When the sky breaks: Responding to aerial threats

As conflicts drag in the Middle East and Europe, the threat posed by unconventional aerial attacks on civilian environments has evolved from a theoretical risk to a present-day operational concern.

While significant resources are allocated to missile interception technologies and air defence systems, the reality is that no system offers complete protection.

Aerial threats, whether intercepted or not, often result in falling debris, unexploded ordnance, fires and widespread structural damage.

As such, fire and Civil Defense agencies must shift their focus from mere prevention to full-spectrum preparedness, encompassing post-impact response.

Unconventional aerial threats now include not only ballistic missiles and rockets but also low-cost, weaponized drones, drone swarms and other improvised airborne devices.

These technologies have proven capable of penetrating urban spaces, igniting fires, damaging infrastructure and inciting panic.

Thus, governments must address the post-impact implications with the same seriousness afforded to the interception phase.

Governments routinely invest in downing these threats – but they must equally invest in preparing for the consequences when they actually crash and explode.

Evolving threat landscapes and operational realities

Modern aerial threats are diverse in form and effect.

Ballistic and cruise missiles carry heavy payloads with wide blast radii.

Rockets – less precise but still highly destructive – are frequently used in saturation attacks.

Meanwhile, small drones or drone swarms, whether equipped with explosives or incendiary devices, can strike numerous targets simultaneously, creating unpredictable and dispersed damage zones.

This evolving landscape demands that Civil Defense services understand not only the physical impact of each type of threat, but also the distinct operational challenges they pose.

A ballistic missile may leave a large crater and cause building collapse.

Conversely, a drone swarm might target rooftop infrastructure or industrial facilities, sparking fires in multiple, hard-to-reach locations.

In both cases, the consequences on the ground can be catastrophic if not promptly and expertly managed.

One of the most underestimated hazards is the aftermath of successful interceptions.

The public often assumes that an intercepted projectile poses no further risk.

However, fragments and debris from destroyed aerial threats can cause fatalities, start fires and damage buildings.

A notable case involved debris from an intercepted missile falling into a Gulf capital, killing a civilian.

The notion that interception equals safety must be urgently revised in public awareness campaigns and professional training alike.

Impact consequences and hazards on the ground

Once an aerial threat makes contact with the ground – whether intact, intercepted, or malfunctioning – the immediate scenario is complex and dangerous.

Responders may encounter:

Fires and explosions

Impact can ignite fires in fuel depots, residential buildings, or industrial facilities.

Secondary explosions are a real risk, especially where volatile materials are present.

Structural collapse

Explosions compromise the integrity of buildings, resulting in partial or total collapses.

These incidents necessitate rapid and well-coordinated Urban Search and Rescue (USAR) operations.

Unexploded ordnance (UXO)

Some threats fail to detonate on impact.

The presence of UXOs significantly increases responder risk and requires explosive ordnance disposal (EOD) intervention.

 

Debris fields and shrapnel

Scattered remnants can obstruct rescue operations, damage vehicles and harm personnel.

Large components of drones or missiles may remain embedded in structures or the ground.

Infrastructure failures

Damage to utilities – including gas, electricity and water – can paralyze emergency response and escalate risks such as electrocution, flooding, or fire.

A particularly dire scenario arises when multiple impact sites occur in quick succession across an urban area.

In such cases, emergency services must operate under triage conditions, prioritizing fires, structural rescues and UXO containment simultaneously.

This underscores the necessity of pre-planned, well-rehearsed multi-site response strategies.

An effective response requires seamless collaboration across a spectrum of agencies:

Fire and Civil Defense services

These units are primary responders for extinguishing fires, conducting rescues and assessing structural stability.

Specialized training in high-risk USAR environments, including hazard identification and rapid building assessment, is essential.

Firefighting must be technically sound, agile and deeply informed by current threat profiles.

EMS and hospitals

Emergency medical teams must be trained in mass-casualty triage, including treatment of blast injuries, burns and crush syndrome.

Hospitals need clear surge protocols for rapid intake of large numbers of casualties.

Explosive ordnance disposal (EOD)

EOD teams, often military or specialized civil units, must respond rapidly to secure UXO zones.

Coordination with fire and rescue units is vital to ensure scene safety.

Damage to power lines, gas mains, or water systems must be rapidly assessed and contained.

Firefighters and Civil Defense personnel must not only know their tasks – they must internalize them, responding instinctively when confronted with simultaneous fires, blocked access routes and panicked civilians.

Simulation-based training and after-action learning loops are not auxiliary – they are central pillars of operational readiness.

Furthermore, the adaptability of training formats to local realities ensures that agencies are not merely implementing generic protocols, but are applying context-specific solutions shaped by regional geography, population density and infrastructure vulnerabilities.

Whether in a coastal metropolis or a landlocked town, the principles of coordinated, technically proficient and safety-first response remain constant – but their application must be locally attuned.

Ultimately, the bottom line is simple

governments already invest heavily in systems that aim to down threats in the air.

What is now urgently required is a commensurate investment in preparedness for the moment those threats inevitably reach the ground.

It is on the ground – among the fires, rubble and confusion – that lives are either lost or saved.

The readiness of those who respond determines which outcome prevails.

How Europe’s wildfire season turned into a continent-wide emergency

Spain expands military wildfire response

National news reports said Spain has deployed 500 additional soldiers to fight wildfires, bringing the total to 1,900 military personnel.

According to AP News, Reuters and Sky News, Prime Minister Pedro Sánchez confirmed the new deployment as Spain battles 14 major blazes across Galicia, Castile and Leon, and Extremadura.

Regional authorities in Galicia reported homes under threat, evacuations in progress and major road and rail closures.

Spain’s weather agency AEMET forecast temperatures up to 45C, warning of “extreme” risk conditions across much of the country.

The European Forest Fire Information System said 158,000 hectares have burned in Spain this year, nearly double the average and an area comparable to metropolitan London.

International reinforcements sent to Iberian Peninsula

Virginia Barcones, head of Spain’s Civil Protection Agency, told RTVE that Dutch firefighting planes are joining aircraft already provided by France and Italy.

National news reports said reinforcements from other EU member states are expected in the coming days.

The Civil Protection Agency added that international crews will help stabilise fires in Galicia and Zamora province.

Rail operator Renfe suspended high-speed trains between Madrid and Galicia, while authorities urged residents to wear masks to guard against heavy smoke.

Portugal’s Civil Protection Agency reported more than 4,000 firefighters supported by 17 aircraft are engaged in operations across the country.

The Institute for the Conservation of Nature and Forests estimated 139,000 hectares burned in Portugal this year, 17 times higher than the same period in 2024.

Turkish fires threaten Gallipoli peninsula

National news reports said Turkey has recorded 19 wildfire deaths since June and evacuated six villages in Çanakkale province.

Governor Omer Toraman confirmed evacuations as 1,300 personnel and 30 aircraft fought fires close to the Gallipoli peninsula.

Visitor facilities and cemeteries linked to the First World War campaign were closed as flames advanced.

The Directorate of Forestry said hundreds of fires have occurred across Turkey this summer due to heat, wind and drought.

Authorities said the number and intensity of incidents are the highest in years.

Major incidents in Castile and Leon and Extremadura

National news reports said one of Spain’s largest recorded wildfires, near Molezuelas de la Carballeda in Castile and Leon, spread at 4,000 hectares per hour before slowing.

In Extremadura, a blaze near Badajoz consumed 2,500 hectares within hours before being contained, according to government delegate José Luis Quintana.

The fires caused extensive road closures during peak holiday travel.

Police said arrests have been made for breaches of fire restrictions and suspected arson, including in Ourense and Costa da Morte.

According to the EU’s fire service, more than 157,000 hectares have burned in Spain this year.

In Portugal, five major fires remain active, including one near Trancoso that has burned for six days.

EU Civil Protection Mechanism activated

According to the European Civil Protection and Humanitarian Aid Operations (ECHO), Spain activated the EU Civil Protection Mechanism for forest fires for the first time in August.

Two rescEU planes based in France were deployed to assist.

Greece activated the mechanism on 12 August, with Swedish aircraft and firefighters from Czechia, Moldova and Romania sent to support operations.

Bulgaria received air support from six countries, while Albania and Montenegro also received rescEU aircraft from neighbouring EU states.

The European Commission said the mechanism has been activated 16 times this season, matching the total for all of 2024.

The Copernicus satellite service has also been deployed to monitor fires in Greece, Spain and Bulgaria.

FDNY expands autonomous drone technology for emergency response in New York City

FDNY conducts weeklong drone technology assessment

The New York Fire Department (FDNY) has reported that it has carried out a weeklong evaluation of drone technology in partnership with the New York Police Department (NYPD) and the US Department of Homeland Security’s (DHS) National Urban Security Technology Laboratory (NUSTL).

The tests, conducted from July 30 2025 in Manhattan, assessed drones approved on the Department of Defense “Blue UAS Cleared List,” which are certified as cyber-secure and compliant with DoD policy.

According to FDNY, the aim was to identify viable alternatives to drones from restricted manufacturers and to provide operational feedback to guide industry improvements.

FDNY Commissioner Robert S. Tucker said the department has used drones since March 2017 and now deploys them across all five boroughs.

Tucker said: “The FDNY has fully embraced drone technology.”

He added: “We have been at this a long time, but the technology has evolved. Today, we’re using drones across all five boroughs.”

Autonomous deployment plans for firehouse-based drones

Deputy Mayor for Public Safety, Kaz Daughtry, stated that New York City is preparing to station drones on firehouse rooftops to enable automatic deployment to fire scenes.

According to Daughtry, the concept involves drones launching when a 911 call is received, reaching the incident before firefighters and transmitting live imagery to responding crews.

Daughtry said this would allow incident commanders to conduct a scene assessment while en route, giving them an operational advantage before arrival.

The Deputy Mayor added that the initiative builds on earlier police department programmes, where drones were launched autonomously from multiple precincts to assist in law enforcement operations.

Use of drones in operational firefighting and rescue

FDNY explained that drones are used at every second alarm fire or larger, as well as during rescue operations.

He said its versatility allows it to be applied across diverse scenarios, from firefighting to environmental hazard monitoring.

Testing and evaluation process

FDNY Robotics Programme Administrator Mike Leo said the DHS-hosted assessment involved operational testing of multiple drone models to establish performance benchmarks and inform future procurement decisions.

Leo explained that the process focused on evaluating existing technology for suitability in urban emergency environments rather than immediate modifications.

He noted that the metrics gathered will be applicable to public safety agencies nationwide.

Leo added that the department monitors emerging drone technology to ensure it is reliable for public safety use before deployment.

Security standards and equipment replacement

FDNY confirmed that the evaluation also addressed cyber security concerns raised in DHS guidance regarding certain foreign-manufactured drones.

The department said it is phasing out such models in favour of alternatives meeting its security criteria.

Officials explained that testing in New York City’s dense urban environment serves as proof of concept, ensuring technology functions in areas with complex radio and cellular signal conditions.

Daughtry stated that if a system performs effectively in New York, it is expected to work reliably in other US cities.

History of Tokyo Fire Department aviation operations

The Tokyo Fire Department began its helicopter operations in 1967 using an Allouette III.

According to Airbus, the department currently operates three H225 helicopters and three AS365 aircraft.

The agency has worked with Airbus since its aviation unit was established.

The existing fleet supports emergency missions across the Tokyo metropolitan area, including natural disaster response and rescue.

H225 design features and technical systems

Vallfirest has announced the acquisition of Aerial Fire Control PTY LTD, an Australian company known for its aerial firefighting systems.

According to Vallfirest, the acquisition will support the development of new helicopter-based wildfire suppression tools and extend the company’s manufacturing capacity.

The Spanish company, which focuses on wildland firefighting technology, said the deal would help accelerate innovation in response to rising fire risks linked to climate conditions.

The company said Aerial Fire Control’s products are used in Oceania and more than 12 other countries.

Helicopter buckets and mission systems to support growth

The machine enables the company to manufacture high-precision aerospace-grade components.

Neptune Aviation said the upgrade would reduce its reliance on external suppliers and improve support for its transition to a new aircraft fleet.

The company is currently shifting from the BAe 146 to the Airbus A319 as its primary airtanker platform.

Internal maintenance capacity expanded for A319 platform

Neptune Aviation stated that the new machining system would help manufacture parts specific to the Airbus A319.

The aircraft is a larger airtanker with greater fuel and fire retardant capacity.

Neptune Aviation is currently the only aerial firefighting company using the A319 platform.

Pierre Blouin, Support Shop Manager, said the company would now be able to produce aircraft-specific parts faster and without the delays caused by outsourcing.

Blouin said: “All the parts needed for the A319 are highly customised and specific to Neptune, since we are the only airtanker company utilising the A319 for aerial firefighting operations.

“Being able to build these parts in-house means we avoid the delays and costs of outsourcing the project to a third-party machine shop, helping us to complete maintenance much more quickly.”

Broader supply chain integration planned

Neptune Aviation said the new Hermle system would also allow the company to develop parts for three external customer segments.

The first group will include aviation repair stations.

According to the company, it has already received multiple requests for proposals in this area.

Greece is one of the most active contributors and recipients within the EU’s Civil Protection Mechanism, having sent assistance abroad 21 times since 2016 while also requesting help on nine occasions since 2017.

According to a statement by Israel Aerospace Industries, the collaboration is formalised through a Memorandum of Understanding and will focus on adapting the 767BDSF aircraft for large-scale aerial firefighting.

The aircraft platform is based on IAI’s BEDEK Special Freighter and will include the capacity to carry and disperse around 40 tonnes of fire-retardant material.

IAI will lead technical development while 3F will oversee business planning, commercial delivery and a service model aimed at governments and public-sector institutions.

The agreement was signed in Israel and includes an international rollout plan focused on fire-prone regions in North America, Europe and Australia.

Aircraft capabilities to support large-scale fire suppression

IAI explained that the new platform, designated 767FF Fire-Fighter, is engineered to support aerial suppression of severe and wide-ranging wildfires.
