Breaching fire compartmentation: Does MHCLG’s fibre cabling consultation risk a free for all?

A flurry of life safety consultations have been launched since the start of the year, including from the BSI, the Scottish Government and from The Ministry of Housing, Communities and Local Government (MHCLG).

It was one such consultation, from the MHCLG and published on 27 January, that particularly caught my eye, entitled ‘Improving proportionality and safety outcomes in building control: telecommunications work’.

In summary, this consultation seeks views from industry on proposals to streamline building control procedural requirements within higher risk building settings for the installation of fibre optic cabling and mobile masts.

In the case of fibre optic infrastructure, the open call also seeks feedback on potential building control approval changes for non-higher-risk buildings too.

The consultation considers ‘proposals to dispense with procedural requirements of building regulations for….building work related to the drilling of holes through internal fire-resisting walls for fibre optic cabling and work related to the installation and repair of mobile communications masts.

For these activities, the current building control procedural requirements may be unreasonable and disproportionate and can direct regulatory resources away from the types of building work that carry higher risk, such as new builds and remediation projects.’

Context in building control

The background to this consultation will be familiar to anyone in the housing sector since the introduction of the Building Safety Regulator (BSR).

We need not reopen the arguments going back and forth about the BSR’s role and impact on a sector that repeatedly and fatally has shown itself systemically incapable of consistently delivering safe buildings.

But this consultation makes it clear that greater pragmatism and proportionality may be required to facilitate wider and faster broadband roll out across the nation, as well as to support the BSR on its quest for consistent delivery to agreed service level agreements.

It’s reasonable to view fibre optic cables as a government test case for the BSR as it grapples with resourcing and talent challenges around the Gateway process set up post-Grenfell Tower disaster to ensure a mass casualty event can never happen again within our buildings.

Remediation work currently falls within the Gateway process and the backlog at the BSR continues to grow as work to make buildings safe for residents is regularly delayed beyond the 8-week Gateway 2 decision deadline.

The new leadership team at the BSR has indicated it’s actively looking at remediation activity with an announcement due imminently on a more streamlined process.

So why did this particular public consultation grab my attention? Well with unbelievable timing and coincidence, a colleague had just recently sent me an image with rolls of newly printed labels for a fire compartmentation project Harmony Fire is delivering in Scotland.

Staring out from the screen on my phone I’d just read ‘Fire Compartment Line – Do not alter, cut or breach this fire seal/compartment without permission.

Any damages must be reported and repaired immediately.’ We actually used this very image in our LinkedIn post highlighting the launch of the consultation.

The issue of maintaining fire compartmentation integrity is a constant challenge for everyone working in the life safety sector.

We have directly witnessed far too many egregious fire compartmentation breaches that render this front-line defence against the spread of smoke and fire ineffective and dangerous.

Compartmentation is a critical building safety feature, designed to slow the spread of fire and buy time for residents and emergency services to respond.

A combination of fire-resistant walls and ceilings, fire doors, fire stopping and cavity barriers all work together to create a sealed structure, and a failure in any one element dramatically escalates risk to life.

Training and site discipline 

Education and enforcement around fire compartmentation is not consistent and this is why Harmony Fire has worked in partnership with our customers to develop a new behavioural and cultural approach to the issue of fire compartmentation integrity.

Moving the discussion away from tick-box compliance to real-life failure consequences is our starting point.

Maintaining the integrity of ‘the box’ saves lives and it’s therefore everyone’s responsibility to be vigilant, and to protect and challenge, if necessary, any activities that could compromise the system.

An all-encompassing education programme on the importance of compartmentation delivered to the landlord, residents, building managers, maintenance teams, suppliers, subcontractors and anyone regularly visiting sites means more focused eyes and greater vigilance.

By adopting the ‘hot works’ model used for those contractors working at height and using naked flames on buildings, a new permission-based authorisation system ensures that nobody is permitted to work in a way that could compromise fire compartmentation without prior approval and oversight.

The stickers of course represent the final ‘analogue’, but highly visible, stage of this new behavioural regime, reminding everyone of their joint responsibility for vigilance and urging action if something doesn’t look right.

Our vision to further evolve this regime with customers sees the increasing use of technology and digital accountability, through digitally locked BIM assets and a dedicated Permit to Breach (PTB) process incorporated into the existing Safe Systems of Work (SSoF) protocols.

Utilising PTBs underscores the high-risk nature of compartmentation breaches for our customers’ supply chains and wraps a robust legal framework around the compliant remediation of any work before a PTB can be closed and payments authorised.

The inescapable challenge that all parties to this conversation face is how to support sectors that bring services, like faster broadband, to communities that can drive prosperity, social mobility and productivity, while simultaneously protecting those same communities from the unintended consequences of policy decisions that may be a retrograde life safety step.

Compliance expectations remain

The consultation makes it clear that the drilling of holes in fire compartmentation to accommodate the installation of fibre optic cabling must still comply with requirements under the Building Regulations 2010 and for higher-risk buildings under Part 4 of the Building Safety Act 2022.

However, there is a significant risk that needs to be carefully discussed and considered around the optics of what this potential change may bring from a behavioural perspective.

Under the current legislative regime, anyone seeking to compromise fire compartmentation must submit an application via the BSR’s Gateway process.

This reflects the life safety significance of this activity and focuses applicants on the risks and the expected standards and quality of remedial activity required.

Today, we regularly see the consequences of people not adhering to these existing strict regulations, with genuine instances of compartmentation breaches within weeks of our own project completions.

In this context, we have serious concerns around the perception of a downgrade, or watering down, of the regulations associated with fibre optic cabling installation.

And let’s be clear in terms of behavioural response in a real-world application, the expectation of ‘mission creep’ is high.

If we can drill holes for fibre optic cabling, then surely there’s little difference for that coaxial or POE cable, right?

If it becomes a routine activity to drill holes in fire compartmentation and this is what people regularly witness up and down the country, do we not risk undermining all the hard work and the behavioural changes we have set in train to underscore the importance of fire compartmentation integrity?

Practical options and mitigations

The consultation process gives every audience the chance to have their say, and we should be grateful that views are being sought for this highly significant and consequential change.

But there are already measures and actions that can be taken today to make this less of a binary decision.

Across many of our compartmentation projects, we have introduced a simple future proofing measure that eliminates the need for future drilling.

By specifying firestop sleeves into our compartmentation designs, this provides a fully compliant and safe way for cables to be installed without the need for any additional interventions.

The greater adoption of asset-based technology solutions and existing safe working protocols linked to contractual payment terms offer an alternative vision.

Balancing demands, proportionality and appropriateness characterise this latest consultation process.

It’s vitally important that as many voices, from as many sides of this debate, are heard before the closing date on the 24 March.

This will ensure changes do not bring unintended consequences that ultimately set back resident life safety outcomes.

This move feels like a retrograde step and risks behavioural change in the wrong direction.

Let’s hope that diverse voices across the sector provide their own insights into how we can best balance the demand, while understanding our number one priority must remain focused on the safety and security of families relying on the absolute integrity of fire compartmentation.

When neighbours become first responders: Inside Singapore Civil Defence Force’s award-winning myResponder app

Each year, more than 3,000 out-of-hospital cardiac arrest emergencies occur in Singapore.

Without immediate intervention, a patient’s chances of survival diminish significantly with each passing minute.

Similarly, minor fires, such as those involving discarded items or a refuse chute, can quickly escalate into large fires without early intervention.

To address these challenges, the Singapore Civil Defence Force (SCDF) launched the Save-A-Life Initiative in 2015.

The initiative focuses on three key areas: equipping citizens with lifesaving skills, building a nationwide network of Community First Responders (CFRs), and expanding the availability and access to automated external defibrillators (AEDs) and fire extinguishers across Singapore.

Through online lessons or hands-on training at SCDF establishments, members of the public can learn cardiopulmonary resuscitation (CPR), and how to use an AED and a fire extinguisher.

This hybrid approach ensures that the community is prepared to utilise lifesaving equipment placed across Singapore and render assistance when emergencies arise.

Building a community-centric emergency response

While members of the public are trained in lifesaving skills and able to utilise publicly accessible AEDs and fire extinguishers, these capabilities can only be effective if the public is aware of emergencies around them.

To address this, the myResponder mobile application was launched in 2015 to alert nearby CFRs, bridging the critical gap between the onset of an incident and the arrival of emergency responders.

Highly accessible to the public, anyone – students, office workers, retirees, or parents – can register and join as a CFR on myResponder.

Registration is voluntary, and SCDF consistently reminds CFRs to prioritise their personal safety when responding to an emergency.

The first version of myResponder provided two core functions.

It alerts CFRs to nearby cardiac arrest emergencies and provides a live map of publicly accessible AEDs.

When a cardiac arrest incident is reported via SCDF’s “995” emergency hotline, SCDF dispatches emergency resources, and alerts CFRs within a 400-metre radius of the incident through myResponder.

Responding CFRs are guided to the nearest AED via the Registry for AED Integration, a national registry managed by SCDF and the Singapore Heart Foundation.

With this data integrated into myResponder, CFRs can view real-time AED locations, supporting early defibrillation to improve the chances of survival for cardiac arrest patients before the arrival of SCDF’s emergency responders.

In conjunction with the launch of myResponder, SCDF and its partners have over the years been conducting public outreach and education drives to encourage more members of the public to learn lifesaving skills and build their awareness and confidence on the use of AED.

In 2018, myResponder was enhanced to include alerts for minor fires, enabling CFRs to mitigate small fires before they escalate.

An upgraded myResponder

In 2024, SCDF collaborated with the Home Team Science & Technology Agency (HTX) to upgrade myResponder.

With an improved user interface and new functions, the latest version of myResponder strengthens the coordination of community response while ensuring CFRs’ safety.

CFRs can now select their preferred mode of transport, either on foot, by bicycle, or by vehicle.

The alert radius is expanded to 800 metres for cyclists and up to 1.5 kilometres for drivers, helping faster-moving responders cover a wider area, while those on foot will receive alerts for areas that they can realistically reach in time.

To further improve coordination during emergencies, the upgraded app includes a “Respond Together” function.

This enables CFRs to see others who are responding to the same incident and view each other’s location on the map.

Through the in-app chat function and media-sharing features, CFRs can communicate with each other to allocate tasks such as performing CPR and retrieving an AED.

They can also share photos and videos with SCDF’s Operations Centre, giving dispatchers real-time situational awareness of the incident and allowing emergency resources to be more effectively deployed.

A growing network of community first responders

Since 2015, myResponder has grown from 3,000 registered CFRs to over 250,000 as of December 2025.

Collectively, CFRs have responded to over 52,000 cardiac arrest cases and minor fires, contributing to the survival of over 157 individuals who had suffered cardiac arrest.

Beyond operational outcomes, myResponder has encouraged a significant shift in public mindset.

By enabling members of the public to play an active role during emergencies, it has strengthened emergency preparedness and proactive response within the community.

SCDF formally recognises the contributions of CFRs through several awards.

The Community First Responder Award is presented to individuals who have rendered assistance during emergencies, while those who have helped save lives receive the Community Lifesaver Award.

The myResponder Award recognises CFRs who responded to the most myResponder activations in a year.

Recipients are acknowledged in myResponder’s Hall of Fame and at the annual Responders, Partners, and Volunteers Appreciation Event.

In recognition of myResponder’s impact on mobilising the public to respond to emergencies, SCDF received the Singapore Good Design (SG) Mark Gold Award on 25 November 2025.

The award was presented to Commissioner SCDF, COMR Eric Yap, by the President of the Republic of Singapore, Mr Tharman Shanmugaratnam, and the President of the Design Business Chamber Singapore, Mr Hong Khai Seng.

Looking ahead

Future developments for myResponder include video-call support, enabling dispatchers to provide real-time guidance to CFRs during emergencies.

This will further improve community response during complex situations, while continuing to ensure CFRs’ safety during an emergency.

From its humble beginnings in 2015 to a growing nationwide network of CFRs in 2025, myResponder shows how technology and community spirit can be integrated to complement SCDF’s emergency response.

By empowering citizens to become CFRs, it strengthens national resilience and fosters a more caring community where help is always within reach.

Real-world use of myResponder

Real-world callouts through Singapore’s myResponder app show how ordinary members of the public are increasingly becoming part of the city-state’s emergency response, often arriving before professional crews and buying critical minutes for patients and bystanders.

In Whampoa, a 20-year-old psychology student has described how a late-night alert prompted her to run down 14 storeys to a suspected cardiac arrest outside her own block.

When she arrived, she found a man unconscious while passers-by attempted chest compressions with inconsistent technique.

Working alongside another community responder, she took over CPR, directed bystanders, and helped deploy a nearby automated external defibrillator.

The device delivered a shock, and the patient regained a pulse shortly before Singapore Civil Defence Force paramedics reached the scene.

In another widely reported case, a young volunteer named Darryl responded to an alert close to his home and found a man in cardiac arrest with only his son present.

Darryl joined them in performing CPR and applying an AED until SCDF crews took over.

The patient later recovered sufficiently to be seen eating in a neighbourhood coffeeshop.

Darryl has since attended more than 60 myResponder activations.

The app has also been used in non-medical incidents.

On one occasion, a member of the Singapore Civil Defence Auxiliary Unit left myResponder active while at work and was alerted to a small rubbish bin fire nearby.

With no firefighting equipment immediately available, he organised people attending a nearby funeral wake to pass buckets of water, containing the blaze until firefighters arrived.

In each case, the decisive factor was not technology alone but what happened in the minutes after the alert landed on a phone, when strangers chose to act and stay with a patient until professionals arrived.

Firefighter Free Speech vs Conduct Policy: Dismissal cases across the UK, US and Canada explained

Based on a detailed review of court opinions, tribunal findings and arbitration rulings, IFSJ examines where fire services are drawing the line on ‘free speech’

Across multiple jurisdictions, fire services have taken a firmer line on speech that colleagues, partner agencies or the public regard as degrading, discriminatory or supportive of violence. Some of that speech has occurred in workplace meetings. Some has appeared in private messaging threads. Much of it has surfaced on social media accounts that identify the author as a firefighter or officer.

When such speech becomes visible beyond its original audience, organisations frequently rely on conduct unbecoming provisions, dignity at work policies and social media standards that apply on and off duty. In several cases, dismissal has followed. In others, the sanction has been reduced on appeal because of procedural flaws or proportionality concerns.

This IFSJ feature reviews cases where two elements are clearly documented in a verifiable source. First, the exact wording attributed to the firefighter or officer. Second, the employer’s stated rationale for dismissal or discharge, whether recorded in a tribunal judgment, court opinion or attributed official statement.

UK

Buckinghamshire Fire and Rescue Service

“old haggard for her age” and “pull a pig”

In Mr P Langton v Buckinghamshire Fire and Rescue Service, the Employment Tribunal recorded remarks made by Crew Commander Pete Langton during a meeting on 22 December 2022 concerning a woman whose rescue he had attended days earlier. The full Employment Tribunal reserved judgment PDF is publicly available, alongside the official GOV.UK decision page.

The tribunal decision records that in a contemporaneous email dated 5 January, a colleague wrote that Langton “referred to the woman (casualty) and her age telling the group she looked old haggard for her age.” The judgment also examines the disputed “pull a pig” comment, detailing how it was interpreted during the investigation and how the dismissing officer understood it.

Buckinghamshire Fire and Rescue Service treated the remarks as gross misconduct and dismissed Langton. The tribunal accepted that misconduct occurred and accepted that conduct was the reason for dismissal. The unfair dismissal finding centred on investigatory precision. The tribunal found there was a lack of clear findings about what was actually said and criticised reliance on broad characterisations such as “misogynistic and sexualised” without clearly tying those labels to precise established facts. It also concluded that an erroneous assumption influenced part of the decision making regarding the “pull a pig” element.

This case illustrates how workplace remarks can trigger dismissal in UK fire and rescue services, while also showing how tribunals closely scrutinise the clarity of findings and reasoning.

USA

Chicago Fire Department

“All Lives Splatter” and “Hope she chokes on something”

In Inendino v. Nance-Holt et al., the United States District Court for the Northern District of Illinois set out the posts and the employer response in a published memorandum opinion. The full court decision records that firefighter and EMT Sam Inendino was terminated after a series of Facebook posts.

The decision states that one post included a photograph of then Mayor Lori Lightfoot captioned “Hope she chokes on something.” It also records a meme captioned “All Lives Splatter” and another caption connected to violent imagery that read “Good for him should aim for the torso!!!”.

The court opinion discusses complaints received, the investigation route and the connection between the posts and Inendino’s public identification as a Chicago Fire Department employee on his Facebook profile. The City defended the termination as consistent with departmental rules governing conduct and professionalism. The court ultimately granted summary judgment in favour of the defendants.

This case demonstrates how public social media posts, especially those linked to identifiable employment, are documented and assessed within formal litigation.

Howard County Department of Fire and Rescue Services

“lets all kill someone with a liberal”

In Buker v. Howard County, the Fourth Circuit Court of Appeals reproduced the exact Facebook post that led to Battalion Chief Kevin Patrick Buker’s termination. The full Fourth Circuit opinion PDF records that while on duty he wrote:

“My aide had an outstanding idea . . lets all kill someone with a liberal . . . then maybe we can get them outlawed too! Think of the satisfaction of beating a liberal to death with another liberal . . . its almost poetic . . .”

The opinion also records a reply containing discriminatory language and Buker’s response: “Lmfao! Too cool Mark Grutzmacher!”

The court quotes the department’s Code of Conduct, which required employees to conduct themselves “at all times, both on and off duty, in such a manner as to reflect favorably on the Department.” It also cites the policy definition of conduct unbecoming as behaviour detrimental to public trust or impairing operational efficiency. The opinion states that after formal charges and a pre-termination meeting, the fire chief terminated Buker’s employment.

The appellate record provides a clear example of how exact wording, policy clauses and termination decisions are preserved in a formal judicial document.

Forrest City Fire Department, Arkansas

“I can’t breathe!” and dismissal for “egregious” conduct

In Melton v. City of Forrest City, the Eighth Circuit Court of Appeals examined the termination of firefighter Steven Melton. The published Eighth Circuit opinion PDF describes a Facebook image depicting a fetus in the womb with a rope around its neck and the caption “I can’t breathe!”

The opinion records that the mayor received complaints and was concerned about community reaction. It states that after reviewing the post and discussing it with officials, the mayor fired Melton over the image’s “egregious nature.”

The court opinion discusses the legal standards applied to public employee speech and the alleged disruption. The record makes clear both the wording that triggered the discipline and the employer’s stated reasoning for dismissal.

Miami Fire Rescue

“Who cares? Another dead cop”

In August 2022, Miami Fire Rescue terminated firefighter Kevin Newcomb after text messages he sent in a group chat became public. The wording is quoted in full in a Business Insider report.

The article reproduces his message beginning: “Who cares? Another dead cop, probably against gun control.” It continues with: “Cops exist for the government to exercise its monopoly on violence.” and ends with an expletive directed at police.

The same report quotes Miami Fire Rescue Chief Joseph Zahralban, who said the texts made it “impossible” for Newcomb to “carry out his duties as a first responder in the City of Miami.” The department described the messages as “conduct unbecoming of a Miami Firefighter” and said they showed “a disregard for human life” and “a violent and antagonistic stance towards civil servants.”

Newcomb later issued a public apology, which is also quoted in the same article.

This case shows how private group messages, once public, can be treated as incompatible with continued service.

Toledo Fire and Rescue Department, Ohio

“Wish the guy was a better shot”

In September 2025, Toledo Fire and Rescue investigated Lieutenant Jeffery Schroeder over a Facebook comment following the killing of political commentator Charlie Kirk. The wording was reproduced in a 13abc news report.

The post read: “Thoughts and prayers. Totally preventable and avoidable if not for the policies and beliefs of people like Charlie Kirk and his uneducated hateful ilk. Wish the guy was a better shot. Charlie Kirk offers nothing but hate and division to society. No one would miss him and discourse would be better without him.”

The same report quotes Fire Chief Allison Armstrong stating that the department exists to serve the community with “impartiality, respect, and professionalism” and that the incident had affected trust.

Subsequent reporting and a filed complaint, available as a federal court complaint PDF, describe the charges as including conduct detrimental to the good order and discipline of the department and violations of social media policy. The complaint states that the fire chief terminated Schroeder’s employment on 12 November 2025.

Canada

Toronto Fire Services

“swat… reset her brain”

Toronto Fire Services terminated firefighter Lawaun Edwards following a Twitter exchange that became public. A detailed summary of the arbitration outcome is available on CanLII Connects.

The summary quotes the arbitrator’s description of the tweet about “swatting a girl on the back of her head to reset her brain.” It records that the arbitrator found the tweet “inappropriate, insulting to women, and offensive because it appears to encourage the physical abuse of a female.”

The employer had discharged Edwards following investigation. The arbitrator set aside the discharge and substituted a three-day unpaid suspension, finding that discipline was warranted but that discharge was disproportionate.

This decision demonstrates how off duty speech connected to identifiable employment can lead to discharge, while also showing how proportionality is assessed in labour arbitration.

Observations for fire and rescue leaders

Across these cases, employers relied on written conduct standards that extend beyond the station floor. The policy language varies, but the recurring themes are professionalism, conduct unbecoming and the maintenance of public confidence. In the Howard County opinion, those standards are quoted directly. In Chicago, the posts were preserved in a federal court record. In Buckinghamshire, the tribunal focused on clarity of findings. In Toronto, the arbitrator focused on proportionality.

The strongest disciplinary cases are those where the employer records the exact words, identifies the relevant policy clause and sets out clearly why the conduct meets that definition. The cases that falter tend to falter on process, not on the existence of the speech itself.

What these cases show in practice

Policies tend to rely on the same concepts, even when wording differs

Across the UK, United States and Canada, employer statements and formal decisions return to a similar set of concepts, even where the drafting varies. Conduct unbecoming, professionalism on and off duty, dignity at work and preservation of public confidence appear repeatedly in dismissal letters, policy extracts and judicial reasoning.

In Buker v. Howard County, the reliance on those concepts is explicit because the Fourth Circuit opinion quotes directly from the department’s Code of Conduct. The policy required employees to conduct themselves “at all times, both on and off duty, in such a manner as to reflect favorably on the Department” and defined conduct unbecoming as behaviour detrimental to public trust or impairing operational efficiency. The termination decision was then framed squarely within that policy language.

A similar pattern appears in the Miami case. The Business Insider report quotes Miami Fire Rescue describing the messages as “conduct unbecoming of a Miami Firefighter” and stating they demonstrated “a disregard for human life” and “a violent and antagonistic stance towards civil servants.” The terminology differs slightly from Howard County, yet the underlying themes are consistent.

In Toledo, the 13abc report quotes the fire chief emphasising “impartiality, respect, and professionalism” as core standards, again situating the discipline within organisational values rather than purely personal opinion. The language used across these jurisdictions signals a shared understanding that speech becomes a conduct matter when it affects credibility, impartial service delivery or workplace dignity.

Evidence quality affects outcomes

The way the evidence is recorded often determines how a dismissal withstands scrutiny. In Mr P Langton v Buckinghamshire Fire and Rescue Service, the Employment Tribunal judgment accepted that misconduct occurred and accepted that conduct was the reason for dismissal. The unfair dismissal finding arose because the investigation and decision record did not articulate findings with sufficient clarity and precision. The tribunal examined how the phrases were described, what was found to have been said and how those findings were linked to dismissal.

By contrast, in Chicago and Howard County, the posts are reproduced verbatim in formal judicial opinions. The Northern District of Illinois decision in Inendino sets out the captions word for word. The Fourth Circuit opinion in Buker does the same. When the evidential record is embedded in a published opinion, the employer file is easier to trace because the wording, the policy basis and the termination decision are all documented in one place.

The Toronto arbitration summary provides a different example. The CanLII Connects analysis records the tweet, the employer’s decision to discharge and the arbitrator’s reasoning in substituting a suspension. The clarity of the documented wording allowed the arbitrator to focus on proportionality rather than on reconstructing what was said.

The forum shapes the argument

The type of forum in which a dismissal is tested influences how employers frame their decisions from the outset. A UK Employment Tribunal record, such as the one in the Langton case, concentrates on procedural fairness, the clarity of findings and whether dismissal falls within the range of reasonable responses. That lens shapes how investigation reports and dismissal letters are later examined.

In US federal court, as illustrated in the Inendino decision and the Buker opinion, the focus shifts to constitutional considerations, operational disruption and the balance between employee speech and public employer interests. The employer record is tested against those standards.

In Canadian labour arbitration, as shown in the Toronto Fire Services arbitration summary, proportionality and the relationship between off duty conduct and workplace reputation take centre stage. Arbitrators examine whether discharge is excessive in light of the proven conduct and the employee’s record.

These differences influence how fire services draft policies, structure investigations and articulate reasoning. Organisations that expect their decisions to be reviewed in a particular forum tend to write with that forum in mind.

Closing observations for fire and rescue leaders

These cases sit on the boundary between personal expression and professional obligation, and they show where services and review bodies have been drawing that boundary in practice. The record matters because it fixes the language in place. A tribunal bundle or an appellate judgment does not deal in impressions. It deals in the actual words, the setting they were used in, and the employer’s explanation for treating those words as a disciplinary issue. That is why the Howard County material is so frequently cited. The Fourth Circuit opinion prints the posts, prints the policy clauses, and records the decision to terminate. The Chicago decision does something similar. The Northern District of Illinois judgment in Inendino preserves the captions and explains how the employer linked them to professional standards. Those documents show the mechanics of a dismissal case as it will later be read by someone outside the organisation.

The UK and Canadian examples add a different point that is easy to miss when the headline focuses on the comment itself. A dismissal decision is judged against the employer’s own reasoning and its own process. In the Buckinghamshire case, the Employment Tribunal judgment accepted that the reason for dismissal was conduct, then tested the precision of the investigation and the clarity of the findings. In Toronto, the CanLII Connects arbitration summary records discharge, records the words that drove it, then records a substituted penalty after the arbitrator weighed seriousness against proportionality. Read together, they show how review bodies think. They look for a clean line from what was said, to what was found, to which policy was engaged, to why the chosen sanction follows.

Recent US cases around political violence show another thread. Employer statements often frame discipline in terms that are recognisable to the public, such as impartiality and professionalism, and they do so with an eye on community confidence rather than internal workplace harmony alone. The Toledo report quotes the chief using “impartiality, respect, and professionalism” as the standard. The Canyon Lake coverage quotes the chief describing an “obligation to act” when behaviour compromises confidence. That language is plain on purpose, and it reflects how services explain these decisions to residents who may never read a policy manual. The practical implication is straightforward. Fire services now operate in a setting where speech cases are handled as public accountability issues as much as employment disputes, and the quality of the written record often determines how long the decision holds.

Putting PPE into practice: LION EMEA maps 2026 priorities

Fire and rescue organisations face increasing pressure to modernise equipment and training while keeping crews protected, compliant and available for response.

Decisions around PPE, training systems and maintenance are now closely linked, particularly as services respond to changing risk profiles and greater scrutiny of firefighter exposure during operations and training.

LION EMEA works across training solutions, EN-certified PPE and lifecycle support through its TotalCare services.

As the company prepares for 2026 and the return of INTERSCHUTZ, it is aligning new product launches with a more connected, operational approach.

IFSJ Editor Iain Hoey spoke with Anne-Lise Artaud, Marketing Manager at LION EMEA, about how the company is preparing for the year ahead.

LION works across training, PPE and service support.

How do these areas connect in practice?

If you only work in one area, you tend to stay within that box.

People often look at turnout gear on its own or training solutions on their own, and those perspectives are not always aligned.

Training is sometimes treated as secondary, even though it has a direct impact on safety, performance and long-term health.

When fire services buy turnout gear, the focus is usually on protection, durability and keeping firefighters safe over time.

With training solutions, the focus is more on preparedness, efficiency and improving decision-making.

These priorities are related but they are not the same, and they are often handled by different people within an organisation.

With our 3-pillar approach (Training Solutions, Protective Equipment (PPE), TotalCare service), LION proposed solutions across all three areas: training, PPE and service support, we can step back and look at the full firefighter journey.

We see how decisions in one area affect another and how equipment, training environments and maintenance interact over time.

That broader view helps us understand what customers want, why they want it and how different choices connect.

A clear example is the link between training environments and PPE.

In some training centres, firefighters may be exposed to high heat more frequently than during real incidents, depending on the types of interventions they attend.

Because we work closely with both training facilities and PPE, we see those patterns more often and understand how they affect equipment performance and firefighter safety over time.

Bringing these areas together helps ensure training, PPE and service support are connected in a practical, operational way.

What are LION EMEA’s main priorities and activities for 2026?

2026 is a very important year for us, particularly with the return of INTERSCHUTZ.

After the disruption of recent years, being back at the event is significant.

It is an opportunity to show where we are as a company, how the portfolio has evolved and what we are focusing on going forward.

Beyond INTERSCHUTZ itself, several priorities are shaping our plans.

One is health and safety for firefighters, trainers and trainees.

The challenge is balancing realistic training with protecting health over the short term and across an entire career.

On the training side, we are focusing on healthier ways to train, reducing unnecessary exposure while maintaining realism.

That means looking closely at wood burning, gas consumption and how training environments are designed and operated.

Another priority is PPE.

We are re-entering the European market with our own EN-certified turnout gear.

This is something we have been working towards for some time, and we are now at the point where the gear is in stock and customers are actively testing it through pilot programmes.

For the LION Group globally, this completes an important part of the overall portfolio.

2026 is about increasing momentum, getting the gear in front of more fire services and continuing development in close collaboration with firefighters and first responders.

TotalCare support activities are last but not least.

In Europe, we decided to deliver through qualified and recognized partners new services like PPE cleaning or training solution rentals.

 When we supply turnout gear, we want to ensure access to proper care, inspection and long-term support.

Across training solutions, PPE and TotalCare, the focus for 2026 is clarity and visibility, showing how these elements form a connected approach that supports health, safety and operational needs.

What training solutions is LION developing for the coming year?

There are a couple of strands to what we are working on.

One sits in the digital space.

We are working seriously on virtual and augmented reality-based training solutions.

Development is still ongoing, so it is too early to share specifics, but the intention is to bring something genuinely new to the market rather than small updates to existing tools.

INTERSCHUTZ would be a natural point to continue that conversation and demonstrate where this work is heading.

Alongside that, there is a strong focus on training around the equipment customers already have.

We see a real need for more structured guidance on how to use training equipment, training centres and PPE as effectively as possible.

This includes practical advice on operating smoke generators, getting the best performance from training facilities and using equipment in ways that support consistent, high-quality training outcomes.

How is LION approaching PPE development?

We have redesigned a dedicated PPE range called ENgage®.

It includes three structural firefighting models, the LION® ENgage® Ultra™ Edition,  the LION® ENgage® Select™ and LION® ENgage® Classic™, plus one wildland model.

Together, they cover a range of operational needs within a single PPE family.

In developing ENgage®, we drew heavily on the experience of our US team, particularly their knowledge of NFPA requirements and PPE design.

That input helped inform decisions around fabrics, construction and performance.

We also applied what we have learned about the expectations of European fire services and worked with high-quality suppliers to ensure all components work effectively together through testing and iteration.

One area where we have taken a different approach is availability.

ENgage® is a stock line, so it is available immediately rather than being fully custom-built from the outset.

This shortens lead times and allows fire services to access certified PPE quickly, whether to fill an unexpected gap or to trial equipment before making longer-term decisions.

Producing a stock range also allows efficiencies that support affordability while maintaining quality and certification standards.

How would you explain the scope of LION’s TotalCare offering?

TotalCare is a broad offering, and one of our priorities this year is to explain it more clearly, because it covers several distinct but connected areas.

It exists to support fire and rescue organisations beyond the initial purchase, ensuring equipment remains effective, compliant and usable over time.

At LION EMEA, TotalCare is structured around several elements.

One focuses on PPE lifecycle management, covering inspection, cleaning, repair and replacement.

In Europe, this is delivered through specialist partners using advanced cleaning and repair processes.

The emphasis is on extending the life of PPE while maintaining performance and compliance.

Another element is maintenance and service support for training solutions, from individual smoke generators through to complete training centres.

Like any technical system, these assets require regular servicing and upkeep to remain reliable.

There is also a training component, which is not about teaching people how to become firefighters.

It focuses on helping firefighters, trainers and instructors use PPE, training systems and facilities effectively.

Fire behaviour and training environments vary, and our role is to support the technical side and help customers optimise how they use the equipment they already have.

A further element relates to acquisition and financing models.

In some cases, buying specialist equipment outright does not make sense.

TotalCare includes options such as rental and leasing, allowing access to equipment when needed without long-term ownership, maintenance and storage costs.

This flexibility reflects how training needs and operational risks continue to change.

Last elements of TotalCare is when fire and rescue services plan the creation of a training centre, LION provides consultancy as part of TotalCare to support informed decision-making.

This includes needs assessment, site and layout studies, selection of appropriate training systems, safety and compliance guidance, and long-term operational planning.

The objective is to help organizations develop training facilities that are effective, safe, and sustainable over time.

What role do major events like INTERSCHUTZ play for LION EMEA?

INTERSCHUTZ is about visibility and reconnection.

After such a long gap, it is an opportunity to clearly restate who we are, what we do and how the different parts of our portfolio connect.

It is also about relationships.

The event allows face-to-face conversations with partners and customers that are difficult to replicate online.

This year, our intention is to be very present, both inside and outside the exhibition space.

INTERSCHUTZ gives us the right platform to bring training solutions, PPE and services together in one place and demonstrate how they connect.

Looking ahead, how do you see LION EMEA’s role as risks and expectations change?

At its core, LION’s role is to support first responders.

We contribute by providing the tools, knowledge and support that help fire and rescue services adapt to new ways of working and respond to changing risks.

Our role is to help facilitate change, whether that means supporting research and innovation or making it easier for fire services to adopt new approaches in practice.

We are not doing that alone, but we do see it as our responsibility to contribute and to support that direction.

Ultimately, everything we do is intended to support firefighters in their daily work, reduce unnecessary complexity and help them feel prepared and confident in increasingly demanding environments.

That purpose has been part of the company since it began more than a century ago, and it continues to define our role going forward.

London Assembly Fire Committee addresses industry criticism over lifestyle references in contaminants report

Lifestyle concerns and the Committee’s response

The London Assembly Fire Committee (LAFC) has responded to criticism that references to lifestyle could distract from occupational exposure in its inquiry into fire contaminants.

The comment was provided to the International Fire and Safety Journal (IFSJ) editorial team in response to a query about concerns raised by parts of the sector.

The Committee said: “The Committee has taken a keen interest in firefighter health and wellbeing this Assembly year, both through this investigation into fire contaminants and in January when we questioned guests on the challenges around mental health and wellbeing.

“The fire contaminants investigation was squarely focused on understanding the occupational risks that firefighters face from exposure to fire contaminants.

“Yet, we did hear evidence that lifestyle factors can influence overall health outcomes.

“These factors were mentioned only where relevant to understanding the full context of firefighter health and wellbeing, not as a substitute for occupational risk.

“Occupational exposure to contaminants remains the Committee’s primary concern and the basis for our recommendations, such as establishing nationwide exposure and health monitoring and strengthening PPE and decontamination practices.

“Effective prevention and exposure reduction require addressing both workplace hazards and supporting overall health, but our scrutiny and recommendations are focused on eliminating avoidable occupational exposures as a priority.

“We will continue to emphasise this core focus in follow-up work and engagement with stakeholders.”

Report findings and recommendations on exposure in London

The LAFC report Exposure to fire contaminants in London: A hidden, growing risk? sets out evidence and recommendations linked to firefighters’ exposure to hazardous substances at incidents in London.

The findings identify asbestos, heavy metals and persistent organic pollutants among contaminants present at incidents.

The Committee notes that definitive UK evidence on cancer causation is still emerging.

Research presented to the Committee shows higher cancer incidence and abnormal tumour markers among firefighters compared with the general population.

Fire Brigade Union commissioned research found that 4% of firefighters surveyed, around 1 in 25, reported a cancer diagnosis in a self-reported sample of more than 11,000 personnel.

Prevalence was highest among those aged 35 to 39, around three times the rate seen in the general population.

Between 10% and 15% of respondents were recorded as having abnormal tumour markers, compared with a control group drawn from the public.

The report concludes that the London Fire Brigade (LFB) Fire Contaminants Policy has shifted attitudes away from the “badge of honour” of dirty kit.

Implementation varies across stations, with limitations in personal protective equipment availability and older station layouts cited as factors.

The Committee urges the Government and the National Fire Chiefs Council (NFCC) to reduce firefighters’ exposure to fire contaminants.

Recommendations include creating a UK-wide exposure and health monitoring programme for firefighters.

The report also proposes a pilot of operational exposure monitoring in London, with a time-limited programme for operational firefighters scoped in 2026/27 and launched in 2027/28, developed with academic and occupational health experts.

Further measures include stronger training, assurance and compliance with fire contaminants policies, improved PPE supply and procurement planning, and greater emphasis on health promotion within occupational health services.

The Committee also asks the Industrial Injuries Advisory Council (IIAC) to review evidence on cancer risks linked to firefighting.

Zack Polanski AM said: “Fires don’t end when the flames are out as toxic contaminants can remain long afterward.

“Firefighters accept risk as part of the job, but exposure to toxic chemicals should not be an unavoidable consequence of protecting the public.

“While London Fire Brigade has made real progress, this report shows more needs to be done to understand and reduce the long-term health risks firefighters face.”

The report references the International Agency for Research on Cancer (IARC) 2023 designation of occupational exposure as a firefighter as carcinogenic, alongside a call for more UK-specific research.

It also records that London firefighters receive routine medicals every three years, including basic cardiorespiratory checks and an asbestos-specific element.

The report notes that comprehensive cancer screening for firefighters is complex, with mesothelioma and bladder cancer cited as examples where safe, reliable population-level screening tests are not currently in routine NHS use.

The report records that the Health and Safety Executive (HSE) considers the existing regulatory framework sufficient to reflect firefighting’s classification as a carcinogenic occupation, citing the Health and Safety at Work Act, the Control of Substances Hazardous to Health (COSHH) regulations and Workplace Regulations.

Union and academic criticism of lifestyle references

The Fire Brigades Union (FBU) has criticised a recommendation in the report that refers to “positive lifestyle changes, including smoking cessation, physical fitness, diet, sleep hygiene, and alcohol awareness”.

Steve Wright said: “Firefighters are dying younger and living with life-altering cancers and chronic illness.

“These are preventable occupational deaths, and this is a national scandal.

“The UK is decades behind other countries on this issue, and this report underlines the urgent need for basic, long-overdue measures: stronger prevention measures, regular health monitoring for all firefighters, and re-evaluation of compensation for firefighters’ occupational diseases.

“However, firefighters will rightly find the references to ‘lifestyle’ offensive.

“Firefighters are not getting sick because of personal choices – they are getting sick because they are being systematically exposed to toxic substances in the course of their work.

“When so many other countries and international bodies are doing the right thing and recognising the risks firefighters face, it is time for our own government to stop ignoring the evidence and act.”

Anna Stec said: “While the report makes positive recommendations on the need for a UK-wide rollout of harmonised contamination exposure tracking and health monitoring for firefighters, the argument that firefighter cancers and diseases could be reduced through lifestyle changes is fallacious.

“Lifestyle factors influence health outcomes in any population, but they do not explain the elevated rates of cancer and disease seen in firefighters.

“Why should firefighters be expected to adopt such changes in order to compensate for the toxic environments they are routinely exposed to at work?”

The Committee’s response to the lifestyle criticism sits alongside its broader call for exposure monitoring, policy compliance and PPE and decontreve practices to reduce long-term health risks for firefighters.

The fire service’s greatest health risk: PGI Safety’s case for treating cancer as operational risk

Firefighter cancer risk has shifted from emerging concern to operational reality, driven by clinical evidence, national mortality data and lived experience across the service.

While awareness has grown, many brigades still struggle to convert research into everyday practice that reduces exposure, improves early detection and embeds long-term behaviour change.

Education, practical intervention and credible collaboration have therefore become central to closing that gap.

Andy Slater, Managing Director for EMEA and Asia Pacific at PGI Safety, has focused on translating evidence into frontline action through education, PPE development and shared ownership.

Drawing on sustained engagement with firefighters, clinicians and industry peers, Andy has helped shape initiatives aimed at cancer prevention, early screening and cultural change.

IFSJ Editor Iain Hoey spoke with Andy about how education, culture and practical solutions can improve firefighter health outcomes.

You have described cancer as the most serious health threat facing the fire service today. What evidence and lived experience led you to that view?

Cancer is now recognised as the leading cause of line-of-duty deaths among firefighters, surpassing acute incidents like fires or structural collapse.

In the UK, studies show firefighters face significantly higher mortality from certain cancers, with prostate cancer up to 3.8 times higher, leukaemia 3.17 times and oesophageal 2.42 times than the general population, and overall cancer mortality 1.6 times higher.

Internationally, organisations such as the IAFF report that occupational cancer accounts for around 70 to 80 percent of line-of-duty deaths in recent years.

Lived experience reinforces this: I have heard from firefighters diagnosed after years of service, often linking symptoms to repeated exposure.

Collaborations with advocates like John Lord, who survived cancer and now champions awareness through seminars, and Robbie Burns, whose personal testimony has moved entire rooms, have shared stories of colleagues affected young or posthumously.

The WHO’s IARC reclassified occupational firefighting as carcinogenic to humans in 2022, and UK surveys showing elevated diagnoses, including in younger age groups, confirm this is a real and ongoing epidemic we can address through better protection and practices.

How do firefighters encounter carcinogenic exposure, and where can daily practice reduce risk most effectively?

Firefighters encounter carcinogens primarily through inhalation of smoke and particulates, dermal absorption via skin contact with soot and toxins, especially on the neck, groin and wrists, and ingestion from hand-to-mouth transfer or contaminated gear.

Modern fires increasingly involve plastics and synthetics that release toxic chemicals such as PAHs, benzene and PFAS, which linger on PPE, appliances and within stations.

The greatest opportunities lie in consistent day-to-day decontamination protocols: immediate post-incident hygiene, showering within the hour, on-site laundering, particulate-blocking hoods to reduce neck exposure, separating clean and dirty zones in stations and appliances, and avoiding eating or storing gear in contaminated areas.

Simple changes, such as not taking PPE home and adopting breathable barrier fabrics, can dramatically cut absorption.

At PGI, we focus on gear that balances protection with comfort to encourage consistent use, turning these practices into routine habits that save lives over the long term.

How have your education and knowledge-sharing initiatives evolved in practice?

Education started with raising basic awareness of contaminants and has developed into targeted, evidence-based seminars such as the Invisible Risk series.

Early sessions focused heavily on the “why”, including exposures and statistics, but feedback showed firefighters needed the “how”: practical decontamination steps, PPE selection guidance and station culture changes.

We refined the approach by incorporating real firefighter stories, scientific input from toxicology experts, interactive gear demonstrations and emphatic presentations by Robbie Burns.

Collaborations with peers such as John Lord and Robbie have broadened reach, attracting hundreds from fire services, regulators and suppliers.

What works best are actionable takeaways, such as clear post-incident hygiene protocols, combined with peer-led discussions that build buy-in.

Post-seminar engagement has been strong, with firefighters sharing stories of changed behaviours, deeper understanding of PPE requirements and proactive steps such as pursuing SNOMED codes.

Departments have adopted better practices that reduce cross-contamination and encourage earlier health checks.

How can SNOMED codes improve screening and earlier clinical intervention for firefighters?

SNOMED CT codes allow GPs and NHS systems to record a patient’s occupation as firefighter, using code 106382009, and occupational exposure risks, such as 16090571000119109.

This flags elevated cancer risk in electronic records and prompts clinicians to consider occupational factors during consultations.

In practice, this enables targeted screening, including earlier PSA testing, faster referrals for symptoms that might otherwise be dismissed and inclusion in enhanced monitoring.

After promoting SNOMED codes through seminars, several firefighters secured rapid PSA checks, leading to early-stage diagnoses in some unfortunate cases.

Catching cancer very early delivers far better outcomes.

We urge firefighters to request that their GP adds these codes.

It is a simple administrative step with significant impact, as better data leads directly to earlier intervention and improved outcomes.

How do mental and behavioural health challenges interact with cancer risk and long-term outcomes?

PTSD, shift-work stress and burnout are prevalent within the fire service and interact strongly with physical risks.

Chronic stress weakens the immune system, potentially accelerating disease progression, while behaviours such as poor sleep, smoking, alcohol use or skipping health checks compound exposure effects.

Stress can also lead to complacency in decontamination, with firefighters rushing post-incident routines or failing to change contaminated gear properly.

Over time, this creates a cycle where poorer mental health worsens physical outcomes and cancer diagnoses add psychological burden.

Addressing mental and physical wellbeing together helps reduce overall risk, as healthier firefighters are more vigilant about exposure and early detection.

Why do you view inclusion, particularly for women, as a practical safety issue?

Inclusion is a safety imperative.

Women firefighters face risks linked to ill-fitting PPE designed for male builds, which can increase exposure through gaps, and research suggests higher risks for certain cancers, including bladder.

Hormonal factors and reproductive health considerations add further complexity.

This focus also widens to other blue light responders, particularly police and ambulance staff working fire scenes, where correct PPE and RPE fit is critical.

Exclusionary cultures deter reporting concerns or seeking help, delaying interventions.

By prioritising inclusive gear, diverse voices in training and addressing gender-specific risks in seminars, protection improves for all.

I have been fortunate to have individuals such as Dany Cotton and Michelle O’Toole contributing to this important conversation around women’s health and inclusion within the fire service.

How have peers such as John Lord and Robbie Burns shaped this work?

Collaboration underpins credibility.

John Lord, a retired station manager and cancer survivor, has been pivotal through his Invisible Risk seminars and advocacy, including promoting SNOMED codes.

His work has driven personal action, early diagnoses among attendees and wider engagement, including with retired firefighters and international audiences.

Robbie Burns, a serving watch manager, shares his personal bladder cancer journey through powerful, emphatic presentations at PGI seminars.

His testimony brings urgency and authenticity, inspiring immediate behaviour change.

Feedback consistently highlights improved daily practices, better PPE choices and proactive health steps.

What should the wider sector learn about improving firefighter health outcomes?

Sustained investment is needed in prevention, including improved PPE standards, mandatory decontamination protocols, universal SNOMED use and routine health surveillance.

Engagement following our seminars has led to behaviour change, heightened awareness of PPE and health needs, rapid PSA checks and early-stage cancer detections.

Shared ownership ensures no one waits for top-down mandates.

Building Safety Regulator outlines priorities as it becomes standalone body

As the Building Safety Regulator becomes a standalone body, its leadership is promising faster decisions, clearer accountability and a renewed focus on remediation and professional competence

The Building Safety Regulator (BSR) has used its first media briefing following its transition to standalone status to outline its operational priorities for 2026, setting out progress on Gateway 2 approvals, acknowledging ongoing challenges in remediation and signalling forthcoming reforms across enforcement, guidance and professional competence.

Lord Andy Roe, Chair of the Building Safety Regulator, and Charlie Pugsley, the regulator’s Chief Executive, spoke in a one hour virtual session on 28 January, followed by a question and answer segment with national and trade press, including International Fire and Safety Journal.

Throughout the briefing, the regulator framed its new standalone status as a practical step designed to strengthen focus, accountability and delivery, rather than as a structural change for its own sake.

Standalone status and regulatory focus

The speakers said becoming an arm’s-length public body gives the regulator a clearer mandate to concentrate on the complex regulatory regime for higher-risk buildings, while improving transparency and accountability.

They argued that operating independently allows BSR to develop its own systems, publish performance data more clearly and strengthen engagement with industry, residents and professional bodies.

The transition was also positioned as an important milestone in the longer-term ambition of developing a Single Construction Regulator, although the speakers stressed that responsibility for that programme sits with government.

In outlining the regulator’s strategic direction, the speakers repeatedly returned to the lessons of the Grenfell Tower fire, describing it as a systemic failure across multiple institutions and disciplines.

They said this experience underpins the regulator’s focus on scrutinising the design and construction of higher-risk buildings, while also emphasising the importance of proportionality.

The briefing argued that building safety regulation must account for the wider housing system, warning that extended delays in housing delivery can create additional risks, particularly when people are pushed into temporary accommodation or poorly converted buildings.

The regulator presented its role as both challenger and enabler, seeking to raise standards while supporting the safe delivery of much-needed new homes.

Gateway 2: system reform and performance improvement

A central theme of the briefing was the regulator’s recent work to stabilise and improve Gateway 2 building control approvals.

The speakers said that when current leadership took office, the regulator was facing a backlog of 144 applications, representing more than 33,000 residential units, many of which had been stalled for extended periods.

They said this backlog has now been reduced to around 20 live cases, which are described as complex engineering discussions rather than administrative delays.

The briefing explained that a key operational shift has been the removal of the previous “local NDT model” in favour of a centralised approach, allowing BSR to retain direct control over specialist technical resources and regulatory decision-making.

This, combined with closer technical engagement with applicants, was presented as having significantly improved decision timelines. Typical approval times in London were said to have fallen from around 48 weeks to closer to 12 or 13 weeks, with similar performance now being seen nationally.

The speakers added that the regulator is no longer rigidly applying statutory service levels where additional technical discussion is judged necessary to reach safe and consistent outcomes.

Other changes highlighted included faster invalidation decisions, with incomplete applications now typically flagged within a week, compared with months under the previous system.

The regulator also described the introduction of account managers and technical consistency meetings, aimed at improving communication, reducing uncertainty and resolving complex design conflicts while maintaining regulatory independence.

Remaining Gateway 2 cases and decision limits

During the question and answer session, media attendees asked whether the remaining Gateway 2 cases could still remain unresolved for long periods.

The speakers said there is no fixed cut-off, but that rejections remain possible where agreement cannot be reached on fundamental safety or design principles.

They stressed that these applications are now subject to near-daily technical engagement, with direct dialogue between applicant specialists and regulator specialists, and framed this as an intensive problem-solving process rather than bureaucratic delay.

The regulator said its focus has shifted towards sustaining throughput as application volumes increase, while improving consistency and supporting safe innovation across complex developments.

Remediation: current pressures and a promised plan

Remediation was consistently identified as the next major operational challenge.

The speakers acknowledged that remediation decisions remain slow, with current average timelines described as around 34 weeks. They cited the technical and practical complexity of remediation cases, including changes to proposed systems during assessment, as key contributing factors.

The regulator said it is currently managing a live remediation workload of around 280 cases, with new applications continuing to enter the system alongside legacy cases.

BSR leadership confirmed that a formal remediation improvement plan is expected to be published in the coming weeks, and that this will include clear targets, resourcing detail and operational reforms. They said the plan will be announced by government.

The briefing also confirmed that BSR has already moved away from the local NDT model in remediation, adopting a batched assessment approach under a regulatory lead, with the aim of reducing head-of-work and moving closer to statutory decision timeframes.

Enforcement and the role of regulatory intervention

Media attendees questioned the timeline for establishing the Remediation Enforcement Unit, which was announced around a year ago.

The speakers said the unit took time to become operational due to factors including recruitment, training lead times, duplication checks and skills shortages, but confirmed that it is now live.

They argued that enforcement must be intelligence-led, proportionate and used selectively, describing enforcement as one element within a wider regulatory toolkit that also includes guidance, informal intervention and site engagement.

While acknowledging the importance of visible enforcement action in serious cases, the regulator cautioned against focusing on enforcement numbers alone, saying meaningful cultural change across a large and complex sector depends on sustained engagement and clarity.

They also stated their belief that some dangerous buildings remain in use and said robust intervention would be necessary where risks remain unaddressed.

Gateway 3: managing risk and industry anxiety

Concerns were raised by media attendees about the risk of Gateway 3 becoming a new bottleneck.

In response, the speakers said the regulator is now focused on build phase oversight and inspection planning, aiming to reduce uncertainty ahead of final sign-off.

They outlined plans to use a combination of class two registered building inspectors, fire services and local authorities acting as agents, alongside direct BSR inspection capacity.

The regulator said communication through account managers is central to this approach, allowing earlier engagement with construction programmes and inspection expectations.

Industry bodies, including the Construction Leadership Council and Build UK, were credited with supporting guidance development for Gateway 3, with the regulator saying it intends to expand how guidance is published and explained as a standalone organisation.

Professional competence and emerging technical risks

The briefing also addressed the regulation of professional competence across the built environment.

The speakers said oversight of the building control profession is a core regulatory responsibility, and framed competence regulation as a way of improving accountability, consistency and safety outcomes.

They pointed to ongoing government work to implement the Grenfell Inquiry recommendation on regulating fire engineers, and said similar questions are being explored in relation to other life-critical disciplines, including structural engineering.

Questions about transfer slabs prompted confirmation that the regulator is aware of emerging concerns and is working with government and industry stakeholders. The speakers directed concerned parties to existing guidance and to seek professional advice where warning signs such as cracking are present.

More broadly, BSR described horizon scanning for emerging construction risks as a core regulatory function, alongside managing gateway approvals and overseeing safety in occupied buildings.

Single Construction Regulator: direction of travel

The question and answer session also addressed the future of a Single Construction Regulator.

The speakers reiterated that responsibility for timelines and scope sits with government, but said BSR is actively supporting this work.

They referenced an existing government prospectus setting out indicative timelines and stressed the importance of avoiding unintended consequences as regulatory systems evolve.

One speaker offered a personal view that many historic failures originate in subcontracting and site delivery, suggesting future regulatory reform may need to place greater emphasis on project management and site control functions, alongside design-stage scrutiny.

What comes next

The briefing positioned 2026 as a transition year for the regulator, with Gateway 2 stabilisation described as largely achieved, remediation reform identified as the next priority and Gateway 3 capacity planning already underway.

The publication of the remediation improvement plan in the coming weeks is expected to provide greater clarity on targets, resourcing and enforcement strategy, and will likely form the next major test of the regulator’s operational credibility.

Beyond this, the regulator signalled continued focus on competence development, guidance expansion, horizon scanning and digital communication, alongside its evolving role in shaping the future of construction regulation.

Training and competency development sit at the heart of our consultancy work and form a key part of the Global HSE Group story, shaping how we serve clients and how we build internal capability.

Competency has become one of the defining issues in modern fire engineering and façade safety.

As regulatory expectations rise across the UK and internationally, the sector faces growing demand for professionals who can pair technical capability with sound judgement, consistent methodology and a clear understanding of risk.

Not just consultancy, everything we do is about improving standards of work and competency across the industry.

We place structured learning at the centre of our approach as a way to support consistent standards across projects.

We focus strongly on raising those standards through the Level 4 Fire Safety Design qualification, which supports professionals working in complex and high-risk environments.

Further programmes will follow as we build on this foundation.

On the façade side, our team in the UK has developed a high level of competency and that expertise creates clear opportunities to share knowledge into other markets, including the Middle East.

Competency is no longer a background requirement.

It is critical for building safety outcomes.

The Building Safety Act, PAS 9980 and the Scottish Single Building Assessment framework have placed façade performance under close scrutiny.

In Scotland, the introduction of the Single Building Assessment process has reinforced the need for consistent methodology, clear documentation and defensible professional judgement.

Current industry demand reflects this focus, as we are heavily engaged in single building assessments and Fire Risk Appraisal of External Walls (FRAEWs).

One ambition is to recruit within the region so that capability grows locally as well as through visiting teams, allowing us to blend regional presence with targeted support.

Where travel makes sense we can bring our specialists into the Middle East and, where regional talent is available, we want to build capacity on the ground so the flow of expertise runs in both directions.

Façades have become a major part of our workload because of legislative change and rising expectations across the UK construction and housing sectors and our teams now deliver FRAEWs in line with the Building Safety Act and single building assessments within the Scottish framework.

Demand continues to increase and we see that trend extending across the next three to five years as building owners look for consistent and reliable guidance.

We currently lead many of these programmes across London and Scotland and plan to expand our team as the volume of projects grows, supported by professional indemnity cover for assessment, design and remediation activities that enables us to manage full façade lifecycles.

The insights from these projects carry direct relevance for other regions, including the UAE, where façade performance and cladding issues feature as part of a wider set of sector concerns.

Developing the Global Academy

Our training arm division, Global Academy, began as an internal vehicle to give our staff a clear route to the competency levels we expect across every division and over time we recognised the scale of the need for structured learning at Level 2 and Level 3, along with formal qualifications that match real roles in the field.

In response we are extending Global Academy into Level 2 pathways and establishing Global Skills Academy as part of our learning ecosystem.

The aim is to develop multi-skilled people across the fire sector trades, with joiners, technicians, passive fire specialists and fire door practitioners gaining a broader set of abilities rather than working within narrow task bands.

Many individuals currently work in isolation from adjacent trades, and qualification frameworks often fail to reflect the realities of modern passive fire installation or inspection.

For now, this training effort concentrates on our own teams.

Our response is to promote a more integrated approach and define qualification standards that reflect that mindset, creating learning that adds genuine value to careers and to the organisations that rely on these skills.

External delivery remains a future possibility as the programme matures.

Intersec Dubai 2026

Raising brand awareness and relationship building is one of our central aims going into Intersec 2026, with people coming together in Dubai from every direction and giving us a way to create opportunities and revenue in the UAE and the wider Middle East while also forming connections with visitors from across the world.

Intersec 2026 represents the most concentrated gathering of global fire safety thinking in the region and reveals the direction of travel for high-rise safety across the Middle East.

Intersec also strengthens ties with partners who already know us, raising our profile with UK exhibitors and with the UK expat community working in international roles.

Fire safety feels like a closely connected field and we use the event to develop leads, reinforce existing relationships and learn from peers in ways that influence how we structure our services.

The Middle East and beyond

Our outlook extends well beyond a single event cycle as we see a clear route to continued growth in the Middle East through partnerships, projects and, in time, training delivery.

Our collaboration with Connected Safety Net in Dubai already anchors us in the region and we are in discussion with several stakeholders around projects under consideration.

Our goal is not to replicate UK services directly but to adapt our expertise to local conditions, building capability through deployed teams and over time through local recruitment and training.

Global HSE Group already serves international clients and delivers work across several countries, with recent activity including projects in Norway, Finland, Germany and the United States.

This stream of work fluctuates over time, although we expect the overall trajectory to rise as we build a balanced portfolio that includes strong UK operations and a growing international footprint.

The world of fire protection often begins with a simple but powerful motivation – a desire to prevent loss before it happens.

For Reacton Fire Suppression, that motivation has become a defining part of its culture and communication: a passion to protect.

The company’s mechanically operated systems are now installed across industries and continents, protecting everything from vehicles and heavy machinery to precision manufacturing equipment.

Over the past year, Reacton has strengthened its UK headquarters, expanded its international footprint and continued to grow its presence in markets including the Middle East, Europe and the Americas.

As the company looks ahead to Intersec Dubai 2026 and the next phase of its global development, it remains guided by the same principle that has shaped its journey from the start – designing reliable fire-suppression systems that work when it matters most.

In this conversation with IFSJ, Sam Malins, Chief Executive Officer at Reacton Fire Suppression, reflects on the past year, discusses current priorities and shares what continues to drive the business forward.

What have the past 12 months involved for Reacton, and what is the company focused on now?

The past 12 months have been about putting a clear sales focus in place and driving growth after several years of concentrating on building our approvals.

We have divided the sales side of the business into two parts, vehicle systems and clean agent systems, because we want the sales cycle to be as straightforward as the products themselves.

On the vehicle side we cover on and off road vehicles and heavy plant.

That includes mining equipment, quarrying equipment, waste and recycling machinery and on road fleets such as busses and military vehicles.

We also protect taxis.

In the UAE alone we protect more than 4500 vehicles, including 3000 busses and 1500 taxis.

That has been a major focus for us.

The clean agent side covers electrical control panels, CNC machines, wind turbines and a wide range of industrial applications where a clean agent is required.

So overall, the year has really been about growth and simplifying the sales structure so customers can reach the right product quickly and easily.

What does Reacton’s passion to protect mean to you personally, and how does it guide the company?

We started Reacton about 15 years ago with a clear intention to protect assets in a commercially viable way.

Fire suppression should be affordable for everyone.

It should not be something where you have to think twice because of the price point, especially when the aim is to protect people and assets around the world.

That thinking has guided us from day one.

We have worked hard to gain approvals while keeping the systems affordable.

We are proud to have the smallest approved dual agent system in the world and the smallest approved powder bus system.

By getting high performance into the smallest possible system, we can offer strong pricing and very high quality.

How do you maintain Reacton’s sense of purpose as the business grows across international markets?

It starts with hiring the right people.

We put a lot of effort into finding people who share our values and are passionate about getting our products out into the world.

Inside Reacton we feel like a family or a friendship group, and that is part of how we work.

When I move through the business that is how it feels, and I think that culture carries through to everything we do.

When we win big contracts to protect large fleets the whole team gets excited.

The excitement comes more from knowing those fleets will be protected properly than from the monetary rewards behind it.

That reinforces the purpose all the time.

It also helps that we have always focused on getting the pricing structure right.

When we win work because the systems perform well and the pricing is fair, that momentum feeds the passion to keep pushing forward.

What steps have strengthened Reacton’s global presence, and which regions are driving the strongest growth?

Reacton is strategically positioned around the world.

Our headquarters are near London, we have facilities in Phoenix, Arizona and a sales office in Dubai.

Being close to customers means we can support them properly, and that is the model we want to expand.

We have also added a representative in India to support that region.

We look at where our competitors are strong on price but weaker on performance, because that is where we know we can make the biggest impact.

From our testing we know our systems perform extremely well, and when you combine that with competitive pricing and strong approvals, we can go in and take market share with confidence.

The major growth areas for us are the United States, the Middle East and India.

We also have projects in Africa, Indonesia and Australia.

We protect the world’s largest open gold mine in Uzbekistan and work very closely with our distributors there.

We have strong relationships with distributors everywhere, and the closer we work with them, the more grounded we are in their markets and the better support we can give to their customers.

How does your expanded UK headquarters and manufacturing base support quality and responsiveness worldwide?

We moved into our 12,000 square foot Essex facility in 2017.

Over the years we added mezzanine after mezzanine until we simply didn’t have the space to expand.

It became much larger than it started, but we eventually outgrew it.

We could not hold enough stock before manufacturing, and once products were manufactured the goods out area was always in the way.

We have now moved to a 36,000 square foot building in Witham, and it is an incredible facility.

It feels like it was designed for us.

We have a separate CNC machine shop, a dedicated manufacturing line and a separate goods out building.

The space gives us room to grow, and I believe it could support six to eight times our current volume.

There is no mezzanine yet, so we could add one and effectively double the floor space.

It also has a large outdoor area for product testing and for managing articulated vehicles and container deliveries.

What trends or challenges are shaping fire suppression demand across transport, construction and manufacturing sectors?

Electrification is the biggest trend.

As more vehicles become electric, it becomes even more important to protect the electrical components.

People ask whether we protect electric vehicles, and the answer is absolutely.

A lot of EV fires start in electrical components outside the battery, so we protect those components to help prevent fire ingress into the battery.

We are seeing strong growth in clean agent systems across the electrified transport sector.

At the same time diesel vehicles will remain in use for many years, and we are seeing countries now demand fire suppression on busses as standard.

That is driving growth as well.

There is also a shift where large global corporations buy smaller operators, and those corporations often mandate fire suppression across all their fleets, which increases uptake.

Another big factor is certification.

We are the only company with a UL direct clean agent system, and that gives customers confidence because it is a very high level of certification for electrical control panels.

What elements of Reacton’s origins or ethos remain central to how you design and refine your systems?

Reacton comes from the heavy plant industry, especially the waste and recycling sector.

From the beginning we had a vision to bring affordability to asset protection because we had our own assets and knew what was needed.

We are very passionate about making sure people do not have to think twice about protecting their equipment.

We also have a circular economy approach through the group.

We own Fireward, our UK distributor, as well as the waste operator, which means we get live feedback straight from the field.

Reacton designs the system, Fireward installs it and the operator provides immediate operational insight.

That creates a fast loop, allowing us to test improvements quickly and refine the products in real conditions.

This has become a core part of how we develop and improve our systems.

What will be Reacton’s main focus at Intersec Dubai 2026 when meeting partners and customers?

We want to keep things simple and showcase the two sides of our product range, the vehicle systems and the clean agent systems.

We also use Intersec as a gathering for our team.

Our representative from India will be there, our colleague from the United States will come over and the UK team will be there, so it is a great way to start the year together.

We really value time with existing customers.

Alongside the stand we have a separate room for the full three days where we will present what 2026 and 2027 will look like for Reacton.

We will run a presentation each day, covering updates and future plans.

It also gives new prospective customers a chance to see everything in one place.

What are Reacton’s priorities for the year ahead, and where do you see the strongest opportunities?

After about a year and a half of focused selling we have seen strong growth.

In 2026 we are looking forward to adding new approvals and products to the range.

These include a new UL approval, an updated AS 5062 approval and approvals for specific regions.

We think this is the right moment to expand that part of the offering and give distributors more certified options for their customers.

We also have new products coming.

One is a heavy duty pneumatic linear detection tube designed for very harsh climates.

We have a new driver indication system coming in early 2026, which brings more features than before.

There are a couple of other products in development that we will talk about later.

Because growth has been strong, 2026 is about adding more products and more approvals to support the next phase.
