Fire safety staircase rules change in several US states

Several US states have changed building codes to allow some apartment buildings taller than three storeys to be built with a single staircase, replacing long-standing requirements for at least two staircases in most buildings above that height.

The New York Times reported that proponents say the change can reduce development costs by removing the need for a second stair and reducing the space required for common areas such as hallways between staircases, allowing buildings to be developed on smaller lots.

Stephen Smith, the executive director of the Center for Building in North America, said: “We’re seeing single-stair buildings on what were otherwise unbuildable small lots.”

“Allowing more cities to do this will help meet demand for housing,” Smith said.

Where the code changes have been adopted and studied

The article said Colorado, Connecticut, Maine, Montana, New Hampshire, Texas and Tennessee have approved code changes in the past two years allowing just one stairway, and Washington State is set to join them in July.

California, Hawaii, New York, Minnesota, Oregon and Virginia are conducting studies exploring the same change.

Colorado now allows a single staircase in buildings up to five storeys in Denver and 10 other cities with more than 100,000 residents, and Governor Jared Polis said: “We wanted lower costs, smaller footprints, more natural light.”

“It just allows for much more flexibility,” Polis said.

In Washington State, single staircases will be allowed in buildings up to six storeys, and State Senator Jesse Salomon said: “Single stairway is one significant avenue to promote infill – that’s the motivation.”

Fire service concerns and safety evidence cited in the report

Tom Pitschneider, the fire marshal in Shakopee, Minnesota, said there are “challenges in firefighter response to a single stair.”

“As we’re going up the same way as the residents are trying to escape, we need working space,” Pitschneider said.

“With a single stair, everybody’s working the same space, so you don’t have a way to take people out,” he said.

Alex Horowitz, the director of housing policy at the Pew Charitable Trusts, said design features such as sprinklers and fire-resistant materials have made apartment buildings built after World War II safer.

Horowitz said Pew examined 468 deaths between 2012 and 2024 in apartment buildings in New York City where fires had broken out, with three in buildings with a single staircase, and the study found those deaths were not caused by having fewer available staircases.

“A one-stair building has faster egress times because it has a smaller floor plate,” Horowitz said.

“Everyone is closer to the stair,” he said.

“And there are so many fewer residents to evacuate,” Horowitz added.

Pitschneider said safety concerns become more serious in rural areas where fire response times are longer or where fewer firefighting resources are available.

“The model works in a St. Paul, where they’re running multiple engines and they’re putting 12, 15, 18 firefighters on scene in that first 10 minutes,” Pitschneider said.

“What we’re not comfortable with is that model going to our outstate, smaller cities that are bringing three, four firefighters in that first 10 minutes of the firefight,” he said.

Report questions claims about water mist outperformance in England fire incident data

Water mist systems in IRS data are not like-for-like

A report by Optimal Economics has concluded that Ministry of Housing, Communities and Local Government (MHCLG) incident data cannot be used to determine the comparative effectiveness of sprinklers and water mist systems in England.

Commissioned by the British Automatic Fire Sprinkler Association (BAFSA), the analysis drew on the MHCLG Incident Recording System (IRS) dataset of primary fires where a sprinkler or water-based fire suppression system was present between 2018/19 and 2023/24.

It reviewed 2,924 incidents in total.

Sprinkler systems accounted for 2,438 incidents, or 83% of the dataset.

Water mist systems accounted for 486 incidents.

Sprinkler systems are described as fixed, building-wide installations, whereas water mist covers a range of technologies including fixed automatic systems and portable or manually deployed hose-reel and lance equipment.

The dataset does not distinguish between those different water mist system types.

Where fires occurred and how systems were recorded

The analysis identified marked differences in the characteristics of incidents recorded under each system category.

Most sprinkler and water mist incidents occurred in non-residential buildings.

Industrial premises accounted for almost half of non-residential sprinkler incidents, including factories, recycling centres and warehouses.

There were 69 water mist incidents in industrial premises, mainly in food and drinks processing, recycling and factories.

In non-residential settings, 74% of water mist incidents were recorded in custodial environments, including prisons and young offenders’ institutions.

In dwellings, sprinkler incidents were concentrated in purpose-built flats or maisonettes, particularly those with more than ten storeys.

Water mist incidents in dwellings were primarily recorded in low-rise settings, with a concentration in single-occupancy bungalows or self-contained sheltered housing.

The report links these cases to the use of personal protection systems for vulnerable residents under local policies.

Differences were also recorded in the location of systems relative to the fire.

In most sprinkler incidents, the system was located in the room of origin.

In water mist incidents, the system was more often recorded as being on the same floor as the fire.

In 71% of water mist incidents where the system operated, the fire was on the same floor as the system rather than in the room of origin.

Conclusions and recommendations for future data

The report concludes that the IRS dataset does not contain two comparable populations of building-wide automatic suppression systems.

As a result, a robust comparative analysis of operational reliability and performance reliability between sprinklers and water mist is not possible.

It states: “Any claims that MHCLG incident data demonstrate superior effectiveness of water mist systems compared to sprinklers are not supported by the evidence and arise from invalid comparisons between fundamentally different types of fire suppression systems.”

The analysis calls for system-level classification, consistent standards and sufficient sample sizes to enable valid comparisons.

It recommends that future IRS data collection distinguishes fixed building-wide suppression, personal protection systems, local application protection and manually deployed custodial systems.

Without that separation, it warns that “suppression policy risks being shaped by invalid evidence”.

AGF Manufacturing has announced the launch of AGFConnect, a wireless monitoring system for auxiliary drains used in dry and pre-action fire sprinkler systems.

The company said the product was designed to simplify maintenance, improve visibility and prevent costly freeze damage.

AGFConnect combines a sensor and gateway setup to alert users when drains need servicing, providing real-time status updates and notifications via an app or web-based dashboard.

The manufacturer added that by offering early alerts, the system helps contractors and facility managers prevent accidental system trips and avoid unnecessary site visits.

Independent cloud-based connectivity

According to AGF Manufacturing, AGFConnect operates independently of the fire alarm panel or building management system.

The gateway communicates directly with the AGFConnect cloud platform, where users can view drain status, receive alerts and access maintenance history from any connected device.

Two gateway models are available: an Indoor Gateway with Ethernet connection for conditioned spaces, and an Outdoor Gateway with cellular connectivity for exposed environments.

Both include a backup battery to maintain communication during power outages and connect to a standard 120-volt power supply.

Designed for contractors and facility managers

AGF Manufacturing explained that AGFConnect enables contractors to remotely monitor client drains and schedule proactive maintenance.

For facility managers, the system provides immediate alerts when drains require attention, reducing maintenance time and the likelihood of water or ice damage.

Triangle Fire reports successful extinguishing of Essex hall of residence fire

Triangle Fire has recently brought to attention a significant example of fire safety efficacy in a communal kitchen of a hall of residence in Essex.

The incident involved a hot oil spillage from a chip pan in a six-storey building.

Remarkably, the fire was extinguished by the actuation of one concealed sprinkler head, with the fire contained to the room of origin and no injuries reported.

The onsite security staff promptly executed the premises’ emergency plan in line with the fire strategy.

Sprinkler systems prove effective against chip pan fires

In each instance, the fires were successfully extinguished or controlled.

Statistical data and recent incidents underscore the importance of fire safety

Fire statistics from the financial year 2019/20, collated from incidents attended by Fire & Rescue Services, show that 1494 instances involved chip pan fires in dwellings.

The danger posed by fires in student accommodations was starkly highlighted by the 2019 fire at the ‘Cube’ in Bolton.

The rapid spread and severe impact of the fire were alarming.

According to a press release by the Greater Manchester Fire Rescue Service (GMFRS), the immediate and complete evacuation of the premises was crucial in saving many lives.

Scotland reviews the use of sprinklers in converted historic buildings

The Scottish Government has announced the establishment of an expert working group to evaluate the necessity of installing sprinkler systems in historic buildings that undergo transformation into hotels.

The motivation behind the sprinklers decision

This move follows the tragic Cameron House Hotel fire at Loch Lomond in December 2017.

Two individuals lost their lives in this catastrophe.

An inquiry into these deaths revealed that sprinklers might have “significantly slow the spread of flame and would extend the margin of safety for available escape time”.

The investigation further stated: “It was a real or likely possibility that if sprinklers had been installed and had worked to inhibit the extent and spread of the fire and smoke, Mr Midgley and Mr Dyson would have been able safely to escape the building”.

Subsequent to this inquiry, the Scottish Government initiated a preliminary group to assess the proposed measures.

They have now endorsed the formation of an expert group “to review the mandating of automatic fire suppression systems where historic buildings are being converted into hotels”.

Set up in 2003, the European Fire Sprinkler Network campaigns on behalf of its members for the widespread use of properly designed, installed and maintained fire sprinkler and water mist systems across Europe.

We have Country Managers in Belgium, France, Netherlands, Poland, Spain and the UK, and work with others elsewhere.

Today most countries require sprinklers in new shopping centres, high-rise buildings, large warehouses and enclosed car parks. Since 2003 the European market has grown by two-and-a-half times.

There is scope for further growth. We see a trend to require sprinklers in new healthcare and residential buildings and where wood is used in construction.

Belgian and Dutch research has shown that sprinklers help to prevent smoke spread, cooling fire gases and reducing room overpressure so smoke no longer forces its way elsewhere in the building.

French research has shown that sprinklers and water mist enable exposed wood to be used in construction.

Firefighters in several countries demand sprinklers in large buildings to enable them to reach a fire safely.

Sprinkler manufacturers are researching warehouse fire protection for more economic solutions and for roboticised warehouses.

Governments, consultants and insurers are funding research on how to protect electric vehicles with sprinklers.

Meanwhile with cheaper sensors, companies can offer remote system inspection and testing.

Innovations such as these are often not widely accepted until they are incorporated in standards.

Since 2018 EFSN has provided the secretariat to the CEN sprinkler working group, greatly accelerating its work.

Sprinkler Retrofitting in UK High-Rises Falls Short

Housing report exposes the reality of sprinkler retrofitting in UK high-rises

Inside Housing magazine, in a recent report, has shed light on the surprisingly low rate of fire sprinklers retrofitted in the UK’s high-rise residential buildings.

Ali Perry, the Chief Executive of the British Automatic Fire Sprinkler Association (BAFSA), has recognised the significance of these findings.

Drawing on data collected from 37 large social housing providers in England, the report illustrates that of the 1,768 high-rise buildings surveyed, only 334 (18.9%) have had fire sprinklers retrofitted.

Additionally, more than half of these installations were concentrated within a single local authority: Birmingham.

Insufficient progress in fire safety measures post-Grenfell

Given the devastating Grenfell tragedy, Perry highlighted the urgent necessity of retrofitting fire sprinklers in comparable high-risk buildings.

Perry expressed his view: “It is surprising that after the tragic events of Grenfell, retrofitting fire sprinklers in similar high-rise buildings isn’t a higher priority.”

Perry added: “Inside Housing has illuminated the lack of progress in introducing key measures that could significantly reduce the chances of such an incident occurring again.”

He further noted that despite there being no current requirement to retrofit sprinklers to existing blocks, the risk in these buildings is just as potent, if not more so than in new buildings.

Callow Mount Sprinkler Retrofit Project indicates practicality and cost-effectiveness

Perry referred to the Callow Mount Sprinkler Retrofit Project report of 2012 as a demonstration of both the cost-effectiveness and practicality of retrofitting automatic fire sprinklers in high-rise social housing blocks, even when occupied.

The Callow Mount project, being the UK’s first high-rise retrofit sprinkler installation, successfully installed sprinklers in an occupied 13-floor residential block in Sheffield, without the need to relocate residents.

The retrofitting project, funded and directed by BAFSA for the Sprinkler Coordination Group (SCG), was executed in September 2011 by Domestic Sprinklers.

The primary aim was to test the feasibility of installing a sprinkler system without displacing the building’s inhabitants.

The installation, which covered 47 flats, utility rooms, common areas, bin stores and an office, was completed in less than four weeks.

The benefits and importance of retrofitting sprinklers

The results from the Callow Mount Report provide a strong case for the cost-effectiveness and practicality of installing sprinklers in older high-rise buildings.

The pilot project has yielded a template and methodology that could be used for the design of sprinkler systems in other high-rise blocks across the UK.

Notably, the pilot project showcased that retrofitting sprinklers into occupied, high-rise, social housing is feasible and can be done quickly.

The cost of installation, at £1,150 per flat, is reasonable compared to other fire protection measures.

In addition to enhancing safety, sprinklers can significantly reduce the cost of rehousing tenants and any necessary major refurbishment work following a fire.

The retrofitting design and installation can be adjusted for high-rise blocks with different layouts.

The Inside Housing report is a critical wake-up call.

It underscores the urgent need for a comprehensive approach to fire safety in high-rise buildings, particularly the retrofitting of fire sprinklers.

Not only does this measure greatly improve the safety of residents, but it also significantly reduces the risks faced by emergency service personnel.

The data provided serve as a vital tool for shaping future fire safety policies and prioritising life-saving measures.

The challenge is large in scale, but the collective safety of communities living in high-rise buildings should never be compromised.

AFSA Announces Scholarship Program for Designers

In response to the pressing industry requirement for fire sprinkler designers, the American Fire Sprinkler Association (AFSA) is launching a new scholarship initiative aimed at designers employed by AFSA Category 1-3 members.

The 2023 scholarship program is set to reward dedicated participants from both AFSA’s Beginning and Intermediate Design Schools.

The scholarships will include the full coverage of registration fees and travel expenses such as airfare, hotel accommodations, and meals for one of the AFSA’s 2023 educational schools.

To apply, applicants must complete an online form, which will include questions for both the contractor and the designer. The retail value of each scholarship is $4,500.

A specialised subcommittee from AFSA’s Public Education & Awareness Committee will meticulously review applications and select the scholarship recipients.

Bob Caputo, CFPS, President of the AFSA, said: “The AFSA Technical Services and Engineering team has revamped and revised our Design School offerings and we’re proud to have this new scholarship program in the hope of helping to deliver more layout technicians to our members.”

A practical approach

AFSA’s Beginning Design School provides a comprehensive, practical approach to the creation of fire sprinkler system blueprints. This program is primarily targeted at trainees and entry-level technicians with a minimum of six months of experience, or seasoned professionals looking to transition to system layout.

For seasoned layout technicians, the AFSA’s Intermediate Design School offers a deep-dive into their utilized tools, and an in-depth understanding of layout standpipe, fire pump, seismic protection, and the design requirements for general storage. This program is aimed at proficient trainees and technicians with at least one year of system layout experience. Prior experience with Hydratec or Autodesk Revit is not required, but computer literacy is essential.
