ASFP introduces new training recognition service to uphold standards in passive fire protection

New initiative by ASFP to validate passive fire protection training quality

The Association for Specialist Fire Protection (ASFP) has initiated a new training recognition service aimed at providing independent third-party evaluations of training courses specifically designed for passive fire protection (PFP).

The ASFP Recognition confirms that all recognised providers adhere to the highest standards in training delivery and passive fire technical input.

This service links training programmes to an industry-developed competence framework, ensuring they offer current and relevant skills and knowledge.

The service enables the Association to collaborate with various training providers to review their processes and operational methods.

This review process helps in identifying a commitment to high-quality learning by examining how training programmes are developed, delivered, and updated, ensuring the technical accuracy of the content, and assessing the selection and development of trainers.

Criteria for recognition and benefits for providers

For training providers to gain recognition from the ASFP, they must demonstrate a robust approach to both training quality and technical capability.

An independent panel reviews each application, and providers meeting the quality benchmarks are then permitted to use the ASFP Recognised Provider logo.

This endorsement aids in distinguishing high-quality providers, making it easier for learners to choose appropriate training.

The recognition is available to dedicated training companies, organisations with significant internal training provisions for their staff, and manufacturers that offer training or CPD to clients or the public, irrespective of whether it is chargeable.

Providers that meet these standards can ensure learners receive high-quality, technically accurate training that supports registration on the ASFP Competence Register.

First recognised training provider and leadership comments

Siderise Insulation has the distinction of being the first company recognised as an ASFP Recognised Training Provider.

They offer comprehensive training covering various aspects of PFP, including design, supervision, installation, and distribution linked to both their products and general PFP specifications.

Mike Ward, Managing Director of ASFP, remarked: “Training is an important part of positively driving up standards in the passive fire protection sector and forms a key step of our broader Competency Pathway, which leads to the ASFP Pass Mark.”

Working in an ever-changing industry means staying up to date with regulations, best practice, and new scopes of application.

The beauty of the construction industry is that you have the collective power to positively impact future homes, workspaces, and leisure hubs for millions of people across the country.

Yet, its fast-paced nature makes it easy to get left behind.

One way to combat this is to consciously adapt to the changing world and be willing to learn and understand the what – what is your role in firestopping? – and the why – why do you need to fulfil it? Why have you made that decision?

While some decisions regarding firestopping may appear trivial and routine, they are, in fact, crucial determinations that can be a matter of life and death.

It is illustrative to see how often, but not always, disaster leads to legislation changes.

For instance, the Lakanal House fire brought about the Construction Strategy ‘2025’ in July 2013; the Wharfside fire in 2015 saw the introduction of the Construction Strategy ‘2016-2020’ in March 2016; and the Grenfell Tower fire saw Hackitt’s Independent review in 2017, which led to the Building Safety Act in 2022.

Since the Grenfell Tower fire and the introduction of the Building Safety Act, the importance of passive fire protection has started to be recognised.

Though no fire should be overlooked, the tragedy of the Grenfell Tower exposed the decades of deregulation and lack of regard for fire safety across all sectors.

This exemplified the incompetence and misconduct within this country’s government and construction industry.

In the past couple of years, the industry has started to embrace cultural change, and many positive changes are taking place.

There is more teamwork and collaboration across trades, increased educational resources, and early engagement across projects.

But there is still a long way to go.

Our campaign hopes to create an open conversation about embracing responsibility, while nurturing best practice.

Whose job is it to know?

Passive fire protection is a critical component of fire safety, ensuring the protection of people and property.

Take, for example, service penetration sealing, where the effectiveness of the firestop relies on factors such as its design, installation, the substrate it’s installed into, and the actual services installed.

Dryliners, mechanical contractors, electricians, and other specialist trades, along with the wall manufacturers, directly influence the efficiency of the whole system.

Consequently, all stakeholders involved in the design and installation of service penetration seals are responsible for communicating this information early enough to ensure the building aligns with the tested details available.

What do you need to know?

Understanding your role in firestopping is paramount to ensuring that buildings meet the regulatory requirements.

A key aspect of this is understanding compartmentation – the practice of dividing the premise into areas of manageable risk using fire-resistant barriers.

Effective compartmentation is not solely about the products used but how they are tested in different applications and installed.

A building must be designed and built around tested details, requiring collaboration and early engagement among all stakeholders.

The complexity of service penetration sealing requires understanding your involvement at different RIBA stages and how taking responsibility can facilitate the project’s next stage.

At the design stage, this looks like proactively considering the project’s wants and needs, including the fire strategy requirements, such as essential fire ratings and the location of fire-rated walls and floors.

Central to this understanding is competency, built from skills, knowledge, experience, and behaviours.

However, recognising your limitations is equally important.

This encourages you to seek answers beyond your limitations, reaching out to those competent on the subject matter.

But when – and how?

Legislation changes drive standards, laws, and sometimes even mindsets.

But the industry mustn’t wait for government: the time to act is now.

It is never too late to change the way you work and ensure fire safety is at the forefront of your projects.

Though you may feel apprehensive about work completed on previous projects, acknowledging the need for change is the first step towards improvement.

Taking proactive steps towards doing the right thing is crucial, as waiting for government will be too late.

Regardless of how competent you think you are or the duration of your study, it is important to refresh your skills and stay up to date with current practices.

Engaging in continuous training and seeking opportunities to expand your knowledge is highly recommended.

This may involve attending CPDs or product-specific training, participating in early engagement meetings, or examining sample boards as a benchmark for compliant installations.

The motivation to improve must come from within yourself.

WHY is it your job to know?

The ultimate reason firestopping needs to be compliant is to save lives.

Should service penetration seals need to fulfil their purpose in case of a fire outbreak, there should be a high level of confidence they will work as they are supposed to.

From a tender perspective, once all parties agree upon and understand the design, the risk is mitigated, providing peace of mind.

Considering service penetration sealing at the early stages will also facilitate work at the installation stage.

It allows more time for parties to utilise the support offered by the manufacturer and prepare installation work by training on-site labour and arranging procurement of the correct firestopping products per the design.

Compliant installations rely on all parties sharing their areas of expertise.

To ensure buildings are safe and comply with relevant regulations, firestopping needs to be designed according to the manufacturer’s tested details.

Suppose firestopping is not considered when decisions are made about the location of compartmentation walls and central routes of M&E services.

In that case, there is no guarantee that the manufacturer will have a tested solution.

If these discrepancies come to light too late in the project, stakeholders can face extra costs and delays due to needing to redesign service penetrations.

The grass is greener with Bull Products

Carl Leeson, Head of Sales at Bull Products, explains how they are taking a lead on sustainable practices in the fire safety sector

According to the World Green Building Council (WorldGBC), buildings are currently responsible for 39% of global energy related carbon emissions.

This breaks down into 28% from operational emissions, such as energy needed to heat, cool and power them, and the remaining 11% from materials and construction.

The WorldGBC continues to explain that the global building stock is expected to double in size and carbon emissions released before the built asset is used, what is referred to as ‘upfront carbon’, will be responsible for half of the entire carbon footprint of new construction between now and 2050.

In its report, “Bringing Embodied Carbon Upfront: Coordinated action for the building and construction sector to tackle embodied carbon”, the WorldGBC has set out a clear vision.

It aims for all new buildings, infrastructure and renovations to have at least 40% less embodied carbon with significant upfront carbon reduction, and for all new buildings to have net zero operational carbon by 2030.

By 2050, new buildings, infrastructure and renovations will have net zero embodied carbon, and all buildings, including existing buildings must be net zero operational carbon.

Recover, revive and reuse

Through Green Bull, we are fully equipped to Recover, Revive and Reuse our products when it is safe and practical to do so.

Homes England launches online ‘Building Remediation Hub’ to streamline cladding replacement funding applications

Introduction of the Building Remediation Hub

On 8 April 2024, Homes England introduced the ‘Building Remediation Hub’, an online platform designed to facilitate the application process for government funding aimed at the replacement of unsafe cladding on medium- and high-rise buildings taller than 11 metres.

This initiative is set to simplify the submission process for those responsible for building safety, ensuring the collection of consistent data across buildings of varying heights.

The existing Building Safety Fund application form on Citizen Space will be discontinued, with any unsubmitted applications and information being lost as the new Hub takes over.

Application and eligibility details

The Building Remediation Hub not only streamlines the application process but also mandates that from 8 April, all new applications must include a Fire Risk Appraisal of External Walls (FRAEW), conducted by a member of Homes England’s panel.

Although the use of a panel member for FRAEW is advised by Homes England, it is not compulsory.

Eligibility for the government funding extends to those who have taken reasonable steps to recover cladding replacement costs through insurance, warranties, or legal action.

Eligible buildings must exceed 11 metres in height and house at least one qualifying residential leaseholder, excluding social sector landlords who are applying due to financial viability concerns.

Who can apply?

Applications can be made by responsible entities, authorised representatives of such entities, or registered social housing providers, provided they meet the funding eligibility criteria.

The emphasis is on addressing the life safety fire risks associated with cladding, ensuring that buildings over 11 metres tall with unsafe cladding can access necessary funds for remediation work.

By streamlining the application process for funding, the initiative aims to simplify compliance and ensure a more efficient collection and analysis of data relevant to building safety.

This approach demonstrates a commitment to enhancing the safety and integrity of residential buildings, which is essential for the well-being of residents and the overall resilience of the urban landscape.

The clear criteria for application and the focus on collaboration with Homes England’s panel for FRAEW assessments highlight the importance of thorough and standardised safety evaluations.

The cladding conundrum: Discussing the Valencia high-rise fire

What has previously been viewed by many as a failure of British building stock since Grenfell 2017, is now being recognised as a global epidemic.

It is no longer a case of it, but when. The UK took rapid steps following Grenfell to survey, test and set up funding for the removal of Aluminium Composite Material.

Unfortunately, these lessons on our building failure have yet to be learnt or introduced across the world stage as on the 22nd of February 2024 at approximately 5:37pm a Highrise block in Valencia, Campanar was viewed to have a fire on 9th storey balcony.

The building was a combination of 10-storey and 14-storey’s containing commercial premises up to the 2nd storey and 138 residential apartments, linked by a panoramic lift.

The building also consisted of recessed balconies and terrace balconies on the roof level.

Cladding concerns

There was an assumed occupancy of more than 400 people of varying ages and physical abilities.

The building cladding was completed in 2008/09 with an Alucoil Aluminium Composite Material (ACM), with a Polyethylene (PE)core.

This cladding material was similar to that of Grenfell tower, including its design.

It was used as non-insulating architectural surface with a separate insulation layer that formed the cavity wall.

This insulation type was different from that of Grenfell, in the Valencia fire it was speculated by external sources as a stone wool but this has not been confirmed.

The PE core within the ACM is a Thermoplastic material that is evidenced to release 45MJ/kg of energy, this is equivalent to petrol at a range of 44Mj/kg – 46MJ/kg.

So theoretically we have a building covered in a solid state petrol and if it had been at night like Grenfell the loss of life would be unimaginable.

What happened next has regrettably led to 10 confirmed deaths, more missing and that number is likely to increase as search and recovery operations continue.

When the fire started on the nineth-floor video evidence from bystanders shows the rapid-fire development across the envelope of the building.

The fire spread from videos and pictures show that within 2 minutes 5.39pm it has spread to the balcony below and by 6.11pm it had engulfed the left hand side of the building and the top central parts.

Given the year of construction and the building regulations used in Spain at the time of construction allowed for the use of a M1 class cladding, this is similar to the standard in France.

M1 class or equivalent to UK national class 0 can be achieved with varying product types, petrol-based products, retardants, timber and more.

This is because using tests like BS476 allows for an unlimited Gross Calorific value in MJ/Kg in parts 6 and 7.

If we consider the BS476:7 test briefly, when testing a product, the test sample is seated in a water-cooled frame.

This allows for the edges of the PE core to not exceed more than 35°c.

As such we are limiting the edges of the test sample to a maximum temperature.

The test sample is also clamped in position with a 20±5mm overlap to protect the exposed edges where there is no or very limited ability in which this combustible core could ignite.

Therefore, there is a reliance on the outer surface leaf material (aluminium) being limited in combustibility to withstand fire to achieve a class 0 for a petrol-based products in essence.

Under similar test conditions in UNE:23727:1990 this has allowed materials of Euroclass B, C, D and E materials into a market as class M1.

If the system has been tested to LEPIR 2/BS8414 test would this have given a different outcome? You would expect so, but these certificates are waved around to façade engineers like the contractors have been given Willy Wonka golden ticket.

These tests are not realistic to actual building designs or the local environmental conditions.

The majority of test rigs are usually inside so not exposed to wind conditions which has been seen as one of the contributing factors in the Valencia fire.

If we are to test facades with wind, are we testing to the 50-year wind load for that area and region like we do for glazing? If we do, then we will be required for specific tests for each building or mean that producers do a range of tests.

These tests do not contain balconies within the test rig and testing with these presents challenges too.

Slab thickness, projections, spans, balustrade infills and are not tested with human factors like children’s toys, artificial grass, table, and chairs parasols like evidenced in the Valencia fire.

These tests can also be manipulated depending on the time of year undertaken as lower ambient temperatures in winter mean the air is denser and the materials are able to perform longer.

There is no dedicated set cavity barrier height and the difference in these heights can have increase in temperature of over 100°c.

Would sprinklers have aided in preventing the fire spread across the building? As of yet it is unclear where or how the fire on the balcony originated.

If it did originate from the balcony, sprinklers would have very little effect in delaying or preventing the spread.

Any sprinkler for internal application is designed for one head activation.

Multiple actuations would have compromised the hydraulic water pressure and would have been ineffective in preventing fire spread.

So, during the Valencia investigations which will take place will we assign guilt or blame and what lessons can be learned?

What we can learn from the Valencia fire

It was previously inspected by The College of Industrial Technical Engineers Vice President Esther Puchades who commented: “The reason the [building] burned so fast is because of this type of cladding.” If it was known and identified that this cladding could burn so fast, why was it not removed?

 Are the manufacturers Alucoil to blame? Or had they followed the test standard and the designers, and engineers had not understood how these tests had been undertaken? Or was it a case of value engineering being overvalued?

Lessons which can be learned from this fire will come out fully as part of the investigation.

However, although space separation may have been applied to the minimum required distance, there is still the inherent risk that radiation has the ability to ignite neighbouring buildings, putting further stress and resources on firefighting operations.
