This initiative was showcased during a Big Bash League match against the Brisbane Heat at Optus Stadium, focusing on the promotion of DFES’ My Bushfire Plan app and website.

As a gesture of support for the campaign, the Scorchers made the decision to forego their signature on-field flames for the game.

The collaboration emerged after DFES spent months urging the public to take a quarter of an hour to prepare a bushfire plan, identified as a crucial defence mechanism against the unpredictability of bushfires.

Urgent call for preparedness amidst rising bushfire incidents

Fire and Emergency Services Commissioner Darren Klemm AFSM remarked on the importance of being prepared: “Only 1.5 per cent of households have a recorded bushfire plan, compared to 93 per cent of the State that is bushfire prone,” he noted.

“Firefighters have responded to 2706 bushfires since October, 38 per cent more than at this time last year, and with conditions not showing any signs of easing, we want to see everyone prepared for a potential emergency in their area.”

Klemm highlighted the urgent need for action, pointing out: “More than 30 bushfires have reached emergency warning level since October, many within the Perth metropolitan area.

“Use the My Bushfire Plan app or website to make those lifesaving decisions now.”

Scorchers show support for bushfire safety

To further this message, DFES officers and firefighters were present at Optus Stadium, offering personalised advice on creating a bushfire plan.

Justin Michael, General Manager of the Perth Scorchers, spoke on the collaboration: “The Scorchers are the ultimate family summer entertainment, but we were prepared to sacrifice a popular aspect of our game-day package to promote the importance of bushfire safety.”

He emphasised the campaign’s aim to raise awareness and encourage proactive behaviour among fans: “That’s why we’re proud to partner with the Department of Fire and Emergency Services on the ‘Got 15 Minutes to Burn’ campaign.

“We’ve removed our on-field flames for our home match against the Brisbane Heat to underline this message.”

Michael urged fans and all Western Australians to take action, suggesting, “Whether it’s waiting for the first ball, during the innings break, or on the bus ride home, we urge every Scorchers fan and all Western Australians to take time to create their own bushfire plan.”

Forest fires claim 112 lives in central Chile amid intense battle by firefighters

In recent days central Chile has been ravaged by catastrophic forest fires, leading to at least 112 fatalities.

Firefighting teams grappled with the massive blazes, while officials expanded curfews in the most affected cities.

The fires, burning with unparalleled intensity around the coastal city of Viña del Mar, resulted in the destruction of a historic botanical garden and left at least 1,600 individuals homeless.

Viña del Mar and Quilpé bear the brunt

In Viña del Mar, neighborhoods on the eastern fringe were consumed by fire and smoke, isolating residents within their homes.

The city, known for its beach resorts and hosting a prominent music festival, saw 200 people reported missing.

Chilean President Gabriel Boric’s visit to Quilpé revealed the extent of the tragedy, with 64 deaths reported there by Sunday morning.

The death toll later updated by Chile’s Forensic Medicine Service confirmed the grim tally of 112.

Government response to the crisis

President Boric highlighted the challenges in controlling the wildfires, citing unusually high temperatures, low humidity, and strong winds as exacerbating factors.

After surveying the devastation, Boric announced the conversion of a presidential vacation home in Viña del Mar into a leisure center for children affected by the fires and declared two days of national mourning.

“All of Chile is suffering,” Boric said. “But we will stand up once again.”

Efforts to mitigate the impact

Officials have urged residents in the fire’s path to evacuate swiftly, while those in less immediate danger were advised to remain indoors to clear the way for emergency services.

To safeguard against looting, curfews were instituted in Viña del Mar and neighbouring cities.

With many areas under restricted or prohibited fire seasons, Fire and Emergency New Zealand is urging the public to exercise increased caution.

Mitchell advised against certain activities that could inadvertently start fires: “Activities such as mowing, operating machinery, cutting, or welding steel, if conducted in or near long dry grass, can be hazardous and are best done during the cooler parts of the day.”

The use of devices that generate heat, including barbecues, fish smokers, and gas cookers, is subject to specific controls to mitigate fire risks, varying by location.

Fire and Emergency New Zealand has issued an urgent warning to the residents of Manawatū, Whanganui, and Horowhenua, advising against lighting any fires this weekend due to an anticipated very high fire danger.

The warning, issued on 26 January 2024, comes as the fire danger is forecast to reach its peak in central and lower Whanganui, lower Rangitikei, central and lower Manawatū, and all of Horowhenua.

Temporary suspension of fire permits and heightened concerns

District Manager Nigel Dravitzki conveyed the severity of the situation: “We are suspending all current fire permits issued for the coastal zone until Monday 29 January because of the increased fire danger, which is the highest we have seen so far this summer.”

This decision underscores the gravity of the potential fire threat in the region.

Dravitzki also expressed particular concern about coastal areas, where a restricted fire season is already in place.

He urged the public to heed the warning: “Our message to the public is do not light fires this weekend.”

In addition to refraining from lighting fires, the public is advised to avoid activities around dry scrub and grass that could cause a spark, such as driving a vehicle, mowing, or welding.

Dravitzki explained, “The fire danger is such that a spark could easily start a fire that would spread quickly and be very difficult for our firefighters to put out.”

He also advised anyone who has recently lit a fire to ensure it is completely extinguished.

“Dig it up, pour water over it and check with the back of your hand there is no heat,” he instructed.

Putting a damper on wildfires

Bernie Higgins, consultant to Mosmart UK, considers what more can be done in wildfire response and prevention, whilst protecting firefighters and the environment

As global temperatures rise and heatwaves and drought become more common, wildfires are set to become more frequent and severe.

The UN Environment Program is predicting that wildfires will increase by 14% globally by 2030, 30% by the end of 2050 and 50% by 2100.

We only have to look at the last few years to see that there is an upward trend, with many European countries being severely affected, including Italy, Spain, France, Portugal, and Greece.

The rising threat

Europe saw one of the worst heatwaves on record in 2022, with wildfires burning out of control.

One such fire occurred in the Gironde region in south-west France.

Amid a fierce drought and high temperatures, a fire broke out in the Landiras area destroying 15,000 hectares of pine forest.

It was brought under control but then reignited again a month later, progressing quickly and burning through another 7,600 hectares of land.

It forced the evacuation of around 10,000 people and the closure of a major stretch of motorway between Bordeaux and Bayonne.

Meanwhile in the UK, a devastating grassland fire swept through the village of Wennington in the east of London during 40-degree temperatures, on the hottest day since UK records began.

A garden compost heap combusted and fire ravaged 40 hectares of dry vegetation, destroying around 20 houses and buildings in its wake.

15 fire engines and 100 firefighters from surrounding fire stations were deployed to tackle the fire which took more than eight hours to extinguish.

This was the first time that London had experienced a wildfire with a rural/urban interface.

A similar pattern was also seen in 2023, with a heatwave over much of Europe sparking widespread wildfires.

According to data from the European Forest Fire Information System (EFFIS), 463,018 hectares of land burned across the continent between January and mid-November 2023.

Greece was one of the worst countries hit last summer.

Several weeks of sweltering heat and strong winds turned the country into a tinderbox, causing fires to spread easily.

In July, a fire broke out on the island of Rhodes, sparking the country’s largest ever evacuation of residents and tourists.

On the mainland, in the north-east of the country, the largest single wildfire recorded in the EU since EFFIS started keeping records in 2000 began and raged uncontrollably for 16 days, scorching more than 80,000 hectares of land.

It destroyed homes on the outskirts of Alexandroupolis city and vast areas of Dadia National Park and surrounding pine forests, which were home to an array of birds and wildlife.

Hundreds of firefighters were deployed to the region, backed up by planes and helicopters, from nine European countries.

Now that our summers and fire seasons are hotter, drier, and longer, wildfires are wreaking havoc on the environment, wildlife, human health, and our villages, towns and cities.

They also have a significant economic impact as the cost of planning, prevention, response and recovery is huge.

The World Health Organization has reported that wildfire smoke contains a mixture of harmful pollutants that are hazardous when inhaled.

Wildfire smoke is associated with premature deaths and can cause and exacerbate diseases of the lungs and heart, brain and nervous system, skin, gut, kidneys, eyes, nose, and liver.

In addition to contaminating the air with toxic pollutants, wildfires also simultaneously impact the climate by releasing large quantities of carbon dioxide and other greenhouse gases into the atmosphere, which further fuels climate change.

The wildfire challenge

With wildfires increasing in number and intensity across the globe, Fire departments are facing huge challenges.

Wildfires often occur in remote locations with limited access to water and can spread and change direction with frightening speed making them very difficult to control.

They also take up a huge amount of time and resources at a time when departments’ budgets are being squeezed, which leads to stretched services, and the potential halt of valuable community and fire prevention/risk management work.

There are a number of strategies and tactics deployed by fire departments to tackle wildfires.

Proactive wildfire mitigation and management is crucial, for example creating firebreaks, where land is stripped of any possible fuel for the fire, helping to prevent fire spread.

Firefighters typically use water to fight wildfires, although in some countries chemical fire retardants are also used, dropped from planes and helicopters in a red powder form.

Backfires can also be used, where fires are deliberately started on the ground to advance towards the burning wildfire, with the aim of burning up any potential fuel in the path of the progressing wildfire.

Suppression solutions

New firefighting techniques and practices are now emerging and the fire industry is investing in new products and technology to help contain wildfires and prevent them from spreading.

Marine3 Fire, for example, is a new wetting agent, just introduced to the UK and Europe.

It is specifically designed to fight Class A fires and has the potential to revolutionise wildland firefighting.

Marine3 Fire is a mineral-based solution, completely free of harmful chemicals, which contains a unique blend of biodegradable surfactants.

This means when added to water, it reduces the water’s surface tension, allowing much greater penetration and saturation of combustible materials, and significantly cooling the temperature.

As a result, fires are extinguished much faster than using water alone, and less water is needed.

This is ideal, as most wildfires are in remote areas and water is often in scarce supply.

The harmful effects of toxic smoke particles on firefighter health is clearly a big concern, and Marine3 Fire can also help to reduce this, alongside other contamination mitigation measures.

Less toxic smoke is produced when using the solution as it helps to capture and contain CO2 gases and reduces the amount of smoke being released into the atmosphere.

In controlled conditions, we undertook testing on a range of Class A fires to see how Marine3 Fire compared to using water alone.

The results were very impressive, with Marine3 Fire extinguishing the fires up to 80% faster.

Notably, in every scenario, reignition was also prevented and considerably less smoke was emitted.

For obvious reasons, when tackling widespread fires of this scale, any product that can reduce the time taken to extinguish the fire and prevent reignition is a valuable asset.

A wildfire can last for days, putting a huge strain on personnel and resources.

We believe that Marine3 Fire could also prove particularly advantageous in the creation and maintenance of firebreaks and essential escape routes.

Saturating these barriers and the surrounding areas with Marine3 Fire could help to strengthen firebreaks and protect against ‘flying brands’ breaching defences.

Marine3 Fire is a cost-effective solution that is very easy to use.

For Class A fires, a 1% dilution is most effective and can be added directly to the main fire engine water tank or portable pump system and delivered through the hose in the same way as water.

Fivefold increase in fires in Indonesia during El Niño weather

Intensified fire season in Indonesia

In 2023, Indonesia experienced its most severe fire season since 2019, with nearly 1 million hectares of land affected.

This marked a significant increase from the previous year and was attributed to the El Niño weather pattern and the clearing of land for new plantations.

The impact of El Niño and local practices

Laksmi Dhewanthi, the climate change director-general at Indonesia’s Ministry of Environment and Forestry, stated: “We compared 2023 with 2019 because the El Niño is relatively the same. 2023 was even drier than 2019.

“But Alhamdulillah [Thank God] we can suppress the fires to be significantly less than 2019.” Despite the reduction from 2019 levels, the intensity of the fires in 2023 remained a concern.

Economic drivers and regional severity

The most affected provinces were South Kalimantan, Central Kalimantan, and South Sumatra.

Sofyan Ansori, a fire researcher, observed that in Central Kalimantan, the fires were more intense and widespread than in previous years.

He noted: “There’s a failure [from the government] to create jobs.

“If we look at Central Kalimantan and Sumatra, the number of formal jobs hasn’t increased.

“There’s less and less job opportunities.”

This lack of formal employment led locals to turn to land burning as a means of survival.

Government response and legal actions

In response to the fires, the Indonesian government focused on prevention and law enforcement.

The environment ministry took action against companies with fires on their concessions, shutting down 47 burning areas and issuing 353 warning letters.

Legal action was also pursued, with several companies ordered to pay substantial fines for environmental damage.

The 2023 fire season in Indonesia highlights a complex intersection of environmental, economic, and legal challenges.

While the government’s efforts to enforce laws and penalize companies responsible for illegal burning are commendable, the underlying socio-economic factors driving local communities to resort to slash-and-burn practices cannot be overlooked.

This situation underscores the need for sustainable job creation and environmental education to prevent future recurrence of such devastating fires.

The global community must continue to support Indonesia in its efforts to balance environmental conservation with economic development, ensuring a resilient and sustainable future for its citizens and the world.

South Australia’s record aerial fleet prepared for bushfire season

South Australia has geared up for the anticipated hot and dry bushfire season by deploying its largest ever aerial firefighting fleet.

With a significant $26.7 million investment from the State Government, this extensive preparation brings 31 aircraft to the forefront of bushfire defense, marking an increase of five aircraft from the previous year.

Enhanced aerial capabilities for bushfire season

The new additions to the fleet include two Blackhawk helicopters with a substantial 4,500-litre capacity for water and foam, two Single Engine Air Tankers (SEATs) capable of holding 3,000 litres of water, foam, water enhancer, or fire retardant, and one Multi-Mission Machine (Eurocopter B3 Squirrel) designed for air surveillance, strategic bucketing work, aerial incendiary ignition, and firefighting crew transportation.

These helicopters were recently unveiled at Claremont Airbase, symbolizing a significant boost in South Australia’s aerial firefighting capabilities.

Strategic deployment for maximum efficiency

The expanded fleet not only enhances the firefighting capacity but also improves strategic decision-making through live stream aerial intelligence.

This technology provides real-time observations of the fire ground, aiding in the creation of warnings, fire predictions, and strategic decision-making.

Additionally, the fleet’s expansion has facilitated the recruitment of two more Aviation Operations Officers, further strengthening the crucial resources of the Country Fire Service (CFS).

Key regional areas, including the Eyre Peninsula, Mid-North, and Lower South-East regions, will be particularly focused on, to protect the state’s vital forest industry and support communities like Port Lincoln, which faced a bushfire earlier in the year.

Recent demonstrations of fleet efficiency

The fleet has already demonstrated its effectiveness, with nine of the 31 aircraft responding swiftly to a bushfire in Mount Pleasant that burnt 430 hectares.

This rapid response, alongside CFS ground crews and appliances, underscored the fleet’s increased capacity to manage bushfire emergencies.

EU wildfires in 2022: Second-worst year to date

In 2022, the European Union (EU) experienced its second-worst year for wildfires, raising alarm over the escalating impacts of climate change.

A significant area, comparable in size to Corsica, was ravaged by fires across the EU.

The Joint Research Centre’s latest report highlights this environmental calamity, accentuating the persistent threat of wildfires in the region.

EU wildfire’s Devastating toll on land and biodiversity

The report revealed that nearly 900,000 hectares of land were scorched in 2022, including approximately 365,000 hectares within the Natura 2000 sites.

This figure represents the highest amount of burnt land in Natura 2000 protected areas in a decade.

The toll on these critical biodiversity reserves underscores the widespread nature of the wildfires.

Human actions and climate change: A perilous combination

Human activities have been identified as the primary cause of these wildfires, accounting for 96% of the incidents.

Climate change exacerbates the situation by creating more favourable conditions for fires to ignite and spread.

This deadly combination poses a significant threat to both the environment and human safety.

Prevention and management efforts

Despite these challenges, the EU has implemented effective prevention measures and firefighting strategies, which have successfully contained the number of casualties.

The EU Nature Restoration Law and the Forest Monitoring Law proposals are among the initiatives aimed at improving Europe’s ecosystem resilience and forest data accuracy, crucial for better wildfire management.

Global perspective on wildfire trends

The increasing frequency and intensity of wildfires are not confined to Europe.

In recent years, regions like Chile, Canada, California, Australia, and South America have also experienced significant wildfire activity, often surpassing traditional patterns.

EFFIS: A key tool in wildfire management

The European Forest Fire Information System (EFFIS) has been instrumental in providing harmonised information on forest fires and assessing their effects across Europe.

Since its inception as a pilot project, EFFIS has expanded to include 43 countries, offering a platform for exchanging best practices in fire management.

EU’s strategic approach to wildfire mitigation

The EU’s Strategy on Adaptation to Climate Change and the Forest Strategy are central to its approach in mitigating wildfire impacts.

These strategies focus on enhancing fire prevention, climate resilience, and monitoring capabilities.

The guidelines emphasise vegetation management and reducing human-caused wildfire ignitions as key strategies.

Strengthening EU’s firefighting capabilities

In response to the escalating wildfire crisis, the EU has bolstered its Union Civil Protection Mechanism to augment aerial firefighting resources.

This enhancement, coordinated by the Emergency Response Coordination Centre, reflects the EU’s commitment to strengthening its response to wildfire emergencies.

Commissioner Ivanova’s remarks

Iliana Ivanova, Commissioner for Innovation, Research, Culture, Education and Youth, responsible for the JRC, commented: “Wildfires are becoming ever more frequent and cause more damage.

“This is a clear sign of the catastrophic impacts of climate change. We are reinforcing our prevention measures and building the capacities to respond to wildfires.

“The Joint Research Centre’s data and analyses are crucial in this effort.”
