Reinforcements from Victoria state and New Zealand are en route to the fire’s epicentre to provide relief to the exhausted local fire crews.

“The fatigue is definitely setting in,” Herbert expressed.

On Tuesday, approximately 70 fires raged across Queensland, with an additional nine in New South Wales to the south, signifying an early commencement to Australia’s wildfire season which climaxes during the Southern Hemisphere summer.

PM Albanese strongly advised residents in affected areas to heed safety guidelines to avert further sorrow.

“These are heartbreaking scenes when people lose their homes,” he said. “This is a challenging time, and the upcoming summer will be tough.”

The latest in research comes from Dr. John Braun and Dr. Kevin Hanna, who are pioneering members of the newly established US-Canada Centre on Climate-Resilient Western Interconnected Grid.

Their work emphasises the urgency for more refined wildfire prediction models and the importance of enhancing data access to minimise or halt destruction to essential infrastructure across North America.

“Today’s technology allows us to gather much more high-quality data than even a decade ago,” said Dr. Braun, currently a Professor of Mathematics and Statistics at UBC Okanagan’s Irving K. Barber Faculty of Science.

Improved data collection tools, combined with a heightened focus on topography – including the use of satellites and drones – have the potential to markedly improve fire models.

According to Dr. Braun, these advancements are particularly useful in assessing fire spread rates in mountainous regions.

Properly incorporating this information can considerably boost the precision of fire models, paving the way for optimised firefighting strategies and infrastructure safety evaluations.

Fire spread models: A focus on predictability

Dr. Braun’s research primarily explores fire spread models, especially those stochastic models which factor in uncertainties.

Such models can produce a broader and more dependable set of predictions compared to deterministic models that provide a single probable outcome.

He points to the 2016 Fort McMurray fire as an example, suggesting that utilising advanced stochastic models might have drastically enhanced decision-making and resource distribution, possibly preventing extensive destruction and losses.

It’s worth noting that the Fort McMurray fire remains the most expensive disaster in Canadian history, causing a staggering $9.9 billion in damages.

This fire obliterated 2,400 residences and necessitated the evacuation of 88,000 individuals.

When discussing the response to this fire, Dr. Braun said: “Initial calculations showed a five per cent probability that the fire could reach the city limits by 6 or 7 pm—which is actually about when it did.

“If they had known this, they might have made a different decision.

“These models serve as essential decision support tools, improving both infrastructure safety and firefighting efforts.”

The researchers’ goals also encompass enhancing risk and vulnerability evaluations used in project planning.

Dr. Hanna’s work specifically looks into the details required by regulators for the green light on power projects within Canada.

Their combined research aims to set up steadfast procedures for gauging risk and safety factors along electric transmission paths, ensuring resilience against sudden calamities like wildfires.

“This project provides a unique platform to unify various research disciplines for addressing energy resiliency and security in the face of evolving climate challenges,” Dr. Hanna, an Associate Professor in Earth Sciences and Director of UBC’s Centre for Environmental Assessment Research, explained.

The research centre boasts funding of US$5 million from the US National Science Foundation and an additional C$3.75 million from the Natural Sciences and Engineering Research Council of Canada.

This collaboration encompasses 11 North American universities and institutes dedicated to confronting the escalating challenges posed by wildfires, heatwaves, droughts, and floods.

Such severe climatic incidents not only put human lives and the environment in jeopardy but also endanger the power grid that supplies electricity to millions.

This grid extends over two Canadian provinces and 14 western states, catering to approximately 80 million individuals across a vast 4.66 million square kilometres.

“This will help safeguard infrastructure, particularly power lines and natural gas systems, and potentially save billions in damage and replacement costs,” added Dr. Hanna.

South Wales Fire and Rescue Service leads the way in accredited wildfire training

South Wales Fire and Rescue Service (SWFRS) has become the first fire and rescue service to offer accredited training for wildfire response tactics, working closely with SFJ Awards.

This initiative follows the Service’s experience in dealing with over 2,000 wildfires from March 2022 to August 2023.

Bridging the training gap: collaboration with experts

The Operational Development Team, with SFJ Awards and wildfire specialist, Group Manager Craig Hope, constructed bespoke qualifications.

These qualifications cater to roles ranging from Wildfire Operators to Wildfire Planners (tactical managers).

Priority was given to training on equipment like the brush cutter, I-cutter, and leaf blower, ensuring all staff possess the vital tools and knowledge to effectively and safely handle wildfires.

Station Manager for Operational Development, Luke Phillips, shared: “Wildfires are becoming increasingly common and difficult to control, threatening communities, ecosystems, and wildlife.

“To stay updated, our Operational Development team has proactively created and launched specialised wildfire training, in sync with our current wildfire leads, instructors, and assessors.”

Past collaboration brings present success

SFJ Awards have previously partnered with SWFRS to deliver qualifications such as the Level 3 Diploma for both On-Call and Wholetime Duty System Firefighter recruits, and several instructor qualifications.

This established relationship enabled the design of qualifications that precisely address the challenges of wildfire responses.

Group Manager for Training and Development, Craig Hope, stated: “South Wales Fire and Rescue Service has consistently trained teams on managing wildfires.

“Given the evolving fire seasons and behaviour, we chose to refresh our training content, collaborating with SFJ Awards to achieve accreditation.

UK faces challenges in wildfire preparedness

A new report has highlighted concerns regarding the UK’s readiness to tackle wildfires.

The study, conducted by the Fire Brigades Union, suggests a significant shortfall in UK-wide strategy, planning, and investment for wildfire resilience.

Fragmentation and under-resourcing concern fire services

The research underscores the fragmentation and limited resources available to fire and rescue services.

Notably, between 2011 and 2022, firefighters often found themselves pushed to their maximum capacities during incidents.

The past decade has witnessed a reduction of nearly 12,000 firefighter jobs, while the risk of wildfires continues to grow.

England’s Fire and Rescue National Frameworks have not specifically addressed the wildfire threat.

This omission is noteworthy, especially since wildfires have been recognised as a national security threat on the National Risk Register since 2013.

The study also identifies that wildfire preparedness varies greatly depending on the location, terming it a ‘postcode lottery’.

There exists no mandatory requirement to integrate this risk into local strategies.

Temperatures and wildfire risk

Recent climatic patterns, such as the UK experiencing its hottest June and unprecedented September temperatures, amplify concerns.

The Fire Brigades Union emphasises that the severe wildfires seen across Europe serve as a pressing reminder. With the expectation of rising temperatures in the future, there is a compelling case to bolster preparations.

The union advocates for several measures:

  1. The development of a UK-wide strategy and standards for wildfires.
  2. A statutory obligation for the government and fire and rescue authorities to ensure readiness.

Matt Wrack, the general secretary of the Fire Brigades Union, offered his perspective: “As the climate evolves, we witness a surge in destructive wildfires due to global temperature hikes.

“Existing staffing levels and budget cuts have rendered the fire service inadequately equipped for future challenges. Firefighters are already grappling with wildfires throughout the UK.

“Considering these fires have been a recognised threat for ten years, it’s imperative to bolster our fire and rescue service.

“Instead of progressing, we’ve encountered challenges and disparities in wildfire responses depending on the location.

“For the safety of all communities, swift action in the form of standards, strategies, and financial backing is crucial.”

However, proactive measures, from community education to home hardening, offer a beacon of hope.

IFSJ Editor Iain Hoey sat down with Gabriel Reza, an expert in the field, to shed light on the techniques used by professionals to combat this escalating hazard and share strategies that individuals and communities can employ to enhance their safety.

Can you tell me about yourself and your background?

I’ve been with the Glendale Fire Department for about 17 years, serving a city of roughly 200,000 within Los Angeles County, California.

I hold the title of Senior Environmental Safety Specialist.

This role is versatile in our department; one day I might be reviewing plans at the front desk, the next I could be out on a construction inspection or at a wildfire scene.

It’s a multi-functional title unique to our area.

During my time with Glendale Fire, I’ve served on numerous committees spanning both fire and building safety.

I firmly believe these professions should communicate regularly, as they share the common goal of ensuring safety.

I’ve also been the past president of the Southern California Fire Prevention Officers and am currently the Chair of the International Code Council, LA Basin chapter, Fire Life Safety committee.

Additionally, I participate in Wildland Fire Committees and the NFPA Committee.

What’s the significance of wildfire prevention in the current global climate?

Over the last decade, we’ve amassed significant data on wildland fire cycles.

Our objective is to break these cycles using active management in fire-prone areas.

This includes thoughtful planning to avoid placing homes and cities in danger zones.

We aim to predict the trajectories and spread of fires to ensure safety.

The State Fire Marshal’s office in California is extensively processing data to understand wildfire patterns.

The main importance lies in understanding the cycle, and then mitigating risks through vegetation management, home hardening, etc.

How has wildfire prevention and management changed in the past decade?

While wildfires are a natural occurrence with a history spanning centuries, the difference today lies in the legislation and policies.

Compared to the 1970s, 80s, and 90s, we now see unprecedented levels of legislative activity around wildfires.

Every three years, the US revises building and fire codes through national discussions.

Wildfire-related topics have now surged to the forefront of these discussions, affecting a range of codes from mechanical to plumbing.

Over the past decade, with the influx of data and legislation, there’s been a shift from national to state to local levels in ensuring homes are fire-resistant, a trend likely to continue for the foreseeable future.

What strategies effectively create defensible spaces around homes and communities?

Traditionally, a defensible space is maintained up to 100 feet around a property.

The first 30 feet is the most critical, emphasising proper brush clearance and yard maintenance.

Beyond those 30 feet, the focus shifts to pruning larger trees and shrubs.

During our inspections in the city and neighbouring counties, we’ve noticed the significance of this initial 30 feet.

It’s essential to be conscious of the vegetation type near your home, as well as any items or structures, like trash bins or sheds, which might increase fire risk.

There’s upcoming California legislation introducing a “zone zero,” targeting plants directly against homes that pose high fire threats.

This could result in mandatory removal of certain plants, underscoring the state’s focus on minimising fire hazards.

How is technology being used in wildfire prevention and management? Can you discuss any advancements?

Technological advancements have played a pivotal role in bolstering wildfire prevention and management efforts in recent years.

One such improvement is in our Geographic Information Systems (GIS).

This system’s ability to intricately map terrains aids in strategising preventive measures.

As cities and insurance companies leverage this data, it not only allows for a more proactive approach but also assists in forecasting fire patterns based on historical data.

Drones, too, have revolutionised our approach, particularly in the realm of enforcement and inspection.

Previously inaccessible or hard-to-reach areas are now within our grasp.

These devices provide us with real-time imagery and videos, enabling local authorities to comprehensively assess regions for potential hazards or breaches in safety protocols.

This has not only optimised the inspection process but has also been instrumental in formulating preventive strategies.

The exciting frontier, however, lies in the realm of Artificial Intelligence (AI).

Collaborative projects in California are now harnessing AI to develop sophisticated algorithms.

These algorithms aim to predict the onset of fires and their subsequent spread, taking into account an array of variables from wind patterns to topography.

Given the unpredictable nature of fires, having an AI system that can analyse vast amounts of data, including offshore wind flows or ocean breezes, marks a significant leap in pre-emptive fire management.

Additionally, California’s initiative to install cameras in the most fire-prone areas provides a continuous stream of data.

When this real-time data is processed by AI, it can highlight potential high-risk zones, offering an alert system to Fire Authorities even before a fire might break out.

This combination of AI and real-time monitoring ensures that responses are quicker, and preventive measures are more data-driven than ever.

Could you clarify the concept of home hardening and its importance in wildfire prevention?

Home hardening refers to the use of specific building materials and techniques that reduce the chances of a home igniting during a wildfire.

It doesn’t necessarily mean a complete overhaul of your home; instead, incremental changes can make a significant difference.

For instance, shifting to metal or non-combustible clay roofs, or various fire-resistant tiles, can offer considerable protection.

Similarly, opting for metal gutters with shields prevents the accumulation of flammable debris, while switching to dual-pane windows can guard against radiant heat, which has been known to pass through older, single-pane windows, causing interior fires.

In California, you can even get professionals to assess your home’s vulnerability to fire.

The objective is to make your home as fire-resistant as possible, step by step.

How vital is community education in wildfire prevention?

Public awareness is crucial, and unfortunately, for many, wildfires aren’t on their radar until they experience one first hand.

Early education, starting with schools, is pivotal.

Our outreach has evolved from merely teaching children to dial 911, to now informing them about evacuation procedures and emergency preparedness.

Engaging not only with schools but also communities and homeowners’ associations ensures everyone understands the risks and precautions.

When sharing information, we aim for simplicity and clarity.

Avoiding technical jargon and providing easy-to-understand guidance ensures everyone can actively participate in safeguarding their homes and neighbourhoods.

How can communities prepare for wildfire season?

I’d strongly recommend visiting your local fire station. Check if your city or county has an emergency mass notification system.

Many cities are now adopting such systems that alert residents through emails, text messages, or voice-recorded phone calls about incidents in their vicinity.

Additionally, check if there are any committees or training sessions in place for neighbourhood evacuations.

While many departments conduct evacuation drills, often, the notifications go unnoticed in mailed flyers.

Active participation in these drills may not always be high, but they are available in several places.

My primary suggestion would be to get in touch with your local fire department or city administration.

They can provide insights into available programs, especially since there’s an increasing focus, backed by grant funds, on public education, community outreach, and mass evacuation.

What should be prioritised when it comes to wildfire prevention?

The enforcement and awareness of proper vegetation management are paramount.

While the topic of enforcement can be sensitive, there are times when legal interventions become necessary to clear hazardous vegetation from private properties.

If homeowners don’t undertake the necessary precautions, fire departments might be compelled to intervene directly, using legal avenues if required, to manage the vegetation.

While our aim is always increased awareness, for authorities, a lot rests on the enforcement process.

Some fire departments may hesitate to strictly enforce these measures, but I believe it’s essential.

If we don’t address the risk in our most vulnerable regions, especially with habitual offenders, we are potentially inviting danger.

Addressing these issues proactively is crucial for everyone’s safety.

A new era in wildfire response

IFE CEO Steve Hamm highlights the global imperative to combat increasing wildfires across the globe

Increasing wildfires are posing a profound threat to communities, tourists, and the local environment.

Climate change is leading to more frequent and intense wildfire occurrences, emphasising our need to take a proactive stance.

As I delve into this pressing issue, it’s clear that fire and rescue services need to re-evaluate and enhance their strategies to confront this escalating crisis directly.

The devastating wildfires in Greece finally subsided at the end of July after burning for nearly a fortnight, with popular travel spot, Rhodes, being the worst affected by the blazes.

More than 20,000 tourists and locals were forced to flee seaside hotels and houses, and around 10 per cent of the island was scorched.

Additionally, August saw more than 1,000 people evacuated in southern Portugal, where a wildfire spread across huge swathes of land in one of the country’s popular tourist destinations.

Around 800 firefighters tackled the blaze. Scorching 16,560 acres of land, the local fire and rescue services were forced to evacuate people in its path as a precautionary measure.

Wildfire response: Fire mapping and technology utilisation

With wildfires escalating globally, it’s crucial for fire and rescue services (FRS) to harness advanced technologies to map and monitor fire incidents more accurately.

Geographic Information System (GIS) technology, remote sensing, and satellite imagery can significantly improve fire mapping capabilities.

Integrating these tools allows responders to have real-time access to crucial data, including fire spread, hotspots, and areas at risk.

Accurate fire mapping empowers responders to allocate resources strategically, ensuring timely and effective action to protect lives and local infrastructure.

Additionally, the use of Unmanned Aerial Vehicles (UAVs) or drones can revolutionise wildfire management, and drones equipped with thermal imaging cameras can detect hidden fires and provide situational awareness in remote areas.

Working alongside artificial intelligence (AI), we can enhance the analysis of fire patterns and predict fire behaviours, allowing responders to stay one step ahead of the flames.

With the UK experiencing soaring temperatures over recent years, wildfires are becoming an increasing threat and forcing FRSs in rural locations to develop and trial new training materials.

Northamptonshire FRS saw a large number of grass and crop fires last year, placing a huge demand on responders, resulting in a 76 per cent increase in wildfire incidents during July and August.

The service reviewed its response to wildfires and has introduced new wildfire backpacks on all frontline appliances.

The backpacks can carry up to 20 litres of water and can be used in areas that are inaccessible for a fire engine.

Educating residents about fire risks, evacuation procedures, and defensible space measures can significantly reduce vulnerability.

Encouraging the adoption of Firewise principles and community-based fire prevention initiatives can create a more resilient society capable of responding proactively to wildfire threats.

Maui fires investigation: Fire Safety Research Institute appointed by Attorney General Lopez

In a recent announcement, Hawaiʻi Attorney General Anne E. Lopez disclosed her choice for a comprehensive probe into the Maui wildfires.

FSRI to evaluate state and county preparedness for Maui fires

The Fire Safety Research Institute (FSRI), a leading nonprofit research body, will assess state and county agency strategies and response to the Maui wildfires.

These catastrophic fires led to a tragic loss of life and caused damages approximating $5.5 billion.

Attorney General seeks clarity and accountability

Attorney General Lopez stated: “I am committed to an independent, unbiased, and transparent investigation into government actions during the fires.”

Her commitment aims to renew the public’s faith in the government, especially after this devastating event.

In a reassuring tone, she added: “We can improve our responsiveness and resilience. Once the FSRI investigation is completed, our next step is to take decisive action.”

The investigation will scrutinise government agency actions during the initial 24 to 72 hours of the fire outbreak.

Lopez intends to keep the Hawaiʻi community updated at the conclusion of each investigation phase and once the final report is ready in late 2024.

FSRI’s three-phase investigation

Dr. Steve Kerber, FSRI vice president and executive director, expressed FSRI’s empathy with the Maui community.

His team aims to offer an evidence-based understanding of the incident to prevent future recurrences.

This investigation, which will closely involve local emergency services and federal, state, and local organisations, will span three phases:

  1. Fact-finding on Maui fires’ progression: This initial phase, estimated to last three months, focuses on gathering data to construct a comprehensive incident timeline.
  2. Data analysis and agency response: In approximately six months, this phase aims to evaluate the functioning of various fire protection systems during the Maui fires.
  3. Future prevention strategies: The final phase will offer insight into preventing such disasters in the future, producing a Forward-Looking Report after approximately 12 months.

“The FSRI investigation and what we learn from science and sound investigative practices will result in a set of concrete policy recommendations that will help ensure a safer, more prepared Hawaiʻi,” added Attorney General Lopez.

Greece inferno sets a concerning record for EU wildfires

Greece has faced a forest blaze that is the most extensive wildfire ever documented in the EU, according to a spokesperson from the European Commission.

The statement came as a significant concern, considering the data has been recorded by the European Forest Fire Information System (Effis) since 2000.

The EU responds swiftly: Greece wildfire support in numbers

In a bid to counteract the fire’s devastation, nearly half of the EU’s firefighting aerial fleet has been dispatched.

Specifically, 11 planes and a helicopter from the EU, along with 407 firefighters, have been sent north of Alexandroupoli, the city close to the wildfire’s origin.

The EU’s civil protection service has indicated that the fire has already consumed more than 310 sq miles (810 sq km) – an area larger than New York City.

This grim reality was echoed by the European Union-backed Copernicus Climate Change Service, which highlighted the magnitude of the devastation.

EU Wildfires: International support and local implications

Support to douse the flames is not only coming from within the EU. Firefighters from nations including Albania, Serbia, Slovakia, and the Czech Republic have joined the efforts, according to fire brigade reports.

Despite the combined effort, the blaze remains “still out of control”, particularly affecting the north-east region’s Dadia national park, a crucial haven for raptors.

Climate change and its effects: Greece wildfire trends

The vast and increasing number of fires in Greece this summer is largely attributed to the climate crisis by both the government and environmental experts.

Panagiota Maragou from the World Wildlife Fund (WWF) in Greece drew attention to the high biodiversity of the national park, emphasising its regional and potentially global significance.

She mentioned that around 30% of the National Park of Dadia-Lefkimi-Soufli Forest has succumbed to the flames. Concerns have arisen over Greece’s focus on fire containment rather than prevention, with environmentalists noting the current system’s inadequacies.

Human toll and socio-political implications

Since its onset on 19 August, the fire has tragically claimed 20 lives, 18 of whom were migrants discovered in an area often utilised as an entry point from neighbouring Turkey.

Such tragedies in the Evros region, a popular EU entry for countless migrants and refugees annually, have unfortunately spurred anti-immigrant sentiments.

Recent incidents involving local civilians and migrants, and subsequent police investigations, have also come to light.
