London Mayor consults residents on guidance to improve fire safety

London Mayor Sadiq Khan is spearheading important fire safety improvements
in the capital. The London Mayor has launched a full public consultation
on innovative draft guidance to ensure all new developments are designed with
the highest standards of fire safety from the earliest stage, keeping
Londoners, their property, and the fire service safe.

Following the Grenfell Tower tragedy, in which 72 Londoners tragically lost
their lives, Dame Judith Hackitt’s Review highlighted the need to transform the
fire and building safety regime. Dame Judith recommended that ‘some minimum
requirements around fire safety will need to be addressed when local planning
authorities are determining planning applications and will require input from
those with the relevant expertise’.

Khan has a strategic planning role for the city and his ‘London Plan’ sets
out guidance for development and building across the city.

He has also reiterated that the fire safety requirements in existing
national Building Regulations are not fit for purpose and the progress of
reform is too slow. With this draft Fire Safety London Plan guidance, Sadiq is
leading the way in London to ensure fire safety is embedded in the early stages
of all planning processes.

This guidance sets out how developers should demonstrate compliance with the
Mayor’s detailed London Plan policies to achieve the highest standards in fire
safety and ‘safe and dignified’ evacuations. This is in addition to the
Government’s fire safety considerations that apply only to a limited number of
buildings at the planning application stage.

The draft guidance also highlights that it is the responsibility of
developers to demonstrate that their developments can be constructed and
occupied safely with regards to the highest standards of fire safety, in a way
that won’t impact neighbouring buildings. To ensure this, the design of the
development needs to consider fire safety and the safe and dignified evacuation
for all from the outset – for example, where a fire engine will park in the
event of fire, whether there is a safe and accessible evacuation route for
occupants, whether the external walls are made of non-combustible materials and
what fire safety measures will be incorporated into the buildings.

Drager partners with the Fire Service College

Dräger, a medical and safety technology company, has partnered with Fire Service College (FSC). Together furthering technical innovation through the optimisation of SCBA product development, firefighter training and communications. 

The FSC, owned by Capita, delivers training to all UK fire and rescue teams, as well as defence, national resilience and critical national infrastructure, and is recognised as an international leader with delegates from across the globe regularly utilising its expertise and facilities. Located on a 320-acre former Royal Air Force airfield, more than 7,000 delegates a year train using every scenario imaginable across domestic and industrial buildings, a ship, aircraft, motorway, train set/station and high-rise buildings – all of which are used for real fire and rescue scenarios on a daily basis. The FSC puts a strong emphasis on interoperability and large-scale exercises.

Dräger’s relationship with the FSC spans more than three decades, and includes the provision of SCBA sets supported by bespoke training. FSC instructors are in an ideal position to provide feedback that supports product development, and to act as product ambassadors to demonstrate the manufacturer’s commitment to firefighter safety.   

As part of the new partnership, Dräger will provide the new PSS AirBoss Connect SCBA kits including telemetry, face masks, communications, and cylinders. And in reinvigorating the relationship there will be further joint activities to ensure delegates are provided with the latest developments and industry insight.

Building Safety Bill to clamp down on unsafe cladding

The Building Safety Bill has added new powers that will see unsafe cladding clamped down on.

Under the new measure developers risk losing planning permission should they refuse to pay the costs of removing unsafe cladding. Projects can also be blocked under government plans.

The measures will also allow for cladding companies to be sued, with defective products earning fines. The proposed measures are part of a Building Safety Bill following the Grenfell Tower fire in 2017, the BBC reported.

People who are currently facing bills of thousands of pounds to fix their homes welcomed the move.

Michael Gove, Housing Secretary, said: “We cannot allow those who do not take building safety seriously to build homes in the future, and for those not willing to play their part they must face consequences.”

Last month, Gove announced that leaseholders living in buildings high than 11 metres will not face costs for fixing dangerous cladding. In turn, developers would be expected to fix dangerous buildings. Failure to do so will result in legal or tax changes, he added.

Leaseholders now have up to 30 years, from the current six years, to sue builders and product manufacturers for defects in England, but there are plans to extend it UK wide.

Glendive commercial building destroyed by fire

A fire over the last weekend destroyed a building in downtown Glendive in eastern Montana, the Glendive Fire Department reported.

The department said in post on social media that its crews responded to the Ponderosa building at about 7:45 p.m. on Sunday.

The building has apartments on the top floor and commercial space on the main floor. The residents were safely evacuated, firefighters said.

The department also told KULR-TV that the roof collapsed and the building is a total loss. Neighboring buildings had smoke and water damage. Two firefighters suffered minor injuries, the department said.

Firefighters in Scotland to carry life-saving naloxone

Firefighters in Scotland will set up a network of volunteers to administer naloxone. The Scottish Fire and Rescue Service (SFRS) will administer the medicine, which is given as a nasal spray in the event of an opioid overdose to help save someone’s life.

SFRS staff will be given training in partnership with the Scottish Drugs Forum (SDF) as part of a £90,000 project funded by the Scottish Government, joining the Scottish Ambulance Service and Police Scotland in recognising the role the medication can play in saving lives.

Nicola Sturgeon, First Minister said: “SFRS staff regularly interact with the public during operational incidents, prevention and protection work and community engagement and it is reassuring to know that if they come across a situation involving an opioid overdose that volunteers will be able to administer naloxone while they wait for an ambulance to arrive.“Naloxone is one of a wide range of measures being used to address the public health emergency of drugs deaths, but it plays an important role and allows those administering the kits to connect people who use drugs and their families with appropriate local services.

“Of course, we want to help people long before they get to the point of a life-threatening overdose and we are working hard to increase the number of people in treatment backed by total funding of £250 million over five years.”

Stuart Stevens, assistant chief officer and SFRS director of service delivery said: “We welcome funding from the Scottish Government to provide life-saving medication for some of the most vulnerable people in our communities.

“We will fully support volunteers within SFRS to complete training to safely administer naloxone to help prevent avoidable drug deaths from overdoses. This project highlights our commitment to working with partners to improve the safety and wellbeing of the people of Scotland.”

Group Commander Paul Blackwood, pictured giving a demonstration of how the nasal spray works, took part in training from SDF a year ago and is encouraging colleagues to take up this opportunity. He decided to carry naloxone after a personal tragedy.

Paul said: “I grew up in Glasgow and I lost my best friend at the age of 19 from a drugs overdose. This traumatic experience has stayed with me and so it was important for me to volunteer to carry naloxone. I have the kit because I want to be in a position to save someone’s life.”

A naloxone information pack will be available to all SFRS staff. Firefighters who volunteer to undergo training to carry and deploy naloxone will be given guidance on how to identify the signs and symptoms of an opioid overdose and how to use the medication to reverse these effects.

Warringtonfire upgrades laboratory following UKCA certification demand

Warringtonfire, a fire testing, inspection, and certification service provider, has said to have made significant investments in its High Wycombe fire resistant testing laboratory to meet the anticipated growth in demand ahead of the UKCA Mark deadline.

The transformation of the facility includes refurbishment of its onsite fire resistance and smoke laboratories. This comprises new smoke testing equipment, a complete re-lining of two test furnaces as well as installation of a new cold abatement system to extract test fumes from the fire laboratory environment.

Alongside the additional fire resistance testing equipment, Warringtonfire’s acoustics laboratory has also been revamped, with new acoustic measuring equipment to enhance and improve testing capabilities.

Lee Wade, general manager, Warringtonfire High Wycombe said: “We have seen a surge in demand for the smoke testing of products. This is being driven by both regulatory changes, such as the looming UKCA Mark deadline coming into effect from January 2023, as well as an increasing appreciation from our customers of the value that testing and certification adds to their products.

“That’s why, despite the uncertainty Covid-19 has generated within the industry throughout the past two years, we have committed to significant capital investment to ensure our laboratory is the benchmark for fire testing, inspection and certification here in the UK. In turn, this will help our clients ensure they can continue to market their products in line with the very latest regulations, in a timely and efficient way.”

Further investment has also been made to improve the facility’s sustainability credentials, with the installation of a new cold abatement system to extract fumes and odours from the test area, as well as fitting LED lighting throughout the laboratory. Alongside this, the company has added more floor space through a new purpose-built building to ease congestion and improve working conditions, allowing staff to build test specimens away from the furnace.

New digital viewing technology has also been introduced at Warringtonfire High Wycombe. The package enables customers to watch live product testing remotely at higher quality and has the capability to share live test data from Warringtonfire’s control system

“Given the changing ways we and our clients have had to adapt, we’ve increased our focus on digital technology. This includes new video packages, better viewing angles of tests in ultra-high definition, and the ability to zoom in on specific areas of the test and our furnaces,” said Wade.

“In order to maximise the potential of the investments made throughout the site, we’ve also embarked on an internal programme to train and upskill our colleagues in testing capabilities, technical qualifications, and project management. This will help our clients stay ahead of any regulatory changes, such as the UKCA Mark, and help them continually improve their products.”

Exclusive: Reflect, detect, improve 

Paul Pope, Group Business Development Director, GFE, explains the need to take total cost of ownership into account when purchasing fire safety systems 

When investing in a new fire detection and alarm system (FDAS), it is easy to be drawn in by cheaper alternatives. However, when comparing FDASs, it is vital to consider the total cost of ownership (TCO) as the purchase price only represents a small proportion of the entire lifecycle costs of the system. The system’s specification and costs should be presented in terms of lifecycle performance, as all the additional costs required to support and maintain the system purchased for its working life must be taken into account. 

Why competence is key

The first and most important factor that needs to be considered when determining the TCO of a FDAS is the competencies of your chosen suppliers at each stage in the design, procurement, installation and maintenance of the system. It is vital to only appoint suppliers who can demonstrate suitable evidence of their competency to deliver the service for which they are being appointed.  

The Grenfell disaster highlighted the importance of competence in the construction and fire safety sectors. The Hackitt Review into the disaster identified shortfalls in skills, knowledge and experience at every stage of the lifecycle of higher-risk residential buildings and in June 2018, an independent cross-industry Competence Steering Group (CSG) was established to implement the key recommendations of the review.  

More than 150 organisations were represented in the CSG, which had backing from the Government, the Industry Safety Steering Group and Dame Judith Hackitt. In October 2020, the CSG released its final report, Setting the Bar: A New Competence Regime for Building a Safer Future. The report provides a blueprint for improving the competencies of those working on higher-risk buildings and, more generally, driving culture change in the wider fire safety industry.  

It sets out a competence framework as ‘a set of agreed skills, knowledge, experience and behaviours required for a profession or trade in order to perform their work to predetermined standards and expectations and maintain or improve their performance over time’. A national suite of competence standards, including new sector-specific frameworks developed by 12 working groups, is also included in the report.  

Within the fire safety sector, companies and individuals need to be able to prove their appropriate competency. This can be done through national and internationally recognised industry training and qualifications so, for example, gaining the relevant proof of educational competence backed up by OFQUAL, Qualification Wales and Qualification Northern Ireland. 

The FIA (Fire Industry Association) has been at the forefront of raising the standards of professionalism and competence across the European fire safety sector since it was established in 2006. Its wide range of industry-recognised courses and training enable individual employees and their employers to demonstrate competence. Its main aims are to ‘promote, improve, and protect fire protection methods, devices, services and apparatus’ by representing its members and providing technical support, guidance and opportunities for professional advancement through education and regulation.  

By choosing trained individuals and organisations, you can be confident that they will be up to date with the latest revisions to fire protection standards.  

The Hackitt Review and subsequent report have also prompted other fire industry trade associations to set clearer requirements for their members to comply with in relation to demonstrating competence. The Association for Specialist Fire Protection (ASFP), for example, has stated that it will be ‘mandatory for member companies to demonstrate that a proportion of their employees have been suitable trained and/or have achieved appropriate qualifications in passive fire protection’. This is just one of a number of examples of the ways in which those bodies representing different areas of the fire safety sector are taking steps to drive professionalism across the sector.  

While training and qualifications help to demonstrate the competencies of individuals within an organisation, another route to ensure the competence of your chosen supplier or suppliers is to only appoint those companies that have been independently accredited by a UKAS (United Kingdom Accreditation Service) accredited third-party certification company.  

Third party accreditation offers assurance when choosing a supplier as it independently verifies that your chosen supplier is competent to undertake the work you need and has been assessed at least once in the previous 12 months to re-evaluate their level of competency. For fire safety products, third-party product certification demonstrates that the product is fit for purpose, that it has been manufactured in line with a defined quality system and that the production process has been rigorously tested.  

By choosing a supplier with third-party certification, should a situation arise that requires an investigation, you will be able to demonstrate that you have actively taken steps to ensure the competence of your chosen supplier during your procurement process.  

At GFE, we are playing our part in this drive to improve standards by establishing the Global Fire Training Academy, which is currently in development. As well as creating new training resources, we are working with our network of international distributors to develop a partnership programme which will see in-territory training on products, installation techniques and standards offered to our customers and our customers’ customers wherever they are in the world. Our intention is for many of the courses to be CPD accredited, which we know will be welcomed by our customers.   

The impact of communication protocols and system access on TCO 

The system’s communication protocol and access to the system information are particularly important considerations when determining the TCO of a FDAS. In simple terms, the communication protocol is the language that devices use to speak with each other, and, in the case of FDASs, this usually means how the field devices such as manual call points, detectors and interfaces communicate with the fire control panel.  

Some manufacturers have a ‘closed’ or ‘managed’ systems approach whereby all of the equipment (detectors, control panels, manual call points, interfaces, etc) are compatible with each other as they use the same communication protocol. However, only the manufacturer or its appointed agents are allowed to manage the ongoing support and maintenance of their products or products manufactured on their behalf.  

In this scenario, the manufacturer/agents do not normally pass the system information and management software onto the end user or their chosen competent third parties to allow them to work on the system. This leaves end users dependent on the manufacturer/agents for spares, servicing, modification and upgrades of their systems. End users could also face expensive ‘hidden’ lifecycle costs if any work on the system is not covered and pricing structures are not agreed upfront in the initial procurement costs.  

On the flip side, there are manufacturers that have established an ‘open’ system approach where the system information, operating software, training and technical data required to design, install and maintain the system is widely available to competent companies.  

In this scenario, the end user is not tied to the initial system provider and can instead choose from a number of competent suppliers for the system installation and any future servicing, modifications or upgrades to the system. Furthermore, an ‘open’ system approach can promote competitive system support, leading to cost savings and flexibility for the end user.   

Key questions to ask 

Irrespective of whether you choose an open or a closed/managed system, there are a number of questions to ask in order to establish the TCO of the system. Examples include:  

  • What is the manufacturer’s upgrade policy?  
  • Will they maintain backwards and forwards product compatibility? 
  • What is the recommended working life of the system?  

Only when you have this additional information to hand will you be in a position to fully understand the products that make up your chosen system and the total lifecycle costs of that system.

It is clear that establishing the TCO of a FDAS is far easier and more transparent if you choose to buy the whole system from one manufacturer. But there are also other benefits associated with purchasing from a complete systems manufacturer and at GFE we are seeing a gradual shift towards complete systems procurement.  

Here are some of the reasons why: 

  • System control is guaranteed as a complete systems manufacturer develops the system from scratch in-house and can therefore support full system design and advise on how all the different parts of the system interact. If you have separate suppliers, on the other hand, you don’t know where all the individual components are coming from and how they interact  
  • Liability is through one company, whereas there is a question mark over where the liability lies if components are purchased from multiple suppliers 
  • Independent testing is undertaken for the system as a whole whereas if you have different suppliers, none of them are responsible for whole system testing  
  • A competent trained fire alarm company will be able to install, commission and maintain the system, giving you greater choice of who to appoint   
  • Spare parts will come from one source, making them easier and often quicker to order  

Whole system compatibility  

Finally, I would like to look at one last advantage of procuring a FDAS from a complete systems provider – and that is certification. Whereas if you purchase different components for the FDAS from separate suppliers you will not know if the whole system is compatible, purchasing from a complete systems provider who also has EN 54-13:2017+A1:2019 approval ensures you have independent certification of system compatibility.  

The latest EN 54-13:2017+A1:2019 standard is the most effective route to ensuring complete compatibility and connectivity of the system components. Not all fire detection and alarm systems manufacturers have the latest EN 54-13:2017+A1:2019 approval but GFE was one of the first fire detection and alarm manufacturers to have been awarded this latest approval in March 2021 by an international third-party accredited laboratory for our entry level and high-end addressable fire detection and alarm systems.   

Whereas component suppliers will only be able to achieve approval for their whole system if one manufacturer takes responsibility for the other’s products, a complete systems provider with EN 54-13:2017+A1:2019 approval has far greater control and can test and maintain compliance and certification, including developing new products and making any adjustments to existing products – all under one roof. End users and installers can have full confidence that the system has been tested under the harshest of conditions.  

Our advice to those considering investing in a new FDAS would be to spend the time upfront researching the total cost of ownership before making any purchasing decisions. The arguments for taking a whole systems approach to procurement are strong – and even stronger if you add in EN 54-13:2017+A1:2019 approval.  

Northern Gas Networks Ltd fined after fatal gas explosion

Northern Gas Networks Ltd have been sentenced for safety breaches after a fire and gas explosion at residential premises in Mirfield resulted in the death of the homeowner.

Leeds Crown Court heard that, on 11 February 2019, West Yorkshire Fire service were called to a fire and explosion in Huddersfield Road, Mirfield, West Yorks. The occupier, Elena Frunza, was discovered during a search of the property, whilst it was still on fire. She was taken to Pinderfields General Hospital where she died the following morning.

An investigation by the Health and Safety Executive (HSE) found that the source of the gas escape was identified as being from a fractured six inch cast iron main running under the carriageway to the front of the property. The investigation found that the main did not appear on Northern Gas Networks drawings and had therefore not been maintained in accordance with the Pipelines Safety Regulations 1996.

Northern Gas Networks Ltd of Thorpe Business Park, Colton, Leeds pleaded guilty to breaching Section 3 (1) of the Health & Safety at Work etc Act 1974. The company was fined £5 million and ordered to pay costs of £91,487.

Speaking after the hearing, HSE inspector Neil Casey said: “This incident, that put the lives of the elderly residents of a care home at risk and cost a homeowner her life, has highlighted a failure by Northern Gas Networks Limited to follow their own safety procedures, in this case requiring the prompt and effective investigation and correction of anomalies in their records. Other gas network operators should take the opportunity to learn from this tragic incident.”
