This integration enables early detection of wildfires in remote areas without terrestrial network coverage, sending critical alerts to authorities via Kinéis’ 25 satellites, enhancing emergency response capabilities and aiding in the preservation of natural areas and protection of infrastructure.

Power line and rail companies face unique wildfire risks due to their assets spanning vast, remote areas.

Deploying comprehensive sensor coverage in these scenarios has been challenging due to limitations in terrestrial network coverage.

Dryad’s integration of Kinéis’s satellite technology addresses this challenge, enabling direct sensor-to-satellite communication for wildfire detection and prevention along critical corridors.

Installations for linear infrastructure such as powerlines or railways, or in difficult terrain like mountainous regions, will benefit from direct-to-satellite connectivity.

Emergency management and community engagement experts from throughout Australia gathered in Tamworth last week to discuss best practices for fostering informed, prepared, and resilient communities in the face of bush fires.

The 22nd Australian Community Engagement and Fire Awareness (ACEFA) conference, hosted by the NSW Rural Fire Service (RFS), included presentations from leaders in emergency services, case studies and research, as well as practical lessons on how to engage communities before, during, and after a disaster.

Commissioner of the NSW RFS, Rob Rogers, emphasised the importance of the event, stating: “The theme for this year’s conference is ‘We’re All in This Together – Partnerships and future challenges’.”

Importance of community preparedness

Commissioner Rogers highlighted the significance of community preparedness: “A community that is both well informed and prepared is critical to saving lives, preventing injury, and minimising property loss, which is why it is so important to engage with people to make sure they have timely and relevant advice and support.”

He added that the conference aimed to help leaders in fire and emergency services, government, and the private sector better understand how to engage with communities.

Scottish Fire and Rescue Service warns of resource drain from deliberate fires

SFRS records high number of deliberate fires

The Scottish Fire and Rescue Service (SFRS) has warned of a potential drain on resources if deliberate fire incidents reach last year’s levels.

Between June and August 2023, SFRS recorded approximately 3,900 deliberate fires.

Of these, more than 3,200 were classified as secondary fires, which include incidents involving derelict buildings, unoccupied buildings, grassland, and refuse.

The statistics noted 87 deliberate fires in derelict buildings and 54 in unoccupied buildings.

Additionally, there were 1,428 deliberate fires affecting grassland and 1,399 deliberate refuse fires.

SFRS launches Safer Summer 2024 campaign

As part of its efforts to combat anti-social behaviour and deliberate fires, SFRS has launched the Safer Summer 2024 campaign.

The campaign is designed to address the risks posed by deliberate fires and to reduce their occurrence during the summer months.

Assistant Chief Officer David Lockhart, SFRS Director of Prevention, Protection and Preparedness, highlighted the strain these fires place on resources: “Firefighters across Scotland were called to over 40 deliberate fires daily last summer which is a needless drain in our resources.”

He added: “Most of these fires were secondary fires, involving derelict buildings, unoccupied buildings, grassland, and refuse.

In terms of derelict buildings in particular, these structures have the potential to cause great risk to members of the public so please do not think of entering them for any reason.”

Collaboration with partners to reduce fire incidents

SFRS is collaborating with partners, including Police Scotland and Fearless, a youth service of Crimestoppers, to identify those responsible for deliberate fires.

Lyndsay McDade, Fearless Scotland Manager at Crimestoppers, urged everyone to contribute to reducing fire risks.

She said: “Deliberate fires are often started with no understanding of how quickly they can get out of hand and cause not only significant damage but serious injury and risk to life.

Fearless works closely with partner agencies, including SFRS, to reduce anti-social behaviour and deliberate fire setting.”

McDade also encouraged anonymous reporting of those responsible for starting fires: “If you know who is responsible for starting unsafe fires in your community you can speak up to our charity 100% anonymously at Fearless.org.

“We can’t track your IP address or any contact details.”

Raising awareness among young people

SFRS is urging parents, carers, and teachers to ensure children and young people are aware of the risks and consequences of deliberate fire setting.

The Service emphasises the importance of community involvement in preventing these incidents and ensuring the safety of the public.

Large wildfire near Athens contained

Scores of Greek firefighters and water-bombing aircraft succeeded late Wednesday in taming a large wildfire on the outskirts of Athens.

The blaze forced authorities to evacuate two nearby settlements.

As reported by AP News, the wildfire broke out in low scrub and olive trees near Vari, approximately 30 kilometres south of central Athens.

The Greek fire service reported that the fire was largely contained, but firefighters would remain on alert to prevent any resurgence.

Local authorities indicated that windy, hot, and dry weather exacerbated the wildfire.

Fire service spokesman Vassilis Vathrakogiannis stated: “Winds at times reached gale force,” complicating efforts to control the fire.

The local mayor, Dimitris Kioussis, told state-run ERT television: “The situation is being brought under control. I hope that in the next two hours everything will be over.”

Investigation into arson

Authorities suspect that the wildfire near Athens was deliberately started.

Vassilis Kikilias, the minister for climate crisis and civil protection, stated: “Investigators are in possession of visual material that clearly shows an arsonist starting the fire in dry undergrowth.” A can of petrol was also found nearby.

The greater Athens area has been declared at high risk of fire on Thursday.

Vathrakogiannis mentioned that Wednesday was “a very difficult day” due to the weather conditions, with new fires breaking out almost every ten minutes.

Fortunately, most were dealt with immediately.

No injuries were reported from the Athens fire.

However, ERT showed a burnt-out home and destroyed plastic boats in a yacht and speedboat parking area.

Government sources told THEMA that technical scientists must identify risks and suggest indicative measures.

They stated: “The law is flexible. The goal is to have a technical report that identifies the risks, explains where a fire might come from, where the occupants should escape, and how the house can be saved.

“Citizens should have this study to stay informed, do the necessary pruning, and take additional measures suggested by the scientist later.”

Government representatives also highlighted the importance of moderation and logic in preparing for forest fires.

They emphasized that the Fire Department would defend houses, so making them defensible is crucial to saving both homes and forests.

Compliance declarations and preventive actions

This year, property owners must submit compliance declarations and take necessary actions recommended by technical scientists.

These include defining danger zones, issuing building assessment reports, and determining preventive fire protection measures such as access routes, buffer zones, material storage, regular cleaning, and evacuation plans.

Municipalities will accept declarations and conduct random checks to minimize social impact, prioritizing high-risk areas like institutions housing the elderly or children.

They have received €30 million for fire protection of settlements in forest lands, requiring only the technical report this year.

Permits and fines

Permits are needed only for construction-related works not exempt from building permits or small-scale construction approvals.

No permits are required for preventive measures like clearing vegetation and cutting tree branches.

However, small-scale construction approvals are needed for protection zones in certain areas.

Fines for not submitting the risk assessment and technical report range from €0.10 to €0.40 per sq.m. based on risk level, with a minimum fine of €250.

After a two-month compliance period, fines are adjusted based on actions taken.

Zuzana Stanton-Geddes, a senior disaster response management specialist with the World Bank, noted the effects of such vulnerabilities: “During the 2023 wildfires in Greece, patients had to be evacuated from Alexandroupolis General Hospital because of where it was located, and during Germany’s 2021 floods, fire stations became inactive because they were in the flood zone.”

Critical infrastructure such as fire and police stations, hospitals, schools, roads, and power lines are often situated in areas vulnerable to floods, wildfires, earthquakes, and landslides.

Stanton-Geddes emphasised the importance of preparing for disasters to boost resilience to climate shocks.

Stanton-Geddes highlighted the actions of various European cities in developing local climate adaptation plans and initiatives.

Cities like Vienna and Salzburg are addressing the urban heat island effect through greening, reflective building materials, energy efficiency measures, and sustainable transport investments.

Using data for adaptation financing

A report on financing increased climate adaptation preparedness notes the cost-effectiveness of early investment.

It recommends prioritising financing for risk-exposed areas and vulnerable assets.

The report estimates adaptation costs in the EU could reach between €15 billion and €64 billion annually by the 2030s.

Solene Dengler, a senior climate change adaptation specialist with the World Bank, stated: “Countries need to carry out more and better studies to identify adaptation gaps, costs, and benefits of adaptation measures and track adaptation expenditures and implementation.”
