Who will lead the Wildland Fire Service rollout?

The US Department of the Interior (DOI) is moving to establish the U.S. Wildland Fire Service, with a new leader appointed to oversee implementation, the department said on 12 January 2026 in Washington.

The DOI described the plan as an effort to unify wildland fire management programmes across its bureaus and offices.

Wildland fire responsibilities are currently distributed across the Bureau of Indian Affairs, Bureau of Land Management, Fish and Wildlife Service, National Park Service, Office of Aviation Services and the Office of Wildland Fire.

The DOI said the goal is to streamline decision-making, improve operational efficiency and strengthen the department’s ability to respond quickly to wildfire threats.

The department said the service is intended to support protection of lives, communities, critical infrastructure and public and tribal lands through a more integrated wildland fire management approach.

Leadership and implementation

The DOI selected Chief Brian Fennessy to oversee the creation of the U.S. Wildland Fire Service, who brings experience leading large wildfire response operations in California.

Fennessy said: “Wildfire response depends on coordination, clarity and speed.

“This initial planning effort is about bringing programs together, strengthening cooperation across the Department and building a framework that better supports firefighters and the communities they serve.

“I want to thank Secretary Burgum for this opportunity to serve in this role and look forward to working alongside of the brave men and women of the fire community.”

The DOI said Fennessy previously served as Chief of the San Diego Fire-Rescue Department and as Fire Chief of the Orange County Fire Authority.

It said he began his career with the U.S. Forest Service and the Bureau of Land Management, and has led wildfire suppression, aviation operations and emergency response.

Administration policy context

The DOI said the creation of the U.S. Wildland Fire Service aligns with the Trump Administration’s approach to modernising wildfire response, mitigation and prevention, as outlined in Executive Order 14308, Empowering Commonsense Wildfire Prevention and Response.

Secretary of the Interior Doug Burgum said: “Wildfire does not discriminate.

“It impacts rural towns and major cities, businesses and families alike.

“Thanks to President Trump’s leadership, the Department of the Interior is taking decisive steps to strengthen coordination and preparedness as we confront an escalating wildfire challenge.”

The department also said wildfires are increasing in size, intensity and cost, with impacts it listed including communities, infrastructure, tribal trust assets, agriculture and local economies.

The DOI said it views wildfires as posing risks to public health, energy systems, water supplies and national security.

The department said the new structure is intended to position it to meet evolving wildfire challenges.

San Francisco Fire Department adopts non-PFAS turnout gear across fleet

San Francisco completes fleetwide non-PFAS gear transition with Fire-Dex

The San Francisco Fire Department (SFFD) has become the largest fire department in the United States to transition its entire fleet to non-PFAS turnout gear, according to Fire-Dex.

Fire-Dex said the department is scheduled to receive 1,100 sets of non-PFAS turnout gear by Wednesday 31 December 2025, providing one set for every frontline suppression member.

Fire-Dex said the first shipment was delivered in December 2025.

Fire-Dex said the purchase was funded in part through a $2.35 million Assistance to Firefighters Grant (AFG) from the Federal Emergency Management Agency (FEMA) and matching funds from the department.

non-PFAS rollout follows city ordinance

Fire-Dex said the transition follows an ordinance passed in May 2024 that made San Francisco the first city in the country to ban the use of PFAS chemicals in firefighters’ turnout gear.

Fire-Dex said the ordinance set a deadline of Monday 30 June 2026 for the department to complete the switch.

Fire-Dex said department officials moved to procure and test potential options and selected the final gear ahead of that deadline.

Fire-Dex said San Francisco covers 49 square miles and is the fourth largest city in California.

Fire-Dex said the San Francisco Fire Department is the 10th largest fire department in the United States and serves an estimated 1.5 million people.

Fire-Dex said the department operates 45 stations and responds to an average of 180,000 annual emergency calls.

Testing, UL certification and NFPA standards

Fire-Dex said the selected gear went through performance and safety testing, including a 90-day wear trial with 50 firefighters.

Fire-Dex said the trial included live fire training at the San Francisco Division of Training burn rooms.

Fire-Dex said the turnout gear is UL certified.

Fire-Dex said it meets the National Fire Protection Association (NFPA) 1971-2018 and 1971-2025 standards.

Fire-Dex said non-fluorinated fabrics have existed for turnout gear outer shells and thermal liners, while moisture barrier alternatives remained a technical challenge.

Moisture barrier and supply chain partners

Fire-Dex said Milliken & Company introduced Milliken Assure in October 2024 as a non-PFAS, non-halogenated flame-resistant moisture barrier.

Fire-Dex said this enabled Fire-Dex to provide a solution that met the department’s requirements.

The American Fire Sprinkler Association (AFSA) has confirmed its 2025–26 board of directors and officer appointments following elections held at the board’s October 2025 meeting in the US.

AFSA reported that Paul DeLorie of Hampshire Fire Protection Co., based in Londonderry, New Hampshire, has been elected chair.

Jay Strickland of Pye-Barker Fire & Safety in Forestville, Maryland, has been elected first vice chair.

Chris Johnson, president and co-founder of Piper Fire Protection, a Fortis Brand in Clearwater, Florida, has been elected second vice chair.

AFSA stated that Jeff Phifer of Crawford Sprinkler Company of South Carolina, in Lugoff, South Carolina, will serve as secretary.

Tommy Clements, president and Chief Executive Officer of VSC Fire & Security in Richmond, Virginia, has been elected treasurer.

DeLorie is Senior Vice President of Hampshire Fire Protection Co., which AFSA described as one of the largest merit shop fire sprinkler companies in New England.

A 1984 graduate of the University of New Hampshire, DeLorie has more than 40 years of experience in sprinkler design, estimating, sales, project management and senior management.

AFSA noted that DeLorie previously served as a board member and treasurer of the AFSA Patriot Chapter, now known as the New England Chapter.

He has also served on the Associated Builders and Contractors New Hampshire/Vermont Chapter board, including a term as chair.

AFSA confirmed that DeLorie joined its national board in 2014 and has chaired several national committees.

He served as the board’s treasurer for four years before his election as chair.

AT&T has announced Fusion, a new mission-critical communications platform designed to connect first responders across virtually any radio system or US wireless carrier.

According to the company, Fusion is built for all first responders, whether they subscribe to FirstNet individually, through their agency, or use another network provider.

The platform will integrate features such as push-to-talk, Next Generation 9-1-1 (NG 9-1-1) dispatch and connected devices in a single interface.

The company said their combined experience will guide the Foundation’s three strategic pillars of work – equipment, education and renewal.

Through its Equipment programme, the Foundation will supply National Fire Protection Association (NFPA)-compliant gear to departments identified as needing safety upgrades.

Under the Education pillar, departments will have access to research-based, practical training focused on confidence and performance on the fireground.

Supporting families through renewal

The Renewal pillar will provide funded retreats for the families of firefighters who have died in the line of duty.

Each experience, including travel, lodging and meals, will be covered in full through Foundation funding.

Funding and mission outlook

The Foundation is supported through donations from individuals and organisations committed to improving firefighter safety and community resilience.

According to The Wjo Foundation and the O’Neil family, an initial grant of $1.5 million will fund early programmes and outreach.

Colombia has become the first country in Latin America to introduce a national wildfire detection programme using satellite technology.

The initiative follows a new partnership between the National Unit for Disaster Risk Management (UNGRD) and OroraTech, supported by local representative GeoSpatial.

According to OroraTech, the pilot programme deploys the company’s Wildfire Solution (WFS) platform, which combines thermal satellite imagery with artificial intelligence to detect and track wildfires in near real time.

The system will deliver continuous monitoring across Colombia to help protect ecosystems, shorten emergency response times and reduce risks to affected communities.

More than 700 members of the National Disaster Risk Management System have been trained to use the WFS platform.

UNGRD has also conducted over 15 virtual and in-person sessions nationwide to support regional adoption and improve operational understanding of the platform.

Bill Webb announces retirement from CFSI after 30 years

The Congressional Fire Services Institute (CFSI) has announced that Executive Director Bill Webb will retire on Wednesday 31 December 2025 after 30 years in the role.

Webb shared the news during a reception attended by members of the CFSI National Advisory Committee and long-time associates.

In his remarks, Webb said: “A friend of mine recently summed up his career by saying you never have to work a day in your life if you enjoy what you’re doing.

“For the most part, those words describe how I feel about my work.

“I did not look at my days in the office as work, but more as an opportunity to serve others and by doing so, contribute a little something to the safety of our great nation.”

Leadership through six Administrations

During his tenure, Webb worked with six presidential Administrations and ten United States Fire Administrators.

CFSI said his contributions included the creation of the Assistance to Firefighters Grant Program in 2000, support for the United States Fire Administration and National Fire Academy, and continued advocacy for fire safety and prevention.

He also maintained close relationships with members of the Congressional Fire Services Caucus, helping to preserve its bipartisan approach to advancing fire and emergency service issues.

According to CFSI, these efforts have shaped legislative engagement on key fire service priorities for more than two decades.

Estepp praises Webb’s legacy
