The canine heroes of search and rescue

Mary Cablk of the Desert Research Institute discusses the crucial role of search and rescue dogs in fatal fire response

Can you tell me about your journey working with dogs?

My involvement in search and rescue was deeply personal; a team in Zion National Park once saved a close friend’s life.

This incident ignited a keen interest in the incredible capabilities of dogs, especially their unparalleled detection abilities.

Over the span of a decade, I orchestrated an expansive research initiative.

We began with a simple yet vital question: Could dogs effectively detect live desert tortoises? Our research didn’t just stop there; it broke ground and set the foundation for what would become a global movement.

Today, conservation and contraband dogs operate worldwide, detecting a myriad of items ranging from plants, moulds, to various animals.

In the early stages, this journey wasn’t without its challenges.

Many were sceptical, often dismissing the idea out of concerns that dogs might be a threat to wildlife.

However, with perseverance and documented success, we changed many perceptions.

Parallel to my research, I was becoming involved in search and rescue.

Here, I invested time in training, certifying, and deploying my own canine for various missions.

This hands-on experience enriched my understanding and skills, leading me to collaborate with renowned trainers from all corners of the globe.

My work has given me the privilege to share insights on canine research internationally.

How are dogs selected for intense training and search missions?

When selecting dogs for search missions, we consider a broad spectrum of breeds, not just the traditional ones like German Shepherds, Labradors, Retrievers, or Border Collies.

With missions varying in environments globally, we need dogs with specific innate characteristics that suit each mission’s unique demands, which sometimes leads us to look beyond the usual breeds.

For search and rescue or recovery tasks, the ideal dogs are medium-sized.

Too large, and they may not operate efficiently, while being too small poses its own challenges – hence, you won’t find Chihuahuas in search and rescue roles.

Predominantly, we deploy breeds like Labradors, Retrievers, Border Collies, Malinois, and German Shepherds.

The key quality we seek is “drive” or a strong motivation.

Contrary to what the public might think, these dogs are motivated by play rewards rather than affection for humans or their handlers.

Essentially, when these dogs perform correctly, their reward is a fun play session, with handlers essentially acting as their toy caddy.

What’s unique about training dogs for fire scenes vs. other search missions?

Training dogs for fire scenes is distinct due to the unique challenges posed by post-fire environments.

In places like California, where fire seasons have become the norm, we’ve evolved our training and deployment strategies, especially after lessons learned from the 2018 Camp Fire which revealed that some traditional methods could be detrimental.

The aftermath of a fire is fraught with hazards: residual heat with potential hotspots that can remain at high temperatures, lingering harmful chemicals dispersed as particles, and the risks posed by re-aerosolised contaminants when disturbed.

While handlers wear protective gear, dogs don’t.

Covering their faces would impede their primary asset: their sense of smell.

And while booties might protect their paws from hot surfaces, they hinder the dogs’ ability to grip slick surfaces and dissipate heat as dogs sweat through their paws.

Moreover, dogs’ proximity to the ground puts them at a greater risk of inhaling contaminants, not to mention the hazardous smoke.

Yet, despite these challenges, their olfactory abilities are astounding.

They can navigate through thick smoke and still detect their target scent.

Over time, we’ve perfected techniques to decontaminate dogs, minimising their exposure to harmful residues.

Is it difficult to find human remains?

Walking through the footprint of a burnt site can disrupt and inadvertently damage potential evidence, making identification and recovery of remains more challenging.

 It’s essential to approach these sites with caution.

Instead of walking through and potentially causing more harm, we often analyse the footprint from the outside.

Through experience and data collection from fires, there is predictability in where remains are most likely to be located

We train our dogs to pinpoint the presence of individuals from outside, allowing them to enter safely if necessary.

This requires specialised training, as dogs must work at a distance from their handler and approach remains delicately.

The remains can be extremely fragile, and in cases where multiple individuals are found together (commingling), the separation of remains is critical to ensure each individual is returned to their respective families.

Disturbing the site can mix the remains of separate individuals, complicating the work for forensic anthropologists.

Beyond the mere retrieval of remains, families often seek understanding.

They desire knowledge about their loved ones’ last moments: their location, actions, and whether they were aware of what was happening.

How do you ensure dogs’ mental health given their challenging missions?

Dogs don’t perceive their finds emotionally as humans do; they don’t understand the concept of human remains.

Instead, they’re enthusiastic and excited about the task.

What matters most for their wellbeing is the opportunity to succeed.

Continual searches without discoveries aren’t saddening for them, but they aren’t reinforcing either.

It’s essential to ensure they regularly make “finds” and are rewarded.

Many dogs would persist in their tasks longer than advisable because they’re so driven.

Our role is to ensure their health, hydration, nutrition, safety, and provide necessary rest.

They might be relentless, but they’re not robots, and we must recognise when it’s time for them to rest.

Have dog training methods evolved?

There’s been a shift in understanding the necessity of training dogs on burned remains.

Previously, standard cadaver dogs were deployed, but it became apparent that the varied states of burned remains presented unique challenges.

The spectrum of burned remains can range from slightly charred bodies to calcification, where only a trained expert could identify the ash-like remains.

While the exact odour profile of burned human remains isn’t fully understood, dogs have demonstrated an ability to detect them.

Specialised training enhances their success rate.

How crucial is the handler-dog bond, and how do you strengthen it?

The handler-dog bond is crucial, but its nature varies among handlers.

It’s essential for dogs to trust their handlers, especially when entering dangerous or unfamiliar situations.

However, an overly dependent dog can’t effectively do its job.

While we guide them on where to search, they must be confident and independent enough to execute the task without constant encouragement.

We are their teammates, not their cheerleaders.

Can you share a memorable rescue story involving a canine?

During the outbreak of the Butte fire in California, I had the opportunity to work with my recently certified Malinois.

Even though she was a young and relatively inexperienced dog, her training prepared her for this moment.

We were tasked with searching various burned structures, and while inspecting one particular site, she gave a clear indication of a final response, suggesting the presence of human remains.

At the same time, an emergency occurred: another handler’s dog had accidentally fallen into a hidden sewer tank due to a wooden cover that had been destroyed by the fire.

Addressing this situation was our immediate priority.

After ensuring the other dog’s safety, I alerted the detectives to my dog’s indication.

They were initially sceptical, as there were no visible signs of any remains.

I persisted, pointing out the circumstances: the resident of the house was known to have limited mobility, their car was still in the driveway, and all other signs suggested they hadn’t left before the fire.

Given this evidence and my dog’s strong indication, the detectives agreed to a more thorough investigation.

Upon closer examination and with the assistance of a forensic anthropologist, it was confirmed that the remains of the individual were present, but they were reduced to a state of almost complete ash due to the severe heat of the fire.

Without my Malinois’s accurate detection, this individual might have remained undiscovered, leaving a family without answers.

This experience not only solidified my confidence in my young dog but also underscored the importance of canine teams in disaster response scenarios.

Is there a future where search and rescue dogs might be replaced?

Despite significant efforts in creating advanced robots and sensors mimicking these canines, no technology has yet surpassed dogs’ proficiency, particularly in odour detection.

Dogs’ extraordinary olfactory abilities, combined with their agility, render them essential for search missions.

Enhanced strategies, informed by experience, now enable us to deploy them in high-probability locations within residences, increasing the efficiency of our searches.

The immediate focus lies in enhancing our current methodologies and prioritising the safety of our canine companions.

Introducing tools that can detect hazards in real-time could be beneficial, but outfitting dogs with such devices brings forth challenges.

Anything hindering their agility or scent detection is counterintuitive.

Although technology will keep advancing, the present consensus is clear: our canine partners, with their unique skills, remain indispensable in search and rescue operations.

Discovery, leadership, reflection: Honouring staff rides

The National Fallen Firefighter Foundation (NFFF) mission is to honour America’s fallen fire heroes; support their families, colleagues, and organisations; and work to reduce preventable firefighter death and injury.

One recent method to help support this mission involved engaging the Everyone Goes Home program to help develop firefighter staff rides.

The concept of staff rides goes back to historical military battles, resulting in leadership training of military personnel.

They’re known to be an excellent opportunity to connect personnel to previous notable encounters, the climate, critical thinking, decision-making, and leadership.

While it can be difficult to replicate challenging circumstances often experienced at these incidents, it can prove invaluable to review lessons learned to reduce future injury and death.

Generally, staff rides are conducted with a group of individuals connected in some way, such as military platoons, wildland firefighters or other such teams.

The experience often results in cohesion, discovery, enhanced understanding, as well as personal and professional reflection and teambuilding.

Staff rides can elicit emotional responses, though they can also provide healing, as described by George Risko, on the Wildland Fire Lessons Learned Center webpage.

Omna International teamed with the wildland firefighting community for a national staff ride workshop.

Risko shared that subject matter experts assisted in gathering pertinent information for each incident and they were able to craft individual staff rides.

He stated that valuable information can now be communicated to current and future personnel, as well as honour those who died in the line of duty at the incident.

Another idea shared was that smaller-scale staff rides can be developed for annual training and can cover a variety of topics, such as large-scale incidents and weather events requiring deployment and response.

Staff rides: Gaining perspective

In Spring of 2022, a group of NFFF Everyone Goes Home Advocates attended a staff ride in Virginia, with Omna International.

JD Baker (ret.), former US Marine, was our guide and he provided insight at a variety of battlefield sites throughout Chancellorsville, Fredericksburg and Spotsylvania, Virginia.

The focus for this staff ride was Leadership and Operational Risk Management.

The experience was informative, and required discussion, introspection, and vulnerability.

Opportunities to consider bias and hubris, discuss innovative methods, evaluate sunk costs, reframe approaches as well as strategies and tactics were presented.

Omna provides staff rides at a variety of locations throughout the United States.

They also offer staff rides to discuss wildland fire incidents such as, Dude, South Canyon, Thirtymile and Yarnell Hill.

These staff rides allow participants to hike to specific locations which are significant to the incident; the immersive opportunity offers experiential learning.

Additionally, the National Wildfire Coordinating Group has a Staff Ride Library available with many resources for specific incidents, such as After-Action Reviews, Crew Cohesion Assessment, leadership curriculum, maps, and Self-Development Plan.

Following the NFFF groups’ attendance and participation at the Virigina staff ride, we debriefed and shared our findings and personal reflections.

We also spent a half-day session discussing three structural firefighter Line of Duty Death (LODD) incidents which occurred over the past decade in the United States.

This brainstorming session resulted in the inception and development of structural firefighter staff rides by identified agencies who’ve experienced an LODD, NFFF team, and subject matter experts.

The first NFFF sponsored staff ride occurred in Asheville, North Carolina in Summer 2023.

This staff ride highlighted the LODD of Captain Jeffrey Scott Bowen (2011).

We were provided pre-work to review prior to arriving in Asheville; which included a comprehensive report honouring Captain Bowen’s death, existing standard operating procedures, NIOSH report, a debrief provided by Dr Gasaway, as well as an actionable improvement plan.

A news article covering the 10-year anniversary ceremony hosted by Fire Chief Scott Burnette and the Asheville Fire Department (AFD) honouring Captain Bowen was also shared.

The article underlines AFD strides in advancement which have taken place since this tragic and untimely death of one of their dedicated personnel.

It also described the challenges they’ve faced and continue to confront as an organisation and community.

Attendees, from regions including California, Wisconsin, New York, and Texas, convened in Asheville over a weekend.

After introductions, they toured AFD Fire Station #1, learning about its history and the 2011 incident at 445 Biltmore Ave.

The group later visited the site of the Line of Duty Death (LODD) incident, hearing firsthand firefighter accounts.

Captain Bowen’s mother and AFD members showed remarkable vulnerability.

The profound experience culminated in reflections and discussions, highlighting AFD’s admirable leadership and its role as a model for other fire services.

Impact

One attendee shared that their takeaway from this event was the acknowledgement of ego and how it can negatively impact their ability to perform and lead on the fireground.

Another attendee shared that a similar facility compared to where Captain Bowen lost his life exists in many jurisdictions throughout the country.

This same incident could occur in a community near you.

This perspective aligns with a thought-provoking article a local company officer shared recently, “I fear this lack of familiarity breeds a sense of invincibility among us that it won’t happen here.

We must be careful not to “otherise” the fatal incidents that happen in our industry.

It is foolish to think such tragedies only happen to chaotic big city departments.”

We had the privilege of viewing Captain Bowen’s locker at AFD Fire Station #3 and I noticed he had a coffee mug in his locker “Safety Award 1996 San Bernardino National Forest.” He previously served as a hotshot for four seasons before joining the Asheville Fire Department and his mother shared that he lived with the philosophy of being better every day.

I think that is something we can all strive to live by, both in honour of Captain Bowen’s legacy, as well as meeting the objective that Everyone Goes Home®.

We can grow together; we can heal together, and we can learn together.

One effective way we can do this is through immersive learning opportunities such as structural firefighter staff rides.

What is data fusion?

No one source of data can provide all the current and forecasted intelligence needed to reliably and accurately guide wildfire response, preparedness and preventative decision making.

The primary motivation behind adopting data fusion and a multi-source resilience intelligence strategy is to ensure we maximise the accuracy, reliability, and precision of our decision support capability.

Considering data from multiple independent sources together can change the level of confidence for a given environmental detection like a wildfire ignition.

 For example, if local air quality sensors detect a possible smoke source nearby but no other sources register, then the user might note this but not action it.

If we then add that recent lightning strike data shows a high current ground strike in the same vicinity as the air quality information, then these two pieces of information increase the chance there has been an ignition.

Finally, if the user now receives a camera-based AI smoke detection alert from the same area, confidence in an ignition detection increases again.

The user organisation can adopt different systematic responses based on the level of confidence due to types and strengths of multi-source, fused data.

Generally, as more independent sensors report a detection, confidence increases, and user conclusions and actions become more assured.

AEM is moving rapidly towards delivering customers exactly this sort of fused decision support through an intuitive and easy-to-configure-and-action user experience.

Quality and accuracy of all field-based sensors requires appropriate and regular calibration and maintenance.

Coupled with this, we provide intelligent systems that report sensor status so it is visible in our software.

In the specific case of AI-based camera ignition detection, we ensure users can easily see when the AI is functioning.

In addition, users provide feedback on receipt of detection notifications as to whether it was a true or false positive, or if they have experienced a false negative (i.e., there was a smoke column, but the system failed to detect it).

This feedback essentially helps to continually refine and improve the AI process.

Community impact

Many communities and local governments already operate AEM software to view data coming from weather stations and flood monitoring systems installed in the region as well real-time lightning data.

Enabling the wildfire capabilities in our software and deploying additional wildfire detection elements in the field is relatively trivial.

We also provide community alert sirens and audio messaging systems to provide public notification.

The resilience benefits to communities begin when the local authorities start to configure the alerts and notifications capabilities in our software to systematise their detection and response actions and thus respond much earlier with much more thorough situational information.

Beyond detection and response, our wildfire capability will also offer the latest quantitative forecast of wildfire conditions and potential fire behaviour.

This will enable authorities acting on behalf of communities to easily configure preparedness alerts days and possibly weeks in advance to enable mitigation and avoidance actions before severe conditions impact the community.

Future plans

The changing environment and climate require us to be proactive and adopt a strategy that enables us to operationalise the very latest science and expertise on behalf of our customers.

We strive to do this in a way that is easy to understand and action inside our customers’ resiliency processes.

Our R&D capability underpins continuous improvements to our environmental monitoring systems.

Our hazard-specific scientists and operational specialists ensure our software keeps pace with the resilience needs of our customers.

Hungary’s persistent forest fire challenge

Despite the rarity of canopy fires in Hungary, the frequency of wildfires remains a cause for concern.

With an average of at least 2,600 wildfires over the past 12 years, the compounding effects of human negligence, climate change, and agricultural practices are significant contributing factors.

Understanding Hungary’s wildfires

According to Laszlo Arato of EUrologus, the 12-year period has witnessed the burning of over 2,000 square kilometres of Hungarian forest and vegetation.

The data reflect alarming year-to-year fluctuations, largely dependent on the duration of heatwaves, showing a distinct pattern with significant peaks every few years.

The year 2012 was marked by a severe increase in forest fires, with over 900 square kilometres affected.

The most severe of these incidents in 2012 ravaged parts of Bács-Kiskun county and Hortobágy, with critical efforts undertaken to quell the flames.

The fires of that year took a toll on both natural reserves and working land, necessitating the mobilisation of a substantial number of professional firefighters, volunteers, and significant equipment.

This pattern of wildfires continued into 2022, highlighting a July fire in the Hortobágy National Park that damaged vital grassland and forest areas.

The response to these fires has required an assortment of tactics, from water hoses to helicopters, underscoring the diverse approaches needed to tackle such incidents.

The factors behind the fires

The National General Directorate for Disaster Management provides clarity on the nature of Hungarian forest fires, explaining that the extreme, widespread forest fires common in southern Europe are not characteristic of Hungary due to different climate and vegetation conditions.

However, human-induced fires, which account for 99 percent of forest fires in Hungary, are prevalent and typically involve surface fires, sparing the canopy but still causing considerable damage.

Zsuzsanna Ujj of the Hungarian National Society for Nature Conservation points to climate change and agricultural land use as critical influencers in fire frequency.

She highlights the challenge faced by firefighters due to water scarcity in the affected regions, often requiring extensive efforts and resources to manage and extinguish fires.

Preparation and prevention as key strategies

The social aspect of wildfire management is equally important, with the emphasis on reducing fossil-fuel emissions and consumption.

Hungary, while spared from the scale of fires seen in other parts of the world, must nonetheless prepare for potential canopy fires that could threaten lives and property.

The National Directorate General for Disaster Management underscores human responsibility in both preventing and managing forest fires, especially during the vulnerable periods of dry spring and hot summer.

The escalation of forest and bushfires in Hungary offers a stark reminder of the complex interplay between human activity, environmental policy, and climate realities.

With the majority of fires traced back to human error or deliberate acts, the narrative unfolding in Hungary is not unique but a reflection of a global conversation on disaster preparedness and environmental stewardship.

It highlights the critical need for enhanced public awareness, strategic planning, and international cooperation in fire management and climate change mitigation.

Moreover, the repeated incidents showcase the resilience and adaptability of emergency services, which continually evolve to face the mounting challenges posed by wildfires.

Southern tropics wildfire season shows contrasting patterns, says Copernicus

Variability in wildfire emissions across southern hemisphere tropics

The Copernicus Atmosphere Monitoring Service (CAMS) has identified a contrasting pattern in wildfire activity across the southern hemisphere’s tropical regions, with Australia facing increased fire intensity, while South America and Indonesia are experiencing less than average fire emissions.

Australia faces highest wildfire emissions since 2012

Australia’s fire season began with an escalation in intensity from September, with significant emissions recorded.

The fires peaked in October, particularly impacting Western Australia, Northern Territory, Queensland, and New South Wales.

Australia has now reported its highest carbon emissions from wildfires since 2012, with a current estimate of around 110 megatonnes between August and October, and fires still active in various regions.

South America sees mixed wildfire activity despite drought

While South America is under the stress of drought conditions, fire emissions have been generally low.

Brazil’s emissions have dipped to the lowest since 2019.

However, parts of Northern Argentina, Paraguay, and Bolivia have seen significant wildfire occurrences.

In Bolivia, carbon emissions from wildfires reached approximately 15 megatonnes in October, marking the highest for the month in over two decades.

Indonesian wildfire emissions remain low in face of El Niño

Despite the usual risk factors such as El Niño and a positive Indian Ocean Dipole enhancing drier and more fire-prone conditions, Indonesia’s wildfire emissions from August to October have been below average.

The country is trending similarly to its pattern over the past three years, according to CAMS data, although historically El Niño and positive IOD years have led to increased emissions.

Copernicus highlights the importance of emissions monitoring

Mark Parrington, a senior scientist at CAMS, underscored the importance of their monitoring work: “The predictions for El Niño this year have given us extra incentive for our emissions monitoring around the southern tropics since the beginning of August.

“We have observed increased fire emissions from Indonesia and the Amazon relative to recent years.

“While not reaching the extreme levels of the previous El Niño years, they have still produced significant amounts of smoke and degradation of air quality.

“The monitoring work we do in CAMS is essential for understanding the potential atmospheric impacts of fire emissions such as these when they are occurring.”

WFMMC’s final report receives backing from aerial firefighters

The United Aerial Firefighters Association (UAFA) has voiced its support for the recent Wildland Fire Mitigation and Management Commission (WFMMC) report submitted to Congress, according to Aerial Fire.

The report, described as comprehensive and ground-breaking, outlines the current state of wildfire management and offers recommendations with the potential to reshape the landscape of wildland fire mitigation and management in the United States.

UAFA advocates for stronger suppression strategies

While UAFA champions the improvements suggested in the WFMMC’s Aviation Report from earlier this year, it stresses the necessity for a broader dialogue on suppression operations.

Recognising forest health and community resilience as pivotal points in the report, UAFA calls for enhanced Suppression and Response to parallel the expanding challenges posed by wildfires.

Funding and technology enhancement urged by aerial firefighters

The UAFA has proposed additional measures to fortify suppression operations, including the collaboration with communities on wildfire protection plans and securing a sustainable funding source for wildfire suppression.

An increase in federal funding for the Wildland-Urban Interface is among the key suggestions, with a call for a $1 billion annual boost to sustain operations and advance technology in the field.

The Association said it believes that by working together, we can create a more resilient wildfire system that protects our communities and our natural resources.

They commit to aiding the implementation of WFMMC’s strategies and aspire to advance wildfire management through nationwide collaboration and innovation.

The support shown by the United Aerial Firefighters Association for the WFMMC’s final report echoes a commitment to advancing wildland fire management.

The association’s insistence on expanded funding, better equipment, and more comprehensive training for firefighting personnel signals a proactive step towards enhancing fire suppression efficiency and community safety.

Their recommendations suggest a shift towards a more integrated approach in fighting wildfires, ensuring rapid response times, and improved strategies.

UAFA’s involvement in the development of a national aviation strategy and partnership with the military for greater interoperability also hints at a forward-thinking strategy to wildfire response that can provide broader benefits in terms of safety and resource management.

Australia rallies firefighter support for Queensland and NSW wildfire emergencies

International support for Queensland wildfire efforts

Fire and Emergency New Zealand has dispatched a team of 22 firefighters to assist with the wildfire crisis in Queensland, Australia.

The firefighters, set to join forces with the local Incident Management Team, consist of personnel from both the Department of Conservation and Fire and Emergency.

Their deployment to the wildfire-ravaged regions of southern Queensland marks Fire and Emergency’s 70th international support mission, following a tradition of over two decades.

According to Deputy National Commander Brendan Nally: “Queensland has experienced prolonged drought conditions for some time, and this has led to increased fire danger across the south-eastern and western parts of the state.”

He added: “They’re tough firefighting conditions over there at the moment. Fighting fires of this size is a hugely demanding job and we’re happy to support our neighbours in Australia when we’re needed.”

The team is expected to engage in manual creation of containment lines and use fire appliances for extinguishing blazes, all under extreme weather conditions.

Western Australian crews mobilize for NSW bushfires

In parallel efforts, the Department of Fire and Emergency Services (DFES) from Western Australia has deployed a team of 17 to New South Wales.

The volunteers and emergency services officers, who departed from Perth, aim to provide relief to local crews in Glen Innes and Tenterfield for five days.

Fire and Emergency Services Commissioner Darren Klemm expressed gratitude for their service: “Western Australians know all too well the devastating impacts of bushfires and I’m proud our people can support their interstate colleagues and communities who have been on high alert for weeks.”

Commissioner Klemm also emphasised the importance of preparation for the upcoming bushfire season in Western Australia, promoting the use of the My Bushfire Plan app or website to help local residents formulate a fire action plan.

Both contingents from New Zealand and Western Australia demonstrate the collaborative spirit among fire agencies across the Pacific region, amidst a season that has seen a high volume of vegetation fires and extreme bushfire conditions.

The seasoned expertise of deployed firefighters not only benefits the regions in need but also provides valuable experience for the personnel involved.

Wildfire preparedness for tomorrow

NFPA’s Wildfire Division Director Michele Steinberg talks Community Engagement, Policy Evolution, and her vision for the future

In an era marked by unprecedented wildfire activity, the urgency of rethinking wildfire preparedness has never been more pressing.

While regulatory changes are paramount, they come with their unique challenges, particularly when transitioning from localised to statewide policies.

An equally significant factor lies in engaging communities, making them not just stakeholders but active participants in prevention, preparedness, and risk reduction.

As we envision the future of wildfire policy, it is imperative to amalgamate grassroots movements, policy enhancements, and innovative strategies.

In this article, IFSJ editor Iain Hoey spoke to Michele Steinberg, Wildfire Division Director at NFPA, to discuss community engagement, policy evolution, and the NFPA’s vision for the future of wildfire preparedness.

Can you please introduce yourself and your role at the NFPA?

I’ve worked at NFPA for 21 years, in a few different capacities, but all involved in wildfire preparedness.

My relevant background is in disaster safety education and outreach and policy regarding land use planning and building standards to reduce risks from flood, wind and fire.

I earned my master’s degree in urban planning while in the disaster safety workforce, so I’ve focused on the integration of natural systems and phenomena we often refer to as natural hazards with the built environment for more than 30 years.

For the past decade at NFPA, my role as Wildfire Division Director means that I oversee programs our team has developed, including the Firewise USA® recognition program, the annual Wildfire Community Preparedness Day campaign, and Outthink Wildfire™, NFPA’s wildfire policy initiative.

As an organisation, NFPA has lengthy involvement in wildfire safety work through its codes and standards development process.

NFPA has also created key training and credentialing opportunities for fire service and other professionals that emphasise skills and knowledge on structure vulnerabilities to wildfire exposures and how to mitigate property risks long before fires ever start.

Much of what my team and I do is to help translate complex science into action steps for people that live with wildfire risks.

Understanding how to motivate people to act, and how to effectively communicate with laypersons and experts alike is a major part of my job.

What advancements have you observed in wildfire preparedness over the past decade?

Wildfire preparedness efforts have been happening in communities and across government agencies for many decades now.

For example, NFPA and government partners launched Firewise USA®, a voluntary recognition program for neighbourhoods, in 2002.

In the past 10 years, the significant increase in property losses and of mass fatalities during US wildfires has rapidly ramped up public awareness of wildfire threats and has motivated people to find out more about their wildfire risks and what they can do about them.

Experience with fire is, for better or worse, a major motivation for people to learn more and consider taking action to protect themselves and their families.

NFPA is ready to provide people with sound information and solutions when they are ready to take safety steps.

We and other fire safety organisations are also ready for that window of opportunity when policymakers ask what more can be done to protect and prepare our people, communities, and environment.

For example, NFPA launched its Outthink Wildfire policy initiative in 2021, coinciding that year with a major legislative decision in Congress to put much more funding and thought toward reducing wildfire risks through the Bipartisan Infrastructure Act.

The Act created the Wildland Fire Mitigation and Management Commission, on which I served with 50 other people.

The Commission’s report, “On Fire,” issued in September 2023, is a forward-looking document making nearly 150 recommendations to government that are integrated, overlapping, and implementable.

Can the current systems or methodologies can be enhanced or revamped to better suit the changing dynamics of wildfires?

The Commission’s work and report focused not only on our past experiences, but on expectations of wildfires of the future.

Wildfires in the future will be different because of the effects of climate change.

We are already seeing not only larger and more intense fires in fire-adapted and fire-dependent ecosystems, but damaging fires in unexpected places like Scandinavia and Hawai’i.

Climate change impacts are also evident in cascading disaster effects like flooding that leads to the growth of vegetative fuels for wildfires.

More frequent hurricanes and typhoons due to warming oceans are changing weather patterns and winds, evidenced by the wind impacts on the Lahaina Fire on Maui, Hawai’i.

We need to accept that no matter how fast our detection and suppression systems are, fire is faster.

Conditions on the ground in every recent major wildfire disaster include easily ignitable vegetative fuels, strong winds, and structural fuels.

Those structural fuels are our homes and neighbourhoods, consisting of combustible buildings surrounded by combustible ornamental vegetation, mulches, and more.

We must address the urban conflagration problem – structure-to-structure ignition and the impact of embers – as a top priority to ending wildfire disasters.

We need stronger prevention and preparedness in existing communities.

We also need new ways of designing and building future communities to prevent homes and other buildings from being just more fuel for a wildfire.

The role of the first responder must change, with a shift in emphasis to Community Risk Reduction and a reckoning with the reality that responders will never be able to save homes with the current conditions unchanged.

Is grassroots participation in the broader vision of wildfire prevention important?

We tend not to have successful outcomes during wildfires if the community is not actively engaged.

In the United States, acceptance of government regulation varies widely from place to place.

People living in some of the most high-risk, fire prone areas of the country have decided to live there in part because there is less perceived government interference in how and where they build and what they choose to do with the land that they own.

The success of the voluntary Firewise USA recognition program is due to a design that recognises the varying beliefs and values among many Americans living in fire prone areas.

We also help educate people about how homes ignite and what they can do, right on their property, to bend down their risk curve.

Because ignited structures will ignite nearby structures, the key is getting people to work with their neighbours.

Work across adjacent parcels is very effective, and relies entirely on grassroots, neighbour-to-neighbour effort.

It appears in some cases that grassroots embrace of wildfire risk reduction practices can also increase acceptance of those practices when they are codified in enforceable regulations.

Can you share any success stories or notable outcomes from engaging communities directly in wildfire preparedness?

Twenty years and 2,500 communities later, sites participating in the Firewise USA recognition program have many stories of success, including greater community cohesion, increased peace of mind, and improved relationships with local and state government actors.

What we all want to know, though, is – does it work? Do communities engaging in these efforts over time actually avoid the worst outcomes from wildfires?

We have some notable examples, such as the small community of Falls Creek, near Durango (Colorado) where in June 2017, a decade of concerted effort by residents gave first responders a safe place to operate, not only protecting the neighbourhood, but also preventing the 416 Fire from entering the larger municipality of Durango.

Not a single structure in the community ignited, and there were no injuries nor deaths among residents and firefighters.

The local fire and rescue service had the confidence that home preparedness across adjacent parcels had significantly decreased the likelihood of properties in the community igniting and being destroyed.

How do we ensure that statewide policies resonate with the specific needs of individual communities?

Local government agencies are the entities that permit construction and rebuilding in fire prone communities.

State agencies have the authority to use – or ignore – sound building and design standards that govern new and improved construction in wildfire hazard areas.

Local and state regulations, applied and enforced consistently, can be extremely effective in ensuring that new construction is sited, designed, constructed, and maintained in ways that prevent ignitions from wildfire.

Most states do not have statewide application of such regulations.

This makes it much more difficult for municipalities to champion such rules.

For example, if a county government decides to use stringent standards for building and development in wildfire risk areas, but neighbouring counties do not, they risk eroding their property tax base if developers prefer to build in less-regulated counties.

If state standards are applied across all jurisdictions, it creates a level playing field for developers, helping them to reduce costs of code compliance.

California has statewide building code for wildfire safety and sophisticated risk mapping.

Their rules for building in high hazard areas are the consistently applied where the likelihood of extreme fire is greatest.

An example of how a statewide code could use a minimum standard for every jurisdiction is to allow only Class A (non-combustible) roofing for structures.

It is hard to argue that any community has a special need for combustible roofs on its buildings.

Can you comment on any ongoing or upcoming collaborations tackling the wildfire problem?

For nearly 20 years, the National Cohesive Wildland Fire Management Strategy has guided significant collaboration across federal, state and local governments as well as NGOs like NFPA.

Its three guiding principles are interlinked – to restore and maintain landscapes, including through use of fire; to ensure safe and effective fire response; and to create fire adapted communities.

The fire adapted communities concept has initiated the Fire Adapted Communities Learning Network that now engages thousands of people in all aspects of wildfire resilience.

Internationally, NFPA has been involved as an exchange or “secondment” partner with a research initiative called PyroLife.

Funded by the European Union’s Horizon 2020 research and innovation programme, the project supports a total of 15 PhD students across the globe to pursue cross-disciplinary, wildfire-focused research projects with the support of a worldwide network.

This project allows the advancement of holistic, integrated wildfire management in Europe and globally.

It also addresses the future of wildfire by opening up employment opportunities for early-stage researchers.

The Pau Costa Foundation is another excellent collaboration across Europe and Latin America, providing training and operations support as well as best practices in community mitigation and preparedness.

How do you strike a balance between the immediacy of on-ground, reactive firefighting measures and the long-term, proactive policy and community engagement efforts?

For too long, society has been trying to fix wildfire disasters with a too-little, too-late strategy.

Some fire service leaders chalk this up to their successes in suppressing 90-plus percent of wildfires, which leads to the illusion that response and suppression operations have the situation under control.

However, we are already faced with a legacy of decades of unrestricted, unregulated development and building in fire prone areas along with unhealthy, overgrown, flammable landscapes.

Adding climate change impacts to this mix means we cannot continue to rely on what we’ve done in the past.

Suppression costs reach into the billions annually, and yet suppression is not preventing billions of dollars of property loss each year, and it is not preventing mass casualties in fires like Lahaina, Camp, Tubbs, and others.

There needs to be at least equal emphasis, funding, and enforcement for policies that provide long-term passive protection for people and property, and significantly more education for every resident and every decision-maker likely to be affected by wildfire.

What message would you like to convey to communities, policymakers, and other stakeholders about the future of wildfire preparedness and mitigation?

Unmanaged and unmitigated wildfire touches all of us, everywhere, even if indirectly in the taxes we pay, our water quality, our air quality, or our ability to obtain or afford property insurance.

It affects the utilities on which we rely for light, heating, cooling, cooking, and our livelihoods.

Government has a strong role at every level, but most importantly at the municipal (town, city or county) level.

But everyone living with wildfire – all of us – have a role to play in understanding our risks and what we can do about them.

I encourage everyone to spend some time learning about their personal and place-based risks and consider the first steps they can do to prepare themselves and their families for wildfire and related hazards.

Policymakers now have a major report (On Fire) with clear recommendations on what they can do to start making a difference within their sphere of responsibility and influence.

I am convinced that preventing continued loss of life and properties is achievable in the next few decades.

It will take each of us starting with our homes and with our neighbours to see a different future for wildfire.

Indonesian activists file police reports against companies for burning land

As Indonesia faces a severe fire season, activists have reported four companies to the local police for alleged burning on their land concessions in Central Kalimantan.

Jakarta-based activists take legal action over burning land

Activists in Indonesia have lodged official complaints with local authorities against two industrial forest firms and two palm oil companies.

The reports follow satellite image analysis conducted from September 2-10, revealing 3,650 hectares of burning within the companies’ concessions.

The two pulpwood firms in question are PT Industrial Forest Plantation and PT Rimbun Seruyan, while the palm oil companies are PT Karya Luhur Sejati and PT Globalindo Agung Lestari.

Jakarta sees a rise in environmental legal actions amid worsening fire season

This year’s fire season in Indonesia is anticipated to be the worst since 2019, exacerbated by an El Niño system.

Amidst this crisis, environmental NGO Save Our Borneo has highlighted that most fires have occurred in areas yet to be cultivated.

Further concern arises from past incidents, as Bayu Herinata, the Central Kalimantan director of the Indonesian Forum for the Environment, stated that after the 2019 fire season, some of the burned concessions had been planted with palm oil trees, indicating an intentional burning.

The enforcement of environmental laws is under scrutiny as companies have not faced prosecution for repeated burnings.

Legal framework and corporate responsibility in Jakarta’s ongoing fire crisis

The accountability of the companies, even if they are not directly responsible for starting the fires, is underscored by the 2009 environmental law.

Aryo Nugroho, director of Legal Aid Foundation Palangkaraya, explained: that if these four companies have preventive [measures], then there’s no way the burning could reach thousands of hectares.

The concept of strict liability enables legal action against companies for fires on their land, with activists reporting both negligence and environmental pollution as grounds for their complaints.

Previous legal actions and deforestation records highlight Jakarta’s challenge

In a contrasting event in 2015, local police named three companies as suspects in fire-related cases but later dropped the charges.

However, with satellite evidence of fires within company concessions, there is “no more excuse [to dismiss the report],” according to Aryo.

The history of deforestation and illegal activities also comes into focus with firms like IFP being identified by AidEnvironment as a significant deforester and both KLS and GAL highlighted by Greenpeace for operating in illegal plantation areas.

Government and parliamentary response to Jakarta’s environmental predicament

The Indonesian government, urged by environmentalists and parliamentarians, is being called to enforce laws against companies responsible for fires.

Walhi, a prominent environmental NGO, has recorded a substantial number of fire spots within company concessions throughout the country.

Uli Arta Siagian, Walhi’s forest and plantation campaign manager, emphasised the need for stringent law enforcement, permit revocation, and legal sanctions to prevent future occurrences.

Adding to this, parliamentary deputy chair Ahmad Sahroni called for decisive police action to protect millions of Indonesians from health risks.

Ministry of Environment and Forestry’s measures in Jakarta amidst fire season

In response to the ongoing crisis, the Ministry of Environment and Forestry has taken preventive measures, sealing off burning areas and issuing warnings to concession holders.

Rasio Ridho Sani, head of the ministry’s law enforcement department, has assured that legal action will be taken against non-compliant companies, with penalties including prison time and hefty fines.

The severity of the Indonesian fire season and the subsequent legal action against prominent companies has brought environmental accountability to the forefront.

The extensive land burning has serious implications for forest conservation, public health, and climate change.

As activists leverage the legal system, there is a clear message to corporations about their environmental responsibilities.

Moreover, with the government intensifying its stance, the future of land management and corporate conduct in Indonesia’s valuable forest regions hangs in the balance.
