The Guardian has reported that the UK government will carry out a second national test of its emergency alert system on 7 September 2025.

The system is designed to notify the public of threats to life, including severe weather events, through mobile phone alerts.

The alerts will bypass silent mode and sound a siren for approximately 10 seconds, displaying a message to indicate that it is a test.

The alert will not be received if a mobile device is turned off or connected to a 2G or 3G network.

The emergency alert system was first tested across the UK in April 2023.

According to The Guardian, some users reported not receiving the alert, a problem later attributed to certain mobile networks.

In January 2025, approximately 4.5 million people in Scotland and Northern Ireland received alerts during Storm Éowyn, when the Met Office issued a severe weather warning.

Lee said: “The alert proved to be an invaluable tool during the Keyham bomb operation.”

“This was the first time the system had been used in a real emergency, and it played a vital role in helping us safely evacuate over 10,000 people and coordinate a complex, multi-agency response.”

Government aims to improve coverage and public awareness

The alert system is operated by the UK government and is intended to improve public safety through rapid communication during emergencies.

Pat McFadden, Chancellor of the Duchy of Lancaster, said: “Emergency alerts have the potential to save lives, allowing us to share essential information rapidly in emergency situations including extreme storms.”

“Just like the fire alarm in your house, it’s important we test the system so that we know it will work if we need it.”

The government will provide advance notice of the 7 September test.

This is intended to help vulnerable people, including those affected by domestic abuse who may have concealed phones, to take precautions.

In an ideal world there would never be a need for voice alarm systems for evacuation. Utopia would, at no time, see the incidents we do that cause a threat to life. Unfortunately, this is sadly not the case in our world and there is an ever-increasing need for audio in public and commercial buildings to keep people safe during an incident or help direct them to areas where they can get help. 

Whilst sounding a bell alerts attention it cannot give accurate instructions and often leads to delayed reaction. Delivering a clear message can lead to greater response and allows for better communication between the public and the incident management team.

Buildings are ever increasing in size and height giving emergency services many challenges in a crisis. The ability to be able to give direction to large crowds greatly enhances their capacity to manage events safely and securely with a much greater chance of success they will get everyone out or moved to a place of safety in a controlled manner. 

Voice messages give clear direction for the movement of people away from an incident. It also gives the ability to deliver instructions in zones allowing safety control teams to dictate who they move and where they move them to.  

For example, an airport may have several terminals in operation but there might be an incident in one that requires evacuation whilst the safest option for other areas is to lock down and contain passengers. Voice alarm systems allow for greater management of these situations and can prevent a mass exodus with little knowledge of whether you are being directed towards or away from the danger zone. 

Voice evacuation legislation 

So, let’s discuss: what are the legal requirements and what actually is a voice alarm/evacuation system? 

In basic terms voice alarm is a public address system that is linked to the fire alarm that is then triggered in the event of an emergency.

With the option to use pre-recorded messages or live announcements, voice alarm systems allow for effective and clear communication. They can deliver everyday messages in zoned areas but in the event of an emergency these messages can be over-ridden to communicate important safety instructions.  

In the UK voice alarm systems are regulated to British Standard BS5839-8: 2023: Fire detection and fire alarm systems for buildings – Design, installation, commissioning and maintenance of voice alarm systems code of practise. Installations must use independently certified EN-54 products, it is a legal requirement for power supplies, control and indicating equipment and speakers to be EN-54 certificated by a 3rd party approved body. 

Voice alarm is divided into 5 categories under BS5839-8: 

  • V1: Fully automatic evacuation 
  • V2: Ability for live emergency messages 
  • V3: Ability for zonal live emergency messages 
  • V4: Manual controls 
  • V5: Specially engineered systems. 

Each system should be individually designed to the end-users requirements to create a secure, easy to use, robust and reliable solution for communication and evacuation. 

Industry challenges 

A sector that we have seen a huge growth in interest for voice alarm systems to be installed is education. Pupil and staff safety is high on the agenda within the teaching world and we are seeing an increasing number of projects where the ability to lockdown is required. Multi-functional and multiple building super-sized high schools have an average of 950 pupils plus many staff.  

The ebb and flow of movement is constant as they change classes and the connection of all spaces to a central point is paramount to the school’s evacuation policy. Sadly, schools have seen many incidences of violent behaviour in recent years so teachers need to be able to stay put and keep their pupils safe or know where and how they can move to a place of safety.  

Communication with outside agencies is paramount in these situations so using a voice alarm system that can zone to classrooms and staff and is simply to use is a key consideration for educational institutions.

We have also seen an increase in landlords and management companies insisting on audio being connected to fire systems be it for large shopping complexes that require multiple systems for retail units and restaurants to multi complex transport hubs. This will become more an industry standard going forward as custom-designed systems allows greater flexibility and future expansion. 

Martyn’s Law 

Much has been discussed about The Terrorism (Protection of Premises) Act or Martyn’s Law which received Royal Assent on 3rd April 2025. This has set in motion the implementation period for an estimated 24 months before the Act comes into force.

Martyn’s Law will have a huge impact on venues and public places, how they manage safety and security and who takes responsibility for appropriate public protection procedures.  

The procedures specifical relate to evacuation, moving people to a safe place, lockdown procedures and the ability to communicate with individuals inside the premises from outside organisations offering emergency assistance. We think we will see a huge increase in demand for voice alarm systems that comply to both Martyn’s Law and fire regulations offering a one-stop solution for communication and evacuation.

US fire contractors adopt ServiceTrade’s all-in-one inspections tool

New inspection technology supports fire contractors

ServiceTrade has launched a digital inspections platform tailored to the fire protection sector in the United States.

According to ServiceTrade, the new feature – ServiceTrade Inspections – integrates inspection and compliance processes directly into its existing field service management platform.

The company said the system is intended to support fire contractors by reducing paperwork, consolidating operations, and improving accuracy in inspection reporting.

ServiceTrade stated that this launch followed over a decade of collaboration with commercial fire service providers and aimed to address common operational challenges.

According to the company, the product is now available for purchase, with rollouts planned from autumn 2025.

All-in-one solution for mobile inspection and compliance

ServiceTrade explained that its inspection tool is built into the platform’s mobile application, allowing technicians to manage inspections and maintenance from one interface.

The company said the app includes digital forms based on NFPA and AES standards and supports joint commission-accredited organisations such as hospitals and schools.

Inspection data is recorded once and reused across reports, asset updates, and deficiency documentation, according to ServiceTrade.

It added that this structure allows faster report generation and more accurate compliance tracking.

The mobile interface is also designed to reduce technician training time and increase adoption in the field.

Deficiency tracking and report generation

ServiceTrade stated that technicians using the new system can identify issues during inspections and have these immediately added to compliance reports.

According to the company, identified deficiencies are automatically converted into quotes for repair work, eliminating duplicate entries and reducing turnaround time.

It noted that the platform differs from general inspection tools, which may lack dedicated features for fire protection work.

TouchTone, in partnership with OneTel Security, has launched a new mobile messaging platform in the United States designed for alarm, life safety, and security industries.

The new solution supports both traditional SMS and Rich Communication Services (RCS) where available, enabling secure, real-time communication for high-priority notifications and emergency messaging.

According to the announcement, the platform allows application-to-person (A2P) messaging to integrate directly with existing dispatch and monitoring systems.

Messaging service integrates branding and media features

The system includes RCS capabilities for users where supported.

According to TouchTone, this allows organisations to send branded messages that include verified sender information, images, audio, video, and response options.

The company added that delivery status, read receipts, and click-through tracking are also available.

These tools are intended to help alarm and emergency response companies communicate more effectively with customers and personnel.

Technical focus on routing speed and reliability

TouchTone stated that SMS routes are designed for mission-critical delivery.

Messages are sent through zero-hop routing and direct connections to over 800 telecom providers globally.

According to the company, this approach is intended to improve delivery speed and minimise delays or message failures during emergency scenarios.

OneTel explained that its collaboration with TouchTone focuses on industries where communication speed and system reliability are essential.

Multitone highlights role of technical author in new communications project

The role of documentation in Multitone’s Nucleus solution

Multitone has highlighted the contribution of Junior Technical Author Elizabeth Dark to the development of its critical communication system, Multitone Nucleus.

Elizabeth joined the UK-based company in February 2024 and has been involved in preparing documentation for the Nucleus system, which launched in spring 2025.

Her work focuses on writing and maintaining clear documentation for customers and internal teams.

Elizabeth said her role centres on communicating technical content in an accessible way.

She said attending site visits helps ensure documents are relevant to real-world use.

Elizabeth added that internal teams have expressed interest in more video guides to support training.

Developing adaptable communications for critical industries

Multitone described the Nucleus system as modular and customisable, with a design that allows different users to interact with it efficiently.

Elizabeth explained: “Multitone Nucleus is a communication management system intended for critical industries. This product delivers next-level customisability and adapts to a wide range of communication needs, while maintaining a design that users can easily use and understand.”

She continued: “This product succeeded because we approached its development differently in several key ways.

“In particular, the modularity of adding optional features, and extra effort in the user interface design have streamlined use and setup for everyone.

“Put simply, this product is straightforward and ‘to the point’ so that users waste no time sending out critical messages and alerts, while still allowing customisable flexibility to make it a perfect fit for all sorts of industries and users.”

Assessing the limitations and usefulness of AI in technical writing

Elizabeth said artificial intelligence tools can support general understanding of new subject matter, but are not a substitute for manual research and collaboration with product teams.

She said: “AI can be useful for some aspects of documentation work, but most of my work is that of a communicator rather than a copywriter.

“AI relies on its previous exposure, so when working with internal-only documents or brand-new products – especially hardware – it’s often more effective for me to use my own skills to gather notes, engage with product experts and other resources, create diagrams and images, develop document structures, and produce videos.

“Especially for such critical and lifesaving information, I am not comfortable relying on AI too much in this context.

Elizabeth added: “As someone who is still relatively new to this industry, AI can help me quickly grasp unfamiliar concepts in a general way by elaborating on things in a sort of ‘custom’ context.

“There are many existing ways to introduce automation techniques into documentation, such as investing in structured/xml style authoring.

“This can be used to increase efficiency, organisation, and to keep all relevant documents up to date at once without compromising on accuracy or human led information control.

“This change would require overhauling the process significantly and making a substantial financial investment.”

Improving critical incident response and future communication applications

Multitone stated that its MAJAX function, which is designed to send major incident alerts and visualise response data, is one of its key solutions.

Elizabeth said: “All Multitone products help save lives. What could be more exciting and motivating?

“My personal favourite is the MAJAX – Major Incidents feature.

“MAJAX is capable of sending out major incident alerts to large quantities of personnel and teams all at once and using data visualisations to convey essential response data back to the system operator.

“People use this in situations such as large traffic emergencies, terrorist events, and hospitals.

“The introduction of this feature streamlined emergency interventions for large emergencies exponentially.”

She also commented on the importance of maintaining security as technologies evolve.

She said: “Mismanaged security and targeted attacks in these sectors could be completely disastrous, so security must be at the forefront of our attention for every product.

“I am interested in exploring how we can protect encryption against quantum computing risks and how we can continue building and maintaining customers’ trust in cloud storage solutions.”

Elizabeth also said she would like to see further development of communications solutions for home care.

She said: “Being able to improve care communications outside of hospitals would help to give patients some independence back and improve the continuity of care.”
