Advanced Fire Protection SW has installed a SmartNet-Pro wireless fire detection and alarm system at Home Meadow, a retirement property in Cambridge.

According to Cygnus, the installation was completed in three days and required no cabling, due to the 100% wireless design of the SmartNet system.

The retirement home is operated by housing association LiveWest and comprises 50 individual flats.

Cygnus stated that the previous cabling infrastructure was considered too outdated to support modern fire detection systems.

The company explained that a full rewiring was ruled out as it would have caused major disruption to residents.

LiveWest required a certified fire system that could be fitted with minimal intrusion.

Cygnus said the SmartNet-Pro met this need by offering full EN 54 compliance and wireless installation.

Installers report system stability and reduced disruption

Advanced Fire Protection SW has used SmartNet for previous installations, but this was its largest to date.

Lee Wilkinson, Managing Director at Advanced Fire Protection SW, said: “This was our third time using Cygnus SmartNet and our largest installation using the solution to date! Training provided through Cygnus Academy

Cygnus confirmed that training is required for all SmartNet installers.

The company said its training courses are offered at either the Cygnus Academy in Hereford or the Technology and Training Centre in Birmingham.

According to the company, training is split into basic and advanced modules.

Wilkinson said: “All eight of our installers at Advanced Fire Protection SW are certified with the basic training programme. A couple of us have also completed the advanced training course.

“We found the Cygnus Academy informative and helpful for learning the system and software.

“The environment was relaxed and the tutors very knowledgeable, we highly recommend the training and are keen to send more of our installers to receive the advanced course training too.”

Cygnus stated that the SmartNet-Pro system uses its proprietary wireless mesh technology.

According to the company, the system can support 511 devices across 96 zones on a single network.

It also added that up to five control panels can be linked, allowing a total of more than 2,500 devices.

Cygnus said that the system operates on a self-forming, self-healing mesh with multipath redundancy and channel hopping for signal reliability.

According to Honeywell, the platform allows users to integrate building software, systems and devices into one interface. The company said this helps reduce labour time, costs and operational disruption.

Honeywell said the platform has already been deployed by Verizon Communications and Vanderbilt University. These early adopters are using the system to identify potential faults, improve energy management and streamline operations.

The solution is built on the Honeywell Forge platform and includes tools for remote monitoring, predictive maintenance and energy tracking. Installation is supported by AI and can be completed within hours.

New system aims to simplify building management

Fire safety compliance inspections expand across Hong Kong

Government outlines inspection and prosecution progress

More than 8,600 Fire Hazard Abatement Notices (FHANs) have been issued in Hong Kong following inspections of older high-risk buildings, according to the Government of the Hong Kong Special Administrative Region.

The fire safety inspections followed a 2024 fire at New Lucky House in Jordan that resulted in five deaths and 40 injuries.

The government reported that among around 1,000 composite buildings inspected, over 2,100 FHANs were issued to “three-nil buildings”, which have no owners’ corporation, no management company and no residents’ organisation.

District-level figures show that Sham Shui Po received the highest number of FHANs at 1,074.

A total of 324 successful prosecutions and convictions were secured across the 18 districts.

The most common cause of prosecution was smoke stop door irregularities, accounting for 259 cases.

Compliance rate and new inspection plans

As of the end of June 2025, the Fire Services Department (FSD) reported that over 90 percent of the 8,661 issued FHANs had been complied with.

In March 2025, the FSD created the Divisional Public Safety Team to increase district-level enforcement and community engagement across Hong Kong Island, Kowloon and the New Territories.

The department stated that it will proactively inspect 1,800 old buildings over the next year.

These efforts are part of a broader strategy to raise compliance with the Fire Safety (Buildings) Ordinance among composite and domestic buildings constructed on or before 1987.

According to the Government, approximately 14,000 buildings fall under this legislation, and around 11,430 have already been inspected.

Progress on defaulted works and pilot programme

Following the December 2024 amendment to the Fire Safety (Buildings) Ordinance, authorities can now carry out fire safety works directly when building owners fail to do so.

The Government confirmed that 10 buildings have been selected under a pilot defaulted works scheme, with over half of them being “three-nil buildings”.

The authorities expect the first of these building upgrades to be completed by mid-2026.

Work consultancy and contractor contracts are planned to be awarded in the third quarter of 2025.

The Government stated that cost estimates will only be provided after assessments are completed by appointed consultants.

In addition to the pilot works, building-level compliance data is now published online to help inform prospective tenants and buyers.

Future expansion of improvement projects

The Government said it expects to extend defaulted works to between 20 and 60 buildings per year in the future.

It plans to assess the programme’s progress and determine the scale of future implementation based on sector capacity and inter-departmental coordination.

A long-term strategy will be developed to support owners facing genuine obstacles in upgrading their buildings.

The authorities confirmed that resourcing and contractor availability will shape how many additional properties can be included annually.

The FSD is also piloting a fire detection system using Internet of Things (IoT) sensors to send alerts directly to emergency services.

Sensors may be installed in flats or communal areas to provide faster fire detection and improve response times.

Only a limited number of buildings per district are currently being invited to participate in the scheme.

The FSD said it is using criteria such as building age, number of storeys and whether a property is a “three-nil building” to decide which buildings are eligible.

What every high-rise resident needs to know about new PEEPs rules

PEEPs process made mandatory for certain residential buildings

The Ministry of Housing, Communities & Local Government has confirmed that from 6 April 2026, Personal Emergency Evacuation Plans (PEEPs) will be required in high-rise residential buildings in England under new legislation.

The Fire Safety (Residential Evacuation Plans) (England) Regulations 2025 were laid before Parliament on 4 July 2025 and apply to buildings over 18 metres or with at least seven storeys, as well as certain buildings above 11 metres with simultaneous evacuation strategies.

According to the Ministry, the regulations are aimed at supporting residents with cognitive or physical impairments who would struggle to evacuate unaided during a fire.

Responsible Persons (RPs) – usually building owners or managers – will be legally required to identify relevant residents and undertake a person-centred fire risk assessment if requested.

Each step of the process requires resident consent and includes developing a written emergency evacuation statement and, where agreed, sharing basic evacuation needs with the Fire and Rescue Authority.

Government response to Grenfell Inquiry recommendations

The Ministry stated that the new measures implement key recommendations from Phase 1 of the Grenfell Tower Inquiry.

Recommendations 33.22(e) and (f) called for legal duties to prepare PEEPs and store information in premises information boxes, while 33.22(c) recommended that all high-rise buildings have evacuation plans reviewed regularly and shared with local fire services.

The Ministry explained that initial proposals to mandate workplace-style PEEPs in residential buildings were withdrawn due to practicality and safety concerns raised in a 2021 consultation.

In response, an alternative approach was developed through the 2022 EEIS+ consultation. The Ministry described this as a practical and proportionate way to improve evacuation safety for disabled and vulnerable residents.

This new model requires engagement with residents but does not mandate evacuation lifts or onsite assistance staff, as seen in workplace PEEPs.

Legal duties for responsible persons

Under the new regulations, RPs must identify relevant residents using reasonable efforts. These are defined as residents whose ability to evacuate independently is affected by a cognitive or physical condition.

RPs must offer a person-centred fire risk assessment, and where one is requested, it must be completed. This assessment should not duplicate the building’s fire risk assessment and is specific to the individual’s evacuation challenges.

Following the assessment, RPs are expected to discuss appropriate risk mitigation measures with the resident. Implementation is required where measures are deemed reasonable and proportionate, except when residents decline to pay costs where applicable.

The Ministry confirmed that these regulations do not override leaseholder rights and any mitigation affecting shared property, such as parking spaces, must be agreed upon.

Sharing and reviewing evacuation information

The RP is required to agree an emergency evacuation statement with the resident, documenting what the resident should do in the event of fire. This must be written down and provided to the resident.

There is a continuing duty to review the fire risk assessment, mitigation measures and emergency evacuation statement annually or when circumstances change.

Subject to explicit resident consent, RPs must also provide local Fire and Rescue Authorities with limited information about relevant residents, including their flat number, floor number and assistance needs.

The Ministry said this is to enable effective operational response during incidents, with data stored either physically in a secure information box or digitally, depending on fire service requirements.

All information sharing must comply with UK data protection laws, including the Data Protection Act 1998 and UK GDPR.

Requirements for building-wide evacuation plans

In addition to individual PEEPs, the RP must prepare and maintain a building emergency evacuation plan.

This plan must include confirmation of whether any relevant residents live in the building, evacuation instructions, and other relevant arrangements such as evacuation alert systems where applicable.

The plan must be shared with the local Fire and Rescue Authority and stored in the building’s secure information box if one is installed.

Reviews must be conducted at least once every 12 months, or sooner if major changes occur.

The Ministry said future legislation is expected to expand the scope of person-centred fire risk assessments to include in-flat risks and further mitigation requirements.
