Fire safety update announced for UK construction and renovation projects

The Fire Protection Association (FPA) has reported the publication of a second amendment to the tenth edition of the Joint Code of Practice (JCoP) on the Protection from Fire of Construction Sites and Buildings Undergoing Renovation.

The amendment was published in May 2025 and includes updates to section 13 of the Code, covering temporary buildings and temporary accommodation.

Originally introduced in 1992, the JCoP is produced by RISCAuthority with support from the Association of British Insurers, National Fire Chiefs Council, London Fire Brigade, Contractors Legal Group, and Construction Industry Publications.

The Code aims to ensure that fire risks are addressed through detection, prevention, and safe working practices across all phases of a project.

The latest changes were made to support fire safety practices in line with new construction methods, materials and standards.

Changes to section 13 address temporary structures

According to the FPA, the May 2025 revision introduced several updates to improve guidance around the placement and construction of temporary buildings.

Section 13.3 was clarified, with part (a) specifically revised to address requirements when temporary structures are located above the site or highway.

A new clause, 13.3(b), allows the use of LPCB LPS 1195 testing for full-scale cabins or modules as an alternative to individual element testing.

Clause 13.3(e) was removed on the grounds that it was no longer necessary.

Clause 13.3(f) was amended to provide an alternative option for installing automatic self-closing devices on doors and windows, with new references to shutters.

The penultimate paragraph in section 13.3 has been incorporated into a new list at clause (k).

Section 13.6 was revised to clarify the fire resistance requirements of supporting elements used in stacked temporary structures.

Code supports prevention at all construction stages

The JCoP applies to design, planning, procurement and construction activities, providing a framework to reduce fire risks on sites.

The Code recommends that detection and prevention strategies are considered early in project planning.

It promotes design strategies that eliminate fire risks and encourages safe site practices throughout a project’s duration.

The overall aim is to ensure the safety of both buildings and occupants during construction and renovation.

The guidance is relevant to all parties involved in construction, including designers, contractors, insurers, and fire and rescue services.

Previous amendments addressed broader risks

The tenth edition of the Code was issued in 2022 and expanded to reflect modern risks and construction practices.

Amendment 1 was published in January 2023 and included updates on definitions and on construction phase procedures.

It also added guidance on electric vehicle charging, high-rise construction, and large timber frame structures.

Sections relating to temporary buildings, which have now been revised again, were part of the January 2023 update.

These earlier changes reflected industry demand for practical guidance on emerging technologies and methods.

Joint Code continues to adapt to industry standards

Technical Director for the FPA, George Edwardes, commented on the publication of the latest amendment.

Edwardes said: “We are pleased to be releasing this updated edition of the Joint Code of Practice for fire prevention on construction sites. Reflecting the changes in standards and practices, whilst also acknowledging the more prevalent use of modern materials and construction methods, we hope the amendments will help users ensure adequate detection and prevention measures are in place on construction sites and in buildings undergoing refurbishment.”

UK Government sets cladding deadlines, funds £1 billion remediation plan, and pauses Grenfell-linked inquiries

UK Government launches cladding law, funding and enforcement action

The UK Government has confirmed new deadlines, funding access and enforcement measures as part of an updated plan to accelerate cladding remediation across social housing.

According to the UK Government, the joint plan was published on 17 July 2025 and follows delays in removing unsafe cladding from thousands of social housing buildings.

The new measures include over £1 billion in funding and set out legal obligations for landlords, backed by penalties for non-compliance.

The proposals form part of an update to the wider Remediation Acceleration Plan and are accompanied by the introduction of a draft Remediation Bill.

According to the Ministry of Housing, Communities & Local Government (MHCLG), the plan aims to ensure that by the end of 2029 all 18m+ buildings are remediated, with buildings between 11m and 18m to follow by the end of 2031.

UK Government outlines joint plan with social housing sector

The UK Government reported that only 44 percent of the 2,800 social housing buildings identified with unsafe cladding in England had begun remediation by June 2025.

The Ministry of Housing, Communities & Local Government said that the updated strategy was developed in partnership with social landlords to remove financial and operational barriers.

According to the policy paper, the new plan gives social landlords equal access to funding schemes and introduces a statutory Duty to Remediate.

The plan includes support from Homes England, the use of the National Remediation System for progress tracking, and mandatory reporting requirements.

Social landlords will also receive guidance and training on data use and will be required to provide fire risk assessments for buildings above 11 metres by December 2027.

Legal penalties and new Remediation Bill introduced

The government confirmed that new legislation will introduce enforceable deadlines for remediation of buildings with unsafe cladding.

Under the draft Remediation Bill, landlords must complete works on buildings over 18 metres by the end of 2029 and buildings between 11 metres and 18 metres by the end of 2031.

The government stated that those who fail to meet these deadlines without a reasonable excuse could face unlimited fines or imprisonment.

The new law will also give Homes England and local authorities the power to carry out remedial works themselves if landlords do not comply.

Deputy Prime Minister Angela Rayner said: “Today we have given social landlords access to over £1 billion to remediate unsafe cladding and make residents safe.

“We are also today sending a clear message to those responsible for a building still wrapped in unsafe cladding: act now or face the consequences.

“Our Remediation Bill will include a new duty on you to make your building safe by a specified date, and new powers to impose serious penalties on those who fail to comply with the duty, and ultimately to bypass them if necessary to make the building safe.”

Support for leaseholders and local authority involvement

New guidance also expands the Cladding Safety Scheme to include exceptional cases for buildings under 11 metres where no alternative funding is available.

Leaseholders are to receive continued support to reduce reliance on interim fire safety measures, including costs for Waking Watch services.

According to the UK Government, over £5 million has been made available to support Metro Mayors in delivering Local Remediation Acceleration Plans in their regions.

The Building Safety Levy is set to take effect from October 2026 and is expected to raise £3.4 billion over the next ten years.

Affordable, supported and small-scale housing will be exempt from the levy, along with discounts for developments on previously used land.

Building Safety Minister Alex Norris said: “We are determined to make buildings safe and protect residents.

“There is now a clear pathway to remediate every building with unsafe cladding.

“We expect everyone to play their part in giving residents and leaseholders the peace of mind that they deserve.”

Investigations paused into Grenfell suppliers during criminal proceedings

On 10 July 2025, the Cabinet Office confirmed that debarment investigations into seven companies named in the Grenfell Tower Inquiry had been paused.

According to the UK Government, this decision was made following advice from the Metropolitan Police and Crown Prosecution Service that the investigations could interfere with criminal proceedings.

The Procurement Act 2023 allows the government to investigate suppliers and add them to a debarment list, potentially excluding them from public contracts.

The Cabinet Office said the pause does not end the process, and action may resume once the criminal investigation has concluded.

Chancellor of the Duchy of Lancaster Pat McFadden told Parliament that the priority must be maintaining the integrity of the police investigation.

Deputy Prime Minister Angela Rayner has written to survivors, bereaved families and residents in the local community to communicate this decision and affirm the government’s position.

Outdated or poorly enforced building codes continue to contribute to preventable risks in the built environment, from structural failures to fire hazards in high-rise developments.

In response, the International Code Council (ICC) has expanded its global operations to support better alignment between local construction practices and internationally recognised standards.

Established in 2019, ICC MENA is the organisation’s first regional hub outside the United States.

Based in Dubai, it works with regulators, private sector leaders and technical professionals to improve safety, sustainability and resilience across the construction sector.

The office supports the adoption and implementation of the International Codes (I-Codes), provides Testing, Inspection and Certification (TIC) services and contributes to knowledge exchange through trade events and stakeholder engagement.

Over the past five years, ICC MENA has addressed regional priorities including offsite construction and 3D concrete printing, while helping streamline regulatory frameworks in fast-developing cities.

What exactly does the ICC do and how do its codes and standards impact building safety?

We are a leading global source of building safety solutions.

ICC is widely recognized as the organization responsible for developing building codes and safety standards.

These codes serve as the regulatory foundation for how buildings and structures are designed, constructed and how their systems and materials are installed and maintained, all to ensure public health, safety and resilience.

But ICC’s role goes beyond just code development.

We offer a comprehensive suite of services, including Testing, Inspection and Certification (TIC), training and credentialing, accreditation, code consulting and more.

What are I-Codes and why are they used by so many different countries?

The International Codes, or I-Codes, are a family of model building codes developed by the ICC to promote the safety, sustainability and resilience of the built environment.

These codes cover all aspects of building design, construction and maintenance, including structural systems, fire safety, energy efficiency, plumbing, mechanical systems and more.

What are some common building safety risks you see in the MENA region?

Several building safety challenges continue to surface, acting as hurdles that require thinking outside the box and continued progress in alignment with international best practices.

Common areas requiring continued attention include ensuring consistent application and enforcement of building codes and standards, especially in fast-paced or resource-constrained project environments.

There is also room to enhance regulatory clarity and market access pathways for building materials and systems, which is essential for maintaining quality and compliance as the market grows more innovative.

Additionally, there is an opportunity to strengthen training and credentialing for professionals involved in installation, inspection and maintenance, phases that are critical to ensure safety and performance, even when products and designs meet compliance requirements.

How do building codes actually help reduce the risk of disasters?

Building codes are foundational tools for risk reduction; they establish minimum safety and performance requirements for all aspects of construction, from structural integrity and fire protection to energy efficiency and system installation.

By clearly defining how buildings should be designed, built and maintained, codes help prevent failures that can lead to disasters such as fires, collapses, or unsafe living conditions.

For example, they require proper fire-rated assemblies and compartmentation, define structural load requirements to ensure stability and set standards for ventilation, egress and material use.

Codes also create a framework for accountability by ensuring that all market players, from designers and contractors to inspectors, follow a unified set of expectations.

How does the ICC work with stakeholders to support the use of better building practices?

At ICC MENA, we take a collaborative and relationship-driven approach to supporting better building practices across the region.

From day one, we have capitalized on our longstanding relationships while also extending ICC’s legacy by establishing new connections through a mix of in-person and virtual engagement, including bilateral meetings, webinars, technical workshops and participation in regional conferences.

In practice, our support begins with helping local authorities adapt and implement modern building codes, such as the I-Codes, tailored to regional conditions and regulatory priorities.

Beyond direct engagements, we promote active stakeholder collaboration through structured platforms and initiatives.

What challenges are there when trying to update or enforce modern building codes?

In the MENA region, most countries follow a centralized approach, where building codes are typically developed and enforced at the national level by ministries or Authorities Having Jurisdiction (AHJs).

Regulatory agencies, large developers, or major infrastructure programs often have direct jurisdiction to enforce the building code, either through national mandates or project-specific requirements.

While this centralized model allows for faster alignment with national goals and more uniform application, it also presents challenges at a local level.

The private sector may face difficulties navigating revisions to the codes particularly where such revisions introduce non-traditional or innovative construction systems like off-site manufacturing or advanced materials.

This presents difficulties to successful implementation and compliance related to cost, lack of awareness, or limited access to certified professionals.

What message is ICC trying to send to the international community?

With this year’s Building Safety Month theme being ‘Game On!’, we’re turning up the volume for the global building community to step up efforts, ramp up resources and keep safety at the forefront of every project and policy discussion.

 It’s about encouraging professionals to stay proactive, adopt modern codes and embrace innovation responsibly.

At the same time, it’s a call to the general public to understand the basic principles of building safety, like fire protection, structural integrity and safe egress, because everyone plays a role in shaping safer communities.

How do you see building safety practices changing in this region over the next decade?

The construction industry is no longer stagnant.

In the coming years, building safety in the MENA region will become increasingly shaped by smart technologies, digital tools and sustainable design practices.

Innovations like BIM, IoT-enabled systems, AI-driven safety solutions and digital codes will help improve code compliance, real-time monitoring and overall building performance.

As the region moves toward net-zero goals and high-performance building standards, we expect a stronger emphasis on energy efficiency, resilience and data-informed decision-making.

Sheffield fire safety upgrade contract awarded to Harmony Fire

Contract awarded for major Sheffield fire safety works

Sheffield City Council has awarded a £11.6 million contract to Harmony Fire for fire safety upgrades across its housing portfolio, as reported by Harmony Fire.

The contract will cover fire door replacements and remedial work at around 1,800 residential properties over a two-year period.

There is an option to extend the contract by a further two years.

According to Harmony Fire, the programme includes the installation of FD60 and FD30 fire-rated door sets at both individual flat entrances and in communal areas.

The works will be managed from Harmony Fire’s Chesterfield office.

Housing stock across Sheffield to be upgraded

The contract forms part of a wider strategy by Sheffield City Council to modernise general needs housing across the city.

According to the council, the aim is to fast-track fire safety improvements and increase protection for residents.

The door sets, designed to withstand fire for either 30 or 60 minutes, are intended to meet regulatory compliance for compartmentation and tenant safety.

Manufacturing and supply will also be managed locally, with door sets produced in Chesterfield.

Harmony Fire said the localised supply chain is expected to reduce transport emissions and improve environmental sustainability.

Council explains tenant safety priority

Cllr Douglas Johnson, Chair of Sheffield City Council’s Housing Policy Committee, said:

“We take the safety of our tenants very seriously, and are always looking at new ways to protect people in their homes.

“We are delighted that Harmony Fire will be helping with fire door replacement across our property portfolio, and we hope people are reassured by the improved safety measures many will see begin to be installed at their properties in the coming weeks and months.”

The council has not yet announced a detailed timetable for the installation schedule.

Updates are expected as the programme progresses.

Harmony Fire outlines delivery strategy

Harmony Fire said it would use its regional team to oversee works and provide consistency across all project stages.

Amos Thomas, Pre-Construction Director at Harmony Fire, said:

“Our latest project with Sheffield City Council recognises the core benefits that strong public private partnerships (PPP) bring to clients and communities, through swift and efficient mobilisation and high-quality, compliant delivery.

“Bringing fire safety expertise to the table at an early stage in the project planning process is invaluable in correctly specifying requirements and prioritising programme scheduling to set projects up for success from the outset.”

The company said it would prioritise early planning and specification to help reduce risks and meet deadlines.

Fire door compliance and specification

According to Harmony Fire, the doors being installed are compliant with FD30 and FD60 standards.

FD30 doors are rated to withstand fire for 30 minutes, and FD60 doors for 60 minutes.

These ratings are based on testing under British Standards to ensure that the doors can maintain integrity and insulation in the event of a fire.

The use of compliant door sets in both individual and communal settings is intended to prevent the spread of smoke and flames between units.

Fire-rated doors are a key component in passive fire protection strategies.

Fire safety compliance inspections expand across Hong Kong

Government outlines inspection and prosecution progress

More than 8,600 Fire Hazard Abatement Notices (FHANs) have been issued in Hong Kong following inspections of older high-risk buildings, according to the Government of the Hong Kong Special Administrative Region.

The fire safety inspections followed a 2024 fire at New Lucky House in Jordan that resulted in five deaths and 40 injuries.

The government reported that among around 1,000 composite buildings inspected, over 2,100 FHANs were issued to “three-nil buildings”, which have no owners’ corporation, no management company and no residents’ organisation.

District-level figures show that Sham Shui Po received the highest number of FHANs at 1,074.

A total of 324 successful prosecutions and convictions were secured across the 18 districts.

The most common cause of prosecution was smoke stop door irregularities, accounting for 259 cases.

Compliance rate and new inspection plans

As of the end of June 2025, the Fire Services Department (FSD) reported that over 90 percent of the 8,661 issued FHANs had been complied with.

In March 2025, the FSD created the Divisional Public Safety Team to increase district-level enforcement and community engagement across Hong Kong Island, Kowloon and the New Territories.

The department stated that it will proactively inspect 1,800 old buildings over the next year.

These efforts are part of a broader strategy to raise compliance with the Fire Safety (Buildings) Ordinance among composite and domestic buildings constructed on or before 1987.

According to the Government, approximately 14,000 buildings fall under this legislation, and around 11,430 have already been inspected.

Progress on defaulted works and pilot programme

Following the December 2024 amendment to the Fire Safety (Buildings) Ordinance, authorities can now carry out fire safety works directly when building owners fail to do so.

The Government confirmed that 10 buildings have been selected under a pilot defaulted works scheme, with over half of them being “three-nil buildings”.

The authorities expect the first of these building upgrades to be completed by mid-2026.

Work consultancy and contractor contracts are planned to be awarded in the third quarter of 2025.

The Government stated that cost estimates will only be provided after assessments are completed by appointed consultants.

In addition to the pilot works, building-level compliance data is now published online to help inform prospective tenants and buyers.

Future expansion of improvement projects

The Government said it expects to extend defaulted works to between 20 and 60 buildings per year in the future.

It plans to assess the programme’s progress and determine the scale of future implementation based on sector capacity and inter-departmental coordination.

A long-term strategy will be developed to support owners facing genuine obstacles in upgrading their buildings.

The authorities confirmed that resourcing and contractor availability will shape how many additional properties can be included annually.

Efforts are ongoing to ensure the model remains sustainable and effective.

Internet of Things trial for early detection

The FSD is also piloting a fire detection system using Internet of Things (IoT) sensors to send alerts directly to emergency services.

Sensors may be installed in flats or communal areas to provide faster fire detection and improve response times.

Only a limited number of buildings per district are currently being invited to participate in the scheme.

The FSD said it is using criteria such as building age, number of storeys and whether a property is a “three-nil building” to decide which buildings are eligible.

The pilot is part of a broader strategy to explore technology use in fire detection, including 5G, AI and big data.

Fire safety compliance inspections expand across Hong Kong: Summary

The Government of the Hong Kong Special Administrative Region has reported that 8,661 Fire Hazard Abatement Notices have been issued following inspections of 1,000 high-risk buildings.

A total of 2,112 of these notices were issued to “three-nil buildings”.

There were 324 successful prosecutions, with most involving smoke stop door irregularities.

More than 90 percent of the issued notices have been complied with.

The Fire Services Department will inspect 1,800 additional buildings over the next year.

A Divisional Public Safety Team was established in March 2025 to enhance enforcement.

Ten buildings have been selected for a pilot scheme allowing the government to complete fire safety upgrades on behalf of non-compliant owners.

More than half of the pilot buildings are “three-nil buildings”.

The first works are expected to finish by mid-2026.

Contract procurement is scheduled for the third quarter of 2025.

Costs will be confirmed after consultant assessments.

Authorities expect to complete 20 to 60 defaulted works annually in future.

Building compliance status is now published online.

An Internet of Things detection system is being trialled in selected buildings.

BSI opens sector-wide survey on BS 99001 quality standard

Quality management standard for construction under review

BSI has launched a public survey to collect feedback on BS 99001, the British standard for quality management systems in the built environment.

According to the Fire Industry Association, the B/570 Quality Management in Construction committee is seeking input from professionals and organisations across the sector to support development of the next version of BS 99001.

The current version of BS 99001 builds upon ISO 9001 by incorporating additional sector-specific requirements.

It aims to improve project outcomes and safety throughout the asset lifecycle, from design to decommissioning.

The survey, open from 9 July to 9 October 2025, is intended to assess the standard’s effectiveness, explore implementation challenges, and identify possible improvements.

BSI is encouraging broad participation to help ensure the revised standard reflects the needs of the industry.

Alignment with ISO 9001 revision

BS 99001 was developed to complement BS EN ISO 9001:2015 by adding quality management requirements specific to construction.

The revision process comes as ISO 9001 itself is undergoing an update. BSI’s B/570 committee intends to use the sector’s feedback to align BS 99001 with any future changes to the international standard.

The current edition of BS 99001 includes additional requirements in areas such as design quality, temporary works, inspection and test planning, and competence.

It is intended to support the built environment in delivering safe, high-quality projects, particularly in the context of the Building Safety Act and increased regulatory focus on asset lifecycle performance.

Survey content and intended outcomes

The questionnaire aims to gather views on how BS 99001 is being used, any implementation difficulties, and areas that could benefit from clearer or more detailed guidance.

BSI said the survey would take approximately 10 minutes to complete and was designed to gather diverse insights from across the sector.

Respondents are asked to indicate how familiar they are with BS 99001 and to provide practical feedback on the usability and value of the standard in real-world settings.

The feedback will be reviewed by the B/570 committee and used to inform decisions on content revisions, format options, and future development priorities.

Document options and user flexibility

BSI offers BS 99001 in two formats to suit different user preferences.

Professionals who already hold BS EN ISO 9001 can purchase BS 99001 as a standalone document.

Alternatively, PD 99001 combines the full clauses of ISO 9001 with the corresponding clauses of BS 99001 in a single volume.

This integrated format is intended to support easier reference and implementation by aligning international and sector-specific quality management content.

According to CROSS UK, this appointment follows a competitive procurement process and builds on its interim operation of the system since April 2023.

The reporting system was mandated under the Building Safety Act 2022 as part of post-Grenfell reforms.

While the regulator appoints the operator, the system must be managed independently from both the HSE and Government.

Role of CROSS in UK building safety regime

The Building Safety Act 2022 introduced VORS to allow voluntary reports of structural and fire safety issues by those responsible for buildings.

CROSS has managed this system on an interim basis since April 2023 and will now continue in the role through to at least 2028.

An Altrincham-based construction company has been fined after failing to implement basic fire safety measures during a residential conversion project in central Preston.

According to the Health and Safety Executive (HSE), Glovers Court Ltd was fined £165,000 following repeated breaches of fire safety duties during redevelopment works at a warehouse on Glovers Court.

Lancashire Fire and Rescue Service (LFRS) first inspected the six-storey building on 16 May 2023 and found major deficiencies, including no fire detection system or evacuation plans.

LFRS issued a prohibition notice requiring the building to be vacated by occupants and stopped further works pending fire safety improvements.

The HSE said its own inspection confirmed that Glovers Court Ltd had not maintained proper compartmentation and failed to phase works to reduce fire spread risks.

HSE outlines repeated breaches at Preston site

The HSE reported that during its initial inspection, Glovers Court Ltd had no active fire detection or alarm systems in place at the time of redevelopment.

The inspection found that the site lacked adequate means of raising an alarm and had not maintained compartmentation across the floors, creating the potential for rapid fire spread.

Following this visit, the HSE issued both a prohibition notice and an improvement notice, halting work until suitable precautions were established and requiring the company to prepare a fire management plan.

However, further site visits by the HSE in June and November 2023 confirmed that the company had continued construction activities despite failing to comply with either enforcement notice.

According to the HSE, this ongoing non-compliance constituted a criminal offence under health and safety law.

Legal outcome and penalties imposed

Glovers Court Ltd, registered in Altrincham, Cheshire, was prosecuted in absence at Preston Magistrates’ Court on 26 June 2025.

The court found the company guilty of four offences under the Health and Safety at Work etc. Act 1974 (HSWA) and Construction (Design and Management) Regulations 2015 (CDM 2015).

These included breaching Regulation 11(1) and 13(1) of CDM 2015, relating to failure to plan, manage, and monitor safety during both pre-construction and construction phases.

The company was also convicted of two counts under section 33(1)(g) of HSWA for breaching improvement and prohibition notices.

Glovers Court Ltd was fined £165,000 and ordered to pay £10,512 in costs.

The HSE confirmed that the company has since entered liquidation.

“We welcome the court’s recognition of the seriousness of these breaches and hope this serves as a clear message to all about their legal and moral responsibilities.”

The HSE stated that construction employers are required under UK law to carry out suitable fire risk assessments and implement proportionate control measures.

This includes providing fire detection and alarm systems and ensuring firefighting equipment is properly located on site.
