Wildfire: Human activity has ‘reduced the natural resilience of some ecosystems to fire’

New research led by the University of East Anglia (UEA) has highlighted how the risk of wildfire is rising globally due to climate change and how human actions and policies can play a critical role in regulating regional impacts.

The article, published in the journal Reviews of Geophysics, involved scientists from UEA, Swansea University, the University of Exeter and Met Office in the UK, CSIRO Climate Science Centre in Australia, together with colleagues from the US, Germany, Spain and the Netherlands.

The study assessed 500 previous research papers and carries out a re-analysis of state-of-the-art datasets from satellite observations and models and includes analyses of trends in fire weather and burned area for world regions covering all countries, continental-scale macroregions, and key regional ecosystems for fire activity or impact. 

It explores the relationship between fire trends and a range of controls on fire activity, including climate but also human activity, land use and changing vegetation productivity, which have with important impacts on the ignition of wildfires and their spread across landscapes.

The authors highlight that humans have important regional effects on wildfire activity in a warming world, such as having increased fire ignitions and reduced the natural resilience of some ecosystems to fire, most notably in major tropical deforestation zones of Amazonia and Indonesia.

In contrast, however, human activity has also reduced the spread of wildfire through naturally fire-prone landscapes by converting land to agriculture and fragmenting the natural vegetation, as seen in savannah grasslands in Africa, Brazil and Northern Australia during recent decades.

Lead author Dr Matthew Jones, of the Tyndall Centre for Climate Change Research at UEA, said: “Wildfires can have massive detrimental impacts on society, the economy, human health and livelihoods, biodiversity and carbon storage. These impacts are generally magnified in the case of forest wildfires.

“Clarifying the link between forest wildfire trends and climate change is critical to understanding wildfire threats in future climates. Societies can either push with or pull against the rising risks of fire under of climate change, and regional actions and policies can certainly be important for preventing wildfires or reducing their severity.

“Ultimately, though, we will be fighting the tide of escalating fire risks as the world warms further. Doubling down on efforts to cut greenhouse gas emissions and limiting warming to below 2°C is the most effective thing we can do to avoid the worst risks of wildfire on the global scale.”

Key findings from the analyses include

The length of the annual fire weather season has increased by 14 days per year (27%) during 1979-2019 on average globally and the frequency of days with extreme fire weather has increased by 10 days per year (54%) during 1979-2019 on average globally.

Fire weather has risen significantly in most world regions since the 1980s. Increases have been particularly pronounced in western North America, Amazonia and the Mediterranean.

At 2°C this will also be the case in the boreal forests of Siberia, Canada and Alaska and the temperate forests of the western US. At 3°C, virtually all world regions will experience unprecedented fire weather.

Globally, the area burned by fires has decreased by around one-quarter – or 1.1 million km2 – during 2001-2019. Much of the decrease – 590,000 km2 – has been in African savannahs, where 60-70% of the area burned by fire occurs annually. Local/regional human impacts have reduced the area burned by fire in tropical savannahs, in combination with lower grassland productivity during (increasingly drier) wet seasons.

Large increases in burned area have been observed elsewhere, and especially in temperate and boreal forests. For example, the area burned by fire has increased by 21,400 km2 (93%) in east Siberian forests and by 3,400 km2 (54%) in the forests of western North America (Pacific Canada and US combined).

Co-author Dr Cristina Santín, from Swansea University and the Spanish National Research Council, added: “Despite the fact that weather conditions promoting wildfire have already increased in nearly in every region the globe and will continue to do so, human factors still mediate or override the climatic ones in many regions.

“We hope this research helps to resolve the entrenched and conflicting views on climate change versus land management being the root cause of these catastrophic fires.”

London Fire Brigade invests in electric-hybrid fire engine

London Fire Brigade has announced it investing in the development of an electric-hybrid fire engine as part of its commitment to reduce carbon emissions, supporting the Mayor of London’s ambition for London to be net zero carbon by 2030.

The Brigade is currently working with Emergency One, a leading manufacturer of specialist fire and rescue service appliances, to build a Zero Emission Capable Pumping Appliance (ZEPA1). It will be the first fire and rescue service to use an electric-hybrid fire engine when it is due to start being trialled later this year.

Developing zero emission solutions for fire engines can be particularly challenging as they have demanding performance requirements as they need to both attend incidents as soon as possible, be able to pump water for long periods of time and transport equipment and machinery to deal with fires, flooding and other incidents.

This announcement comes during London Climate Action Week, where there is a huge focus on finding new ways to create a sustainable Net Zero London and follows years of work to reduce the emissions from the Brigade’s fleet and support electric and hybrid vehicles. A total of 96% of all the Brigade’s buildings have electric vehicle charge points, with 242 charging sockets. A further three fire stations have publicly accessible rapid charging.

London Fire Commissioner Andy Roe said: “Our first priority is always to ensure the Brigade provides a first-class prevention, protection and emergency response service for London. But for some time we have been looking towards a more sustainable future and working to identify the challenges and solutions to ensure that we as a fire service can move to a zero emission fleet.

“ZEPA1 is a very big and exciting step for us and the whole of the UK fire service and we are incredibly proud to be part of the innovation that will lead to the UK’s first electric-hybrid fire engines at one of our fire stations.

“It is hoped that in leading the way on developing an electric-hybrid fire engine, the project will help drive and grow the market for zero emission specialist vehicles in the UK’s emergency services and particularly in the fire service.”

ZEPA1 is planned to be trialled as a frontline fire engine later this year and is capable of meeting all of the Brigade’s demanding operations – ensuring it will carry out the work of a standard diesel appliance in travelling to a fire, pumping the water required to put it out, and travelling back to the station.

New York City considers e-bike ban for public housing amid fire safety concerns

The New York City Housing Authority (NYCHA) is considering a new rule that would ban e-bikes and e-scooters from all its properties amid concerns over fire safety.

According to the New York City Fire Department (FDNY), battery-powered electric bicycles and scooters have caused more than 75 fires in New York City so far this year, putting the city on estimate for nearly 190 e-bike or e-scooter fires in 2022. Last year, the department reported 104 fires, killing four people. 

“The numbers increase weekly. That’s how active this issue is,” said Joe Jardin, chief of fire prevention at FDNY. “It’s scary, frankly, how fast the environment in the fire area diminishes, how severe the fire becomes in a matter of a second or two.”

In an email to NFPA Journal, a NYCHA spokesperson wrote: “NYCHA is considering the adoption of a new rule that would prohibit e-bikes and related devices from its properties, including residents’ apartments and public and private spaces throughout all developments. This proposed new rule is open for public comment until July 10, 2022, at which time NYCHA will review stakeholder feedback and amend the rule accordingly.”

 In April, the city’s Fire Code was amended to include language on e-bikes and e-scooters. The code now requires e-bike and e-scooter charging equipment to comply with standards published by Underwriters Laboratories as well as enhanced fire protection measures for rooms where six or more e-bikes or e-scooters are being charged or stored. These measures include fire sprinklers, spacing between devices, dedicated electrical receptacles, and fire-rated walls and doors.

The new NYCHA proposal would take things even further with a total ban of e-bikes and e-scooters in the city’s public housing properties.

Proposed pay rise for UK firefighters ‘utterly inadequate’ says FBU

Firefighters and firefighter control staff have responded to a 2% pay offer from fire and rescue employers calling the proposed increase ‘utterly inadequate’. The Fire Brigades Union’s executive council is recommending rejection of the pay offer to members.

The 2% pay offer is against a current rate of inflation of 9.1% (CPI, year on year to May 2022). The fire service annual pay award is due on 1 July. The pay offer comes against a background of long-term pay cuts to firefighters’ pay. Between 2009 and 2021, firefighters’ real pay has been cut by 12%, or nearly £4,000.  

Matt Wrack, FBU general secretary said: “The FBU has today received a proposal from our employers of a 2% increase in pay. This is utterly inadequate and would deliver a further cut in real wages to firefighters in all roles in the midst of the cost of living crisis.

“This latest insulting proposal follows 12 years of government-imposed reductions in real wages. This proposal will anger firefighters, those working in emergency fire controls, and those in in all uniformed roles in fire services across the UK. It is galling to be insulted in this way, especially after our contribution to public safety during the pandemic.

“Firefighters will now inevitably begin to discuss reactions, including industrial action. The Fire Brigades Union and our members do not consider or take industrial action lightly or without ensuring that all efforts to resolve the issue have been exhausted.

“To that end, we will be writing to the national fire employers to inform them of the anger and frustration their proposal will create. We will also seek confirmation that they have written to and met with the Westminster fire minister to request additional funding in order to make a realistic offer which meets the urgent needs of firefighters, respects their workforce and has some prospect of being accepted by firefighters.”

“Similarly, we will be writing shortly to the ministers and/or government departments responsible for fire and rescue services in England, Wales, Northern Ireland and Scotland to seek urgent additional funding to enable fire and rescue employers to make a reasonable offer.

“Our members will now begin to discuss this offer and the Executive Council will reconvene shortly to discuss our next steps. We will now consider all options, including strike action.”

City of Varennes Fire Safety Service orders fully electric fire truck

E-ONE, a subsidiary of REV Group, Inc., has announced that it is building an all-electric Vector Rescue Decon truck for the City of Varennes Fire Safety Service in Quebec; the first Rescue truck using the first fully electric North America- style fire truck design.

This Vector order, which will become one of the initial EV fire trucks in operation in Canada, came from the City of Varennes.

REV Fire Group introduced its EV fire truck in August 2021, which utilizes 316 kilowatts of proven automotive grade batteries, and can be customized to accommodate specialized fire ground duties such as air support and decontamination of firefighters to remove carcinogens from gear after fighting structure fires.

The Vector design features low battery cell placement which offers a safer, lower centre of gravity for enhanced stability while operating. The crew from Varennes worked closely with the engineers at E-ONE to develop this unique mission critical apparatus to serve their community.

Women in the Fire Service UK event gains certification

SFJ Awards, the UK fire and rescue services’ qualifications partner of choice, has announced it is certificating the 2022 Women in the Fire Service UK (WFS) Training and Development Event free of charge in a gesture of support for the not for profit’s commitment to raising skills and increasing gender equality.

The event, which took place over the course of three days at the Fire Service College in Moreton in Marsh, Gloucestershire, saw women representing fire and rescue services from across the country attend a series of expert-led workshops.

Covering a range of contemporary issues in fire and rescue services, delegates deepened their understanding of everything from mental health and racial equality to hazmat incidents and fire safety in commercial buildings.

Facilitated by Lancashire Fire & Rescue’s Jenny Nangle and more, SFJ Awards’ involvement provides free, independent recognition for delegates attending a range of workshops, each designed to enhance learning and benefit delegates in their future careers.

Winnipeg firefighter shortages creating ‘unsafe situation’

The United Firefighters of Winnipeg, the union that represents Winnipeg firefighters, has called out staffing shortages at city fire stations which it said are leading to an “untenable and unsafe situation” putting its members and the public at risk.

United Fire Fighters of Winnipeg president Tom Bilous said that all shifts are being affected and the shortages are causing engines and sometimes entire squads to be unavailable.

“That’s a safety issue for our members … it’s also unsafe for the (public) that’s waiting (while) those valuable seconds are ticking by and machines have to come from further away,” he told Global News Winnipeg Morning

Bilous blamed the city’s hiring practices and “an inadequate and outdated staffing ratio” for the shortages.

The Winnipeg Fire Paramedic Service (WFPS) has acknoledged that it is going through a repeated short-staffing issue. Assistant Chief of the WFPS, Jason Shaw, said several factors are at play, including Covid-19, burnout, long-term disability and mental health issues.

Bilous said at least 50 new firefighters are needed to fix the immediate issues, and the union is proposing a hiring blitz.

He said overtime shifts are starting to affect firefighters. “We have a very busy fire department, so we need that time off,” he said. “We’ve stretched the rubber band as far as we can and something’s going to snap.”

Shaw said nine people have recently been hired, and the service is working with the union to further address the shortages.

“We’re working through the processes, we’re communicating with our union partnerships,” he said. “We’re really doing our best to makes sure that we can get everyone back.

“It’s been challenging. We’re talking about very high call volumes and it’s been a busy time and we’re hopefully coming out of this.”

Weather stations rolled out across Victoria to help fire response

New weather stations are being rolled out across Victoria, Australia, to help fire agencies better respond to bushfires and carry out planned burns.

The 10 new portable and remote-automated weather stations include seven portable units which are to be used on location to help firefighters understand fire behaviour and measure weather conditions. The remaining three weather stations are to be static and remote automated, permanently situated at Ballan, East Trentham, and Glenburn where there are no permanent weather stations.

The state government provided more than $680,000 to buy and maintain the Country Fire Authority (CFA)’s new weather units. CFA acting chief fire officer Gary Cook said understanding local weather conditions was fundamental to safely and successfully controlling fires.

Mr Cook said the new automated weather stations would provide data where the Bureau of Meteorology’s weather stations are lacking.

“We use the bureau sites, but this allows us to put more into the field and connect back into the bureau with that information, just to give us a better route of what’s happening across the state,” said Cook. The acting chief fire officer explained that the modern technology would be used in conjunction with current portable, handhold tools in vehicles that are also used to monitor weather conditions, and called the technology embedded into these units “world-class”.

Emergency Services Minister Jaclyn Symes said the units would generate more accurate predictions of where a fire might spread and more accurate local data for community warnings.

“We know that the more information that people have about conditions leads to better safety outcomes,” Symes said. To have seven portable devices we can really deploy them around the state on an as-needed basis.”

Heathcote fire brigade captain Carl Watkins said the portable weather stations will prove extremely useful: “We’re 30 kilometres from the nearest weather station so for localised weather it will be terrific for us. It will give us real-time information that’ll help us on the fireground. It will be a lot more accurate — what the weather’s doing, where you are. It’ll change how we deal with fires.”

Heathcote CFA volunteers travel large distances to fight fires, including at least one 200-hectare bushfire a year.
