Urgent evacuation in Victoria amid severe bushfire threat

Authorities issue evacuation orders ahead of catastrophic fire conditions

Authorities in Victoria have called for the evacuation of more than 30,000 people from their homes in anticipation of what is feared to be the most severe fire day the state has seen in four years.

With temperatures expected to soar into the mid-40s in certain areas, residents in a potential fire impact zone stretching between Ballarat and Ararat, in Victoria’s west, have been instructed to leave their homes by Wednesday morning at the latest.

Victoria’s Emergency Management Commissioner, Rick Nugent, announced that towns including Amphitheatre, Beaufort, Clunes, Elmhurst, Lexton, Glenbrae, and Learmonth would receive text messages urging residents to evacuate.

Nugent highlighted the gravity of the situation: “Fire, spot fires and ember attack are quite possible in these areas; these could result in loss of homes, closure of roads and isolating communities,” he told reporters.

“If you are located in these areas, we ask you to leave.”

Catastrophic bushfire conditions forecasted across Victoria

The Bayindeen bushfire, located north-west of Ballarat, has already consumed 21,300 hectares and resulted in the destruction of six homes and 10 outbuildings since its inception last Thursday.

Nugent underscored the priority of saving lives over possessions, stating: “Its devastating for families to lose all of those possessions but they can be replaced; a life can’t.

This is all about saving lives.”

In response to the escalating threat, two relief centres have been established in Ararat and Maryborough for evacuees.

Furthermore, aged care community residents and all prisoners from the Langi Kal Kal prison have been evacuated preemptively.

Statewide efforts to combat the fire threat

Jason Heffernan, the Country Fire Authority’s chief officer, warned that any fire starting in the Wimmera region on Wednesday could become “uncontrolled very quickly,” emphasising that no homes are built to withstand such catastrophic conditions.

The premier, Jacinta Allan, described the upcoming day as “incredibly difficult,” with a forecast of mid-40s temperatures in north-west Victoria and high 30s to low 40s for the rest of the state.

An afternoon cool change is expected to bring wind gusts of up to 80km/h and dry lightning, further complicating firefighting efforts.

In preparation, about 110 firefighters from New South Wales have been deployed to Ballarat and Halls Gap, joining thousands of Victorian firefighters and more than 60 aircraft.

Allan also noted that approximately 100 schools and early childhood facilities will close on Wednesday as a precautionary measure.

Forest fires claim 112 lives in central Chile amid intense battle by firefighters

Devastating wildfires engulf central Chile

In recent days central Chile has been ravaged by catastrophic forest fires, leading to at least 112 fatalities.

Firefighting teams grappled with the massive blazes, while officials expanded curfews in the most affected cities.

The fires, burning with unparalleled intensity around the coastal city of Viña del Mar, resulted in the destruction of a historic botanical garden and left at least 1,600 individuals homeless.

Viña del Mar and Quilpé bear the brunt

In Viña del Mar, neighborhoods on the eastern fringe were consumed by fire and smoke, isolating residents within their homes.

The city, known for its beach resorts and hosting a prominent music festival, saw 200 people reported missing.

Chilean President Gabriel Boric’s visit to Quilpé revealed the extent of the tragedy, with 64 deaths reported there by Sunday morning.

The death toll later updated by Chile’s Forensic Medicine Service confirmed the grim tally of 112.

Government response to the crisis

President Boric highlighted the challenges in controlling the wildfires, citing unusually high temperatures, low humidity, and strong winds as exacerbating factors.

After surveying the devastation, Boric announced the conversion of a presidential vacation home in Viña del Mar into a leisure center for children affected by the fires and declared two days of national mourning.

“All of Chile is suffering,” Boric said. “But we will stand up once again.”

Efforts to mitigate the impact

Officials have urged residents in the fire’s path to evacuate swiftly, while those in less immediate danger were advised to remain indoors to clear the way for emergency services.

To safeguard against looting, curfews were instituted in Viña del Mar and neighbouring cities.

The wildfires coincide with a record-breaking heatwave in central Chile, fueled by the El Niño weather phenomenon, which has led to droughts and heightened the risk of forest fires across western South America.

The tragic loss of life and property in central Chile due to the ongoing forest fires serves as a stark reminder of the escalating challenge of wildfire management in the face of climate change.

The rapid response of the Chilean government and emergency services highlights the critical importance of preparedness and community support during such disasters.

This tragedy also emphasizes the need for global attention to climate patterns such as El Niño, which increasingly contribute to the severity and frequency of wildfires worldwide.

Putting a damper on wildfires

As global temperatures rise and heatwaves and drought become more common, wildfires are set to become more frequent and severe.

The UN Environment Program is predicting that wildfires will increase by 14% globally by 2030, 30% by the end of 2050 and 50% by 2100.

We only have to look at the last few years to see that there is an upward trend, with many European countries being severely affected, including Italy, Spain, France, Portugal, and Greece.

The rising threat

Europe saw one of the worst heatwaves on record in 2022, with wildfires burning out of control.

One such fire occurred in the Gironde region in south-west France.

Amid a fierce drought and high temperatures, a fire broke out in the Landiras area destroying 15,000 hectares of pine forest.

It was brought under control but then reignited again a month later, progressing quickly and burning through another 7,600 hectares of land.

It forced the evacuation of around 10,000 people and the closure of a major stretch of motorway between Bordeaux and Bayonne.

Meanwhile in the UK, a devastating grassland fire swept through the village of Wennington in the east of London during 40-degree temperatures, on the hottest day since UK records began.

A garden compost heap combusted and fire ravaged 40 hectares of dry vegetation, destroying around 20 houses and buildings in its wake.

15 fire engines and 100 firefighters from surrounding fire stations were deployed to tackle the fire which took more than eight hours to extinguish.

This was the first time that London had experienced a wildfire with a rural/urban interface.

A similar pattern was also seen in 2023, with a heatwave over much of Europe sparking widespread wildfires.

According to data from the European Forest Fire Information System (EFFIS), 463,018 hectares of land burned across the continent between January and mid-November 2023.

Greece was one of the worst countries hit last summer.

Several weeks of sweltering heat and strong winds turned the country into a tinderbox, causing fires to spread easily.

In July, a fire broke out on the island of Rhodes, sparking the country’s largest ever evacuation of residents and tourists.

On the mainland, in the north-east of the country, the largest single wildfire recorded in the EU since EFFIS started keeping records in 2000 began and raged uncontrollably for 16 days, scorching more than 80,000 hectares of land.

It destroyed homes on the outskirts of Alexandroupolis city and vast areas of Dadia National Park and surrounding pine forests, which were home to an array of birds and wildlife.

Hundreds of firefighters were deployed to the region, backed up by planes and helicopters, from nine European countries.

Now that our summers and fire seasons are hotter, drier, and longer, wildfires are wreaking havoc on the environment, wildlife, human health, and our villages, towns and cities.

They also have a significant economic impact as the cost of planning, prevention, response and recovery is huge.

The World Health Organization has reported that wildfire smoke contains a mixture of harmful pollutants that are hazardous when inhaled.

Wildfire smoke is associated with premature deaths and can cause and exacerbate diseases of the lungs and heart, brain and nervous system, skin, gut, kidneys, eyes, nose, and liver.

In addition to contaminating the air with toxic pollutants, wildfires also simultaneously impact the climate by releasing large quantities of carbon dioxide and other greenhouse gases into the atmosphere, which further fuels climate change.

The wildfire challenge

With wildfires increasing in number and intensity across the globe, Fire departments are facing huge challenges.

Wildfires often occur in remote locations with limited access to water and can spread and change direction with frightening speed making them very difficult to control.

They also take up a huge amount of time and resources at a time when departments’ budgets are being squeezed, which leads to stretched services, and the potential halt of valuable community and fire prevention/risk management work.

There are a number of strategies and tactics deployed by fire departments to tackle wildfires.

Proactive wildfire mitigation and management is crucial, for example creating firebreaks, where land is stripped of any possible fuel for the fire, helping to prevent fire spread.

Firefighters typically use water to fight wildfires, although in some countries chemical fire retardants are also used, dropped from planes and helicopters in a red powder form.

Backfires can also be used, where fires are deliberately started on the ground to advance towards the burning wildfire, with the aim of burning up any potential fuel in the path of the progressing wildfire.

Suppression solutions

New firefighting techniques and practices are now emerging and the fire industry is investing in new products and technology to help contain wildfires and prevent them from spreading.

Marine3 Fire, for example, is a new wetting agent, just introduced to the UK and Europe.

It is specifically designed to fight Class A fires and has the potential to revolutionise wildland firefighting.

Marine3 Fire is a mineral-based solution, completely free of harmful chemicals, which contains a unique blend of biodegradable surfactants.

This means when added to water, it reduces the water’s surface tension, allowing much greater penetration and saturation of combustible materials, and significantly cooling the temperature.

As a result, fires are extinguished much faster than using water alone, and less water is needed.

This is ideal, as most wildfires are in remote areas and water is often in scarce supply.

The harmful effects of toxic smoke particles on firefighter health is clearly a big concern, and Marine3 Fire can also help to reduce this, alongside other contamination mitigation measures.

Less toxic smoke is produced when using the solution as it helps to capture and contain CO2 gases and reduces the amount of smoke being released into the atmosphere.

In controlled conditions, we undertook testing on a range of Class A fires to see how Marine3 Fire compared to using water alone.

The results were very impressive, with Marine3 Fire extinguishing the fires up to 80% faster.

Notably, in every scenario, reignition was also prevented and considerably less smoke was emitted.

For obvious reasons, when tackling widespread fires of this scale, any product that can reduce the time taken to extinguish the fire and prevent reignition is a valuable asset.

A wildfire can last for days, putting a huge strain on personnel and resources.

We believe that Marine3 Fire could also prove particularly advantageous in the creation and maintenance of firebreaks and essential escape routes.

Saturating these barriers and the surrounding areas with Marine3 Fire could help to strengthen firebreaks and protect against ‘flying brands’ breaching defences.

Marine3 Fire is a cost-effective solution that is very easy to use.

For Class A fires, a 1% dilution is most effective and can be added directly to the main fire engine water tank or portable pump system and delivered through the hose in the same way as water.

New Zealand firefighters return from Queensland wildfire assistance

Fire and Emergency New Zealand’s Bravo strike team has successfully completed their mission in Queensland, Australia, marking a significant contribution to the region’s efforts in combating extensive wildfires.

This deployment signifies the last from Fire and Emergency New Zealand to Queensland for the foreseeable future, as the number of wildfires has substantially decreased due to recent rainfall.

Bravo team’s achievement in Queensland

The Bravo team’s return follows a critical period of firefighting and community support in Queensland.

In response to large wildfires that erupted in the Australian state at the end of September, two deployments were organised, consisting of 53 personnel from Fire and Emergency, the Department of Conservation, and forestry industries.

These teams have been instrumental in executing firefighting strategies, including extinguishing fires, creating containment lines, and patrolling to ensure fires remain within these lines.

Community engagement and international collaboration

Apart from their firefighting efforts, the Bravo team engaged in vital community work across Queensland.

They visited schools to share fire safety messages and assisted in demobilising resources from Victoria to Brisbane.

This deployment highlights the long-standing tradition of international assistance by Fire and Emergency New Zealand and its predecessor organisations in wildfire emergencies, spanning over two decades.

Valuable experience gained

Deputy National Commander of Fire and Emergency New Zealand, Steph Rotarangi, commended the efforts of both the Alpha and Bravo contingents.

She expressed gratitude for their hard work and the valuable experience they gained, which is crucial as New Zealand approaches its peak wildfire season.

These international deployments not only aid in managing complex wildfires but also enhance the skills and knowledge of the personnel involved, equipping them better for domestic firefighting challenges.

In an earlier phase of this international aid, twenty-two firefighters were deployed to Queensland on 6 November to assist with the raging wildfires.

This Alpha deployment, comprising Fire and Emergency personnel and members from the Department of Conservation, joined a six-person Incident Management Team already in Australia.

At the time, Queensland was battling 52 active bushfires, with firefighters facing extreme weather conditions and remote, difficult-to-reach fire locations.

Deputy National Commander Brendan Nally noted the challenging conditions in Queensland and the importance of such deployments for gaining experience in handling large and complex wildfires.

Ongoing impact of Queensland wildfires

The increased fire danger in Queensland has necessitated continuous vigilance and response.

Fire and Emergency’s Bravo deployment arrived at a crucial time when the number of bushfires had reduced from 70 to 38, thanks to favourable weather conditions.

However, the Queensland Fire and Emergency Service issued warnings of heightened bushfire conditions in the following days.

The Bravo strike team, stationed in the Carnavon area, has been involved in a variety of tasks including backburning, hotspot treatment, and community engagement, emphasizing the comprehensive nature of their contribution.

EU wildfires in 2022: Second-worst year to date

In 2022, the European Union (EU) experienced its second-worst year for wildfires, raising alarm over the escalating impacts of climate change.

A significant area, comparable in size to Corsica, was ravaged by fires across the EU.

The Joint Research Centre’s latest report highlights this environmental calamity, accentuating the persistent threat of wildfires in the region.

EU wildfire’s Devastating toll on land and biodiversity

The report revealed that nearly 900,000 hectares of land were scorched in 2022, including approximately 365,000 hectares within the Natura 2000 sites.

This figure represents the highest amount of burnt land in Natura 2000 protected areas in a decade.

The toll on these critical biodiversity reserves underscores the widespread nature of the wildfires.

Human actions and climate change: A perilous combination

Human activities have been identified as the primary cause of these wildfires, accounting for 96% of the incidents.

Climate change exacerbates the situation by creating more favourable conditions for fires to ignite and spread.

This deadly combination poses a significant threat to both the environment and human safety.

Prevention and management efforts

Despite these challenges, the EU has implemented effective prevention measures and firefighting strategies, which have successfully contained the number of casualties.

The EU Nature Restoration Law and the Forest Monitoring Law proposals are among the initiatives aimed at improving Europe’s ecosystem resilience and forest data accuracy, crucial for better wildfire management.

Global perspective on wildfire trends

The increasing frequency and intensity of wildfires are not confined to Europe.

In recent years, regions like Chile, Canada, California, Australia, and South America have also experienced significant wildfire activity, often surpassing traditional patterns.

EFFIS: A key tool in wildfire management

The European Forest Fire Information System (EFFIS) has been instrumental in providing harmonised information on forest fires and assessing their effects across Europe.

Since its inception as a pilot project, EFFIS has expanded to include 43 countries, offering a platform for exchanging best practices in fire management.

EU’s strategic approach to wildfire mitigation

The EU’s Strategy on Adaptation to Climate Change and the Forest Strategy are central to its approach in mitigating wildfire impacts.

These strategies focus on enhancing fire prevention, climate resilience, and monitoring capabilities.

The guidelines emphasise vegetation management and reducing human-caused wildfire ignitions as key strategies.

Strengthening EU’s firefighting capabilities

In response to the escalating wildfire crisis, the EU has bolstered its Union Civil Protection Mechanism to augment aerial firefighting resources.

This enhancement, coordinated by the Emergency Response Coordination Centre, reflects the EU’s commitment to strengthening its response to wildfire emergencies.

Commissioner Ivanova’s remarks

Iliana Ivanova, Commissioner for Innovation, Research, Culture, Education and Youth, responsible for the JRC, commented: “Wildfires are becoming ever more frequent and cause more damage.

“This is a clear sign of the catastrophic impacts of climate change. We are reinforcing our prevention measures and building the capacities to respond to wildfires.

“The Joint Research Centre’s data and analyses are crucial in this effort.”

Hungary’s persistent forest fire challenge

Despite the rarity of canopy fires in Hungary, the frequency of wildfires remains a cause for concern.

With an average of at least 2,600 wildfires over the past 12 years, the compounding effects of human negligence, climate change, and agricultural practices are significant contributing factors.

Understanding Hungary’s wildfires

According to Laszlo Arato of EUrologus, the 12-year period has witnessed the burning of over 2,000 square kilometres of Hungarian forest and vegetation.

The data reflect alarming year-to-year fluctuations, largely dependent on the duration of heatwaves, showing a distinct pattern with significant peaks every few years.

The year 2012 was marked by a severe increase in forest fires, with over 900 square kilometres affected.

The most severe of these incidents in 2012 ravaged parts of Bács-Kiskun county and Hortobágy, with critical efforts undertaken to quell the flames.

The fires of that year took a toll on both natural reserves and working land, necessitating the mobilisation of a substantial number of professional firefighters, volunteers, and significant equipment.

This pattern of wildfires continued into 2022, highlighting a July fire in the Hortobágy National Park that damaged vital grassland and forest areas.

The response to these fires has required an assortment of tactics, from water hoses to helicopters, underscoring the diverse approaches needed to tackle such incidents.

The factors behind the fires

The National General Directorate for Disaster Management provides clarity on the nature of Hungarian forest fires, explaining that the extreme, widespread forest fires common in southern Europe are not characteristic of Hungary due to different climate and vegetation conditions.

However, human-induced fires, which account for 99 percent of forest fires in Hungary, are prevalent and typically involve surface fires, sparing the canopy but still causing considerable damage.

Zsuzsanna Ujj of the Hungarian National Society for Nature Conservation points to climate change and agricultural land use as critical influencers in fire frequency.

She highlights the challenge faced by firefighters due to water scarcity in the affected regions, often requiring extensive efforts and resources to manage and extinguish fires.

Preparation and prevention as key strategies

The social aspect of wildfire management is equally important, with the emphasis on reducing fossil-fuel emissions and consumption.

Hungary, while spared from the scale of fires seen in other parts of the world, must nonetheless prepare for potential canopy fires that could threaten lives and property.

The National Directorate General for Disaster Management underscores human responsibility in both preventing and managing forest fires, especially during the vulnerable periods of dry spring and hot summer.

Australia rallies firefighter support for Queensland and NSW wildfire emergencies

International support for Queensland wildfire efforts

Fire and Emergency New Zealand has dispatched a team of 22 firefighters to assist with the wildfire crisis in Queensland, Australia.

The firefighters, set to join forces with the local Incident Management Team, consist of personnel from both the Department of Conservation and Fire and Emergency.

Their deployment to the wildfire-ravaged regions of southern Queensland marks Fire and Emergency’s 70th international support mission, following a tradition of over two decades.

According to Deputy National Commander Brendan Nally: “Queensland has experienced prolonged drought conditions for some time, and this has led to increased fire danger across the south-eastern and western parts of the state.”

He added: “They’re tough firefighting conditions over there at the moment. Fighting fires of this size is a hugely demanding job and we’re happy to support our neighbours in Australia when we’re needed.”

The team is expected to engage in manual creation of containment lines and use fire appliances for extinguishing blazes, all under extreme weather conditions.

Western Australian crews mobilize for NSW bushfires

In parallel efforts, the Department of Fire and Emergency Services (DFES) from Western Australia has deployed a team of 17 to New South Wales.

The volunteers and emergency services officers, who departed from Perth, aim to provide relief to local crews in Glen Innes and Tenterfield for five days.

Fire and Emergency Services Commissioner Darren Klemm expressed gratitude for their service: “Western Australians know all too well the devastating impacts of bushfires and I’m proud our people can support their interstate colleagues and communities who have been on high alert for weeks.”

Commissioner Klemm also emphasised the importance of preparation for the upcoming bushfire season in Western Australia, promoting the use of the My Bushfire Plan app or website to help local residents formulate a fire action plan.

Indonesian activists file police reports against companies for burning land

As Indonesia faces a severe fire season, activists have reported four companies to the local police for alleged burning on their land concessions in Central Kalimantan.

Activists in Indonesia have lodged official complaints with local authorities against two industrial forest firms and two palm oil companies.

The reports follow satellite image analysis conducted from September 2-10, revealing 3,650 hectares of burning within the companies’ concessions.

The two pulpwood firms in question are PT Industrial Forest Plantation and PT Rimbun Seruyan, while the palm oil companies are PT Karya Luhur Sejati and PT Globalindo Agung Lestari.

Jakarta sees a rise in environmental legal actions amid worsening fire season

This year’s fire season in Indonesia is anticipated to be the worst since 2019, exacerbated by an El Niño system.

Amidst this crisis, environmental NGO Save Our Borneo has highlighted that most fires have occurred in areas yet to be cultivated.

Further concern arises from past incidents, as Bayu Herinata, the Central Kalimantan director of the Indonesian Forum for the Environment, stated that after the 2019 fire season, some of the burned concessions had been planted with palm oil trees, indicating an intentional burning.
