The authority said the guide is designed to enhance project efficiency across the emirate.

ADCDA stated that the digital reference will help consultants and contractors prepare and submit drawings in accordance with approved requirements and standards.

The system will enable project teams to meet unified engineering criteria from the start of the design phase.

The authority added that this approach will minimise the risk of non-compliance and support consistent quality across new developments.

Benefits for contractors and investors

ADCDA said the digital reference offers practical advantages for contractors, investors and entrepreneurs involved in Abu Dhabi’s construction projects.

The authority explained that users will benefit from time and cost savings through faster approval and review processes.

According to ADCDA, the guide will also reduce administrative burdens and facilitate quicker entry to the market.

New IFE Board of Trustees includes international fire safety leaders

New trustees join IFE Board following 2025 AGM

The Institution of Fire Engineers (IFE) has confirmed four new appointments to its Board of Trustees following its Annual General Meeting held earlier this week in Stratford-upon-Avon.

According to the IFE, the AGM was conducted in a hybrid format, allowing both online and in-person participation from members around the world.

The new appointments include fire and safety professionals from Australia, New Zealand and the United Kingdom, reflecting what the IFE described as a commitment to global representation and inclusive governance.

The board appointments include Ryan Cleggett, Roy Little, Jason Hill and Jacqueline Lewis.

The IFE said the new trustees bring varied expertise in fire safety engineering, operational command, legal governance and professional registration.

Ryan Cleggett and Roy Little confirmed as new trustees

Ryan Cleggett was elected to the Board by the IFE International General Assembly.

Cleggett is a fire officer with over two decades of experience in both career and volunteer roles across several fire and rescue agencies in Australia.

He holds postgraduate qualifications in fire safety engineering, occupational safety and business administration.

Since 2019, he has served on the IFE Australia branch board and currently holds the role of Vice Leader of the IFE International General Assembly.

Roy Little was appointed to the Board by the IFE Registrants Group.

Little has over 20 years of experience in fire engineering, with a career spanning roles in the NHS, Arup and now as Associate Director at Design Fire Consultants.

The IFE said he is actively involved in IFE activities, including chairing the Facade Special Interest Group and serving on the technical panel.

He also volunteers as a Professional Report Reviewer and as an interviewer for IEng and CEng applicants.

Jason Hill and Jacqueline Lewis co-opted to trustee positions

Jason Hill has joined the IFE Board as a co-opted trustee for a one-year term.

Hill currently serves as an Assistant Fire Commander in New Zealand.

The IFE said Hill has played a key role in developing the IFE New Zealand branch and brings both operational insight and international experience.

Jacqueline Lewis was also co-opted to the Board and will serve a three-year term through to the 2028 AGM.

According to the IFE, Lewis brings legal expertise to the Board’s governance and oversight work.

Her appointment was sought externally to strengthen the Board’s range of professional skills.

Departing trustees thanked for service

The IFE confirmed that four trustees have stepped down following the AGM.

Departing members include Chris Bilby, James Lane, Parina Patel and Hao-Giang Tay.

The organisation expressed its appreciation for their contributions to strategy development and board leadership.

According to the IFE, each departing member supported the early implementation of the current strategic direction.

Their terms ended following the completion of their respective service periods on the Board.

Urban BESS installations face new solution in Southeast Asia

Blue Whale Energy has announced a new partnership with UNIGRID to deliver battery energy storage system (BESS) installations in space-limited Southeast Asian cities.

The two companies will begin by rolling out 8 MWh of sodium-ion rooftop battery systems beneath commercial and industrial solar arrays by the end of 2025.

According to Blue Whale Energy, BESS co-located with solar is essential to support electric grids experiencing strain from variable solar output and increasing demand.

In dense urban areas, however, conventional lithium-ion systems face challenges due to setback requirements, fire safety concerns and engineering complexity.

Blue Whale Energy stated that its compact rooftop approach using sodium-ion battery technology allows deployment in areas where lithium-ion systems are impractical.

Sodium-ion selected for thermal safety and flexibility

Blue Whale Energy explained that sodium-ion cells from UNIGRID eliminate the need for active thermal controls.

The company said lithium-ion installations typically require advanced cooling, fire mitigation, and housing infrastructure that increases costs and reduces feasibility in urban zones.

By contrast, UNIGRID’s sodium-ion batteries operate across a wide temperature range without active cooling, according to Blue Whale Energy.

Partnership to scale Southeast Asia’s virtual power plants

The two companies have confirmed that the 2025 deployment will serve as a launch platform for broader rollout in 2026.

The initiative will form part of Blue Whale Energy’s development of a distributed virtual power plant (VPP) model across Southeast Asia.

UNIGRID CEO Darren H. S. Tan said: “We’re proud to support Blue Whale in building Southeast Asia’s virtual power plant network, powered by distributed renewable energy and safe storage.”
“Such an approach allows us to open up new and untapped market opportunities in the BESS world.”

Blue Whale Energy confirmed that the VPP strategy is based on turning underused rooftop space into grid-connected assets.

The firm said sodium-ion’s safety profile makes it viable for urban VPP rollout in a way that lithium-ion cannot match.

Regulatory and economic factors drive solar-plus-storage

Blue Whale Energy noted that falling solar costs and policy incentives are driving up installation rates across the region.

The firm said that while solar adoption is growing, many grids cannot absorb the influx of power during daylight hours without storage support.

UNIGRID added that flexible storage infrastructure is increasingly necessary to maintain system reliability.

According to Blue Whale Energy, the mismatch between peak demand and solar generation has created a need for BESS integration.

It said sodium-ion storage enables better alignment between generation and consumption while reducing fire risk.

First deployments planned for late 2025

Blue Whale Energy stated that the initial 8 MWh rollout is scheduled for completion by the end of 2025.

The project will focus on commercial and industrial rooftops in dense city locations.

Both companies said they intend to scale deployments to additional sites in 2026 and beyond.

They confirmed that future projects will be based on the same compact rooftop installation model.

According to Blue Whale Energy, long-term goals include wider adoption across Southeast Asia in support of national energy transition strategies.

Fire Protection Engineers establish Canadian national body

New Canadian organisation to support engineering community

The Society of Fire Protection Engineers (SFPE) has announced the launch of a new national body dedicated to supporting fire protection engineers in Canada.

According to SFPE, the new entity – SFPE Canada/Association des ingénieurs en protection incendie Canada – will focus on advancing professional development, collaboration, and technical standards tailored to the Canadian fire safety context.

SFPE explained that SFPE Canada will operate in a manner similar to SFPE Europe, serving as a national forum for fire protection engineering in Canada and facilitating engagement with SFPE’s wider international programmes.

Professional development and collaboration are core priorities

The organisation said that SFPE Canada will focus on a range of activities including regional events, tailored training, and research collaboration.

Chris Jelenewicz, Chief Executive Officer of SFPE, said: “We are thrilled to announce the launch of SFPE Canada as part of our ongoing commitment to strengthen and expand the global fire protection engineering community.

“SFPE Canada will serve as a vital platform for professionals throughout Canada to engage with SFPE’s resources, events, and initiatives, while also addressing regional needs and priorities.”

The society added that SFPE Canada will provide structured opportunities for local chapters and practitioners to contribute to national efforts in education and best practice.

SFPE Canada to support national representation

SFPE stated that the new body will also represent the interests of fire protection engineers at a national level.

Shaun Kelly, SFPE Director at Large, said: “The creation of SFPE Canada marks a major milestone for fire protection engineering across the country.

“It will offer new opportunities for SFPE Canadian Chapters and fire protection engineers in Canada to connect, collaborate, and contribute to advancing fire protection engineering best practices and educating the fire safety community nationally.

According to the organisation, SFPE Canada will work alongside government agencies, industry bodies and academia to advocate for the discipline.

Launch comes amid growing demand for technical leadership

The SFPE said that the timing of SFPE Canada aligns with current needs within Canada’s built environment and fire engineering sector.

Kieran Ager, Chair of the SFPE Canada Steering Committee, said: “This is an incredibly exciting time for Canada with one unified voice representing Fire Protection Engineers across Canada.

“We can only hope to aspire to the leadership and success exhibited by other established groups (such as SFPE Europe) in advancing fire safety.

“Establishing SFPE Canada could not be timelier with meeting the challenges and opportunities faced within the Canadian built environment.”

The SFPE noted that the creation of SFPE Canada follows the 2019 formation of SFPE Europe, which the organisation credited with building a strong regional platform for its members across Europe.

From theory to testing in action: Inside the Fire Fundamentals for Performance-Based Fire Safety Design Summer School

Amy Kurr and Martin Veit outline how Poland’s summer school combined technical training and global networking for early-career fire safety professionals

Early-career fire safety professionals are challenged by the broadness of the profession.

From fire suppression to fire dynamics, from life safety to building egress, from human behaviour patterns to emerging technologies, and from codes and standards to performance-based design frameworks, young engineers and researchers worldwide find themselves drinking information from a firehose.

Forced to specialize, early-career fire safety professionals can find themselves in technical and professional silos.

To address this need, a team of established researchers from the Slovenian National Building and Civil Engineering Institute (ZAG) and the Instytut Techniki Budowlanej (ITB) proposed hosting an educational forum that would:

  1. Teach the fundamental concepts individuals in the field need to understand and apply
  2. Provide a high-level overview of commonly used applications and tools and the value of their synergistic implementation
  3. Foster conversation and collaboration among fire safety professionals from all walks of life

This past September, that vision became a reality.

The first Fire Fundamentals for Performance-Based Fire Safety Design Summer School welcomed 48 early-career fire researchers and engineers from 30 countries to Poland.

The program consisted of six days of technical programming: four days of lectures and two days of laboratory visits.

The schedule included 16 lectures, two on-site laboratory visits, six live demonstrations, a high-rise building case study, and a technical poster presentation.

Additionally, five evening activities were planned: a kickoff reception, drinks and tapas at a local pub, an award ceremony and gala, an evening social at a rooftop bar overlooking the Motława River, and dinner at Nidzica Castle.

Technical program

The technical program was taught through the framework of employing a scientific approach to address performance-based design problems. To achieve this, seven well-renowned lecturers from academia and industry were brought in: Dr. Andrea Lucherini (FRISSBE-ZAG, Slovenia), Dr. Martina Manes (University of Liverpool, United Kingdom), Prof. Bart Merci (Ghent University, Belgium), Dr. Michael Spearpoint (OFR Consultants, United Kingdom), Prof. José L. Torero (University College London, United Kingdom), Dr. Ruben Van Coile (Ghent University, Belgium), and Dr. Michael Woodrow (University College London, United Kingdom).

Lecture topics included design premises, fire behavior, smoke and heat control, evacuation, structural fire design, fire incident data, fire safety application, probabilistic performance-based design, risk acceptance, research consultancy, and emerging challenges.

The topics were provided in a mixed delivery format including lectures, discussions, and case studies.

The lectures were delivered in a format that assumed past exposure to common principles and laws governing math, physics, science, and engineering.

However, it was expected that participants would be largely unfamiliar with one or more topics due to the expansive nature of the fire safety industry.

The presentation format fostered much discussion within the individual lectures and among participants and lecturers over coffee breaks and downtime.

The program’s technical component started by introducing students to historical surrogates, values or concepts used as substitutions for technical values due to previous acceptance, in the fire safety industry.

Rather than rely on surrogates which are commonly found in codes and standards to define the design objectives, participants were challenged to think outside the box and define real design objectives.

The conversation then transitioned to the need to collect, understand, and apply technical data.

Various tools and applications were provided regarding flame spread, fire and smoke modeling, and building egress.

Lastly, participants learned about the tradeoff between risk, time, and money for building designs.

The different design processes (code consulting vs. performance-based design), roles (e.g., architects, general contractors, mechanical engineers), and regulatory frameworks used in different countries around the world were highlighted.

Participants gained a broad appreciation of the fundamentals of fire protection and safety science and the role they play in the grand scheme of things.

Throughout the week, three challenges facing the industry were repeatedly highlighted:

Technical silos

Fire engineers need to request integration into the full project lifecycle (design and construction) and take responsibility for public safety of the complete design and rather than the component they contribute to. Likewise, other professionals (e.g. architects, general contractors, non-fire engineers) need to assume joint responsibility.

Lack of competency and accountability

More countries need to establish a streamlined, professional certification process for fire protection and fire safety engineers to establish clear standards of competence and responsibility.

Educational support

Additional formal and informal educational opportunities for fire protection and adjacent fields need to be developed to support growing industry demands. Early-career professionals need increased encouragement and financial support from managers, leadership, and academic advisors to improve their technical competency through training, advanced degrees, and conference attendance.

The lecturers brought these topics to the foreground not to highlight incompetence within the industry, but rather to motivate attendees to propel the industry forward.

Educational sessions like the Summer School are necessary to challenge the beliefs of individuals and to refine the technical foundation of those beliefs.

This refocusing was apparent in the lecturers as well as the participants.

Laboratory visits

Participants and lecturers spent a full day exploring the Instytut Techniki Budowlanej (ITB) in Pionki, Poland and the Baltic Fire Laboratory (BFL) in Tuchom.

With 78 years supporting the fire testing of building materials and structures, ITB is one of the largest fire testing facilities in Europe supporting 2,200+ fire testing annually.

Built in 2019, BFL is one of the largest fire laboratories in the world with various accreditations supporting 600+ full-scale active fire protection systems tests annually.

At ITB, the group conducted a facility tour where they learned about the furnace setup, testing, and general operations. They witnessed fire testing of a ventilated facade.

An adjustable cavity width allowed guests to observe the changes in real-time fire behavior and material time-temperature data through infrared cameras and projectors.

Lastly, the group visited the aerodynamic wind tunnel facilities and a full-scale smoke control corridor that allowed the participants to experience realistic visibility and heat exposures in simulated evacuation conditions for different fire suppression systems (e.g., sprinkler, low- and high-pressure water mist) and ventilation system designs.

At BFL, participants and lecturers learned about the theoretical and practical background of sprinkler and water mist systems followed by two live demonstrations.

The lab visit concluded with a full-scale fire test and extinguishment of an internal combustion engine vehicle fire.

The test simulated the effectiveness of automatic water-based suppression systems in preventing fire spread between vehicles in an enclosed parking structure.

In addition to the lab tours, multiple sponsors invested in the Summer School. Their support decreased participant program fees, provided nine travel grants, and funded the poster presentation awards.

Wenxuan Wu, a PhD student at the University of Queensland (Australia), received the Lecturers’ Choice Award for his research on understanding smoldering risk in chromated-copper arsenate-treated timber.

Matthew Bonner, a Fire Engineer and Research Lead at Trigon Fire Safety (United Kingdom), received the Participants’ Choice Award for his investigation of a top-down approach to facade fire safety.

 New colleagues and friends

Strength lies in differences, not in similarities. This concept was at the core of the summer school.

While the technical sessions were critical to the success of the summer school, the relaxing nature of the program combined with the on-site requirement for the duration of the program sets this program as the pinnacle of educational summer schools for early-career professionals in the fire safety industry.

The hospitality provided in Poland and by the organizational team encouraged raw and authentic conversations with each other.

Extended coffee breaks, shared transportation, and evening socials broke down the power dynamics between lecturers and participants.

Shared lodging accommodations and meals facilitated personal conversations that led to meaningful and lasting connections with a diverse group of people from around the globe.

Ultimately, the high face-to-face interactions forged a strong community.

In the months since the Summer School program has seen the participants’ community thrive in different facets.

Post-event communication in the event group chat has centered around future research collaborations with the laboratory sponsors, the exchange of technical literature, and informational exchange about fire safety/fire science educational resources (e.g., MeyerFire University) and degree programs.

At an individual level, Tomasz Domański (Poland) connected with the National Council of Examiners for Engineering and Surveying to learn about securing a Professional Engineering license to serve USA-based customers better.

 At a global level, the Summer School stirred up new ideas in arenas tangential to fire safety including architecture (i.e., Fire Safe Design MArch Program at the University College London) and technical standards education (i.e., the free open-source Technical Standards in Engineering Program).

 Women in Fire Engineering Group

Multiple female participants voiced challenges connecting with fellow early-career female fire engineers and locating mentors.

Individuals who joined the fire engineering industry from non-traditional degree programs (e.g., materials, mechanical, electrical) reported additional challenges.

As a result, the participants established the Women in Fire Engineering group.

The group consists of 12 members from 11 countries.

Their mission is to support early-career female fire engineers to enhance their technical competencies, interpersonal skills, and leadership capabilities to create a lasting impact in the fire protection and safety engineering field. Meetings are 60 minutes long and are held virtually each quarter.

The focus in 2025 is threefold: share technical resources, establish short- and long-term goals, and provide accountability.

What’s next

The Summer School left a lasting impression and achieved its mission of providing a meeting place for like-minded people to discuss the fire safety challenges facing the industry today while improving their competencies in fire fundamentals.

Participant feedback reported extreme satisfaction with the 2024 Summer School and an eagerness to apply their knowledge in professional endeavors across the globe.

The host team is currently organizing a sequel, with the next summer school being planned for 2025, in Warsaw, Poland once again. Applications are expected to open in March of 2025.

The program serves as a monumental step forward in uniting the next generation of fire protection engineers with a common goal and has undoubtedly advanced fire safety engineering practices worldwide.

Warringtonfire, part of Element Materials Technology, recently hosted exclusive open days to provide customers with an early look at its new fire resistance testing facility in Birchwood Park, Warrington.

The $30 million facility, covering 101,000 square feet, will officially open on 2 January 2025.

According to Warringtonfire, construction has been completed, and the site was handed over by contractors.

Over 100 fire safety professionals attended the open days held on 12 and 13 November to tour the site and explore its state-of-the-art capabilities.

Visitors participated in guided tours, presentations, and networking sessions with Warringtonfire’s technical experts.

The event showcased the laboratory’s advanced equipment and client-focused amenities, which include testing furnaces, dedicated welfare facilities, and spaces designed to protect intellectual property.

Presentation highlights changing fire safety regulations

During the open days, Peter Barker, Technical Policy Manager at Warringtonfire, delivered a presentation titled “Construction Products and the Changing Regulatory Landscape.”

Attendees learned how emerging legislation is influencing the regulatory requirements for construction products, particularly within the testing, inspection, and certification sectors.

This insight was complemented by discussions about how Warringtonfire’s new facility will adapt to meet these evolving industry needs.

Leigh Hill, Director of Element’s Built Environment Europe division, noted: “The Customer Open Days have been a fantastic success.

“It was a great opportunity for our customers to meet the team and learn more about our operations.”

Expanded capabilities and enhanced confidentiality measures

The new laboratory has been designed to streamline operations, housing testing, technical, and certification teams under one roof.

This integrated setup enables simultaneous testing across its five furnaces and offers enhanced confidentiality measures, including temperature-controlled spray booths and steel screens for test preparation bays.

Hill emphasised the facility’s client-focused design, adding: “We are in the process of trialling additional confidentiality measures to further safeguard sensitive information.”

The site also features extensive client amenities, including viewing areas, meeting rooms, and conference facilities, along with 175 parking bays and electric vehicle charging stations.

Positive feedback from attendees

Visitors praised the new facility, with Shaun Davidson, Director at SGD Fire Protection Ltd, stating: “We’re incredibly lucky to have such a world-class facility right here in the North West!”

Tom Owen, Technical Engineer at Etex, was similarly impressed, remarking: “The sheer scale of the site was impressive, and the layout was very intuitive.”

The laboratory is undergoing final steps to achieve UKAS accreditation for its operations, which is expected by the end of November.

Warringtonfire has also expanded its workforce, filling 50 new roles to support the facility’s operations.
