The BBC has reported that improperly discarded vapes are contributing to an increasing number of waste management fires in the United Kingdom.

The London Fire Brigade has responded to 41 incidents related to vape fires between 2020 and 2024.

Refuse worker Sean Holness told the BBC that within the last six months he has personally witnessed two fires in his waste collection lorry caused by vapes.

Holness said: “It was a normal day and then the back of the lorry set ablaze.”

Holness added: “We don’t know when a fire can break out – we feel unsafe and are concerned about the safety of the general public.”

Holness said: “It is scary and it is something that we would much prefer not to think about or even experience.”

Holness added: “We are imploring the public to be a little more vigilant and careful and more responsible in how they dispose of battery-operated items.”

Freedom of Information request reveals upward trend

According to the BBC, a Freedom of Information request by The Electric Tobacconist revealed that vape-related fire incidents rose from 89 in 2020 to 399 in 2024.

A total of 1,056 vape and e-cigarette-related fires were reported across 39 fire and rescue services between 2020 and 2024.

The London Fire Brigade was the seventh highest reporting service.

The capital recorded an increase in vape fire incidents from three in 2020 to 14 in 2024.

Pascal Culverhouse from The Electric Tobacconist told the BBC that vapes should never be disposed of in household waste.

Culverhouse said: “With any lithium batteries, or electricals containing lithium batteries, there is a serious fire risk if they are placed in your normal household bins or recycling.”

Culverhouse added: “Lithium batteries can explode and catch fire if they are damaged, so it is always the safest option to follow your city’s guidance on vape recycling.”

London Fire Brigade station commander Dee Dale also commented on the dangers of battery fires.

Dale said: “When lithium-ion battery fires happen, they can be ferocious and can spread in seconds.”

Dale added: “A lithium-ion battery in a vape might fail because the battery has been overcharged or because the wrong charger has been used.”

Dale said: “We also suspect that discarded vapes are contributing to an increase in fires involving waste collection vehicles.”

Ban on single-use vapes prompts further concerns

The BBC reported that the government’s ban on single-use vapes, due to take effect on 1 June, has prompted concern about potential changes in fire risk patterns.

Campaign group Material Focus estimated that 8.2 million vapes are disposed of or incorrectly recycled each week in the UK.

Scott Butler from Material Focus said: “New models of vapes are surging on to the market, including big puff style vapes, and our research has shown that already millions of these new style vapes are being thrown away.”

Butler added: “Regretfully too few people know they should be recycling their vapes, partly because they’ve been marketed as disposable, which has embedded a behaviour that we are keen to change.”

Butler said: “Find your nearest recycling point on Recycle Your Electricals, who have a postcode locator which has nearly 30,000 recycling points.”

According to the IAFC, the next step for the legislation will be consideration in the Senate, where a companion bill, S. 389, has already cleared the Senate Committee on Commerce, Science and Transportation.

The legislation requires the Consumer Product Safety Commission to finalise federal standards within 180 days of enactment.

According to MSA Safety, consolidated net sales for the first quarter of 2025 reached $421 million, a 2 percent increase compared to the same period in 2024.

The company reported adjusted operating income of $88 million, representing 20.8 percent of net sales, and adjusted earnings of $66 million, or $1.68 per diluted share.

Family supports call following fatal care home fire

The Brigade’s safety campaign has been supported by the family of Cedric Skyers, a 69-year-old care home resident who died following a fire in March 2016.

An investigation found that although a smoking risk assessment had been carried out, it failed to consider the fire risk posed by emollient creams, which can build up on skin, clothes and bedding, making them more likely to ignite.

David Skyers, Cedric’s son, said: “Skin creams like emollients are flammable and smokers have to be very careful.

“My Dad had few remaining pleasures in life following his stroke. He enjoyed writing poetry and smoking a cigarette.

“When he smoked, he needed to be supervised in case of an accident. He wasn’t mobile and needed help to get around in his wheelchair.”

David Skyers added: “If he had passed away naturally, as upsetting as that would be, you can understand it. This is just not meant to happen.”

He continued: “To lose Dad in such a horrific incident has been devastating for all of us. We really want to make sure this doesn’t happen again, so nobody else loses a much-loved father, grandfather and friend in such an awful way.

“If we could take one small positive from it, it would be the learning lesson that this tragic event lends to others in the future. No family should have to experience our heartache.”

Legal action taken following fire at BUPA care home

Following Cedric Skyers’ death, the London Fire Brigade brought a prosecution against BUPA under the Regulatory Reform (Fire Safety) Order 2005.

The company pleaded guilty to breaching its fire safety responsibilities at the Brockley care home.

London Fire Brigade Assistant Commissioner Craig Carter said: “This is a harrowing case where failure to comply with fire safety regulations had fatal consequences. Cedric was vulnerable and his death could have been avoided.”

Craig Carter said: “We’re urging care home providers and carers to seek support and utilise the resources on the London Fire Brigade website to ensure they have taken the necessary precautions to keep their residents safe.”

The Building Engineering Services Association (BESA) has reported that the UK government is considering new refrigerant bans and an accelerated phase out of high global warming potential (GWP) gases, including hydrofluorocarbons (HFCs).

A spokesperson from the Department for Environment, Food and Rural Affairs (DEFRA) shared the update during a briefing hosted by the F-Gas register REFCOM at BESA’s London headquarters.

DEFRA official Jacob Andresen said the department was seeking views from industry stakeholders on how to align with EU refrigerant policy while contributing to the UK’s net zero commitments.

Andresen confirmed a consultation will be held later in 2025 to review current policy and explore further bans on high GWP refrigerants.

DEFRA seeking industry input on barriers to refrigerant transition

During the event, Jacob Andresen asked whether a new HFC phase down or additional bans were needed to support compliance and environmental safety.

Andresen, who leads DEFRA’s F-Gas policy team, said the department was especially interested in understanding barriers to adoption of lower GWP alternatives, such as safety concerns and technological limitations.

He stated: “Do we need a new HFC phase down… do we need new bans?”

Andresen added: “We’re still listening to the industry.”

Industry flags flammability and skills gaps in refrigerant alternatives

BESA’s technical director Kevin Morrissey told attendees that concerns around flammable alternatives were a key topic for its members, alongside the technical challenges of HFC phase down.

Morrissey said: “This is a tough and challenging industry and there is now much greater focus on competence and compliance.”

Morrissey added: “The fact that there are around 9,000 businesses in REFCOM helps us to address the big issues that many have in common.”

He also confirmed that REFCOM was updating its RAC80 design specification to help members remain compliant with safe refrigerant use guidelines.

REFCOM audits reveal compliance shortfalls

REFCOM audit data presented at the event showed that common regulatory failures include the absence of environmental policies, incomplete records of reclaimed refrigerant and missing job sheets documenting refrigerant returns.

BESA reported that training demand has increased, with more companies engaging in F-Gas training through the BESA Academy.

Software firm Joblogic, which sponsored the event, said companies still relying on paper records were more exposed to legal and financial risk.

Business development manager Vishal Bedi said: “Manual processes make it harder to maintain accuracy and audit readiness.”

Bedi added: “Your engineers and office teams waste time duplicating data, and customers don’t get the full transparency [of records] that they now expect.”

Collaboration highlighted by Institute of Refrigeration

The Institute of Refrigeration (IoR), which is celebrating its 125th anniversary, also took part in the event.

Chief executive Miriam Rodway emphasised the importance of cross-industry collaboration to support the sector and represent views to government.

IoR Fellow Ian Fisher reminded attendees that IoR membership includes access to over 300 technical papers and best practice guides.

Fisher said these resources help members stay current with knowledge and support career development.

Unsafe cladding remediation data: England update

Nearly half of high-rise residential buildings with unsafe cladding still awaiting full remediation

According to the Fire Protection Association, the Ministry of Housing, Communities and Local Government (MHCLG) has published updated figures on the remediation of high-rise residential buildings with unsafe cladding in England.

As of the end of March 2025, 5,031 residential buildings 11 metres and over in height have been identified as having unsafe cladding.

MHCLG reported that remediation work has either started or been completed on 2,459 of these buildings, with 1,637 having completed the process.

Progress reported across safety funding schemes

The Fire Protection Association reported that 824 buildings have been confirmed as eligible for support through the Building Safety Fund.

Of the remaining 2,861 registered for the scheme, 456 have been transferred to developers and 121 to the Cladding Safety Scheme.

There are now 617 buildings eligible under the Cladding Safety Scheme, and 602 of these have signed Grant Funding Agreements.

This represents an increase of 37 signed agreements since the previous reporting period in February 2025.

Developer remediation and social housing data

MHCLG confirmed that 4,648 buildings are within scope of the developer remediation contract.

Of these, 844 buildings have been identified with life-critical fire safety defects which developers are responsible for addressing.

The Regulator of Social Housing has reported that 2,718 social housing buildings 11 metres or taller have been identified with cladding-related fire safety defects.

Of these, 857 buildings have completed remediation works.

A total of 1,915 of the affected social buildings were reported by registered providers during their most recent assessment.

Local authority enforcement activity increases

The Fire Protection Association noted that enforcement action has now been taken against 537 buildings over 11 metres in height with unsafe cladding.

This reflects an increase of five buildings since the February 2025 update.

Local authorities have undertaken 156 inspections with Joint Inspection Team support across 153 buildings.

Out of the 537 buildings with enforcement activity, 122 were rated Category 1 and 360 as Category 2 under the Housing Health and Safety Rating System.

MHCLG stated: “Of the 537 buildings, we are aware that at least 194 improvement notices, 54 hazard awareness notices and 1 prohibition order have been served to date. Some buildings may have received multiple notices. We understand that 44 of the improvement notices have been subject to appeals.”

Siemens introduces new fire safety training wall in Manchester

Siemens expands hands-on training for fire safety engineers in the UK

Siemens has introduced a practical ‘training wall’ at its Manchester facility as part of ongoing investment in its partner training programme.

According to Siemens, the installation is designed to give engineers hands-on experience with its fire safety and building management systems.

The company said the wall includes Cerberus PRO and Cerberus FIT panels, FDA241 and FDA262 aspirating smoke detectors, sounders, two fire dampers with Siemens actuators, a PXC4 automation station, a Connect Box IoT unit and a Desigo optic embedded device.

Siemens confirmed that these components are connected to demonstrate how the systems integrate with each other and the wider Siemens Building X digital platform.

Siemens trainer highlights need for practical learning

Siemens Fire Product Trainer Justin Leeks, who was appointed in 2023, said the new setup was created to support deeper learning through experience.

Leeks said: “Theory is important but it only goes so far.

“I have been a fire systems engineer myself so understand how getting your hands dirty by being ‘under the hood’ and seeing how these systems operate is the best way of learning.

“This knowledge can then be taken into the field by engineers who understand the specifics of the systems and how to best manage installation, commissioning and maintenance.”

Leeks added: “One of the benefits of the systems is that a lot of the work can be done in advance, pre-configuring a whole site and thereby offering significant savings in on-site installation and commissioning time.

“I’d like to thank Advanced Air and Detector Testers for supplying some of the equipment for the wall – it’s great to see that other companies also recognise the value of training the next generation.”

Training format combines e-learning and in-person instruction

Siemens explained that the training is delivered using a two-part structure.

The company stated that the programme begins with e-learning to cover basic principles, followed by face-to-face sessions for more in-depth technical content.

It noted that the wall was designed with a modular approach so that it can be updated as new products are introduced to the Siemens portfolio.

According to Siemens, this aligns with its wider product strategy of supporting ongoing integration and flexibility.

UK leadership highlights industry relevance

Rob Yates, Siemens Head of Building Products Fire Safety in the UK and Ireland, said the training programme is part of the company’s response to the sector’s personnel needs.

Yates said: “Effective training programmes are vital to the future of the fire safety industry.

“Much is spoken of the skills shortage which demonstrates all too clearly why it is more important than ever that we invest in the training of those that do choose to go into fire safety engineering.

“Hopefully, in doing so, not only do we develop their skills but we also potentially encourage others to consider it as a career option.”
