Reported fire incidents linked to battery failures

UL Solutions said several recent incidents involved lithium-ion battery fires.

On 29 May, a Southwest Airlines flight was diverted when smoke came from a passenger’s battery charger.

The day before, the airline had introduced a new policy requiring passengers to keep portable battery packs visible during flights.

The company also reported that a resident in Massachusetts suffered a minor burn when a charging phone exploded and set fire to their bed.

The UK Government intends to introduce specific obligations for online marketplaces in line with the Product Regulation and Metrology Act.

“Following the bill’s Royal Assent, the government must act fast to tighten definitions of online marketplaces, introduce a clear duty so that online marketplaces are accountable for product safety, and empower regulators to issue heavy fines for those that fall short of the required standards.”

London Fire Brigade and safety groups support the legislation

London Fire Brigade Deputy Commissioner Charlie Pugsley said: “We are pleased that the Product Regulation and Metrology Bill (PRAM) has been granted Royal Assent.

“London Fire Brigade sees one e-bike or e-scooter fire every two days and we have long called for regulation to improve product safety and safeguards on online marketplaces to protect people from buying dangerous products that pose a fire risk.

“We welcome this new piece of legislation, which will better regulate unsafe products being sold and help to protect the public from unsafe products and particularly poor quality or non-compliant lithium battery products, which can present unique fire safety challenges.”

Electrical Safety First welcomes new legislation and calls for strong follow-up regulations

Lesley Rudd, Chief Executive of Electrical Safety First, said the new law marks a turning point in product safety legislation.

Rudd said: “This legislation has the potential to transform our product safety laws, making them fit for the 21st century.

“We now have an opportunity to address new and emerging product safety risks – particularly the threat posed by substandard e-bike batteries, which continue to cause ferocious fires across the country, and the ‘wild west’ of online shopping, where dangerous goods are relentlessly sold.

“Whilst we welcome the Bill’s enactment and the speed at which the Government has moved, the forthcoming consultations must be bold, brave and robust to effectively tackle the serious risks posed by substandard e-bike batteries and dangerous goods sold online.

“These batteries and modified devices continue to cause life-threatening fires, injuring and tragically, in some cases, killing people in their homes.

“Strong new rules are urgently needed to keep poor-quality batteries and accessories off the market.

“Online marketplaces must finally be held legally responsible for the safety of products sold through their platforms.”

According to Electrical Safety First, it secured several amendments to the bill, including measures to improve transparency in assessing new risks, guaranteed rights to consultation, and a government commitment to regulate e-bike batteries.

The organisation said it has played a leading role in raising awareness of fire hazards from substandard lithium batteries.

Its 2022 report, Battery Breakdown, outlined the increasing risks associated with poor-quality e-bike batteries and proposed detailed policy interventions.

Electrical Safety First has also identified banned or unsafe batteries for sale on online platforms, including a UPP model linked to multiple fire incidents and found listed on Facebook Marketplace.

The charity is advocating for new mandatory safety standards for conversion kits and charging systems to address incompatibility risks and reduce battery-related fires.

It has also called for a legal redefinition of online marketplaces to make them formally accountable under UK safety law.

Economic and safety context for regulatory reform

The Government said the regulatory changes were designed to reflect the evolving nature of the marketplace and increasing dependence on online platforms.

The Office for Product Safety and Standards noted a steady rise in incidents involving lithium battery fires, many involving products bought online.

The new act formalises the ability of regulators to take proportionate action against sellers or marketplaces that allow unsafe goods to reach consumers.

This includes civil and criminal penalties where appropriate, and collaboration with trading standards and industry stakeholders to implement the law effectively.

The Department for Business and Trade said its intention is to support enforcement bodies while preserving the UK’s reputation for product safety.

New UK fire safety law targets online marketplaces selling unsafe products: Summary

The Product Regulation and Metrology Act has received Royal Assent.

The law introduces enforcement powers aimed at online marketplaces.

The purpose is to reduce the sale of unsafe goods, including lithium-ion batteries.

According to the Office for Product Safety and Standards, there were 211 e-bike and e-scooter fire incidents in 2024.

Most incidents were reported by London Fire Brigade.

The Government said the act creates parity between online and physical retailers.

Online marketplaces will be required to meet product safety obligations.

The Office for Product Safety and Standards will continue targeted campaigns.

Statements supporting the law came from Government, fire services, and safety groups.

The law affects about 300,000 UK businesses in the regulated product sector.

British Safety Council releases 2025 Impact Report on workplace health and safety

British Safety Council focuses on training, wellbeing and safety in 2024

British Safety Council has published its 2025 Impact Report, summarising a year of training, campaigning and policy engagement in the UK and internationally.

The report covers work carried out in 2024, including support for SMEs, safety training in 95 countries and contributions to national policy conversations.

According to British Safety Council, the organisation trained over 12,000 learners globally and delivered wellbeing workshops across six UK cities.

The report also describes British Safety Council’s wider campaigning and advisory work on lithium-ion battery risks, working at height and emerging technologies.

Mike Robinson, Chief Executive of British Safety Council, said: “This report is a reflection of what we can achieve when we come together with purpose.”

Campaigns and workshops focused on SME wellbeing

British Safety Council said its Keep Thriving campaign supported 43 small and medium-sized businesses in developing workplace wellbeing strategies.

Workshops were held in London, Birmingham, Edinburgh, Manchester, Cardiff and Bristol, offering SMEs three hours of in-person guidance.

According to the organisation, two participating SMEs – The McPin Foundation and Grant and Bowman – received £10,000 each to help implement their wellbeing plans.

Follow-up evaluations showed that many SMEs lacked formal wellbeing strategies or ways to track their effectiveness, British Safety Council said.

The campaign gained 76 new supporters in 2024, bringing the total number of participating employers to 501.

Strategic research and policy advocacy expanded

British Safety Council said its partnership with the Institute of Occupational Medicine produced a white paper titled Being Well in a Changing World.

It also published Navigating the Future: Safer Workplaces in the Age of AI, following a roundtable event and a YouGov survey on workplace safety and technology.

The organisation released a UK general election manifesto with seven recommendations, including the creation of a Minister for Wellbeing.

Sir Stephen Timms MP, Minister of State for the Department for Work and Pensions, responded to the manifesto with a letter welcoming the proposals.

British Safety Council said its policy team increased engagement with MPs, peers and local authorities through a new bi-monthly newsletter.

Mates in Mind formed new alliances and delivered sector events

The organisation’s workplace mental health programme, Mates in Mind, underwent a leadership change with Samantha Downie becoming Managing Director in February 2024.

According to British Safety Council, Mates in Mind launched a CITB-funded Supporter Lite scheme for 100 SMEs and held its first Make A Difference Construction Summit.

The charity also became a founding partner of the AgriWellbeing Alliance, working with The Crown Estate and Harper Adams University on mental health in farming.

Research partnerships during the year included work with Warwick University and participation in the New Hospitals Programme and BSI workshops.

Projects were aimed at suicide prevention, mental health strategies, and strengthening workplace support networks across sectors, the organisation said.

Awards, media coverage and global outreach increased

British Safety Council reported that 1,148 organisations received International Safety Awards in 2024, with 278 earning distinctions and 463 receiving merit grades.

Sword, Globe and Shield of Honour awards were given to a range of recipients, with two organisations – Unipart Logistics and Dubai Electricity and Water Authority – receiving all three.

The Council’s annual gala was held in London in June and included the Mates in Mind Impact Awards, recognising mental health initiatives in construction.

In 2024, British Safety Council generated 3,718 media articles with a potential reach of 4.98 billion, including features in ITV, the Financial Times and SHP Online.

A new podcast, Health and Safety Uncut, was launched in November, hosted by Dr Shaun Davis and featuring episodes on battery risks and asbestos compliance.

Clearing urban spaces: How Consilium Safety’s Live Operations lowers emissions

Consilium Safety Group’s Isak Nordberg explains how Malmö Stad’s adoption of remote alarm monitoring has lowered travel needs, emissions, and maintenance time across city buildings

It’s Monday morning, and the leaves burst with colour against the grey streets.

At the intersection, parents wait with their children while cyclists stop for the light scrolls through their phones.

Long lines of cars—some silent EVs, others grumbling with exhaust fumes—fill the road.

This scene unfolds daily in cities across the globe, a reminder of how public space is dominated by cars.

A global challenge

By 2030, about 60 percent of the world’s population will live in towns or cities.

As the urban population grows, so does the challenge of reducing emissions.

National and international efforts, such as the Paris Agreement, aim to cut carbon emissions significantly by that year, with transportation identified as an area for improvement.

And the challenge is reducing emissions while rethinking how people navigate their cities.

A team of researchers at KTH (Royal Institute of Technology) in Stockholm examined what this would require in Sweden.

Their answer is sobering: If the country wants to reduce its carbon emissions in time, the number of car journeys might need to be cut in half by 2030.

“In urban areas, this means making significant changes to how we move,” says Hampus Berg Mårtensson, a doctoral candidate at KTH and co-author of the study.

To reach these goals, passenger cars must travel 21 percent to 47 percent fewer kilometres per capita.

But, as always, the devil is in the details.

How quickly can old cars be phased out? How much biofuel can we realistically count on? Will electric vehicles roll out fast enough to make a difference?

The EV dilemma

Even electric cars, often hailed as the future of transportation, have their challenges.

“They’re an important part of the puzzle,” Hampus Berg Mårtensson explains, “but they bring their own issues—battery production, disposal, even social concerns.”

So Hampus and his colleagues work with a broader framework they call “avoid, shift, improve”.

The concept is simple: first, avoid the trip if you can.

If you can’t, shift to a more substantial mode of transport—like cycling or public transit.

And if you must drive, improve the car, ensuring it emits fewer harmful gases.

“It’s an exciting model to work with,” Hampus says.

“We’ve explored a variety of specific measures that can help reduce the need for transport or shift to more sustainable options.”

Malmö Stad’s solution: Live Operations

Malmö, a city in southern Sweden linked to Denmark’s capital by the iconic Öresund Bridge, has become a testbed for these ideas.

Live Operations, a digital service developed by Consilium Safety Group, is at the centre of the effort.

It’s a remote solution for fire alarm monitoring, designed to reduce the need for technicians to physically check and maintain fire alarms in public buildings.

“Live Operations is an app that lets you manage fire detection systems remotely,” explains Isak Nordberg, Head of Product Line—Software Solutions at Consilium.

“It connects the technician to the system, so they can see exactly what’s going on as if they were right in front of the control panel.”

And it’s already making a difference in Malmö.

Of the city’s 300 public facilities, 134 has tested this remote system, with 67 percent of their monthly fire alarm tests conducted digitally.

Mats Hansson, Malmö’s municipal engineering safety foreman, highlights how practical this system has become.

“We save valuable working time by not having to go to all our plants,” he says.

Technicians can also check false alarms remotely.

“We can assess the severity of the alarm, check for risk, and sometimes we realise that we don’t need to go out at all.

“It’s a simple shift that makes a big difference”, Mats says.

Isak Nordberg sees the potential of digitalisation.

“There’s certainly a need for these solutions in other major cities where reducing traffic is a priority.

“With digital services like this, we can reduce transport and emissions while maintaining the highest safety standards”, he explains.

Hampus believes the key is balancing accessibility, whether it’s mobility, digital access, or physical proximity: “All of these can help reduce transport and emissions, but each in its way.

”It’s about finding the balance.”

Why modern codes matter: ICC MENA’s role in reshaping regional construction standards

Mohamed Amer, Managing Director of ICC MENA, discusses how modern codes are reshaping construction practices and supporting safer, more resilient building across the MENA region

Outdated or poorly enforced building codes continue to contribute to preventable risks in the built environment, from structural failures to fire hazards in high-rise developments.

In response, the International Code Council (ICC) has expanded its global operations to support better alignment between local construction practices and internationally recognised standards.

Established in 2019, ICC MENA is the organisation’s first regional hub outside the United States.

Based in Dubai, it works with regulators, private sector leaders and technical professionals to improve safety, sustainability and resilience across the construction sector.

The office supports the adoption and implementation of the International Codes (I-Codes), provides Testing, Inspection and Certification (TIC) services and contributes to knowledge exchange through trade events and stakeholder engagement.

Over the past five years, ICC MENA has addressed regional priorities including offsite construction and 3D concrete printing, while helping streamline regulatory frameworks in fast-developing cities.

Mohamed Amer is Managing Director of ICC MENA.

He leads the council’s strategic partnerships, business development and senior-level collaboration across the Middle East and North Africa.

With more than 15 years’ experience in project management and certification, he plays a central role in promoting safe and efficient building practices.

In this interview, Amer outlines the role of ICC MENA and explains the importance of building safety codes.

What exactly does the ICC do and how do its codes and standards impact building safety?

We are a leading global source of building safety solutions.

ICC is widely recognized as the organization responsible for developing building codes and safety standards.

These codes serve as the regulatory foundation for how buildings and structures are designed, constructed and how their systems and materials are installed and maintained, all to ensure public health, safety and resilience.

But ICC’s role goes beyond just code development.

We offer a comprehensive suite of services, including Testing, Inspection and Certification (TIC), training and credentialing, accreditation, code consulting and more.

What are I-Codes and why are they used by so many different countries?

The International Codes, or I-Codes, are a family of model building codes developed by the ICC to promote the safety, sustainability and resilience of the built environment.

These codes cover all aspects of building design, construction and maintenance, including structural systems, fire safety, energy efficiency, plumbing, mechanical systems and more.

What sets the I-Codes apart and makes them widely adopted globally is that they are:

Comprehensive: They address all phases of building construction for various occupancy types and apply to both new and existing structures.

Coordinated: Each code is designed to work seamlessly with the others, with clear scoping provisions that prevent overlap or conflict across disciplines.

Contemporary: The codes are updated on a three-year cycle through a transparent, consensus-driven process to reflect the latest in safety science, construction practices and technology.

Why is building safety such an issue for regions like the Gulf and North Africa?

The pace of urbanization, combined with ambitious national development goals, makes building safety, security and sustainability more critical than ever.

As cities expand and innovative construction methods both emerge and evolve, ensuring that buildings are safe, code-compliant and future-ready is essential.

There’s a strong regional and global shift toward aligning the built environment with sustainability goals and ICC is well-positioned to be part of the team that leads this transformation.

What are some common building safety risks you see in the MENA region?

Several building safety challenges continue to surface, acting as hurdles that require thinking outside the box and continued progress in alignment with international best practices.

Common areas requiring continued attention include ensuring consistent application and enforcement of building codes and standards, especially in fast-paced or resource-constrained project environments.

There is also room to enhance regulatory clarity and market access pathways for building materials and systems, which is essential for maintaining quality and compliance as the market grows more innovative.

Additionally, there is an opportunity to strengthen training and credentialing for professionals involved in installation, inspection and maintenance, phases that are critical to ensure safety and performance, even when products and designs meet compliance requirements.

How do building codes actually help reduce the risk of disasters?

Building codes are foundational tools for risk reduction; they establish minimum safety and performance requirements for all aspects of construction, from structural integrity and fire protection to energy efficiency and system installation.

By clearly defining how buildings should be designed, built and maintained, codes help prevent failures that can lead to disasters such as fires, collapses, or unsafe living conditions.

For example, they require proper fire-rated assemblies and compartmentation, define structural load requirements to ensure stability and set standards for ventilation, egress and material use.

Codes also create a framework for accountability by ensuring that all market players, from designers and contractors to inspectors, follow a unified set of expectations.

How does the ICC work with stakeholders to support the use of better building practices?

At ICC MENA, we take a collaborative and relationship-driven approach to supporting better building practices across the region.

From day one, we have capitalized on our longstanding relationships while also extending ICC’s legacy by establishing new connections through a mix of in-person and virtual engagement, including bilateral meetings, webinars, technical workshops and participation in regional conferences.

In practice, our support begins with helping local authorities adapt and implement modern building codes, such as the I-Codes, tailored to regional conditions and regulatory priorities.

We also provide evaluation reports and compliance support to developers, engineers and regulators to ensure that innovative construction materials and systems are integrated safely and effectively.

Beyond direct engagements, we promote active stakeholder collaboration through structured platforms and initiatives.

For example, we organize workshops, code hearings and technical committee meetings focused on new standards and acceptance criteria.

What challenges are there when trying to update or enforce modern building codes?

In the MENA region, most countries follow a centralized approach, where building codes are typically developed and enforced at the national level by ministries or Authorities Having Jurisdiction (AHJs).

Regulatory agencies, large developers, or major infrastructure programs often have direct jurisdiction to enforce the building code, either through national mandates or project-specific requirements.

While this centralized model allows for faster alignment with national goals and more uniform application, it also presents challenges at a local level.

The private sector may face difficulties navigating revisions to the codes particularly where such revisions introduce non-traditional or innovative construction systems like off-site manufacturing or advanced materials.

This presents difficulties to successful implementation and compliance related to cost, lack of awareness, or limited access to certified professionals.

What message is ICC trying to send to the international community?

With this year’s Building Safety Month theme being ‘Game On!’, we’re turning up the volume for the global building community to step up efforts, ramp up resources and keep safety at the forefront of every project and policy discussion.

 It’s about encouraging professionals to stay proactive, adopt modern codes and embrace innovation responsibly.

At the same time, it’s a call to the general public to understand the basic principles of building safety, like fire protection, structural integrity and safe egress, because everyone plays a role in shaping safer communities.

How do you see building safety practices changing in this region over the next decade?

The construction industry is no longer stagnant.

In the coming years, building safety in the MENA region will become increasingly shaped by smart technologies, digital tools and sustainable design practices.

Innovations like BIM, IoT-enabled systems, AI-driven safety solutions and digital codes will help improve code compliance, real-time monitoring and overall building performance.

As the region moves toward net-zero goals and high-performance building standards, we expect a stronger emphasis on energy efficiency, resilience and data-informed decision-making.

ICC will continue to play a key role in supporting this shift by promoting modern codes, enabling regulatory alignment and fostering partnerships that advance both safety and innovation.
