Shepherd’s Bush tower block fire caused by e-bike says London Fire Brigade

The London Fire Brigade have confirmed that the fire on the 12th floor of a high-rise building in Shepherd’s Bush earlier this week was caused by the failure of an e-bike’s lithium-ion battery.

Eight fire engines and around 60 firefighters tackled a flat fire on Queensdale Crescent in Shepherd’s Bush. London Ambulance Service confirmed that two patients were assessed at the scene and another was treated and taken to hospital.

Firefighters have now issued an urgent safety warning to e-bike owners, claiming that London’s firefighters  have seen a huge spike in e-bike and e-scooter incidents as they have become more popular in recent years and have issued several warnings about how ferocious the fires can be.

So far this year, crews have attended 32 fires involving e-bikes and another seven involving e-scooters. So far in 2022, there have been a further 17 fires involving other lithium-ion batteries and last year, in total there were more than 100 fires in the capital involving lithium-ion batteries.

The Brigade’s Assistant Commissioner for Fire Safety, Charlie Pugsley, said: “It’s incredibly concerning that we are continuing to see a rise in incidents involving e-bikes.

“When these batteries and chargers fail, they do so with ferocity and because the fires develop so rapidly the situation can quickly become incredibly serious.

“These items are often stored in communal areas and corridors and can block people’s only means of escape.

“Another issue with fires involving lithium-ion batteries and which we saw at yesterday’s fire is that when they fail, they eject their contents over a wide area which can lead to multiple areas of burning in the room where the fire has started.”

LFB’s advised never to store e-bikes or e-scooters in communal areas as if they are involved in a fire as it can easily block the only means of escape.

Fire investigators determined that many of the e-bike incidents involved e-bike conversion kits (to convert a standard push bike into an electric bike rather than purpose built ones) which only provide the motors and control gear but batteries must be sourced separately.

Assistant Commissioner Pugsley added: “There is a significant risk posed by the e-bikes which have been converted and we are predominantly seeing fires in ones which have been purchased from online market places and batteries which have been sourced on the internet, which may not meet the correct safety standards.

“Lithium-ion batteries are susceptible to failure if incorrect chargers are used.

“Our advice is to try and store and charge these items in a safe location if possible, such as in a shed or garage, and if they have to be stored inside, make sure there is smoke detection fitted and your means of escape is not obstructed.

“However we know this won’t be possible for everyone, so if you are charging them indoors, please follow our advice on using safe charging and ensure everyone in your home knows what to do in the event of a fire.

“Make sure they are charged in a room where there is smoke detection and on a hard, flat surface.

“We would also suggest people try not to charge them when they are asleep, so that if there is an issue they can react quickly.”

London Fire Brigade’s E-bike and e-scooter safety advice:

  • Always use the correct charger for the product and buy an official one from a reputable seller.
  • Batteries can get warm during their use and it is advisable to allow them to cool down before attempting to re-charge as they could be more susceptible to failure.
  • Batteries should always be charged on hard flat surfaces where heat can dissipate.
  • Batteries can also pose a risk if they have been damaged, so try to ensure they are not getting knocked around while in use or while being carried as spares as this can increase the chance of damage to cells.
  • You should always make sure you unplug your charger once it’s finished charging. Always follow manufacturers’ instructions when charging and we would advise not to leave it unattended or while people are asleep.
  • Ensure you have smoke alarms fitted in areas where e-bikes or e-scooters are being charged and make sure they are tested regularly.
  • Never block your escape route with anything, including bikes and scooters. Store them somewhere away from a main through route.

National Fire Protection Association announced theme for Fire Prevention Week

The National Fire Protection Association (NFPA) has announced “Fire Won’t Wait. Plan Your Escape” as the theme for Fire Prevention Week which takes place on 9-15 October. The initiative is designed to reinforce the critical importance of developing a home escape plan with all members of the household and practicing it regularly.

According to NFPA data, home is where people are at greatest risk, with three-quarters (74 percent) of all US fire deaths occurring in homes. When a home fire does occur, it’s more likely to be serious; people are more likely to die in a home fire today than they were in 1980.

“Today’s homes burn faster and hotter than they used to, minimizing the amount of time they have to escape safely,” aid Lorraine Carli, vice president of the NFPA Outreach and Advocacy division. “In a typical home fire, you may have as little as two minutes to get out from the time the smoke alarms sounds.”

The Fire Prevention Week 2022 theme, “Fire Won’t Wait. Plan Your Escape,” promotes messages that the NFPA said could mean the difference between life and death in a fire. Developing a home escape plan with all members of the household and practicing it regularly ensures that everyone knows what to do when the smoke alarm sounds and uses that time wisely.

Following are key messages behind this year’s “Fire Won’t Wait. Plan Your Escape” theme:

  • Make sure your home escape plan meets the needs of all your family members, including those with sensory or physical disabilities.
  • Smoke alarms should be installed inside every sleeping room, outside each separate sleeping area, and on every level of your home. Smoke alarms should be interconnected so when one sounds, they all sound.
  • Know at least two ways out of every room, if possible. Make sure all doors and windows open easily.
  • Have an outside meeting place a safe distance from your home where everyone should meet.
  • Practice your home fire drill at least twice a year with everyone in the household, including guests. Practice at least once during the day and at night.

As the biggest annual campaign at NFPA, Fire Prevention Week works to educate people about the leading risks to home fires and ways they can better protect themselves and their loved ones. Local fire departments are invited to play a key role in bringing Fire Prevention Week to life in their communities each year and spreading basic but critical fire safety messages.

Officials break ground on $3.5m fire station in Edinburgh, Indiana

Edinburgh officials have broken ground on the new Edinburgh Fire Station 41 in Indiana on County Road 900 North. The town’s fire operations are set to be relocated to the new property from its current location at 203 S. Walnut Street when works are completed.

The project is expected to cost $3.5 million dollars and is being funded by the down with a Build Operate Transfer (BOT) agreement. The agreement will mean that a developer funds and arranges financing for the project and when it is complete it becomes the property of the town. The town will then pay back the financed amount over 10 years at a 2.5% interest rate, said Dan Cartwright, town manager.

Cartwright said that the new building will provide more space for equipment and personal space for each of the firefighters, following the decision in recent years to have firefighters on duty 24/7. The new site will give firefighters have a modern living space with separate sleeping rooms.

“Well, our firefighters have been living in really substandard conditions. It’s a really old fire station, with no separate sleeping rooms, and it’s just very jam packed so they were in desperate need of a new one,” said Cartwright.

Edinburgh Fire Chief John Henderson said: “I couldn’t be happier that the council has supported the idea of really giving these guys proper accommodations to consolidate our equipment and to make them feel more comfortable while working.”

He added: “We hope this is a recruitment opportunity, we’ve talked to other departments and they have invested like this as well and were able to recruit more. We hope that happens, we are going to start another fire training program in July to train some of our own.”

Construction on the station is expected start in July and the station is expected to be complete by May 2023, Cartwright added.

Head of Trinidad and Tobago Fire Services Association calls wage increase ‘woefully inadequate’

Commenting on the four per cent wage hike proposed on Wednesday by Chief Personnel Officer (CPO) Dr Daryl Dindial, Trinidad and Tobago Fire Services Association head Leo Ramkissoon said the proposal was ‘disappointing’.

Speaking to Newsday after meeting with Dindial, Ramikssoon noted that whilst the increase was an improvement of the CPO’s previous offer of two per cent (to all public sector workers) but fell short of the 15 per cent sought by the association.

He told Newsday: “What was offered was two per cent in 2016 and two per cent in 2019. The remainder of the years is zero, zero, zero, zero. It is a four per cent over six years.

“It is an improvement from the initial offer of two percent over eight years.

“But it is woefully inadequate in meeting the buying power which would have eroded well by over 40 per cent.”

He said the association will now respond to the CPO and then move the negotiating process forward and that the association was unfazed by the CPO allegedly saying that any failure of these negotiations would lead to the matter ending up in court, adding: “There is always the court of public opinion.”

On the sought after 15 per cent rise, Ramikssoon said under the Industrial Relations Act, his association would calculate their due wage-hike based on other workers such as estate police in the public sector, in bodies such as TTEC, TSTT and the Airport Authority. “Based on the average market shift for a comparable period, you can the market in TT had on average a 15 per cent market shift, a 15 per cent shift in salaries over that period,” he explained.

He added: “We are hoping the government really maintains dialogue and continues to negotiate in good faith. I must admit that starting off at this point does not lend itself to a very promising process, but we are still hoping good sense will prevail and the State will take on board all of the circumstances that employees face and treat with us fairly.”

MSA Safety launches new line of Firefighter Protective Clothing

As an example, the German fire service market requires an Integrated Harness System and Drag Rescue Device.  To meet this need, the X4’s Integrated Harness System offers added safety when working at heights.  The X4 jacket features an integral belt, lanyard and carabiner that can be easily accessed via a pocket and flap.  The Drag Rescue Device, accessed from the upper back of the jacket and via a pocket near the knee, can be used to carry or pull a downed firefighter to safety in an emergency. 

In the Netherlands, firefighters expressed the need for stronger kneepads for comfort when crawling or operating in confined spaces, and special reflective elements for additional visibility.  To address this customer preference, MSA Bristol designers incorporated ergonomic shaping and a streamlined fit, reducing bulk and weight, all while maintaining full range of motion.

Connected Firefighter Platform

At INTERSCHUTZ, MSA Safety is also showcasing its Connected Firefighter Platform – a suite of advanced safety technologies that work in concert to significantly improve firefighter monitoring, accountability and communication. Two key components of the Connected Firefighter Platform are the LUNAR Connected Device and MSA’s FireGrid software services.

A multifunctional handheld device, LUNAR provides personal thermal imaging and several other innovative features that are designed to enhance firefighter safety and accountability.  These innovations include MSA’s proprietary Firefighting Assisting Search Technology (F.A.S.T.) network, which alerts and guides teammates to downed team members. 

In addition, cloud connectivity provides incident command with an overview of on-scene operations by aggregating data from other MSA devices, such as the M1 breathing apparatus.  In use, it can transmit key self-contained breathing apparatus (SCBA) information such as cylinder air pressure, battery status and various alarm indicators. FireGrid gives incident commanders the ability to evaluate and manage multiple situations in real time and from any location.

Finally, at this year’s show, MSA is previewing several enhancements to some of its leading-edge technologies:

M1 Control Module – LUNAR Compatibility: Leveraging the integrated Bluetooth capabilities of the M1 Control Module, cylinder air pressure and other alarm indicators can be aggregated by LUNAR and transmitted to FireGrid to provide incident commanders with real time fireground information.  Additionally, incoming alerts from incident command (such as evacuation requests) can be relayed through LUNAR to the M1 Control Module to alert firefighters to immediately exit the structure.  The M1 Control Module and LUNAR devices are designed to work together as one system – when paired, LUNAR’s motion alarm capabilities will default to the M1 Control Module to not distract firefighters with have to managing two motion sensing devices.

Map View: Leveraging the GPS capability in devices such as LUNAR, incident commanders will now be able to monitor their crew’s location in the FireGrid application.

Fotokite Partnership: Tethered drone technology from Fotokite will be on display, featuring its aerial video capabilities that will be integrated into MSA’s Connected Firefighter Platform through future development projects to help increase situational awareness.

West Yorkshire sees sharp drop in firefighter numbers

West Yorkshire has experienced of the sharpest drops in firefighter numbers in England since the Grenfell Tower disaster five years ago according to government figures.

There was a combined total of 1,106 full-time firefighters, on-call firefighters and control staff at West Yorkshire Fire and Rescue Service at the end of March 2021, the latest available Home Office figures show. That was down by 61 (5.2%) from 1,167 four years earlier, which was the last workforce count before the Grenfell fire on June 14 2017.

It is one of more than 20 areas across England to see the number of firefighters and control room staff dip since the tragic fire at the London tower block on June 14, 2017, which took the lives of 72 people.

It means West Yorkshire saw the joint ninth-biggest drop of any of the 44 fire and rescue services across the country over that time. In comparison, London Fire Brigade saw the figure rise by 45, from 4,799 to 4,844.

The fall was driven by the declining number of full-time firefighters, offset slightly by the rising number of on-call firefighters and control staff, who answer 999 calls.

The premiere of the Wolf R1 robot

With the premiere of the powerful, flexibly deployable tactical response robot with a completely electric drive, Magirus expanded its product range of robotic vehicles at the Civil Protect trade fair in Bolzano in September 2021. The company was taking the next logical step in the field of robotic, remote-controlled firefighting and emergency vehicles. The Magirus Wolf R1 was specially developed to meet the significantly increased requirements of complex, high-risk operations. It combines performance and multifunctionality that are unequalled in this class.

The Magirus Wolf R1 tactical robot allows firefighters to stay out of harm’s way in conditions of intense heat, collapse dangers, hazardous materials investigations or poor visibility, while persevering on the spot with complete precision. The tactical operations network offers an unprecedented overview of the entire operational area which gives the incident commander a complete overview of the entire operational area at all times live and in real-time allowing the best possible decisions and the best possible action. The WiFi-based and location-independent network also offers the possibility of integrating any number of units and task forces.

The network’s services range from establishing a WiFi-based local network and the provision of livestreams from camera and thermal imaging drones as well as combining map information, images and deployment positions of vehicles and personnel to the map-based selection of units for effective command and control of task forces.

Particularly in complex situations such as rapidly spreading building fires, extensive forest fires or large fires in industrial plants, TacticNet offers a completely new quality of situation assessment and provides an extremely valuable basis for quick, targeted decisions, enabling even more successful operations.

Across the Alps

Eight years after the unveiling of the first robot from the AirCore family and only several months after its premiere, the history of Magirus’ remote-controlled and remote-operated tactical units continued with the handover of the first Magirus Wolf R1 in Ehrwald on 18 May 2022. In an extraordinary ceremony on Germany’s highest mountain, the Zugspitze, the company handed over the world’s first tactical response robot to the Ehrwald Volunteer Fire Department in Austria.

Björn Scherer, Chief Fire Inspector of the Ehrwald Volunteer Fire Department, is particularly proud of the latest, sustainable expansion of the brigade’s technology and equipment: “In Ehrwald, we are a small, but very innovative fire brigade. The topography and tourism pose special challenges for us. The range of operations is very diverse, yet all the locations must always be quickly and safely accessible – especially off-road, in tunnels and in underground garages, this is not always easy. We have been searching for a long time for solutions to quickly reach deployment scenes that are difficult to access without putting our firefighters in danger. The Magirus Wolf R1 response robot allows us to do just that.”

A new era begins

On the part of the District Fire Brigade command and the District Fire Brigade inspectorate, represented by District Fire Brigade Commander Dietmar Berktold and District Fire Brigade Inspector Konrad Müller, a clear commitment was made to innovative, effective and, above all, protective and supportive equipment for the emergency services.

“The tactical response robot allows firefighters to remain outside the danger zone in the event of intense heat, danger of collapse, hazardous material investigations or poor visibility, while the robot is in action right there with full precision,” says Berkold. “The attached subframe developed for Ehrwald enables the most flexible mounting options for diverse firefighting equipment.”

Thomas Hilse, Magirus CEO, backs this: “Being able to hand over the first Magirus Wolf R1 on the Zugspitze is truly exceptional. Within special applications, robotic and networked solutions are developing rapidly and offer far-reaching advantages in the field. European firefighters meet to discuss reducing risk of cancer

The Fire Brigades Union (FBU)’s focus on tackling cancer in firefighters with its pioneering DECON project, which includes research and detailed training, has played a major role in a meeting of the Europe-wide European Public Service Union (EPSU) Firefighters’ Network, which took place yesterday. DECON was a central focus of the day, Riccardo la Torre, Fire Brigades Union national officer, addressed the meeting with a presentation on the latest news and next steps from the campaign.

The DECON project includes research that shows that cancer rates in firefighters can be four times higher than the general population, and training to help mitigate this risk. Toxic fire contaminants found in fires are thought to be responsible for the increasing rate. The training focuses on mitigating the risk to firefighters from fire contaminants.

The EPSU is a collection of over 260 trade unions spanning across Europe, representing eight million public service workers, and its firefighters’ network brings together the firefighter sections of it from across Europe, including the FBU.

Two discussion sessions took place, both focused on “Cancer as a professional disease for firefighters, impact of fire effluents and decontamination”. Other speakers in the discussions included Professor Anna Stec of University of Central Lancashire, who has worked with the FBU on DECON, and representatives of firefighters from countries including Poland Sweden, and Italy.

The FBU is also calling for preventative health screening for firefighters and presumptive legislation recognising cancer as an occupational disease to help protect firefighters and their families further from this occupational hazard.

Commenting, Riccardo la Torre, Fire Brigades Union national officer, said: “DECON is here to stay in the UK fire and rescue service. It’s got the entire sector speaking about the risk posed, and now firefighters from across Europe are keen to learn from each other. At the Fire Brigades Union we know the value of international solidarity, and as part of that we are enthusiastic about sharing our work with our European brothers and sisters.

“This meeting was also a huge opportunity for us to listen and discuss these issues, and we look forward to getting back to the UK and working with fire and rescue services to make progress on DECON and saving firefighters from early, needless deaths. Neither the bosses or the government have done this domestically, it’s been down to FBU members and the Firefighters 100 Lottery to carry out this life-saving work.”

Managed ARFF service providers often have access to a wider, more highly skilled, and diverse talent pool than the client themselves and will already have in place the requisite interview and selection processes designed to select only the strongest, most appropriately qualified, and experienced staff.

Training and competence management can reflect global best practice, with industry and/or site-specific risks recognised, evaluated, and reflected in the ongoing training provided to the ARFF staff members.

Shared experiences gained from a variety of different airports or industrial operations, coupled with specialist skill sets, ongoing education, learning and professional development and best working practices also enable the outsourced service provider to add value and resilience to and further reduce risk within the client’s operation.

As specialists in their field, outsourced ARFF service providers are generally much better at deciding how to cost effectively avoid risk in their areas of expertise without compromising safety and response, than perhaps a fully employed on-site team might be.

What are the biggest concerns around outsourcing?

Firstly, there is issue of compliance. If we assume that the vehicles and equipment provided by or for the ARFF meet the ICAO standards for the airport Category and that they are well maintained and fit for purpose, then the only other variable affecting the service delivery and compliance standards is the ARFF officers and staff that are engaged on the contract.

The second issue often stems from concerns around management control and responsibility for delivery. Relinquishing a degree of authority and responsibility can be difficult but By delegating and working as partners, communicating openly, honestly and in a timely manner, and through building close working relationships, we quickly overcome any feelings of doubt or concern.

Thirdly, the issue of cost versus benefit must always be addressed. While airport ARFF services may be seen by some as an expensive mandatory cost, in most cases the provision of an outsourced ARFF service can deliver cost savings in other areas of airport maintenance and management.

Finally, a common misconception is that outsourcing an existing airport ARFF service to a third-party provider will result in firefighters losing their jobs. This is simply not the case. In most situations, it makes sense for the outsourced provider to retain as many of the incumbent staff as possible on the contract.

What are the cost considerations involved in outsourcing?

People and equipment form the largest elements of cost for any ARFF service. Labour costs, including the costs of employment, vary from country to country and from role to role within the ARFF itself. The mix of officers to firefighters, the availability and recruitment of ex-pat staff versus local staff and the contractual conditions of work all influence the final cost of labour for the end customer. It is also very important to consider local employment terms and conditions and to ensure that costs such as social insurance, pensions and contractual stipends are captured and included.

Similarly, emergency vehicles and the technical equipment required to effectively fight fires and rescue people in modern aircraft and airport incidents can be very expensive. For example, a typical airport crash rescue tender can range in price from $500,000 to more than $1.2 million depending upon the age, technical specification, and the category of airport the vehicle is required to protect. Given that a CAT 10 airport requires a minimum of three such vehicles fully loaded with PPE and safety equipment, you can quickly see how the costs to deliver the ARFF service can mount up.

Other ancillary costs for the ARFF service will include staff travel, training and certification costs, communications, IT and data costs, licenses, and permit costs, insurances, medical support and, in some extreme cases, security and life support costs.

What should businesses consider when deciding to outsource when it comes to selecting a partner organisation?

The first consideration should be around timing – when is the new service required to be at full operating capacity and is there enough time work through the tendering and selection process to ensure a successful outcome? The earlier that engagement can begin with potential partner organisations, the better for all parties.

The next consideration is to know what ARFF services you require – being clear on the full scope of requirement early in the process will ensure clarity for all parties and will deliver a smoother, more cost-efficient service in the longer term.

Finally, be realistic about the budget for delivering a fully compliant ARFF service for your aerodrome – manage the expectations of those responsible for allocating and approving the budget and ensure that the safety of travellers, airport staff and firefighters always remains the highest priority.

How do you analyse the needs and requirements of potential clients?

Assessing the needs of a potential client begins with a conversation to determine what kind of airport they are operating (Civilian, Military or both, or Heliport/Seaplane Airport etc.) and what the ICAO Category for the airport is or will be. This immediately helps determine the number and type of emergency vehicles that are required to meet the regulations (ICAO Annex 14 Document 9137 Part 1: Rescue and Fire Fighting) and therefore the minimum number of staff that will be required to effectively deliver the ARFF service.

We determine if the airport is already operational, with an incumbent ARFF service, or if the airport is a new development requiring a first time ARFF presence. The geographic location of the airport is also important as we need to understand the local operating conditions, both physically and environmentally as well as commercially. We also need to understand the timing requirements for the airport and the process that the customer will undertake for competitive tendering.

A task resource analysis is conducted, and mobilisation and project management plans created to understand exactly how the new ARFF service will be implemented. We then also have our strict risk based internal process to navigate, ensuring that any responsibilities and liabilities that we take on are manageable and viable for us as an organisation.

What are you focused on at the moment?

We have some exciting prospects on the horizon and are currently working on new projects in the Middle East, Africa, and the Indian Subcontinent, which we hope will result in long term ARFF contracts taking us into the 2030’s.

In the meantime, we are also actively engaged with trade organisations such as the Airport Fire Officers Association and attending events such as Interschutz 2022, to continue to meet with our clients and colleagues across the aviation industry and to support the sector as much as possible.
