Aspen partnership brings AI-powered wildfire suppression aircraft to WUI operations

Coordinated autonomous system ordered for Colorado wildfire response

Aspen Fire Protection District is set to receive a coordinated autonomous wildfire suppression system from Seneca in summer 2026.

Seneca announced the five-year, multi-million dollar partnership in a PRNewswire release.

The Seneca Strike Team will comprise five autonomous suppression aircraft, a mobile operations base and five years of software, connectivity and maintenance.

Each strike team has a capacity of approximately 500 gallons of finished foam per sortie.

A single pilot can operate multiple aircraft due to the system’s artificial intelligence and autonomy capabilities.

The system is intended to support operations in the wildland – urban interface (WUI).

Funding, intended uses and training timeline

According to the PRNewswire release, the aircraft system acquisition was supported through public private partnerships involving Aspen Fire Protection District (AFPD), the Aspen Fire Foundation and local donors.

Over the coming years, Seneca and AFPD aim to deploy additional autonomous aerial response bases.

Those bases are designed to respond within seconds of detection to reach new starts earlier.

The system is intended to help with starts in inaccessible areas, support night operations, maintain the safety of pile and prescribed burns and carry equipment on incidents in complex terrain.

Southern Spain research identifies drivers of suppression performance

Southern Spain study reports what suppression achieved in Andalusia

An assessment of wildfire management in Andalusia found that suppression operations protected an estimated 67% of the potentially burnable area across 39 wildfires recorded between 2011 and 2019.

The findings were published in 2026 by Ortega M, López Sancho A and Molina JR in the International Journal of Wildland Fire.

The study estimated that for every unit of cost invested in suppression, about three units of potential economic losses were averted.

The authors concluded that operational performance and economic return varied according to province, fire behaviour and timing within the season.

Provincial, seasonal and fire behaviour patterns shaped results in Spain

The analysis identified consistent differences between provinces in southern Spain, with Córdoba and Sevilla recording higher effectiveness and higher cost-benefit values than Huelva and Cádiz.

Fire growth rate was linked to lower effectiveness, with faster-growing fires more difficult to contain.

Longer control times were associated with improved cost-benefit and cost effectiveness values.

The study reported lower containment effectiveness for fires occurring in June compared with July and August.

Later-season fires were associated with higher cost effectiveness.

Wildfires igniting during daytime were less effectively contained than those starting at night.

Higher rates of spread and longer flame lengths were linked in the modelling to increased technical efficiency values, alongside longer control times.

Modified index proposed to reflect area saved rather than area burned

The paper reported that the traditional Management Index relates suppression costs to total area burned, which can produce low values when fires are kept small.

To address this, the authors proposed a modified Management Index that links suppression costs to the area saved from burning.

The mean technical efficiency value reported in the study was 0.61, and the mean modified index value was 0.33.

The authors stated that combining measures of operational effectiveness and economic efficiency provides a multidimensional framework for assessing wildfire suppression performance in Spain.

OroraTech supports new wildfire control centres in Patagonia region

OroraTech satellite services launched in Rio Negro

Satellite-powered wildfire detection and monitoring services have launched across Argentina’s Rio Negro province, with coverage stated as 20 million hectares in the Patagonia region.

OroraTech announced the deployment alongside GPTech and the Rio Negro provincial government.

The partnership includes two newly constructed wildfire control centres in Bariloche and El Bolsón, built and operated by GPTech.

OroraTech’s Wildfire Solution is set out as the digital core of the centres, providing thermal intelligence and near real time alerts for decision-makers, local firefighters – brigadistas – and emergency planners.

Control centres combine satellite data with ground inputs

The control centres are intended to coordinate response and prevention efforts by combining OroraTech’s proprietary satellite data with ground-based inputs, drone footage and communications infrastructure powered by Starlink.

Axel Roenneke, Chief Commercial Officer at OroraTech, said: “This marks a new chapter for wildfire response in Argentina.

Protecting operations, health and safety: International SOS talks wildfire planning

Extreme heat, dense smoke and rapid evacuations have disrupted staff and operations across Europe during what may become the region’s most severe wildfire season in decades.

Organisations have faced sudden relocations, air quality hazards and supply challenges, often without the planning needed to manage prolonged disruption.

These pressures have highlighted weaknesses in crisis structures and reinforced the need for clearer health guidance, faster decision-making and stronger continuity measures.

International SOS supports clients through these conditions by providing real-time security intelligence, medical advice and operational planning.

Their teams assist with evacuations, health protection, essential supplies, post-incident care and longer-term resilience work that helps organisations stay functional during extended wildfire activity.

To understand what this looks like in practice, IFSJ Editor Iain Hoey sat down with International SOS’s Adam Lakhani, Security Director and Dr Katherine O’Reilly, Medical Director, to discuss how their teams help organisations prepare for and respond to wildfire risks.

What challenges have organisations faced during nearby wildfires, especially for operations and staff welfare?

Lakhani: One of the biggest challenges is evacuation.

Wildfires spread quickly and unpredictably, catching people off guard.

Staff can suddenly find themselves unable to move freely, and industries that rely on fixed sites like factories and offices are severely impacted.

Dr O’Reilly: Along with relocating staff, ensuring they have essential supplies, such as face masks and bottled water, is also critical.

For example, during the January 2025 Los Angeles wildfires, we provided emergency accommodation for displaced employees and their families, helping them stay safe while businesses sustained continuity.

What practical problems do you encounter when accessing staff or protecting essential services during deployments?

Lakhani: The challenges our teams face can also mirror those of the people affected.

Crises can stretch teams over extended periods and with limited understanding of duration so the endurance of those on-the-ground, as well as supporting, can be a challenge.

Appropriate resourcing and rotations are essential.

Sometimes we simply can’t access certain locations because of essential restrictions.

During the Los Angeles wildfires, our teams worked around the clock to secure emergency housing, and ensure people were moved, safe and with critical supplies.

How do those challenges translate into health or safety risks for people in those settings?

Lakhani: The physical risk from wildfires remains acute.

During Canada’s 2025 wildfire season – one of the most severe on record – more than 7.3 million hectares were burned, forcing mass evacuations and creating widespread health and operational challenges.

International SOS supported organisations in protecting staff from poor air quality and extreme heat, which often converge to magnify risks.

There are also consequential security implications.

Large-scale evacuations can sometimes lead to looting or opportunistic crime, compounding the difficulties faced by affected communities.

Dr O’Reilly: The health impacts are both immediate and long term.

Inhalation of wildfire smoke – a toxic mix of heavy metals and carcinogens – can trigger asthma attacks, worsen Chronic Obstructive Pulmonary Disease (COPD), and increase the risk of heart attacks, strokes, and respiratory infections.

 Extreme heat adds further risk, with cases of dehydration, heat exhaustion, and heatstroke rising.

In fact, in the first seven months of 2025, International SOS saw a 13% increase in heat-related assistance calls compared to the previous year.

There is also a significant psychological toll.

Evacuations, property loss, and prolonged smoke exposure often leads to anxiety, depression, and PTSD.

Too many organisations remain underprepared, with gaps in both mental health support and emergency planning.

Our role goes beyond the immediate response – whether that’s evacuations, medical support, or delivering essential supplies.

We also provide post-incident care, including counselling services and stress management.

Mental health is often overlooked, with up to 50% of those exposed to extreme events experiencing lasting psychological impacts.

How is International SOS adapting its services as wildfires and heatwaves grow earlier and more intense?

Lakhani: We’re taking several steps to help organisations prepare.

Each year we publish our Wildfire Insight Report ahead of the season, which looks back at the previous year, forecasts risks, and shares practical recommendations.

We’re also reinforcing our partner networks so that we can assist no matter the location or request.

Every organisation has different needs, however, so a one-size-fits-all approach doesn’t work.

With the complexities of modern-day business, tailored preparedness and resilient networks matter more than ever.

What single piece of advice would you give fire and safety professionals facing severe heat-driven conditions today?

Lakhani: Plan ahead and put a clear crisis management structure in place.

Too often, bureaucracy slows down decision-making.

Organisations should be asking: Who is on our crisis management team? Do we have clear escalation points? Have we assessed and run tests or simulations for responding to wildfire risks to our people, assets, and operations? If the answer to any part of this is no, those gaps need to be closed.

Dr O’Reilly: Raising awareness of health risks is just as important as structural preparedness.

Organisations should run education campaigns and share preventative health advice – especially as extreme weather intensifies.

Prevention is critical: hydration, rest schedules, and recognising early symptoms can make all the difference.

OroraTech has appointed Dr Ignacio Zuleta as chief technology and product officer (CTPO), the company announced on 17 February 2026 in Munich.

In the role, Zuleta will lead the company’s technology strategy and execution as it continues work on persistent thermal activity monitoring.

His remit includes end-to-end technology deployment spanning thermal sensor and product deployment, edge data processing, and real-time connectivity.

Zuleta said: “Earth Observation is finally entering a defining moment. Persistent, purpose-built, thermal-first systems are no longer optional if we want to understand, predict, and manage extreme events like wildfires, resource conflicts, and climate change at a planetary scale.

“OroraTech is uniquely positioned to lead this transition by building dedicated thermal infrastructure for persistent observation and operational focus.

Experience and technical background

OroraTech said Zuleta has more than a decade of experience designing, deploying, and operating large-scale Earth observation systems.

It said his work has included contributing to distributed satellite constellations and turning raw sensor data into operational intelligence used at a global scale.

Before joining OroraTech, he worked on what the company described as the first large-distributed Earth observation constellations, including the world’s first daily high-resolution land-monitoring mission.

The company said his career has included senior technical and product leadership roles across the Earth observation ecosystem, with experience in instrument design, payload operations, remote sensing science, and commercial data products.

It said he holds a doctorate in physical chemistry from Stanford University.

Technology priorities and company focus

OroraTech CEO Dr Martin Langer said Zuleta will apply his experience across sensors, constellation operations, and product strategy.

Los Angeles post-fire rebuilding linked to 2028 Olympics timeline

Rebuilding and the Olympics timeline

Los Angeles is rebuilding after the Palisades fire in January 2025, with recovery measures introduced rapidly and publicly linked to the 2028 Summer Olympics.

Commentary published in the Los Angeles Times by CBS News national correspondent Jonathan Vigliotti described how Gov. Gavin Newsom referred to the Olympics as the “Recovery Games” while recovery efforts were being announced.

Newsom and Los Angeles Mayor Karen Bass toured the burn zone about 24 hours after the fire ignited, during a period when homes were still burning and emergency crews remained deployed.

The commentary described the visit as unusual for an active fire scene and linked it to criticism surrounding the emergency response, including the absence of a live news conference before historic 100-mph winds.

Bass was in Africa when the fire began and was unable to communicate reliably during a reception at the U.S. ambassador’s residence in Accra, Ghana and her return journey to Los Angeles.

Newsom was focused on preparations for a visit by then-President Joe Biden related to the designation of the Chuckwalla and Sáttítla national monuments.

A city official told Vigliotti: “The first time they toured the damage, they discussed the Olympics and federal funding.

“Losing the Palisades hurt them politically. Losing the Olympics would be game over.”

Rebuilding rules and permit approvals accelerated

The Los Angeles Times commentary reported that Newsom introduced a state “Marshall Plan” within days of the fire, reducing permitting timelines to under 30 days and suspending environmental reviews governing rebuilding in fire-affected areas.

Homes were permitted to rebuild closer together and with expanded dimensions, described using Bass’ phrasing of structures becoming “taller and longer.”

Recovery oversight included newly appointed wildfire recovery leaders, including civic leader Steve Soboroff and figures associated with the “L.A. Rises” initiative such as Magic Johnson, Mark Walter and Casey Wasserman.

Real estate listings reflected the accelerated process, promoting fast-track approvals and redevelopment potential.

One listing cited in the commentary stated: “Now made easier with expedited permitting… this property offers a rare chance to create your dream home without delay,”

State records referenced in the commentary showed about 20% of destroyed homes in Los Angeles received residential building permits within one year.

The commentary compared this with Urban Institute figures showing approximately 2% of homes received permits after the 2023 Lahaina fires and about 5% following the 2018 Paradise fires.

It also described investors purchasing fire-damaged land and seeking approvals for redevelopment.

Fire protection capacity and rebuilding constraints

The Los Angeles Times commentary stated that Los Angeles has fewer fire stations than in the 1960s despite population growth and expansion into fire-prone areas.

Concrete composite materials and reinforced cement-based panels were described as alternatives to wood construction, offering four times greater wildfire resistance at comparable cost.

Forensic wildfire investigator Faraz Hedayati told Vigliotti: “Our urban layouts are not designed to survive 70-mile-an-hour fires.

“We must increase the distance between structures,”

The commentary cited the Dixon Trail development in Escondido as an example where wider spacing and hardened materials exceeding minimum code requirements were associated with lower insurance premiums.

More than 13,000 homes were lost in January 2025 and only a fraction have begun reconstruction, with inspectors, architects, engineers and builders identified as limiting factors alongside insurance payouts lagging construction costs.

The commentary stated that these conditions leave rebuilding ongoing as permitting approvals and construction capacity continue to develop.

When responders are overwhelmed, what changes wildfire policy first?

Wildfire risk management priorities raised in Brussels

A high-level roundtable in Brussels on 30 January 2026 discussed integrated wildfire risk management across prevention, preparedness, response and recovery.

The International Association of Fire and Rescue Services (CTIF) published a summary report of the discussion, which provided strategic input to an upcoming European Commission Communication on Integrated Wildfire Risk Management.

Participants described wildfires as an increasing risk that is already overwhelming some national responders and is projected to grow in the next years.

The discussion called for an integrated approach that places greater emphasis on prevention and connects work across environmental, land-use, agricultural and civil protection policy.

A recurring theme was the role of healthy, actively managed forests and land as a first line of defence, including sustainable forest management, grazing, diversified land use, fuel management and spatial planning.

Speakers also linked fire-resilient areas to co-benefits cited in the report, including biodiversity, water protection, health, bioeconomy and rural vitality.

Sectors and obstacles highlighted for the next five years

The report sets out sector-specific changes discussed for the next five years, with investment in prevention and preparedness recurring across contributions.

In land use, forestry and agriculture, participants discussed embedding wildfire prevention objectives into legislation and funding frameworks, addressing land abandonment and making land and forest management economically viable.

Farmers, forest owners and local communities were described as indispensable partners due to their role in managing fuel and their frequent position as first responders.

In civil protection and emergency response, the discussion noted progress at EU level, alongside concerns that response systems are increasingly overwhelmed by simultaneous and extreme events.

The report links reinforced response capacity, including under rescEU and the pre-positioning of firefighters in high-risk areas, with reinforced prevention, post-fire analysis and learning, improved early detection, access to water resources and training and exchange.

In education, research and data, participants said knowledge exists yet is insufficiently scaled or operationalised, with data held by different actors including insurers identified as a possible input to improved risk assessment and decision-making.

The report also references technology including AI as a support across phases of the wildfire management cycle.

Fragmentation was identified as the dominant barrier, spanning responsibilities, funding streams and legal frameworks.

Policy silos between environment, agriculture, land use and civil protection were described as barriers to a holistic approach.

Short-term funding cycles and crisis-driven political priorities were cited as limiting sustained investment in prevention and its effectivity.

The report also notes a lack of status and release arrangements for volunteers as a barrier to spontaneous volunteering in emergencies.

The report describes the roundtable as the start of an ongoing policy dialogue on integrated wildfire risk management at EU level.

Internal emails show forest service knew PFAS were in firefighters’ pants

What ProPublica reported about forest service gear and PFAS

U.S. Forest Service officials knew for years that pants used by wildland firefighters contained per- and polyfluoroalkyl substances (PFAS), according to internal correspondence obtained by ProPublica.

ProPublica reported that the agency was alerted as early as 2021, ahead of public acknowledgement of the issue.

In February 2024, ProPublica said it asked the Forest Service and the Department of the Interior whether federal wildland firefighting gear contained PFAS.

The organisations provided near-identical replies stating they did not have “specific measured concentration data showing that PFAS is contained in protective clothing and gear.”

ProPublica said the emails show the Forest Service chose to wait for the results of a study into whether PFAS can be absorbed through the skin before sharing information more widely.

Emails show internal questions and supplier responses

ProPublica said the emails were released last week in response to a Freedom of Information Act request filed in 2022 by George Broyles, a former Forest Service employee who studied smoke exposure among firefighters.

Broyles said: “They just obfuscate.

“It’s just a continuation of the same thing: ‘We’re going to stick our heads in the sand and hope that nobody notices.’”

In April 2022, ProPublica said a senior Forest Service official named David Haston asked colleagues whether TenCate’s fabric was “still coming with PFAS in the finish?” and whether there was a duty to notify employees.

ProPublica said earlier emails show a Forest Service equipment specialist asked TenCate in April 2021 whether the Shelltite finish on its Advance fabric had any PFAS presence.

A TenCate manager replied with a document confirming one of its finishes contained a form of PFAS applied to repel hydrocarbons and gasoline, and said the company was developing a finish without the compound.

TenCate did not respond to ProPublica’s requests for comment.

ProPublica said emails from TenCate to the Forest Service described the finish as using a form of PFAS with six or fewer fluorinated carbon atoms.

Studies, health concerns and what remains unclear

ProPublica said the Forest Service decided in 2022 to wait for studies from the National Institute for Occupational Safety and Health (NIOSH), including one on whether PFAS can be absorbed through skin, before making decisions.

A Forest Service physiologist wrote that a labour advocacy group should submit an official request for the information.

ProPublica reported that the Forest Service never told rank-and-file wildland firefighters that their pants might contain PFAS.

Bryan Ormond, an associate professor of textile engineering, chemistry and science at North Carolina State University, said: “From the wildland firefighting perspective, I don’t see any reason to have the PFAS treatments in their gear.

“They don’t really need the oil repellency.

“It would be a safer option to not have the PFAS treatment.”

In January 2023, a senior director at TenCate wrote: “To the best of our knowledge wearing ADVANCE with Shelltite or Supershelltite has not caused deleterious health impacts,” and the company also told the agency it was producing a PFAS-free finish for the pant fabric.

ProPublica said it is unclear whether the government began purchasing pants with the new finish or continued to purchase pants with PFAS.

In 2024, the National Institute of Standards and Technology (NIST) released a study mandated by Congress in 2021, and ProPublica said it found some wildland firefighting gear contained PFAS.

Heather Stapleton, an exposure scientist and professor at Duke University, said the study showed levels in certain samples “similar to what has been reported in structural firefighting gear.”

ProPublica said NIST did not respond to its questions, and the NIOSH study that Forest Service officials were waiting on remains ongoing.

Forest conditions and extreme weather are amplifying wildfire risk, says WMO

Hotter weather and drier forests are driving bigger wildfires

Wildfires are increasingly affecting air quality and atmospheric composition across multiple regions as fire seasons lengthen.

The assessment was set out in a statement delivered to the World Economic Forum in Davos on 22 January 2026 by Celeste Saulo, Secretary-General of the World Meteorological Organization (WMO).

Observations coordinated by the WMO show that large fires release substantial amounts of fine particulate matter and trace gases detected by Global Atmosphere Watch stations operated by National Meteorological and Hydrological Services and partners.

These emissions include carbon monoxide (CO) and carbon dioxide (CO₂).

Rising fire emissions are associated with record increases in atmospheric CO₂.

Repeated burning is reducing a forest’s capacity to absorb carbon, linking warming, more fires and poorer air quality in a reinforcing cycle.

The statement expressed concern that the Amazon rainforest could be shifting from a major carbon sink towards a net source of emissions.

In 2024, wildfire smoke from the Amazon river basin combined with fires in Chile to affect many countries and densely populated urban areas across Latin America.

Mexico recorded its most active fire season on record in 2024.

Canada burned more than twice its long-term average in 2024 and experienced its second costliest wildfire in history.

US fire activity in 2024 ran around 20% above the 2001 to 2020 average.

Wildfire activity in 2024 coincided with above-average PM2.5 levels in Canada, Siberia and central Africa, with the largest anomaly recorded in the Amazon basin in the WMO Air Quality and Climate Bulletin.

Copernicus Atmosphere Monitoring Service data indicate that Europe experienced its highest annual total fire emissions since records began in 2003 during 2025, with Canada registering its second-highest yearly emissions in the same period.

Weather, satellites and early warning

Saulo outlined how climate and weather extremes are changing fire behaviour and management needs.

Hotter temperatures, prolonged droughts and more frequent heatwaves are drying vegetation and extending fire seasons.

Stronger and more erratic winds are allowing fires to spread faster and cross natural barriers.

Risk varies by region, particularly where forests meet large populations, making practices such as thinning and prescribed burning central to risk reduction.

In remote areas where fires are often ignited by lightning and ground access is limited, satellite monitoring is central to response.

Real-time and long-term fire detection depends on the rapid exchange of satellite data, which the WMO has supported.

In northern Australia, land managers use a satellite-based fire information system developed with the Bureau of Meteorology to track burned areas across vast and inaccessible terrain and to plan fuel management and resource deployment.

After Cyclone Chido in Mayotte in 2024, meteorological analysis identified that dead vegetation would become highly flammable once dry, allowing fire agencies to adjust preparedness in advance.

Seasonal forecasts now provide probabilistic guidance in places such as Réunion and northern Australia, informing decisions on when to conduct prescribed burns, reduce fuel loads and prepare for more intense firefighting.

In France, Météo-France produces a daily meteorological danger map that is translated into a five-level wildfire risk map for each forest area to guide operational decisions.

Regional smoke forecasting centres operate under the WMO Vegetation Fire and Smoke Pollution Warning and Advisory System, including a North American hub hosted by Environment and Climate Change Canada and a Southeast Asian centre in Singapore, providing cross-border smoke forecasts during severe fire seasons.

Saulo said: “In the next five years, we must stop treating wildfires as surprises and start managing forests as critical infrastructure, using science, early warning, AI and strong partnerships to act early, protect people from smoke and heat, and ensure forests reduce risk rather than fuel the next crisis.”

Mexico officials say 99% of forest fires are human-caused

Mexico agencies set 2026 actions on forest fires

Environmental authorities met to strengthen prevention, coordination and response to forest fires in Mexico.

Mexico Business News reported that the Ministry of Environment and Natural Resources (SEMARNAT) convened the Interinstitutional Group for Fire Management through the National Forestry Commission (CONAFOR).

Alicia Bárcena, Minister, SEMARNAT, said the country has active coordination among 36 agencies including public security, civil protection, the armed forces, academia and state governments.

During the meeting, participating agencies agreed actions for 2026 including increasing ground and aerial operational capacity, improving monitoring and available information, reinforcing prevention of agricultural burning, expanding training and participation of brigades including the student community, and strengthening public prevention messaging.

CONAFOR stated that in Mexico 99% of forest fires are of human origin.

Between 2018 and 2024, the country recorded an average of 7,137 forest fires per year, affecting an average area of 802,345 ha annually.

Around 31% of these fires were linked to agricultural activities associated with land-use change, with an average of 2,208 fires per year in that category during the period.

Bárcena said the Fire Management Program 2026–2050 is under development and aims to transition toward a more preventive, comprehensive and long-term sustainable management model.

CONAFOR figures show 198 forest fires have been recorded in Mexico so far this year, affecting a total area of 5,443 ha.

Morelos reported 23 incidents, Michoacan reported 22 and Jalisco reported 21.

CONAFOR identified causes including 27.78% intentionally set, 15.66% linked to agricultural activities and 8.59% linked to livestock activities, with 34.85% not yet determined.

International response and local outreach work

Mexico Business News reported that Bárcena said Mexico has supported Chile and Canada by deploying Mexican firefighters to assist with large-scale forest fires.

Bárcena said: “Over the past two years, 525 firefighters and specialized technical personnel from CONAFOR have participated in international assistance efforts, which reflects the prestige Mexico holds internationally in fire management,”

SEMARNAT reported that a contingent of 145 firefighters and fire management specialists deployed to Chile, transported starting on Jan. 21, carried out actions including 8,390 m of firebreak construction, 2,803 m of direct suppression and control, 4,384 m of hotspot extinguishment, and 47,745 m of perimeter surveillance and hotspot tracking.

As part of fire prevention work and sustainable forest management within the framework of the Michoacan Plan for Peace and Justice, CONAFOR held outreach meetings in Michoacan to present the 2026 Operating Rules of the Sustainable Forestry Development for Wellbeing Program to landowners with forest resources.

The sessions presented the programme’s six components as Community Forest Management and Value Chains, Commercial Forest Plantations, Forest Restoration, Environmental Services, Forest Protection, and Capacity Building and Local Development.

Chilean authorities declared a state of catastrophe in the Biobío and Ñuble regions, where fires have burned approximately 20,000–24,000 ha and displaced more than 20,000 people.
