Building safety from the start: Quelfire talks early firestopping design

Craig Wells, Sales Director at Quelfire, argues that embedding fire safety from the earliest design stage ensures compliance, collaboration and successful Gateway approvals

When it comes to building safety, success is rarely achieved halfway through a project.

Increasingly, industry experience is showing that the quality of decisions made at Gateway 2, as well as the confidence of approvals at Gateway 3, depend on what happens much earlier in the design process.

Fire safety, which is often seen as a late-stage package or technical detail resolved on site, is a case in point.

History tells us that fire stopping and related systems have been squeezed into programmes after major design decisions have already been made, often treated as an afterthought.

Yet despite being treated as a peripheral issue, it sits right at the heart of building safety, with its performance depending on choices made long before construction begins.

For Craig Wells, Sales Director at Quelfire, this is why early engagement is a critical element.

Rather than viewing fire stopping as a trade to be coordinated at the end of the programme, the company argues that it should be embedded into the design process from the outset, with tested systems, clear responsibilities and collaboration across disciplines.

In this interview, Wells outlines why Gateway 2 should not be viewed as a hurdle to clear, but as an opportunity to refine scope, reduce risk and align delivery expectations long before approvals are sought.

Quelfire advocates for early engagement in firestopping. What does that mean and why is it crucial before a project reaches Gateway 2?

The bottom line is that what we’re talking about is building safety, and the only way to guarantee a successful outcome is to install products and systems in accordance with the tested scope of application.

The tendency with main contractors and design teams is to view fire stopping as one of the smaller value packages that may be procured and installed late on.

The tendency in the world of service penetration is to create an aperture in a wall and then hope that the M&E (mechanical and electrical) contractors can fit all their services into the opening.

Obviously, hope is not enough.

What we mean by early engagement is a basic principle of design, then build.

It’s not complicated, but we talk about design and build and end up going down a route of build first and then trying to come up with a compliant design.

What we’re advocating for is flipping that on its head, reaching out at an early stage to manufacturers like us, wall manufacturers, damper manufacturers and all these other elements to say, okay, what products and systems can you offer? What is the tested scope of application? And how do we incorporate your tested solutions into our building?

The whole gateway process is driving people down that route, and rightly so.

But we should be applying that logic to any building, whether it’s high risk or whether it’s not high risk.

It means engaging with reputable manufacturers and suppliers of systems and then incorporating their tested solutions into a workable design before commencing installation.

How does involving fire safety expertise early in the design phase improve the quality and success of a Gateway 2 submission?

Everyone knows that the gateway process is quite tedious, painful and there’s a lot of unknowns and uncertainty.

If you don’t do a detailed design and you risk putting in a submission too soon, it’s incomplete or it’s not as comprehensive as it could be, then there is a high risk it’s going to get rejected.

Bearing in mind that fire safety and structural safety are the two big things on the agenda, and there’s no hiding the fact that they are the key things that will be scrutinised in depth by the multidisciplinary team.

The more quality and success you put in, the more chance of a successful outcome and it’ll set you up in a better place for Gateway 3, which is the end game.

It is an upfront cost and resource but it should be money and time well spent.

Gateway 2 requires a demonstration of compliance. What steps can project teams take early on, even before the Gateway application?

Upskilling and training for everyone, regardless of their role, is something that can begin now, whether they are involved in a Gateway 2 submission or not.

I don’t think they should be under the illusion that they can’t stop training.

The key to success will be greater collaboration between different parties.

The repositioning of a cable or inadequate support of a cable tray can directly impact the fire stopping.

Whilst they might not do the fire stopping and might not be responsible for it overall, they still directly impact the overall performance.

Knowledge is power and all trades should be scrutinising how and where they might be impacting the fire safety of a building and gearing themselves up for where they can be a better support in that collaboration, which then comes as part of the design process.

Something we are strong advocates for is Continuous Professional Development (CPD), and we are seeing a huge cultural shift towards people wanting to learn and do CPD.

How does the way a project is prepared and managed at Gateway 2 influence the ease with which you can evidence compliance at completion at Gateway 3?

If you put together a comprehensive, robust and compliant Gateway 2 design, Gateway 3 should be plain sailing.

We have seen it where contractors have said, we’re just going to put typical details in.

We’re just going to come up with a typical scenario.

We’re going to identify all relevant standard details and submit them to the BSR.

And then the BSR have come back and said, well, typical detail.

What happens if you’ve got all these scenarios that aren’t typical? How are you going to deal with them? And it’s ultimately being rejected.

You might say even worse than that is where they just say, Quelfire are the best, we’re going to partner with them.

When we get to it, we’ll come up with some solutions between us. Okay, fine.

I like to think that we have solutions for most typical scenarios, but from a BSR perspective, what happens if they don’t?

They could end up building a project with a wall system that is non-compliant with the fire stopping, dampers or service penetrations.

Given the scrutiny on documentation and the golden thread of information, what role does early coordination of firestopping details play in robust and complete records?

It’s about knowing your building, and the best way of understanding it is to understand that there are lots of different stakeholders who have all got different interests in the building.

The point is to make all that information readily accessible in a digital form so that relevant stakeholders can access it.

From a warranty provider’s perspective, they need clear details about what was installed.

There are multiple stakeholders, each with different requirements, and the key is having that information readily accessible.

If the design is created in a digital format based on test evidence, with all documentation linked and properly referenced, and the installation follows that design, compliance can be demonstrated through photographic records and supporting evidence.

By the time you reach Gateway 3, you already have a complete digital package prepared.

It just needs to be shaped into whatever format is required for the relevant stakeholders.

The important point is that this package is digital, detailed and comprehensive, so all stakeholders can access the information they need for their specific purposes.

We’ve seen many early Gateway 2 applications get rejected due to incomplete information. How can teams get it right first time?

The key point is to be specific.

Don’t think that you can get away with doing general specifications and general clauses.

It’s all about collaboration, and if you have got design teams who are not willing to learn and to share and collaborate, then it will be a real uphill battle.

The most successful outcomes come from genuine collaboration, and that usually requires very clear leadership.

Many people approach this with a fear of the unknown.

Some acknowledge that, in principle, collaboration and more detailed design are the right things to do.

The real difference comes when someone takes a firm stand and says: no ifs, no buts, this is the level of information we are producing.

You, the architect, are responsible for this.

You, the engineer, are responsible for that.

When that doesn’t happen, the message becomes: if you don’t meet this standard, your future involvement is questionable.

Naturally, we get pushback, as everyone does.

But that is precisely why the Building Safety Act was needed, to push us into doing things we should arguably have been doing all along.

Then there is the issue of competency, a term we probably overuse.

It’s discussed so often that it risks losing its impact.

The SCEP model, skills, knowledge and experience, is obviously important, but the behaviours element is the most critical.

It reflects whether people and organisations genuinely want to do the right thing.

From what we see, the most successful projects and applications come from a strong behavioural commitment to doing the right thing.

England audit data shows persistent fire safety compliance gaps

Fire safety audit findings across England

Almost half of audited purpose-built blocks of flats were rated unsatisfactory in fire safety checks across England, with 45% requiring remedial action to meet regulations.

The figures were analysed by Drax Technology using data released by Fire and Rescue Services for the period 1 April 2024 to 31 March 2025.

A total of 4,257 buildings over four storeys were audited, with 1,923 failing to meet required standards.

There are around 120,000 buildings of this size across England.

Audits assess records, fire safety equipment and management practices to identify compliance issues.

Each audit is graded as satisfactory or unsatisfactory.

The Responsible Person is required to maintain the validity of the audit, particularly following changes such as structural alterations.

Enforcement action and audit ratings

The proportion of unsatisfactory results fell slightly from 49% in the previous year.

Fire and Rescue Services issued 445 enforcement notices requiring building managers to address identified deficiencies within a set timeframe.

Twenty buildings were served with Prohibition Notices, where serious and imminent risks to life meant all or part of the premises could not be used.

Six cases led to prosecution after failures to complete required remedial actions.

Less serious breaches were addressed through informal notifications.

The data also showed that 34% of high-rise buildings of 10 storeys or more received an unsatisfactory audit.

Drax Technology comments on compliance records

David Simpson, Group Product Director at Drax Technology, said: “Blocked escape routes, failing emergency lighting, and faulty alarms are too often pushed down maintenance lists until a fire exposes the devastating consequences.

“Under the Building Safety Act, compliance can no longer be assumed, it must be proven.

“Building managers across BTR, the PRS and social housing, now need clear evidence of what was inspected, when, and by whom.

“Gaps in record-keeping represent a serious operational, financial, and regulatory risk.”

Simpson said the analysis highlighted both non-compliance and limited visibility over whether fire safety standards were consistently being met.

“There is no room for uncertainty when it comes to resident safety,” Simpson said.

“Digital platforms can give property teams constant oversight of fire safety systems, allowing issues to be identified and resolved before inspections, or worse, before an emergency.”

He added that 34% of high-rise buildings of 10 storeys or more receiving an unsatisfactory audit reflected the added complexity of these buildings.

“High-rise buildings pose greater risks because fire fighter access is more complex, so robust and consistent fire safety measures are critical,” he said.

“The industry must step up and do better.”

The data set used for the analysis was FIRE1202.

BTS concert prompts Seoul lodging inspections after capsule hotel fire

BTS concert drives Seoul lodging inspections

A fire at a capsule hotel in central Seoul that injured 10 foreign tourists has led authorities to launch emergency safety inspections at 5,481 lodging facilities ahead of a major BTS concert on Saturday.

Korea JoonAng Daily reported that the Ministry of the Interior and Safety and the National Fire Agency said Monday they will carry out inspections for four days from Monday to Thursday.

Authorities will focus on lodging facilities in the Jongno and Jung districts, where large numbers of visitors are expected for BTS’s open-air performance at Gwanghwamun Square.

Officials will also conduct sample inspections at accommodations considered to have higher fire risks, including capsule hotels.

Interior and Safety Minister Yun Ho-jung said: “We expect a sharp increase in domestic and foreign visitors coming to Seoul ahead of a large K-pop concert.

“We will swiftly carry out emergency safety inspections to create an environment where people can stay with peace of mind.”

Fire injures 10 foreign nationals

The inspections follow a fire that broke out last Saturday at a capsule hotel in Sogong-dong in Jung District, according to Korea JoonAng Daily.

The fire injured 10 foreign nationals, with three seriously hurt.

A Japanese woman in her 50s remained unconscious as of Sunday.

Authorities said she is the family member of another Japanese woman in her 20s who was taken to hospital while conscious.

Seven others sustained minor injuries and were moved to temporary accommodations after receiving treatment.

Sprinkler rules and capsule hotel layout

Korea JoonAng Daily reported that a joint investigation by police and fire authorities found the building did not have sprinkler systems installed.

Korea has required sprinkler systems on every floor of any building with six or more stories since 2018.

The capsule hotel was built before the regulation took effect and its total floor area did not meet the 600-square meter (6,500-square foot ) threshold for the requirement.

The building also did not fall under the Special Act on the Safety Control of Publicly Used Establishments, which requires simple sprinkler systems in lodging-type multiuse facilities such as gosiwon that were built before 2009 and permitted as general lodging facilities.

The hotel is located near Myeongdong and charges between 30,000 and 50,000 won ($20 to $33) per night, with about 82 percent of reviews on online travel platforms written in foreign languages.

Capsule hotels place small sleeping compartments about the size of a single bed in a honeycomb-like structure across two levels instead of traditional rooms.

One reviewer noted that the narrow rooms left little space for luggage and corridors often became crowded.

Officials identified five more capsule hotels within a 2-kilometer (1.2-mile) radius of the fire site.

Halma trading update reports continued growth across life safety technology businesses

Halma trading update points to full-year growth

Halma has reported continued progress ahead of the end of its financial year, with the group expecting mid-teens organic constant currency revenue growth for the year ending 31 March 2026.

In a trading update released on 12 March, the global group of life-saving technology companies confirmed that second-half trading to date remains consistent with the upgraded guidance set out in its half year results published in November 2025.

The group expects to deliver a 23rd consecutive year of record adjusted profit.

Growth has been broad-based across Halma’s portfolio of technology companies, which operate across sectors including safety, environmental monitoring and healthcare.

Order intake remains ahead of revenue in the year to date and also ahead of the comparable period last year.

Premium growth in photonics within the Environmental & Analysis Sector continues to support revenue performance.

Halma expects full-year cash conversion to remain in line with its KPI of 90%.

The appreciation of Sterling is expected to create a negative currency translation effect on the group’s results.

Halma continues acquisition investment across group sectors

Halma has completed five acquisitions during the financial year to date, including three since the half year ended on 30 September 2025.

These acquisitions span the group’s three operating sectors.

Total investment in acquisitions has reached a record £451m on a maximum total consideration basis.

The company reports that its acquisition pipeline remains active across all three sectors.

Halma will publish its full year results for the year ending 31 March 2026 on 11 June 2026.

Heritage fire safety upgrades continue across priority sites in Japan

Fire safety programme continues at heritage sites

Japan is continuing fire protection upgrades at priority heritage sites after the 2019 blaze that destroyed major structures at Shuri Castle in Okinawa.

The South China Morning Post reported that work has not yet begun at around 30 per cent of the 107 cultural properties placed under a national programme launched in 2020 by the Agency for Cultural Affairs.

So far, 64 designated sites have installed new fire protection measures.

A further seven locations are undergoing upgrades.

The programme was introduced after the October 2019 fire at the UNESCO World Heritage site in Naha, which burned for nearly 12 hours and destroyed six buildings covering about 4,200 square metres.

Investigators later found that the fire began at an electrical distribution board.

Authorities ruled out arson.

According to Hiroko Moriyama of the Agency for Cultural Affairs, the programme adds measures beyond those required under Japan’s Fire Service Act.

World Heritage sites and national treasures are being equipped with flame detectors, specialised fire hydrants and upgraded alarm systems alongside conventional extinguishers.

Moriyama said: “This will help safeguard irreplaceable cultural assets that would otherwise be lost forever if they were damaged by fire.”

Funding, delays and the revised timetable

The South China Morning Post also reported that the Japanese government will cover up to 85 per cent of the cost of the new fire protection systems.

Nearly 13 billion yen, equivalent to around US$82.3 million, has already been allocated to support upgrades at temples, shrines, castles, palaces and historic residences.

Matsue Castle in Shimane Prefecture has installed new flame and smoke detectors as well as a replacement sprinkler system.

Zenkoji Temple in Nagano has introduced high-sensitivity smoke detectors and set up a dedicated 24-hour self-defence fire brigade for emergency response.

Officials said progress has slowed because some sites lost income during the Covid-19 pandemic, material costs rose and some stakeholders disagreed over how to install upgrades without affecting historic architecture.

Some projects have also been slowed by access issues at sites in mountainous areas.

Moriyama said: “We understand there are various individual circumstances that are the reason for the delays.”

Authorities have not identified the sites where work has yet to begin because they said publishing that information could create security risks.

With the original five-year programme nearing its end, the government has introduced a new four-year scheme that will continue support for sites still needing improved fire protection.

The revised scheme will also fund measures to improve resistance to earthquakes and flooding.

Under the updated timetable, the Agency for Cultural Affairs expects the remaining fire safety improvements at priority sites to be completed by 2035.

Work to rebuild Shuri Castle is nearing completion, with the structures around the hilltop courtyard expected to reopen to visitors in the autumn.

Fire department declines donation linked to proposed data centre project

Data centre donation declined in Rock

The Rock Volunteer Fire Department in Oklahoma, United States, has declined a $250,000 donation offer made during community discussions over a proposed data centre near Highway 97.

KTUL ABC 8 reported that the offer was made by Google after public meetings about the project, and the department later decided not to accept the funding following discussions with its board of directors.

Fire Chief Charley Pearson confirmed the decision during an ongoing local debate about the proposed development.

Concerns raised by residents have focused on the possible effect of the project on traffic and safety along Highway 97.

Pearson described increased traffic as a factor that could raise the risk of road accidents in the area, reflecting incidents he has responded to during his years as a volunteer firefighter.

Community trust and department role

The department operates with 28 volunteers, two stations and ten trucks, and Pearson described it as relatively large for a volunteer fire service that relies heavily on local support.

According to KTUL ABC 8, Google representative Kate Franko referred to data centres as a “golden ticket for communities across America” during one of the public meetings before later contacting Pearson with the donation offer.

Pearson acknowledged that the funding could have helped a department staffed entirely by volunteers.

Leadership within the department concluded that accepting the donation could create tensions with residents who have voiced opposition to the proposed data centre.

Pearson explained that the department’s equipment, facilities and operations have been supported by the community for many years, which shaped the final decision.

Pearson said: “All of us here are volunteers. We serve the community, whatever happens.”

The department stated it will continue serving the public regardless of the outcome of the proposal.

Fire Aware calls for collaboration across fire safety supply chain

Collaboration, charters and a wider duty of care

Fire Aware has said closer working across the fire safety supply chain can help deliver safer outcomes for people in buildings across multiple sectors.

The organisation said Collaboration on legislation, product supply and innovation can help address current pressures facing the sectors it serves.

Fire Aware’s work centres on the moral responsibility of those involved in the fire safety supply chain, including designers, developers, asset owners, managers and other stakeholders.

This, it said, applies beyond specialist fire safety roles and extends across the wider supply chain.

Sectors identified as vulnerable to fire risk include hospitality and healthcare, where building operators are responsible for protecting customers, elderly people and others who may be unable to protect themselves in a real fire.

Collaboration and cultural change

Fire Aware said it aims to influence behaviour in the built environment sector through a moral code of conduct set out in a series of charters.

The organisation described those charters as a way to shape how member companies uphold their duty of care.

Fire Aware CEO Gavin Skelly said: “Our members tell us that when they work closely together the solutions are easier to find and everyone benefits.

“We are all in this together.

“At Fire Aware, we have a community of companies large and small who often collaborate together to find the solution to a problem.”

Skelly added: “We all believe in fulfilling our duty of care and working closely with partners who are like-minded will help everyone to achieve that.

“This is a vocation for life, not a job.”

He added: “The Fire Aware community – and the wider fire safety industry – are all of the same mind.

“We cannot compromise when it comes to safeguarding the safety of people moving about in our buildings.

“That cuts cross all sectors and applies to a multitude of responsible people who may or may not be directly involved in fire safety but want to uphold their duty of care.

“It’s not just about the specialists.

“It’s about the entire supply chain.”

The statement also noted calls for cultural change through moral and ethical behaviours, alongside the role of the independent Building Safety Regulator in promoting competence and higher standards.
