The Ministry of Housing, Communities & Local Government has confirmed that from 6 April 2026, Personal Emergency Evacuation Plans (PEEPs) will be required in high-rise residential buildings in England under new legislation.

The Fire Safety (Residential Evacuation Plans) (England) Regulations 2025 were laid before Parliament on 4 July 2025 and apply to buildings over 18 metres or with at least seven storeys, as well as certain buildings above 11 metres with simultaneous evacuation strategies.

According to the Ministry, the regulations are aimed at supporting residents with cognitive or physical impairments who would struggle to evacuate unaided during a fire.

Responsible Persons (RPs) – usually building owners or managers – will be legally required to identify relevant residents and undertake a person-centred fire risk assessment if requested.

Each step of the process requires resident consent and includes developing a written emergency evacuation statement and, where agreed, sharing basic evacuation needs with the Fire and Rescue Authority.

Government response to Grenfell Inquiry recommendations

The Ministry stated that the new measures implement key recommendations from Phase 1 of the Grenfell Tower Inquiry.

Under the new regulations, RPs must identify relevant residents using reasonable efforts. These are defined as residents whose ability to evacuate independently is affected by a cognitive or physical condition.

RPs must offer a person-centred fire risk assessment, and where one is requested, it must be completed. This assessment should not duplicate the building’s fire risk assessment and is specific to the individual’s evacuation challenges.

Following the assessment, RPs are expected to discuss appropriate risk mitigation measures with the resident. Implementation is required where measures are deemed reasonable and proportionate, except when residents decline to pay costs where applicable.

The Ministry confirmed that these regulations do not override leaseholder rights and any mitigation affecting shared property, such as parking spaces, must be agreed upon.

Sharing and reviewing evacuation information

The RP is required to agree an emergency evacuation statement with the resident, documenting what the resident should do in the event of fire. This must be written down and provided to the resident.

There is a continuing duty to review the fire risk assessment, mitigation measures and emergency evacuation statement annually or when circumstances change.

Subject to explicit resident consent, RPs must also provide local Fire and Rescue Authorities with limited information about relevant residents, including their flat number, floor number and assistance needs.

The Ministry said this is to enable effective operational response during incidents, with data stored either physically in a secure information box or digitally, depending on fire service requirements.

All information sharing must comply with UK data protection laws, including the Data Protection Act 1998 and UK GDPR.

Requirements for building-wide evacuation plans

In addition to individual PEEPs, the RP must prepare and maintain a building emergency evacuation plan.

According to data sourced by FASTSIGNS from 24 fire and rescue services through Freedom of Information requests, an average of 32 per cent of building plans and 31 per cent of external wall plans for high-rise residential buildings remain unsubmitted.

These documents are required under the Fire Safety (England) Regulations 2022, which came into force on 23 January 2023 following the Grenfell Tower fire in 2017.

The regulation mandates that responsible persons for high-rise residential buildings of 7 storeys or more must provide up-to-date building and external wall plans to their local fire service.

FASTSIGNS stated that the lack of these plans limits fire services’ ability to prepare for emergencies and obstructs residents’ access to clear exit signage during incidents.

Regional differences in plan submissions

Staffordshire Fire and Rescue Service recorded the highest submission rates, receiving 157 per cent of required building plans and 164 per cent of wall plans for its 42 high-rise buildings.

According to FASTSIGNS, Lancashire Fire and Rescue Service ranked second, reporting submission rates of 108 per cent for building plans and 118 per cent for wall plans.

Oxfordshire, Derbyshire, North Yorkshire and Shropshire all reported 100 per cent submissions across both categories.

In contrast, Avon Fire and Rescue Service reported the lowest building plan submissions at just 10 per cent across its 239 high-rise buildings.

Bedfordshire Fire and Rescue Service received the lowest number of wall plans, with only 22 per cent submitted for its 65 qualifying buildings.

FASTSIGNS stated that the national average across the 24 services surveyed stood at 68 per cent for building plans and 69 per cent for external wall plans.

The attestation classifies Seahaven as a novel life-saving appliance under IMO Resolution A.520(13).

According to Survitec, the classification followed a detailed technical review by Bureau Veritas (BV).

The assessment included analysis of design documentation, performance testing, and operational calculations.

BV confirmed the system met the necessary regulatory requirements for deployment on high-capacity vessels.

Technical review confirms compliance and system performance

Survitec explained that Seahaven is designed to evacuate up to 1,060 people in under 22 minutes.

The system uses a combination of two survival crafts and four helical slides in a fully integrated arrangement.

Each survival craft holds up to 530 people and is powered by twin diesel engines certified under SOLAS and MED.

The system was tested in conditions equivalent to Beaufort Force 6 and 3-metre wave heights.

BV’s assessment confirmed Seahaven met all evacuation and operational testing requirements.

The slides were tested with individuals including infants, children, and people with reduced mobility.

Additional tests verified performance in extreme hot and cold conditions.

The company also reported that Seahaven includes full training and service support.

Demand for Waking Watch services in London is over 150 percent higher than in any other UK region, according to new analysis by ProFM Group.

The security and facilities company reported that this reflects the concentration of high-rise buildings in the capital, where 11.7 percent of homes are in high-rise blocks compared to 2.7 percent across England.

The firm said that while these services offer a temporary safeguard, they should not be seen as a permanent replacement for integrated fire safety systems.

Emily Macaulay, Client Services Director at ProFM Group, said: “Waking Watch services are the plaster, not the cure.”

Macaulay explained that while human-led monitoring is useful when alarm systems are absent or out of action, it is intended as a stopgap during remediation works or system upgrades.

Waking Watch services still common eight years after Grenfell

ProFM Group reported that human patrols remain a key feature in many buildings still awaiting installation of permanent fire safety measures.

According to the company, Waking Watch involves trained operatives maintaining constant patrols to detect fire signs and initiate evacuations.

The National Fire Chiefs Council and the Department for Levelling Up, Housing and Communities continue to recommend the installation of automatic fire detection systems in high-risk buildings.

However, ProFM Group said that installation timelines, building-specific challenges and resident concerns mean that some buildings continue to rely on manual monitoring.

Macaulay said: “Permanent systems are always going to be preferable.

“They work automatically, cover the whole building and don’t rely on someone being there to spot the danger.

“But getting them installed isn’t always quick – and that’s where [Waking Watch services] come in, providing eyes, ears and immediate response until those systems are in place.”

Guidance issued for responsible service provision

ProFM Group said it has identified a set of operational standards to ensure Waking Watch services are delivered to high standards while remaining transparent about their temporary role.

The company advises maintaining consistency in personnel to support familiarity and site knowledge.

It added that guards should be fully briefed on building-specific evacuation procedures and reporting protocols.

The company said that any hazards such as blocked exits or fire door breaches must be reported immediately.

It also highlighted the importance of communication with residents to avoid misunderstanding about the scope and limits of Waking Watch arrangements.

Macaulay said: “They need to know what Waking Watch is, and what it isn’t.”

Safety systems installation still lagging in legacy buildings

ProFM Group stated that while national fire incident figures have decreased over the past decade, the upgrade of fire detection systems in many buildings has not kept pace.

According to UK Government data, fire incidents in buildings fell from 46,817 in 2014 to 38,275 in 2024.

Despite this, Macaulay noted that legacy housing stock still presents challenges for alarm and evacuation system upgrades.

The company emphasised that temporary measures should never become long-term substitutes for engineered safety infrastructure.

Macaulay said: “The least we can do is make sure the change [Grenfell] triggered continues.
“That means permanent safety systems, not just stopgaps, and residents empowered to ask the right questions.”

Human monitoring still widely used during safety system delays

ProFM Group reiterated that the Waking Watch model remains active because of delays in implementing permanent solutions in affected properties.

It noted that public trust in human-led patrols has varied, with some residents expressing concern about consistency and oversight.

The company explained that high-integrity patrols must include real-time incident logging and escalation.

Macaulay added: “They play a crucial role when alarm systems are lacking or out of action, but they’re a temporary safeguard – designed to fill the gap between risk identification and permanent solutions like integrated alarms and evacuation systems.”
