Exclusive: Why FireSat could transform the global response to wildfire threats

In this exclusive interview for IFSJ, Brian Collins, Executive Director of Earth Fire Alliance, explains how the FireSat programme is using space-based technology to provide earlier, faster, and more precise wildfire detection data

The cornerstone of decision-making and effective wildfire response is good situational awareness.

Timely and accurate data is essential for response, prevention, recovery, and the development of new methods to improve wildfire resilience.

With the first satellite images from FireSat released this week, Earth Fire Alliance is demonstrating how its system can detect early-stage fires that may otherwise go unnoticed.

Earth Fire Alliance, a nonprofit coalition established in 2024, is leading a global effort to change how wildfires are detected, monitored, and managed through its flagship initiative, FireSat – a purpose-built satellite constellation designed with and for the fire community.

Backed by philanthropic support and developed in partnership with satellite manufacturer Muon Space and Google Research, FireSat will offer rapid, high-resolution wildfire data to first responders and scientists around the world.

In this interview, Brian Collins, Executive Director of Earth Fire Alliance, outlines the programme’s mission, the gaps it aims to close, and what a data-led approach means for the global fire community.

Can you tell us about Earth Fire Alliance and how the FireSat programme came about?

Earth Fire Alliance is a 501c3 nonprofit organization seeking to transform humanity’s collective response to the escalating global wildfire crisis.

We are spearheading FireSat, a first-of-its-kind satellite constellation that will provide high-fidelity wildfire data and deliver near real-time detection and monitoring capabilities to first responders, incident commanders, and scientists worldwide.

I have spent much of my career at the intersection of space technology and wildfire and emergency response.

The Alliance was founded in 2024 to ensure that the wildfire and science community have accurate, reliable, and accessible data at their fingertips as they protect our communities and resources in the face of increasingly frequent, intense, and fast-moving wildfires.

In the United States alone, wildfires cause more than $1 billion in annual damage, destroy thousands of homes and properties, and burn millions of acres.

Current approaches are hampered by critical information gaps that prevent timely detection and response.

With this escalating crisis as our focus, Earth Fire Alliance and our partners collaborated with hundreds of firefighters, decision-makers, ecologists, and policy-makers and identified the need for purpose-built satellite technology for wildfire detection and tracking.

The FireSat orbital demonstration launched in March 2025, and we recently released the first wildfire images taken by the satellite.

Why aren’t existing satellite systems meeting the needs of those tackling wildfires today?

Today’s satellites are useful but are not precise, fast, or reliable enough to meet the high stakes of modern wildfires.

Most of the satellites we rely on today were built for other purposes such as weather monitoring, Earth observation, or high-resolution imagery.

As a result, they can’t detect small fires and have trouble collecting and reporting on the dynamic characteristics of wildfires such as fire intensity, spotting, and movement.

Some satellites only pass over a fire-affected region as infrequently as every two to three days – we need faster and more high-fidelity data to support the decisions firefighters face during today’s fast-paced incidents.

High false positive rates from space are also common.

Some satellites might mistake a reflection off of a pond or smoke from a factory for an active blaze, drawing resources unnecessarily.

Finally, traditional space-based fire data isn’t always available in near real-time or in the formats and products useful for rapid decision-making, delaying and reducing the effectiveness of detection and response efforts.

If data cannot be seamlessly integrated into firefighter workflows, it is difficult for first responders to use, let alone at speed.

These are all issues Earth Fire Alliance is addressing to improve how first responders can access and apply data.

What sets FireSat apart in terms of what it can detect and how quickly it can deliver that information?

FireSat is uniquely designed for precise, real-time wildfire detection and monitoring in order to give firefighters, decision-makers, and the public enough situational awareness to address the changing scope and scale of wildfire impacts across the planet.

At full capacity, our satellites will deliver global monitoring every 20 minutes or less.

FireSat also brings a new level of precision.

The sensors are designed to detect thermal anomalies with enhanced sensitivity and can identify small fires at early ignition stages.

Current satellites detect fires once they are two to three acres in size (approximately two football fields), whereas FireSat will be able to detect fires that are orders of magnitude smaller, roughly the area of a one-car garage.

FireSat is also designed to provide information on fire intensity and impact so we can understand the difference between high-intensity fires that pose a threat and fires that may occur naturally in different landscapes.

FireSat will be unmatched by any combination of existing or planned infrared satellites in terms of imagery detail, accuracy, and speed.

How is this technology expected to change day-to-day decision-making for frontline responders?

FireSat has the potential to change how organizations allocate resources before, during, and after active incidents.

Starting before wildfires escalate, with near real-time data, frontline responders will be able to detect and monitor low-intensity, small fires from space.

This will enable them to identify heat anomalies and fire ignitions before they spread, reducing response time and potential damage.

This technology can also support fire risk assessments, resource planning, and mitigation strategies.

During active blazes, FireSat will provide fire agencies with a comprehensive view of active fire zones.

It will improve how agencies can track fire intensity and progression to best allocate resources, inform the public, and protect lives and communities.

FireSat can also be a critical tool to support recovery efforts.

Data can be applied to assess post-fire landscapes, inform damage assessments, measure burn severity, and aid in ecological restoration planning.

This program will be a resource for the entire lifecycle of fires, and we hope to help improve outcomes in each phase.

What role did collaboration with fire agencies play in shaping the system’s design and priorities?

FireSat was developed via an extensive requirements definition process with hundreds of end users around the world to ensure the system specifically meets their operational needs.

That effort represented our first step, but the most important step happens now that we have sample FireSat data.

The Alliance has established an Early Adopter Program for global engagement with end users – this includes everyone from frontline responders to incident commanders, predictive modelers, and fire scientists.

We recently announced our first cohort of Early Adopters, which includes eight fire agencies across three continents.

We know that while there are many common core approaches to fire, there are also key differences across communities, agencies, and geographies.

Early Adopters will help us learn and adjust to ensure that as quickly as we collect operational data, which will be available in 2026, agencies and communities will be able to use it to improve their resilience to wildfire.

Early Adopters help the Alliance understand the wide range of workflows and systems in use today.

We are learning agency processes and collaborating with their technology partners to determine the best way to ingest FireSat data into existing platforms.

The goal is seamless integration of FireSat data into as many communities as possible.

Earth Fire Alliance partners just released the first wildfire images from FireSat in July. What do the images reveal, and what milestone do they represent for the program?

The first FireSat images demonstrate FireSat’s breakthrough capabilities across a range of diverse fire scenarios.

FireSat detected a small roadside fire in Oregon, USA, that was completely missed by existing satellite systems, showcasing our ability to catch fires in their earliest stages when they’re most manageable.

We also captured the Nipigon 6 fire in Ontario, Canada, where FireSat’s multispectral sensors distinguished between active fire regions, old burn scars, and unaffected areas, providing comprehensive insights into the fire’s lifecycle in that region.

In Australia’s Northern Territory, we detected multiple simultaneous fires across a large landscape, and in Alaska, we monitored two remote fires in a single image, demonstrating our value for regions where ground-based observation is challenging.

Collectively, these images demonstrate the powerful impact FireSat will have on communities and the firefighters who protect them worldwide.

They are a proof point that FireSat can detect fires much more precisely than existing satellites, validating everything we’ve been working toward with our fire agency partners.

They show that when our full constellation is operational, we’ll be able to provide the global fire community with the situational awareness they need to act before small fires become catastrophic blazes.

FireSat is the result of extensive collaboration among engineers, researchers, frontline fire agencies, and philanthropies.

The images represent a milestone in leveraging public-private-philanthropic partnerships to advance global wildfire detection, response, and understanding.

How could FireSat support moving from reactive suppression to more preventative strategies  –  and what does that actually mean in practice?

Most of today’s fire prevention and response strategies focus on suppressing fires first.

While that strategy is important for specific conditions and communities, it presents challenges when multiple events occur simultaneously, requiring decisions about which fires pose the greatest threat and how ecological strategies can provide additional resilience.

The shift from “reactive suppression to prevention” will require data and insights to inform policy- and decision-making.

FireSat’s ability to detect small, low intensity fires fills a fundamental gap in our collective knowledge, and will contribute more informed strategies for both suppression and prevention.

There is more fire on the landscape than we know today, because today we can only see and collect data on large fires.

This often misses critical low-intensity events that are essential to understand complete fire patterns and distinguish beneficial fire from destructive events.

The root cause of this information gap lies in technological limitations because existing satellite systems cannot provide the resolution, sensitivity, frequency, and data accessibility required to improve situational understanding of fire across the planet.

If we can better understand the full life-cycle, origin, and behavior of fires, decision-makers can implement and assess more strategies like controlled burns while ensuring they stay within safe parameters and maximize ecological impact.

Comprehensive fire intelligence enables dynamic risk assessment where firefighters can predict which low-intensity fires might naturally extinguish versus those likely to escalate into dangerous blazes.

Such predictive capabilities could inform more diverse approaches, from suppression to selective intervention, and preserve fire’s natural role in ecosystems while protecting communities and infrastructure.

With over 50 satellites planned, how do you intend to balance global reach with the specific needs of local fire communities?

The FireSat program will scale over the next several years.

The first three operational satellites are expected to launch in mid-2026, providing a twice daily global revisit rate.

The goal is to provide a 20-minute global revisit rate by 2030, which we project will be achieved with 50+ satellites.

At the same time, we’re focused on growing our network of Early Adopters as we scale, so we can maximize impact once FireSat is fully operational.

We want to ensure FireSat data is accessible and easy to use, specifically for organizations in the most fire-prone regions and areas with more limited resources.

This will be made possible through a range of public, private, and philanthropic investments, so we can provide FireSat data to first responders, communities, and scientists globally.

Looking ahead, what kind of impact do you hope FireSat will have on how the world prepares for and manages wildfires?

FireSat has the potential to fundamentally shift our understanding of how wildfire affects communities across the planet.

It will change humanity’s relationship to fire just as global weather observations changed our relationship with weather events.

FireSat will make our communities safer by providing early detection and reporting of wildfires that threaten us.

It will also open up new wildfire management strategies and approaches to preserve unique ecologies across the planet.

We’re building real-time fire intelligence that captures the complete spectrum of fire activity, and aim to be a catalyst for a united global response to the wildfire crisis.

We envision a future in which this unprecedented dataset drives approaches that expand humanity’s collective approach to wildfire.

We want to put these tools into the hands of as many decision-makers as possible, empowering a global user community with precise, timely, and trustworthy data for confident and effective decision-making.

Fire truck data raises questions over Eaton fire response in Altadena

Fire truck data shows delayed response in west Altadena

Data obtained by The Times has revealed that only one Los Angeles County fire truck was present in west Altadena when the Eaton fire reached the area, where 18 of the 19 fatalities occurred.

According to The Times, 40 county fire trucks were instead concentrated around the Palisades fire, while 64 were deployed to the east side of Altadena and nearby areas.

L.A. County Fire Chief Anthony Marrone told The Times the lack of trucks in west Altadena was likely due to “human error” by decision-makers in the incident command.

Marrone said the command team, based at the Rose Bowl, failed to divide resources evenly between east and west Altadena as the fire developed.

The county has not conducted its own analysis of fire truck locations. Marrone said this work has been assigned to an external organisation.

Residents left without help as fire spread

Residents interviewed by The Times described a night of fighting flames alone while waiting for firefighters who never arrived.

Sofia Vidal, who lost her pet tortoise and her home, told The Times: “We were abandoned. I never heard a siren.”

Vidal added: “Am I grateful for firemen? Not at all. Did they fail me miserably? Absolutely.”

An Altadena-based public interest research firm interviewed over 1,200 residents and found that nearly one in five believed the fire department let the area burn on purpose.

The neighbourhood is a racially diverse part of unincorporated Los Angeles County, historically home to many Black families.

According to The Times, many residents believe their area received less fire protection than whiter, wealthier neighbourhoods near the Palisades.

Incident commanders focused on areas already burning

The Times analysis showed that most county fire trucks remained east of Lake Avenue, which divided east and west Altadena, even as 911 calls from west Altadena increased.

Former fire officials told The Times the unified incident command did not effectively track where the fire was spreading or reposition fire resources based on forecasted spread and 911 data.

One former incident commander said too many trucks were directed toward visible flames rather than areas at risk.

The official told The Times: “It takes leadership and situational awareness to direct that as an incident commander and say, ‘Hey guys, I don’t need you there. I need you to defend homes and evacuation in this other community.’”

County data showed only one patrol vehicle crossed into west Altadena in the first 12 hours of the fire.

Late evacuation orders and delayed fire truck movement

Evacuation orders were not issued for west Altadena until 3:25 a.m. on 8 January, according to The Times, over four hours after flames were reported in the area.

East Altadena received its first evacuation order the evening before, at 6:40 p.m.

Despite multiple 911 calls reporting fire in west Altadena, vehicle locator data showed no county fire trucks responded to the area until several hours later.

By the time evacuation was ordered, The Times reported 17 calls had come from homes west of Lake Avenue.

In many cases, no aid ever arrived. The Times identified multiple victims who died after calling 911, including Anthony Mitchell Sr., a disabled man, and his son.

Multiple blazes strained county resources

The Times reported that county fire crews were already deployed to assist the Los Angeles Fire Department with a blaze in Pacific Palisades earlier in the day.

By evening, over one-third of the county’s fire vehicles were in that area, 40 miles from the later Eaton fire in Altadena.

Chief Marrone told The Times he had 1,800 firefighters available and ordered 50 strike teams that evening, adding about 250 more vehicles.

The fire in Eaton Canyon began at 6:18 p.m., quickly spreading due to hurricane-force winds.

As the fire grew, county resources concentrated in east Altadena, with few vehicles diverted west.

Union head Dave Gillotte told The Times: “We did not have enough people to shift in masses from one area of Altadena to another.”

Questions over incident command responsibility

The unified command included the L.A. County Fire Department, U.S. Forest Service, Sheriff’s Department and other agencies.

Marrone told The Times he believed responsibility for west Altadena was shared and said: “I’m not going to allow L.A. County Fire or the men and women of my department to take this on the chin.”

Marrone added that the department did not track trucks from other agencies and that GPS data provided only a partial picture of the response.

The Times noted that many vehicles from outside agencies were not included in the data set.

Some residents, however, said they did not see fire trucks in their neighbourhoods until long after the damage was done.

Sylvie Andrews, who returned home at 11 a.m. on 8 January, told The Times: “It was fightable, and they were not fighting at all.”

FireSat satellite captures first wildfire images for global fire monitoring

New satellite shows undetected wildfire in Oregon, says Earth Fire Alliance

Earth Fire Alliance has released the first wildfire images from its FireSat Protoflight satellite, marking the initial demonstration of the satellite’s fire detection capability.

The nonprofit group, in collaboration with Muon Space and Google Research, said the satellite captured images of a small roadside fire in Oregon, United States, that was missed by other existing space-based systems.

According to the Earth Fire Alliance, the FireSat system is designed to detect fires as small as 5 by 5 metres and will scan high-risk regions globally every 20 minutes once fully operational.

The Alliance said the images show how FireSat will help first responders assess fires in early stages, including areas not visible to conventional sensors due to size or weather conditions.

Brian Collins, Executive Director of Earth Fire Alliance, said: “These images represent a turning point in how the world will see and respond to wildfires.

“FireSat is the result of extensive collaboration among engineers, researchers, frontline fire agencies and philanthropies – and it’s built to serve fire agencies around the world.

“Our goal is simple: ensure that every fire, anywhere on Earth, is visible and understood in near real time.”

Detection data includes fires in Canada and Australia

The Alliance said the first set of images includes fire activity from the United States, Canada and Australia, collected in diverse environmental conditions.

In Ontario, Canada, FireSat’s sensors distinguished between ongoing fire activity and areas previously burned during the Nipigon 6 Fire, the Alliance said.

In Australia’s Northern Territory, FireSat detected several concurrent fires and recorded temperature variations across the terrain.

Another image captured fires in remote areas of Alaska, including the Moran and Chicken Fires, showing how FireSat can monitor fire activity where ground-based surveillance is limited.

The Alliance said these examples demonstrate FireSat’s capacity for real-time visibility in locations where access and response times are limited by geography or resources.

Infrared sensors provide detailed tracking through smoke and cloud

FireSat uses advanced multispectral infrared sensors developed by Muon Space.

The sensors were designed in consultation with fire agencies, scientists and modelers to address data requirements for fire perimeter mapping, intensity measurement and movement prediction.

The satellite operates in low Earth orbit and has a 1,500 kilometre observation swath with a 50 metre ground sample resolution, according to Muon Space.

Muon Space CEO Jonny Dyer said: “These first images are a powerful demonstration of what we built FireSat to do.

“We’re seeing clear, actionable detection of wildfire activity across multiple regions, which will provide an invaluable tool for first responders.

“While early detection is important, what’s equally critical is FireSat’s ability to support ongoing fire management by tracking a fire’s progression and behaviour.”

The satellite’s capability to see through smoke and cloud cover enables early detection and continued fire tracking across a range of environmental conditions.

Full FireSat constellation expected by 2030

The FireSat Protoflight was launched in March 2025.

Earth Fire Alliance and Muon Space said three operational FireSat satellites will be deployed in 2026, with a long-term plan for more than 50 satellites to be in orbit by 2030.

FireSat will provide twice-daily global observation once the initial operational capability is reached.

Google Research will use artificial intelligence to analyse FireSat images by comparing them with historical data, local weather, and ground conditions to identify active fires and reduce false positives.

Chris Van Arsdale, Google Research Climate & Energy Lead and Chair of the Earth Fire Alliance Board, said: “Paired with advanced AI, this data will be invaluable for fire authorities and Earth science.

“FireSat’s first wildfire images are precisely what we envisioned when we began this research and partnership.”

The satellite network is expected to assist with predictive fire modelling and improve understanding of fire development under changing climate conditions.

US cost savings and emissions prevention projected

According to Earth Fire Alliance, the FireSat system could deliver measurable benefits in the United States once operational.

Internal projections indicate that a one-hour revisit rate from the satellite could result in an annual saving of over $1 billion in fire damage.

The Alliance estimates that FireSat could help protect 3,500 homes and reduce burned land by 1.3 million acres each year.

It could also prevent the release of 21.9 million tonnes of carbon emissions annually in the United States alone, the Alliance said.

The Early Adopter Programme launched in June 2025 will allow fire agencies and researchers to test and refine FireSat data ahead of full deployment.

The Earth Fire Alliance said this work has been made possible through support from Google, the Gordon and Betty Moore Foundation, the Environmental Defense Fund, and other partners.

ICJ climate litigation opinion expected to influence future legal action

UN climate litigation ruling expected to set legal precedent

The International Court of Justice (ICJ) will today [23rd July] deliver an advisory opinion on state obligations regarding climate change, according to Reuters.

The case was brought forward by small island nations vulnerable to sea level rise, who argue that current climate action from high-emitting countries fails to meet international legal standards.

While the ruling will not be legally binding, it is expected to hold substantial influence over national and regional court decisions globally.

Payam Akhavan, international law professor and counsel for the island nations, said: “The advisory opinion is probably the most consequential in the history of the court because it clarifies international law obligations to avoid catastrophic harm that would imperil the survival of humankind.”

The ICJ will begin reading its findings publicly at 3 p.m. local time in The Hague.

Questions centre on legal climate duties and consequences

The United Nations General Assembly asked the court to assess two key legal questions.

First, what are the legal obligations of states to prevent greenhouse gas emissions from harming the climate system?

Second, what legal consequences arise when countries fail to meet those obligations?

According to Reuters, more than 100 countries and international organisations submitted their views during ICJ hearings held in December.

High-income countries argued that existing frameworks, such as the Paris Agreement, should guide legal interpretation. These treaties are largely non-binding in nature.

In contrast, lower-income nations and small island states advocated for clearer, enforceable obligations and financial responsibilities from major emitters.

Legal experts say ruling could shape future litigation

Joie Chowdhury, senior attorney at the Center for International Environmental Law, said national and regional courts are likely to use the opinion as persuasive authority.

Chowdhury said: “This opinion is applying binding international law, which countries have already committed to.

“National and regional courts will be looking to this opinion as a persuasive authority and this will inform judgments with binding consequences under their own legal systems.”

Fijian campaigner Vishal Prasad said the outcome should confirm that countries which have failed to act are in breach of international law.

Prasad said: “The court can affirm that climate inaction, especially by major emitters, is not merely a policy failure but a breach of international law.”

According to Reuters, although ICJ rulings are not enforceable, governments rarely disregard them outright.

Paris Agreement has not reversed emissions growth

The 2015 Paris Agreement saw more than 190 countries pledge to pursue efforts to limit global warming to 1.5°C.

However, the agreement has not succeeded in halting the increase of global emissions.

The UN’s most recent Emissions Gap Report found that current climate policies would result in warming exceeding 3°C by the end of the century.

Campaigners argue that voluntary targets have not delivered measurable reductions and want legal mechanisms to support enforcement.

The ICJ opinion is expected to examine how binding these international promises truly are in legal terms.

Climate litigation efforts continue worldwide

As reported by Reuters, legal efforts to hold governments and companies accountable for climate change have grown significantly.

The Grantham Research Institute at the London School of Economics has recorded almost 3,000 climate-related cases across nearly 60 countries.

Outcomes have varied.

In May, a German court dismissed a case brought by a Peruvian farmer against energy company RWE. Despite the verdict, legal teams and environmental groups claimed the case advanced legal arguments that may support future actions.

Earlier this month, the Inter-American Court of Human Rights issued its own advisory opinion urging cooperation among member states to address climate change.

Legal experts and campaigners say today’s ICJ ruling may accelerate this trend by providing legal foundations for future cases.

Peer review evaluates Brandenburg wildfire governance

The Union Civil Protection Knowledge Network has reported that the German state of Brandenburg has received the final report from a wildfire-focused peer review led by the European Commission.

The handover took place on 14 July 2025 in Potsdam, where the Director General of the European Commission’s Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO), Maciej Popowski, formally presented the findings.

The review, which ran from 17 to 23 November 2024, was conducted by four wildfire experts from Portugal, Spain, and Italy, supported by DG ECHO and the Euro-Mediterranean Center on Climate Change.

It marked the first time a German region has participated in the UCPM Peer Review Programme.

According to the Knowledge Network, the review focused on Brandenburg’s legislative structures, risk management planning, and wildfire response preparedness.

Wildfire risk in Brandenburg presents complex challenge

Dr Dietel said: “We appreciated the very good work of the peers involved and the collaborative approach taken throughout the process.

“The report will be reviewed by an advisory board in October to inform future actions.”

The peer review was requested by the Brandenburg State School and Technical Facility for Fire and Disaster Protection and supported by the state interior ministry.
