The Society of Fire Protection Engineers (SFPE) has announced the 2025 recipients of its highest membership honour and annual awards.

According to SFPE, Fellow membership is the most senior grade of recognition available to members of the organisation.

Fellowship is granted to those with long-standing contributions to the advancement of fire protection engineering.

Seven individuals have been named as 2025 Fellows by SFPE.

Each recipient is based in North America and holds a leadership position in a fire safety consultancy or engineering organisation.

The honours will be presented during the SFPE Annual Conference & Expo, to be held in Vancouver, Canada, from 21 to 23 October 2025.

SFPE names 2025 Fellows across industry sectors

Wojciech Węgrzyński was named recipient of the SFPE Lund Award for Professional Recognition.

Adam M. Barowy received the SFPE Nelson Award for Inspired Service.

William E. Koffel received the SFPE Jensen Award for Outstanding Committee Service.

Professor Richard S. Walls received the SFPE Lucht Award for Contributions to Education.

Nicole Hollywood was named Fire Protection Person of the Year.

Jake A. Pauls received the SFPE Trailblazer Award.

The SFPE Spotlight Award was given to Craig E. Hofmeister, Frank J. Ellis and Kieran Ager.

Vusal Ibrahimli received the SFPE Annual Conference Top Abstract Award, together with co-authors Joseph Su, Marc Alam and Noah Fetterly.

All award recipients will be formally recognised at the 2025 SFPE Annual Conference & Expo.

CROSS appointed UK’s official fire and structural safety reporting body

CROSS reporting system formally appointed by UK building regulator

The Health and Safety Executive (HSE), in its capacity as the Building Safety Regulator (BSR), has appointed CROSS (Collaborative Reporting for Safer Structures) as the official Voluntary Occurrence Reporting System (VORS) until at least 2028.

According to CROSS UK, this appointment follows a competitive procurement process and builds on its interim operation of the system since April 2023.

The reporting system was mandated under the Building Safety Act 2022 as part of post-Grenfell reforms.

While the regulator appoints the operator, the system must be managed independently from both the HSE and Government.

CROSS UK provides a confidential reporting route for professionals across the built environment sector to share safety concerns.

Role of CROSS in UK building safety regime

The Building Safety Act 2022 introduced VORS to allow voluntary reports of structural and fire safety issues by those responsible for buildings.

CROSS has managed this system on an interim basis since April 2023 and will now continue in the role through to at least 2028.

The HSE said the system is a key part of its wider duty to improve safety standards across high-risk buildings.

Although appointed by the regulator, CROSS operates entirely independently to encourage open, confidential sharing of information.

The appointment supports the UK Government’s approach to encouraging transparency and culture change in the building industry.

Background and system operation

CROSS was originally set up by the Institution of Structural Engineers in 2005 to facilitate confidential reporting of structural concerns.

It was later expanded to include fire safety in 2021, supported by the Institution of Fire Engineers.

Its role was formalised through the Building Safety Act 2022, which required the creation of a VORS operated independently from both Government and regulator.

The HSE then appointed CROSS-UK on an interim basis in 2023.

Following evaluation, the system was extended through a competitive process resulting in CROSS’s reappointment to 2028.

Stantec has acquired Christchurch-based Cosgroves, a buildings engineering firm with 90 staff, as reported by Stantec.

The company said the acquisition increases its overall workforce in New Zealand by 10 percent, taking total staff numbers in the country to more than 900.

Cosgroves delivers services across fire, mechanical, electrical, hydraulics, civil and sustainable engineering, with a client base spanning public and private sectors.

Stantec said this acquisition strengthens its capability in buildings engineering across New Zealand, with additional applications in Australia.

The company stated that this expansion supports global business growth areas including healthcare, advanced manufacturing and data centres.

Engineering services targeted at health and infrastructure sectors

According to Stantec, the Cosgroves acquisition is intended to address increasing demand in key public infrastructure sectors, especially healthcare.

The firm said government funding commitments in New Zealand are expected to drive demand for integrated buildings engineering services.

Stantec said the combined team will support projects requiring both local relationships and international delivery experience.

It also said Cosgroves’ experience in sustainability and technical coordination will contribute to its capacity in complex infrastructure builds.

According to the company, Cosgroves’ expertise complements the work of Wood & Grieve Engineers, which Stantec acquired in 2019.

Combined, the companies now support a regional workforce of over 2,800 engineering professionals across Australia and New Zealand.

Stantec said this enables the group to deliver flexible and scalable engineering solutions across both countries.

The company said cross-regional collaboration will help meet rising demand in the mission critical and health sectors.

Cosgroves projects span health, science and civic buildings

Stantec reported that Cosgroves has delivered buildings engineering services on major projects across New Zealand.

Notable schemes include the Christchurch Town Hall redevelopment, where the firm integrated electrical services into heritage architecture.

UK building engineering firms leading growth in data centre construction

UK growth in data centres drives building services shift

The Building Engineering Services Association (BESA) has reported that building services contractors are increasingly taking the lead in UK data centre projects.

According to BESA, this shift is supported by new industry data and discussion at a roundtable event held in Manchester.

The Association said that UK data centre development has grown substantially in the last five years, with the rise of artificial intelligence (AI) expected to drive further growth.

The Barbour ABI market research group confirmed that data centres were the “boom segment of 2024,” noting a sharp rise in planning application values from £1.3 billion in 2023 to £2.6 billion.

BESA projects the UK market could reach £1.1 trillion by 2030, up from £2.3 billion today.

Building engineering firms take lead contractor role

According to the latest edition of BESA’s Top 30 Contractors report, data centres, along with pharmaceutical and defence facilities, are continuing to grow despite wider economic uncertainty.

The report states that in many of these projects, building services represent over 60% of the total project cost.

This makes mechanical, electrical and plumbing (MEP) firms the de facto lead contractors in an increasing number of cases.

At the BESA roundtable, technical director Kevin Morrissey said: “The pace of growth provides significant opportunities for companies to scale up and diversify.

“However, the pace of growth is putting pressure on supply chains and our members are facing significant resource constraints in these high demand sectors.

“We also need to be mindful of the impact of rapid development on the environment and natural resources, particularly energy and water consumption.

“Sustainability must be considered in every project. One key issue is how we use waste heat from data centres in heat pumps and district heating networks.”

Off-site fabrication and quality control in data centres

The roundtable, chaired by Remi Suzan, managing director of Gratte Brothers Ltd, discussed the role of off-site fabrication in addressing workforce shortages and improving efficiency.

Suzan said: “The discussions at this week’s BESA roundtable underscored the critical role that our industry plays in the data centre sector.

“We are helping to drive innovation, sustainability, and resilience in our digital economy.

“As the industry continues to evolve, collaboration and forward-thinking strategies will be key to ensuring we meet growing demands efficiently and responsibly.”

Andy Harrop from Armstrong Fluid Technology noted that off-site methods also contribute to improved quality control.

He explained that this is particularly important in data centre projects, where precision and consistent performance are key requirements.

However, participants also pointed out that off-site fabrication requires higher upfront investment and careful planning.

Geographic concentration and infrastructure pressure

Barbour ABI’s head of analytics Ed Griffiths told attendees that the south east of England and London remain key areas for data centre construction.

He said this is due to their proximity to undersea cables and energy infrastructure.

Griffiths added that these regions are reaching capacity, which will prompt expansion in other parts of the UK.

He stated that ongoing government infrastructure priorities will likely support this trend, but added that planning departments will face increased workload as demand grows.

Addressing skills gaps in the data centre sector

BESA’s head of skills and policy Stuart Rattray said the Association is investing in long-term workforce development to support industry growth.

Rattray said the BESA Academy is focused on building awareness, developing apprenticeship opportunities, and aligning training with employer needs.

He explained that attracting younger workers and managing an ageing workforce were among the key challenges.

Rattray added that BESA is also involved in setting National Occupational Standards and designing sector-specific competency frameworks for data centre-related roles.

He said these efforts are necessary to ensure the industry is equipped to meet the growing demand for skilled professionals.

REFCOM has registered its 9,000th member, marking what the Building Engineering Services Association (BESA) described as a continuing shift towards legal and environmental compliance within the UK refrigeration, air conditioning and heat pump (RACHP) industry.

BESA, which operates the certification scheme, stated that recent regulatory changes linked to the Building Safety Act and increasing demands around environmental standards had accelerated contractor engagement with certification schemes.

The association added that the achievement highlights a wider move in the UK market to formalise competence and accountability among firms working with F-Gas systems.

Jill Nicholls, director of competence and compliance at BESA, said: “This milestone reflects the growing professionalism of the RACHP sector and the trust that businesses place in REFCOM.”

According to BESA, REFCOM’s increased membership is supported by its investment in digital compliance tools, strategic training partnerships and its Elite Membership initiative.

Nicholls said these elements provide support that goes beyond the statutory requirements of certification.

She explained that these services were designed to help building services firms address increasing client expectations and stay aligned with future regulatory changes.

Nicholls added: “REFCOM’s ongoing investment in digital tools, training partnerships, and its ‘Elite Membership’ scheme offered further practical support to contractors beyond certification.”

She continued: “These would be increasingly important to firms working to meet rising customer expectations and cope with further proposed changes to legislation.”

Government outlines F-Gas regulatory changes

DEFRA officials attending a REFCOM event warned that more stringent rules on the use of fluorinated gases are under review.

Jacob Andresen, who leads the F-Gas policy team at the Department for Environment, Food and Rural Affairs, said a consultation with the sector is expected later in the year.

Andresen said the proposals may include an accelerated phase-out of high-global-warming refrigerants and further restrictions on certain substances to align with EU regulation and UK net zero targets.

He explained that DEFRA’s current position is to remain aligned with the European approach while supporting national goals.

Andresen stated: “The government was planning to consult the sector later this year on reforming its approach as it seeks to meet its obligations of remaining in step with the EU on refrigerant management and contributing to the UK’s own net zero targets.”

Industry calls for training on flammable alternatives

During a wider discussion held at the BESA headquarters in London, members raised safety concerns around low global warming refrigerant alternatives.

REFCOM members said the flammability of these gases introduced new risks and called on government to introduce an awareness campaign and make specialist training more widely available.

BESA reported that members sought clarity on the safety requirements and technical competencies needed when switching to these refrigerants.

The organisation added that training provision would be critical to support firms adapting to these regulatory shifts.

Next steps and additional support for members

REFCOM said its next aim is to reach 10,000 members as part of a continued effort to improve compliance levels across the UK.

Nicholls said this goal would help reinforce the body’s role in environmental responsibility and policy alignment.

She added: “REFCOM was now focused on reaching the 10,000 member milestone – a significant achievement that would further strengthen its position as the UK’s leading F-Gas certification body and support the government’s aims of reducing the environmental impact of the RACHP sector.”

In addition, REFCOM announced that it had negotiated a 10% public liability insurance discount for members via Kingsbridge Insurance.

The organisation will also be exhibiting at the Installer Show this week, where it will support World Refrigeration Day on 26 June.

The Building Engineering Services Association (BESA) has confirmed the suspension of 14 member companies in the United Kingdom following failures to meet its Competence Assessment Standard.

According to BESA, the suspensions followed a formal audit process carried out by a UKAS-accredited body within the BESA Group.

The Association said the decision was made by its Council, which is responsible for governance, and reflects its commitment to quality and safety across the building services sector.

All 14 firms failed to satisfy the conditions required under the BESA Competence Assessment Standard, which addresses business practices, insurance, financial solvency, health and safety, and technical capability.

The audit criteria align with the Build UK Common Assessment Standard and are mandatory for both new applicants and existing BESA members.

Competence Assessment Standard sets benchmark

BESA explained that its Competence Assessment Standard serves as the foundation for assessing company compliance.

The Association said the standard requires member companies to undergo a technical on-site audit, with checklists referencing current industry practices and regulations.

This includes evaluating a company’s ability to carry out work safely, consistently, and to appropriate technical specifications.

According to BESA, the audit process is intended to provide assurance to clients, contractors, and the general public.

The Association noted that failure to meet the audit threshold leads to corrective support where possible, but may result in suspension if compliance is not achieved.

Leadership comments on accountability and consequence

BESA Chief Executive Officer David Frise said: “BESA has never been afraid to robustly defend its remit and constitution.”

Frise added: “We do not suspend members lightly but take our wider responsibilities to the industry and its ultimate clients – building occupants – extremely seriously.”

Frise continued: “Last week’s Grenfell: Uncovered documentary on Netflix was a timely reminder of why we must do everything we can to maintain the highest possible standards.”

He said: “It should remind us that every decision we make has a consequence – whether in the short-term or much further down the road for the people who inhabit buildings.”

Frise also stated: “The country should be able to depend on its building services industry to deliver work to the highest possible standards.”

Suspensions reflect enforcement approach

The Association said it views suspension as a last resort, only pursued when all other options to support improvement have been exhausted.

Frise said: “We have never been afraid to suspend members who don’t meet our standards.”

He explained: “It is always a last resort as we would much rather work with companies to help them improve, but when it is clear that is not possible, we have demonstrated that we will take the ultimate sanction.”

BESA stated that its role includes protecting the reputation of the wider engineering services industry and ensuring public confidence in building safety.

The Association added that it will continue to monitor compliance through ongoing audits and provide public access to its updated member register.

Alignment with national standards and public trust

BESA said its audit approach is consistent with wider industry moves to raise competence and trust in construction-related services.

The Association confirmed that the audit structure is aligned with the Build UK Common Assessment Standard.

It stated that this alignment ensures BESA members meet expectations from main contractors and regulatory frameworks introduced after the Grenfell Tower fire.

BESA said that the audit’s third-party nature, conducted by an accredited group entity, helps remove conflicts of interest and strengthens reliability.
