HMICFRS issues accelerated cause of concern for Northumberland Fire and Rescue Service

HMICFRS findings on site-specific risk information

Northumberland Fire and Rescue Service has been issued an accelerated cause of concern after an inspection identified failures in the management of risk information for high-risk premises.

His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) found that site-specific risk information (SSRI) used by the service was frequently inaccurate or out of date.

SSRI consists of detailed data used to inform firefighting tactics and protect the public during emergency incidents.

The inspectorate concluded that the service failed to provide operational personnel with the necessary support to gather this information effectively.

Accelerated causes of concern are reserved for instances where a fire service’s performance raises direct concerns regarding public safety.

Improvements required to address the HMICFRS cause of concern

The inspectorate recommended that the service must identify every location requiring a specific risk visit and ensure data is uploaded without delay.

Effective training must be provided to the workforce to ensure staff can identify SSRI requirements and understand the associated processes.

Personnel are required to inspect high-risk locations to ensure they are familiar with specific site hazards.

The service must implement quality assurance and strategic oversight to monitor the accuracy of the risk records.

Michelle Skeer, His Majesty’s Chief Inspector of Fire and Rescue Services, said: “I have issued an accelerated cause of concern as Northumberland Fire and Rescue Service doesn’t effectively manage risk information for high-risk premises.

“This is vital for helping protect firefighters and the public during an emergency.

“During our inspection, we found out of date risk information, cases where risks that been graded inaccurately and several sites with potential risks where no site-specific risk information was available.

“The service had identified 478 sites as requiring a SSRI record, but its quality assurance panel had only reviewed 37 of these sites.

“This means the service can’t know if its risk information is accurate and I am not confident the service has identified all places of risk.

“Northumberland Fire and Rescue Service must act urgently to identify all sites requiring a risk visit, make sure information is accurate and kept up to date and give staff the training they need to do this effectively.

“I will be closely monitoring its progress.”

The inspectorate found that some risk information currently held by the service was not effective for operational use.

Skeer noted that many sites with potential hazards had no site-specific information available at all.

House passes First Responder Network Authority Reauthorization Act of 2026

How the First Responder Network Authority Reauthorization Act of 2026 protects emergency communications

The U.S. House of Representatives passed H.R. 7386 on 20 April 2026 to extend the legal authority of the nationwide public safety broadband network through 30 September 2037.

The First Responder Network Authority Reauthorization Act of 2026 amends the Middle Class Tax Relief and Job Creation Act of 2012.

This legislation replaces the previous 15-year statutory sunset with a fixed end date to prevent the termination of the federal First Responder Network (FirstNet) Authority in February 2027.

The bill removes the independent status of the Authority and places it under closer oversight by the National Telecommunications and Information Administration (NTIA).

NTIA approval is now required for most actions taken by the Authority – including management and investment decisions.

Defined operational activities such as emergency deployment and budgeting may proceed without prior NTIA approval.

The Act establishes an NTIA Associate Administrator role to oversee the Authority and manage day-to-day operations.

This new position acts as a liaison with the NTIA and is subject to annual performance reviews in consultation with the Board.

Annual reports to Congress must now include data on cyberattacks, cyber defence activity and unscheduled service outages.

Adoption rates by profession and geographic area are also included in the expanded reporting requirements.

Enhanced operational oversight and first responder representation

The International Association of Fire Chiefs (IAFC) noted that the legislation reinforces the ability to deploy emergency response capabilities and resources to disasters.

Board composition requirements are updated to ensure five members represent state, local or Tribal public safety professionals within three years of enactment.

These representatives will include active personnel from fire, emergency medical, emergency management, law enforcement and 9-1-1 services.

The IAFC said: “The FirstNet Authority ensures that first responders stay connected during the most chaotic times.

“First responders need to be able to have confidence in their communications, because at the end of the day, lives are on the line.

“FirstNet provides a nationwide broadband network that allows fire, EMS, and law enforcement to stay connected within and across jurisdictions.”

The FirstNet contractor must submit a business continuity and disaster recovery plan to the NTIA for approval within 180 days.

This recovery plan must be resubmitted every five years thereafter to maintain operational resilience.

New requirements mandate that the contractor inform the Authority of any confirmed service outage within 30 minutes of discovery.

A network status tool with up-to-date information must be maintained for subscriber agencies to track outages.

The bill moved to the U.S. Senate for consideration following the voice vote in the House.

NAFECO appoints Brandon Oaks as CEO for fire and public safety markets

NAFECO appoints new chief executive

NAFECO has appointed Brandon Oaks as Chief Executive Officer and President, effective immediately, in Decatur, Alabama.

The company said Oaks moved into the role from Chief Operating Officer after the recent death of founder and longtime CEO Jerrell Oaks.

NAFECO serves first responders and public safety organisations across the Southeastern United States.

His appointment continues the Oaks family’s leadership of the business and follows a succession process Jerrell Oaks had worked to build during his career.

He also worked on supply chain strategy and long-term planning across the company’s core markets.

FirstNet and AT&T outline Super Bowl support for first responders

First responders support plan for the Big Game

FirstNet, Built with AT&T has outlined a connectivity plan to support first responders and public safety officials during the Super Bowl in the Bay Area.

In a statement, Scott Agnew, President – FirstNet, AT&T said the planning has involved more than a year of coordination with the City of San Jose, the San Jose Police Department and the San Jose Fire Department, alongside other federal, state and local agencies.

The company said the Bay Area already has Band 14 coverage intended to provide dedicated public safety connectivity when needed.

It said its FirstNet Response Operations Group (ROG) will be on scene at the stadium and positioned inside Emergency Operations Centers (EOCs) in the Santa Clara and San Francisco areas.

Deployable assets and emergency operations support

FirstNet said the FirstNet ROG and the AT&T Network Disaster Recovery (NDR) team have multiple portable cell sites powered on and ready from a dedicated FirstNet fleet, including SatCOLTs, Response Communications Vehicles (RCVs), Compact Rapid Deployables (CRDs) and other deployable solutions.

It said it has also drawn on the AT&T commercial fleet, including LEO Cell Trailers (LCTs), described as designed to deliver temporary cell service in harsh environments, positioned to support public safety on FirstNet in the Bay Area if needed.

A LEO Cell Trailer (LCT) was shown deployed to support public safety on FirstNet near the stadium.

San Jose Mayor Matt Mahan said: “San Jose was the first city in the country to fully adopt FirstNet because we believe in equipping our first responders with the best technology to keep our community safe.

FirstNet said it has a fleet of more than 190 deployable assets dedicated for public safety, in addition to more than 750 AT&T commercial assets nationwide.

Public safety LTE and 5G investment to pass $6.3bn, shaping fire sector communications

Public safety broadband investment and fire sector impact

Annual global spending on LTE and 5G New Radio (NR) – based public safety broadband infrastructure and devices is forecast to exceed $6.3 billion by the end of 2028, with fire and rescue services among the agencies expected to transition away from legacy radio systems.

SNS Telecom & IT stated that the growth is being driven by migration from land mobile radio (LMR) systems, including TETRA and Tetrapol, to 3rd Generation Partnership Project (3GPP) broadband technology across multiple national markets.

Western and Northern European countries, including the United Kingdom, France, Finland and Sweden, are moving ahead with plans to migrate all public safety users, including fire services, to nationwide mission-critical 3GPP networks between 2028 and 2031.

South Korea completed its transition earlier, attributed to the absence of a digital LMR network with nationwide coverage.

National public safety networks and emergency response operations

Multiple national-scale public safety broadband deployments are operational or moving into the delivery phase, directly affecting emergency response agencies.

Saudi Arabia’s $8.7 billion mission-critical broadband network is being delivered for defence, law enforcement and intelligence agencies, forming part of a nationwide platform that will support emergency communications.

The Hong Kong Police Force’s $250 million 5G-based NGCS project was cited as a comparable national-scale initiative in a smaller market.

Other major programmes referenced include the United States’ FirstNet, South Korea’s Safe-Net, Great Britain’s Emergency Services Network (ESN), France’s RRF, Sweden’s SWEN, Finland’s VIRVE 2, New Zealand’s Public Safety Network (PSN), Japan’s PSMS, Ireland’s new mission-critical communications system, Spain’s SIRDEE broadband network and Italy’s public safety LTE and 5G service.

These networks are designed to support mission-critical voice, data and video services used during emergency response operations.

Network capabilities relevant to fire and rescue services

3GPP-compliant mission-critical (MCX) services are described as a foundational element of nationwide public safety broadband networks, with recent contracts awarded for interoperability gateways and standards-based IWF technology.

Other development priorities include in-building coverage enhancement, 5G NR sidelink, hybrid LMR-broadband terminals and other alternatives for off-network communications, rapidly deployable network assets and satellite direct-to-device connectivity.

Integration of NG911, live video, geolocation services, AI analytics and situational awareness platforms is also cited as part of the technical scope.

SNS Telecom & IT estimated that annual investments reached $5 billion in 2025 and forecast market growth at a compound annual growth rate of about 8% over the next three years, reaching more than $6.3 billion by the end of 2028.

Public safety hotspot launched with 6x transmission power

Sonim unveils portable HPUE hotspot for US emergency services

AT&T has announced the launch of the Sonim MegaConnect, a compact high-powered user equipment (HPUE) mobile hotspot designed to improve public safety connectivity across the United States.

The device, developed by Sonim Technologies, is part of the FirstNet MegaRange portfolio and offers six times the transmission power of standard Wi-Fi hotspots, according to AT&T.

The company said MegaConnect supports connectivity in areas with limited coverage, such as remote rural locations and dense urban buildings, by operating on Band 14 spectrum reserved for FirstNet.

The unit also works on AT&T’s 5G and LTE commercial bands and provides a portable Wi-Fi solution for mission-critical communications.

Sonim described MegaConnect as the smallest and most affordable HPUE currently available.

Enhanced mobility and speed for field operations

AT&T stated that the new hotspot transmits up to twice the upload speed of conventional devices.

The company said this improves the ability of first responders to transmit high-resolution footage, stream live video, and establish mobile command centres in the field.

MegaConnect is designed to be portable, weather-resistant, and simple to deploy.

Sonim said the device can be used during natural disasters and in hard-to-reach areas such as basements and underground car parks.

The device is available for $99.

Integrated cooling system enables device performance

The MegaConnect uses solid-state active cooling technology to maintain performance during operation.

The unit includes AirJet, a component from Frore Systems, which allows the hotspot to operate at full HPUE power in a compact form.

According to AT&T, heat management has previously been a barrier to mobile HPUE deployment.

The new cooling system enables continuous usage in environments with high communication demands.

This is designed to benefit emergency responders operating for extended periods without access to external cooling or charging.

Additional hardware expansion to extend range

Later in 2025, Sonim and Parsec will release an add-on dock for the MegaConnect.

According to AT&T, this new dock will include high-gain antennas and thermal regulation to support wider signal reach and system longevity.

The Parsec MegaReach Dock is expected to double the existing 6x transmission power to up to 12x.

This will allow the hotspot to cover larger areas and improve reception in difficult environments.

AT&T said the dock is intended to help emergency teams maintain signal quality during evolving or mobile operations.

Broader availability for commercial users

Although designed for public safety, the MegaConnect will also be accessible to commercial sectors through the AT&T network.

AT&T said industries including utilities, transportation, retail, and finance can use the device for infrastructure monitoring in remote locations.

The company stated that non-emergency users on AT&T’s commercial network can still benefit from the enhanced power of Band 14 when not prioritised for FirstNet use.

This secondary availability is designed to increase the device’s utility across critical infrastructure operators.

The hotspot is compact and battery-operated.

It is currently priced at $99.

Later in 2025, a new dock from Parsec will extend its range further.

The MegaConnect will also be available to other sectors on the AT&T network.

Fire tornado prediction tools to be developed for public safety during extreme wildfires

With massive wildfires plaguing the western United States, scientists have been tracking an increase in dangerous wildfire-generated extremes, including fire-generated thunderstorms and tornados embedded in wildfire plumes that can reach up to a mile high. University of Nevada, Reno and DRI researchers are building the predictive and diagnostic tools that will transform the understanding of fire-generated extreme weather and pave the way for future life-saving warnings to firefighters and the general public.

Extreme wildfires have emerged as a leading societal threat, causing mass casualties and destroying thousands of homes – and despite these impacts, fire-hazards are less understood and harder to predict than other weather related disasters. One of the least understood of these wildfire hazards are the severe fire-generated thunderstorms.

“There have been decades of success in using radar and satellite observations to issue life-saving warnings for severe weather; for fire-generated tornadic vortices and explosive storm clouds these same tools show remarkable, yet incompletely realized, potential,” Neil Lareau, atmospheric scientist from the University of Nevada, Reno’s Physics Department and lead for the research, said. “To fully realize this potential, new physical and conceptual models are needed for interpreting radar and satellite observations of the wildfire environment.”

These conceptual models will facilitate life-saving warnings and enhance decision support for wildfire stakeholders, thereby providing an immediate societal benefit.

Lareau and his colleague Meghan Collins of DRI will identify common factors contributing to the fire-generated tornados using satellite and weather radar and combine it with crowd-sourced ashfall data, through the launch of a new citizen science project called Ashfall Citizen Science. These crowd-sourced data will help improve the understanding of wildfire plumes by better documenting the size and shape of fire ash lofted into the sky.

“What we’re looking for are pictures of ash that falls throughout our region from citizen scientists,” Lareau said. “We’ll build conceptual and physical models to facilitate life-saving warnings and enhance decision support for wildfire stakeholders using the citizen science data in conjunction with our radar observations of fire-generated tornadic vortices and wildfire plumes to interpret the wildfire environment.”

The project will engage the public in wildfire science in two ways: it will develop middle-school in-class lessons focused on fire-generated weather, and it will employ a citizen science campaign with a new web app to collect photographs of the ash and debris that “rain” down from wildfire plumes.

The citizen science campaign is expected to reach thousands of users every year, and the in-classroom program upwards of 500 students per year.

“Our team will be sharing the science behind wildland fire with middle school classrooms across the region as part of this project,” Collins said.

So far, since starting the impromptu project in 2020, nearly 20,000 people have engaged the project, with about 100 photographs submitted from a wide ranging area of the western US.

“We’re looking for participation anywhere in the western states, from Idaho to Arizona,” Lareau said. “Community science, also known as citizen science, is important to this project. Gathering this kind of data over time and in many places would be prohibitive otherwise.”

This citizen science capability is well-suited for wildfires, which are hard to predict in their timing and location, and may thereby enhance the team’s ability to quantify fire-generated weather phenomena and their impacts. Citizen science has been used in other analogous applications, including to obtain observations of ashfall from volcanoes.

“You can help track wildfire ash and help scientists demystify fire weather,” Collins said. “Your photos of the size and shape of ash particles that fall around wildfires will play an important role in wildland fire research. Users submit time- and geo-tagged photographs of the ash with objects for scale in the photo.”

With this project funded by the National Science Foundation, the #Ashfallscience Twitter campaign will continue, and be amplified, during high impact wildfires. This approach is expected to reach thousands of users, increasing the likelihood of sufficient data collection. The next steps with these crowd-sourced data are to harvest images from Twitter and apply image processing tools to extract ash shapes and sizes, to aggregate data to form size and shape distributions, and mine NEXRAD radar data corresponding to the time and location of the #Ashfallscience images.

The radar and satellite capabilities described above and the expansion of citizen science observations provide the tools needed to transform the understanding of wildfire convective plumes and their link to fire-generated tornadic vortices. #Ashfallscience is a twitter- and web app-based citizen science data project which will increase the scientists’ ability to quantitively link radar observations with fire processes.

The size and shape distributions of ash in wildfire plumes is poorly characterized and difficult to measure “This combination of researcher- and volunteer-driven data collection will allow us to begin to build both empirical and theoretical relationships between ash properties and radar reflectivity,” Lareau said. “This is the key to building models for prediction of these otherwise mostly unpredictable extreme and dangerous fire behaviors.”
