Half of senior procurement professionals in the UK’s emergency services have said they lack sufficient training and resources to support the implementation of the Procurement Act.

The findings are based on a survey commissioned by Commercial Services Group, a public sector procurement provider, following the Act’s introduction in February 2025.

The group said the survey reflects a mix of support and concern across Blue Light services, as respondents welcome the Act’s aims but warn that without leadership, guidance and investment, its potential will not be realised.

According to Commercial Services Group, 50% of Blue Light participants identified capability gaps as a barrier to delivery.

It said financial constraints were also seen as an obstacle by 45.5% of respondents.

Limited capacity and regulation flagged as barriers

Commercial Services Group reported that over a third (34.1%) of emergency sector procurement leaders warned that low resource capacity may limit inter-agency collaboration.

The survey also found that 36.4% of respondents believe regulatory compliance challenges could undermine implementation efforts.

The group said these challenges may restrict the ability of emergency services to meet one of the Act’s main aims, which is to support economic development.

It added that just 15.6% of participants believe the Act will significantly improve procurement practices, with only 4.5% expecting improvements in workforce wellbeing.

Sector leaders call for stronger support measures

Tarryn Kerr, Managing Director of Procurement Services at Commercial Services Group, said: “Our Blue Light services are under substantial pressure.

“Demand is unprecedented and these vital teams are overwhelmed as they navigate this alongside regulatory changes and limited resources.

“The Procurement Act can aid positive change in our emergency services but must provide organisations the necessary support to do so.”

She added: “This should not be treated as a tick-box exercise. It’s crucial that we deliver stronger guidance and visible leadership from the top to unlock long-term value for public services and vastly improve outcomes for those on the frontline.”

Public sector confidence varies across services

Beyond the emergency services, Commercial Services Group said the wider public sector shows cautious optimism.

It reported that 84% of total respondents are confident in delivering on National Procurement Policy Statement (NPPS) priorities.

Three-quarters (76%) of participants see the Procurement Act as a route to change, rather than simply a regulatory requirement.

However, confidence levels differ by sector.

The survey found that local authorities report high levels of preparedness, but the healthcare sector shows lower levels of confidence, indicating variation across public service readiness.

Tools and frameworks identified as enablers

Tarryn Kerr said: “To turn ambition into action, organisations need practical tools like easy-to-use frameworks, such as those provided by Procurement Services, that enable compliant procurement and unlock the full benefits the Act has been introduced to deliver.

“Organisations using frameworks can save time and money by removing the need to run a full competitive tender process.”

Commercial Services Group said its frameworks are already used by more than 22,000 organisations and thousands of schools across the UK.

It added that the organisation is publicly owned and reinvests its revenue into the communities it supports.

The company said its procurement service is part of a broader offering that includes HR, SEND support, legal advice, recruitment and energy management.

US fire departments invited to NERIS webinar on onboarding and future planning

The Fire Safety Research Institute (FSRI) has announced a new webinar focused on the National Emergency Response Information System (NERIS) rollout across the United States.

NERIS confirmed that the online event will take place on Tuesday, 29 July 2025 from 1:00 to 2:00 P.M. ET.

The webinar will be hosted by FSRI in collaboration with the United States Fire Administration (USFA) and the Department of Homeland Security Science and Technology Directorate (DHS S&T).

According to NERIS, the webinar will provide practical guidance for departments preparing to transition from NFIRS to the NERIS system by the 2026 deadline.

Chief Tom Jenkins will present updates on how NERIS is already being used in the field and answer questions on adoption and system use.

Transition from NFIRS to NERIS scheduled for end of 2026

NERIS stated that the cloud-based platform is replacing the National Fire Incident Reporting System (NFIRS).

The team explained that onboarding is being expanded across the United States in phases based on FEMA regions.

According to NERIS, regions currently undergoing onboarding include Regions 6 and 7, with Region 10 starting in August and the remaining regions scheduled through to December.

The platform was developed in partnership with USFA and DHS S&T and tested in 2024 with over 60 early adopter agencies.

NERIS said the system is designed to support fire departments by improving data reporting, enabling analytics, and informing operational planning.

Fire departments encouraged to prepare early for transition

NERIS advised departments to determine their reporting method and speak to their software vendors regarding integration.

Most departments use CAD or RMS software for incident operations.

NERIS stated that integration partners and compatibility testing information are available online at neris.fsri.org.

The agency added that the “NERIS v1 Compatibility Badge” identifies systems that have passed API testing, though it is not an endorsement.

Departments were urged to begin testing and coordination ahead of time to avoid delays in 2026.

Reporting functionality follows onboarding and requires confirmation

NERIS explained that onboarding involves setting up department accounts, assigning admin roles, and verifying system setup.

The process also includes updating station information, CAD unit details, and identifying relationships with mutual aid and other partners.

NERIS said that onboarding does not enable incident reporting by default.

Departments must request incident data reporting to be activated through NERIS coordination.

Once activated, incident data can be submitted on each department’s timeline in line with state-specific rules.

AT&T has announced the launch of the Sonim MegaConnect, a compact high-powered user equipment (HPUE) mobile hotspot designed to improve public safety connectivity across the United States.

The device, developed by Sonim Technologies, is part of the FirstNet MegaRange portfolio and offers six times the transmission power of standard Wi-Fi hotspots, according to AT&T.

The company said MegaConnect supports connectivity in areas with limited coverage, such as remote rural locations and dense urban buildings, by operating on Band 14 spectrum reserved for FirstNet.

The unit also works on AT&T’s 5G and LTE commercial bands and provides a portable Wi-Fi solution for mission-critical communications.

Sonim described MegaConnect as the smallest and most affordable HPUE currently available.

Enhanced mobility and speed for field operations

AT&T stated that the new hotspot transmits up to twice the upload speed of conventional devices.

The company said this improves the ability of first responders to transmit high-resolution footage, stream live video, and establish mobile command centres in the field.

MegaConnect is designed to be portable, weather-resistant, and simple to deploy.

Sonim said the device can be used during natural disasters and in hard-to-reach areas such as basements and underground car parks.

The MegaConnect uses solid-state active cooling technology to maintain performance during operation.

The unit includes AirJet, a component from Frore Systems, which allows the hotspot to operate at full HPUE power in a compact form.

According to AT&T, heat management has previously been a barrier to mobile HPUE deployment.
