Plastic pipes findings from CuSP research

Independent testing commissioned by The Copper Sustainability Partnership (CuSP) found that a type of plastic plumbing pipe burned quickly and released toxic gases during fire simulations.

The work was carried out in partnership with Warringtonfire, with tests designed to simulate real-life fire scenarios and measure how quickly different plumbing pipe materials react when exposed to flames.

The programme included Multi-Layer Composite Pipe (MLCP), described as a common type of plastic pipe used in plumbing with an aluminium layer pressed between two layers of polyethylene (PEX) pipe.

CuSP said MLCP burned in just over five minutes during testing.

Toxic gas release and detection limits described

The report states that MLCP produced carbon monoxide and hydrogen cyanide when burned.

It says these gases can go unseen and undetected by household smoke detectors, meaning an alarm may only sound after the fire and gases have already spread.

Andrew Surtees, Co-Founder of The Copper Sustainability Partnership, said: “We are beginning to see more instances of smoke alarms not being able to detect fires because they are happening more suddenly due to undetectable flammable gases igniting.

“The news commonly reports these fires when caused by lithium-ion batteries being used in new technologies, but not many people realise the risk of commonly used materials within their walls.

“Plastic pipes like MLCP are dangerous.

“Many underestimate the risks of these pipes because they believe that the water they store will extinguish a fire, but the gases these pipes produce can cause a fire to spread quickly, outpacing what small water reserves a pipe holds.”

Copper comparison included in test summary

The study compared MLCP with other plumbing pipe materials, including copper.

It reported that MLCP produced 248 times more carbon monoxide in the five-minute period it burned, while copper withstood heat of over 1000ºC without setting alight or releasing toxic fumes.

Warringtonfire has advised UK construction professionals to ensure emergency exit and external panic units meet the correct third-party certification requirements.

The company said the alert follows information from the Office for Product Safety and Standards (OPSS) passed to the Door & Hardware Federation (DHF) and the Guild of Architectural Ironmongers (GAI).

It explained that many safety-critical doorsets may be non-compliant and therefore illegal if they do not hold the right level of certification.

The company noted that the warning applies to building owners, facilities managers, specifiers, architects, construction professionals and others involved in the purchase or installation of these products.

Certification requirements and responsibilities

According to Warringtonfire, manufacturers are responsible for ensuring their products meet the necessary certification standards and hold a Certificate of Constancy of Performance (CoCoP).

It added that this certificate is required before a product can be given a CE or UKCA conformity marking.

Without this, it said, the product cannot be legally sold and may create financial and reputational risks for buyers.

The company also noted that industry professionals have a duty to select only products that have been certified by an accredited laboratory.

DHF statement on compliance

Michael Skelding, General Manager & Secretary of the DHF, said: “Simply having third-party certification for individual elements and hardware of the panic or emergency exit doors is insufficient.”

“It is the responsibility of professionals in this industry to make certain that manufacturers have certified the entire doorset to meet compliance standards.”

“Without this, they risk repercussions from the OPSS such as building closures, along with severe reputational damage.”

“While the DHF and GAI have noted that many doorsets are non-compliant, we recognise that the majority are not deliberately breaking the law – it is more an issue of lack of awareness.”

“It is now essential that the word is spread so that industry professionals can ensure they select products from manufacturers who have obtained third-party certification.”

With construction finished and handover now complete, Warringtonfire’s flagship fire resistance testing facility is entering the penultimate testing phase.

In this Q&A, Leigh Hill, Director, Built Environment Europe, Warringtonfire, answers some questions about what people can expect from the state-of-the-art laboratory once it opens in January 2025.

Leigh, can you give us an overview of the timeline that has led up to this point?

It is exciting to be at the stage where our new large-scale Warringtonfire laboratory is less than two months away from opening.

It’s taken a long time and huge amounts of work to get to this point.

However, I’m delighted to share that our $30m fire resistance testing laboratory is all set to officially open in January 2025.

Now that construction has finished, the team will be focusing on UKAS validation and accreditation for its five furnaces and operations.

We recently passed a pivotal milestone when the first official trials of two of our large-scale furnaces were carried out.

This represents the culmination of years of planning and hard work by the team.

The testing process is expected to be completed by the end of November and will ensure that the laboratory is ready to accept test specimens when it opens its doors.

And what’s happening with Warringtonfire’s previous laboratory?

While the new Birchwood site is completed, Warringtonfire’s resistance testing team will gradually transition from the Holmesfield Road laboratory as they prepare for opening.

As part of the expansion, 50 new jobs have already been filled, including all maintenance engineer, technical officer, and technical assistant positions.

The plan is for our technical and certification teams, currently based at a third site, to move into the new facility in the first week of December.

This change brings a wealth of benefits to our clients and colleagues, who will now be physically together to support and deliver the entire end-to-end process under one roof – from initial enquiry, testing, and technical evaluation, all the way through to certification decision.

This gives us the ability to service customers to a higher standard with the latest technology and collaborative processes, whilst developing multidisciplinary teams with expertise across the whole testing and certification process.

How does the capacity at the Birchwood laboratory compare to the Holmesfield Road site?

As we all work towards better building safety, the importance of fire testing continues to grow and with that comes greater demand.

That’s why the new Birchwood Park laboratory has been designed to double the capacity of the Holmesfield Road site and triple it in due course.

We’ve had an incredible amount of interest so far in testing at the new site, with clients already securing their bookings with us.

Testing slots are filling up quickly. We’re thrilled with the positive response and are looking forward to welcoming everyone soon.

What are some of the standout features the new laboratory has to offer?

We’re thrilled that the laboratory, in partnership with Tilbury Douglas, was recognised with a Bronze Award and a perfect score of 45 out of 45 under the Considerate Constructors Scheme during its construction earlier this year.

This scheme celebrates the efforts of construction sites, organisations and suppliers who commit to raising both environmental and community social value standards.

From the initial conception of the project, we have also aspired to incorporate sustainable principles at every stage, from the energy-efficiency and air quality measures integrated into the build, to the company’s continuing commitment to sustainable operations.

Equipment such as new abatement systems which clean the smoke to ensure that fumes from the fire testing process have negligible environmental impact have aided in this.

The laboratory is also prepared to utilise a blend of clean hydrogen and natural gas as soon as the local infrastructure supports it.

While the new laboratory will be at the forefront of sustainable fire resistance testing due to these measures, client confidentiality is also a core priority in our processes.

The facility features seven confidential spray booths, each with its own temperature-controlled environment, as well as custom-made steel screens that can be attached to test preparation bays to protect intellectual property.

Dedicated client viewing areas and strict workflows are also in place to safeguard sensitive information and ensure privacy.

Ahead of the launch, we are trialling full blank screens in front of the furnaces as an additional confidentiality measure during the test process.

Have you received any early feedback from your colleagues or customers on how the new site is shaping up?

From a team perspective, colleagues have spoken about the ways this new site could speed up responses and resolutions to queries and the potential for new career pathways across the business.

We have already received extremely positive feedback from client visits so far, all of which have recognised the scale of the operation and the improved facilities for installation, welfare, and testing.

The return to a single site with the technical team nearby was also well-received.

On 14 and 15 October, UKAS attended the site to witness a timber door test on the vertical furnace.

The assessor’s feedback was positive, and they were very impressed with the laboratory and the scale of the fire resistance testing that will be completed at Birchwood Park.

Thanks Leigh, finally can you share what you’re most excited about ahead of the new facility opening?

While a lot is changing for the better, plenty also remains the same.

This includes our priority, which is to deliver a safe, healthy workplace that protects our environment.

Fire resistance testing facilities are often expected to be dim, dusty, smoky places but we’re committed to showing that this is not the case.

Instead, our facility offers a clean, state-of-the-art facility for our customers and employees.

The site also features extensive client amenities, including viewing areas, meeting rooms, and conference facilities, along with 175 parking bays and electric vehicle charging stations.

Visitors praised the new facility, with Shaun Davidson, Director at SGD Fire Protection Ltd, stating: “We’re incredibly lucky to have such a world-class facility right here in the North West!”

Tom Owen, Technical Engineer at Etex, was similarly impressed, remarking: “The sheer scale of the site was impressive, and the layout was very intuitive.”

The laboratory is undergoing final steps to achieve UKAS accreditation for its operations, which is expected by the end of November.

UK manufacturers urged to adopt updated railway fire safety standards

Updated fire safety standards for railway products

Manufacturers in the UK producing railway seating, floors, and wall linings are being encouraged to adopt the updated BS EN 45545-2:2020 fire safety standards.

These standards, titled ‘Railway applications. Fire protection on railway vehicles – Requirements for fire behaviour of materials and components’, became effective in August 2023 in the UK.

Although not yet integrated into the National Technical Specification Notice (NTSN), the standards ensure compliance with modern fire safety requirements.

The EU has set a January 1, 2026, deadline for transitioning from the older BS EN 45545-2:2013+A1:2015 standard.

However, the UK has not confirmed when the updated standards will become mandatory.

The role of Warringtonfire in supporting compliance

Tuyogon highlighted the risks of delaying compliance, including potential retesting costs and non-compliance with future mandates.

He added: “Transitioning now ensures products deliver safe and effective fire resistance and compliance, while also providing a competitive advantage.”

Industry engagement through seminars

To raise awareness, Warringtonfire hosted its first Rail Seminar on October 15, 2024.

The event gathered train builders, trade associations, and rail engineering professionals to discuss the updated standard.

Quarterly seminars are planned, with the next scheduled for February 2025.

These events aim to provide industry stakeholders with insights into the updated regulations and their implications.

The seminars reflect Warringtonfire’s commitment to supporting the rail industry in achieving fire safety compliance and aligning with modern standards.

Warringtonfire’s fire resistance team will transition to the new Birchwood Park laboratory as they prepare for its launch.

Sustainable design and advanced technologies implemented

Sustainability has been a key focus for the new facility, which has incorporated energy-efficient systems and advanced smoke abatement technologies.

These measures contributed to the laboratory receiving a Bronze Award from the Considerate Constructors Scheme, scoring 45 out of 45.

Dafydd Llewelyn-Jones, Senior Project Manager for Warringtonfire, said: “Our new laboratory is poised to address this growing demand by tripling the capacity of our current Holmesfield Road site.

“Furthermore, we have future-proofed our operations with a range of sustainable solutions designed to minimise environmental impact while delivering safety critical services.”

The lab features smoke cleaning systems that ensure minimal environmental impact, and it is ready to transition to using clean hydrogen when local infrastructure permits.

Client confidentiality prioritised with state-of-the-art design

The Birchwood Park facility has been designed with client confidentiality in mind.

The laboratory includes custom-built module spray booths with temperature control, as well as test preparation areas that safeguard intellectual property.

Viewing areas have been created to ensure client privacy during testing.

In anticipation of its opening, Warringtonfire is trialling additional confidentiality measures to further enhance protection.

Dafydd Llewelyn-Jones added: “We want both our clients and colleagues to feel truly at home in our facility.

“It was important for us that the laboratory serves not only as a testing site but also a versatile environment where meetings can be conducted, and where our team can excel.”

Warringtonfire completes $30 million fire resistance testing lab at Birchwood Park: Summary

Warringtonfire has completed the construction of its new fire resistance testing laboratory at Birchwood Park, Warrington.

The $30 million, 101,000 square foot facility will open in January 2025, following UKAS accreditation.

The new laboratory will triple the company’s testing capacity and has already created 50 new jobs.

Designed with sustainability and client confidentiality in mind, the lab features advanced smoke abatement systems and temperature-controlled testing environments.

The site will also support future hydrogen energy use when the infrastructure becomes available.

Inside Warringtonfire: A brief history and what comes next

Leigh Hill, Director, Built Environment Europe, Warringtonfire, answers some important questions about the history of Warringtonfire and its role within the fire safety industry

Can you give us a brief overview of Warringtonfire?

Like many other companies, Warringtonfire had quite humble beginnings.

Originally established as Warrington Research Centre in the 1960s, it was soon renamed to Warrington Fire Research Centre.

Under an old railway arch in front of Warrington Central Station, our first-ever fire testing facility was established.

The late Brian Sayers set up the company alongside his two business partners Selwyn London and Fred Williams.

In the early days, we were only performing one large-scale fire resistance test each week, rather than the fifteen or so that are conducted today at our current Holmesfield Road facility.

What drove the move to your Holmesfield Road laboratory, and when did this happen?

Fire safety quite rightly continued to grow in importance.

Very quickly, we found that a new site was required to increase capacity and match the rapidly growing demand for our fire testing services.

The 1970s saw us relocate to Holmesfield Road, which has been Warringtonfire’s headquarters for over fifty years now.

Upon moving into Holmesfield Road, we had both a vertical and horizontal large-scale furnace installed to double our capacity and allow us to test an expanded range of building products.

These furnaces are built into the very fabric of the building.

We strip back and then reline these furnaces every two to three years, enabling them to perform as expected and remain extremely efficient.

How has the Holmesfield Road laboratory developed over the years?

When we first moved to Holmesfield Road, we had only our reception building and our original fire resistance laboratory.

However, due to increasing demand for fire resistance testing, we saw the need to expand our base and added a new extension adjacent to our original laboratory.

Since then, we have continued to grow and expand both the services we offer and the Holmesfield Road laboratory.

We now have several buildings on the industrial estate for test preparation, both small and large-scale reaction to fire testing, certification, and storage of customers’ test specimens.

With this expansion, we are now able to test a variety of passive fire protection products, including fire doorsets, partitions, intumescent coatings and paints for steel and concrete structures, intumescent seals, fire door components and many more.

What drove Warringtonfire’s growth, investment in the site, and expansion of services?

1986 was a pivotal moment for us.

This was when Warringtonfire really started to grow quite rapidly, as the ownership of the company changed hands through a management buyout by Geoff Deakin MBE and Ralph Shaw.

Ralph became our Technical Director, while Geoff assumed the role of Managing Director.

Geoff is an inspiration to many across the fire industry; not only was he our figurehead in the UK, but also an advocate for the industry across Europe.

We have Geoff to thank for many of the fire safety standards that we have today, and he was intrinsically involved in standards committees throughout the UK and Europe.

Quite deservedly, he received an MBE in the 1990s for his contribution towards raising fire safety standards.

Under Geoff and Ralph, Warringtonfire began to spread across the globe.

The word ‘Warrington’ was already becoming synonymous with fire safety across the world while we were still called Warrington Fire Research Centre! Soon, by the mid-1990s, we had opened offices and laboratories in Belgium, Australia, the United Arab Emirates, Singapore, and Hong Kong.

In the UK, we acquired testing facilities in Willenhall, which have since relocated to Wednesbury.

We expanded from testing work for passive fire protection products to include third-party certification for products and installers, along with site inspections and training.

How are you bringing new fire testing experts through the ranks?

Fostering new talent and incorporating it into our team is always a top priority; it is the backbone of our success.

We utilise both apprenticeships and graduate programmes to invest in young people, reflecting the exciting career opportunities available in fire testing and certification.

Our graduate programme is a particular point of pride.

We have enrolled four talented graduates on a specialist two-year scheme each September since 2022.

Within this scheme, they gain valuable experience in the world of fire testing and certification.

Graduates rotate through four key areas of the business: reaction to fire testing, fire resistance testing, technical assessments, and quality.

To reflect their newfound experience and knowledge, they are guaranteed a role at the end of the scheme.

What is next for Warringtonfire and how will it continue to grow?

Increasing demand for fire testing and certification has led to continued growth for Warringtonfire, owing to a range of industry drivers.

Examples of these include harmonising certain BS and EN standards, as well as new regulations and legislation aiming to improve the standards of fire safety.

A key instance of this is the Building Safety Act.

Governance over fire safety and construction products is another area of continued improvement.

Fire safety standards and general improvement across the industry are continuously boosted by government bodies such as the Office for Product Safety and Standards (OPSS) and the Ministry of Housing, Communities and Local Government, which was up until quite recently known as the Department for Levelling Up, Housing and Communities (DLUHC).

With this context, several years ago we decided to invest in a brand new industry-leading fire resistance testing laboratory here in Warrington.

This will be located at Birchwood Park, and a $30m injection will allow us to treble our current fire resistance testing capacity, while at the same time boosting local job opportunities for those who are looking to pursue a career in fire safety.

Some features of the new laboratory will be four large-scale furnaces plus an indicative furnace which we aim to have up and running by January 2025.

By the end of 2026, we intend to add two additional large-scale furnaces, one vertical and one horizontal.

As soon as the Birchwood Park facility is fully functional, we will also complete the transformation of our Holmesfield Road laboratory into a Centre of Excellence for reaction to fire testing.

Any final thoughts?

I would not be able to end without saying thank you to all the colleagues and clients I have worked with over the years.

The trust we have built with our customers has been fundamental to where we are today, and we could not have done it without them.
