Launched on 9 October 2024 at the Victorian Emergency Management Training Centre (VEMTC) in Bangholme, the simulator was presented by Emergency Services Minister Jaclyn Symes alongside CFA Chief Officer Jason Heffernan and FFMVic Deputy Chief Fire Officer Fiona Dunstan.

The $640,000 project was co-funded by the CFA and the Department of Energy, Environment and Climate Action (DEECA).

Origins of the simulator project

The concept of the aviation simulator began with a prototype trailer, developed by CFA Aviation Commander John Katakouzinos AFSM during the COVID-19 lockdown in 2020.

The prototype, initially built in Katakouzinos’ garage, continues to be used by aviation members across Victoria.

Katakouzinos said the need for a permanent simulator became clear after the success of the initial version.

He explained: “The simulator allows aviation volunteers and staff to undertake mapping, air attack missions, direct aircraft, and practise communication and radio skills in a simulated environment.”

The simulator’s design includes photorealistic mapping software and communication technology, which replicates the interior of an aircraft.

This enables pilots and students to experience a realistic flight environment.

The simulator can be programmed to train users in various scenarios, using any aircraft deployed for aerial firefighting in Australia.

It can also re-enact previous operations for pre-season training, making it a versatile tool for aviation personnel.

More than 300 Air Attack Supervisors, Air Observers, and Airborne Mission Commanders have already been trained or reaccredited using both the prototype and the new permanent simulator.

King explained that Delta Fire wanted to support the cadets in a meaningful way and an equipment donation was deemed the most suitable: “Our engineers created a modified version of our Attack 500 pro nozzles, bespoke for the cadets.

“It’s been modified so that it’s easier to manage regarding water flow and jet reaction.”

Norfolk Fire and Rescue expresses gratitude

Norfolk Fire and Rescue has welcomed the donation, with the equipment helping cadets train with tools appropriate for their age group.

Emyr Gough, Head of Prevention and Protection at Norfolk Fire and Rescue, said: “We are grateful to Delta Fire for producing and donating this bespoke equipment.

“It allows our cadets to train using appropriate equipment for their age and supports us as we work with young people who will hopefully become future firefighters across Norfolk.”

The Norfolk fire cadets, stationed at three units in Diss, Hunstanton, and Wymondham, participate in various activities with operational firefighters.

They are provided with opportunities to learn basic firefighting skills, offering them hands-on experience and insight into the profession.

This approach would allow firefighters to train in realistic setups, combining the physical aspect of the space with virtual elements.

It’s especially beneficial for procedural training, where the physical surroundings are crucial.

In a virtual setup, you can create an unlimited number of scenarios, offering endless possibilities for custom training experiences.

This type of immersive, data-driven training is where we see the future headed and it will significantly enhance both the quality and effectiveness of fire safety training.

As reported by LABC, Dorset building control is addressing the unique challenges posed by thatched cottages, a common feature in the area.

According to David Kitcatt, service manager for Dorset building control, one of the primary risks involves improper chimney maintenance and the unsafe use of wood burners, leading to fires.

Kitcatt explained: “What happens is that the embers can go up the chimney then float back down and set the thatch alight.

“We’ve had four thatched cottage fires this season alone, including one caused by a lightning strike.”

To mitigate this, two Dorset surveyors, in collaboration with LABC, have developed the Dorset Thatched Model Guide.

The guide provides essential safety advice for homeowners, such as installing fireproofing boards under thatch and adding smoke detectors in lofts.

The team has also been trained to assist fire services by inspecting roof damage from above during incidents.

Hybrid working system for building control

Dorset building control operates a hybrid working model with several office hubs across the county.

Surveyors typically begin their day by logging in remotely, receiving their inspection schedules, and heading to sites for inspections.

They use tablets to access and update essential building data in real-time.

The department handles both fee-based services, such as building regulations applications, and non-fee tasks, including emergency surveys of dangerous structures.

The team is well-established with 23 surveyors, supported by a technical staff of 10.

This system allows for flexibility while maintaining operational efficiency.

Recruitment and training of new staff

Dorset building control has a low staff turnover, thanks to a positive working environment and a strong culture.

David Kitcatt emphasised the importance of recruitment and training in the department.

Four LABC Academy trainees joined the team last September, while two others are pursuing a degree through a partnership with LABC and Wolverhampton University.

Kitcatt said: “I am passionate about bringing in trainees and growing our own team.”

LABC has also played a crucial role in supporting the team’s training.

For example, the technical support staff have completed LABC’s level 3 qualification, providing them with a solid foundation for their roles.

Some of these recruits have successfully transitioned into building control surveyors, including senior surveyor Adele Hicks and recent apprentice Kristina Little.

Kitcatt remarked: “No two days are ever the same. You don’t know whether you’ll be dealing with a £10 million house or a £2,000 extension.

Kristina Little shared her experience as part of the Dorset team in a pamphlet distributed to pupils: “Within building control, every day is different, every day I learn something new, and every day I discover another beautiful part of our county.”

Classroom-based training, on the other hand, sometimes lacks the practical, hands-on experience that really helps the information stick.

A major challenge in the field is that firefighters around the world primarily train with carbonaceous fire, which closely resembles real-life conditions.

It’s hot, involves real flames, and produces black smoke.

But as we know, that black smoke is highly toxic and therefore dangerous.

This presents two main issues.

First, it’s harmful to the environment due to the release of CO2 and toxic particles.

Second, firefighters are exposed to those same toxic particles during training, which many countries are working to reduce.

This has led to a demand for alternative training methods, such as VR and digital simulations.

Research in Europe showed that 75% of all training needs can be addressed through digital simulations, with only 25% requiring live fire training, which remains a necessary part of their programs.

This balance is at the core of our NFTT (New Fire Training Technology) concept, which promotes a combination of traditional Wood/Gas and Digital training methods.

While hot fire training will not disappear, NFTT offers a way to reduce its frequency by using safer, more flexible alternatives like virtual reality and digital simulations, ultimately making training more efficient without compromising realism.

How do VR and digital simulations differ from traditional fire safety training methods?

They differ because there’s no real fire, no black smoke, and no toxic particles like CO2.

So, it’s safer, cleaner, and thanks to the latest technology, it comes very close to being realistic.

Virtual reality and digital simulations offer a more dynamic and interactive approach to fire safety training.

Unlike traditional methods, where you might watch a video or read about what to do in an emergency, VR places you right in the middle of the action.

It’s like the difference between reading a map and actually navigating through a city.

In VR, trainees can walk through a virtual environment, assess risks, and make decisions in real time.

With digital simulations, we can recreate almost any type of environment or fire scenario, allowing trainees to experience a wide variety of situations that they might not encounter during traditional training.

How does VR create a more engaging and realistic training environment for learners?

It’s all about the training scenarios, which can be done with both virtual reality and digital simulations.

Especially with digital, we can integrate these products into real-life settings, like buildings, ships, or planes—basically anywhere.

By using digital panels and simulated smoke, we build scenarios that are about 95% realistic.

The only things missing are heat and real flames.

In fact, we’ve had situations where even firefighters were confused, thinking they were entering a real fire, only to realise it was a digital simulation.

That’s how realistic it can be.

Trainees aren’t just passive recipients of information—they’re active participants.

When you put on a VR headset, you’re transported into an environment that looks and feels very close to real life.

For example, you might find yourself inside a burning building, needing to assess the situation, locate the fire, and decide on the best course of action, all while under pressure.

This level of realism makes the training much more impactful.

Learners can see how quickly a fire spreads or how visibility decreases in thick smoke.

VR provides real-time feedback—if someone makes a mistake, they can witness the immediate consequences in the simulation, which is a powerful learning experience.

And the fact that they can do all this in a safe, controlled setting without real-world risks makes it an even more effective training tool.

Are there particular scenarios or types of fire safety training where VR and simulations are especially effective?

They are especially effective when training in existing buildings or environments where live fire isn’t possible.

For example, if you want to conduct fire safety training in a hospital, you can’t use real fire.

Everyone understands that.

But with digital and VR technologies, you can simulate training in that environment.

This is where the connection between digital and VR really comes into play.

VR and digital simulations are particularly effective in high-risk, complex, or large-scale fire scenarios that would be too dangerous or difficult to recreate through traditional methods.

Industrial settings—like oil and gas facilities—or large commercial buildings, and even maritime environments, benefit significantly from this technology.

With systems like LION’s BullsEye™ and R.A.C.E.

Station, trainees can experience realistic fire behaviour in familiar environments, such as office spaces, without the risks or cleanup involved with live fire drills.

How does the use of immersive technologies impact the overall retention and preparedness of trainees?

Fire rescue training is extremely important because, in active duty, firefighters aren’t often confronted with real emergency situations—it varies depending on the country and circumstances.

These new training technologies are highly beneficial because they allow for more frequent training sessions with fewer people.

You need fewer instructors due to the enhanced safety of VR training.

But the most important aspect is the health factor, which has become a global concern.

Black smoke contains toxic particles that can cause cancer, and these technologies help minimise firefighters’ exposure to those harmful substances.

When trainees are placed in realistic, high-pressure scenarios, they are more likely to retain critical information.

This hands-on experience allows them to actively make decisions, which is far more effective than passive learning methods like classroom instruction.

In a VR environment, they can practice firefighting techniques repeatedly, learning from their mistakes without the real-world risks.

This repetition, combined with the realism of the scenarios, improves muscle memory and decision-making skills under pressure.

What logistical advantages do VR and digital simulations offer?

VR and digital simulations are fully mobile and can be used in almost any situation.

The key advantage of VR and digital training is that you can use it anywhere, unlike traditional gas and wood-based fire training, which requires special locations.

Traditional fire safety training can be logistically complex, often requiring specialised facilities, equipment, and even travel to specific locations.

VR eliminates many of these obstacles.

Trainees can access high-quality simulations from any location, making this technology ideal for remote or hard-to-reach areas.

With VR, scenarios can be repeated multiple times without additional costs or safety risks, allowing trainees to practice until they master a skill.

Additionally, systems like LION’s BullsEye™ and R.A.C.E.

Station are highly portable, making them scalable for both small and large training groups.

This flexibility is beneficial for organisations of any size.

How does LION ensure that these offering reflects the latest in fire safety protocols and scenarios?

We work very closely with firefighters around the world, in different communities.

We also have our own instructors within the company who are firefighters and fire instructors to ensure our training scenarios are always up to date.

These instructors focus on new challenges that emerge in the field.

How do you see VR and digital simulations evolving within the fire safety training industry?

A good example is the growing focus on electric vehicles—how do you train firefighters to handle fires involving electric vehicles? It’s a hot topic right now, and we rely on the knowledge and insights we get from experienced firefighters to guide us.

The future of VR and digital simulations in fire safety training looks very promising, with advancements in realism, AI integration, and scenario customisation.

As the technology evolves, we can expect even more detailed and immersive simulations that incorporate factors like environmental changes, dynamic fire behaviour, and real-time decision-making analytics.

The integration of AI with VR will likely allow for more personalised training experiences, where the system adapts to a trainee’s performance and challenges them with increasingly complex scenarios.

Additionally, as VR technology becomes more affordable and accessible, its use will likely expand beyond professional firefighters into sectors like healthcare, education, and corporate environments.

This will provide essential fire safety training to a broader audience.

Level 2 fire sprinkler installation certificate launched for domestic and residential sectors

First cohort passes new fire sprinkler qualification

A new qualification for residential sprinkler installation, developed in response to the Hackitt Report, has been successfully completed by its first group of learners.

The Level 2 Certificate in Fire Sprinkler Installation (Domestic and Residential) was launched by the Residential Sprinkler Association and SFJ Awards.

It aligns with recent legislative changes to ensure installers have the skills required for safer, more professional installations.

Chair of the Residential Sprinkler Association Dean Price said the qualification marks a key step for the industry: “Now that a first cohort of learners have this qualification under their belts, the sector has a platform to build from in terms of upskilling the workforce to better protect our communities, families and homes.”

Designed to meet new regulatory standards

The qualification was developed in response to the Hackitt Report, which called for improved industry training to enhance safety in building practices.

Dean Price explained that regulatory changes had been slow to keep pace with the growing demand for residential sprinkler installations.

“The residential sprinkler market has experienced significant growth in the past decade or so, with regulation failing to keep pace until relatively recently,” he said.

The Level 2 certificate was designed by experts to raise installation standards in the domestic sector.

This qualification aims to address the gap by providing essential training to ensure compliance with the latest regulations.

Collaboration between Residential Sprinkler Association and SFJ Awards

The Residential Sprinkler Association partnered with SFJ Awards, an Ofqual-regulated awarding body, to develop and deliver the certification.

The association, which represents 60 members across the UK, advocates for the sector by providing training, technical guidance, and support.

David Higham, Managing Director of SFJ Awards, emphasised the importance of this training: “It’s fundamentally important that those installing residential sprinklers have undergone specialist training that is backed up by a recognised qualification.”

Raising standards and improving safety

Higham added that the introduction of this qualification is a step forward for the fire safety sector, with the aim of improving standards across domestic and residential installations.

“Changes in the regulatory environment are an opportunity to professionalise and raise standards,” he said.

The qualification was subject to a thorough accreditation process, ensuring it meets the required government guidelines.

Higham stated: “We are proud to have played our part in developing this qualification, which represents a significant step forward in terms of minimising fire risk in domestic and residential settings.”

Empowering engineers through tailored training with TOA

TOA UK’s Managing Director, Ian Bridgewater, highlights the importance of tailored training sessions and their impact on safety and technical proficiency

After 30 years with the company, Ian Bridgewater was promoted to Managing Director of TOA Corporation (UK) Ltd in 2024.

In this interview, Ian discusses TOA’s diverse training options, which include both online and face-to-face sessions.

These programs are designed to be accessible and flexible for all participants, catering to the specific needs of various roles—from product sales to installation engineers—making them an invaluable resource for any team.

Can you provide an overview of the training programmes offered by TOA UK?

Technical support and training go hand in hand at TOA UK.

On a day-to-day basis our tech team offer advice, system design and technical assistance for projects and products.

Our full day training courses focus on two key subject matters: Understanding and installing 100V line systems and designing public address and voice alarm evacuation systems and the regulations that apply.

As these subjects must adhere to EN-54 and BS standards and ultimately concern evacuation and people’s life safety we are passionate about training engineers to understand the implications and responsibilities involved to use audio in this field.

To support online training we have the European TOA Online Academy which allows us to broaden the availability of product and application training.

Participants can sign up to the Academy for one of the bite-sized courses.

Academy membership also gives access to our filmed archive so if someone misses a course or wants to go back to it at all, as a reference, they can.

What are the key advantages of online and in-person training programs?

Online training is an excellent solution when time and distance is a problem and allows us to reach out to more engineers in the field than ever before.

It was a key method of communicating and assisting with installations during the pandemic when building construction was one of the few industries allowed to continue.

TOA online training follows the same format as face-to-face training with small groups so that attendees have the chance to discuss their individual needs with our technicians and gives ample opportunity for Q&As.

They cover all the same aspects of 100V line and public address/voice alarm, so the trainees have the same knowledge with both options.

The advantage of face-to-face training is that it allows delegates to have the opportunity to be tactile with products.

Our training facility has fully functioning voice alarm systems to allow for a complete product overview and hands on approach to product understanding.

Both methods of training have their advantages, so it is important to provide multiple training options to suit all client needs such a time, location and project.

How do you customise training sessions to meet the specific needs and expertise levels of participants?

In our TOA UK courses every participant is asked to fill in a pre-training questionnaire so we can determine the level that the course needs to be delivered at and how much experience they have.

We don’t have specific course dates as we think it is more productive to work with individual companies so that we can discuss particular projects with them.

This gives them the opportunity to bring plans and diagrams specific to them to the table and ask questions to our technical team about finding the best solutions for their project.

This also gives them the flexibility to work around their timetable rather than one we have set, and we will happily train on a 1:1 basis if that is the need or in larger groups depending on the size of the company.

Who are the primary audiences for your training programmes?

The primary audience for our training is engineers and system installers who want a deeper understanding of public address and voice alarm systems.

Our training is very individual and often project related.

Once we have the client questionnaires back we evaluate at them and offer advice on how we can tailor-make the course for that group.

We also advocate small groups to allow the scope to revisit topics and have extensive Q&As at the end.

Once training is complete, they can follow up with our technical team by phone, email or teams.

We aim to be as flexible as possible to give the highest standard of training.

It is important to TOA that our systems are installed correctly and meet the required standards in voice alarm because you are ultimately providing equipment that helps keep people safe in the event of an emergency.

How do you ensure that both newcomers and advanced professionals find value in the training?

As we offer bespoke training specific to a company’s needs, we are able to discuss this at the initial stages to ensure we capture as much information as possible before they attend.

Especially with voice alarm, each system is unique, so it is important to us that current or potential installers understand the principles of the design and build and how important the standards are.

Our voice alarm and public address courses are split into three sections: PA 100V Master Class, Voice Alarm Systems, which covers legislation, and product specific about the VX-3000 Series so they can pick and choose which aspects they need to know and what knowledge they have in each section – New to PA/VA, some experience or experienced.

Generally, we find that engineers that want more knowledge on this subject have either been tasked with supplying a new system or with maintaining or upgrading an existing system, so we work with them to ensure they are fully up to speed on this and offer future technical support where need be.

We follow up training sessions with copies of any materials used as a reference point and each attendee is issued with a certificate which they can add to their personnel development programme.

What are the benefits of attending face-to-face training sessions?

Face-to-face training has the advantage of being hands-on and tactile working directly with the products.

Our voice alarm rack builds are custom-built in our workshop in the UK so trainees get to see this process and how rack builds are designed to the individual building specification.

It also enables them to see working interaction between a custom-built VX-3000 system teamed with VX-3308WM wall mount system and how both racks and wall mounts can be connected together and how we design this.

For example, a large shopping complex may have the requirement that each shop unit must have a voice evacuation system connected to the fire alarm but a smaller retailer would not have the capacity to house a rack build.

The flexibility of the VX-3308WM provides this solution and can work in conjunction with larger racks.

Being able to demonstrate the connection and how different microphones and speakers work within this system gives trainees a better insight into how to build a multifaceted PA/VA system.

How do you gather and utilise feedback from participants to improve your training programmes?

We like to build a personal rapport with the people organising the training prior to the event that allows them the flexibility to come back to us at anytime for additional information or help.

During the training day our marketing department, who co-ordinate the training, will join trainees at refreshments breaks and at the end of the day to ask for personal feedback.

We feel this informal approach makes our trainees feel that they can contact TOA at any point and we learn a lot about how training sessions are received by this interaction.

What are some of the current issues facing the fire and safety industry?

From an installer point of view when you are a field engineer keeping up with changes in rules and regulations can be challenging especially for the many smaller companies that work in this industry.

As a manufacturer we want to lead on the subject of voice alarm, the regulations that apply and the importance of fully trained and skilled installers.

We want to be at the forefront of educating clients in the importance of system design because after all we are talking about ensuring people’s safety.

We want people to leave our training sessions having a full understanding of this and the knowledge and confidence to ask our technical experts for help at any stage of a project from quote to commissioning.

How do you envision the role of training evolving in the fire and safety industry over the next few years?

We expect to see growth in face-to face training as new products, that are currently in development, come to the market and more companies see the value of hands-on experience to learn about changes in technology.

The development of digital products over analogue and the expansion of IP in our market will require installers to have new knowledge, skills and competencies.

As a manufacturer we have already focused on the importance in investing in our own training to enable us to pass on our expertise and to share industry developments to greater effect.

In December 2020 the TOA ‘Knowledge Square’ was opened.

A new concept for a business base it brings together our research and developers with end users, business partners and institutions such as universities.

This global facility allows partnerships to flourish and knowledge to grow.

We see many key leaders in the fire and safety industry already following, or will follow, this collaboration route, offering combined solutions as with have in the UK, with our Eaton partnership, finding solutions together for better safety.
