Kirk said: “It’s about getting data sets that show how the material actually performs.

“If the temperature exceeds the limit, it automatically fails.

“This makes the conclusion much more objective.”

Adjustments to European classification system

DBI noted that cladding in Europe is classified with K1 10 and K2 30 standards, which indicate protection for 10 and 30 minutes.

It said the revision expands how these classes are documented to prevent products being approved for applications they are not suited for.

The organisation confirmed that the revised rules redefine application areas, ensuring results reflect intended use.

It added that three test substrates will now be used – expanded polystyrene (EPS), low-density materials such as insulation, and particleboard.

Kirk explained: “If you test on EPS, which is considered the worst-case scenario, you are allowed to install your cladding on anything.

“But if you test on insulation, you can only install it on similar low-density materials.

“In both cases, the installation method must be the same as in the test.”

Flexibility for manufacturers in testing

DBI stated that manufacturers will have clearer options under the new approach.

It gave the example of plasterboard producers, who previously needed separate tests for each substrate type.

DBI confirmed that a single test on EPS will now cover multiple substrate types including cellulose, seagrass, PIR, and PUR.

The organisation said this will simplify testing and reduce duplication.

It added that the revision introduces flexibility in fastening methods.

Kirk said: “A lot of people ask why they can’t just test it as a wall – because that’s how it’s actually installed in practice.

“Now this will be possible, but then of course it can only be used as wall cladding.”

She added: “If you test with nails, you will in the future be allowed to use screws in practice – something that was previously not possible without a separate test or an assessment in the European classification system.”

Incorporating bio-based materials

DBI explained that the revision makes it easier to use bio-based materials in construction.

It said the current system requires testing for each product and manufacturer individually.

Under the new method, switching between suppliers will be permitted if the materials are of the same type and have equivalent properties.

Kirk said: “As it stands, you can’t change anything – not thickness, not density, not manufacturer.

“Now we’ll have a standard method that allows switching within the same type.”

Timeline and industry preparation

BS 476, the UK’s long-standing fire testing standard, is being phased out, and by September 2029, it will no longer be recognised under building regulations.

On the surface, that might feel like a distant deadline, but the reality is that the transition has already begun.

Waiting too long to adapt can result in costly redesigns, project delays, or compliance issues that are far more challenging and expensive to resolve once construction is underway.

The transition to EN 13501-1 has already started

The switch to EN standards isn’t something that’s coming.

It’s already happening.

Since March 2025, BS 476 has started being gradually removed from Approved Document B, signalling a clear move towards EN 13501-1 as the new fire classification benchmark for external wall systems.

By 2029, EN 13501-1 will be the only accepted standard.

That means all external wall build-ups, including cladding, insulation, cavity barriers and fixings, will need to be tested and classified as a full system.

This is a major shift away from the old approach, where materials were tested separately using small-scale tests like BS 476 Parts 6 and 7.

This change is part of a broader effort to strengthen building safety regulations in response to fire safety concerns and ongoing remediation issues.

Since the Grenfell tragedy in 2017, regulatory bodies, industry professionals and government departments have been working to create a more robust, accountable framework that addresses the risks caused by complex wall systems, not just their individual components.

While BS 476 focused on how individual materials behaved in test conditions, EN 13501-1 looks at how everything performs together in a real fire.

What makes EN 13501-1 different?

EN 13501-1 focuses on how the full wall system performs, rather than just the individual materials.

It introduces Euroclass ratings such as A1 or A2-s1,d0, which take into account things like how easily something burns, how much smoke it gives off, and whether it produces flaming droplets.

All of these can make a big difference to how a fire spreads and how safe the building is for people inside.

But ticking off those ratings isn’t enough.

What really matters is how the full wall performs when everything is installed together.

That includes the insulation, cavity barriers, fixings, sheathing boards and final finish.

If one part of that system hasn’t been tested in combination with the others, it may not meet the requirements.

In other words, using A2-rated insulation on its own isn’t enough.

If that insulation hasn’t been tested as part of a complete wall system, it won’t be considered compliant under EN 13501-1.

Why system-level testing matters

Fire doesn’t move in straight lines or follow neat paths.

It spreads in unpredictable ways, and the way materials interact can make a big difference to how a fire develops.

That’s why testing materials separately only tells part of the story.

Just because every product in a wall passes testing on its own, that doesn’t mean the finished wall will perform safely.

A cladding panel and insulation board might both be A2-rated, but without being tested together, with the right barriers and fixings, there’s no way to guarantee they’ll be safe when installed on a building.

That’s where EN 13501-1 comes in.

It requires large-scale testing, typically using BS 8414, to see how fire behaves across a full wall system.

For internal walls and floors, tests like BS EN 1364-1 and 1365-1 are used to assess how well fire is contained within the building.

Joe Ragdale, Technical Director at Wetherby Wall Systems, works with developers across the UK to design fire-safe façades.

He says: “We’re seeing a major shift. It’s not enough to know your materials are rated A2.

“You need to show how the whole system behaves when it’s built.

“That’s the level of detail the new rules demand.”

System-level testing also gives designers and contractors a clearer picture of risk.

Something as simple as the wrong cavity barrier or an off-spec fixing can create a weak point that allows fire to spread.

These are the kinds of issues that wouldn’t show up in small-scale tests.

It also helps to spot inconsistencies in installation that could compromise safety, which is why choosing well-supported systems with full technical guidance is key.

The cost of falling behind

Even though the new standards are already in motion, many buildings are still behind.

As of early 2025, only 46% of high-rise buildings that applied to the Building Safety Fund for non-ACM cladding work had completed the job.

That’s despite the fact that the industry has known this change was coming for a while.

Some developers are still working off outdated assumptions, relying on material-only assessments and thinking they’ll still be allowed a few years from now.

But once BS 476 is fully removed, these systems will no longer be recognised.

That could lead to massive costs.

The total bill for cladding remediation has already passed £16 billion, and government schemes like the Cladding Safety Scheme are now pushing more of the financial responsibility onto the original developers and contractors.

If your design isn’t compliant now, you could end up having to pay for it later.

It’s also worth noting that delays due to non-compliance can hold up planning approval, stop a project mid-build, or trigger retrospective rebuilds, all of which come with a serious price tag.

And if your product or system choice later turns out to fall short, you may not be able to rely on previous approvals as a defence.

Accountability is rising too

On top of the technical changes, the legal framework is tightening as well.

The Building Safety Act 2022 introduced new rules that make Principal Designers, Contractors and other key parties more accountable for safety decisions.

One of the biggest changes is the 30-year retrospective liability period.

That means if something goes wrong years down the line, those involved in the original design and construction could still be held responsible.

There’s also the new requirement for a digital record of safety decisions, known as the “golden thread”.

This includes everything from fire testing data and installation notes to product specifications and maintenance guidance.

Without it, proving compliance will be a lot harder if questions arise in the future.

What developers should be doing now

If you haven’t started preparing for EN 13501-1 yet, now is the time to get moving.

Leaving it until the last minute could result in delays, cost increases and limited access to testing facilities and qualified help.

Start by making sure the external wall systems you specify have been tested as full assemblies.

Look for systems that already meet A1 or A2-s1,d0 ratings, with test evidence covering the insulation, cavity barriers, cladding, fixings and other components all working together.

Make sure you’re working with manufacturers and suppliers who can provide full documentation, including test reports, classification certificates and detailed installation guidance.

This is what will protect your project and your reputation if it’s ever called into question.

It’s also worth reviewing your internal processes.

New UK guide challenges how the construction industry chooses its products

Industry bodies collaborate on new construction product safety guide

The Chartered Institute of Building (CIOB) has released a new publication providing advice on the safe use of construction products in the UK.

According to CIOB, the Guide to Products Critical to Safe Construction has been developed with support from the Construction Products Association (CPA), the Code for Construction Product Information (CCPI), the Institution of Structural Engineers (IStructE) and the Royal Institute of British Architects (RIBA).

The guide is aimed at designers, specifiers and installers and sets out how to determine whether a product is critical to safe construction.

CIOB stated that the guide includes examples and case studies that reference existing industry standards, including the Code for Construction Product Information.

The publication is available free of charge in electronic format.

Background from the Grenfell Tower Inquiry

CIOB explained that the Grenfell Tower Inquiry identified failings in the UK’s construction product regulatory regime.

It said that the Inquiry found that the system did not ensure that products used in buildings were safe when used alone or as part of a wider system.

The organisation noted that the Inquiry’s findings were followed by further reports, including Building a Safer Future: Final Report and the Independent Review of Product Testing and Certification (the Morrell-Day Review).

According to CIOB, these reports recommended stronger regulation of manufacturing, testing and product supply.

It added that the UK Government published the Construction Product Reform Green Paper in February 2025, setting out proposals for a system that ensures safe products are safely used.

CIOB statement on the new guide

Paul Nash, Chair of CIOB’s Quality Implementation Group, said: “The outcomes of the Grenfell Tower Inquiry exposed a construction product regulatory regime that was failing to ensure that the products used in buildings, whether separately or part of a system, were safe.”

“In February 2025, the government published a Construction Product Reform Green Paper that sets out its proposals to deliver a system that guarantees safe products, safely used.

“It is against this backdrop that the CIOB, together with other professional bodies, has developed this Guide to Products Critical to Safe Construction to ensure the buildings we create, and the products we use in those buildings, are safe for those who use them, now and in the future.”

Guidance content and intended use

According to CIOB, the guide is intended to help industry professionals make informed product selection decisions.

It said the publication contains examples and case studies showing best practice in the assessment and selection of construction products.

The organisation explained that the guidance can be applied to products that are safety-critical whether they are used individually or as part of a system.

It added that the material is relevant across multiple building types and project scales.

CIOB stated that the guidance has been authored by Lorna Hagan, Civil Engineer and Chartered Quality Practitioner for Construct Tuition, and Chris Miles, Lead Assessor for the Code for Construction Product Information.

The guidance addresses the safety of construction products, which directly impacts the fire safety performance of buildings.

It sets out methods for identifying products that are critical to safety, including those used in fire protection systems.

The publication aligns with wider regulatory changes following the Grenfell Tower Inquiry, which included fire safety considerations in its recommendations.

UK government outlines approach to Grenfell Tower deconstruction

How Grenfell Tower will be taken down

The UK government has announced that the step-by-step removal of Grenfell Tower will begin from the top of the building, carried out in a way described as sensitive and trauma-informed.

According to HM Government, each floor of the tower is expected to take approximately one month to remove, with the process involving both internal dismantling and external crane operations.

Large sections such as external columns will be removed in covered containers by crane, while smaller components will be taken down from inside the building.

The entire deconstruction will be conducted behind the white external wrapping that currently encloses the structure.

Officials said the decision to proceed with the removal follows long-term engagement with bereaved families, survivors, and the local community, and is being managed to minimise disruption to those living or working nearby.

Preparatory work and site changes during summer 2025

Preparations for the removal of Grenfell Tower include structural modifications and the installation of heavy machinery.

HM Government confirmed that a crane will be installed on the east side of the tower to assist with the removal of materials, which will be loaded into covered lorries and transported away from the site.

Scaffolding will be altered to accommodate the deconstruction process, including the addition of a second scaffold platform.

Work is also underway to install framing for a second banner bearing the green heart design.

Officials stated that both banners will be visible for a short period while the top banner is moved progressively down the building in line with the work.

Illumination options are being explored to maintain the tower’s visibility on the skyline during and after the works.

Storage, removal and memorial of tower materials

All materials removed from the building will be handled with care and discretion, with the aim of preserving their significance for the bereaved and survivor community.

The UK government said it will offer selected elements of the building for potential inclusion in a future memorial, working with the independent Grenfell Tower Memorial Commission and local stakeholders.

These preserved components will include the architectural crown and other elements agreed upon by the community.

Everything removed from the site will be transported using unmarked and covered lorries, according to the update.

HM Government said it is consulting with families and faith leaders about a separate second site in North Kensington, where the remaining materials may be laid to rest.

Health, safety and regulation of the site

The government said the deconstruction will follow safety protocols intended to reduce noise and disruption.

The process is subject to oversight from the Health and Safety Executive (HSE), which maintains enforcement authority and has carried out site visits since 2017.

HSE’s role includes inspections under the Construction (Design and Management) Regulations, with the power to issue improvement or prohibition notices.

HM Government said it will continue to monitor the structure using a 24/7 system and floor-by-floor inspections by structural engineers.

It is also working with local partners and the UK Health Security Agency to support public health measures.

Contractor appointment and community access

Deconstruct UK (DUK) has been appointed as the principal contractor responsible for the deconstruction.

HM Government stated that DUK has maintained and monitored the Grenfell Tower site since 2017 and holds certifications from the British Standards Institute and other safety schemes.

The decision to assign the project to DUK was based on its familiarity with the site and its ongoing relationship with the local community, according to the government.

Bereaved families and residents are being invited to regular meetings with officials and DUK representatives to discuss project timelines and ask questions.

The government said the public can contact the site management team directly to arrange individual or group discussions.
