On June 4-8, 2023, over 130 fire chiefs from across the globe assembled in Columbus, Ohio for the annual Metro Fire Chiefs Association meeting. Chiefs from countries such as the United States, Canada, Australia, the United Kingdom, Slovenia, the Netherlands, Guatemala, and Mexico, gathered to elect the Association’s 2023-2024 officers and board members.

New officers and board members

The meeting saw the election of several officials:

  • Edward “Loy” Senter Jr., was elected president, hailing from Chesterfield County, Virginia Fire & Emergency Medical Services.
  • Ernest Malone from the Indianapolis, Indiana Fire Department was elected vice president.
  • The Fairfax County, Virginia Fire Rescue Department’s John Butler was elected as secretary.
  • Trisha Wolford from Anne Arundel County, Maryland Fire Department was chosen as the treasurer.
  • The board welcomed new members including Steve Dongworth, Calgary, Alberta Fire Department; William Bryson (retired), City of Miami, Florida Fire Department; Samuel Peña, Houston, Texas Fire Department; and Robert Rocha (retired), Corpus Christi, Texas Fire Department.

Don Lombardi, the outgoing Metro Board member, issued the oath of office to the new officers and board members.

2023 Metro awards and honours

Several commendations and awards were also given:

  • Fire Chief of the Year was awarded to Chief Samuel Peña of the Houston, Texas Fire Department.
  • The Lifetime Achievement Award was given to Chief Don Lombardi of the West Metro Fire Protection District.
  • Trisha Wolford, Tiffany Green, and Joanne Rund all received the Metro Commendation for their respective contributions to the Fire Department.

Dignitaries from various fire associations were present, including US Fire Administration Administrator Dr. Lori Moore-Merrell, National Fire Protection Association President and CEO Jim Pauley, and others.

Key Resolutions and Partnerships

The assembly also marked several significant developments:

  • The group passed a crucial resolution endorsing the “Nancy Gardner Sewell Medicare Multi-Cancer Early Detection Screening Coverage Act” advocating for Medicare coverage of DNA blood tests for early cancer detection and a federal programme for annual cancer screenings for firefighters.
  • A partnership with the International Fire Service Journal of Leadership and Management resulted in the establishment of an Emerging Scholar Award, aimed at fostering the next generation of fire service researchers and scholars.
  • The conference saw the signing of a Memorandum of Understanding between Metro President Edward “Loy” Senter Jr. and CTIF President Milan Dubravac, promoting collaboration in areas like leadership, training, education, and disaster relief.

Looking to the Future

The Metro Fire Chiefs Association expressed gratitude to Columbus Fire Chief Jeffery Happ and his team for organising the successful conference. The upcoming 2024 Metro conference is set to be hosted in Tulsa, Oklahoma, by Chief Michael Baker. Future conferences in 2025 and 2026 are slated to be hosted by the fire departments of Horry County, South Carolina, and Milwaukee, Wisconsin, respectively.

What is NFPA LiNK?

A digital platform providing instant access — via your favorite device — to NFPA codes and standards, plus exclusive expert commentary, visual aids, and more.

Why was it developed and who is it for?

The digital tool enables fire and life safety professionals to easily navigate and understand code requirements based on real-life situations. The platform was developed to streamline workflows, solve industry challenges, and encourage continuous education past traditional handbooks. NFPA LiNK’s capabilities were also developed to simplify communication and collaboration amongst teams, ultimately increasing workplace efficiency.

How does it work?

In NFPA LiNK, users can store content for offline viewing, curate content, bookmark, add notes, share, and collaborate. NFPA LiNK is continuously updated with the latest codes and standards information, enabling workers to always perform their jobs accurately and efficiently. The search feature allows users to quickly search all NFPA code books by keyword or phrase – eliminating time spent scanning physical pages to find answers – and users can filter their search to further refine code content results.

NFPA LiNK is a progressive web application (PWA), which is an enriched application software that is delivered through a web browser. This all-in-one solution allows NFPA LiNK to be delivered to all devices and does not require the installation of an application through an app-store.

What content is available on the platform?

NFPA LiNK provides digital access to 1,500 codes and standards publications dating all the way back to 1993. This includes the most current edition of every code and standard. In addition, NFPA LiNK users have access to 43 documents translated in Spanish, mitigating the challenge of a language barrier during the design-build process.

NFPA LiNK also provides several learning opportunities for subscribers to keep their knowledge growing in a world that is constantly advancing. NFPA DiRECT is a section of the digital tool allowing access to industry-specific scenarios and illustrations. Users who have a Team subscription also have access to team collections where their peers can share industry knowledge, enabling a continuous flow of collaboration and education among teammates.

What are some recent additions to the platform?

The most recent additions to the platform consist of navigational improvements and code change indicators. The NFPA LiNK team is continuously implementing user feedback to improve and personalise the platform to fit the needs of the end-users, as seamlessly as possible. Three new code change indicator tools were recently added to NFPA LiNK. Subscribers can view the prior code edition side-by-side with the current edition to identify and understand changes made to codes.

Additionally, users have access to change summaries which provide detailed explanations to why the changes to the code were made. Lastly, a new indicator was added for Tentative Interim Amendments (TIA), allowing users to make a quick comparison of the original text and the amendment.

Why was the YouTube Channel launched and what can people find on there?

The NFPA LiNK YouTube Channel was launched to provide industry professionals with supplemental content and encourage ways to maximise the use of the platform. The channel offers tutorials, quick-start guides, and explanations to industry specific codes, classifications, and requirements. The channel also serves as a visual guide to future and potential NFPA LiNK subscribers.

Are there any plans to further develop NFPA LiNK?

NFPA LiNK is continuously being updated to include new features that improve the user experience and enable users to work seamlessly and safely. NFPA is constantly searching for user feedback and creating plans to adjust and advance the platform based on the preferences of its everyday users.

NFPA Conference & Expo: Empowering fire protection

Experience the forefront of innovation, codes, and technologies at the 2023 NFPA Conference & Expo, where industry leaders gather to shape the future of fire protection

The National Fire Protection Association (NFPA) is set to organise its yearly Conference & Expo at the Mandalay Bay Convention Center, Las Vegas, from June 19th to 21st, 2023. The event is a comprehensive gathering of top industry professionals, who will participate in over 110 educational sessions discussing recent developments, challenges, and trends in fire, electrical, and life safety.

The Expo, showcasing more than 300 exhibitors, will provide a platform for attendees to explore the latest products and services essential for ensuring and maintaining compliance with relevant codes and standards in the creation and operation of all types of buildings and facilities. The event will be punctuated by pavilions, presentations, and special events focusing on diverse areas like electrical safety, emerging technologies, and community risk reduction (CRR), among others.

The NFPA will also host the Spotlight on Public Education (SOPE) on June 19-20, shedding light on various public education topics such as fire prevention programs for various age groups, the effectiveness of community partnerships, and CRR strategies to enhance community-wide impact.

Following the conference, the NFPA Technical Meeting will commence on June 22, providing an opportunity for NFPA members and the general public to voice their views on each certified amending motion (CAM). Depending on the volume of CAMs, the meeting may extend to June 23, allowing ample time for comprehensive debate and action.

The Keynote Speaker

Dr. Albert Manero, the Co-Founder of Limbitless Solutions and an engineer by profession, has dedicated his life to effect global change through the power of creativity, inclusion, and empathy. His nonprofit organisation, Limbitless Solutions, aims to make 3-D printed bionic prosthetic limbs accessible to all, with a special focus on children, veterans, and first responders.

As a Fulbright Scholar and a graduate student at the University of Central Florida, Dr. Manero was inspired to establish Limbitless Solutions after learning about the high costs of prosthetic limbs. Within a year of its founding, the organisation had developed and donated its first prosthetic arm, garnering widespread attention and support, including from Microsoft’s The Collective Project and actor Robert Downey Jr.

His team’s innovative work extends beyond prosthetics to include projects like a jaw and facial muscle-controlled wheelchair for those diagnosed with ALS, quadriplegia, and spinal cord injuries, and the use of video game technology in stroke rehabilitation. Dr. Manero’s vision aims to revolutionise perceptions of science by integrating art, humanity, and aesthetics into this traditionally technical field.

The Expo

The NFPA Expo is set to be a spectacular event, creating a tangible platform for the essential products and services integral to the design, construction, and operation of various buildings and facilities. 2023 Technical Meeting

In a critical update, the 2023 Technical Meeting is announced to be a single-day event, a change that’s attributed to the number of Notice of Intent to Make a Motion (NITMAMs) received for the Annual 2023 standards. This intensive session will take place on Thursday, June 22nd, with a start time of 8:00am. The meeting will commence with the presentation of Committee Service and Special Achievement Awards, recognising outstanding contributions in the field.

Following the awards ceremony, a concentrated session of debate and presentation of certified amending motions will take place. All Certified Amending Motions, as recorded in the final Motions Committee Report, are set to be discussed and finalised within this single day. The complete agenda and the sequence of the certified amending motions will be posted on the official website, with the final details expected to be available on or before June 8, 2023.

On the agenda

The 2023 NFPA Conference and Expo is set to be a platform for engaging presentations and discussions on a wide range of topics related to alternative fuels. Attendees can look forward to sessions covering chemical and industrial aspects, codes and standards, community risk reduction strategies, and data collection, management, and utilization practices. Design and engineering considerations, along with detection and notification technologies, will be explored in detail.

NFPA products and services will be showcased, and public education initiatives will be highlighted. Key sessions

On Monday, June 19, a presentation titled “Addressing Life Safety Risks and Hazards of EV Manufacturing” will discuss the unique hazards in lithium-ion battery and electric vehicle (EV) production. James Taylor and Tanner Burke from ACS Group will present from 8am to 9am.

Another session, “Fireground Contaminant Exposure Control: National and Regional Approaches” will focus on exposure control policies and training used by fire departments. Meanwhile, “Emergency Action Plans and the Role of the Fire and Life Safety Director” will emphasize the importance of emergency action plans in protecting building occupants, from 10:30am to 12pm.

Tuesday, June 20, begins with a significant presentation titled “Constructing the World Cup – Qatar Civil Defense leads with Fire and Life Safety” at 8 am. It will delve into Qatar’s preparations for the FIFA World Cup 2022, including extensive infrastructure expansion, construction, and renovations to ensure fire and life safety, crowd management, and stadium protection. Qatar’s Civil Defense, part of the Ministry of Interior, will share their experiences, highlighting successes and challenges in this unique event.

Later in the day a session called “Fire Alarm Contractor Shortcuts and Mistakes: How to Avoid Common Code Violations” will educate attendees on identifying and avoiding common code violations committed by fire alarm technicians. The discussion will refer to NFPA 70 (National Electrical Code) and NFPA 72 (National Fire Alarm and Signaling Code) and their practical application in the field.

On Wednesday, Lieutenant Joe Kovalsky will discuss “Mental Health Resources in the Fire Service: Tips, Advice, and More,” addressing the industry’s mental health challenges and the stigma around seeking help. Attendees will hear a firefighter’s personal journey with PTSD and treatment.

Elsewhere, Ashley Rodrigue, Public Affairs Director at Louisiana State Fire Marshal’s Office, will present “Data-Driven Community Risk Reduction: Innovative Ideas and Action Steps,” equipping participants with tools to implement effective Community Risk Reduction initiatives, connecting theory to practice.

Rosenbauer unveils lightweight forest fire protection suit

A look at the latest innovation in fire safety, engineered for the toughest outdoor challenges

Rosenbauer’s latest offering

Rosenbauer has introduced the GAROS G10, their lightest protective suit yet, tailor-made for forest fire operations and technical assistance. There are two variations of this suit available: one exclusively for forest fire situations and another named the GAROS G10 TR, which is a combined forest fire and technical aid protection suit.

The GAROS G10 sets itself apart with its light weight, measuring less than 2kg for the complete set of jacket and trousers, and offers maximum mobility alongside excellent comfort.

Performance under heat

In terms of flame and heat resistance, the GAROS G10 adheres to forest fire standard EN ISO 15384, which pertains to outdoor firefighting and related activities. It also meets EN ISO 11612, which lays out requirements for protection against temporary high temperatures, such as sparks, falling branches, or heated objects. The THL version of the suit, GAROS G10 TR, additionally provides enhanced visibility as per EN ISO 16689.

Customised design for comfort

The new suit boasts a single-layer fabric structure composed of a viscose-aramid antistatic mixture, offering a comfortable feeling against the skin. Body heat is effectively channelled outwards thanks to the thin layer of fabric. Additional ventilation openings under the armpits aid in efficient heat and moisture dissipation. With an enhanced vapour permeability, the GAROS G10 outperforms waterproof fire protection suits by over four times.

Key to the GAROS G10’s comfort is its ergonomic design, referred to as Ergocut, which is influenced by Rosenbauer’s top products, the FIRE FLEX and GAROS G30. The suit has been meticulously designed to support movements, featuring preformed elbow and shoulder joint areas on the jacket, and stretch fabric in the armpit area to allow for unrestricted arm movement. The trousers are preformed in the knee area and specially reinforced for kneeling tasks.

The GAROS G10 is designed in a monochromatic theme (either black-blue or gold), while the combined forest fire and technical aid protection suit, the GAROS G10 TR, is two-toned (black-blue/yellow or gold/yellow), with a yellow shoulder area for enhanced visibility under low light conditions.

Two equipment variants are available – a standard and a premium one, with the latter equipped with extra features such as collar adjustment, sleeve width adjustment, and leg width adjustment. Both suits come in a wide range of finely tuned sizes and lengths. The new protective suits will hit the market in early July.

Anderson County Fire Department makes largest fleet purchase in its history

Pierce Manufacturing Inc., has disclosed that the Anderson County Fire Department in South Carolina has requested 19 custom fire vehicles, including 18 Saber pumpers and an Enforcer 100’ Heavy-Duty Aerial Platform. This request, the most substantial of its kind in the history of the county, mirrors the department’s devotion to equipping its emergency personnel with top-quality resources.

The influential factors

The decision to place this order was influenced by the continual development in their coverage area, the varying needs of the community in terms of responses, and an unwavering commitment to firefighter safety and efficiency. Spartan Fire and Emergency Apparatus, the authorised Pierce dealer, orchestrated the order for the new fire equipment.

Anderson County Fire Department’s Fire Chief, Jimmy Sutherland, noted a longstanding relationship with Pierce and Spartan Fire. Sutherland revealed that their consistent quality, reliability, and support have culminated in this latest fleet upgrade, which will see fire vehicles nearing three decades in service replaced.

Vehicle capabilities

The 18 Saber pumpers, fitted with Cummins L9 380 HP engines, come with 1250 gpm pumps, 1000-gallon water tanks, and low hosebeds. The Enforcer 100’ Heavy-Duty Aerial Platform, powered by a PACCAR MX-13 510 hp engine, boasts features such as a Waterous 2000 gpm pump, a 300-gallon water tank, and the TAK-4 Independent Suspension.

Chief Sutherland asserted that with the ongoing growth in Anderson County, there has been an escalation in emergency call volume and the complexity of incidents. He expressed confidence that this latest purchase would greatly improve their fleet and enhance the department’s ability to transport personnel and equipment, thereby improving the safety of firefighters when dealing with emergencies.

About the Anderson County Fire Department and Spartan Fire

The Anderson County Fire Department, which serves over 200,000 citizens, runs its operations from 31 stations with 900 volunteer firefighters. The expansive county, located in upstate South Carolina, includes rapidly growing residential, commercial, and industrial areas along the Interstate 85 corridor.

Safety and health organisations form historic alliance

New Alliance to Enhance Occupational Safety and Health Management

Major UK safety and health organisations have come together to launch the Occupational Safety & Health Stakeholder Alliance, aiming to provide a comprehensive approach to safety and health issues.

In a historic move, the Institution of Occupational Safety and Health (IOSH), the British Occupational Hygiene Society (BOHS), British Safety Council (BSC), British Safety Industry Federation (BSIF), Chartered Institute of Environmental Health (CIEH), International Institute of Risk and Safety Management (IIRSM), the Chartered Institute of Ergonomics and Human Factors (CIEHF) and the Royal Society for the Prevention of Accidents (RoSPA) have signed a memorandum of understanding to establish this influential alliance.

Shaping the industry

The combined knowledge and expertise of the member organisations cover the full range of occupational safety and health (OSH) aspects, from education and regulation to policy development and professional standards. The alliance intends to function as a single voice for the OSH industry, leveraging the collective know-how of its members to inform and bolster decision-making at both governmental and corporate levels.

Members said they are thrilled about the formation of this unprecedented alliance, which poised to have a significant positive influence on OSH management across the UK. The group has invited broader involvement in the pursuit of its goals.

Enhancing practices and raising visibility

Committed to promoting prevailing good practice in the OSH sector, the alliance also aims to conceive and enact programmes and activities that augment it. Members will harness their collective influence to deliver unified messaging and stimulate consistent advancement on critical OSH issues.

Part of their efforts will also include raising the profile and worth of the OSH profession, underlining its key role in achieving OSH goals, and broadening the understanding and application of its varied disciplines and practices.

Prioritising mental health in the workplace

The alliance has also pledged to continue to lobby government departments to safeguard crucial UK safety and health legislation, primarily that derived from the EU. Despite the UK’s commendable record in safety, much work is yet to be done, particularly in the realm of health and, more specifically, mental health.

Workplace-related mental health problems constitute over 50 per cent of all workplace incidents, according to the latest Health and Safety Executive data. The alliance is determined to prioritise the mitigation of these issues, which is currently not as well-handled in the UK as it is in several other EU countries.

The adverse consequences of these issues extend beyond the affected individuals and their employers to the already burdened National Health Service (NHS). The alliance has outlined a priority of identifying and implementing measures that enable the OSH profession to more effectively mitigate the risk factors leading to workplace mental health problems.

IFSJ Exclusive: Innovative training for fire officers

As in many modern cities, large-scale fire incidents have significantly dropped in recent years in New Taipei City due to the public’s heightened awareness of fire safety. Eventually, the new generation of fire commanders will not be able to gain experience in coordination and command, as well as communication with other partners in fire scene, such as subway, hospital, and port, etc. They can only equip themselves through training, but it is difficult for them to predict the fire behaviour and rate of fire spread, resulting in substantially reduced efficacy of the training. 

Obviously, there is a significant gap between training and reality. A few years ago, the New Taipei City Fire Department started to study how to further strengthen the command capabilities for the commanders in different levels. They learned that Virtual Reality (VR) technology emulates different disaster scenarios with great realism from South Korea, Singapore and France.

The Emergency Response Command Academy (ERCA) was established in 2018. Costing some US$1.2 million, the ERCA occupies a total floor area of 1,500 square metres and use the ADMS as the command-and-control training system. Since the official opening, more than 600 commanders were trained in ERCA each year on average.

The VR system installed 12 scenarios, such as apartments, high-rise buildings, chemical plants, tunnels and highways. Periphery of the New Taipei City Hall and nearby streets is also mapped out as the first local scene, adding to the authenticity of the training experience.

Another localised scenario is in a historic building. The public awareness of the importance of heritage conservation is increased in the Island. For protecting the irreplaceable structures, the commanders need to formulate the most suitable firefighting strategy according to distribution of historic buildings during the VR training.

Facilities

The ERCA has four sections: the On-scene Simulation Training Field, Operation Section, Incident Command Post and Crisis Decision-Making Room. All sections are connected via computers.

The On-scene Simulation Training Field is the main training ground of the ERCA. It equips 14 computers for simulating different roles in disaster scenes, such as ambulance commander, police officers, witness, and so on. The commanders can practice the strategies of command and control in small-scale incident or at the early stage of disaster. These commanders can learn how to make decisions in different scenarios for the purpose of handling real situations. The Operation Section is designed for the senior commanders to strengthen the deployment capacity at scene in complex scenarios.

In order to promote effective communication internally and externally, the commanders in the room can feel as if they are in a real incident command post and communicate and coordinate with different departments by radio, instant messaging applications and video conference. During a major disaster, senior government officials might involve commanders in decision making and coordination. The senior commanders can practice the workflow for effectively coordinating across different departments in the Crisis Decision-Making Room. Different levels of commanders can receive different levels of training in ERCA.

With an establishment of 14 core instructors and 14 tactical instructors, the ERCA develops 9 training courses. The training curriculum is a combination of theories and practices. Before operating the VR, the commanders will have case study and group discussions first. Then they will have practical session by using the VR device, turn the theory into reality. Afterwards, the commanders will share their opinions with each others. Finally, the instructors will review their performance and make appropriate recommendations for improvement if necessary.

Performance evaluation

After the training, the commanders’ performance will be reviewed. If the performance is weaker than expected, the instructor will talk to the commanders being assessed to find out the reason. In the past, performance may have been biased of the commanders being assessed. Nowadays, the ERCA has an assessment system that can provide systemic and objectivity methodology, with a view to enhancing the acceptability of the evaluation as well as to provide a quantitative overview.

Results

The ERCA has so far trained over 2,200 fire commanders over the last four years. Other fire departments from neighbouring cities also sent delegates to exchanges and learning. In addition, 2 VR table-top exercise with Toxic and Chemical Substances Bureau and Bureau of Cultural Heritage were organised to evacuate the objectives of the exercise by after-action-review and to enhance interdepartmental coordination. The VR exercise saved the cost, manpower and time to set the example of using high technology in the disaster preparedness in the Island. In 2022, the ERCA has been accredited with the ISO9001 reflecting the international training standards.

Looking forward

In the future, more local scenarios will be developed based on previous significant cases, including the fire in hospital, serious road traffic incident in highway, and hazmat incidents in port. The ERCA not only embeds in the commanders’ minds the lessons learned from previous cases, but has also become a knowledge hub to grow up with the departments from fire service, police, public health and culture.

Petrol tanker fire triggers I-95 collapse in Philadelphia

Authorities close important East Coast highway, citing structural concerns after blaze

A significant portion of the I-95 highway in Philadelphia, a critical transport artery on the US East Coast, has caved in following a tanker fire, according to official reports on Sunday.

Despite the dramatic circumstances, there have been no reported deaths or injuries. Yet, officials urged caution, indicating that the situation remains fluid, and further investigations at the scene of the collapse are ongoing.

Heavy smoke was seen emanating from the debris of the collapsed section of I-95’s northbound lanes, an essential interstate stretching from Miami to the Canadian border. The southbound overpass was promptly closed due to structural risks posed by the fire. Pennsylvania Governor, Josh Shapiro, indicated that it could take a “number of months” to completely reconstruct this road section which typically accommodates about 160,000 vehicles daily.

He also added that he would sign a disaster declaration on Monday to secure federal funds and aid for the rebuilding efforts.

Fire fuelled by gasoline tanker

Governor Shapiro revealed that the tanker was transporting a “petroleum product,” which the U.S. National Transportation Safety Board (NTSB) later confirmed as gasoline. The NTSB has dispatched a team to investigate the incident.

Shapiro also acknowledged a “very light sheen” visible in the nearby Delaware River, suggesting some fuel may have seeped into the water. However, immediate measures were taken to contain the spread, and the governor assured, “There is no threat to anyone’s drinking water.”

US President Joe Biden and Transportation Secretary Pete Buttigieg have been informed about the incident. The White House has extended its assistance to state and local authorities. Secretary Buttigieg warned that the closure of I-95 would bear “significant impacts” on the Philadelphia region.

The I-95 corridor, now impaired, is a key connector for Philadelphia and its northern suburbs. Officials have urged travellers to expect delays and advised them to explore other travel options, including trains, for their commutes.
