Aico system selected by Adra for Welsh housing retrofit rollout

Aico solution deployed across Welsh retrofit programme

Adra has adopted Aico’s Connected Home Solution to support its participation in the 2025 Optimised Retrofit Programme, according to an announcement from Aico.

The system will be used to monitor indoor conditions and track energy use across selected homes in Wales.

The Connected Home Solution provides real-time data on temperature, humidity, and carbon dioxide levels.

Aico said the system now also uses the Smart DCC network to monitor energy consumption without needing additional hardware.

The company said more landlords in Wales have adopted the system this year because of its integration with TrustMark for Welsh Government reporting and its lack of ongoing cost commitments.

Collaboration with Adra renewed in 2025

Aico confirmed that its partnership with Adra has been renewed in 2025.

As part of this agreement, Aico will continue to sponsor the training pod at Tŷ Gwyrddfai in Gwynedd.

Tŷ Gwyrddfai is a low-carbon training hub that supports local employment, skills development, and decarbonisation programmes.

The manufacturer explained that the centre plays a key role in preparing the regional workforce for retrofit work and energy efficiency upgrades.

To support implementation, Matt Powell, Relationship Manager for North Wales & West England at Aico, delivered an in-person training session with Adra’s electrical team and subcontractors.

The session took place at Tŷ Gwyrddfai and focused on installation techniques and system operation.

The company said these site visits ensure that all contractors are prepared to install and operate the Connected Home Solution correctly.

Powell said: “Adra have always been on the front foot with their decarbonisation project. Tŷ Gwyrddfai is a game changer in North Wales, upskilling the local community for the road to net zero.

“It’s been great to see a flurry of landlords in Wales this year utilising the system for ORP, with 22 large Social Landlords and Local Authorities actively using the system in Wales.”

Centre of Excellence training also delivered

Aico said Adra’s electrical team also visited its Centre of Excellence in Oswestry earlier in 2025.

The visit included participation in the City & Guilds Assured training course on domestic alarm systems.

The course covers system design, installation, maintenance, siting, interconnection and electrical connection.

The company said it was designed to build technical knowledge and support professional competence in housing safety systems.

Adra’s continued engagement in technical training has been highlighted as part of its approach to upskilling teams delivering retrofit projects.

The moral identity of fire safety: Redefining responsibility through a values-based supply chain

Gavin Skelly, Founder of Fire Aware, explains how a values-based charter is reshaping how businesses demonstrate accountability across the UK fire safety supply chain

The idea for Fire Aware first came to Gavin Skelly when he noticed works being undertaken on several blocks of flats in his local area that had been completed and occupied in 2018 – after the Grenfell Tower disaster.

Having worked in the construction industry all his life, Skelly could see that the contractor was opening up external walls to install fire barriers in the cavity walls.

He was astonished that even after the events of 2017, this situation had been allowed to occur: “Compartmentation is not a new concept – its requirement has been part of Building Regulations for many years – yet it appeared to have been completely overlooked in this building and several others on the same new build estate,” he says.

But for him, it wasn’t just about what was happening on the scaffold.

He started to think about how many professionals were involved in the chain that had led to this failure – and how, even after Grenfell, they had not reflected or demanded more of themselves in their role as duty holders.

“The question for me was how many of them thought about the people who would be at risk in this particular building if the worst happened,” he says.

Skill vs intent

That frustration shaped a wider conclusion: fire safety cannot simply be about one type of company or another.

It cannot just be about technical specialists.

“There is a human element of fire safety that cannot be taught from a book, and that element must exist within all links of the chain that combines to create the environments we trust to be safe,” he says.

“Competency is one thing. But behaviour is another and is equally if not more important – the adage ‘you can lead a horse to water, but you can’t make it drink’ applies.”

Over his 30-year contracting career, Skelly worked with many different types of company on both sides of the supply line – from developers and consultants to contractors, subcontractors and specialists.

He worked for small firms and Tier 1 contractors alike, and across that experience he saw many different types of behaviour.

“Some companies, on either side of the supply line, would be wholly responsible for their duty of care – even before Grenfell,” he says, “and some would race to the bottom as soon as they could.”

The problem, he says, was that on paper they all looked the same.

“There is nothing to define the integrity shown by the companies who would refuse to tender poorly funded or poorly specified works from those who would,” he says.

“Nothing to separate the client who clearly understands their duty of care to their end user, from those who would be thinking more about offsetting that responsibility.”

Grenfell gave the public a view of what it looks like when the race to the bottom is allowed to thrive.

And now that they know what that looks like, Skelly says, identifying companies that trade responsibly is more important than ever – and so is giving the public the ability to choose those companies over those who won’t.

“This isn’t a new concept,” he adds. “The medical profession has been using the Hippocratic Oath in exactly the same way for over 2,500 years.

Ask yourself – would you go to see a doctor who hadn’t signed it?”

Shifting approach

Fire Aware represents a shift from the traditional approach to fire safety.

It launched for membership in December 2021 and now has nearly 200 UK-based members, with growing interest from the United States, Australasia and Northern Europe.

“At first, there was a lot of scepticism – which was understandable, as we were pushing a brand-new concept into a very fragile space within a very turbulent and polarised environment,” Skelly says.

But over time, the sceptics quietened.

The membership base now includes some of the most respected voices across the fire safety sector, and that diversity has formed a formidable voice against those who might challenge the initiative’s need or legitimacy.

“It’s spreading across the UK and the interest from those discovering what Fire Aware is about has been high,” he says.

“We’ve got a way to go with this, but it’s accelerating in the right direction.”

A moral obligation

The purpose of Fire Aware is to influence members of the supply chain to commit to a set of moral obligations that shape how they deliver fire safety.

It operates as an independent charter-based organisation.

From the outset, Skelly knew it had to be inclusive.

“It had to apply to all members of the supply chain – not just the construction industry,” he says.

“It needed to apply to anyone who carries a duty of care – and that duty manifests in many different ways, but ultimately leads to the same goal: to protect those who rely on that duty being upheld to keep them safe.”

All members of Fire Aware share the same duty – they simply fulfil it in different ways.

As a result, Fire Aware developed multiple discipline-based charters.

These cover not only contractors and specialists, but also extend to sectors often left out of fire safety frameworks – including hoteliers and landlords, cost consultants and designers, housing associations and property developers, facilities management companies, recruitment firms, and others.

“Why?” Skelly says. “Because in some way, they all carry a duty of care – and it could be their link that breaks down to allow the worst to happen.”

Influencing the procurement process

For Skelly, the approach is about identity and unity.

“It’s about giving people a choice,” he says. “It’s easier to believe in something if you can see it.” But that choice can’t just exist inside the supply chain – it has to be visible in the public domain.

This, he explains, is one of Fire Aware’s most distinct elements.

Its reach can ascend vertically through the supply chain, applying to clients of Fire Aware members and continuing upward to their clients, until it surfaces into public view.

He gives the example of a hotel.

“They have a duty of care for their customers’ fire safety,” he says.

“By using Fire Aware members, they can identify themselves as compliant with the hoteliers’ Fire Aware charter.

“They can use the Fire Aware brand to demonstrate that they are making the right choices in terms of the supply chain they rely on to keep their building safe.”

This principle, he explains, could apply to any number of public-facing environments – schools, libraries, pubs, restaurants, hospitals, train stations, airports.

“The point is, all of these are connection points with the public.

“And once the public understands what the Fire Aware mark means, they can begin to demand it as a condition of sale.

“If you had the choice between a hotel displaying the Fire Aware logo and one that didn’t, which one would you choose?”

Strengthening cross-sector collaboration

Fire Aware helps to build trust by allowing members to recognise one another across the supply line – even if they’re delivering different services.

“It’s about understanding that they are both undertaking the same process, and that they’re united in that commitment – and identified similarly as such,” Skelly says.

“It’s a bit like being in a stadium as a supporter of a team,” he continues. “The team in this analogy is public safety.

“You don’t know everyone in the stadium, but you’re all wearing the same colours – which means you do know one thing about everyone around you: you know what they believe in.”

Fire Aware uses a two-stage compliance process, which Skelly describes as “rigorous.” It begins at the point of application.

“Anyone joining the organisation must demonstrate that they are legally compliant to provide the services they offer,” he says.

In some cases – due to the broad spectrum of member disciplines – there may be no legal requirement.

In these situations, Fire Aware assesses where the company is on its learning journey.

“We may set targets within the membership period for that company to continue its educational pathway,” he explains, “and link them with Fire Aware training providers who can help them achieve this.” It’s also a way to gauge whether companies are genuinely progressive and willing to grow.

Once in membership, businesses must show how they are adhering to the charter they’ve signed.

“Each condition is answered via our compliance portal, and all answers must be evidenced,” he says.

This process resets at the end of each annual membership period and must be repeated – but members are expected to improve on the previous year’s responses.

A community for cultural change

The Fire Aware website includes a public-facing best practice portal, which is populated by members and available to all.

This includes information on best practice, innovation, and updates on fire safety measures being undertaken by the community.

It acts as a one-stop shop for fire-related CPD and helps promote members’ services.

According to Skelly, the goal has always been – and will continue to be – cultural change in how fire safety is delivered across the UK.

“For too long now, it’s been an industry exploited by those who see it primarily as a profit-making environment, combining highly technical elements with a lay person’s reliance,” he says.

“Our goal is to make the Fire Aware identity as prevalent and as trusted as the Food & Hygiene Standards that the public rely on.”

For Skelly, the core message is simple: “It’s not all about competence. It’s not all about skills and knowledge.

“It’s primarily about behaviour – and identifying companies that understand why behaviour matters is just as important as recognising a qualification or accreditation.”

New UK fire safety law targets online marketplaces selling unsafe products

UK law enacted to address fire risks from online sales

The UK Department for Business and Trade has announced the Royal Assent of the Product Regulation and Metrology Act, expanding fire safety enforcement powers in response to risks posed by lithium-ion batteries sold online.

The department said the new law aims to align online marketplaces with the same product safety requirements that apply to traditional retailers.

The change follows concern over a rising number of fires caused by unsafe e-bike and e-scooter batteries, often bought through digital platforms.

According to the Office for Product Safety and Standards (OPSS), there were 211 reported fires involving these products in 2024, with 175 incidents reported by London Fire Brigade alone.

The new law will allow regulators to hold online marketplaces accountable for ensuring the safety of products sold through their platforms.

Requirements for online marketplaces under new framework

The UK Government intends to introduce specific obligations for online marketplaces in line with the Product Regulation and Metrology Act.

These obligations include preventing the sale of unsafe products, ensuring sellers meet safety responsibilities, providing product information to consumers, and supporting regulatory investigations.

The Office for Product Safety and Standards will continue its targeted activity, including oversight of button batteries, small magnets, and lithium-ion battery products.

The Government said these measures are designed to create a proportionate and balanced framework that supports both consumer safety and business growth.

According to the department, around 300,000 businesses operate in regulated product sectors across the UK, with a combined estimated turnover of £490 billion.

The OPSS’s public campaigns, such as the “Buy Safe, Be Safe” initiative and its December 2024 lithium battery guidance, will continue alongside the new enforcement approach.

Statements from ministers and safety advocates

Product Safety Minister Justin Madders said: “By giving regulators the teeth to clamp down on unsafe products, we’re ensuring people can shop with confidence whether online or on the high street.

“This will establish a level playing field and mean online marketplaces are held to the same high standards as bricks and mortar shops, ensuring we back businesses and protect consumers as part of our Plan for Change.”

Rocio Concha, Director of Policy and Advocacy at Which?, said: “Which? has campaigned for years to hold online marketplaces to the same standards as high street retailers. For too long, consumers have been exposed to dangerous – and in some cases lethal – products.

“The Product Regulation and Metrology Act has the potential to be a game changer for consumer safety. It paves the way for new laws to clarify and strengthen responsibilities for online marketplaces, which is crucial in the fight against the sale of dangerous products online.

“Following the bill’s Royal Assent, the government must act fast to tighten definitions of online marketplaces, introduce a clear duty so that online marketplaces are accountable for product safety, and empower regulators to issue heavy fines for those that fall short of the required standards.”

London Fire Brigade and safety groups support the legislation

London Fire Brigade Deputy Commissioner Charlie Pugsley said: “We are pleased that the Product Regulation and Metrology Bill (PRAM) has been granted Royal Assent.

“London Fire Brigade sees one e-bike or e-scooter fire every two days and we have long called for regulation to improve product safety and safeguards on online marketplaces to protect people from buying dangerous products that pose a fire risk.

“We welcome this new piece of legislation, which will better regulate unsafe products being sold and help to protect the public from unsafe products and particularly poor quality or non-compliant lithium battery products, which can present unique fire safety challenges.”

John Herriman, Chief Executive at the Chartered Trading Standards Institute, said: “Alongside the coalition, which included the British Toy and Hobby Association and Electrical Safety First, we welcome the Product Regulation and Metrology Bill gaining Royal Assent as a positive step forward in ensuring the UK maintains strong, modern protections for consumers.

“This legislation supports the vital work Trading Standards does in keeping unsafe and non-compliant products off the market, creating a fairer and safer trading environment for businesses and consumers alike.

“We look forward to working closely with government and stakeholders to ensure that the laws that follow, after further consultation, are implemented effectively and contributes to a robust, future-facing regulatory system that will support economic growth in the UK.”

Electrical Safety First welcomes new legislation and calls for strong follow-up regulations

Lesley Rudd, Chief Executive of Electrical Safety First, said the new law marks a turning point in product safety legislation.

Rudd said: “This legislation has the potential to transform our product safety laws, making them fit for the 21st century.

“We now have an opportunity to address new and emerging product safety risks – particularly the threat posed by substandard e-bike batteries, which continue to cause ferocious fires across the country, and the ‘wild west’ of online shopping, where dangerous goods are relentlessly sold.

“Whilst we welcome the Bill’s enactment and the speed at which the Government has moved, the forthcoming consultations must be bold, brave and robust to effectively tackle the serious risks posed by substandard e-bike batteries and dangerous goods sold online.

“These batteries and modified devices continue to cause life-threatening fires, injuring and tragically, in some cases, killing people in their homes.

“Strong new rules are urgently needed to keep poor-quality batteries and accessories off the market.

“Online marketplaces must finally be held legally responsible for the safety of products sold through their platforms.”

According to Electrical Safety First, it secured several amendments to the bill, including measures to improve transparency in assessing new risks, guaranteed rights to consultation, and a government commitment to regulate e-bike batteries.

The organisation said it has played a leading role in raising awareness of fire hazards from substandard lithium batteries.

Its 2022 report, Battery Breakdown, outlined the increasing risks associated with poor-quality e-bike batteries and proposed detailed policy interventions.

Electrical Safety First has also identified banned or unsafe batteries for sale on online platforms, including a UPP model linked to multiple fire incidents and found listed on Facebook Marketplace.

The charity is advocating for new mandatory safety standards for conversion kits and charging systems to address incompatibility risks and reduce battery-related fires.

It has also called for a legal redefinition of online marketplaces to make them formally accountable under UK safety law.

Economic and safety context for regulatory reform

The Government said the regulatory changes were designed to reflect the evolving nature of the marketplace and increasing dependence on online platforms.

The Office for Product Safety and Standards noted a steady rise in incidents involving lithium battery fires, many involving products bought online.

The new act formalises the ability of regulators to take proportionate action against sellers or marketplaces that allow unsafe goods to reach consumers.

This includes civil and criminal penalties where appropriate, and collaboration with trading standards and industry stakeholders to implement the law effectively.

The Department for Business and Trade said its intention is to support enforcement bodies while preserving the UK’s reputation for product safety.

To address this, the company has introduced devices that perform automatic checks without human input, supported by Internet of Things (IoT) functionality and cloud integration.

Siemens said its ASA detectors with DFT (Disturbance Free Testing) technology now allow for remote, silent performance testing, reducing the need for frequent physical inspections.

These systems are designed to support annual on-site checks while performing interim evaluations remotely to ensure consistent functionality.

Remote access and secure data transfer

Siemens explained that cloud gateways enable secure connections between fire safety devices and remote monitoring platforms.

This includes Building X Fire Apps, which consist of the Fire Manager desktop interface and a suite of mobile applications for Android and iOS.
