RapidGB stated that the redesigned website focuses on decontamination tents and command shelters used in chemical, biological, radiological, and nuclear (CBRN) response, as well as major incident management.

The company explained that both product categories have been developed for durability, ease of transport, and compatibility with existing emergency service standards in the UK.

Enhanced navigation and detailed product breakdowns are intended to support operational planning, while downloadable content such as user guides and data sheets offer practical support during procurement or field training.

New brochure details product integrations and specifications

In addition to the website, RapidGB confirmed the launch of a new brochure that outlines product dimensions, accessory options, and field integration guidance.

The brochure includes examples of compatible tools such as water heaters, pumps, and transfer boards, which are used to ensure shelters are ready for rapid operation in emergency conditions.

The digital format is designed to make it easier for users to access the brochure on demand or share with logistics and procurement teams across agencies.

Supporting NHS, fire services and civil defence

RapidGB’s Marketing Manager, Caroline Wood, said the update was developed with input from existing UK service users.

Wood said: “We understand the time pressure and logistical challenges facing emergency services.

“Our updated website and brochure are designed to make essential information easier to find and act on – whether you’re planning for a CBRN response, infectious outbreak, or major incident scenario.”

According to the company, RapidGB shelters are already in use by NHS hospitals, local authority resilience teams, and UK fire and rescue services.

The company noted that product design priorities include minimal staffing requirements, rapid deployment, and compact storage for vehicle-based or mobile teams.

Emergency response trailer deployed at US Army Garrison Kwajalein Atoll

New command trailer to support USAG-KA operations

JHB Group has reported the delivery of a mobile command trailer to support emergency response operations at the US Army Garrison Kwajalein Atoll (USAG-KA).

The trailer, known as The Badger, was designed and built by JHB Group in partnership with Darley. It is intended to strengthen mission readiness for emergency and tactical operations in isolated settings.

The unit is equipped with off-grid power systems, high-speed communication tools, and situational awareness features.

According to JHB Group, the trailer will assist with managing disasters, supporting deployments and coordinating surveillance.

Features designed for remote and austere environments

The company explained that The Badger was developed to operate independently in areas with limited infrastructure.

Key features include an integrated solar power system with battery storage, climate-controlled interior space, and encrypted cellular connectivity.

The trailer also includes a slide-out command workstation, whiteboards, communication hubs and external monitors.

It is built from lightweight aluminium, allowing it to be towed by all-terrain vehicles to reach remote locations.

JHB Group stated that these elements make it suitable for mobile incident command, drone coordination and night operations.

Strategic support for emergency response missions

USAG-KA personnel highlighted the role of the new trailer in enhancing on-the-ground response.

Travis Lynch, a representative for USAG-KA, said: “The Badger gives us a strategic advantage in emergency response.

“It mobility, advanced communication features, and field-ready design make it an essential tool for the unique operational demands we face.”

JHB Group stated that the trailer’s deployment reinforces the operational capability of emergency services at the garrison.

Collaboration focused on mission-ready equipment

JHB Group noted that the project reflects its ongoing collaboration with Darley to support emergency and military personnel globally.

The company added that the trailer delivery is one example of its approach to designing field-ready systems tailored to operational contexts.

UK emergency planning boosted with new Resilience and Emergencies standards

New national standards to support emergency preparedness in the UK

The Workforce Development Trust has announced the publication of new National Occupational Standards (NOS) for Resilience and Emergencies, developed under the UK Cabinet Office.

The new NOS are intended to support the development of skills, training and recruitment across organisations responsible for preparing for and responding to major incidents.

These include government departments, local authorities, emergency services and infrastructure operators.

The Workforce Development Trust said the NOS align with the launch of the UK Resilience Academy and aim to improve the ability of organisations and civil society to prepare for, respond to and recover from events such as climate-related emergencies or a pandemic.

Development guided by emergency and resilience professionals

According to The Workforce Development Trust, the NOS were created through a collaborative process involving experts in emergency planning from across national and local government, the NHS, emergency services and other key sectors.

The organisation said the aim was to provide a shared baseline for competencies in resilience, applicable across a range of agencies and sectors.

The standards are intended to guide recruitment, skills assessments, performance management and training design for those working in statutory and non-statutory roles linked to emergency response.

Fire and rescue sector views NOS as tool for interoperability

Dave Walton, Deputy Chief Fire Officer at West Yorkshire Fire & Rescue Service and Co-Chair of the West Yorkshire Local Resilience Forum, supported the publication of the NOS.

Walton, who also leads on resilience for the National Fire Chiefs Council, said: “Resilience is vitally important to fire and rescue services because we have to plan and train for emergencies and be able to respond 24/7, 365 days a year.

“What resilience looks like is different for every organisation, however, meaning that the NOS gives everyone a baseline to work from in terms of ensuring emergency response is as effective as it as possibly can be.

“The Resilience and Emergencies NOS will therefore be vital for supporting interoperability and intraoperability in fire and rescue and the wider emergency services, providing recognised standards we can all train our staff towards.

“Society presents us with dynamic and complex challenges, some are predictable, some are less so, which is why effective emergency response is an integral part of strengthening our resilience overall.”

National framework intended to support qualification development

The Workforce Development Trust explained that the NOS include 11 specific standards for resilience and emergencies. These can be used alongside other occupational standards in areas such as IT, governance and management.

The Trust said these standards can support development of vocational qualifications, be embedded into training and job descriptions, and serve as benchmarks of on-the-job competence.

John Rogers, Chief Executive of The Workforce Development Trust, said: “In a complex and uncertain world, it is paramount that society as a collective takes action to strengthen the nation’s resilience to new and emerging threats, protecting the health and security of our communities.

“Strengthening our resilience requires business, government and civil society to work together to develop the shared capabilities and capacity to re-think, re-adjust and re-align in the face of rapid change.

“Skills and skills development are integral to this, and so the NOS for Resilience and Emergencies provide an overarching framework and common language to support employers and qualifications bodies to work in alignment with one another to achieve this goal.”

National regulators and UKRA integration

According to The Workforce Development Trust, the NOS for Resilience and Emergencies are supported across the UK’s qualification systems.

They are recognised by the Scottish Qualifications Authority, Qualifications Wales and the Council for the Curriculum, Examinations and Assessment in Northern Ireland. In England, they form part of the Regulated Qualifications Framework.

Hamish Cormack, Head of the UK Resilience Academy, said: “NOS provide an employer-led, multi-sector definition of competence, setting the standards which govern and quality assure skills and skills development across the UK.

“The NOS for Resilience and Emergencies are a significant step forward in terms of supporting a UK-wide approach to resilience and emergency preparedness, providing the foundations for building skills capacity across our nations and regions to mitigate the risks posed by a range of disruptive challenges.”

The sound of school safety, with Johnson Controls

Gordon Thomas, Business Development Manager, Global Fire Detection Products, Johnson Controls, explains how a unified system can improve school emergency response and minimise confusion 

When it comes to creating a safe school environment, compromise is not an option. Architects, contractors and education facility managers must ensure building systems can communicate with clarity and speed when an emergency occurs in a school.  

Whether the threat is inside or outside, students and staff must be alerted as quickly as possible and must understand clearly what actions to take.

Effective emergency alert technology can help achieve this, especially systems that use a combination of visual and audio signals.

The challenge is that many schools currently use multiple systems for emergency communications, which can create problems and confusion. For example, a school might use separate systems for their fire alarms and school lockdown systems. The school lockdown system adds to maintenance overhead, and unlike a fire alarm system, there are no regulation-defined processes to ensure it is maintained and working correctly.  

Other schools may use fire alarm sounders or class change bells in the event of lockdown, which can cause confusion as to what actions students and staff need to take. The lack of clarity can also increase response times during emergency events. And, as with school lockdown systems, there are no current regulatory standards around which systems should be used for these events.  

At the same time, many contractors seek the installation simplicity and streamlined compliance of a single system solution rather than relying on separate fire alarm and lockdown systems. Likewise, architects want to reduce the different types of sounders and other devices located within classrooms and corridors. 

To simplify and safeguard their operations, architects, contractors and education facility managers should consider a single-system solution that can provide compliant fire detection as well as customisable lockdown alarms. Before upgrading, it is important to understand the current state of lockdown procedures and how a single-system solution offers advantages over a multi-system approach. 

Current state of lockdown procedures 

While fire alarm systems are well regulated and evacuation procedures are familiar to most, lockdown and invacuation procedures may be less familiar: 

  • Evacuation: Used during fire events or other emergencies that require students and staff to vacate the building, these alarms alert people to get out of the building safely. 
  • Lockdown: Necessary when there is an active threat on school grounds, such as a hostile force, a lockdown indicates that doors are locked and directs students to stay away from windows or conceal themselves until given a clear signal.  
  • Invacuation lockdown: This is a type of lockdown that indicates a safety risk outside school buildings but with no threat of entry. To prevent exposure to the risk, students remain in the building until the event has cleared. An invacuation might be trigged by a pollutant, fire, or chemical release nearby.  

There are no standards or defined regulations for invacuation lockdowns. Procedures for these situations are often based on a risk assessment and can differ from school to school. Education facility managers often develop invacuation lockdown procedures using best practices from the security and intrusion industry, such as PD 6662 or an equivalent, to activate and provide secure lockdown. The PD 6662 is a document created by the British Standards Institution (BSI) to provide guidelines for the installation, maintenance and operation of intruder alarm systems.  

In other situations, schools may look for solutions intended for the fire detection industry. For example, an addressable fire alarm system can handle, control and manage an invacuation lockdown.

Additionally, an invacuation lockdown system would benefit from the monitoring, integrity and reliability provided by the fire alarm standard BS 5839 for fire detection and alarm systems for buildings.

However, BS 5839 clearly states in clause 16.2.1 that fire alarm sounders should not be used for purposes other than warning of fire. Using the same sounders for other events can cause confusion and loss of critical time. There is also a risk that the system might not be maintained properly or may be altered, which could impact system integrity and compliance. As a result, schools would benefit from using separate sounders and speakers for invacuation lockdown systems. 

Novel strategy: A combined fire detection and lockdown system approach 

With these best practices in mind – and driven by industry demand – a new safe classroom strategy combines lockdown and fire detection technology. The solution uses a combined safety system for lockdowns and fire detection, functioning as a fire detection alarm, invacuation alarm, and class change notification. 

To comply with BS clause 16.2.1, the safe classroom solution uses a combination of red sounders for fire evacuation and white sounders for invacuation, lockdown and even class change. The sounders sit on the same physical loop but are programmed and administered separately. Because they are classified as part of the fire evacuation system, they offer the same high levels of integrity and safety. 

The alarm used in this solution is multi-sensory and customisable, providing options for both audio and visual alerts. With 16 different tones and two volume levels, schools can program this alarm to use different sounds for fire, evacuation, invacuation and class changes. System users can also choose from two flash rates. 

In addition, the safe classroom solution uses reflective sound and reflective light monitoring self-testing for both the fire and invacuation alarm at the same time. This allows system owners, rather than a third-party, to quickly and efficiently test that all sounders and beacons are functioning correctly. All testing is carried out at the panel for up to 20 seconds. 

A combined fire detection and lockdown system approach offers schools several benefits: 

  • Simplicity: A combined system decreases the number of components on the wall. One technician can install it and maintain it, reducing installation and maintenance costs. And, because the invacuation sounders sit on the fire alarm loop, it decreases the amount of cable needed.  
  • Clarity: The system issues clear and concise instructional messaging that directs occupants where to go and what to do, which results in less confusion and panic.  
  • Customisation: With a completely customisable human voice alarm, the combined system provides a better user experience, as well as increased engagement. 

Keeping students safe while they learn is among the highest priorities of any school campus. It’s critical that schools are equipped and prepared to handle a broad range of safety and security concerns. A compliant safe classroom system can quickly alert students to an emergency situation and clearly direct them to take the appropriate action.

Building resilience in a changing city: How Amsterdam Fire Department is tackling modern challenges

As Amsterdam grows and diversifies, Danique Wolffenbuttel and Kees Kappetijn discuss the fire department’s approach to technology, recruitment and emergency response

Amsterdam, a city internationally renowned for its many canals, historical architecture and iconic landmarks, has evolved over the past 750 years from a small fishing village along the Amstel River into a metropolis boasting 1,500 bridges and more canals than Venice.

The unique network of canals was established for water management and trade, not only serving functional purposes but also giving the city its iconic charm.

The canal houses host many Amsterdam residents; these buildings are often old, closely packed and located on narrow streets.

Historically, Amsterdam has recognised the importance of accessible and efficient fire services, as evidenced by its dense network of fire stations.

This year marks 150 years of the Amsterdam professional fire service, yet today’s world is unrecognisable compared to the world we knew 150 years ago.

The city is changing rapidly, placing increasing demands on the fire department.

Surrounding the historic city center, a global city has emerged—a metropolitan region with corresponding challenges, cultural diversity and expansion ambitions.

The fire department’s role now encompasses much more than just extinguishing fires and responding to accidents and it is likely that, like its environment, its work will become ever more complex and multifaceted.

Amsterdam and neighbouring municipalities form the Amsterdam-Amstelland safety region, responsible for fire services, emergency aid, crisis management, and disaster response.

Over one million residents and 20 million tourists, including many migrants, add complexity.

Historic buildings, heavy traffic, flood-prone land, and industrial hazards such as fuel storage and chemical plants increase risk.

Covering only 355 km², the area requires tight coordination—especially around Schiphol airport and dense urban zones—making it one of the Netherlands’ most challenging safety regions.

Fire Department Amsterdam-Amstelland

The Netherlands is divided into 25 safety regions formed by municipalities that pool resources to ensure local safety.

Each region tailors its fire services to its specific risks.

The fire service prevents, mitigates and combats fires while reducing hazards to people and animals during accidents.

It also advises governments and organisations on fire prevention, operations and hazardous materials management.

The fire department works closely with municipalities and spatial planning bodies.

In addition, the safety region includes an emergency control room that coordinates rescue services, a medical emergency response organisation and a crisis management department.

In the Amsterdam-Amstelland region, Tijs van Lieshout serves as fire department commander and director.

Nationally he chairs the Council of Commanders and Directors of safety regions.

The region operates 20 fire stations and employs about 1,100 staff, including roughly 500 professional firefighters and 300 volunteers.

Thirteen professional fire stations, mostly in the busy city of Amsterdam, are staffed round the clock.

It is unusual for a region to have more professional stations than volunteer stations since typically 80% of Dutch fire professionals are volunteers.

In less densely populated areas, volunteer stations provide coverage and are not permanently staffed.

Staffing decisions depend on risk factors and incident frequency.

Both professional and volunteer firefighters receive the same training to ensure equal competence and rapid response.

This approach recognises that establishing expensive professional stations in every area is not cost-effective while guaranteeing prompt service to all communities.

Amsterdam also takes part in the Joint Fire Service (GBA, Gezamenlijke Brandweer Amsterdam), a public-private partnership with the port authority and industries in the harbour area.

The GBA operates a station in Amsterdam’s Western Harbour Area and includes 40 member companies.

Although incidents in this area are rare, their potential impact is significant.

GBA personnel are trained to handle industrial scenarios that require specialised equipment, environmental awareness and specific skills.

Regular location-based exercises are held with member companies.

Another public-private partnership exists between the Amsterdam fire service and six large tank storage companies to prepare for tank and bundfires.

Further specialisations include a Quick Response Team (QRT) deployed since 2021 during severe violence.

The team, which has enhanced medical training and wears bulletproof vests and helmets, was first deployed during the Apple store hostage situation on 22 February 2022.

The region is also equipped for ship fire response, large-scale decontamination and maintaining an extensive water supply.

The major challenges for Amsterdam

Although the Amsterdam-Amstelland fire department has adapted well over the years to a rapidly changing environment, it now faces several significant changes on the horizon.

This is not only in order for the Amsterdam-region but for all regions in the Netherlands.

Van Lieshout anticipates the following developments in the coming years.

Hyper digitalisation

In recent decades, the fire department has heavily invested in digital information sharing, as information provision is essential for safe and effective operations.

The number of data sources for predicting, preparing for, combating and evaluating incidents and crises has significantly increased, leading to an abundance of information.

In the coming years, considerable investment will be made in smartly integrating various data streams, ensuring that field professionals always have access to the correct, up-to-date information.

However, the vast amount of available data can also cause confusion for responding units; the relatively short response times complicate decision-making for team leaders interpreting this data.

The immense availability of data means attention must be given not only to channeling these information streams but also to training fire professionals to interpret this data effectively.

Total electrification

The Netherlands is in the midst of an energy transition, with a strong emphasis on sustainability and electrification.

Amsterdam plays a leading role in this transition.

Globally, significant investments are being made in technologies that surpass internal combustion engines.

Rooftops are rapidly being covered with solar panels, charging stations and batteries are sprouting up and wind farms the size of small villages are being constructed.

These developments lead to new types of incidents, such as accidents involving electric vehicles, hydrogen leaks, or incidents with solar panels and large battery storage facilities.

The fire department’s work is also changing due to electrification; they must not only understand how these systems operate but also acquire specific skills to safely and effectively handle these relatively new types of incidents.

Diversification of tasks

Recruiting and retaining sufficient volunteers is becoming increasingly difficult for the fire department.

The work can be physically and mentally demanding and educating and training is relatively lengthy.

Additionally, the profession is becoming more complex, making the traditional basic technical profile growing inadequate.

It is essential to revamp recruitment and retention policies.

Working with 6-member teams has long been the standard in the Netherlands.

Experiments have been underway with responding to incidents using a fire engine manned by two or four people, marking a first step in the necessary diversification of roles.

Currently, everyone undergoes the same training and acquires the same skills, but in the future, there will be more focus on individual knowledge and skills.

By diversifying roles, the fire department can become more accessible and allow staff to remain active longer.

A revision of the basic education for firefighters is the first necessary step toward a new model.

Resilient society

Citizens are becoming increasingly self-sufficient, which is necessary as the Dutch population continues to grow.

In the event of major natural disasters like floods, prolonged drought, or storms (and all their consequences), the fire department cannot directly assist all residents.

Therefore, it is important that people are prepared and know how to act during a natural disaster.

Beyond individual self-sufficiency, it is crucial for communities to organise collectively during and after a disaster.

The fire department will primarily play a coordinating role, enabling mobilised groups of citizens to effectively work on rescue operations and restoring their immediate environment.

While individual self-sufficiency is generally on the rise, it is closely tied to wealth; not every socio-economic group has the same capacity to prepare for such scenarios.

Factors like social cohesion, segregation and reliance on digital communication tools also influence societal self-sufficiency.

Network organisation

In an increasingly busy and fast-paced world, the fire department is confronted with increasingly complex issues.

During acute incidents, cooperation with other emergency and rescue services is natural, but during prolonged crises, such as IT failures or utility outages, this collaboration is often less organised.

Tijs van Lieshout envisions an expanded role for the fire department in this regard.

In addition to their usual tasks, the fire department could act as a central coordinator during extended emergencies, collaborating with organisations such as the Red Cross, Maritime rescue services and the military.

Instead of solely reacting to emergencies, the fire department could take a leading role during the preparatory phase by fostering and strengthening partnerships.

The fire department not only provides the physical infrastructure but also has the capacity to effectively manage large groups of people and various organisations.

By expanding this structural role, the fire department can become an essential link in managing prolonged crises.

This would not only improve collaboration among professional services but also enhance citizen involvement in emergency response.

Ultimately, this approach contributes to a flexible and future-proof fire department ready to coordinate and manage long-term crises.

Embracing diversity

Over the past 150 years, much has changed in Amsterdam and its surroundings.

The fire department has always been a reliable and professional safety partner through these changes.

The strength of the fire department lies not only in the fast availability of professionals and its ability to improvise under pressure but also in its determination to tackle every challenge.

With a combination of passion, courage and expertise, every problem is addressed, no matter how complex.

To remain as effective in the future, an adaptive organisation is needed—a fire department that evolves with a rapidly changing society and adapts to developments beyond its control.

This requires flexibility, innovative training approaches and a new perspective on management.

By restructuring the fire department organisation, Amsterdam’s diversity can be harnessed as a strength rather than a threat, leading to a nimble and future-proof fire department.

Staffordshire Fire and Rescue Service trial improves emergency response times

Policy introduces three-person on-call firefighter crews

A trial by Staffordshire Fire and Rescue Service, running since June 2023, has now been approved following improvements to emergency response times.

The trial involved deploying teams of three on-call firefighters to incidents instead of waiting for the next available fire engine with a crew of four.

These teams can respond to smaller incidents, such as bin or car fires, and provide additional support at larger emergencies.

During the 17-month pilot period, teams of three attended over 600 incidents.

Deputy Chief Fire Officer Glynn Luznyj said: “We will always strive to have at least four firefighters on a fire engine.

“However, having a minimum of three on-call firefighters available to respond as an extra resource means that they can attend incidents quicker than the next nearest fully crewed appliance, which may be several miles away.

“Time is critical at emergencies, and having firefighters arrive earlier can help limit the escalation of an incident.”

Public and staff support for the policy

The service conducted a public consultation as part of its upcoming four-year plan, with 83% of respondents supporting the policy.

Additionally, internal staff surveys indicated significant support for the initiative.

Luznyj acknowledged some concerns from representative bodies and confirmed adjustments to the types of incidents the three-person crews would attend.

“We’re confident that we now have a new policy that improves response times, maintains firefighter safety, and also increases on-call firefighter morale,” Luznyj said.

Increased training and operational experience for on-call crews

The policy applies solely to on-call firefighters and aims to provide faster responses while enhancing their operational experience.

Staffordshire Commissioner for Police, Fire & Rescue, and Crime Ben Adams said: “I am supportive of Staffordshire Fire & Rescue’s decision to give the crewing in threes pilot the go-ahead, as it brings real advantages to both the fire crews themselves and our communities.

“Crewing in threes allows the Service to greatly improve the safety of the public.

“They will be able to attend more incidents, some which the team can resolve themselves and some where they will provide valuable support for other full teams.

“It also builds up the on-call team’s experience, local knowledge, and confidence.”

The initiative, launched on 31st July, aims to ensure that public spaces are better equipped to handle life-threatening injuries in the event of a mass casualty incident.

The PAcT kits are designed to be used by anyone, regardless of first aid training.

The kits were developed in response to the care gap, a critical period following an incident where paramedics may be delayed.

Created under the guidance of the National Counter Terrorism Security Office (NATsCO), these kits are essential for providing immediate first aid in emergencies.

Each kit includes supplies to control severe bleeding and assist unresponsive casualties, with detailed instructions and video guides accessible via QR codes.

PAcT kits developed in response to Manchester Arena Bombing Inquiry

The introduction of PAcT kits across Manchester is in direct response to recommendations from the Manchester Arena Bombing Inquiry.

Figen Murray OBE, mother of Martyn Hett, a victim of the 2017 attack, has been a strong advocate for increased preparedness.

SOTI research highlights device issues impacting UK emergency response times

The impact of device malfunctions on emergency services

New research from SOTI reveals that 95% of emergency services workers in the UK are facing challenges with mobile devices, which is affecting their response times and the quality of care provided.

The report, titled ‘Digitising the Frontline: Transformative Technologies in Critical Care’, surveyed 900 emergency service workers globally, including 100 from the UK’s police, ambulance, and fire and rescue services.

It highlights how device and application problems are leading to delays in accessing digital records and receiving crucial location information.

The most common issues reported include poor battery health, device crashes, and slow or non-functional digital forms.

According to the study, 40% of respondents indicated that resolving these issues can take between 20 to 60 minutes.

This is contributing to increased stress levels among almost two-thirds of UK’s emergency service workers.

The call for optimised technology for emergency response

Stefan Spendrup, Vice President of Sales for Northern and Western Europe at SOTI, emphasised the critical nature of reliable technology in emergency scenarios: “In critical situations where quick decision-making and responses are vital, even a minor issue with an app or device can have a detrimental effect,” he said.

“This means that central IT teams need better visibility over their device fleets with real-time diagnostic intelligence, which allows them to predict and resolve issues in advance by analysing device data.”

The study further reveals the reliance on traditional pen and paper methods due to recurring technical difficulties, with over a third of workers using this approach most of the time.

The use of personal devices for work, which 46% of those surveyed admitted to, poses additional security risks and complicates the management of software vulnerabilities and data protection.

Security risks and management solutions

Spendrup also highlighted the risks associated with personal and shared devices: “Major challenges can present themselves if personal devices are not managed by IT teams,” he added.

“Devices are susceptible to software vulnerabilities and cyber threats because of how difficult it is to provide manual software updates, troubleshoot issues when they occur or lock devices down if they are lost or stolen.”

He concluded, stressing the public’s reliance on the efficiency and reliability of emergency services: “The public puts its trust in emergency services workers to come to their aid swiftly, strategically and with their care top of mind.

“Our research shows that first responders and their teams must be able to put the same trust in the technologies they use at every stage of an emergency.”

IOSH and EBRD team up to seek global emergency response plan

A roundtable has been jointly organised by the Institution of Occupational Safety and Health (IOSH) and the European Bank for Reconstruction and Development (EBRD) with the aim of agreeing a multi-stakeholder rapid response to global emergencies.

The roundtable will focus on the health and safety challenges caused by the war in Ukraine, with senior figures from the Ukraine Ministries of Economy and Health providing updates on the situation. Meanwhile representatives of the European Society of Occupational Safety and Health and the United Nations Development Programme will also give presentations.

This will be followed by a discussion about a model response to emergencies to ensure occupational safety and health is a priority at each stage, chaired by IOSH Chief Executive Vanessa Harwood-Whitcher and EBRD Head of Environment and Sustainability Debbie Cousins.

‘Save lives, reduce suffering, and minimise economic losses’

Harwood-Whitcher said: “The war in Ukraine has caused huge human displacement, with millions having to flee their homes. This, along with damage to civilian and energy infrastructure, residential buildings, public transport, water supply and power networks, has created significant health and safety challenges.

“Our event focusses on how building capacity on the ground in occupational safety and health (OSH) can not only enable workers in Ukraine to continue to function in the most perilous of situations but also support longer-term economic revival and social renewal.

“And we know there are many more crises around the world. Take the earthquake in Turkey and Syria for example. We believe the establishment of a global, multilateral collaboration mechanism for OSH-centred emergency preparedness and response can help to save lives, reduce suffering, and minimise economic losses in crisis situations.”

‘Preventing injury and ill-health at work’

IOSH and the EBRD signed a memorandum of understanding in 2015, with IOSH agreeing to contribute its expertise and the reach of its global network to EBRD projects and initiatives to secure safer and healthier working conditions in a number of national contexts.

Debbie Cousins, Head of Environment and Sustainability Department Operations at ERBD, added: “The negative economic impacts of the war in Ukraine have been felt across the world. In the country itself, businesses face the challenge not only of surviving, but also of thinking about how to develop and scale up activities in the future. Many workers will be forced to work in jobs in which they have limited training and experience, exposing them to risks, and appropriate OSH education will be key in preventing injury and ill-health at work.

“The aim of the roundtable is to engage the participants to share ideas towards a formulation of a more coordinated and efficient rapid OSH response mechanism for capacity building, in case of future emergencies, with a particular focus on Ukraine.”

The roundtable is being held on Thursday 23 February at EBRD’s headquarters in London.

Manchester Arena Inquiry: Fire chief calls FRS’s response ‘wholly inadequate’

Greater Manchester Fire and Rescue Service (GMFRS) Chief Fire Officer, Dave Russel, has issued a response to the Manchester Arena Inquiry Report Volume 2 calling the GMFRS’s response to the tragedy ‘wholly inadequate’.

Russel said: “The Manchester Arena Inquiry volume two report has made for very difficult reading for me, as Chief Fire Officer of Greater Manchester Fire and Rescue Service, and my colleagues.

“I want to start by wholeheartedly apologising to the families of the 22 innocent people who lost their lives on that tragic night of 22 May 2017, and to the survivors whose lives are changed forever.

“Our response that night was wholly inadequate and totally ineffective, and that will forever be a matter of deep regret for our Service. We let the families and the public down in their time of need and for that I am truly sorry.

“I know that no apology will take away the pain and suffering of the families who lost loved ones and of the survivors. But I want them to know that I fully accept the Inquiry’s criticisms of our Service and I accept the recommendations in full.

“I also want to thank Sir John Saunders for his work throughout the inquiry and in producing this report.

“The inquiry process has been one of the most challenging times in our Service’s history and today is a very difficult day for many, especially those who so desperately wanted to help that night.

“Every firefighter who joins Greater Manchester Fire and Rescue Service wants to do their best. The best job they can – to help, to support, to assist the public and to save lives. Those that were eventually deployed to the incident that night did the best they could – albeit it was far too late.

“While we have already made significant changes to address the failings in how we responded on the night, the Inquiry’s recommendations provide a critically important framework for ensuring we take all the necessary steps to always be ready and able to respond to a terrorist attack anywhere in our city-region.

“The report is long and complex – it will take time to digest the recommendations fully, to cross-reference them against improvements which we have already put in place and to consider whether any gaps remain.  I do however want to address a few issues the report raises.

“As I’ve said, and the Inquiry notes, we were simply too late in our response. But five years on from the attack, I want the public to know that this will never happen again.

“Today’s Greater Manchester Fire and Rescue Service is better prepared, better equipped, better trained, better exercised and more resilient.

“The Kerslake Review, set up by the Mayor of Greater Manchester after the attack, identified a number of recommendations which we have already put in place to improve and drive meaningful change within our Service. And these changes have been tested during the multi-agency response to many major incidents and in recent years. 

“We knew immediately after the Arena attack that there had been a complete failure in multi-agency working. The Inquiry’s report makes that clear, and this has been a major focus for us since the attack.

“There has been a substantial shift in the leadership and culture of our Service, recognised positively by His Majesty’s Inspectorate of Constabulary and Fire and Rescue Services.

“We have undertaken a major overhaul of our policies and procedures in relation to a terrorist incident – revising and simplifying our mobilising arrangements which ensure an automatic response to the scene.

“A dedicated radio channel is now established, which guarantees immediate contact 24/7 between blue light services and our control rooms.

“In addition to this, a National Inter Agency Liaison Officer is now co-located with GM’Ps Force Duty Officer during working hours, with a dedicated emergency phone line for all other times.

“There is greater investment in training, multi-agency exercising and increased emphasis on decision making autonomy, meaning Incident Commanders can confidently make decisions with discretion.

“Wholesale changes have been made to organisational learning and our debrief processes, as well as major improvements in how we communicate and work together with our partner agencies before, during and after incidents in conjunction with North West Fire Control and importantly within the wider Greater Manchester Resilience Forum.

“We have also established a more resilient Marauding Terrorist Attack capability for Greater Manchester, by increasing our capacity and capability, which sees every firefighter being fully trained and every fire appliance better equipped to respond to all forms of terrorist or mass casualty incident.

“I know the spotlight today is rightly on what our Service got wrong on the night of the attack and I want to reiterate my deepest apologies to the families and survivors. I want the public to know the same mistakes would not be made today – and have confidence that, never again, will we fall short of what the public should rightly expect of their fire and rescue service.

“I hope that the public will recognise that Greater Manchester Fire and Rescue Service is a very different organisation today to what it was in 2017, and that the improvements we’ve made – and continue to make – will provide confidence that we are prepared and able to respond to support the people of Greater Manchester when its fire and rescue services are needed.”
