In this context, the Institution of Fire Engineers (IFE) is launching its International President’s Technical Conference; a two-day technical programme focused on the future of fire safety.

IFSJ spoke to Trent Fearnley, the IFE’s International President, about what attendees can expect and why this event is a key date for the global fire safety community.

Can you tell us a bit about the International President’s Technical Conference?

The sector is facing fast-moving challenges, battery technologies, façade performance, wildfires, and sustainable construction. We need high-quality technical spaces to share ideas and solutions, and this conference is a direct response to that demand, and part of our wider commitment under the IFE strategy to support continuous learning and sector improvement.

This year’s theme is ‘Taking the Next Steps: A Collaborative Path to a Fire Safe Future’. What does that represent?

It reflects the fact that fire safety isn’t something achieved in isolation, and whether you’re a fire engineer, building control officer, operational commander or academic, our progress depends on collaboration. The theme also recognises how far we’ve come, particularly with regulatory reform and new competencies, but that there’s still more to do. This conference is about coming together to take those next steps as a sector.

What’s in store on the programme?

There’s a strong and diverse technical line-up across both days. Topics include façade testing methodology, lithium battery risks, sustainable construction vs fire safety, evacuation modelling, fire strategies and updates from both regulators and UK fire and rescue services. We’ve also got key insights from academia and case studies that will resonate with delegates from around the world.

How does this differ from other IFE events?

This conference is very focused on technical depth and professional exchange. It’s built for people who want to dig into the issues, hear directly from subject matter experts, and go away with knowledge they can apply. It complements our broader member events and CPD activities but stands out for its global scope and strong fire engineering focus which will hopefully satisfy the technical needs of fire engineers and operational fire personnel.

How is the IFE ensuring the content is globally relevant?

Drawing on his research in South Africa, our keynote address is providing an international perspective on sustainability and fire safety.  Other topics have origins in first principles fire engineering and therefore are not national code specific, such as the use of computer fire models for evacuation or structural fire engineering and car park loading calculations. By learning from each other, we can raise global standards and create safer outcomes worldwide.

Storage fire protection symposium announced by SFPE to be held in Chicago

Symposium to focus on storage fire protection in complex facilities

The Society of Fire Protection Engineers (SFPE) has announced that it will host the SFPE Engineering Solutions Symposium on Storage Fire Protection Challenges from 12 to 14 August 2025 in Chicago, Illinois.

According to SFPE, the three-day event will address fire protection concerns across various storage environments, including cold storage, distribution centres and automated storage systems.

The organisation said the symposium will include technical presentations, panel discussions, and a live fire test to support the professional development of fire protection engineers.

Event will explore fire risks in automated and lithium-ion storage

SFPE reported that the symposium’s first two days will include a series of presentations and discussions about fire protection in automated storage facilities and areas with lithium-ion battery hazards.

It added that topics will cover engineering approaches to automated retrieval systems, sprinkler configurations for high-challenge commodities, and strategies for water supply analysis in complex storage layouts.

According to the organisation, several sessions will address cold storage design and performance-based solutions, with contributors sharing research and recommendations on lithium-ion battery loss prevention and commodity classification.

Live fire test to be held at UL Solutions campus

SFPE confirmed that on 14 August 2025, attendees will be transported to the UL Solutions built environment test facility in Northbrook, Illinois.

The organisation said that participants will observe a full-scale fire experiment and interact with researchers and fire safety professionals at the site.

It stated that the live demonstration is designed to connect theoretical guidance with practical implementation by offering direct exposure to fire testing.

Storage fire protection symposium announced by SFPE in the United States: Summary

The Society of Fire Protection Engineers has announced a symposium on storage fire protection.

The event will take place in Chicago, Illinois, from 12 to 14 August 2025.

Engineering competence standard introduced for higher-risk UK buildings

New UK standard targets engineering competence in higher-risk buildings

The Engineering Council has published a new standard to assess the competence and commitment of engineers and technicians working on higher-risk buildings in the UK.

According to the Engineering Council, the UK Standard for Professional Engineering Competence and Commitment contextualised for Higher-Risk Buildings (UK-SPEC HRB) was created in response to recommendations made in Dame Judith Hackitt’s review of building regulations and fire safety following the 2017 Grenfell Tower fire.

The standard is based on the existing UK-SPEC but adapted for the design, construction, maintenance and operation of buildings defined as higher risk under the Building Safety Act.

Collaboration with professional institutions guided the development

The Engineering Council explained that UK-SPEC HRB was developed with input from professional engineering institutions and expert volunteers.

It stated that the standard is designed to support professional registration of those working on higher-risk buildings through an adapted assessment framework that includes discipline-specific annexes for fire, structural, façade and building services engineering.

At the launch, Engineering Council CEO Paul Bailey said: “We are very proud to be launching this new Standard today which presents a significant milestone in our continuing work with the professional engineering community to ensure public safety in the built environment.

“We hope the tragedy of the Grenfell Tower fire and the sad loss of 72 lives will never be seen again.”

Paul Bailey added: “UK-SPEC HRB will provide a means for those engineers and technicians working in the built environment, particularly on the design, construction, maintenance, and operation of higher-risk buildings, to become professionally registered.”

Paul Bailey further stated: “This is the first step however and it is our hope that UK-SPEC HRB is embraced and championed by the sector and the wider engineering profession, and that the Standard, and the Register of those individuals assessed against it, will support the continuing improvement of public safety across the sector.”

Fire discipline annex provides a route for registration

According to the Engineering Council, the standard includes a Fire Discipline Annex which outlines criteria aligned with the Building Safety Act.

Institution of Fire Engineers CEO Steve Hamm said: “The IFE is proud to support the launch of the Fire Discipline Annex to the UK-SPEC HRB.

“This marks a significant milestone in maintaining the highest standards of professional competence within the built environment, reflecting the growing complexity and scrutiny associated with higher-risk buildings.”

Steve Hamm added: “Fire engineering plays a crucial role across all sectors, and this annex offers a clear framework for practitioners to demonstrate their capability in line with the Building Safety Act.

“As the professional engineering institution licensed to assess against this standard, we remain committed to upholding public safety and promoting excellence across the profession, working alongside the Engineering Council and other institutions to contribute to safer, better-managed buildings.”

Emphasis placed on ethical conduct and sector-wide adoption

Dame Judith Hackitt, who chaired the 2018 Building a Safer Future review, delivered the keynote address at the launch of UK-SPEC HRB.

Dame Judith Hackitt said: “People who will uphold high standards of professional conduct themselves and call out those who undermine that in any way.”

Dame Judith Hackitt added: “This launch is very much the end of the beginning of the process.”

Dame Judith Hackitt further stated that institutions must now promote the standard and encourage its adoption throughout the sector.

HRB register aims to support housing safety ambitions

The Engineering Council said the HRB Register and the UK-SPEC HRB standard together create a mechanism to ensure engineers have the appropriate competence to work on higher-risk buildings.

In a statement, it said: “With the Government’s commitment to building 1.5 million homes over this Parliament which are of high quality, and safe now and in the future, we believe our HRB Register and UK-SPEC HRB is a key example of how this ambition can be achieved through a pipeline of suitably qualified professionals for the housing and construction market with the right skills.”

It added: “We welcome the professional engineers who have already achieved registration, and we are committed to building on this momentum.”

Standard structured to enable professional registration and revalidation

The Engineering Council confirmed that UK-SPEC HRB aligns with BS 8670 and outlines the required knowledge, behaviours and technical skills for safe practice in higher-risk buildings.

It explained that applicants can apply for Engineering Technician, Incorporated Engineer or Chartered Engineer registration through UK-SPEC HRB, with assessment supported by relevant discipline annexes and five-year revalidation requirements.

The Engineering Council stated that individuals assessed against the HRB standard must demonstrate competence in five key areas: knowledge and understanding, problem-solving, leadership, communication, and professional commitment.

Formalised assessment routes available to new and current registrants

The Engineering Council outlined three routes to registration under UK-SPEC HRB.

It said that individuals already registered with the Engineering Council can apply for HRB recognition through a Professional Review process.

It added that those not currently registered may apply for both principal and HRB registration, or for HRB registration alone, depending on their qualifications and experience.

It explained that all applicants must submit documented evidence and participate in an interview to demonstrate how they meet the required standards.

Five-year revalidation process ensures competence is maintained

According to the Engineering Council, registrants must renew their HRB status at least every five years.

It stated that this process includes submitting a portfolio of evidence and may involve an interview to assess ongoing competence.

The Council confirmed that revalidation aligns with requirements in BS 8670 and recommendations from the Setting the Bar report, which identified the need for periodic reassessment of professional capability in higher-risk settings.

Expertise in action: How Global HSE Group coordinates compliance in complex buildings

From regulated qualifications to real-time verification, Andrew Cooper, Managing Director of Global HSE Group outlines their model for joined-up safety in modern high-risk buildings

The complexity of modern construction brings with it the need for better coordination across design, engineering and compliance.

In such a vital sector, fire safety is often treated as a separate task, addressed after other systems are already in place.

This can create delays, gaps in accountability and mismatched standards.

Some businesses are changing this by placing technical specialists’ side by side from the start, Global HSE Group is one of them.

Formed in the early 2000s, the business brings multiple strands of fire and building safety under one structure — including passive fire protection, fire engineering, consultancy, training and manufacturing.

A key part of this model is the Global Technical Services (GTS) division, which handles fire engineering, façade remediation and mechanical, electrical and plumbing (MEP) and HVAC input.

GTS supports work across high-risk residential buildings, healthcare sites, hotels and more — with the aim of reducing repetition and ensuring different teams are working with the same information.

IFSJ Editor Iain Hoey spoke to Global HSE Group’s Managing Director Andrew Cooper to discuss how GTS fits within the wider business, how the different teams work together and what this approach looks like on live projects.

Can you introduce Global HSE Group, the GTS division and explain how GTS fits within the wider business?

Global HSE Group started in 2006, though its roots go back to 2002.

We are associated with Global Fire Systems, a privately owned active fire systems firm in Nottingham and London.

After the Regulatory Reform Order in 2005, demand for fire risk assessments grew.

My safety background goes back to the early 90s and as rules changed, we took a hands-on approach to fire safety.

Today, the organisation has five service divisions that sit under the Global HSE Group.

Global Passive Fire focuses on the remediation of passive fire protection in live occupied properties.

Global Technical Services (GTS), is our consultancy for fire engineering, façade remediation and MEP and HVAC input.

We also have Global Build Environments for mechanical and electrical design, Global Academy delivering formal qualifications and Ceasefire, which manufactures third-party certified fire door sets under the BM Trada 170 scheme.

Global Technical Services covers high-risk residential, hotels, healthcare and more.

It gained significance after incidents such as Grenfell, prompting us to integrate disciplines early.

Our goal is to avoid silo thinking and meet the Building Safety Regulator’s requirements through an innovative combined, practical approach.

What kinds of services does the GTS division offer and who typically uses them?

We cover fire strategies for projects from RIBA Stage 0 to 7 through to final handover, as well as remediation to existing buildings.

This reflects ongoing needs in the UK, where fire safety requirements apply to both new and existing sites.

Our work often includes carrying out PAS 9980 assessments and FRAEWs, along with EWS1 forms for external walls.

We recently became a Homes England-approved supplier under the Cladding Safety Scheme.

We help clients with Building Safety Regulator applications, especially Gateways 2 and 3.

That process may become even busier if higher-risk buildings are redefined to include sites with vulnerable occupants.

We also design and specify external façade replacement to meet regulations and calculate MEP adjustments that may be necessary once external issues are addressed.

This joined-up method is a key differentiator for Global.

Our remit extends to existing properties under the Defective Premises Act, where we investigate legacy construction details.

We also deploy Fire Scrutineering, a procedure that validates the developers intent at each design and construction stage.

Our clients include leading contractors, housing associations, PBSA providers, healthcare, and public authorities who need a seamless and joined up approach to compliance.

How does having in-house fire, façade and MEP engineers improve teamwork and complex project delivery?

Having fire, façade and MEP skills in one place speeds up decisions and keeps everyone on the same page.

For example, a façade upgrade might affect compartmentation or require new insulation in the building’s fabric, and our organisational structure allows project teams to quickly collaborate, and provide solutions to complex issues that are quickly reviewed by experts, and presented to the client..

That direct contact means fewer delays and clearer project plans.

We also integrate digital methods, including Near Field Communications (NFC), Computational Fluid Dynamics (CFD) modelling and Building Information Modelling (BIM), in response to rising expectations from the Building Safety Regulator.

A traditional paper-based fire strategy is less effective now.

We need modelling capabilities to demonstrate performance, especially for Gateway 2 applications.

Our team includes experienced individuals who can handle these complex analyses, so we give clients realistic timelines and data-driven solutions.

What is the Global Academy and what gap in the industry are you trying to address with it?

The Global Academy was formed when we recognised many people on-site, such as joiners, passive fire installers or damper technicians, lacked skills, knowledge and formal qualifications.

Short courses often failed to give them official credentials or appropriate training.

To fix that, we partnered with ABBE to write and create regulated qualifications.

We now offer five structured programmes covering fire doors, fire dampers and passive protection, each involving dedicated hours of study and then assessment in the purpose-built academy facilities to validate each delegates skills and understanding of the particular discipline.

There are another four qualifications in the pipeline that are currently being written, so the portfolio will continue to grow.

We then looked at the gap between design and construction, particularly for project managers and procurement teams amongst developers.

Many lacked detailed understanding of technical fire design, and this miss understanding of design intention caused compliance issues when installed during construction..

We responded by developing a new qualification in fire safety design, pitched at Level 3 or 4, and aimed at professionals handling procurement or design responsibilities.

We are rolling this out internationally, with a launch at the IFSJ Leaders in Fire & Safety Conference in Dubai.

Our overall goal is greater competence across the entire construction and fire industry, from concept right through to final installation on-site, and occupational handover.

We also want to drive innovation in the UK construction industry, by bringing home lessons learnt internationally.

How are you applying your services and qualifications internationally, particularly in the Middle East?

We have delivered projects across Europe, Middle East and the US, often for major hotel and hospitality clients who follow specific brand standards.

Although we are not stationed abroad full-time, we have observed that lessons from UK post-Grenfell regulations can apply worldwide, especially in dense urban settings.

Next month, we will introduce an international version of our regulated fire safety design course at the IFSJ Leaders in Fire & Safety Conference.

This qualification is grounded in UK principles, adapted for global requirements.

Many locations now refer to British, US or European codes, so a structured approach to fire safety design holds growing appeal.

We find that clients elsewhere face similar façade hazards and rely on digital workflows.

Our team’s CFD and BIM capabilities help achieve reliable, trackable results.

We work with local authorities and adapt to regional codes, while maintaining the same thorough standards we provide in the UK.

Looking ahead, how do you see GTS developing to meet the changing needs of the industry?

We are expanding our training programmes through the Global Academy, creating courses for more specialised fields like structural engineering and architectural design.

By equipping each trade with fire safety skills, we aim to bridge the gap that often appears when teams try to coordinate details on-site.

These courses will offer recognised and approved qualifications rather than short, informal sessions.

Fire Scrutineer remains an ongoing project, and we plan to link it with broader asset management tools.

We are also aligning Global Technical Services with Global Building Environments, merging fire engineering, sustainability and building assessments in a more unified way.

This will help clients manage records for safety cases, Gateway submissions and occupant communication over a building’s lifetime.

There is a clear shift toward digital platforms that allow stakeholders to visualise hazards and compliance in real time.

We have invested in LiDAR and BIM skills to create fluid records, so owners and international investors can see issues without physically visiting the site.

Our motto is to ‘Do It Right’ at each stage, rather than address shortcomings later.

Chubb France has reported that it is using assisted reality software to enable remote support for fire safety maintenance and breakdown resolution.

According to Chubb France, the company has integrated AMA’s XpertEye software into its operations to improve efficiency and reduce the number of required field visits by technical staff.

The software enables remote visual support, allowing experts to guide technicians or customers through fault diagnosis or system troubleshooting using live video and on-screen annotations.

Remote video software enables live guidance and problem qualification

Chubb France stated that the software enables a connected expert to see the same view as the person in the field, using either smartphones or connected glasses.

The organisation explained that through a secure video connection, experts can annotate the video feed in real time, direct actions on a fire panel, and prepare technicians ahead of an in-person intervention.

Chubb France added that this method supports its technical call platform by allowing breakdowns to be qualified remotely, which helps plan more effective interventions and reduce unnecessary travel.

Assisted reality offers hands-free operation and supports technician safety

Chubb France noted that the use of connected glasses allows field technicians to keep their hands free, supporting safety during operations.

The organisation said this functionality enhances communication between on-site staff and remote experts, especially when faults are difficult to explain over the phone.

It also helps with on-the-job training, allowing newer technicians to receive step-by-step guidance and improving knowledge transfer within teams.

New service aims to support both technicians and customers

Chubb France stated that the solution contributes to faster service for technical faults and is intended as a long-term support tool for both customers and employees.

The organisation said the system can be used to resolve issues remotely or to better prepare for site visits, helping to minimise downtime.

According to Chubb France, the solution also plays a role in internal training and knowledge sharing by supporting real-time collaboration.

Use of assisted reality contributes to Chubb’s CSR targets

Chubb France reported that the reduced need for travel supports its corporate social responsibility (CSR) objectives.

It stated that lowering the frequency of field journeys limits road risks and contributes to a reduced carbon footprint.

UK may accelerate HFC phase out under new refrigerant bans proposal

Government considers new restrictions on HFC refrigerants in UK

The Building Engineering Services Association (BESA) has reported that the UK government is considering new refrigerant bans and an accelerated phase out of high global warming potential (GWP) gases, including hydrofluorocarbons (HFCs).

A spokesperson from the Department for Environment, Food and Rural Affairs (DEFRA) shared the update during a briefing hosted by the F-Gas register REFCOM at BESA’s London headquarters.

DEFRA official Jacob Andresen said the department was seeking views from industry stakeholders on how to align with EU refrigerant policy while contributing to the UK’s net zero commitments.

Andresen confirmed a consultation will be held later in 2025 to review current policy and explore further bans on high GWP refrigerants.

DEFRA seeking industry input on barriers to refrigerant transition

During the event, Jacob Andresen asked whether a new HFC phase down or additional bans were needed to support compliance and environmental safety.

Andresen, who leads DEFRA’s F-Gas policy team, said the department was especially interested in understanding barriers to adoption of lower GWP alternatives, such as safety concerns and technological limitations.

He stated: “Do we need a new HFC phase down… do we need new bans?”

Andresen added: “We’re still listening to the industry.”

Industry flags flammability and skills gaps in refrigerant alternatives

BESA’s technical director Kevin Morrissey told attendees that concerns around flammable alternatives were a key topic for its members, alongside the technical challenges of HFC phase down.

Morrissey said: “This is a tough and challenging industry and there is now much greater focus on competence and compliance.”

Morrissey added: “The fact that there are around 9,000 businesses in REFCOM helps us to address the big issues that many have in common.”

He also confirmed that REFCOM was updating its RAC80 design specification to help members remain compliant with safe refrigerant use guidelines.

REFCOM audits reveal compliance shortfalls

REFCOM audit data presented at the event showed that common regulatory failures include the absence of environmental policies, incomplete records of reclaimed refrigerant and missing job sheets documenting refrigerant returns.

BESA reported that training demand has increased, with more companies engaging in F-Gas training through the BESA Academy.

Software firm Joblogic, which sponsored the event, said companies still relying on paper records were more exposed to legal and financial risk.

Business development manager Vishal Bedi said: “Manual processes make it harder to maintain accuracy and audit readiness.”

Bedi added: “Your engineers and office teams waste time duplicating data, and customers don’t get the full transparency [of records] that they now expect.”

Collaboration highlighted by Institute of Refrigeration

The Institute of Refrigeration (IoR), which is celebrating its 125th anniversary, also took part in the event.

Chief executive Miriam Rodway emphasised the importance of cross-industry collaboration to support the sector and represent views to government.

IoR Fellow Ian Fisher reminded attendees that IoR membership includes access to over 300 technical papers and best practice guides.

Fisher said these resources help members stay current with knowledge and support career development.

UK refrigerant bans consultation proposed by DEFRA: Summary

The Building Engineering Services Association (BESA) has reported that DEFRA is considering new refrigerant bans.

DEFRA is exploring ways to speed up the HFC phase out and consult the industry later in 2025.

Jacob Andresen of DEFRA said the government is open to industry input on safety and technical barriers.

Andresen asked whether new bans and an updated HFC phase down were required.

Hodges, Director of Modelling at Jensen Hughes, Dr Xinyan Huang, Associate Professor at The Hong Kong Polytechnic University, and Bryan Klein, Senior Support Engineer at Thunderhead Engineering.

The Foundation said the appointments reflect its commitment to a globally informed, interdisciplinary approach to advancing fire safety knowledge across built, social, and natural environments.

The National Fire Protection Association (NFPA) has confirmed that the Association for Colorado Inspectors is now an Electrical Inspection Section (EIS) Affiliate Chapter.

According to NFPA, the Colorado-based group will support electrical inspection professionals across the state by providing access to training, education, and networking resources.

The NFPA’s EIS Affiliate Chapter network includes regional associations that collaborate with the NFPA to support code enforcement and inspection personnel.

The Colorado chapter is the fourth to join the programme.
