Pentre Awel is the first development of its scope and size in Wales and one of the highest-valued schemes Carmarthenshire County Council has undertaken. This £84 million project covers 83 acres and has created an estimated 1,800 jobs.

The scheme provides medical research and health care, encouraging individuals to lead active lifestyles. Pentre Awel also includes integrated care and physical rehabilitation facilities and hopes to boost the local economy by £467 million over the next 15 years.

As the chosen passive fire protection system manufacturer, Quelfire worked alongside the main contractor, Bouygues Construction Ltd and all the relevant parties to deliver this project.

The main objective was to incorporate an early engagement approach to design and build Pentre Awel around the tested details available, creating safe and compliant buildings.

Challenges of the project

As this was one of Bouygues UK’s first early engagement projects utilising a new approach and systems, the initial cooperation of relevant parties proved to be the main challenge.

This later led to the coordination of service spacings being problematic due to the large number of services used on the project, steel beams and restricted space available.

Solutions to the issue

Bouygues UK’s initiative to implement a new system called Morta ensured Bouygues completed work in line with the Building Safety Act and built the Golden Thread of Information to hand over to the building owner on completion of the project. It also guaranteed they met Building Regulation 38 requirements.

The Morta system ensured that all service penetrations were covered. If critical information was not provided, the schedule would go back to the responsible person to collate and send over.

The idea of a clear ‘Builder’s Work in Connection’ (BWIC) opening schedule is to make sure all parties work together, take responsibility, and understand what is required.

To provide the most relevant firestopping tested solutions from Quelfire’s extensive library, Quelfire required a detailed schedule with specific information about the project’s service penetration applications.

This included information about the wall or floor construction, the required fire rating, and the dimensions of structural openings.

Additionally, they needed to know if the application involved a head-of-wall scenario, whether any movement was required, and details about the services – such as their type, material, size, and any insulation requirements, including thickness.

However, receiving the information and getting everyone on the same page proved to be quite challenging as, for many, this was a brand-new approach to building construction. Luckily, Pentre Awel discussions began in 2022, leading to the first early engagement meeting in January 2023.

After this, Quelfire had regular project meetings and workshops to discuss the firestopping package, BWIC openings and any non-standard details. This ensured all parties were on the same page and could provide the correct information, minimising confusion.

Recent years have seen the construction industry has witnessed significant shifts in regulations and safety standards, particularly regarding fire safety and design responsibilities.

These changes have prompted professionals to reevaluate their approaches to building design and compliance.

In your opinion, what has the Building Safety Act changed in terms of fire safety for construction projects?

First and foremost, it has brought fire safety issues to the forefront of minds and raised their profile.

It’s enforcing standards that should have been standard practice anyway.

Fire safety and structural safety are important and have been known about for a long time, but there’s probably been a passive attitude towards them.

The Building Safety Act is bringing them to the centre of attention, changing the way people work and approach things, with more attention to detail.

How do these changes impact design liability?

Design liability is a controversial topic and somewhat open to interpretation.

Historically, contractors might think they’ve used an architect or designer who takes design liability.

Equally, those architects might say they’ve done some detailing, but it’s down to subcontractors to ensure what they’ve drawn or suggested is appropriate.

The Building Safety Act has clearly defined the need for a principal designer—a named individual or organisation responsible for the design element.

Where there are multiple designers, which is very common, there must be a principal designer overseeing all the designers.

That’s absolutely the way it should be.

When we talk about service penetration sealing and identifying appropriately tested fire stop solutions for a particular service, we have to think about the M&E services themselves—the size, the specification, whether they’re insulated and what they’re insulated with.

The M&E contractors or MEP consultants will probably know that best.

We need to know the floor or wall substrate specifications—the MEP guys aren’t going to be clued up on wall and floor types.

There are acoustic requirements, and the fire strategy determines the fire rating.

It’s evident that multiple people or organisations, each specialists in their own field, need to do their part of the design.

So it’s right that there should be a principal designer taking overall responsibility for all those design elements.

The big change is the focus on competency and being able to demonstrate it.

There’s no way that one individual person, or possibly even one organisation, could say they are competent in all areas of construction.

Design liability now has clearer channels of liability.

Who do you think carries design liability in construction projects?

It’s very subjective and depends on individual contracts and how people want to work.

One of the big challenges we see is that organisations, while willing to do design work, don’t want to carry the liability side of it.

Others say, “We’ve got nothing to fear. We’re happy to take the design liability. We’re a competent design company and provided we draw on all the right advice, we’re confident about our design.”

The Building Safety Act enforces having a named principal designer.

I guess it will take some case law to finally settle these things, but ultimately, everyone is responsible.

Whether everyone’s liable would be determined in a court of law, but everyone has a responsibility to play their part.

How can Quelfire support principal designers?

First and foremost, through basic education. We’ve positioned ourselves to provide reliable, evidence-based education and technical support.

Historically, architects and designers might have been drawing lines on paper, coming up with nominal designs and suggestions, but they may not fully understand what they’re doing and, importantly, why they’re doing it.

Basic education involves getting up to speed through general CPD, learning about what products and solutions are available and what they actually do.

For example, consider a fire collar on a plastic pipe—how many people stop and think about what it actually does? Do they ever consider why it has to be fixed in a particular way and to a specific fixing? General education is essential.

We run a monthly CPD webinar, which is an open forum for anyone to register on Zoom.

We also arrange dedicated sessions for individual organisations, which tend to be more interactive, where people can voice their questions and concerns and hopefully get them answered.

Then there’s actual design support—technical support through early engagement.

It’s about reaching out at an early stage to discuss how they want to build the building, the fire ratings needed, what solutions are available and then incorporating those tested solutions into the design.

We’d like to act as a conduit for all the relevant trades and organisations to come together on one page, working towards a common goal—a fire-safe building.

Once it progresses from that, we support contractors to ensure that installers understand why they’re installing certain products, how to read data, standard installation details and how to make that design become reality.

In a nutshell, that’s what we can do.

What is required for companies or individuals to accept design liability?

The first thing is a change of mindset.

The term “design liability” might make it sound like something’s going to go wrong.

But the key thing I always stress in CPDs is that if we install the correct products in the correct way, the fire will be contained to the compartment of origin and the building and people will be saved.

There will be no consequences, no liability to fear.

We often focus on failures like Grenfell, but we don’t see all the building fires where the fire is contained because products are installed correctly.

People need to have a mindset change.

Yes, there is liability, but the first thing you do with risk is try to reduce it through proper design and due diligence, ensuring test evidence exists for solutions.

Secondly, having a clear process is crucial.

Knowing who is going to do what, how you’re going to communicate and collaborate with all the relevant parties and ensuring information is accurate, relevant and documented prevents missing important things.

There’s a huge emphasis on the golden thread of information—not just passing information to the occupier of the building but throughout the design and construction phases too.

Changes may occur due to design issues or material shortages, so if everything is clearly documented, you can trace back where other changes need to occur and document them again.

Yes, it very much carries over. At London Build, our exhibition stand will be split in half.

On one side, you’ll see a fully furnished room—painted walls, pictures on the wall, comfy sofa, plants, lights and so on.

On the other side, we’ll showcase fire stop solutions, service penetration seals and information about Quelfire, directly linking to our current campaign, “BECAUSE IT’S YOUR JOB TO KNOW.”

We’re trying to make people aware they have a responsibility to know what they’re doing and why they’re doing it.

People often see the finished building—the painted walls, the furnished room—and don’t give any second thought to what’s in the risers, above the ceilings, or the fact that they’ve walked through a fire door.

But these are the elements that keep you safe.

Architects and designers specify and draw these things to protect people and property. We aim to illustrate that quite starkly.

We’ll have installed products to raise awareness of some of the products and solutions and highlight current challenges people face, like pipes at angles in walls.

We will also have a panel discussion on day one at 12 o’clock with industry representatives who have been part of submitting a Gateway Two submission.

The project is still with the Building Safety Regulator and they hope to have approval back on their submission before the panel discussion.

We aim to share experiences and insights—hopefully successes—of doing a Gateway Two submission.

There are concerns and anxieties for many design teams about Gateway Two submissions and the Building Safety Act itself—what is expected, what the Building Safety Regulator requires.

We hope to share clear, tangible suggestions and advice that our audience can take away, or at least show what others are doing and how seriously they’re taking it and their interpretation of the changes in the Building Safety Act.

Design, then build—this concept is the clear solution to the complexities of construction projects.

Yet, for decades, a building’s technical design has been a mere afterthought, prioritising the firestopping only once the services have been installed.

Traditionally, main contractors would choose a construction package based on its procurement value.

Because the service penetration sealing package is typically of lower value than the M&E package, for example, fire safety was not considered until several months into a project.

A lack of regard for fire safety, perhaps, or maybe just a lack of training, but the implications of these decisions would lead to disasters such as the Lakanal House fire in 2009, the Wharfside fire in 2015, and the most recent tragedy of the Grenfell Tower fire in 2017, where 72 people lost their lives.

The Grenfell Tower fire led to significant changes in the industry, including the introduction of the Building Safety Act 2022.

This act, which significantly enhances fire safety regulations, has marked a clear ‘pre-Grenfell’ and ‘post-Grenfell’ era in the industry.

Early engagement in firestopping is by no means a new phenomenon.

Many have been advocating for its recognition for years, fearing the fire that would cause utter devastation.

With the Building Safety Act, fire safety is now becoming a priority, and the desire to make buildings safer is there, meaning we’re seeing early engagement approaches being adopted across the construction industry.

However, with that in mind, there is still a long way to go.

What is early engagement in firestopping/service penetration sealing?

Firestopping has existed for centuries, dating back to the Great Fire of London in 1666, though the fire safety measures then weren’t quite as robust and complex as they are today.

Simply, service penetration sealing works to retain the fire ratings of walls and floors by closing the gaps left behind by melting services with suitable firestopping systems.

When looking at firestopping systems, it is easy to mistake products like fire batt, sealants, collars, and wraps for what they are: just products.

However, it is crucial to understand that their success relies on the test evidence supporting them and how they are installed.

When correctly installed, they become the unsung hero within the building’s fabric, ensuring effective compartmentation.

Early engagement is the time frame when service penetration sealing should be considered.

In the case of high-rise and multi-occupancy buildings, this would be as early as the design stage, when all the project requirements are known.

Engaging early in firestopping ensures that all key stakeholders, from architects to contractors, are on the same page from the beginning.

This collaborative approach not only improves fire safety but also promotes a sense of shared responsibility for the project’s success.

The Firestopping of Service Penetrations: Best Practices in Design and Installation guide, jointly published by ASFP, BESA, BSRIA, FIS, and GPDA, has nine golden rules.

Seven of these relate to the building’s design.

This handy guide emphasises the need for all parties to engage from the project’s early stages, ultimately saving lives by constructing a building around the tested details available.

What does early engagement involve? 

When working alongside numerous stakeholders involved in a project, the best practice is to engage early with your team and relevant trades to identify and bring together all the suitable tested details.

This is important from a compliance, commercial liability, and practical perspective.

1. Identifying the project’s requirements 

Firstly, it’s essential to understand the project’s fire strategy requirements.

Once these are established and the locations of the walls and floors are determined, how the services will affect the compartment lines can be assessed.

This may even allow for some flexibility in choosing the desired services.

However, the success of early engagement depends on all parties’ flexibility.

So, if no tested solutions are available for the desired insulation, a level of compromise is needed to secure alternative tested details.

Next, decide how the services will penetrate the wall or floor.

At this stage, it’s important to determine how these penetrations will be executed and ensure they are achievable.

2. Engaging with the relevant parties 

Once the project’s requirements are identified, the next step is to engage with the manufacturer to determine the available tested solutions.

The designer will then gather and communicate the tested details to the supply chain.

This step ensures the involved trades understand the design and can efficiently build it.

If any untested applications are discovered, the process must restart, identifying necessary changes.

This might involve altering the wall type to accommodate a tested detail.

3. Preparing to build 

The design will be finalised at this stage with precise firestopping solutions for each service.

Construction can commence once the details are approved, and all parties are in agreement.

Having a robust design before the build phase ensures that installers can follow the plan onsite, guaranteeing that all installations meet regulatory requirements.

The benefits of early engagement – Chiltern Vale Care Home case study

Chiltern Vale Integrated Health and Care Hub was a prime example of early engagement, and how a project can progress if all stakeholders collaborate.

As the chosen manufacturer, we worked alongside Willmott Dixon and Fire Shield.

The project’s main objective was to design and build around suitably tested details in line with regulatory requirements and best practices.

What was the project’s main challenge? 

After initial discussions, it became clear that the proposed wall systems did not have sufficient test evidence for service penetrations.

Therefore, the client’s main challenge was finding fire-tested solutions that met the requirements of the supporting construction types.

What became more of a challenge was that the proposed supporting construction types were fairly uncommon, such as a Porotherm wall and a 60-minute single-skin plasterboard wall.

What solutions were reached to resolve any issues? 

Both Willmott Dixon and Fire Shield implemented an early engagement approach, which ensured that any issues could be rectified as early as the design stage and, ultimately, new solutions could be identified.

Because of the effective cross-party communication at these early stages, we had sufficient time to fire test the proposed wall system to ensure there was primary test evidence.

This allowed the project to proceed without substituting the wall system.

What successes did the client achieve by adopting an early engagement approach?

The client successfully addressed various issues with minimal difficulty by following a standardised process.

In instances where a tested solution was unavailable for the application in question, the client explored the possibility of redesigning the services.

Though this was not possible, early engagement ensured we had the time and flexibility to test the application, recognising its frequent occurrence onsite.

As the project entered the build stage, Fire Shield could proceed with minimal hassle and liability.

The compliant design ensured that installations were achievable and met all regulations, avoiding additional costs and delays.

Adopting an early engagement approach is challenging, as it requires a shift in mindsets and a cultural change both within organisations and across the industry.

Equally important is recognising that fire safety must be made a priority.

Fire safety decisions are among the most critical choices ever made.

They are life-critical.

Following a ‘design then build’ approach will not only promote competency, but increase life safety.

Golden Rules for Firestopping Service Penetrations

GOLDEN RULE 1

Ensure an early engagement with firestopping manufacturers and specialist installers.

GOLDEN RULE 2

Review the fire strategy documents and fire strategy plans in conjunction with the M&E specifications.

GOLDEN RULE 3

Identify all of the service types passing through the compartment floor or wall including any insulation products.

Establish the space required to install and firestop the services.

GOLDEN RULE 4

Follow the ‘Design process for penetration seals’.

GOLDEN RULE 5

Only select firestopping products which are third party certified by a UKAS accredited organisation.

Firestopping products should be certified or CE marked and tested using the relevant standards.

GOLDEN RULE 6

Ideally select one firestopping manufacturer throughout the project.

Products from different manufacturers should not be mixed in the same opening unless there is clear test evidence to substantiate their use.

GOLDEN RULE 7

Request copies of the third party certification from the manufacturers.

These should be reviewed by a suitably qualified person to ensure the certification and field of application is relevant for the situation.

GOLDEN RULE 8

Ensure the installers of ALL service penetration seals are third party certified by an organisation such as FIRAS, LPCB, IFC, BM TRADA etc.

GOLDEN RULE 9

Implement a structured inspection plan to include photographic evidence as the work proceeds.

The Last Word with Quelfire

Alec Purdie, Technical Manager, talks about Quelfire’s role in transforming fire safety at RUH’s Dyson Cancer Centre

Could you provide an overview of a recent project that Quelfire has been involved in?

One of our recent significant projects was the fire safety engagement for the Dyson Cancer Centre at the Royal United Hospitals Bath (RUH).

This new facility, which opened in October 2023, spans three storeys and brings together most of RUH’s cancer services into one state-of-the-art building.

As the selected manufacturer for firestopping solutions, we worked closely with the main contractor, Kier Construction, and the firestopping contractor, Optimum Drywall, to ensure a design that met rigorous fire safety standards and regulations.

What was the most significant challenge in this project, and how did your team overcome it?

The most significant challenge we faced was ensuring the required fire test evidence for the proposed supporting construction, especially with many walls using single-skin plasterboard.

Although we had suitable solutions for pipes and cables, there were no tested solutions for metal ducts and dampers in these walls.

This required a risk assessment led by BB7, the fire engineer, and a reassessment of previous projects and details from the damper manufacturer.

Additionally, we encountered issues with the use of pneumatic pipes, which are thinner than standard plastic pipes and had no prior tested applications.

We addressed these challenges by incorporating the proposed pneumatic pipes into our ongoing test programme, allowing us to provide the necessary test data and ensure compliance.

How has this project furthered Quelfire’s mission or goals?

This project exemplified our commitment to innovation and collaboration in fire safety.

By engaging early with all stakeholders, we could address potential issues at the design stage rather than during construction.

This approach ensured compliance with fire safety standards and highlighted the importance of early engagement in firestopping.

It reinforced our mission to provide reliable, tested firestopping solutions that protect people and property.

Can you share some key learnings from this project that will be used to inform future projects?

The critical importance of early engagement.

By involving all parties—contractors, fire engineers, and specialists—early in the process, we could identify and resolve potential issues before they became significant problems.

This project also taught us the value of flexibility in design and testing.

For example, when standard solutions were not available, we could adapt and conduct specific tests to meet the project’s needs.

This adaptability will be invaluable in future projects, particularly those with unique requirements or constraints.

What impact do you anticipate this project will have on Quelfire’s customers or the wider fire safety sector?

The success of the Dyson Cancer Centre project sets a new standard for fire safety in healthcare facilities.

Our approach demonstrated the benefits of thorough planning, testing, and collaboration, which can be applied to other sectors.

For our customers, it means they can expect even more reliable and tested solutions tailored to their specific needs.

For the wider fire safety sector, this project serves as a benchmark for integrating fire safety considerations early in the design process, ultimately leading to safer, more compliant buildings.

Quelfire discusses changes in fire safety since Grenfell Tower fire

“Many positive changes are taking place” since Grenfell Tower fire, says Quelfire

June 14th marks the seventh anniversary of the Grenfell Tower fire.

Quelfire has published an article focussing on themes such as the importance of responsibility and cultural change within the construction industry, encouraging all parties to stay ahead of government initiatives.

While there are still challenges within the built environment, many positive changes are taking place.

The Grenfell Tower fire revealed the urgent need for change within the UK’s government and construction industry.

In May 2018, Dame Judith Hackitt’s Independent Review of Building Regulations and Fire Safety found that the high-rise and complex building regulatory system was “not fit for purpose.” This led to 53 recommendations aimed at changing industry practices, culminating in the Building Safety Act 2022.

Training and education improvements

Quelfire’s publication highlights the Grenfell Tower Inquiry, which revealed significant gaps in knowledge, regulations, and practice, prompting an increase in fire safety training across the industry.

Companies are now investing in internal training programmes to ensure that all employees, from on-site workers to senior management, understand fire safety measures and products.

Professional bodies such as the Royal Institute of British Architects (RIBA) and the Institution of Fire Engineers (IFE) have expanded their training programmes.

The IFE and the Association for Specialist Fire Protection (ASFP) released Level 2 and Level 3 qualifications covering essential knowledge for those working in the passive fire protection sector.

This is supported by initiatives like the Building a Safer Future (BSF) Charter, which promotes behavioural and cultural change across the industry.

Additionally, the use of technology in fire safety training has increased.

Virtual reality (VR) tools now provide individuals with an in-depth understanding of firestopping and its function in a fire scenario.

Adoption of industry best practices

With improved education, the adoption of industry best practices and concepts has increased.

Quelfire’s article points out that one example is the implementation of early engagement in firestopping.

Traditionally, service penetration sealing was considered too late in a construction project.

However, many contractors are now prioritising fire safety from the outset by engaging early with key stakeholders to ensure the installation of firestopping products is in line with tested details and manufacturers’ guidance.

A recent poll by Quelfire revealed that 74% of respondents had begun adopting an early engagement approach, highlighting the industry’s commitment to enhancing building safety across the UK.

Increased ethics and responsibility

According to Quelfire, the Building Safety Act has pushed the construction industry towards greater responsibility and ethical behaviour.

Tighter building regulations have placed clear responsibilities on individuals.

The Building Safety Regulator now oversees the safety and performance of high-rise buildings.

Dutyholders and Accountable Persons must maintain the Golden Thread of Information, ensuring accurate and up-to-date information about the building is available throughout its lifecycle.

Industry professionals must meet the requirements of Gateways Two and Three at critical stages of design and construction to ensure compliance.

Building owners and managers are required to regularly inspect active fire systems such as fire doors and sprinklers, engage with residents about fire safety, and create clear instructions for emergencies.

Non-adherence to industry regulations can result in criminal charges, fines, or even prison sentences.

Looking to the future

Quelfire notes that although the industry’s progress is somewhat driven by government legislation, it also highlights a cultural shift and a desire to prioritise fire safety.

The Grenfell United group, formed to drive justice for the 72 lives lost, has been influential in driving this change.

While it is shocking to know that the Grenfell Tower fire could have been avoided, the changes we are seeing today pay homage to the lives lost and the wider community affected by this tragedy.

Many commendable companies, organisations, and individuals are working together with a common goal of making buildings safer.

As reported by Quelfire, the industry’s efforts and positive changes must continue to ensure that such a tragedy never happens again.

Quelfire Early Engagement Case Study: RUH’s Dyson Cancer Centre

The Royal United Hospitals Bath (RUH) is a 52-acre site that provides specialist, general acute, and emergency treatment for around 410,000 people.

In October 2023, the RUH opened the Dyson Cancer Centre to help transform the care provided for patients, families, and carers.

Over three storeys tall, the new centre is located next to the main entrance of the RUH. It will bring most of the RUH’s cancer services, including research teams, to one facility.

As the selected manufacturer, we worked closely with the main contractor, Kier Construction, and the firestopping contractor, Optimum Drywall.

The main objective was to achieve a good-quality design that was fit for purpose, and to build using suitably fire tested details in line with industry best practices and regulations. 

What was the main challenge during the project?

The primary challenge faced by the client involved ensuring the required services had appropriate fire test evidence for the proposed supporting construction.

For instance, many of the proposed walls used single-skin plasterboard. While we had suitable solutions for the proposed pipes and cables, there was a lack of tested solutions for metal ducts and dampers passing through them.

This required a risk assessment led by the fire engineer, BB7, to check previous tested details used on projects and details from the damper manufacturer.

Another issue arose with pneumatic pipes, typically used in hospitals and considerably thinner than standard plastic pipes.

This ultimately led to several untested applications, requiring the client to rethink the design.

What solutions did we reach to resolve any issues?

We had worked with Optimum Drywall on other projects; thus, they recommended the client engage with us to ensure the design of the building was compliant before entering the build stage.

The first early engagement meeting occurred in December 2021, followed by corresponding meetings.

Cross-party communication was a pivotal factor when resolving any issues faced; Optimum Drywall was included in the early meetings, sharing insights into the practicability of suggested installs. We also worked with other parties, including BB7, to ensure everyone was aligned.

Due to the available time and flexibility, we had the opportunity to incorporate the pneumatic pipes proposed on this project into our ongoing test programme for the client.

We tested two specific scenarios: 110mm pneumatic pipes with a 1.8mm wall thickness and 160mm pneumatic pipes with a 3.2mm wall thickness.

This ultimately meant the client could progress with their proposals. When ducts and dampers were proposed in single-skin walls, it was proposed to change the walls to a double-skin plasterboard system to work with tested systems.

Another scenario we could advise on was a three-sided plasterboard wall. On the third and fourth sides, there was a concrete soffit.

We recommended a tested detail allowing deflection between the wall and the soffit. This permitted the services to be placed as high as possible.

What kind of success did the client enjoy with our services/ products?

This development proved the benefits of adopting an early engagement approach in firestopping and was a prime example of all parties working together to achieve the same end goal: protecting people and property.

Early engagement brought together the requirements, for instance, the wall and services requirements, and allowed the client to thoroughly understand the presented tested details.

This ensured the client could resolve any issues at the design stage and work around the tested details available due to the flexibility of the design.

For instance, the client could confidently employ the large metal trunking they required because we already had a tested solution.

In cases where we lacked a tested solution, and the client could not go back and redesign, we dedicated the time to conduct the necessary testing for the specific application.

This provided essential test data for the client and benefited the entire industry, particularly in sectors like healthcare, where pneumatic pipes are increasingly being used.
