Hong Kong’s Wang Fuk Court fire and the global lessons for high-rise safety

When fire broke out at the Wang Fuk Court housing estate in Hong Kong’s Tai Po district on 26 November 2025, it quickly became the city’s deadliest blaze in decades.

By 2 December the number of deceased had risen to 156.

Subsequent reports have put the confirmed death toll at 159, with some people still unaccounted for.

The victims include infants, older adults, at least ten foreign domestic workers from Indonesia and the Philippines, and a firefighter.

Thousands of residents were evacuated or displaced.

By early December more than 1,000 people had been accommodated in youth hostels, holiday camps or hotels, and around 1,600 had moved into transitional housing units.

Renovation, temporary works and materials under scrutiny

The renovation at Wang Fuk Court was triggered by the city’s mandatory building inspection regime.

A consultancy was appointed to survey the towers and prepare the project.

Scaffolding and protective netting were erected around all eight towers and foam or styrofoam boards were used to cover windows while works were underway.

The Independent Commission Against Corruption (ICAC) has stated that, after a typhoon damaged scaffolding at Wang Fuk Court in July 2025, some of the original netting was replaced with cheaper material that did not meet fire safety standards.

Investigators say 2,300 rolls of non compliant netting were purchased at a significantly lower unit cost than material that met fire retardant requirements.

Later, as scrutiny of scaffolding fires grew elsewhere in the city, individuals involved bought a smaller quantity of compliant netting and installed it only at the base of scaffolding, where samples were usually taken.

Initial tests that drew from these locations suggested the netting complied with standards.

Subsequent sampling from higher, harder to reach areas produced different results.

Investigators have reported that seven of 20 samples taken from near windows and other less accessible points failed fire safety tests.

Officials have also highlighted the role of window coverings.

Foam boards were used to seal windows around the estate as part of the renovation.

Residents had questioned this decision long before the fire.

At a meeting in September 2024, witnesses recall a demonstration where a piece of styrofoam board ignited rapidly when exposed to a cigarette lighter, in front of a group of residents and project representatives.

Police have arrested staff from a fire service installation contractor on suspicion that alarms were deactivated during maintenance works and that false statements were made to the Fire Services Department.

Relief, rehousing and political management

The Support Fund for Wang Fuk Court was set up with HK$300 million in public start up capital.

Donations from the public and organisations increased the total to around HK$1.2 billion by 30 November and approximately HK$2.3 billion by 2 December.

Payments from the fund include HK$200,000 to the family of each deceased victim as a gesture of solidarity, HK$50,000 to cover funeral and related expenses, and an additional HK$50,000 living allowance for each affected household.

An emergency cash subsidy of HK$10,000 per household was also made available within days of the fire.

Government figures show that by early December almost 2,000 households had registered for and received emergency subsidies, and that payments from the Support Fund were being processed for bereaved families and other affected residents.

Accommodation support has included placements in youth hostels, holiday camps and hotels, as well as access to transitional housing units.

The Government has emphasised that these units provide basic facilities such as private bathrooms and cooking areas, with shared amenities where available.

Two community shelters in Tai Po have remained open to residents who need them, although one has stopped accepting new arrivals to allow transition to more stable accommodation.

Social work and health services have been organised around a “one social worker per household” model.

Thousands of residents are registered for this support.

Clinical psychologists and medical staff have been deployed to temporary shelters and mortuary facilities to assist residents and bereaved families.

At the same time, the wider management of the incident has been politically sensitive.

Public grief and anger led to petitions and social media campaigns calling for a full investigation and for government accountability.

One petition, launched by university student Miles Kwan and framed around “four demands”, gathered more than 10,000 signatures before being taken down.

Halma has acquired E2S Group (E2S) in a £230m cash deal that expands its Safety Sector portfolio in high performance notification, initiation and detection devices for hazardous industrial environments.

The company said the cash consideration is on a cash and debt free basis and will be funded from Halma’s existing facilities.

According to Halma, E2S revenue for the 12 months to 31 December 2025 is forecast to be approximately £44m.

Halma stated that the acquisition supports continued expansion into fire detection and alarm systems.

E2S will sit within Halma’s Safety Sector following completion of the transaction.

Halma described itself as a global group of life-saving technology companies with more than 9,000 employees in over 20 countries.

The group operates across three markets – safety, environment and health – and is listed on the London Stock Exchange as a constituent of the FTSE 100 index.

E2S devices target hazardous industrial environments

Halma said E2S was founded in 1992 and designs, develops and manufactures high performance notification, initiation and detection devices for heavy industries and complex manufacturing.

According to the group, E2S products are used to alert personnel to potential dangers so that they can respond quickly and enhance safety.

The devices are used in end markets including oil and gas, renewable energy power and manufacturing, where safety solutions are highly regulated because of the severity of potential hazards.

Halma confirmed that E2S is headquartered in London, UK with operations in the US and France.

The Institution of Fire Engineers (IFE) has announced that its Elevate webinar series will continue throughout 2026, offering a structured online learning pathway for early career fire professionals.

The organisation said the programme will maintain its fortnightly schedule, with sessions focused on technical knowledge, ethics and sector practice.

According to the IFE, Elevate will include webinars on radiation theory, British Standards and their impact on the fire sector, and ethics within the industry during 2026.

The series is designed to contribute to Continuing Professional Development (CPD) by combining expert-led content with opportunities for interaction.

The IFE stated that strong engagement to date has led to the decision to extend the initiative into next year.

The Fire Industry Association (FIA) has published a new blog by Head of Marketing Helen Whittington to set out how its 2025 international activity has supported UK fire safety expertise at events in Gibraltar, Finland and Singapore.

In the blog, the association described 2025 as a year in which it expanded its international footprint, increased support for members seeking overseas growth and underlined its role in convening partners across the global fire safety community.

According to the blog, the FIA framed this activity around sharing UK technical knowledge, supporting exports and strengthening regional and international partnerships for member companies.

FIA fire safety summit builds links in Gibraltar

Whittington wrote that the year began with the first FIA Fire Safety Summit Gibraltar, held on 15 May 2025 aboard the Sunborn Gibraltar Hotel.

The blog said the event brought together fire safety professionals, regulators and industry figures from Gibraltar and the wider region for a full day of technical discussion and networking.

According to the association, FIA Chief Executive Ian Moore opened the summit by focusing on the FIA’s mission to raise competency standards while reinforcing both regional and international relationships.

Speakers were reported to include Colin Ramirez, Chief Fire Officer of Gibraltar Fire and Rescue, former Government Chief Fire Adviser Sir Ken Knight and a series of senior experts who examined operational challenges, lessons from major incidents such as Grenfell, developments in European fire standards and new technologies.

The blog added that an exhibition area ran alongside the conference, with companies such as Aico, AJ Sheriff Electrical, Britannia Fire, C-TEC, The Fire Door Inspectors and Hyfire showing products and services.

The FIA stated that strong attendance and interaction at the summit helped strengthen ties within Gibraltar and created a platform for further association activity in the territory.

FinnSec presence extends FIA role in Northern Europe

The blog reported that the FIA then took part in FinnSec 2025, held from 8 to 9 October 2025 at the Helsinki Expo and Convention Centre in Finland.

UK Pavilion in Singapore showcases Asia engagement

Whittington stated that the FIA’s 2025 international schedule ended at Fire Safety Event Asia 2025, held from 11 to 13 November 2025 at the Marina Bay Sands Convention Centre in Singapore.

The blog said the FIA partnered with the British Security Industry Association (BSIA) to co-host a UK Pavilion for the show’s inaugural edition.

According to the association, the joint pavilion brought together Vimpex, Patol, Coopers and Eurotech to present UK fire sector products and services to buyers and delegates from across the Asia-Pacific region.

Whittington reported that FIA Head of Commercial Chris Tilley described visitor engagement and discussions at the stand as particularly strong, with interest from APAC markets and beyond.

The blog added that Tilley also praised event organiser Nineteen Group for its role in delivering the first Fire Safety Event Asia.

Whittington wrote that the collaboration with the BSIA reflects an ongoing strategic partnership through which the BSIA manages UK Pavilions at events such as Intersec Dubai and Intersec Saudi Arabia, providing routes for UK businesses to increase visibility in priority overseas markets.

Export Council linking FIA members to overseas markets

The not-so-hidden fire risk: CheckFire calls for clearer guidance on rising lithium-ion incidents

The use of lithium-ion battery-powered devices is widespread, from smartwatches and phones, to laptops, tablets, vapes and e-bikes and is now embedded in every aspect of modern life.

However, many remain unaware of the risks associated with improper handling, storage and charging of lithium-ion batteries.

It is rare for these batteries to pose a risk if manufactured and used safely and correctly.

However, if damaged (by overcharging, malfunction or overheating for example), lithium-ion batteries pose a serious fire risk and can ignite without warning.

As these devices become essential in every sector (from education and hospitality to logistics, construction and healthcare), the fire safety industry must raise awareness, promote regular fire risk assessments and facilitate effective prevention strategies.

Widespread use and the ensuing risk

Lithium-ion batteries are valued for their lightweight design, high-energy density and rechargeability.

Schools, college and universities depend heavily on this portable technology for daily use, while the hospitality sector relies on the batteries for catering equipment, rechargeable cleaning appliances and emergency back-up power supplies.

The healthcare sector is also reliant, given the batteries’ necessary (and sometimes lifesaving) application across equipment including portable diagnostic devices, precision instruments and emergency power in the case of grid instability.

Meanwhile, retail spaces, warehouses and office blocks increasingly rely on lithium-ion battery-operated tools and apparatus – and many on a much larger scale, with e-bikes, e-scooters and electric vehicles (EVs) on site.

The integration of rechargeable devices, tools and systems into our everyday work means there is not one sector exempt from this unique fire risk.

According to insurance company QBE and figures released earlier this year, UK fire and rescue services now attend at least three lithium-ion battery fires every day, highlighting an urgent need for greater awareness and proactive risk management.

Those responsible for fire safety must be understanding of the risks associated with lithium-ion battery-powered devices.

But, more crucially, they must be equipped with the right knowledge and specialised tools to mitigate these risks.

How fire takes hold: understanding thermal runaway

Lithium-ion battery fires are unlike other more commonly experienced fires typical of most settings (that may involve wood, paper or textiles).

Instead, they are chemically driven.

While this type of battery is generally safe when correctly manufactured, used and charged in normal conditions, the primary hazard lies in a phenomenon known as thermal runaway.

It occurs when a battery cell enters an uncontrollable and self-heating state caused by manufacturing defects, overcharging, overheating or improper storage.

This dangerous condition takes place when a battery temperature reaches 60°C and above and a chain reaction of events leads to an explosive fire that’s hard to extinguish, coupled with the release of toxic gas and smoke.

Additionally, the intense, self-perpetuating nature of this type of fire can trigger thermal runaway in nearby undamaged battery cells and increase the risk of secondary ignitions.

The explosive nature of molten metal and the likelihood of collateral fires it causes is vast, meaning it is highly likely the fire will spread to surrounding areas – making fighting lithium-ion battery fires a challenge.

It is imperative those responsible for fire safety understand that lithium-ion battery fires require a distinctly different response to that of a traditional class of fire.

While fire extinguisher installation should align with an identified fire hazard in any setting, `traditional’ fire extinguishers (plain water, foam, powder, CO2 and wet chemical) are not suitable for tackling lithium-ion battery fires.

Given the potential for rapid escalation and thermal runaway, these fires demand specialised fire extinguishers designed to not only extinguish flames, but halt thermal runaway, dissipate intense heat and mitigate the risk of reignition or peripheral fires.

A growing risk across sectors

Addressing these unique risks requires a proactive and targeted approach – one that’s reliably informed and clearly communicated to all users of a building.

This applies whatever the setting, whether office space, a warehouse, an educational setting, a residential care home or elsewhere.

Precautionary steps can be taken to ensure there is little chance as possible of thermal runaway occurring.

Firstly, businesses and authorities should only choose high-quality products from reputable manufacturers to be confident batteries meet stringent safety standards and have undergone rigorous testing.

This will reduce any chance of malfunction.

When devices are overcharged, heat builds up, which can then lead to thermal runaway.

Manufacturers’ guidance and charging recommendations must be followed.

Avoid stacking devices when charging, unplug once fully charged and do not charge overnight or for extended periods.

Additionally, devices should not be exposed to extreme hot or cold temperatures – keep them out of direct sunlight and when not in use, store in a cool, dry place.

For some settings, like warehouses and factories, it is important that designated charging areas are distanced from flammable materials.

Routine visual inspections of lithium-ion battery-powered devices will enable identification of wear and tear, swollen batteries, cracks and any other warning signs.

When the time comes to dispose of the batteries, they must not be thrown in the bin or incinerated.

Instead, designated recycling centres ensure safe disposal.

Finally, proactive preparedness is critical.

As well as raising greater awareness of this type of fire, it would be wise to install a specialised lithium-ion battery fire extinguisher, which is also equipped to tackle Class A fires to combat peripheral fires, in any setting with an FRA-recognised lithium-ion battery risk.

Adhering to regulations

Compliance with fire safety regulations is crucial for all facilities and premises across every sector.

In England and Wales, the Regulatory Reform (Fire Safety) Order 2005 (RRFSO) covers ‘general fire precautions’ and fire safety duties required to protect ‘relevant persons’ in the event of a fire.

The RRFSO places the legal duty for overseeing fire safety on the “responsible person” – anyone with significant control over the premises, for example a business owner, employer, a landlord or a facilities manager.

In schools, the responsible person is typically the headteacher, while in healthcare and medical facilities, it is likely the Chief Executive of the healthcare organisation.

The responsible person must make sure the setting is as free from fire risks as reasonably possible, including emerging threats like those from lithium-ion batteries.

The RRFSO was recently updated to stipulate considerations for lithium-ion batteries in all fire risk assessments.

A critical requirement of this legislation, the fire risk assessment (which is overseen by the responsible person but completed by a trustworthy fire safety expert) must be subject to regular review.

This means every workplace, warehouse, healthcare setting and educational institution (to give only a few examples) must take into account any changes in activities or to the way the building is used or if usage of technology or rechargeable devices is altered and formally review and adapt the existing fire risk assessment.

Collaboration and education of vital importance

The effective management of this growing threat is not the responsibility of one group alone.

Manufacturers must be well-informed so they can prioritise safer designs, reduce the risk of malfunction and provide clearer guidance on battery usage and disposal.

Every business and workplace, whatever the sector and setting, must be equipped with the detailed knowledge and correct fire safety equipment to produce targeted fire safety plans and ensure compliance with safety standards and regulations.

Meanwhile, fire and rescue services and other fire safety experts, must continue to share insights, impart best practice precautions and prevention and develop and maintain fire safety protocols.

Preparedness, education and collaboration is key.

This proactive approach, incorporating all those with responsibility for fire safety, will ensure thorough and proper mitigation of the growing lithium-ion battery threat.

Life safety focus in national partnership

A central element of the What Matters platform is a new partnership with the National Fallen Firefighters Foundation (NFFF), the organisation created by the US Congress to honour fallen firefighters, support their families and work to prevent firefighter line-of-duty deaths and injuries.

Pye-Barker’s sponsorship is directed to the NFFF Staff Rides programme, which takes participants to the site of a line-of-duty death to study the incident.

Wildfire Alerts app brings real-time wildfire information to all US states

Watch Duty has expanded its Wildfire Alerts platform from 22 US states to nationwide coverage, providing verified real-time wildfire information to communities across the country from 1 December 2025.

The nonprofit organisation said it launched just four years ago to serve a small number of counties in California and has since built a wider presence in public safety.

According to Watch Duty, its core public service focuses on actionable wildfire updates and also includes air quality index readings, wind direction information and red-flag warnings delivered through the Watch Duty app.

The organisation stated that these core services remain free, ad-free and open to all users.

Alongside the free offer, Watch Duty has developed subscription-based tools that provide deeper operational detail for users who need enhanced intelligence.

These tools include advanced mapping, extended weather information, aircraft tracking, utility infrastructure overlays and satellite-based detections, which the organisation positions as a professional-grade feature set at lower cost than traditional commercial platforms.

John Clarke Mills, Co-Founder and CEO of Watch Duty, said: “We’re transforming how disaster information is shared by putting people, not profit, at the center.

The platform then presents this information as plain-language, map-based updates so that users can understand changing conditions and act more quickly.

Recent wildfire use and role in operations centres

Watch Duty reported that its service was heavily used during the 2025 wildfires in Los Angeles County in California.

According to the organisation, more than 8,000,000 people used the platform in a single week during that period.

The company said its live feed was displayed inside the Los Angeles Emergency Operations Center as a primary source of ongoing intelligence.

Watch Duty stated that this operational use case demonstrates how its service can support both the public and decision-makers during active wildfire events.

With the shift to nationwide coverage, the organisation said it is aiming to build a system where verified updates can move at the same speed as emergencies in any US state.

It added that the goal is to give every user information that can help them protect people, property and other assets that matter to them.

The app uses satellites owned by NASA, NOAA, and the European Space Agency. It has enhanced response capabilities because it gives firefighters the exact coordinates of the wildfires.

Urban areas are also benefiting from AI-powered fire-detection tools. Consider thermal CCTV as an example. These cameras use smart analytics for enhanced threat detection and to prevent false alarms. Besides detecting fire and safety threats, they can also classify objects, which gives response teams complete situational awareness. 

Modern digital fire-detection tools also support thermal imaging and acoustic signatures that speed up detection. Unlike traditional smoke sensors that only raise an alarm when there’s smoke, these systems can detect sparks or abnormal heat from equipment. They then trigger an alert to the response team since these tools also integrate with other safety and security systems, including communication tools.

Improves the training of fire and safety personnel 

AI and other technologies like augmented reality (AR) and virtual reality (VR) are improving how firefighters train for safety incidents. The tech helps response teams train based on actual building layouts that exist. 

For example, a hospital building can be recreated through AR/VR simulations. Firefighters use these simulations to train on how they can respond to different emergency scenarios. This improves the preparedness of the teams. Plus, the tools provide detailed analytics that allow team members to see how their individual decisions affect the overall outcome. 

Besides training, AI enhances the safety of firefighters when they’re responding to fires. AI-powered tools like the app and the thermal cameras discussed above enhance the situational awareness of firefighters. They know exactly where the fires are, the presence and condition of the people there, whether the exits are blocked or not, and so on. 

These details allow firefighters to approach situations with a clear understanding of what threats lie ahead and what they should do to stay safe while containing the threat.
