BTS concert drives Seoul lodging inspections

A fire at a capsule hotel in central Seoul that injured 10 foreign tourists has led authorities to launch emergency safety inspections at 5,481 lodging facilities ahead of a major BTS concert on Saturday.

Korea JoonAng Daily reported that the Ministry of the Interior and Safety and the National Fire Agency said Monday they will carry out inspections for four days from Monday to Thursday.

Authorities will focus on lodging facilities in the Jongno and Jung districts, where large numbers of visitors are expected for BTS’s open-air performance at Gwanghwamun Square.

Officials will also conduct sample inspections at accommodations considered to have higher fire risks, including capsule hotels.

Interior and Safety Minister Yun Ho-jung said: “We expect a sharp increase in domestic and foreign visitors coming to Seoul ahead of a large K-pop concert.

“We will swiftly carry out emergency safety inspections to create an environment where people can stay with peace of mind.”

Fire injures 10 foreign nationals

The inspections follow a fire that broke out last Saturday at a capsule hotel in Sogong-dong in Jung District, according to Korea JoonAng Daily.

The fire injured 10 foreign nationals, with three seriously hurt.

A Japanese woman in her 50s remained unconscious as of Sunday.

Authorities said she is the family member of another Japanese woman in her 20s who was taken to hospital while conscious.

Seven others sustained minor injuries and were moved to temporary accommodations after receiving treatment.

Sprinkler rules and capsule hotel layout

Korea JoonAng Daily reported that a joint investigation by police and fire authorities found the building did not have sprinkler systems installed.

Korea has required sprinkler systems on every floor of any building with six or more stories since 2018.

The capsule hotel was built before the regulation took effect and its total floor area did not meet the 600-square meter (6,500-square foot ) threshold for the requirement.

The building also did not fall under the Special Act on the Safety Control of Publicly Used Establishments, which requires simple sprinkler systems in lodging-type multiuse facilities such as gosiwon that were built before 2009 and permitted as general lodging facilities.

The hotel is located near Myeongdong and charges between 30,000 and 50,000 won ($20 to $33) per night, with about 82 percent of reviews on online travel platforms written in foreign languages.

Capsule hotels place small sleeping compartments about the size of a single bed in a honeycomb-like structure across two levels instead of traditional rooms.

One reviewer noted that the narrow rooms left little space for luggage and corridors often became crowded.

Officials identified five more capsule hotels within a 2-kilometer (1.2-mile) radius of the fire site.

Institution of Fire Engineers outlines EEDI actions taken over the past year

EEDI progress across the IFE

The Institution of Fire Engineers (IFE) has outlined progress on its Equality, Equity, Diversity and Inclusion (EEDI) work over the past year, including changes to communications, feedback processes, branch support and progression routes.

The IFE said inclusive language and accessibility checks are now part of its communications and policy sign-off processes.

The institution said teams now use a checklist to support consistent decisions in these areas.

Feedback routes are also being included where possible so members can say what is working and what needs improvement.

A more structured feedback system is being used to measure engagement and satisfaction.

The IFE said this is intended to give it a stronger evidence base for decision-making and to keep member views part of its priorities.

Branch leaders have also been given guidance, presentations and tools to help apply EEDI principles in local activity.

The institution said support for members returning to the profession has also been identified as an area for future work.

EEDI work on standards and progression

The IFE also said work is underway to reinforce a zero tolerance approach to unacceptable behaviour through stronger policies and clearer reporting routes, including anonymous reporting.

Guidance and educational content for employers has also been developed to explain what zero tolerance looks like in practice and how it can be applied within organisations.

Exam-based progression routes are being reviewed and modernised with sector partners.

The institution said this work is intended to align progression more closely with real roles and responsibilities across fire and rescue services.

The IFE is also using the Royal Academy of Engineering’s Diversity and Inclusion Progression Framework internally to review progress, identify areas for improvement and benchmark its approach over time.

It said this will sit alongside periodic member feedback and regular updates through its communications.

The update sets out how the IFE plans to keep member feedback central as this work continues.

RECOM secures fire and safety role on £428m public framework

Fire and safety work included in Rise framework awards

RECOM Solutions has secured places on five lots within the latest £428m Rise Construction Framework, including fire and safety compliance, project management and work linked to passive fire protection.

The framework will run until March 2030 following a competitive tendering process and will be used to procure services across the north west, North Wales, Yorkshire, Humber and Lincolnshire.

The sectors named include healthcare, social care, education and housing, along with emergency services, local authorities, government departments, museums and arts organisations, charities, third-sector groups and public bodies.

RECOM gained places on the general construction, refurbishment and multi-disciplinary consultancy lots as well as fire and safety compliance and project management.

The company said those lots cover contracts worth up to £6m.

Fire and safety division and wider group activity

The RECOM group undertakes project management consultancy, main contracting and passive fire protection work nationwide across healthcare, education, retail, leisure, commercial and residential, facilities management and defence.

RECOM Fire Solutions delivers works in live environments to limit the spread of fire, smoke and heat in buildings and structures.

Its services include compartmentation and fire door condition surveys, along with installation and remediation of fire stopping and fire doors.

The division also carries out intumescent paint application, overboarding and fire curtain installations.

The business recently opened a base at Fort Dunlop in Birmingham to support projects across the Midlands, the M6 corridor and the south west.

Argon Electronics, a manufacturer of CBRN simulation systems and Kromek, a developer of radiation detection technology have revealed their new collaboration.

This partnership with see the company’s work together to develop a dedicated simulator module for Kromek’s ground-breaking D5 RIID hand-held device.

Features of the module

This new capability enables operators to conduct high-fidelity radiological search exercises without the need for live radiological sources, enhancing training realism while improving safety, accessibility and operational readiness.

The launch is based upon patented RaFTS spectrometry simulation technology developed by the Lawrence Livermore National Laboratory (LLNL) which is exclusively licensed to Argon.

The simulator module will allow D5 RIID users to temporarily convert their operational detector for training use to explore and use the impressive capabilities of this high-performance detector in lifelike operational scenarios.

The D5 RIID can detect and identify mixed, shielded or heavily obscured isotope configurations and confirm radionuclide identification across naturally occurring radioactive materials (NORM).

Saving lives with sound: How TOA uses voice systems to guide evacuations

It is a hard fact to comprehend, but the reality is that incidents of natural disaster, tragic accidents and terrorism have increased in recent years and emergency responders are having to deal with more significant events than ever before.

Addressing how this is managed is key, and the use of audio is now at the forefront of how safety, early warning and evacuation systems are developed.

There are significant statistics showing that people respond better to direct vocal instructions than to a bell.

A bell is often ignored because individuals assume it does not apply to them, whereas a clear, direct command motivates people to follow instructions.

It is very important that we address both evacuation and invacuation when using messages to manage incidents.

We all know what evacuation means, but invacuation procedures involve people moving to a designated place of safety or staying in a zoned area while awaiting instruction.

The way messages are delivered influences how people react and can reduce panic.

Audio communication improves safety outcomes by providing clearer and more informative instructions.

As audio-based safety messages become more common, they will become part of everyday life, encouraging controlled responses rather than instinctive movement toward the nearest exit, which could increase risk.

Advantages of effective communication 

With this in mind, it is extremely important to acknowledge the advantages that audio provides for two-way communication.

 The ability for emergency responders to be able to communicate effectively and quickly allows us to minimise response times and improve methods of critical communication to those they can’t immediately reach to try and keep more people safe and calm.

 They can then deal with the incident, knowing they are able to keep in contact with people and communicate with them if, initially, evacuation is not an option.

This is particularly important in the event of an act of terrorism, where the perpetrators are often mobile and hostile.

 We have seen so many times that if a ‘stay put, stay down’ message had been delivered in certain incidents lives might have been saved.

This is what the industry must work towards moving forward.

In the UK, the introduction of Martyn’s Law in 2025, officially titled the Terrorism (Protection of Premises) Act 2025, means there are going to be many changes to how venues operate and respond to incidents and that audio systems will play a huge part in this.

Venues will have to demonstrate responsibility for their visitors and ensure their staff are trained in appropriate public procedures that specifically relate to evacuation, moving people to a safe place and lockdown.

Venues will have to have incident management plans in place which should include how they will communicate with external organisations offering emergency assistance.

 Many countries globally either have similar legislation in progress or are considering frameworks for changing the way they manage public places, and we can only see this developing internationally.

It is very clear in the UK what standards voice evacuation systems must adhere to and we are regulated to two BS standards.

BS EN 50849 requires BS-EN54 certified components that are suitable for use as a Sound System for Emergency Purpose (SSEP).

 A SSEP is a public address audio system that can deliver emergency messages but is not connected to a fire system.

BS-5839-8: 2023 is the standard that should be adhered to if there is a voice evacuation system that connects to the fire alarm system.

It is a legal requirement for power supplies, control and indicating equipment and speakers to be EN-54 independently certificated by a third-party approved body.

Connected systems

In terms of technology, we are increasingly asked by end-users to design a system that is not only multi-tasking for audio but also can connect and communicate with other safety solutions such as fire alarms and security CCTV.

 For example, a recent project involved a large multi-function facility with retail units, restaurants, offices and residential spaces where different units required separate audio.

However, the overarching landlord also wanted to have control to override this in the event of an incident or fire, enabling them to take back control of their whole building, keeping overall responsibility.

As buildings get bigger, systems will get more complex.

As a manufacturer, we have to address this in our research and product development ensuring flexibility and scope to expand and offer many solutions that connect together.

Voice alarm and public address systems that deliver audio give control and enable complex management of both events and incidents using one system to manage both.

They are designed to be scalable and can be used in many applications from a retail unit to large complex buildings, such as a football stadium.

At TOA we believe that audio provision should be designed to the building specification.

It is extremely important to get this right so that the audio is clear and intelligible, with the acoustics and placement of speakers reflecting the fabrication of the structure.

Advances in speaker technology and design have allowed us to improve the effectiveness of speaker profiles allowing projects to require less equipment while still projecting sound further and more effectively.

Advances in IP audio will also be a game changer in combining audio with IP networks for a complete safety solution.

By adopting common industrial standard protocols for audio transmission and network control we can fully integrate IP audio with platforms such as SIP services/phones, video management systems (VMS) or IP control systems.

In summary, using audio in fire safety and security is bringing many more options to the table as to how we communicate clearly and effectively, both with everyday messages and when we need to trigger emergency announcements.

Audio creates a much better way of keeping people informed, safe and ultimately will save lives.

Fifty years on, NVFC reflects on volunteer fire service history

NVFC marks its 50th anniversary

The National Volunteer Fire Council (NVFC) marked its 50th anniversary on 15 March 2026, fifty years after its first meeting was held on 15 March 1976.

The NVFC marked the milestone in a post published on 15 March 2026, which included a retrospective timeline and a statement from NVFC Chair Steve Hirsch.

The organisation said it was formed to support and advocate for volunteer fire services, along with emergency medical and rescue services.

According to Hirsch’s statement, representatives from seven state firefighter associations gathered in Chicago in November 1975 to discuss creating a national organisation to represent volunteer firefighters.

The first meeting of the National Volunteer Fire Council was then held on 15 March 1976 with twelve states represented.

NVFC chair reflects on volunteer service

In his anniversary message, Steve Hirsch, NVFC Chair, linked the organisation’s 50th year to the United States bicentennial and the country’s upcoming 250th anniversary.

He said the volunteer fire service has grown into an all hazards agency and described volunteer firefighters as covering the largest land mass in the nation.

Hirsch said: “In November of 1975, representatives from seven state firefighter associations gathered in Chicago to talk about establishing an organization, national in scope, to represent volunteer firefighters.

“The first meeting of the National Volunteer Fire Council (NVFC) was held on March 15, 1976 with twelve states represented.

“Over the years, the NVFC has continued to grow and mature.”

His statement also thanked volunteer firefighters and called on readers who are not involved in the service to consider joining.

NVFC retrospective timeline of major milestones

A timeline published alongside the anniversary announcement outlines key moments in the development of the National Volunteer Fire Council (NVFC) since its founding in 1976.

The organisation’s first meeting took place on 15 March 1976 with representatives from twelve states, following a November 1975 gathering of seven state firefighter associations in Chicago to discuss forming a national organisation for volunteer firefighters.

NVFC membership reached 18 state associations, 106 departments and four corporate members by 1978, when the organisation also launched its annual award programme with its first lifetime achievement award.

In 1979, the Federal Emergency Management Agency purchased land in Emmitsburg, Maryland, for the U.S. Fire Administration and the National Fire Academy, which began on-campus courses in 1980, and the Stonebridge Conference was held to outline the needs of volunteer responders to the USFA.

The National Fallen Firefighters Memorial was dedicated in Emmitsburg in 1981 to honour fallen firefighters.

The NVFC hosted a regional meeting of the Federation of World Volunteer Firefighters in Seattle in 1983.

Volunteer firefighters and NVFC members were honoured with an Anheuser-Busch Rose Bowl parade float in 1984.

The Congressional Fire Services Caucus was formed in 1987 to support bipartisan legislation affecting emergency personnel.

The NVFC Foundation was established in 1989 and operated until 2019.

Congress authorised the minting of the Benjamin Franklin Firefighters Silver Medal in 1992, with proceeds supporting several fire service organisations including the NVFC.

The NVFC 21st Century Fund was incorporated in 1996 through donations from U.S. Tobacco to support education, training, recruitment, retention and the purchase of personal protective equipment.

Language in the National Defense Authorization Act established the Assistance to Firefighters Grant programme, which funds equipment, gear, training and vehicles for fire departments.

Further language in the National Defense Authorization Act established the Staffing for Adequate Fire and Emergency Response grants, which support hiring career firefighters and recruitment and retention of volunteer firefighters, and the NVFC launched the Heart-Healthy Firefighter Program.

The NVFC launched Fire Corps in 2004 to connect community volunteers with local fire departments for non-operational roles including administration, public education and fundraising.

The National Junior Firefighter Program was introduced in 2007 to encourage younger people to join the fire service.

The organisation created an EMS/Rescue Section in 2010.

Two developments occurred in 2011, when the NVFC partnered with the U.S. Forest Service to launch the Wildland Fire Assessment Program and transitioned its newsletter, The Dispatch, from print to digital.

The Globe Gear Giveaway programme launched in 2012 through a partnership with the NVFC to supply turnout gear to volunteer fire departments.

In 2014, the NVFC launched the Share the Load programme focused on responder mental wellbeing and held its first Training Summit.

The Make Me A Firefighter campaign launched in 2015 with SAFER funding to help departments recruit and retain volunteers.

The organisation introduced its annual print publication Firefighter Strong in 2017.

The Anheuser-Busch Emergency Drinking Water for Wildland Firefighters Program launched in 2019, donating 1.5 million cans of water annually to volunteer fire departments preparing for wildfires and emergencies.

The State Farm Good Neighbor Firefighter Safety Program launched in 2024 with $1 million in grants for volunteer fire departments, increasing to $1.5 million annually from 2025.

The NVFC reported more than 40,000 individual members in 2025.

In 2026, the organisation marked its 50th anniversary with 48 state association members, more than 42,000 individual members and 50 corporate members.

Gas detection update from Sensitron adds new interface and login system

Sensitron previews redesigned gas detection control panel

Sensitron has previewed a new control panel for gas detection systems that can support up to eight gas detectors and is set to be commercially available within 2026.

Sensitron said the product evolves from its best-selling PL4+ and was developed as part of a broader product and business development plan.

The company said the control panel was designed around day-to-day use, with a more compact form and a redesigned interface intended to improve readability and operation on site.

The new PL4 gas detection system design was developed through Sensitron’s first collaboration with AMDL CIRCLE, the multidisciplinary studio founded by Michele De Lucchi.

Sensitron said the resulting platform was designed to be adapted and customised for the group’s international markets.

Nicholas Bewick, Architecture Art Director, and Andrea Borgogni, Senior Product Designer, at AMDL CIRCLE, said: “The design is the result of a complete reconfiguration of the internal components—battery, printed circuit boards, mounting systems, etc. – arranged according to a new hierarchical order: the reorganisation of the elements has allowed the creation of an unusual pyramidal architectural form, with a redesigned main display and control panel to simplify the physical and visual interface with the entire gas safety network.”

Interface changes and compliance details

Sensitron said the new control panel includes a redesigned interface with graphics, pop-ups, directional arrows, on/off switches, drop-down menus and contextual buttons.

The company said these features are intended to help users understand the control panel more quickly without prior knowledge.

A multi-level digital login system replaces the physical key and is intended to provide greater operational control, traceability and protection.

Menus are arranged in a logical tree structure and the control panel can be configured through the display or through a PC.

PC-based configuration allows settings to be saved and replicated across similar systems, with event logs available for download for diagnostic analysis and system traceability.

Marco Passadori, Managing Director of Sensitron, said: “We chose design as a strategy to complement our technical expertise, adding an element of differentiation in a highly competitive market.

“Technology, compliance with standards, and experience are the foundations of our product development.

“The decision to introduce design stems from listening to those who use the product.

The control panel complies with ATEX Directive 2014/34/EU and the standards EN IEC 60079-29-1 and EN 61508 / EN 50402 (SIL1), according to Sensitron.

Advanced gains Environmental Product Declaration for MxPro 5 4-loop panels

Advanced panels receive verified lifecycle declaration

MxPro 5 4 -oop fire alarm control panels from Advanced now hold an Environmental Product Declaration (EPD), with independently verified data covering environmental impact across the full product lifecycle.

Advanced announced the declaration on 16 March 2026, stating that it was issued in accordance with EN 15804:2012+A2:2019 and ISO 14044/14025, and verified by BRE Global.

The EPD provides standardised environmental performance data for use in sustainability-focused specification and whole building assessment.

It was developed using a life cycle assessment (LCA) and presents cradle to grave data for the MxPro 5 4 loop panels, including carbon footprint and other impact indicators.

The declaration is intended to help consultants, designers and building owners assess how fire safety systems contribute to the environmental performance of a building or infrastructure project.

Advanced EPD covers full panel range

According to Advanced, the declaration applies across the full range of MxPro 5 4-loop panel configurations, including standard and deep enclosure formats, cross listed variants and Axis EN software variants.

The company said this means consistent environmental data is available across different configurations and compliance requirements.

The assessment is also being used to identify where environmental impacts occur across the product lifecycle.

That information is being used to inform product development, material selection and manufacturing efficiency, as well as energy use during operation.

Advanced said the EPD is valid for five years and will remain in force until March 2031, subject to the terms of the BRE Global verification scheme.

The company also said the MxPro 5 range was developed for longevity, flexibility and upgradeability to help extend system life and reduce waste over time.

NAFFCO forms UAE shelter joint venture with Verona Shelters

NAFFCO joint venture targets shelter production

NAFFCO Group has signed a Joint Venture Agreement with Verona Shelters to develop and manufacture civil defense and military shelter solutions in the United Arab Emirates.

NAFFCO Group announced the agreement with Verona Shelters as a strategic partnership focused on expanding production capacity for protective shelter infrastructure.

The partnership combines NAFFCO’s safety engineering and large-scale manufacturing capacity with Verona Shelters’ work in protective shelter systems.

It is intended to supply shelter systems for civilians and critical facilities, with a stated focus on the Middle East, Europe and North Africa.

Executive comments on the agreement
