Forest fire prevention plans expanded in Nghe An, Vietnam

Communes in Nghe An province are establishing updated command structures for forest fire prevention in line with new government guidelines, Vietnam.vn has reported.

The move is a response to heightened fire risks during the hot season, particularly in areas with large pine forest coverage.

Vietnam.vn reported that Hung Chau and Binh Minh communes are among those leading the initiative, with the creation of new Steering Committees for the Sustainable Forestry Development Program and command for forest fire prevention and control.

These committees are responsible for coordinating prevention, detection and suppression activities at the local level, including deployment of personnel and firefighting tools.

According to the report, the forest fire response framework in Nghe An is expected to be completed across all communes by the end of August 2025.

Strengthening local fire response teams in Hung Chau

Hung Chau commune, created from the merger of four former communes in Dien Chau district, has formed a 31-member steering committee to oversee forest fire prevention and suppression.

Vietnam.vn stated that the committee is headed by the Chairman of the Commune People’s Committee, with support from vice chairs, the local police chief, military command, and forest rangers.

According to Nguyen Khanh Duong, Vice Chairman of Hung Chau Commune People’s Committee, the area includes more than 450 hectares of pine forest and faces fire risks linked to traditional practices such as bee hunting involving fire.

Duong said: “The commune currently has over 450 hectares of pine forest – a type of forest that is easily flammable during the hot season. Meanwhile, a part of the people still keep the habit of bringing fire into the forest to hunt bees, which poses a great risk of forest fires. Therefore, it is urgent to strengthen the steering committee to ensure timely command and coordination when incidents occur.”

The commune has also established two 24-hour checkpoints at forest entry points, requiring visitors to provide personal information to track and reduce fire risks.

Equipment including extinguishers, water pumps and blowers has been distributed to local responders.

Binh Minh’s fire prevention team structure and deployment

Binh Minh commune, formed from four former communes in the Yen Thanh district, has also finalised its fire prevention strategy.

According to Vice Chairman Tran Dinh Canh, the commune has over 600 hectares of pine forest and has mobilised core firefighting units from 42 hamlets.

The grassroots teams include militia members and village chiefs, each provided with tools such as fire extinguishers, smothering boards, pumps and blowers.

The report noted that daily patrols are carried out in high-risk areas to monitor conditions and detect fire hazards early.

Vietnam.vn added that the communes of Giai Lac, Quan Thanh, Binh Minh and Van Tu have completed the setup of their respective steering committees as of early August 2025.

Guidance from the district and provincial forest departments

Vietnam.vn reported that the Yen Thanh Forest Protection Department has worked closely with commune-level authorities to guide the setup of fire command structures.

Nguyen Viet Khanh, Head of the Yen Thanh Forest Protection Department, said the unit organised the process in accordance with new government decrees and circulars that followed recent changes to local government structures.

The department’s responsibilities have included advising on committee composition, clarifying member roles, and helping develop regulations for operations and mobilisation of logistics.

District-level authorities have also been involved in issuing instructions and verifying plans to ensure readiness for fire incidents.

According to the report, fire prevention planning is being extended to all nine communes in the area.

New national guidance for fire prevention plan development

On 11 July 2025, the Department of Agriculture and Environment issued new guidelines under Decree No. 156/2018/ND-CP to standardise forest fire prevention and control planning.

Nguyen Quoc Minh, Head of the Department of Forest Protection and Nature Conservation under the Nghe An Provincial Forest Protection Department, confirmed the guidelines define responsibilities for different forest owners.

The announcement was made during a technical conference held in Igualada on 16 May, marking ten years of collaboration between Endesa and the Rural Agents Corps in Catalonia.

The Generalitat stated that the rise in high-risk fire days, attributed to climate change, has increased the need for consistent coordination to reduce ignition risks from power infrastructure.

Public officials highlight coordination and prevention as core to the strategy

The Regional Minister of the Interior and Public Security, Núria Parlon, said the collaboration “should establish a line of work in emergency management, in all its phases, and also in the prevention phase, which is very important.”

She continued: “The importance of having solid and robust instruments, but also the collaboration and capacity for public-private partnerships to ensure the proper functioning of prevention.”

Director General of the Rural Agents Corps, Elisenda Pérez Esteve, said: “We are strictly complying with this agreement on both sides, and it’s working: the number of fires that could be caused by power lines has been reduced, and effective collaboration has been achieved between all those involved and the Rural Agents Corps.”

Francesc Alemany, Director of Endesa’s Distribution Network in Catalonia, added: “70% of our electrical infrastructure crosses forested areas, which forces us to act with the utmost responsibility to minimise any risk.”

Endesa explained that the Alfa Plan was activated at levels 2, 3, or 4 for 150 days in 2024, reflecting heightened fire risk in Catalonia.

The company said that more than 27,000 power lines were affected by this measure in 2024, including 22,130 medium-voltage and 4,892 high-voltage lines.

Study finds fire severity, not climate, most affects megafire recovery

Forests recovering more slowly from large wildfires since 2010

Forests are taking longer to recover after large-scale wildfires, according to research published in Nature Ecology & Evolution and reported by Carbon Brief.

The study examined 3,281 large-scale fires (exceeding 10 square kilometres) between 2001 and 2021 and found that fire severity has increased notably since 2010, particularly in boreal forests and arid regions.

Carbon Brief reported that fewer than one-third of the forests studied had returned to pre-fire conditions within seven years, with fire severity having a more negative impact on forest recovery than post-fire climate conditions.

Boreal forests and dry climates among worst affected

The researchers identified western North America, northern Siberia, and south-eastern Australia as areas with some of the most severe changes.

According to Professor Ziyue Chen from Beijing Normal University, fire severity has “significantly increased” since 2001, with evergreen needleleaf forests especially vulnerable.

Chen said: “More concerningly, the adverse impacts of changing environmental conditions – especially rising temperatures and soil moisture deficits – on forest recovery are intensifying, necessitating urgent attention.”

The study found that boreal forests had the lowest recovery rates, with many still showing signs of damage years after fire events.

Fire severity has greater impact than climate on recovery

Using machine learning, the study assessed the influence of various factors on recovery.

Fire severity was found to be the strongest determinant of recovery time, surpassing climate-related factors such as temperature and precipitation.

Professor Chaoyang Wu from the Chinese Academy of Sciences said: “While numerous studies report beneficial effects of warming on vegetation greenness and productivity, our results suggest these benefits may diminish or reverse as temperatures surpass optimal ranges for photosynthesis.”

Chen added that while climate still plays a role, the scale of the fires was more influential in determining how forests responded after a fire.

Slower regrowth threatens carbon storage and ecosystem stability

The study reported that average recovery time increased by 8% for vegetation density, 11% for canopy structure and 27% for productivity metrics since 2010.

According to Carbon Brief, forest stagnation – where recovery slows after initial regrowth – rose from 23% to 26% post-2010.

Professor Guido van der Werf of Wageningen University, who was not involved in the research, told Carbon Brief: “It is a neat paper that quantifies something that is expected, but not previously reported on such a large scale: with increased fire activity in forests there seems to be slower recovery.”

Dr Bernardo Flores from the Federal University of Santa Catarina also told Carbon Brief the results align with previous findings, saying: “If global forest flammability is rising, this will also affect tropical forests during drier years, as we saw in 2023–24 in the Amazon.”

Global forest loss 2024: Tropical forest loss doubles as fire becomes main cause

Fires surpass agriculture as leading cause of forest loss

World Resources Institute has reported that global forest loss rose to its highest level on record in 2024, with fire overtaking agriculture as the main cause of tropical primary forest destruction.

The data, published by the University of Maryland’s GLAD Lab on WRI’s Global Forest Watch platform, showed 6.7 million hectares of tropical primary forest were lost, nearly double the previous year’s total.

WRI stated that fire accounted for nearly 50% of all tropical primary forest loss, while other causes rose by 14%, marking the sharpest increase since 2016.

The organisation added that forest fires in 2024 emitted 4.1 gigatonnes of greenhouse gases, over four times the emissions from all global air travel in 2023.

Elizabeth Goldman, Co-Director, WRI’s Global Forest Watch said: “This level of forest loss is unlike anything we’ve seen in over 20 years of data.

“It’s a global red alert — a collective call to action for every country, every business and every person who cares about a livable planet.

“Our economies, our communities, our health — none of it can survive without forests.”

Brazil and Bolivia record largest increases in tropical forest loss

World Resources Institute reported that Brazil accounted for 42% of tropical primary forest loss in 2024.

It stated that 66% of Brazil’s forest loss was due to fires, which were intensified by the worst drought in the country’s recorded history.

The organisation added that forest loss from non-fire causes rose by 13%, largely linked to soy and cattle farming.

In Bolivia, WRI reported that primary forest loss rose by 200%, reaching 1.5 million hectares.

It noted that Bolivia became the second-highest country for tropical primary forest loss, overtaking the Democratic Republic of Congo despite having less than half its forest area.

More than half of Bolivia’s loss was caused by fires often linked to agricultural clearing, which escalated into megafires due to drought.

Stasiek Czaplicki Cabezas, Data Journalist at Revista Nomadas said: “The fires that tore through Bolivia in 2024 left deep scars — not only on the land, but on the people who depend on it.

“The damage could take centuries to undo.

“Across the tropics, we need stronger fire response systems and a shift away from policies that encourage dangerous land clearing, or this pattern of destruction will only get worse.”

Forest loss in Colombia and Congo Basin linked to conflict and climate

World Resources Institute stated that Colombia experienced a 50% increase in primary forest loss in 2024.

It reported that fires were not the primary cause. Instead, non-fire-related loss rose by 53%, attributed to instability following the breakdown in peace negotiations and an increase in illegal mining and coca production.

Joaquin Carrizosa, Senior Advisor, WRI Colombia said: “In 2023, Colombia saw the biggest drop in primary forest loss in 20 years, proving that when government and communities work together, real change is possible.”

Carrizosa added: “The rise in primary forest loss in 2024 is a setback, but it shouldn’t discourage us as a country.

“We need to keep supporting local, nature-based economies – especially in remote areas – and invest in solutions that protect the environment, create jobs and foster peace.”

In the Republic of Congo, WRI reported a 150% increase in forest loss compared to the previous year.

It stated that 45% of that loss was fire-related, driven by high temperatures and dry conditions.

In the Democratic Republic of Congo, the organisation linked increased forest loss to poverty, dependence on forest resources, and conflict.

Teodyl Nkuintchua, Congo Basin Strategy & Engagement Lead, WRI Africa said: “The high rates of forest loss in the DRC reflect the tough realities our communities are facing — poverty, conflict and a deep reliance on forests for survival.

“There’s no silver bullet, but we won’t change the current trajectory until people across the Congo Basin are fully empowered to lead conservation efforts that also support their rural economies.”

Some progress recorded in Southeast Asia

World Resources Institute reported that Southeast Asia showed improvements in forest loss during 2024.

It stated that Indonesia reduced primary forest loss by 11%, reversing an upward trend seen between 2021 and 2023.

Malaysia recorded a 13% decline in primary forest loss and dropped out of the top 10 countries for tropical forest loss for the first time.

WRI attributed the progress in Indonesia to land restoration policies and fire prevention efforts implemented under former President Joko Widodo.

Arief Wijaya, Managing Director, WRI Indonesia said: “We’re proud that Indonesia is one of the few countries in the world to reduce primary forest loss.

“But deforestation remains a concern due to plantations, small-scale farming and mining — even within protected areas.

“We hope the current administration keeps the momentum going.”

Outside the tropics, the organisation reported a 5% increase in global tree cover loss compared to 2023.

It stated that the combined losses in Canada and Russia contributed to the global total of 30 million hectares of tree cover loss in 2024.

WRI noted that this marked the first time that major fire events occurred simultaneously in both tropical and boreal forests in Global Forest Watch records.

Wildfire firefighting programmes supported across Guatemala

The International Union for Conservation of Nature (IUCN) has reported a series of actions to support wildfire firefighting and forest protection in Guatemala.

According to IUCN, four ongoing initiatives in the country have helped prevent and combat wildfires during the 2023–2024 season.

The IUCN cited data from Guatemala’s National Coordinator for Disaster Reduction (CONRED), which recorded 2,635 wildfire incidents during the 2023–2024 season, affecting 193,940 hectares.

This marks an increase from the 790 incidents reported in the 2021–2022 period.

Training and resources deployed to prevent forest fires

The IUCN explained that the Resilient Plateau national project and three regional programmes are contributing to wildfire prevention efforts.

These are the EbA LAC project, the Biodiversity Program Linking the Central American Landscape, and the Protection of Natural Resources in the Mayan Jungle II.

The organisation said these projects are funded by the Green Climate Fund, the Korea International Cooperation Agency, and multiple German government agencies.

According to the IUCN, these efforts include training firefighters and rangers, sharing knowledge between forest professionals, and supplying equipment and personal protective gear.

In 2024, Costa Rica’s National System of Conservation Areas certified seven individuals in Guatemala through USAID’s forest firefighter protocol.

These individuals represented three IUCN member groups in the country: the National Council of Protected Areas, the Defenders of Nature Foundation, and the Foundation for Eco-Development and Conservation.

Combat measures implemented during 2023–2024 season

The IUCN reported that it contracted helicopter flight hours in Totonicapán, Tecpán, Cerro San Gil and Sierra de las Minas to support wildfire response.

The research introduces a Universal Trust Model (UTM) designed to evaluate the reliability of wireless sensor networks and improve the accuracy of fire detection by validating environmental data before transmission.

The study reports that the system was tested on a dataset of 7200 samples, which included varied fire and weather conditions across multiple locations.

Intelligent sensors assess environmental changes in real time

The study explains that forest areas are segmented into clusters, with each cluster equipped with intelligent sensor nodes (ISNs) that measure variables such as temperature, humidity, light intensity and gas concentrations.

Each sensor is uniquely identified and assessed for trustworthiness using metrics that include energy levels, communication consistency and data reliability.

The authors stated that ISNs deemed unreliable or malicious are removed from the network, allowing only trusted data to influence detection outcomes.

According to the findings, the proposed system achieved an accuracy rate of 98.5 percent in identifying fire presence, with a reduced rate of false positives and negatives compared to earlier models.

The authors reported that once environmental indicators exceed threshold levels, the base station’s machine learning algorithm verifies the likelihood of fire and, if confirmed, dispatches alerts to relevant authorities.

This process is designed to reduce alert time by using recent and validated data for decision-making.

By filtering unreliable sensors before reaching the central system, the model aims to ensure more consistent and responsive fire detection.
