Diesel train catches fire in Llangennech, Wales

Homes have been evacuated in south Wales after a large diesel train caught fire. British Transport police said crews were called to the blaze at Llangennech, near Llanelli, around 11.20pm on Wednesday 26th August.

Three carriages of the train were alight and an evacuation zone was put in place, according to Dyfed-Powys police.

Two employees were on board the freight train but no injuries have been reported, the British Transport Police said.

Gary Jones, a county Councillor in Carmarthenshire, wrote that “a major incident on the railway line has been declared.”

The transport police said: “Emergency services are currently dealing with an incident on the railway near Llangennech Wales. A large diesel freight train has caught fire.

“A cordon is in place, with roads closed and surrounding homes being evacuated. Please avoid the area.”

Dyfed-Powys police said officers were contacting people living in the evacuation area and asking them to leave their homes and convene at Bryn school.

Superintendent Ross Evans said: “This is a fast-moving situation, which has been declared a major incident.

“There are a significant number of emergency services personnel at the scene and an evacuation zone has been put in place.

“Officers are in contact with people within that area asking them to leave their homes, and we urge people to comply with officers’ requests to ensure a swift and efficient evacuation.”

Hammersmith & Fulham Borough Council abandons fire safety construction contract

Hammersmith and Fulham Borough Council has reportedly ‘abandoned’ a £75m fire safety construction contract after ‘mistakes’ in its tender documents meant it ‘would not have been able to fairly evaluate bids’.

The in depth nature of the contract would have seen a winning contractor carry out a ‘wide range of general ad-hoc construction work including some complex high-value voids’ over five years, with the possibility of extending this for another two.

The specific fire safety remediation work meanwhile would have included fitting fire doors, sprinklers, and fire alarm and detection systems, alongside ‘general repair and maintenance’, and the original contract stated it would begin at the start of August. However, the council revealed last week that it had ‘abandoned the process’, after it became ‘apparent that the pricing tables included for the tender stage were not sufficiently clear or structured’.

According to the council, this meant that bidders for the work ‘could not understand how to price their submissions’, and that they had ‘different interpretations of the methodology involved’, meaning that ‘proposals submitted could not fairly be evaluated’. In turn, the council ‘could not assess’ if tenders had met its ‘high quality standards’.

Its notice added in turn that ‘as a result […] and in accordance with the tender documents as issued, the council has made a decision to exercise their discretion to not award the contract and to abandon the tender process’. The news outlet noted that the council’s website has a fire safety page on which leader Stephen Cowan refers to the Grenfell Tower fire, and says that his council’s programme – H&F Fire Safety Plus – would go ‘above and beyond what is required’ by regulations.

This would include a ‘massive programme of works’ to replace fire doors and appliances, as well as ‘address other residents’ fire safety concerns’. When asked how the error was made, how much it cost and what the effect would be – as well as whether a new procurement process would begin – a spokesperson said that the tender would be reissued ‘very shortly’.

He added: ‘We are committed to ensuring we offer the best services for residents. Some errors were identified in the initial procurement process. This will have no impact on our Fire Safety Plus programme, nor any detriment to our residents’ safety, which is always our number one priority.’

New Chair for National Fire Chiefs Council announced

Mr Mark Hardingham will become chair of the National Fire Chiefs Council (NFCC) from 1 April 2021, succeeding Roy Wilsher, who has held the post since April 2017 and the NFCC’s formation.

In a press release, the FCC stated that Mr Hardingham – currently chief fire officer for Suffolk Fire and Rescue Service, and chair of NFCC’s protection and business safety committee – will take over as chair in April next year for an ‘initial two-year period’. He will succeed Mr Wilsher, who has been chair since the NFCC was formed in April 2017.

NFCC board of trustees chair Teresa Budworth stated: ‘Firstly, I would like to thank Roy for his dedication and hard work for NFCC. Under his leadership, NFCC has achieved so much in a relatively short period of time. It is testament to Roy that NFCC has established a pivotal role in advising government and supporting fire and rescue services [FRSs] across the UK, while implementing national policy and delivering critical national workstreams.

‘NFCC was formed only two-and-a-half months before the tragic Grenfell Tower fire. Roy offered the sector and government outstanding help and guidance, during a very demanding period. His membership on the government’s expert panel and now as chair of the protection board has been pivotal in making change for the better.

‘It is a credit to his leadership that the NFCC is in the strong position it is today ensuring fire is on the front foot and able to continue to protect our communities with excellence.  I would like to give him my sincere thanks. I would also like to welcome Mark to the role of NFCC chair. He brings with him a wealth of experience, especially with his protection role and his tireless work on a new building safety framework.

‘I am sure NFCC will continue to go from strength-to-strength under his leadership.’

Beirut explosion: Lebanon faces humanitarian emergency

The explosion in Beirut is further straining the health system and food supplies, as well as risking the country’s COVID-19 response. 

Lebanon faces a humanitarian emergency following the explosion on Aug 4, 2020, of more than 2000 tonnes of ammonium nitrate stored at Beirut’s port that has added severe strain to a health system already buckling under an economic crisis, civil unrest, the COVID-19 pandemic, and the hosting of some 1.5 million refugees in a country of about 6 million people.

The blast killed at least 200 people, injured more than 6,000, and left 300 000 homeless. On Aug 10, soon after rejecting an international inquiry into the explosion’s cause, the government resigned amid rising anger and protests demanding the removal of the political elite and an end to corruption, bad governance, and mismanagement.

International donors pledged 253 million euros in aid at a summit arranged by France on Aug 9, but they also called on the Lebanese Government to listen to demands for reform made by protesters.

WHO said three hospitals were non-functional and another two suffered substantial damage. In addition, 17 containers with essential medical supplies and a recently delivered shipment of personal protective equipment to tackle COVID-19 were destroyed at the port.

“WHO is deeply concerned about the hospital and health workforce capacity, supplies of medicine, and chemical fumes which might have a harmful impact on the health of people with underlying conditions”, the agency said in a donor alert issued on Aug 6.

Officials estimate that the explosion caused up to US$15 billion of damage. Damage to the port was expected to exacerbate the economic and food security situation because the port was a major entry point for aid, and Lebanon imports 80–85% of its food. According to the UN World Food Programme, even before the explosion, 50% of Lebanese people surveyed said that they were worried about not having enough to eat.

“It’s a catastrophe, it’s incomprehensible. Everyone is traumatised and there is a big mental health impact”, Iman Nuwayhid, dean of the faculty of health sciences at the American University of Beirut (Beirut, Lebanon).

Lebanon reportedly has enough doctors and nurses but is facing shortages of medical supplies, even before the blast, because of an economic crisis over the past few months, according to Karam Karam, a clinical professor of medicine at the American University of Beirut. A devaluation of about 80% in the Lebanese pound and bank controls on foreign currency meant that imports of medicines and equipment had become much more costly. “People are dying because they don’t have shelter or money to pay for health care”, he said. “Everyone blames the criminal and corrupt junta that rules us.”

Before the explosion, 75% of Lebanese people were in need of aid, 33% had lost their jobs, and 1 million people were living below the poverty line, and these numbers were considered likely to rise.

COVID-19 is posing a further burden – more than 6,000 cases and 78 deaths had been recorded by the health ministry as of Aug 8. There could be a spike in cases because many health and rescue workers responding to the explosion, as well as protesters, have not observed social distancing or worn masks.

While the resources of many hospitals were being directed towards the casualties of the explosion, the capacity to deal with COVID-19 should not be lost, urged Firass Abiad, the general manager of Beirut’s Rafik Hariri University Hospital (the main Lebanese Government hospital charged with managing the epidemic), in a tweet on Aug 6.

There was also concern about the impact on health caused by the chemicals released by the explosion. “The main long-term hazard is from combustion products such as polycyclic aromatic hydrocarbons, which are carcinogenic”, Roy Harrison, Professor of Environmental Health at the University of Birmingham. More immediately, the main health hazard was from the formation of particulate matter that causes reductions in lung function and symptom exacerbation in people with asthma, he said.

ASFP releases new advice on the fire protection of structural steel

The Association for Specialist Fire Protection (ASFP) has released a suite of new Advisory Notes which offer guidance on the fire protection of structural steel. The four new Advisory notes address specific concerns identified by industry.

ASFP Advisory Note 18: ASFP Position on Installing Partitioning to the Underside of Structural Steel Sections Coated with a Reactive Fire Protection System highlights concerns related to fixing partitioning directly to columns or beams treated with intumescent paint. It notes that fixing anything directly to either the column/beam will impede the intumescent paint from expanding and may allow heat to transfer to the steel, resulting in localised loss of strength and potential failure in the event of a fire.

Since partitioning is often installed along the line of a structural steel frame, the ASFP has joined with the FIS (Finishes and Interior Sector – the dry lining industry trade association), to recommend that, regardless of the existing sound or acoustic protection, the beam or column should be boxed out with an independently tested framed or an unframed system that will provide the required level of fire protection to the beam/ column.

Advisory Note 19: ASFP Position on the Use of Critical Steel Temperatures above 650°C recommends that if a limiting temperature of above 650°C is specified, then a second opinion should be sought from an appropriately trained structural engineer. This reinforces the best practice guidance contained within Advisory Note 12: Best Practice Guide for Specifying reactive coatings for structural steel fire protection, published jointly by the ASFP and the British Coatings Federation.

ASFP Advisory Note 20: ASFP Position on Portal Frame Buildings provides advice on providing fire protection to portal frame rafters, and should be used in conjunction with the SCI document P313: Single Storey Steel Framed Buildings in Fire Boundary Conditions.

It recommends that where fire protection is required to portal frame rafters, certified 4-sided beam thicknesses should be applied to all 4 sides of the rafter, using the appropriate critical temperature.  In cases where a portal frame rafter cannot be coated on the top flange if the roofing materials are in place, a structural engineer and/or fire engineer should be consulted, as further action may be required. Care should also be taken to use the appropriate 4-sided section factor in all cases.

ASFP Advisory Note 21: ASFP Position on Coatback with Respect to Unprotected Secondary Beams Fixed to Protected Primary Beams advises against the omission of coatback to protect secondary beams when the primary beam is fire protected.

It describes references to such omissions contained within Steel construction – Fire Protection, published by the British Constructional Steelwork Association in 2013, as unconservative. The recommendations in the advisory note has more detail than that contained within ASFP Yellow Book (5th edition) and ASFP TGD 8: Code of practice for junctions between different fire protection systems whichwill be amended accordingly.

The Yellow Book will state: ‘If there is no evidence to support the omission of coatback then a figure of 500mm as stated in ASFP TGD 8 Code of practice for junctions between different fire protection systems when applied to load bearing structural steel elements should be assumed as a conservative solution.’

The guidance highlights that the primary beam must be a solid web beam and that omitting coatback does not apply when the protected beams are cell beams. While noting that individual manufacturers have undertaken tests to show that reduced coatback may be sufficient, the guidance states that, the specific end use situation and the proprietary evidence must be considered and that coatback should only be omitted in situations where a detailed engineering study has been completed.
