For instance, the Lakanal House fire brought about the Construction Strategy ‘2025’ in July 2013; the Wharfside fire in 2015 saw the introduction of the Construction Strategy ‘2016-2020’ in March 2016; and the Grenfell Tower fire saw Hackitt’s Independent review in 2017, which led to the Building Safety Act in 2022.

Since the Grenfell Tower fire and the introduction of the Building Safety Act, the importance of passive fire protection has started to be recognised.

Though no fire should be overlooked, the tragedy of the Grenfell Tower exposed the decades of deregulation and lack of regard for fire safety across all sectors.

This exemplified the incompetence and misconduct within this country’s government and construction industry.

In the past couple of years, the industry has started to embrace cultural change, and many positive changes are taking place.

There is more teamwork and collaboration across trades, increased educational resources, and early engagement across projects.

But there is still a long way to go.

Our campaign hopes to create an open conversation about embracing responsibility, while nurturing best practice.

Whose job is it to know?

Passive fire protection is a critical component of fire safety, ensuring the protection of people and property.

Take, for example, service penetration sealing, where the effectiveness of the firestop relies on factors such as its design, installation, the substrate it’s installed into, and the actual services installed.

Dryliners, mechanical contractors, electricians, and other specialist trades, along with the wall manufacturers, directly influence the efficiency of the whole system.

Consequently, all stakeholders involved in the design and installation of service penetration seals are responsible for communicating this information early enough to ensure the building aligns with the tested details available.

What do you need to know?

Understanding your role in firestopping is paramount to ensuring that buildings meet the regulatory requirements.

A key aspect of this is understanding compartmentation – the practice of dividing the premise into areas of manageable risk using fire-resistant barriers.

Effective compartmentation is not solely about the products used but how they are tested in different applications and installed.

A building must be designed and built around tested details, requiring collaboration and early engagement among all stakeholders.

The complexity of service penetration sealing requires understanding your involvement at different RIBA stages and how taking responsibility can facilitate the project’s next stage.

At the design stage, this looks like proactively considering the project’s wants and needs, including the fire strategy requirements, such as essential fire ratings and the location of fire-rated walls and floors.

Central to this understanding is competency, built from skills, knowledge, experience, and behaviours.

However, recognising your limitations is equally important.

This encourages you to seek answers beyond your limitations, reaching out to those competent on the subject matter.

But when – and how?

Legislation changes drive standards, laws, and sometimes even mindsets.

But the industry mustn’t wait for government: the time to act is now.

It is never too late to change the way you work and ensure fire safety is at the forefront of your projects.

Though you may feel apprehensive about work completed on previous projects, acknowledging the need for change is the first step towards improvement.

Taking proactive steps towards doing the right thing is crucial, as waiting for government will be too late.

Regardless of how competent you think you are or the duration of your study, it is important to refresh your skills and stay up to date with current practices.

Engaging in continuous training and seeking opportunities to expand your knowledge is highly recommended.

This may involve attending CPDs or product-specific training, participating in early engagement meetings, or examining sample boards as a benchmark for compliant installations.

The motivation to improve must come from within yourself.

WHY is it your job to know?

Some design solutions don’t factor this in.

Relying solely on guidance documents without understanding their actual implications might lead to non-compliance.

Issues often go unnoticed due to late engagement, and this results in a rush to rectify non-compliances, which can be a costly and cumbersome process.

What does a standardised process for a main contractor involve?

The essential aspect for passive fire protection in service penetrations is timing it appropriately within the building design schedule.

The process involves:

Fire strategy determination: Begin by outlining the building’s fire strategy and identifying all structural components.

Construction type verification: Sometimes, the architect’s preferred supporting construction type isn’t viable.

Recognising this early allows for adaptability.

Understand structural dynamics: Consider aspects like floor and beam deflection and any load-bearing elements.

This helps determine suitable products and installation methods.

Service selection: It’s pivotal to choose service types early on.

For multifunctional areas housing various services like cable trays and pipes, design considerations, including spacing requirements, become paramount.

Detailed information sharing: The design team should provide manufacturers with comprehensive data.

For instance, specifying a 28mm copper pipe with 40mm thick phenolic insulation is far more helpful than merely stating “an insulated pipe.”

This brings together all stakeholders— from the principal designer, who shoulders significant responsibility under the Building Safety Act, to wall manufacturers, MEP representatives, and fire-stopping manufacturers.

This ensures a harmonised approach, considering diverse elements beyond just fire safety.

How has the journey towards creating a standardised process evolved?

The evolution towards a standardised process has been substantial.

At Quelfire, as we have worked on an increasing number of projects, we’ve seen project at various stages.

This has granted us a bird’s eye view, allowing us to identify recurring ‘choke points’—areas where issues tend to converge, leading to significant project delays.

These bottlenecks often trace back to poor coordination, an absence of a clear design blueprint, or last-minute planning.

In my early days at Quelfire, I frequently found myself stepping in post-design, when builders had finalised their work, services were already in place, and the fire-stopping professional was onsite, unsure of the next steps.

In such scenarios, the common refrain was, “What should I do now?”.

Due to a series of oversights, many tasks could not proceed as planned.

This led to extensive remedial work—a burden no stakeholder wanted to bear, resulting in a blame game.

We have, however, seen a marked shift recently with our expertise being sought much earlier in the project lifecycle.

This shift, which has accelerated notably this year, might be attributed to a change in industry mindset or perhaps legislative measures like the Building Safety Act.

It seems the message is finally resonating – though there is still a considerable journey ahead.

What are the benefits of implementing standardised processes?

Many leading contractors have already embraced the concept of a standardised process.

They recognised the impending changes and the challenges and have been proactive in integrating these processes.

Those who’ve successfully adopted the process have seen distinct improvements.

Time efficiency: Contrary to the belief of some that designing and then building might slow things down, the opposite has proven true.

With a comprehensive and universally understood design in place, projects are executed within the projected timelines.

Cost-effectiveness: When all parties are privy to the same design, understanding the products to be used and their respective installation timelines, this transparency minimises unforeseen costs and keeps the project within budget.

Peace of mind: A meticulously crafted design, aligned with fire test evidence, guarantees that the safety products will perform as expected, offering peace of mind to all stakeholders.

This ensures the well-being of occupants and provides assurance to those responsible for the project.

What are the challenges of implementing a standardised process?

One of the primary challenges, as highlighted by Dame Judith Hackett, is the need for a significant cultural shift.

That is why we strongly recommend that a standardised process is achieved and implemented for each project.

A recommended standardised process: what does it involve?

Like all processes, there are steps and measures that need to be thoroughly followed to achieve the wanted outcome.

Processes are there for a reason. And for high-rise and multi-occupancy buildings, the need for these have never been more glaringly obvious.

They save lives. But also limit the damage caused by fire to a building and its contents.

Consequently, when a compliant process has been established within your organisation and for any current projects, it makes sense that this should then be standardised and applied to any future projects.

This gives you the chance to optimise how you work, making the process more robust.

In our experience working with various parties involved in construction projects, the best practice for creating a standardised process will always be to engage early with your team and relevant trades to identify and bring together all the suitable tested details.

This is important from a compliance perspective, but also from a commercial liability and practical perspective.

1) Identifying the project’s requirements

The starting point is to understand the project’s wants and need. What comes under that, and is non-negotiable, are the fire strategy requirements of the project.

Once these have been established and the location of the walls and floors have been situated, how the compartment lines are going to be compromised can be determined.

In other words, the services that are going to be installed and maybe even a choice of services you want to be installed.

However, the success of early engagement does depend on the flexibility of all parties.

For instance, if there are no available tested solutions for the type of insulation desired, a level of compromise is crucial to identify alternative tested solutions.

The next step is to decide how the services should penetrate the wall or floor. Are you going to drill a hole and use a direct-to-wall seal, or create a letterbox opening and use fire batt or compound to seal the gap left behind?

At this stage, it’s important to have an idea of how you intend to execute the penetrations whilst ensuring they’re achievable.

2) Engaging with the relevant parties

Only when you have identified the project’s requirements should you begin to engage with the relevant firestopping manufacturer, like ourselves, to identify the available tested solutions for your requirements.

Once there is a portfolio of details, the designer can then gather all the information and communicate it to the supply chain.

This part of the process is paramount in ensuring that all the relevant, competent trades are not only happy with the design, but can also efficiently build it.

In the event that any grey areas or untested applications come to light, it becomes necessary to start the process from the beginning, identifying any changes that need to be made.

For instance, this could involve modifying the wall type to be able to utilise a tested, compliant detail.

3) It’s time to build

At this point, you will possess a finalised design.

This will clearly outline the precise firestopping solutions for each service, including spacing requirements, dimensions of the letterbox, and the necessary space between each seal, among other aspects.

Once the details have been approved, and everyone is in agreement, construction can commence.

This enables installers onsite to adhere to the provided design, guaranteeing that installations meet compliance requirements.

Cultural change: industry vs organisation

As we’re well aware, establishing a standardised process isn’t as straightforward as it sounds.

Cultural change does not happen overnight.

Therefore, employers must take on the role of influencers in the development of their organisation.

As well as employees being committed to doing what’s right and compliant.

With cultural change, it’s possible that once new processes are implemented, issues from past projects may arise.

Instances where firestopping installations were non-compliant may come to light, such as improperly fixed fire collars, wraps used in oversized holes, or incorrect use of PU foam around services.

We understand that the challenges of construction projects can sometimes lead to unintentional deviations from plans and regulations.

And, at times, adhering to guidelines might be hindered by tight deadlines, changing requirements, or even a lack of clarity in terms of industry best practices.

Whilst you may have been working to the best of your knowledge at that time, it’s crucial that these issues are addressed.

This involves areas of non-compliance and changing internal processes to ensure any future projects are in line with regulations.

Implementing an internal standardised process may involve ensuring your team adopts an approach which addresses the project’s needs from an early stage.

It also involves creating the golden thread of information to gather, store, and maintain key information about a building’s lifecycle.

And realising that you don’t have to go it alone.

This ensures transparency and traceability, thus, reducing any potential future vulnerabilities.

The cost of not doing it right the first time around

Standardised processes also play an important role in minimising commercial liability.

The cost of having to correct errors once the building is occupied far outweighs the initial effort of optimising internal processes and adhering to regulations.

Yes, it may take longer to establish and implement new processes, but it is more beneficial in the long run.

Issues that come to light late in the design stage and during installation inevitably lead to extra costs and delays.

For instance, if there is no tested solution at the design stage, the application will need to be redesigned; if products are installed incorrectly, they will have to be rectified; and if issues are discovered during inspections, this will not only require the reconsideration of the firestopping products used, but the design of them too.

Ultimately, if errors are not identified during the final inspection and a fire breaks out when the building is already occupied, putting lives at risk and legal implications will be the price of cutting corners and compromising fire safety measures.

Standardising processes within the construction industry is undeniably challenging.

It requires not only an industry-wide cultural change, but also an organisational one.

Collaboration, standardisation, and optimisation: these are key takeaways. Equally important is to recognise that fire safety must be at the forefront of any project-based decision.

These decisions, whilst they seem small in the moment, are some of the most important choices we will ever make.

They are life critical.

That is why ensuring you have a compliant standardised process in place will encourage competency and, ultimately, enhance building safety.

Quelfire launches passive fire protection for service penetrations in buildings training

Quelfire, a leading provider of passive fire protection solutions, has announced the availability of their CPD training titled “Effective Passive Fire Protection for Service Penetrations in Buildings”. This training is intended to raise awareness and educate the construction industry about the importance of passive fire protection.

The CPD certified training is aimed primarily at specifiers, architects, designers, contractors, project managers, consultants, and surveyors. The training emphasises the importance of early engagement in ensuring compliant installations and effective design and specification of complete firestopping systems.

IFSJ Exclusive: Quelfire talks firestopping compliance

IFSJ spoke to Craig Wells, Sales Director at Quelfire, to discuss firestopping compliance

Tell me a little about Quelfire?

Quelfire is a manufacturer and supplier of passive fire protection with a primary focus on service penetration seals. We were established in 1977 as a family business and are still family[1]managed today. Since then, we have grown into one of the key providers of passive fire protection solutions and influencers of the market. Along with the products we manufacture and distribute, we put a huge emphasis on both technical support and education.

The culture within the organisation is very much: If we’ve got a tested solution we can sell it, if we don’t then we have to walk away. A large proportion of our annual investment goes into testing our products to achieve a larger scope of application based on feedback from our customers and the industry at large.

We supply specialist fire stop contractors, main contractors, builders, and all the trades in between – from dry-lining contractors to mechanical electrical contractors, anyone with an interest in passive fire protection we’re willing to engage with.

What exactly is firestopping compliance and why is it important?

Building regulations Approved Document B essentially states that all gaps and all penetrations must be suitably sealed. Compliance as a minimum is meeting the requirements of Approved Document B: to install and maintain products which have been tested to the correct standard for the particular application.

 It is important because it quite literally saves lives. A lot of people will be familiar with the Stay Put policy. There has been some criticism around that because of the events at Grenfell, but the policy is effective if the compartmentation is maintained using the correct products, installed in the correct way.

What recent developments have you seen around compliance?

The Grenfell Tower fire first raised the issue of compliance and consequently, this has raised the standards the industry must work to. The Building Safety Act, which received Royal Assent in April, has changed things certainly from the main contractor perspective. We hope this will continue. Fire stopping has historically been regarded as one of the smaller value packages that is implemented on a project towards the end. They will build walls and floors, run all the services through and then ask the fire stopper to come and firestop using the products.

What we’re seeing now is a change in the right direction. People are asking: what do we want to build, how do we want to build it, and is there a tested solution available. They’re now identifying the tested solution, working out what the parameters of that test evidence are and designing around it. The key thing then is sticking to the plan as we move through the installation stage.

There are some very positive changes which are being spring boarded by the introduction of the Building Safety Act, but also just a strong desire within organisations to do the right thing and we are glad to support this.

What should be done to improve compliance throughout the design and installation process?

The buzzwords, and rightly so, are early engagement and cross-party communication. These have got to be encouraged. The fire stop itself is only ever as good as the installation, as the substrate that it’s installed into, and as the actual services that are installed. You’ve got dry liners, mechanical contractors, electricians – maybe other specialist installation trades as well as the wall manufacturers and installers. All these things directly impact the effectiveness of the whole system, so it is important that we’re bringing everyone together at an early stage and designing the building using the tested solutions that are available.

How can parties work together to ensure compliance?

An early engagement meeting is critical. We get everyone together on the same page right from the start, making sure that everyone is involved from the early stages so there are no hiccups along the way. It requires regular meetings with all parties as the slightest change from one party could have quite a massive impact on another. There are also practical steps that we can take, such as Toolbox Talk training sessions. These are on-the-job training sessions conducted by manufacturers like ourselves.

The construction industry can be fairly complacent in terms of thinking that everyone is competent. If we take simple things like installing putty pads into electric socket boxes – you’ve got a qualified electrician that’s used to wiring up socket boxes and is then being asked to put a fire stopping device into the socket. It’s not hard to install a putty pad, but does that individual know why they are installing it? Do they just think it’s a gasket and regard it as a nuisance getting in the way of their wiring? Or do they understand that this is a life[1]safety critical element?

The other suggestion is to install physical sample walls. What you establish at that stage is exactly what is expected in terms of the installation; the writing can be on the wall in terms of expectations. From then on it becomes the benchmark. Anyone onsite can see what’s expected and can measure their work against this benchmark. There can also be that cross-party scrutiny, where one party can say ‘shouldn’t X be doing this because that’s what the demo wall shows?’

How do you make sure that the correct products are being installed?

 By promoting the message that help is available. Competency is knowing what you don’t know and it is really important for people to understand that there are manufacturers and system suppliers like ourselves who are willing to help and provide support. People should not think that they have to go it alone.

Technical support services in the construction industry have tended to be an email address that is monitored once every couple of weeks. We aim to respond to emails within one working day. People should understand that help is available and it’s not wrong to not know the answer to your solution.

There are people out there that can support you and provide you with an evidence-based solution. This has been a challenge in the industry – people have been afraid to go into the level of detail that’s required at an early stage because they think it is going to be hard work to get it out of the manufacturer. But, as I say, things are changing and for us that is one of the main reasons why persons choose to work with us along with our huge, tested scope of application of products.

Quelfire is hosting a panel discussion at London Build this month*, what is its focus and why should people attend?

The discussion is called ‘The Journey to Achieving Fire Stopping Compliance’. There are two strands to the journey aspect of it. One is understanding that it is a journey – from the early stages working out what is needed to achieve compliance and then the various stops along the way which need to be introduced to ultimately achieve compliance at the end of the project.

The other side is that for a lot of people, this is a massive cultural change, and cultural change does not happen overnight. There has been a historic attitude of ‘leave it to the end, leave it to the installers’ but really to achieve compliance it is a case of ‘take control and work out what’s needed, and dictate to the relevant people that this is what we need along the way.’

The discussion will focus on the importance of early engagement, designing the building using tested solutions and all the steps and tools that can be used along the way to make sure that all the parties are aligned and, ultimately, the building is constructed compliant and safe. We’ll also touch on the things that can be done to meet the requirements of the changing legislation and the emphasis on the Golden Thread.

Quelfire’s QuelStop named Fire Safety Solution of the Year at London Construction Awards

Quelfire has won the Supplier of the Year and Fire Safety Solution of the Year at the London Construction Awards 2022.

Over 350 guests from all sectors in the industry came together on Friday 23 September, including suppliers, contractors, architects, civil engineers, developers, housebuilders, local authorities and more.

Winners from twenty categories were announced by award-winning comedian Simon Brodkin and it was said that “the range of companies that entered were incredibly diverse and reflected the strength of the London construction industry.”

This Supplier of the Year award category was aimed at any supplier in the built environment that has demonstrated success, innovation, or notable achievement in the past 12 months.

Commenting on Quelfire, the judges said: “We were impressed with this submission as they weren’t just shouting about good customer service (surely every supplier should be doing this?). They also spoke about putting profit back into research and development, the tech support they offer and how they educate the industry. The latter is significantly needed.

“Quelfire is operating successfully in one of the most contentious ends of the industry. Where many have shied away from fire-related matters and insurers exclude many companies from operating in this sphere, Quelfire is providing a solution with not only their products but also with training, thereby raising the competency of the industry.”

The Fire Safety Solution of the Year award category recognises excellence and innovation in solutions for fire safety. The judges notes for this category read: “Quelfire provided a great submission for their QuelStop Firestopping system. Their submission talked about their solution, what it does and what makes them different from their competitors. This is really important when submitting something like this as there were lots that didn’t stand out from the crowd.

“The QuelStop System is different as it offers a wide range of tested details; it has value-added services; and an early engagement approach to help clients design and install the system in a compliant way.”

Commenting on their win, Quelfire said: “We would like to say a heartfelt thank you to all the judges, who recognised how passionate we are about contributing to a positive cultural change and safer buildings by providing primary test data for real life scenarios; providing support for compliant design and installation of our firestopping solutions; educating the industry and, as we are known to say, ‘doing it right, the first time around!’
