire activity across several fire regimes.

Hongliang Zhang, environmental scientist at Fudan University in China, said: “It’s very region-specific.”

Wildfire seasons extend later in western regions

The study found that Mediterranean-type climates and desert regions in the western United States are seeing fire seasons that continue later into the year.

In California and the warm desert Southwest, increased late-season burning is pushing wildfire activity further into autumn and early winter.

The research links those patterns to prolonged drought conditions and changes in vegetation dynamics that increase fuel availability later in the year.

Prairie ecosystems and humid forest regions including the Appalachian Mountains and the southeastern United States showed only limited shifts in wildfire timing.

Researchers said these regions may be more stable because of stronger precipitation influences and different vegetation structures.

Wildfire projections point to further seasonal change

The researchers also used climate model projections to assess how wildfire seasons may change in future decades.

Under a high-emissions climate scenario, the study projects that boreal wildfire seasons could begin around a week earlier on average.

Some northern regions could shift by more than three weeks.

California’s wildfire season could extend by more than a month beyond the traditional June-to-October window, and desert regions in the western United States may also see later seasonal expansion.

The source material also states that the modelling framework could be used to assess vegetation change, along with human activity, in wildfire ignition.

According to the source material, about 85% of wildland fires in the United States are caused by human actions, including arson or unattended campfires.

Zhang said: “That model is really good at predicting wildfire.

“So now we want to predict the emissions of wildfire to the atmosphere.”

The study concludes that climate change is reshaping the seasonal distribution of wildfire activity across North America in ways that differ sharply between ecosystems.

California lawmakers introduce Megafire Prevention bill package spanning homes and prescribed fire

More than a dozen bills were highlighted in Sacramento as part of the 2026 “Joint Megafire Prevention Package”, focused on reducing destructive megafires in California.

Megafire Action highlighted the package alongside FireWERX, the California Fire Safe Council and the Karuk Tribe, with the respective bill authors

The release described the package as covering home hardening, resilience loan financing, expansion of existing fire mitigation programmes, and measures intended to support beneficial fire.

It said the work is a priority for fire mitigation advocates following the 2025 megafires in Los Angeles.

Bills target home hardening, county capacity and technology adoption

Senator Ben Allen described SB 894 as using financing, planning and technology to reduce fire risk, and linked the bill to insurance availability and premium pressures.

Senator Josh Becker said SB 973 would direct CAL FIRE to develop guidance and recommended standards for local entities assessing wildfire risk and prioritising wildfire mitigation activities.

Becker said SB 973 would also expand the Wildfire County Coordinator Program.

Jacy Hyde, PhD, Executive Director of the California Fire Safe Council, said: “By strengthening county capacity, SB 973 ensures California’s wildfire investments deliver real risk reduction where it matters most—on the ground, in high-risk communities.”

Senator Henry Stern said California should reduce risk through a more efficient, innovative, community scaled approach.

Chris Anthony, Founder and CEO of FireWERX, said Stern’s Fire Innovation Unit Act would create a pathway to identify operational needs, co-develop solutions with firefighters, evaluate them and move tools from pilots to statewide deployment.

The release said SB 1079 would create a Fire Innovation Unit within CAL FIRE to identify firefighter needs, source technologies, prototype solutions and scale successful technologies across three programmes.

Assemblymember Steve Bennett said his six bills aim to reduce risk in the built environment by aligning certification, incentives, insurance transparency, tax policy and community-level preparedness.

Measures include beneficial fire capacity and liability changes

Assemblymember Damon Connolly said AB 1891 would dedicate grant funding to beneficial fire practitioners and was introduced with the Karuk Tribe and the Watershed Research and Training Center.

Connolly said beneficial fire projects help ecosystems foster biodiversity, reduce wildfire risk and preserve natural habitats and forests.

The release said AB 1891 and AB 1699 are intended to expand the pace and scale of beneficial fire in California by investing in local and tribal capacity while removing liability and permitting barriers that have slowed prescribed and cultural burns.

It said both measures recognise the role of California Tribes in fire-adapted areas and are intended to support tribal authority and resourcing.

Assemblymember Chris Rogers said: “Planning for wildfires isn’t a luxury, it’s a necessity.”

Applications open for 2026 wildland firefighter drinking water donations

Wildland emergency water programme opens for 2026

Applications have opened for the 2026 Anheuser-Busch Emergency Drinking Water for Wildland Firefighters Program, which will distribute 1.5 million cans of emergency drinking water to eligible volunteer fire departments in the United States.

The National Volunteer Fire Council (NVFC) announced that Anheuser-Busch and its wholesaler partners are delivering the programme in partnership with the NVFC.

Departments are encouraged to apply if they are more than 50% volunteer.

Applicants must serve a population of 25,000 or less.

Applicants must respond to wildfires, including uncontrolled fires in forests, prairies, grasslands, brushlands or lands sown to crops.

Selected departments will receive one pallet of emergency drinking water totalling 2,352 cans.

The application period closes at noon Eastern Time on March 6, 2026.

Departments will be notified of selection by the end of May.

Eligibility and programme scale

Hydration is described as essential to firefighter health, safety and performance during long incidents in extreme conditions.

Since the partnership between Anheuser-Busch and the NVFC began in 2019, nearly 12 million cans of emergency drinking water have been distributed to volunteer fire departments across the United States.

Anheuser-Busch traces its disaster relief support back to 1906.

Each year the company periodically pauses beer production to produce emergency drinking water for communities impacted by or preparing for disaster.

Since the launch of its Emergency Drinking Water initiative in 1988, more than 100 million cans of drinking water have been donated for communities in need.
