Managers and workers divided on AI readiness

Rapid Global has published new findings showing a major disconnect between managers and frontline workers in the UK Building and Construction sector over the adoption of Artificial Intelligence (AI) for workplace safety.

According to the company, 51% of managers believe their business is fully ready to adopt AI to improve workplace safety, compared with only 20% of frontline workers.

The research shows that 77% of managers think a unified safety system would make compliance easier, while 22% of workers believe old habits are holding back new technology.

Paper-based processes remain in use, with 18% of frontline workers and 14% of managers reporting that key safety tasks such as inductions, sign-in and incident reporting are still completed manually.

Differences in training and visibility across sites

The study highlights discrepancies in how safety visibility and training are perceived.

While 86% of workers believe managers have good visibility of safety trends and incidents, only 56% of managers agree.

On training, 50% of managers say their sites provide comprehensive onboarding, but just 24% of workers share that view.

Rapid Global said this points to inconsistency in how safety information is communicated and applied across construction sites.

Paul Rapuano, Global Strategic Partnerships Manager at Rapid Global, commented: “Construction leaders are ready to digitise, consolidate systems, and explore AI, but too often workers remain unconvinced or stuck with outdated processes.

“To reap the full rewards of new technologies like AI, the way forward for the sector has to be visible proof that technology makes safety easier, training more consistent, and worksites safer.

“That will be the ideal on-ramp for companies in the sector to see digital transformation deliver on its promise.”

Broader trends in safety technology adoption

The Rapid Global Workplace Safety 2025 Report also found that 75% of managers believe adopting new technology would reduce risk and improve safety, compared with 44% of workers.

When it comes to AI implementation, 28% of managers said the process has been slower than expected, while 25% of workers agreed.

The study found that 73% of managers think staff understand incident response protocols, compared with 59% of workers.

Rapid Global reported that 30% of managers admit to fast-tracking safety training to speed up site entry, while 14% of workers said the same.

Nearly one in five workers said safety processes cause them anxiety, and 60% do not believe their business supports positive mental health care.

Rapuano added: “UK Building & Construction firms that move to modernise safety systems, replacing paper with digital-first tools to show how AI can support, not replace, frontline expertise, will strengthen compliance, cut risks, and build the resilient worksites the sector needs.”

Relevance for fire and safety professionals

For health and safety managers, compliance officers and risk assessors in the construction sector, the findings indicate persistent operational gaps in digital safety practices.

The data shows that many construction sites still rely on paper-based processes for critical safety tasks, which may limit transparency and accuracy in incident reporting.

Building safety from A to Z: From design to demolition

When people think of fire safety in buildings, they often picture sprinklers, smoke alarms, or the red pull stations on the wall.

But true fire safety is much more than devices or hardware.

It is a story that begins the moment a building is imagined and continues until its very last day.

Just like people, buildings have life cycles, birth, growth, changes and eventually retirement.

At every stage, fire safety must remain a constant companion.

According to the NFPA Fire Loss in the United States report (2023), more than 1.5 million fires are reported annually, leading to nearly 3,800 civilian deaths and over $18 billion in property damage.

These sobering numbers remind us why fire safety must be treated not as a single milestone, but as a continuous journey.

From vision to blueprint

The seeds of fire safety are planted at the earliest stage of planning.

Architects, engineers and fire protection specialists must work together to make choices that shape the entire life of a building.

At this point, fundamental questions arise:

  • Who will use the building?
  • How many people will it hold?
  • What hazards might they bring with them?

A hospital, for example, requires defend-in-place strategies for immobile patients, while a shopping mall demands wider exit routes to accommodate tens of thousands of visitors each day.

Standards guide these decisions.

The Saudi Building Code (SBC 201) and NFPA 101 both stress the importance of classifying occupancy types and calculating occupant loads correctly.

The placement and width of exits, the need for fire barriers and the scope of suppression and detection systems are all influenced by these early design choices.

If designers opt for prescriptive compliance, they follow code requirements directly, while performance-based design allows them to use advanced tools such as computational fluid dynamics modeling to demonstrate safety.

As former US President Dwight D. Eisenhower said: “Plans are nothing; planning is everything.”

Building it right

Even the best design means little if it is not built correctly.

The construction phase is often where fire safety faces the biggest risks, not from fire itself, but from shortcuts.

Contractors under pressure to save costs may use materials that don’t meet the code or fail to properly seal fire barriers.

Poor coordination between trades can also create problems, such as sprinklers being blocked by light fixtures or ducts cutting through fire walls without protection

Commissioning serves as the safeguard against these risks.

This process is more than a checklist; it is the proof that fire safety systems function as intended.

Sprinklers are tested to ensure they activate at the correct temperature, alarms are measured to confirm they meet the required sound levels and smoke control systems are evaluated for their response time and integration with detection systems.

NFPA 4, which requires integrated system testing, emphasises that individual components may work, but unless they work together, lives remain at risk.

At the end of this stage, the authority having jurisdiction signs off only if the building demonstrates true readiness.

Living with fire safety

When a building opens and people move in, fire safety begins its longest stage.

The responsibility now belongs to the owners and facility managers and their main task is to stay alert.

Fire systems must be regularly checked, tested and maintained, following standards such as NFPA 25 for sprinklers, NFPA 72 for alarms and NFPA 80 for fire doors.

NFPA research shows that sprinklers worked in 92 percent of fires large enough to trigger them and they were effective 96 percent of the time.

Most failures, however, came from closed valves or poor maintenance, simple issues that could have been prevented, but instead can turn a small fire into a major tragedy

History has shown the consequences of neglect.

The Grenfell Tower fire in London in 2017 demonstrated how outdated systems and compromised fire barriers can magnify disaster.

Similarly, many nightclub fires, from Rhode Island to Brazil, were exacerbated by blocked exits and disabled alarms.

These lessons reinforce the importance of not only maintaining systems but also managing daily operations with discipline: keeping corridors clear, ensuring extinguishers remain accessible and training staff to respond calmly during emergencies.

Renovation brings an additional layer of complexity.

Buildings rarely remain static; an office may transform into a restaurant, or a warehouse into a theatre.

Each change reshapes the fire safety landscape.

Adding new cabling may puncture fire-rated walls, while increased occupancy may demand additional exits or sprinkler coverage.

Owners must treat every renovation as a new chapter, with approvals, reviews and upgrades.

As the saying goes, a building that changes without updating its fire protection is like a car driven without brakes.

Preparing for the inevitable

No matter how strong the design or diligent the maintenance, emergencies can and do occur.

At this stage, the focus shifts from systems to people.

Fire drills, as mandated by NFPA 101, translate theory into practice and have been shown to reduce evacuation times by up to 35 percent.

Modern advances are adding new layers of protection: voice evacuation systems that deliver clear instructions, AI-driven evacuation tools that adapt to real-time smoke and crowd movement and dynamic exit signage that redirects occupants when familiar pathways are blocked.

Even the end of a building’s life cycle brings risks.

Demolition and decommissioning involve hot works, temporary electrical wiring and combustible debris, all of which are potential ignition sources.

NFPA 241 sets strict requirements for construction and demolition safety, while NFPA 14 requires standpipes to remain available in partially demolished high-rise structures until the process is complete.

Fire safety must remain in place until the last wall comes down.

A thread that never breaks

Fire safety is not a one-time achievement but a continuous journey, running like an unbroken thread from the first sketch on paper to the final swing of the wrecking ball.

It demands the commitment of architects, engineers, contractors, regulators, owners and occupants alike.

When managed correctly, the reward is not measured only in compliance certificates but in lives saved and tragedies prevented.

A safe building, in the end, is not the result of one decision, but of a thousand small decisions made right, every day, for decades.

The MHCLG’s latest appointment signals a turning point for construction accountability

Thouria Istephan appointed interim Chief Construction Adviser

A new interim Chief Construction Adviser has been appointed by the Ministry of Housing, Communities and Local Government (MHCLG).

The appointment, announced on 30 September 2025, sees architect Thouria Istephan take on the role.

She will provide independent, expert advice to ministers and government on building safety and regulatory reform.

The MHCLG said the appointment is a key milestone in delivering the government’s response to the Grenfell Tower Inquiry Phase 2 recommendations.

The MHCLG confirmed that Istephan will serve in the role for 12 months on a part-time basis.

The fire safety gap in Saudi Arabia

Saudi Arabia’s climate is a natural source of risk.

With temperatures climbing above 50°C in summer, electrical faults and chemical reactions become more likely, creating conditions where fires can ignite rapidly.

A 2023 warehouse fire in Jeddah was caused by overheated HVAC units; experts have noted that AI thermal monitoring might have identified the fault before it escalated into a blaze.

The scale of new megaprojects presents its own challenges.

NEOM’s The Line, a planned 170-kilometre linear city, will connect buildings and services in ways that demand continuous monitoring of structural integrity.

A localised fire in such a system could quickly cascade into a much wider threat if not contained immediately.

The oil and gas sector is another area of vulnerability.

Saudi Aramco has reported that about 12 percent of incidents across its refineries are linked to equipment malfunctions, highlighting the need for more reliable and intelligent detection methods.

Regulation has not always kept pace with these risks.

Thermal cameras are now installed in around 40 percent of new industrial facilities, where they continuously scan for overheating machinery.

Gas leak detectors are compulsory in Saudi Aramco plants to monitor levels of carbon dioxide, methane and smoke.

Beyond sensors, robotics and drones are extending the reach of fire services.

Aramco has deployed autonomous drones capable of inspecting rigs and tackling small fires in zones where sending personnel would be hazardous.

Dubai Civil Defense has tested robotic exoskeletons that enable firefighters to withstand temperatures above 150°C while maintaining operational strength.

Green fire suppression technologies

Saudi Arabia’s commitment to the Saudi Green Initiative and Net Zero 2030 requires fire safety systems that protect people and assets without harming the environment.

Conventional agents such as Halon and PFAS-based foams are being phased out because of their damaging effects on the ozone layer and water systems.

Water mist systems are one alternative.

By atomising water into fine droplets they use up to 90 percent less water than standard sprinklers, while proving highly effective in data centres, hospitals, schools and high-rise towers.

These systems leave no toxic residue, which makes them especially suited to sensitive facilities.

Clean agent suppressants such as Novec 1230 and FM-200 remove heat without damaging electronics or endangering people in occupied spaces.

They are already in use in NEOM’s data hubs, where continuous uptime is essential.

Inert gas systems such as Argonite and INERGEN suppress flames by reducing oxygen concentration rather than by chemical reaction.

They are non-toxic, leave no residue and are widely adopted in archives, libraries and cultural heritage sites where both human safety and preservation of materials are priorities.

If Saudi Arabia mandates the use of such sustainable solutions in its Vision 2030 projects, it could position itself as a global leader in safe and environmentally responsible fire protection.

The experience of Dubai International Airport, which reduced its emissions by 30 percent after adopting green suppression systems, shows the viability of this approach.

Cybersecurity in connected fire systems

The growing use of IoT devices, cloud monitoring platforms and AI analysis tools creates another challenge: cybersecurity.

A compromised fire safety network could disable alarms, prevent suppression systems from operating or trigger mass evacuations through false alerts.

False alarm attacks already represent a threat.

In 2023 a hospital in the United Arab Emirates experienced a hoax incident that disrupted services and caused unnecessary panic.

Malware and ransomware could also target suppression systems directly, silencing alarms at the very moment they are most needed.

Data theft is another concern, as building layouts, evacuation plans and occupancy data stored within fire systems could be stolen or manipulated.

Solutions are being tested across the region.

End-to-end encryption protects data as it travels from detectors to control centres.

AI-based anomaly detection can scan network traffic in real time, isolating suspicious behaviour before it spreads.

Blockchain has been used in NEOM’s infrastructure to secure software updates against tampering, while multi-factor authentication ensures only authorised personnel can make system changes.

Saudi Arabia’s National Cybersecurity Authority has already issued regulations covering IoT and critical infrastructure.

Requiring penetration testing and live threat monitoring for fire systems would allow the Kingdom to set a global example of secure connected protection.

A roadmap for future fire safety

Policy change will play a major role in moving Saudi Arabia towards smarter fire safety.

Updates to the Saudi Building Code in 2025 could make AI risk assessments mandatory for buildings over ten storeys and require IoT networks in all new industrial developments.

Financial incentives will also matter.

Offering tax breaks for businesses that modernise their fire protection could encourage investment in advanced systems, much as Dubai’s Smart City Fund has done in other areas of technology.

Industry collaboration is essential.

Partnerships between public bodies and companies such as Saudi Telecom could provide the infrastructure for widespread deployment of 5G-enabled fire detection networks.

Training and skills must not be overlooked.

Integrating AI and IoT fire safety modules into the curricula of the Technical and Vocational Training Corporation and the Saudi Electricity Company would help ensure the workforce can operate and maintain new systems effectively.

Public awareness campaigns could strengthen this progress.

A national fire safety month would raise visibility through social media and community platforms such as mosques, while mobile applications could provide residents with alerts on fire risks in their local areas.

The technology is available and the benefits are clear, but progress depends on coordination and commitment.

Immediate steps should include commissioning AI-driven fire audits of critical infrastructure, piloting IoT sensor networks in high-risk areas and pressing for regulatory updates that support faster adoption.

The Kingdom faces a clear decision.

By embracing innovative and sustainable approaches it can safeguard its expanding cities and industries while setting international standards for smart fire protection.

The alternative is to continue facing growing risks, higher costs and preventable losses.

Industry experts at Intersec Saudi Arabia gathered on Tuesday 30 September 2025 to discuss specialised security frameworks for the Kingdom’s giga-projects.

The panel, titled “Giga-Projects Security: Specialised Protection Frameworks for Sustainable Development,” examined how customised safety and security systems are supporting Saudi Arabia’s large-scale developments while advancing environmental goals.
