The psychological barrier: PlanRadar says digital fear is delaying UK construction projects

On 28th January 2026, the Building Safety Regulator (BSR) gained full independence and enforcement powers.

For the first time, the regulator can reject Gateway applications without appeal.

This is an urgent wake-up call for an industry that must now demonstrate digital competence at every stage.

For developers currently stalled at Gateways 2 and 3, this development could hardly be more urgent.

The era of the ring-binder is over.

The newly empowered regulator will no longer accept inadequate proof of safety; blurred photographs, missing signatures or incomplete fire safety records won’t satisfy compliance requirements.

But whilst BSR’s independence represents the final nail in the coffin for paper-based compliance, a surprisingly human barrier prevents the workforce from embracing the digital tools that would clear the Gateway 2 and 3 backlogs.

The deeper problem: the psychology of “digital shame”

Despite the regulatory shift, the construction sector remains trapped by what I call “digital shame”.

This is the fear of being permanently exposed by systems that record every mistake.

When portions of workers believe digital platforms exist to catch them out instead of supporting them, a massive disconnect emerges between prescribed processes for regulatory reporting and actual on-site reality.

This “psychological resistance” is expressed in several ways.

Site teams often revert to analogue habits, treating paper records as a safety net to hide errors.

For example, site managers will photograph fire door installations on their personal phones, storing images locally because they’re worried about uploading incomplete work to the official system.

The irony is acute; the evidence exists, but fear keeps safety observations inside notebooks instead of being entered in the Golden Thread.

The result is a workforce working in parallel to the very systems designed to protect them and the buildings they construct.

The consequence: the gateway crisis

The gateway crisis currently stalling UK construction stems directly from this mental disconnect.

The challenge centres on the lack of quality, tamper-proof evidence required to satisfy Gateways 2 and 3.

Without a robust Golden Thread of digital information, developers are playing Russian Roulette with their completion certificates.

Consider the practical reality: BSR requires comprehensive proof that fire stopping has been correctly installed throughout a 20-storey development.

Fragmented records spread across six different subcontractors, 18 months of work, thousands of installations, well-thumbed notebooks, spreadsheets, and email chains fail to provide a proper audit trail.

The project stalls.

The regulator’s independence means higher standards, but “digital shame” stops teams from creating the evidence trail that would provide assurance and demonstrate compliance.

This absence of complete digital documentation has become the biggest obstacle preventing projects from progressing through the Gateway process.

Strategic solutions: building “psychological safety”   

The answer lies in building psychological safety to encourage voluntary adoption of digital tools.

This requires three practical steps.

First, iterative transparency.

We must use data.

Site teams need to see that digital records can identify issues.

When the first use prevents the first problem, adoption follows naturally.

It must not be about punishment.

Second, frictionless compliance.

Digital workflows must be designed so that doing it right becomes the path of least resistance for site teams.

When capturing a fire door inspection on a mobile device takes less time than filling out a paper form, compliance becomes effortless.

Third, cultural de-stigmatisation.

We must reframe digital tools as a shield for the worker.

A digital record protects the individual contractor who has completed their work correctly.

It provides defensible proof of competence.

The way ahead

The construction sector must stop treating digital tools as extras bolted onto traditional processes.

BSR’s standalone status makes this absolutely clear: the record-keeping standards of the ‘80s cannot satisfy the safety requirements of the 2020s.

The newly empowered regulator will enforce higher standards.

The only realistic response is to embrace digital competence.

This means investing in platforms that capture quality evidence at source, building workflows that make compliance intuitive and fostering a culture where transparent data protects everyone involved.

Digital data forms the Golden Thread that protects the project and the person.

For fire safety consultants and principal contractors, the choice is binary.

Lead the cultural shift towards psychological safety, or fail to act and watch Gateway backlogs extend completion dates by months, while more efficient competitors secure their certificates.

The opportunity window is the 2026 calendar year.

BESA says construction retention ban marks long-sought reform

Construction retentions move into reform phase

The government has moved forward with plans to ban retentions in construction contracts, with implementation expected to take up to two years following further consultation and legislation when parliamentary time allows.

The Building Engineering Services Association (BESA) welcomed the decision and said the proposal followed the government’s Late Payments Consultation, which set out a wider package of payment reforms.

The consultation proposed prohibiting the withholding of retentions and also set out a maximum 60-day payment term, mandatory interest on late payments and stronger powers for the Small Business Commissioner to investigate and penalise poor payment behaviour.

More than 850 formal responses were submitted to the consultation, with a large proportion coming from the construction and engineering services sector.

BESA said it had been lobbying for reform on retentions and late payment practices for many years and took part in shaping the consultation.

Representatives from the Department for Business and Trade attended BESA’s Council meeting in September to hear from members about the effect of retentions and poor payment culture across the industry.

The association also submitted a detailed response to the consultation at the end of last year.

BESA sets out its response to construction reforms

David Frise, Chief Executive of BESA, said: “This is a landmark moment for our industry and a hugely significant step forward for BESA members and the wider engineering services sector.

“We have been campaigning for many years to end the unfair and outdated practice of retentions, which has placed an unacceptable financial burden on specialist contractors.”

“The government has listened to the concerns of our members and the wider industry.

“This decision has the potential to transform cashflow, improve business resilience, and create a fairer, more sustainable supply chain.”

“It is particularly encouraging that policymakers engaged directly with our members during the consultation process.

“That real-world insight has clearly helped shape a more robust and meaningful response.”

BESA said retentions have remained a long-running issue for SMEs in construction, with businesses facing withheld payments, delayed release of funds and, in some cases, the loss of retention money through upstream insolvencies.

Debbie Petford, Legal and Commercial Director at BESA, added: “We have been waiting a long time for meaningful reform backed by legislation, and the proposed ban on retentions is a critical part of that.

“Too many businesses have struggled or failed because they have been denied the lifeblood of healthy cashflow.”

“This consultation was a once in a generation opportunity to address poor payment practices, and it is extremely positive to see the government taking decisive action.

“The collapse of major firms in recent years has only reinforced how vulnerable smaller contractors are within the supply chain.”

“While there is still work to do on implementation, this is a major step towards creating a business environment where firms can thrive, not just survive.”

Construction consultation will continue on implementation

The government has indicated that further consultation will cover transition periods and a clear definition of retentions to stop their return in other forms.

BESA is encouraging members and the wider industry to continue engaging with the process as the final framework is developed.

MAGB launches Technical Committee and cavity fire barrier construction guidance

Construction guidance on cavity fire barriers

The Masonry Association of Great Britain (MAGB) has launched a new Technical Committee and published its first Technical Note on cavity fire barrier installation.

MAGB announced the cross-sector group alongside Technical Note TN-01/26, which addresses cavity fire barriers and raises concerns about increasing use of zero-compression products.

MAGB said the Committee brings together senior technical specialists from across the masonry supply chain, including brick and component manufacturers, fire barrier and insulation suppliers, façade contractors, structural engineers, warranty providers and training bodies.

TN-01/26 marks the first step in a programme intended to raise awareness of long-term fire safety performance within masonry construction.

What TN-01/26 sets out on compression

In Technical Note TN-01/26, MAGB states that zero-compression cavity barriers may achieve compliance in laboratory fire testing, and that buildings change over time.

The guidance outlines structural frame shortening caused by creep and shrinkage, brickwork settlement, mortar movement, thermal expansion and construction tolerances as factors that can increase cavity dimensions.

Barriers installed without positive compression rely on exact geometry at the point of installation.

As movement occurs, gaps of only a few millimetres may allow flame and hot gases to bypass the barrier.

Because these interfaces are concealed once construction is complete, failures are not detectable through routine inspection.

The Note recommends installing horizontal and vertical cavity fire barriers with compression, with a nominal minimum preload of 5mm unless greater compression is justified by manufacturer testing.

Committee remit and next publications

Keith Aldis, chair of the Masonry Association Technical Committee, said: “This Committee has been formed to bring senior technical expertise from across the masonry sector into one forum with a clear purpose – to identify emerging risks and provide practical, evidence-based guidance to the industry.

“Our first Technical Note (TN-01/26) reflects our collective assessment of how buildings behave in reality over time.

“Laboratory fire testing is conducted under controlled conditions, but real structures are subject to settlement, shrinkage and differential movement.

“Positive compression in cavity fire barriers is fundamental to maintaining contact and continuity as that movement occurs.

“Our guidance is intended to support long-term fire integrity and promote durable, movement-tolerant solutions across the sector.

“This publication is the first in a series of Technical Notes intended to support long-term fire integrity and promote movement-tolerant, durable solutions across the sector.”

MAGB confirmed that further Technical Notes and guidance documents will follow as part of its ongoing technical programme.

New construction product PAS 2000 links Grenfell recommendations with UK reform

Construction products PAS 2000 published by BSI

A new framework designed to strengthen product safety and support regulatory reform across the built environment sector has been published following a recommendation that came out of the Grenfell Inquiry.

BSI stated that PAS 2000, Construction products – Bringing safe products to market – Code of practice, sets a practical framework for construction product manufacturers to demonstrate they have taken reasonable steps to best ensure products placed on the market are safe for their intended use.

The code of practice was sponsored by the Office for Product Safety and Standards (OPSS).

The PAS aligns with Recommendation 3.3 of the Morrell-Day Review which called for industry collaboration with BSI to produce guidance on the due diligence expected when placing a construction product on the market.

Link to Grenfell and construction product regulatory reform

The PAS was developed following recommendations in the Morrell-Day Testing for a Safer Future report and the Grenfell Tower Inquiry final report.

It also responds to the UK Government’s programme of construction product regulatory reform.

BSI said this included the launch of the Construction Product white paper on 25 February.

Ian Richardson, Sector Lead, BSI said: “This publication reflects our clear commitment to responding constructively to the findings of the Grenfell Tower Inquiry and Morrell-Day Review, and to supporting safety across the built environment.

“At a time of significant regulatory reform, PAS 2000 has been developed to support greater transparency, accountability and due diligence across the supply chain.

“By setting clear expectations and good practice, manufacturers and other economic operators should be empowered to embed robust product safety governance and align with evolving regulatory requirements.

“We encourage organizations across the built environment sector to engage with the standard and support its adoption.”

Launch event scheduled for 10 March

BSI said it will host a launch event on 10 March to explain the background to the development of PAS 2000 and outline the structure, content and practical benefits of the standard.

The event is also set to clarify how organisations can implement the framework and provide an opportunity for questions and industry engagement.

Speakers are due to include representatives from OPSS, the Ministry for Housing, Communities and Local Government (MHCLG) and Dr Hywel Davies OBE as the technical author for PAS 2000.

The standard and its launch event are positioned as part of ongoing construction product regulatory reform work.

Public consultation launched on fire safety standards in construction

Construction consultation and key dates

Draft fire safety guidance for construction sites has been released for public consultation, with responses due by Wednesday 18 March.

The Fire Industry Association (FIA) said the consultation is intended for manufacturers, suppliers and system specifiers, and may also support installers and construction site managers responsible for fire safety.

A Special Interest Group meeting will take place on Monday 16 March to gather feedback and help develop the FIA’s position.

Comments must be submitted by close of business on Wednesday 11 March, after which registered contributors will receive draft copies, a comments template sheet and meeting distribution details.

What the fire safety guidance covers

The draft code of practice sets out guidance for managing fire safety on construction sites, including projects lasting more than 30 working days with over 20 workers on site at any one time or exceeding 500 person-working days.

Recommendations include the development of fire safety management systems designed to address both organisational and site-specific risks during construction works.

A separate draft specification defines requirements and performance criteria for fire detection and fire alarm systems intended for temporary use during construction.

The specification is primarily intended for manufacturers, suppliers and system specifiers, and is also relevant to installers and site managers with fire safety responsibilities.

Temporary installations fall within its scope, with permanent systems and project-specific suitability remaining outside its remit.

The document also references fire safety responsibilities set out in the Construction (Design and Management) Regulations 2015.

BSI confirms March launch event for new construction product guidance

Launch of PAS 2000 construction code

A free London event will mark the launch of PAS 2000:2026 on Tuesday 10 March 2026.

The British Standards Institute (BSI) has opened booking for the event.

The launch will take place from 9:30 to 11:30 at the Royal College of Pathologists, Events@No.6, 6 Alie Street, London, E1 8QT.

Registration, refreshments and networking are scheduled to begin at 9:30am, with a formal welcome at 10:00am.

The programme then moves to a sponsor contribution, an overview of PAS 2000 and a session on construction product reform, followed by a panel Q&A and closing remarks before the 11:30am finish.

What the code covers

BSI said the code of practice was developed in response to recommendations on construction product safety information from the Grenfell Tower Inquiry and the Morrell/Day report, Testing for a safer future.

PAS 2000 is aimed at organisations that manufacture, specify, test or procure construction products.

BSI said: “describes the framework against which manufacturers can show they have taken all reasonable steps to ensure their products are safe for their intended uses.”

The standard sets out expectations for providing comprehensive, accurate and reliable evidence about product safety and performance, including information used to support product claims.

The event materials state that the code is intended to help users align with recent industry reforms and government recommendations on construction products.

Speakers and practical focus

BSI listed the speakers as Ian Richardson, Built Environment Sector Lead at BSI, Hywel Davies OBE, technical author of PAS 2000 and Geoff Brown, Assistant Director at the Office for Product Safety and Standards.

Richardson has responsibility for standards related to construction products and competence within BSI Knowledge Solutions.

Davies has been involved in building safety reform, construction product testing and digital information standards, including work linked to the Morrell/Day review.

Brown leads work in the Office for Product Safety and Standards construction products team, having moved into that role in February 2021.

The event will cover what PAS 2000 includes, who it is for and how the framework can be used in practice to evidence product safety.

The launch places PAS 2000 alongside ongoing construction product reforms with a structured way to evidence safety.

SOCOTEC highlights construction fire safety advice on scaffold sheeting

Construction covering materials guidance restated

SOCOTEC UK & Ireland has reminded construction firms of UK recommendations on temporary protective covering materials (TPCMs) used on construction sites.

The company said it has provided fire safety advice to construction sites for over 10 years, supporting compliance with the Construction (Design and Management) Regulations 2015 and insurer requirements.

SOCOTEC said the reminder follows increased attention on TPCMs and what it described as uncertainty within the industry.

Construction requirements for scaffold cladding

SOCOTEC referenced the Joint Code of Practice on the Protection from Fire of Construction Sites and Buildings Undergoing Renovation (JCoP) for recommendations on flexible materials used to clad scaffolding.

The guidance quoted by SOCOTEC states: “10.3 When flexible materials are used to clad scaffolding, these materials must conform to the requirements of LPS 1215: Requirements for the LPCB approval and listing for fire performance of containment net and sheet materials for external use on construction sites (ref 15) or Warringtonfire Certifire Technical Schedule 62, Reaction to fire performance requirements: materials used to clad scaffolding (ref 16).

“The material shall be manufactured in accordance with a quality assurance and certification programme, and the scaffolding covering material shall be approved by a third-party certification body accredited by the United Kingdom Accreditation Service.

“The relevant approval mark shall be printed on the material”.

HSG168 advice on scaffold sheeting

SOCOTEC also cited Health and Safety Executive guidance in HSG168 on the use of fire-retardant scaffold sheeting where scaffolding forms part of the means of escape.

HSG168 states: “207 If the scaffold is intended as part of the means of escape the scaffold sheeting must be to a flame-retardant standard and you must carefully consider the extent of the sheeting.

“Do not use the sheeting to enclose scaffold stair towers or escape ladders (see Figure 7).

“This is to minimise smoke in the escape route and make fire and rescue service access easier.

“Flame-retardant sheeting is also recommended in other circumstances such as on a structure containing exposed timber or flammable insulation material or on an occupied building.

“An example of sheeting that satisfies flame-retardant criteria is that which complies with the Loss Prevention Standard LPS 1215 or equivalent, such as TS62: Technical Schedule 62: Reaction to fire performance requirements: materials used to clad scaffolding, CERTIFIRE product certification scheme.

“Products compliant with either standard will be marked with the relevant certification.

“If the sheeting is printed with an image or colour this may affect its compliance with the flame-retardant testing.”

SOCOTEC recommends reviewing materials in use

With the guidance in mind, SOCOTEC recommended that construction firms review any covering materials currently used on their sites.

The company said it provides Construction Fire Safety strategies for firms across the UK & Ireland, with a primary goal of practical solutions for fire safety problems that can be encountered on construction sites.

SOCOTEC said its website sets out information for organisations starting their own Construction Fire Safety Strategy.

The company added that its communication was provided for general information purposes and should not be treated as professional advice for specific project circumstances.

Digital transformation and AI training are shaping construction skills in Saudi Arabia

ZIGURAT hosts Riyadh Local Hub on digital construction

ZIGURAT Institute of Technology has held its first Middle East Local Hub in Riyadh, gathering nearly one hundred professionals, students and alumni to discuss digital transformation and artificial intelligence in the construction sector.

The event took place at Olaya Center under the title “Unlimited Possibilities with Digital Transformation & AI in AEC” and was sponsored by GRAPHISOFT.

According to ZIGURAT, participation exceeded expectations, which it linked to Saudi Arabia’s drive to build digital capabilities in line with Vision 2030.

The institution described the Local Hub format as part of its wider work in the Architecture, Engineering, Construction and Operations (AECO) sector, where it is headquartered in Barcelona and active in 120 countries.

Pau F. Aldomà, CEO of ZIGURAT, opened the event by focusing on local talent development and collaboration with the Saudi ecosystem.

Aldomà said: “This national strategy demands bold ideas, skilled professionals, and strong partnerships.

The programme combined panel discussions and networking, with attendees also invited to take part in a raffle linked to a connection-building activity.

Panels address digital transformation in construction delivery

ZIGURAT reported that the first panel, “Digital Transformation in Construction: Rethinking Project Delivery,” examined how digital methods are reshaping project workflows in Saudi Arabia.

Panellists included alumni and ambassadors Hossam Abdulaziz, Dr Omar Dahan and Mohamed Dorra, alongside industry professional Ahmed Fadhl Al Mawla.

The speakers discussed gaps between university teaching and the skills required on construction projects, highlighting the need to align academic content with on-site practice.

According to ZIGURAT, Dahan pointed to the institution’s programmes as a way to supplement university education with content that can be applied immediately on the job site.

Dorra was said to have called for topics such as Building Information Modelling (BIM), artificial intelligence and Digital Twins to be incorporated into university curricula to prepare future professionals.

Dr Omar Dahan, alumnus and ambassador, said: “BIM is the skeleton, AI the brain, and Digital Twins the nervous system of the future of construction.”

The discussion placed particular emphasis on how digital tools can structure information, support coordination and help project teams manage complexity across different phases of construction.

AI seen as tool alongside professional judgement

The second panel, “AI in Construction: Automation and Innovation,” focused on practical applications of artificial intelligence in project management.

The discussion was moderated by alumna Sarah Sakr and featured alumna and ambassador Ahmed Elhadidi, alumna Maged Elhamady and Kamal Bairagdar, Senior Project Manager at Jacobs.

Panel members shared case studies, tools and workflows that they stated are already in use in their organisations.

ZIGURAT said Elhadidi presented a series of AI resources and launched an AI challenge for attendees, which was well received.

Speakers noted that AI can streamline processes and improve efficiency in construction projects when carefully integrated into existing workflows.

At the same time, the panel agreed that some professional decisions should remain with experienced practitioners, prompting a wider exchange on ethics and the limits of automation.

The discussion also addressed the value of emotional intelligence in decision-making and the importance of maintaining human oversight as AI tools become more common.

As part of the agenda, projects from students of the ZIGURAT International Master in BIM Management were showcased, which the institution described as evidence of how its training connects emerging technologies with real-world practice.

Networking underlines ZIGURAT’s AECO community focus

The Local Hub closed with a networking session that used connection cards to structure introductions and exchanges among attendees.

ZIGURAT stated that three prizes were raffled among participants who completed the networking challenge.

The institution highlighted one winner who reported travelling more than 300 kilometres to attend the event for discussion, knowledge sharing and professional networking.

ZIGURAT framed this as an illustration of the commitment shown by its students and alumni to their professional development.

With the Riyadh Local Hub, the institution said it is strengthening its position as a global provider of specialised training for the AECO sector while expanding its presence in the Middle East.

Digital construction skills and implications for safety practice

Professionals involved in design and engineering, such as architects, fire engineering consultants and building services engineers, may need to understand how tools like BIM, artificial intelligence and Digital Twins are being embedded into construction workflows.

For facility managers and project managers overseeing complex assets in Saudi Arabia and elsewhere, the focus on digital project delivery at ZIGURAT’s Local Hub shows how skills in data handling and model-based coordination are becoming part of mainstream construction practice.

Managers and workers divided on AI readiness

Rapid Global has published new findings showing a major disconnect between managers and frontline workers in the UK Building and Construction sector over the adoption of Artificial Intelligence (AI) for workplace safety.

According to the company, 51% of managers believe their business is fully ready to adopt AI to improve workplace safety, compared with only 20% of frontline workers.

The research shows that 77% of managers think a unified safety system would make compliance easier, while 22% of workers believe old habits are holding back new technology.

Paper-based processes remain in use, with 18% of frontline workers and 14% of managers reporting that key safety tasks such as inductions, sign-in and incident reporting are still completed manually.

Differences in training and visibility across sites

The study highlights discrepancies in how safety visibility and training are perceived.

While 86% of workers believe managers have good visibility of safety trends and incidents, only 56% of managers agree.

On training, 50% of managers say their sites provide comprehensive onboarding, but just 24% of workers share that view.

Rapid Global said this points to inconsistency in how safety information is communicated and applied across construction sites.

“To reap the full rewards of new technologies like AI, the way forward for the sector has to be visible proof that technology makes safety easier, training more consistent, and worksites safer.

“That will be the ideal on-ramp for companies in the sector to see digital transformation deliver on its promise.”

Broader trends in safety technology adoption

The Rapid Global Workplace Safety 2025 Report also found that 75% of managers believe adopting new technology would reduce risk and improve safety, compared with 44% of workers.

When it comes to AI implementation, 28% of managers said the process has been slower than expected, while 25% of workers agreed.

The study found that 73% of managers think staff understand incident response protocols, compared with 59% of workers.

Rapid Global reported that 30% of managers admit to fast-tracking safety training to speed up site entry, while 14% of workers said the same.

Nearly one in five workers said safety processes cause them anxiety, and 60% do not believe their business supports positive mental health care.

Rapuano added: “UK Building & Construction firms that move to modernise safety systems, replacing paper with digital-first tools to show how AI can support, not replace, frontline expertise, will strengthen compliance, cut risks, and build the resilient worksites the sector needs.”

Relevance for fire and safety professionals

For health and safety managers, compliance officers and risk assessors in the construction sector, the findings indicate persistent operational gaps in digital safety practices.

The data shows that many construction sites still rely on paper-based processes for critical safety tasks, which may limit transparency and accuracy in incident reporting.

Differences between managerial perception and frontline experience also highlight the challenge of maintaining consistent safety communication across multiple sites.

For those responsible for implementing workplace safety systems, the research provides insight into how digital tools, including AI, could be used to standardise training and improve oversight.

The results may also inform fire-safety planning in complex construction environments where multiple contractors and reporting systems are in use.
