Evac+Chair said the chair was installed in collaboration with the flexible office space, which opened to businesses in Birmingham in 2023.

The site includes private offices and co-working space, meeting rooms, an events space, a gym, a bouldering wall and rooftop terrace are also available for occupants.

The installed model is the Evac+Chair 300H which Evac+Chair describe as a light and easy-to-use evacuation chair suited to commercial settings.

10X by Spacemade is currently home to 74 businesses.

Legionella and the need for next generation detection

As Legionella continues to hit the headlines, Greg Rankin CEO at Hydrosense advises on the steps health and safety professionals can take to alleviate what is becoming a growing – and largely still underestimated – public health risk

Early into 2026, we have already witnessed significant Legionella outbreaks across the US, including a deadly cluster in Ector County, Texas, cases linked to a major apartment complex in Harlem, New York City, and an outbreak associated with a Las Vegas casino.

While the specific circumstances behind each incident may differ, one truth that remains abundantly clear is that Legionella cases are rising at an alarming rate across the US.

The result is that the threat to public health from Legionnaires’ disease – a potentially fatal form of pneumonia caused by inhaling Legionella bacteria – will likely further escalate unless decisive action is taken, at pace.

But the big question is – what exactly?

A rapidly rising risk

Before answering that question, it is important to first explain the several factors attributed to Legionella’s recent ascent.

As most health and safety (H&S) professionals will already know, Legionella thrive in warm, stagnant water with the optimal temperature range for growth between 77°F to 113°F.

 As climate change continues to alter environmental conditions, rising average temperatures, prolonged warm seasons and shifting rainfall patterns are contributing to more favorable conditions for Legionella growth within building water systems.

At the same time, many distribution systems and plumbing networks across the country suffer from aging pipes, oversized layouts and stagnant dead-ends.

These low-flow zones diminish disinfectant residuals, promote biofilm formation and create pockets where Legionella can multiply unchecked.

Many legacy plumbing systems also lack modern design features, such as efficient temperature control and disinfection mechanisms, that help prevent bacterial growth.

Combine all these factors, and it may be easy to see why Legionella cases in the US have seen a 1,000 per cent increase in the past two decades alone and in an upward trajectory that experts predict will continue if not addressed.

The result is that it is becoming more important than ever for H&S professionals to pay extra diligence to how they assess, test and control the risk of exposure to Legionella bacteria in the face of increasing risk.

For many though, there remains a certain lack of clarity and standardization about what best approach to take.

Best practice, beyond compliance

Of course, most H&S experts will be well acquainted with the widely-adopted ASHRAE Standard 188 developed by the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE), which provides a framework to implement comprehensive water management programs that proactively control risks related to the growth and transmission of Legionella in building water systems, including regular monitoring and maintenance.

Many states and cities also stipulate their own specific standards, especially in jurisdictions with recent outbreaks or stricter health requirements.

From our extensive experience in the Legionella field, though, we believe that current recommended practice simply doesn’t go far enough and there is scope to do much more to raise the bar on safety through a more robust and proactive approach to water safety.

For example, one of the most critical weaknesses exposed by many recent outbreaks is the lag between contamination and confirmation.

Traditional Legionella testing methods rely on laboratory culturing, which takes up to ten days to deliver results.

Yet Legionella can double in a day.

In a large building or cooling system, that delay can mean the difference between early intervention and widespread exposure.

Water samples can also get damaged in the transportation process, potentially killing the Legionella inside and leading to a false negative result.

In addition, culture-based testing cannot detect viable but non-culturable (VBNC) Legionella, which, though dormant, can resuscitate and cause an infection.

The result can be a false sense of security, with the potential for lab results to state a negative outcome when repeated tests confirm non-conformance.

Arguably, then, as the challenges posed by Legionella evolve, there is a clear case for H&S professionals to reconsider their testing strategies and embrace more innovative, efficient methods.

One such example can be found in the latest generation of rapid Legionella testing which has been purposefully designed to overcome the limitations of traditional Legionella detection by providing on-site testing without the need for lab facilities.

Incredibly easy to use, these tests enable duty holders to inspect water systems in only 25 minutes and provide an accurate and reliable result on the presence or absence of Legionella pneumophila bacteria – the primary cause of Legionnaires’ disease.

The benefits of using this smart and simple method in addition to traditional testing methods are vast.

Principally, rapid testing facilitates early detection of Legionella, which is essential in preventing outbreaks.

In this way, the ability to gain an immediate picture of Legionella empowers H&S professionals to react promptly to contamination and take appropriate action, thereby significantly minimizing the risk of exposure.

Improved resource allocation is another major benefit whereby it’s possible to action remediation efforts almost immediately upon detection rather than having to wait on delayed lab results.

Further down the line, these tests can also support immediate remediation by enabling real-time verification of post-remediation effectiveness, rather than waiting nearly two weeks for laboratory confirmation.

In this way, by implementing rapid testing methods, H&S professionals can demonstrate a robust, proactive health and safety approach that goes even beyond compliance and, in turn, secure peace of mind in knowing they have done the utmost to alleviate what is an increasing Legionella risk.

Making Legionella control water-tight

If the recent flurry of Legionella outbreaks seen this year has taught the H&S world anything, it is that we cannot afford to underestimate the scope of Legionella risk.

In the context of what is becoming a increasingly complex public health concern, effective management and control can only be achieved by going beyond compliance with proactive monitoring, rigorous control measures and a culture of continuous oversight that is truly water-tight.

Halma trading update reports continued growth across life safety technology businesses

Halma trading update points to full-year growth

Halma has reported continued progress ahead of the end of its financial year, with the group expecting mid-teens organic constant currency revenue growth for the year ending 31 March 2026.

In a trading update released on 12 March, the global group of life-saving technology companies confirmed that second-half trading to date remains consistent with the upgraded guidance set out in its half year results published in November 2025.

The group expects to deliver a 23rd consecutive year of record adjusted profit.

Growth has been broad-based across Halma’s portfolio of technology companies, which operate across sectors including safety, environmental monitoring and healthcare.

Order intake remains ahead of revenue in the year to date and also ahead of the comparable period last year.

Premium growth in photonics within the Environmental & Analysis Sector continues to support revenue performance.

Halma expects full-year cash conversion to remain in line with its KPI of 90%.

The appreciation of Sterling is expected to create a negative currency translation effect on the group’s results.

Halma continues acquisition investment across group sectors

Halma has completed five acquisitions during the financial year to date, including three since the half year ended on 30 September 2025.

These acquisitions span the group’s three operating sectors.

Total investment in acquisitions has reached a record £451m on a maximum total consideration basis.

The company reports that its acquisition pipeline remains active across all three sectors.

Promat completes EN testing for SUPALUX fire protection systems

Promat completes EN testing for SUPALUX

Promat has completed testing for its SUPALUX fire protection systems to the latest European standards, allowing the system to be used on projects that require EN fire evidence.

Promat said the updated testing covers one of its often specified passive fire protection systems ahead of the planned move from British standards to EN standards in 2029.

SUPALUX has been used to provide fire resistance for more than 40 years.

The system is used where additional fire resistance is required for walls, floors and ceilings.

As part of a system, the A1 non-combustible fire protection board can provide between 30 and 240 minutes of fire resistance.

It can also provide fire resistance for ceilings for up to 120 minutes, depending on the system configuration.

SUPALUX is used for partitions, floors and ceilings across a range of sectors, including high-rise and multi-occupancy buildings.

The system is also specified to protect means of escape and floors that encapsulate life critical services.

FECA and Fire and Emergency New Zealand settle leadership contract

New Zealand agreement covers leadership roles

Fire and Emergency New Zealand has confirmed a new collective employment agreement with the Fire and Emergency Commanders Association (FECA), covering operational firefighting management, District Commanders, Assistant District Commanders and senior specialist positions.

Fire and Emergency New Zealand said FECA members ratified the agreement on 2 March 2026 after 14 days of negotiations and an Offer to Settle made on 23 February 2026.

The agreement was presented as applying to leadership roles across operational command and specialist functions.

Fire and Emergency Chief Executive Kerry Gregory said: “This agreement is about strengthening leadership across Fire and Emergency so we can deliver the best possible outcomes for our communities.

“Securing a new agreement is critical to our leadership capability, operational stability, and our ability to deliver on our strategic direction and organisational change objectives.

“Just as importantly, it ensures our frontline leaders are aligned, supported, and empowered to perform at their best.

“It is an important milestone to have this contract settled, as it builds on the progress we made last September when we signed a Strategic Relationship Agreement with the United Fire Brigades’ Association (UFBA), who represent more than 650 volunteer brigades across the country.”

FECA backs relationship and change measures

Fire and Emergency New Zealand said the agreement formalises FECA’s support for key leadership and cultural change initiatives and reinforces relationships with volunteers.

FECA President Geoff Purcell said: “Our members command, lead, manage and support paid and volunteer firefighters across the motu.

“This agreement acknowledges their professionalism, their national responsibilities, and their commitment to serving communities.

“We’re particularly pleased to see the Strategic Relationship Panel formalised, providing a structured and collaborative forum where operational leaders can work closely with Fire and Emergency on issues that matter most.”

Gregory thanked FECA for what he described as a constructive approach to the settlement and said the agreement allows the organisation to focus on protecting people, the environment and communities across Aotearoa New Zealand.

Dafo Vehicle fire suppression systems gain ESL certification for UAE and Saudi standards

Dafo Vehicle certifications cover Gulf bus standards

Dafo Vehicle has achieved certification for UAE.S 5041:2021 and SASO 2946:2020 for fire suppression systems used in buses and coaches.

Dafo Vehicle announced that both certifications were issued by the Emirates Safety Laboratory (ESL).

UAE.S 5041:2021 is the United Arab Emirates standard for automatic fire suppression systems in the engine compartments of buses and coaches carrying more than 22 passengers.

The standard is intended to improve public transport safety by requiring vehicles in the region to use fire protection systems that meet defined testing requirements.

Those requirements include fire performance testing, along with vibration resistance testing.

The standard also requires temperature endurance testing to confirm system function in extreme operating conditions.

Dafo Vehicle adds Saudi standard approval

The company said its fire suppression systems are also certified to SASO 2946:2020, the Saudi Arabian standard for fire suppression systems in buses and coaches.

The Saudi Standards, Metrology and Quality Organization (SASO) issued that regulation for passenger vehicles operating in Saudi Arabia.

It sets requirements for automatic fire detection and suppression in engine compartments and for system performance during fire scenarios.

It also covers durability and reliability under vehicle operating conditions, with compliance verified through certified testing laboratories.

Dafo Vehicle said the two certifications support its work with operators and original equipment manufacturers in the United Arab Emirates and Saudi Arabia.

Wildfire policy practice expands in Washington

Capitol Counsel expanded its wildfire-related policy work through a merger with Collective Strategies & Communications that was announced in September 2025.

Capitol Counsel said the deal brings together Collective’s work in wildfire prevention, response and land management with Capitol Counsel’s broader legislative and regulatory practice in Washington, D.C.

Collective Strategies & Communications had represented clients involved in aerial firefighting, remote sensing and fire-intelligence technologies.

The firm had focused on policy frameworks tied to technology use, federal funding and legislative engagement aimed at reducing wildfire risk and improving forest health.

People joining the expanded wildfire team

The announcement also brings Phil Hardy, founder and former president & CEO of Collective Strategies & Communications, into Capitol Counsel’s expanded practice.

Hardy has more than 25 years of experience in strategic communications, government relations and public affairs, with work focused on wildfire intelligence, mitigation strategies and technologies including aerial firefighting assets and AI-driven forest-management platforms.

Matt Gall also joins the combined practice with more than 15 years of policy and advocacy experience tied to natural resources, energy, public lands and environmental issues.

Before joining Collective, Gall spent a decade at Strategies 360 and also worked on the House Natural Resources Committee on federal policy covering water rights, hydropower and endangered species.

HMICFRS keeps Devon and Somerset prevention concern open after revisit

HMICFRS revisit keeps prevention concern open

Devon and Somerset Fire and Rescue Service has had its prevention cause of concern and all six related recommendations left open after a January 2026 revisit.

His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) set out that position in a 6 March 2026 letter from Kathryn Stone OBE, His Majesty’s Inspector of Constabulary and His Majesty’s Inspector of Fire & Rescue Services, to Gavin Ellis, Chief Fire Officer, following a revisit between 19 and 21 January 2026.

The cause of concern relates to prevention activity and the service’s need to give greater priority to home safety visits for people most at risk from fire, with clear timescales for different risk levels.

HMICFRS said the service had made progress since its inspection between November and December 2024, when the cause of concern and six recommendations were first identified.

The letter states that the executive board recognises more needs to be done in prevention and that progress since the previous inspection has not been enough to make prevention a sufficiently high priority.

An action plan was submitted on 15 April 2025 and reviewed during the revisit through interviews with senior leaders, managers and staff involved in delivering the actions.

Governance arrangements were found to be in place through monthly professional standards board meetings, further progress reports to the chief fire officer and deputy chief fire officer, and quarterly updates to the community safety committee and the fire and rescue authority.

HMICFRS said the governance process could be stronger because some reports to the fire and rescue authority provided only narrative updates and did not give enough clarity on progress against actions and timescales for closing the recommendations.

The service’s action plan listed 16 actions, with 13 recorded as completed and three recorded as in progress before the revisit.

HMICFRS found that none of the 16 actions had been recorded as closed in the service’s electronic recording tool because the service had not yet completed the assurance needed to close the linked recommendations.

The letter says the service recognises more work is needed to close the recommendations and that it is unclear when that work will be complete.

HMICFRS findings on systems backlogs and prevention activity

HMICFRS said the service had prioritised work by risk and developed a new risk stratification process, yet its prevention management information systems continue to limit how effectively and efficiently staff can work.

The letter says there is strong strategic backing for a new prevention management information system and that the service is confident it can secure funding approval for the 2026/27 financial year.

The digital, data and technology department was found to be working closely with the prevention team to define user requirements for a replacement system.

On referral backlogs, the service reduced the number of people waiting for home fire safety visit appointments after partner referrals.

The letter says 2,051 people were waiting to have appointments booked on 14 November 2025.

The service told inspectors that 1,293 cases were awaiting allocation on 16 January 2026, against its stated aim of keeping between 500 and 1,200 cases awaiting allocation to maintain a continuous flow of appointments for prevention technicians.

New key performance indicators for different home fire safety visit risk categories had been developed at the time of the revisit and had not yet been put in place.

HMICFRS found high completion rates for additional online home fire safety visit training introduced for wholetime and on-call firefighters.

Robust quality assurance arrangements were found for technicians, and the service plans to apply a similar approach to wholetime crews as prevention work is introduced more widely at stations.

A pilot scheme was running at two wholetime stations in which firefighters carried out higher-risk visits, with plans to expand the approach across the remaining ten wholetime stations by 1 April 2026.

Inspectors also identified inaccurate risk labelling in some home fire safety visit referrals, with some high-risk vulnerable people wrongly classified as low risk.

The service has since completed home fire safety visits for those cases and reviewed the data and system issues that led to the errors.

HMICFRS said measures were in place for pilot stations to provide feedback on the scheme and that the service should make sure appropriate systems are in place to consider that feedback before the model is expanded.

HMICFRS says more work is needed before recommendations can close

HMICFRS found good progress on post-incident prevention activity after the service reviewed dwelling fires and home safety activity dating back to January 2024, updated its incident recording system, communicated changes to staff and introduced performance management measures.

Most of that work was carried out in December 2025 and the letter says further supervision and monitoring are needed to evaluate the changes.

The service also completed actions to evaluate home fire safety visits, including a framework for measuring effectiveness and a text message survey for people who received visits.

The evaluation report for September to December 2025 found that 96 percent of respondents, or 506 out of 528, either agreed or strongly agreed that they felt safer in their home.

It found that 71 percent of respondents, or 373 out of 528, made changes in their homes after a visit.

It also found that 91 percent of respondents, or 474 out of 528, were very satisfied with their visit, and a further seven percent, or 39 out of 528, said they were satisfied.

The service told HMICFRS that seven percent of those invited to take part in the survey had provided feedback.

An external advisor also assessed home fire safety processes in a report dated 29 December 2025, covering national data comparisons, visit quality, productivity and post-incident prevention activity, and setting out recommendations for the service to consider alongside its action plan.

HMICFRS said the service had completed a large amount of activity shortly before the revisit and now needs to evaluate those actions, manage and reduce risk for vulnerable people, make sure staff understand and accept the changes and sustain them over time.

The inspectorate said it will return to Devon and Somerset Fire and Rescue Service to assess whether satisfactory progress has been made against the action plan and whether the service provided to the public has improved.

Teledyne GMI expands US gas utility distribution reach

Teledyne Gas Measurement Instruments (Teledyne GMI) has announced a partnership with Southern Cross, a Sparus company, to distribute its gas and leak detection portfolio to gas utility customers across the Southeast region of the United States.

The company said Southern Cross will also provide regional service support alongside the existing Teledyne GMI USA service centre in Cypress, Texas.

The agreement was announced from Renfrew, Scotland.

Teledyne GMI said the arrangement is intended to improve response times and technical support for customers using gas detection technologies in the region.

Teledyne GMI products and service scope

The portfolio covered by the distribution agreement includes the GS700, GS500, GT Series and PS200.

The company said the instruments are supported by its GDCloud platform, which provides centralised real-time access to field information.

It said the platform is used for fleet management, compliance reporting, preventive maintenance and operational decision-making.

Fire and smoke detection results raise questions for smart cities

Detection system combines two AI models

Researchers at Jouf University in Saudi Arabia have developed an artificial intelligence framework for early smoke and fire detection in smart city environments.

A study by Amr Abozeid and Rayan Alanazi describes a hybrid system that combines a Vision Transformer with the YOLOv8 object detection architecture.

The framework is designed to identify early-stage smoke and fire patterns in complex visual scenes and support faster response through smart city monitoring systems.

The study says conventional heat and smoke detectors often raise alerts only after smoke reaches the device.

It adds that existing video-based systems can also produce false alarms when visual conditions include dust, clouds or changes in lighting.

The Vision Transformer analyses global visual patterns in an image so the system can detect subtle smoke characteristics and spatial relationships across a scene.

The YOLOv8 module then performs real-time object detection to localise smoke and fire regions at speed.

Detection results and next steps

According to the study in Scientific Reports, the researchers trained and tested the model on more than 7,000 images from urban and rural datasets.

These images included smoke and fire scenes captured under different lighting conditions and in different environments.

The system achieved 99.2% accuracy, with precision of 98.5% and recall of 97.8%.

Its F1 score reached 98.1% and inference latency was about 45 milliseconds, which the study says enabled real-time detection at about 22 frames per second.

The researchers reported an accuracy increase of about 4.3% compared with conventional convolutional neural network approaches and other single-model detection systems.

The study also says the framework performed better than several existing detection models across precision, recall and localisation accuracy.

It states that the hybrid architecture can distinguish real smoke or fire from visually similar features such as printed flames or static images by analysing contextual and spatial characteristics rather than relying only on colour.

The authors say further validation in real-world settings is still needed, with future work set to examine thermal imaging and environmental sensor inputs for low-visibility conditions.
