According to Teledyne GFD, the new site was created in partnership with Industrial Detection Solutions (IDS) to support local production of its gas detection technologies.

The facility will manufacture sensors for detecting toxic and combustible gases used at oil, gas, petrochemical and LNG facilities across the Middle East.

Teledyne GFD said the facility will produce its DM-700 toxic gas sensor and its FP-700 and IR-700 combustible gas sensors.

The company explained that relocating manufacturing to Saudi Arabia will improve supply chains by reducing delivery times and increasing regional accessibility.

The project also supports Saudi Arabia’s In-Kingdom Total Value Add (IKTVA) programme, which aims to localise manufacturing and develop regional supplier capacity within the energy sector.

The IKTVA programme is a national policy designed to increase industrial participation within Saudi Arabia’s oil and gas supply chain.

Teledyne GFD stated that its partnership with IDS helps meet IKTVA objectives by enabling local manufacturing of safety-critical devices.

The company added that this localisation strategy is intended to strengthen both economic resilience and industrial collaboration in the Kingdom.

Products made in Dammam will serve regional energy sector

According to Teledyne GFD, the DM-700 sensor uses electrochemical technology to detect oxygen and toxic gases and features a smart, plug-in cell that identifies gas type and range automatically.

The FP-700 sensor monitors combustible gases using catalytic bead technology.

The IR-700 sensor detects combustible hydrocarbons using non-dispersive infrared optical sensor technology.

Teledyne GFD said all sensors are designed to operate reliably in challenging industrial conditions.

According to MSA, the monitors will be produced at Sherbiny’s facility in Al-Khobar, which has been approved by Saudi Aramco under its In-Kingdom Total Value Add (IKTVA) programme.

The collaboration forms part of MSA’s Accelerate strategy to expand its detection business and improve regional service capacity.

The UAE.S 5041:2021 standard mandates the installation and testing of fire suppression systems in the engine compartments of buses and coaches, ensuring compliance with rigorous fire safety requirements.

Why do you think these changes are being brought in now and how will they help improve safety for school children?

There is vast research into the dangers and issues surrounding bus and coach fires from various institutes, research foundations and associations across the world, I don’t think the risk needs any justification or is in question it is just what a comprehensive testing method and robust system looks like.

There have been regulations in place for the contracting parties of the UNECE for some time now but the UAE has taken a stronger stance and made this mandatory.

Having a fire suppression system that meets the UAE.S 5041 standard provides operators and passengers early notification to maximise egress time, it will also provide correct application of a fire suppression system that has been tested for that exact environment.

 This means the fire is tackled and protects the precious passengers on board.

How is Reacton involved in helping operators in the UAE meet these new legal requirements?

Reacton has taken proactive steps to assist operators in the UAE in complying with the UAE.S 5041:2021 standard, which mandates fire suppression systems in school buses.

The company achieved the world’s first Emirates Safety Laboratory (ESL) UAE.S 5041:2021 certification for its fire suppression systems, ensuring adherence to the stringent requirements set by UAE authorities.

What challenges are there in installing fire suppression systems in tightly-packed vehicles like school buses?

Installing fire suppression systems in compact vehicles such as school buses presents challenges like limited space, complex engine layouts and the need to protect multiple potential fire sources.

Reacton addresses these by offering compact, high-performance systems designed for confined spaces.

Their systems use dry powder agents for rapid fire suppression and are engineered to detect and extinguish fires swiftly, minimizing risk to passengers and vehicle damage.

How does Reacton ensure its systems perform reliably in extreme conditions found in the Middle East?

Reacton’s fire suppression systems undergo rigorous testing to ensure reliability under harsh conditions, including extreme heat and dust prevalent in the Middle East.

The systems are certified to UAE.S 5041 which means they have had to go through the tough mechanical tests to prove they can operate when they are called upon.

However, in addition to this the same technology has also gone through stringent standards such as P-Mark SPCR 183, SPCR 199 and AS 5062 which involve comprehensive fire, vibration, corrosion and temperature cycling tests.

This ensures the systems’ durability and effectiveness in challenging environments.

Can you talk about how your solutions are used outside of buses?

Beyond buses, Reacton’s fire suppression systems are employed in various heavy equipment applications, including construction, mining and waste management vehicles.

These systems are designed to protect machinery operating in high-risk environments, such as heavy-duty excavators, landfill waste compactors and mining equipment.

The systems can utilise Dry Powder, Wet Chemical or dual-agent configurations, combining dry powder and wet chemical agents for effective fire suppression and prevention of re-ignition.

How do you work with partners or local distributors in the region to deliver and maintain these systems?

Reacton collaborates with regional partners and local distributors to deliver and maintain its fire suppression systems.

For instance, in the UAE, Reacton partnered with Tabra Trading to retrofit over 2,300 school buses with fire suppression systems.

This collaboration ensures that systems are installed and maintained by trained professionals familiar with local regulations and conditions.

We have worked very closely with Tabra to ensure our UAE.S 5041 product offering is fully compliant to the MOIAT requirements that go much deeper than just passing the fire tests and mechanical testing, there are audits on the installation locations, Factory Production Control and much more.

What kind of support do operators and maintenance teams need to keep these systems working properly?

Proper training and support are crucial for the effective operation and maintenance of fire suppression systems.

Reacton provides comprehensive training courses covering system design, equipment selection, agent application, installation and maintenance.

These courses are designed to educate engineers and key personnel in the fire suppression industry, ensuring systems are correctly maintained and function as intended.

These are controlled with training certificates and are always in close communication with our partners to ensure they have all the necessary tools and knowledge to provide accurate and compliant installations.

Are there any new products or developments Reacton is working on?

Reacton continually invests in research and development to enhance its product offerings.

While specific upcoming products may not be publicly disclosed, the company’s recent certifications, such as the UL 2166 for Indirect (ILP) Technology and the world’s first UL 2166 Direct (DLP) technology have already gained Dubai Civil Defence approval.

In addition to this the SASO 2946:2020 Certificate for fire suppression systems indicate ongoing efforts to develop solutions tailored to regional requirements.

Do you see fire suppression becoming a more standard requirement across different sectors in the Middle East?

The Middle East is experiencing a shift towards stricter fire safety regulations across various sectors.

This is all testament to this new mandatory requirement for bus & coach fire suppression, we will quickly see other GCC member states following on.

As awareness of fire risks grows and regulations become more stringent, the adoption of fire suppression systems is expected to become standard practice across multiple industries in the region.

Equipping tomorrow’s responders: Rethinking firefighter training for Saudi’s Smart Cities

Preparing for a new kind of city

We often speak about Saudi Arabia’s giga projects as symbols of the future. As these visionary developments move from blueprint to reality, they raise a vital question: are we preparing our emergency responders for the cities they’ll soon be protecting?

What kind of training is required for a vertical city without conventional roads? How do we prepare firefighters to respond across remote islands, subterranean transport systems, and AI-managed buildings? What does readiness look like in an environment where risks can emerge from both physical hazards and digital systems?

These are not speculative questions. Saudi’s giga cities, such as NEOM and Qiddiya, are already taking shape and with their construction comes a unique set of challenges that are unlike any other. For fire and rescue teams, this means operating in a high-tech, hyperconnected ecosystem where traditional approaches simply will not be enough.

When old tools no longer apply

Saudi Arabia’s emergency services are growing in sophistication. Cities of the future bring with them fundamentally different types of operations. that demands new tools, new thinking and above all, new training. For example, fires may be triggered by integrated systems rather than accidents. Evacuations may need to happen vertically. Access routes may rely on drones or marine craft, rather than conventional roadways. These aren’t edge cases, they are the new normal.

The role of the firefighter in Saudi will therefore also shift. They’ll need to navigate live building data, deploy decision-making tools powered by AI, and operate within environments designed to be intelligent and reactive. Digital twins will support planning and real-time simulation. IoT-enabled systems will provide instant alerts for gas leaks or structural faults. Firefighters will be part of an intelligent network, not just first responders.

Simulating danger without real risk

However, these tools are only as effective as the people trained to use them. At present, immersive technologies such as VR and AR are not yet widespread in emergency services training across the Kingdom, but immersive training offers the chance to bridge the gap and allows teams to train for scenarios that are too dangerous or complex to replicate in the real world. Custom-built digital environments can simulate everything from high-rise evacuations in The Line to island-based emergencies requiring marine or aerial deployment.

Already, VR-based training is proven to improve retention by up to 70 percent compared to traditional classroom methods. Digital twin-based modelling can reduce response times by 30 to 40 percent. These tools don’t just deliver better training; they create safer, more prepared responders from day one.

Bridging gaps with immersive learning

While Saudi Arabia continues to invest in civil defence infrastructure, some gaps remain in digital infrastructure training, high-rise and confined-space operations, and data-driven risk management. There’s a clear opportunity to both expand the use of immersive technologies and introduce more specialist tracks, from managing cyber-physical incidents to handling hazardous materials that are linked to advanced industrial developments like the Green Hydrogen Plant.

We still need to go further. Entirely new frameworks, tailored to Saudis transforming topography and technology, should be developed. That includes simulation environments for underground mobility systems, vertical megastructures, and autonomous transport systems, all of which require new response techniques.

Learning globally, applying locally

Global experience can support this journey. Models from defence, aviation, and critical infrastructure management offer valuable insights. Lessons from the UK, Australia, and the UAE can help shape simulation frameworks, AI-assisted incident planning, and long-term training centre design.

However, the goal must not be to replicate others, it must be to build a Saudi-led model. International partnerships should focus on capability transfer, mentorship, and co-development, always with localisation in mind. As outlined in Vision 2030, the development of national expertise is not just a policy priority, it is essential to sustainable progress.

This is about more than operational readiness. It’s about national resilience, building a workforce trained to world-class standards, embedded in the infrastructure of tomorrow’s cities.

A new benchmark for readiness

Ultimately, safety in Saudi and its new cities will not be defined by the number of emergency responders deployed, but by how well they are trained, equipped, and integrated into the city’s wider intelligence network. A smart city isn’t truly smart if it can’t manage risk. For Saudi to be a global leader in innovation, it must also set a global benchmark for preparedness.

Investing in future-fit fire and rescue training isn’t a nice-to-have. It’s foundational – and it sends a clear message: that Saudi Arabia is not only building the most ambitious cities and therefore country in the world, it’s also investing in the people who will keep it safe.

Everyone means everyone during evacuation, with Secure Communities Forum

Whether career or volunteer, local or national, fire services are a cornerstone of safety and resilience in communities worldwide. While these services are designed to protect everyone, ensuring they are accessible and inclusive for disabled populations remains an area ripe for growth.  

With over 1 billion people globally identifying as disabled, this is the world’s largest minority group and their unique needs must be integrated into fire service strategies on a theoretical level and implemented on the frontlines on a practical level.  

Acknowledging this importance of this topic, The Secure Communities Forum, established by the Ministry of Interior of the United Arab Emirates, runs a Global Working Group on Public Safety and People of Determination, the term used for people with disabilities in the UAE. Building on the efforts of this working group efforts, the goal of this article is to foster such conversations within the departments and agencies of all who will read it. 

The gap in reporting and planning 

Emergencies are inherently complex for civilians and responders alike, disabled populations often face additional challenges during these events that are often under-reported in the press and in after action reports by professional agencies.

Whether routine fire incidents or large-scale disasters. Mobility impairments, sensory limitations, cognitive disabilities, and medical dependencies can all influence how individuals react to emergencies and their ability to evacuate safely.

Addressing these challenges requires an understanding that traditional evacuation procedures may not work for everyone. For example, individuals using wheelchairs or other mobility aids may find standard evacuation routes, such as stairs or narrow passageways, inaccessible and even if they are to be evacuated via such routes it could be at the price of their wheelchair or mobility assistive device leaving them dependent on emergency services for a prolonged period after initial evacuation.  

Those who are deaf or hard of hearing may not detect auditory alarms, while individuals who are blind or have low vision may struggle to follow visual cues like exit signs. Individuals with autism or intellectual disabilities may find it difficult to understand or react appropriately to emergency instructions which should be distilled into the simplest possible cues and guidelines.

Prolonged evacuations without access to necessary medical equipment or support can pose significant risks for those with medical dependencies. 

Adapting shelter plans for all needs 

During emergencies, disabled individuals may require alternative sheltering strategies. For example, someone with limited mobility may need to shelter in a designated refuge area rather than evacuate through conventional routes.

Similarly, in large-scale disasters such as wildfires or floods, evacuation centres should try their best to offer accessible sleeping arrangements, medical equipment, and sensory-friendly spaces for individuals with specific needs.

These considerations highlight the importance of including disabled populations in fire service planning and response protocols. By doing so, fire services can ensure that all community members are protected during emergencies. 

To meet the needs of disabled populations effectively, fire services must invest in comprehensive training and preparedness programs ahead of time. These efforts should focus on understanding the diverse range of disabilities and how these conditions can affect an individual’s ability to respond during emergencies. Practical exercises, such as navigating spaces in wheelchairs or using basic sign language to communicate, can build both empathy and competence. Standard emergency protocols should be updated to ensure inclusivity.  

This includes identifying and mapping accessible evacuation routes in buildings, implementing visual alarms and other assistive technologies, and establishing procedures for assisting individuals with mobility impairments during evacuations.

Rather than develop these alone, collaborating with disabled individuals and advocacy groups can provide valuable insights into the specific needs of the community. This partnership can inform the creation of registries for individuals requiring additional assistance during emergencies, regular fire drills that include disabled participants, and public awareness campaigns tailored to disabled audiences.

Additionally, inclusive practices demonstrate a commitment to equity and human rights, strengthening trust between fire services and the communities they serve. 

Inclusion is fundamental, not optional  

Addressing the needs of disabled populations is not an ancillary task but a fundamental aspect of effective fire service management. By integrating inclusivity of disabilities into training, planning, and response, fire services can further build trust with their communities while simultaneously addressing central issues to emergency response.

With proactive investments and a collaborative approach, fire services can ensure that no one is left behind during emergencies, building a foundation of safety and dignity for every member of the community.
